Message to the People... May 26 - a special day for sisters! On May 26, 1978, 34 young women on the campus of Florida A&M University were initiated into the Delta Sigma Theta Sorority, Inc. through the Beta Alpha Chapter! Thirty-five years later, 33 of the women Cheryl Smith are still alive and doing positive things to uplift their communities, world and families. Congratulations to the Elusive Ladies: Sheryl Barnes, Michelle Boseman, Cheryl Burgess, Donna Charles (D), Charlene DeWindt, Lucy Holt, Brenda Jones, Sandra McReynolds, Vicky Muse, Alma Ragin, Anita Smith, Sabrina Beason, Kathy Board, Carolyn Brown, Mary Brown, Lillie Burke, Karen Caldwell, Terry Cooper, Yvette Council, Vickie Frazier, Celia Gipson, Cassandra Horton, Cassandra Jackson, Angela King, Audrey McGriff, Louise Marshall, Valerie Melton, Helen Morton, Valerie Raulerson, Vera Norwood, Cheryl Smith, Alvena Smith, Gertrude Sweet and Annarene Wineglass! I love these women and as I think back over the past 35 years, it is easy to become overwhelmed as I recall the many memories I have with these young ladies. We’re planning to get together in July as we celebrate the Centennial of Delta Sigma Theta and again at FAMU’s homecoming in Tallahassee. There have also been mini gatherings in different parts of the country. As we did 35 years ago, we work and play together! The Elusive Ladies have excelled at work, in the sorority and around the world. Many have held and still hold leadership positions in their local chapters. Reflecting back on the 19-year-old sophomore taking part in an experience that I knew nothing about, I am so thankful for the “Big Sisters” and the “Line Sisters” who crossed my path. Today we are tied to each other --for LIFE! Now everyone does not have to join a sorority, but I strongly urge women to think about joining and committing to a life of sisterhood. I’m talking about being more understanding and loving -- displaying compassion, not being quick to condemn or “hate.” It’s not like we don’t have an idea about what another “sister” is going through! We’ve all had our hearts broken, experienced defeat, worked through that time of the month, etc. Sadly, I have met women who say they don’t have female friends. In the Elusive Ladies, we went through all the stages to become sorors, sisters and eventually friends -- real friends. In Delta Sigma Theta, in the Elusive Ladies, I found a bond that transcends so many of the issues we face-- it is spiritual, emotional, mental and yes, physical, because we do lean on one another! To not have the love of my “sisterfriends” would leave an emptiness in my life. To all the women of the world, reading my words; reach out and share some sisterly love. It begins with a smile! Then a kind word!

Washington is descending into another silly season. Let’s end this diversion of dust and smoke as partisans hype mock “scandals” for political profit. The real scandals — like that of children in poverty — are simply Rev. Jesse L. being ignored. In this rich nation, Jackson nearly 8 million children under the age of 18 are being raised in what are called “areas of concentrated poverty.” These are the ghettos, barrios and impoverished rural areas where more than 30 percent of families live below the poverty line (a little over $22,000 for a family of four in 2010, when these figures date from). The number of children living in these communities is rising: It’s up 25 percent since 2000, according to the Data Snapshot of Kids Count, the nonpartisan organization whose report is the source of this data. Not surprisingly, African-American, NativeAmerican and Latino children are 6 to 9 times more likely than white children to live in these areas. Children whose parents were born outside of the U.S. — the offspring of immigrants — are also more likely to be ghettoized. Two-thirds of these children are in large cities. Surprisingly, the highest rate is in the South and Southwest: Mississippi, New Mexico, Louisiana, Texas and Arizona. With the nation moving toward becoming a majority minority nation, these children are our future. We will rise or fall depending on how successful we are in tapping their potential and in providing them with opportunity. Right now, we’re failing the test. Our ghettos and barrios — and other communities of concentrated poverty — are dangerous to children. They’re more likely to go to impoverished and underperforming schools, more likely to be unable to find good preschool and child care, and more likely to lack quality health care. Their housing situation is less stable and their neighborhoods often lack adequate outdoor spaces. They must survive on dangerous streets. Children growing up in areas of concentrated poverty do worse in school and are more likely to drop out — even if they come from moderate- or high-income families. Those raised in middle- or higher income families are 52 percent more likely to fall down the income ladder if they grow up in these neighborhoods. The scandal is that our public policy to deal with these children is as impoverished as their neighborhoods. You can’t address their challenges by shutting down a public school and opening up a charter. High-stakes testing can measure how they fall behind, but it provides no remedy. We need a comprehensive strategy to address concentrated communities of poverty. We need to rebuild these neighborhoods with affordable housing, sensible public transport, clinics and hospitals, groceries with good food while investing in the kids — through infant nutrition, universal pre-K, smaller classes in early grades, good teachers, smart schools, afterschool programs and affordable college. In an age where globalization has ravaged communities, Kids Count argues that we need to develop “anchor institutions” — local hospitals, universities, government agencies -— that hire locally, train locally and buy locally. These neighborhoods have to be figured into citywide and regional plans, not locked out of them. Our diverse democracy won’t survive if children discover that their success depends more on the luck of what family they are born into rather than the pluck of the work that they do. We can afford to remove the shackles that burden these children. PAGE 3

Dear Advocate: I have an 11-year-old daughter. Her father was killed in an automobile accident when she was two. Five years ago I remarried a wonderful man whom I thought loved me and my child. A year ago my husband, my daughter’s step-father was convicted of sexually assaulting our neighbor’s nine-year-old daughter and is now serving prison time. I am plagued with feelings of guilt and remorse because at that time my daughter told me he started sexually abusing her when she was eight years old. My marriage is destroyed and my relationship with my daughter is ruined. She’s angry, withdrawn and looks at me with total disgust. How could I not know? Why didn’t she tell me? Ft Worth, TX Dear Ft Worth: To begin with, let me extend to you my deepest condolences for the sudden and tragic loss of your first
husband and your daughter’s birth father. Regarding your recent situation, I’m sure you’re experiencing mixed emotions and different levels of guilt related to this betrayal and criminal activity. First and foremost, your husband is solely responsible for his inappropriate actions and behavior towards your daughter, his stepdaughter, not you. Secondly, individuals who choose to abuse children are very sneaky and go to great lengths to keep their actions hidden. Young children who are being abused don’t know how to verbalize what is happening to them. Their voices have been silenced by fear and threats from their abusers that if they tell, they or someone they love will be hurt. Oftentimes, the child attempts to disclose the abuse through their behavior. Such as, acting out, failing school grades, fearful of being around a particular person, sexual behavior that is inappropriate for their age, etc.
Lastly, all is not lost. You can begin the process of rebuilding and restoring the relationship with your daughter. Sexual abuse is a very traumatic experience and shouldn’t be taken lightly. She has been deeply, deeply hurt and the emotional wound needs to be addressed appropriately. Seek individual counseling for you and your daughter to identify and confront all the negative and painful emotions surrounding this terrible event. Representative Yvonne Davis announces $500,000 2013-2014 Urban Scholarship Fund State Representative Yvonne Davis (D-Dallas) recently announced that over $500,000 in scholarships are available for high school graduates from Dallas and 28 other urban areas throughout Texas. Administrated by the Texas Association of Developing Colleges (TADC), the Urban Scholarship Program was created during the 74th Legislative session as part of House Bill 2128 with the cooperation of the three largest local telephone companies in the state of Texas at the time. This year's Scholarship Fund contributors are AT&T and Verizon Wireless. Since the establishment of the Urban Scholarship Fund, nearly 11,000 students throughout the state of Texas have been able to begin or continue their college education due to over $6,000,000 awarded to them through the Urban Scholarship Fund. "This fund was created to provide access to higher education opportunities for Texans who, without this assistance, might not be able to strive for a college education," said Rep. Davis. "Basically, all the problems facing our communities, including economic parity, high crime, building cohesive families, and other quality of life issues are related to the lack of education. By providing increased avenues

Each year Leadership Southwest seeks to recognize community leadership program graduates. Recipients are nominated by their local leadership programs for exemplifying the spirit and goals for civic involvement and trusteeship. We all know Tony Stark is Iron Man, but does the suit make the man or does the man make the suit? Inquiring minds want to know. Written by Drew Pearce and Shane Black, and directed by Black, IRON MAN 3 is the third
installment of the IRON MAN movie franchise based on the Marvel comics character. As with the previous IRON MAN films, the star power in “3” is plentiful. Oscar-nominated and Golden Globe winner Robert Downey, Jr. returns in the title role along with Oscar Award winner Gywneth Paltrow as Pepper Potts and Oscar-nominated, Golden Globe winner Don Cheadle, as Colonel James Rhodes. Former film director Jon Favreau (IRON MAN, IRON MAN 2) also returns as Happy Hogan, Mr. Stark’s right-hand man and head of security. Joining the A-list cast this time around are critically acclaimed Academy Award winner Ben Kingsley as alleged diabolical terrorist, The Mandarin, and Golden Globenominated Aussie actor, Guy Pearce as evil mastermind/ scientist, Aldrich Killian. IRON MAN 3
The plot reveals Tony Stark/ Iron Man in a light we have not seen him in before. WARNING: Spoiler alerts included. When Stark’s bestie, Happy Hogan nearly loses his life during a terrorist attack, Stark vows to find those responsible. After making a direct threat on national TV to a violent terrorist known as The Mandarin, Stark’s personal life is destroyed when the seemingly unstoppable enemy brings the fight right to the front door of his posh, oceanview home in Malibu. Initially presumed dead by the public and the love of his life, Pepper (who for a brief moment wears the Iron Man suit for the first time to protect her from injury during the attack), Stark is forced to take refuge in a residential workshop after his latest prototype, not-quite-fullyfunctional suit of crimson and gold armor crash lands in a small town in Tennessee.
Like Stark, Killian is also a brilliant man. However, several years prior while attending a conference, Stark broke his promise to meet with Killian about an idea he wanted to propose and well, apparently Killian never got over being blown off. As Stark fights his way back and works on rebuilding the Iron Man prototype, he has to rely on his ingenuity and tenacity to prepare him to face this formidable enemy and ultimately rescue Pepper, who Killian has taken hostage and injected with his destructive bio-chemicals.
immensely entertaining, in my opinion the third sequel is the best of the franchise, perhaps because similar to other superhero movies in recent years, the character has transformed from a light-hearted, comical portrayal into a much more serious, darker, soul-searching role. IRON MAN 3 has a running time of two hours and 10 minutes, and is rated PG-13 for sequences of intense sci-fi action and violence throughout, and brief suggestive content. A well-played twist in the storyline teaches us that it is in fact Aldrich Killian, who is the real villain orchestrating the string of bomb-less, biochemical explosions, and not the elusive Mandarin as the audience is purposely misdirected to believe. As it turns out, The Mandarin, is just an old, drugged out, struggling actor, who is being paid by Killian to be the mascot for all intensive purposes of his self-serving, plot to take over the world.

NAACP Legal Defense Fund Wins Voting Rights Act Challenge to Fayette County, Georgia’s Discriminatory Election Method Fayette County, Georgia—In an important voting case, a federal court struck down, as violative of the Voting Rights Act, Fayette County’s discriminatory at-large method of electing members to the County Board of Commissioners and County Board of Education. In the case, Georgia State Conference of the NAACP, et al. v. Fayette County Board of Commissioners, et al., the Court, in an 81-page opinion, found that although Black residents comprise 20 percent of Fayette County, are geographically concentrated in the County, and consistently vote together for Board of Commissioners and Board of Education candidates, no Black candidate has ever been elected to either of these boards in the County’s 191-year history. “As the Court recognized today, Fayette County’s atlarge election method violates the Voting Rights Act because it is a structural wall of exclusion that guarantees that Black voters, despite having run for office in election after election, cannot elect their candidates of choice,” said Ryan Haygood, Director of the Political Participation Group of the NAACP Legal PAGE 9

Defense Fund, a leading civil rights law firm that has been a separate entity from the NAACP since 1957. “Today’s ruling provides an opportunity for greater inclusion, fairness, and accountability in Fayette County’s political process through district-based voting.” Because Black-preferred candidates are not meaningfully supported by white voters, who comprise 70 percent of Fayette County’s population, those candidates cannot win a county-wide election under the current electoral system. A Black candidate, for example, recently lost a Fayette County Board of Education election after receiving 99 percent support from Black voters, but securing only 15 percent from white voters. In another recent election, three Republican candidates ran for a vacant seat on the Board of Commissioners, including two Black candidates and one white candidate. One of the Black candidates was an attorney and then vice-chairman of the Fayette County Republican party, and the other Black candidate was a certified public accountant. The white candidate, who had never voted, but who ran to “preserve the heritage of our county,” was a mechanic. In the end, the white candidate defeated all Black candidates without a runoff. The federal court found that at-large voting in Fayette weakens the voting strength of Black voters in violation of Section 2 of the Voting Rights Act. Widely considered the crown jewel
of American democracy, the Voting Rights Act is the most effective tool for protecting voters of color against methods of election, such as at-large voting, that dilute the voting strength of communities of color. Until today’s ruling, Fayette County was one of only twenty districts of the 180 school districts in Georgia with a completely at-large electoral scheme. “Our country has now twice elected a Black person to serve in the highest office in the land,” said Leah Aden, LDF Assistant Counsel. “And yet, in a state with such rich racial diversity as Georgia, Fayette County has for too long resisted numerous opportunities to integrate its political processes. Today’s decision provides an opportunity for Fayette County to embrace its racial diversity and finally integrate its political process and provide avenues of voting opportunity for all of its citizens.” Plaintiffs, the Georgia State Conference of the NAACP, Fayette County Branch of the NAACP, and Black registered voters who reside in Fayette County, filed this lawsuit in August 2011. At least since 1993, Plaintiffs and other members of the community have advocated for creation of district-based voting under which Fayette County would be divided into equally-sized districts with each district electing a representative of their choice to the Board of Commissioners or Board of Education. “Fayette County citizens have worked for decades to create real representative democracy through district !

American Red Cross Tornadoes Response The American Red Cross is providing food, supplies, emotional support and health services for new relief operations across communities in Oklahoma, Texas, Kansas and Iowa following a swath of as many as 50 reported tornadoes in 48 hours, while at the same time providing support to those recovering from last week’s devastating tornadoes in Texas. Shelters and emergency aid stations are open where people can get food and snacks, mental health and health care services and information about what help is available. More workers, supplies and equipment are on the way to help the people of Oklahoma. Approximately 30 emergency response vehicles are distributing food, water and relief supplies to people in need. The Red Cross has kitchen support and relief supply trailers to help those forced from their homes. This has been a devastating storm, and Red Cross disaster mental health workers are available to help people cope with the aftermath. We also are operating shelters and supporting people affected by Sunday’s storms in Shawnee and other parts of the Oklahoma City area. The Red Cross will be on the ground in these affected areas for weeks to help people get back on their feet.
Oklahoma Tornadoes A substantial emergency response is under way across Oklahoma, where severe storms and tornadoes touched down Sunday evening and again Monday afternoon. Initially, the cities of Edmond and Shawnee sustained extensive damage when a tornado with sustained winds up to 200 miles per hour–passed through the areas. The following afternoon, another massive storm developed, this time in Moore, Oklahoma, where the largest tornado in recent memory tore through the center of town, destroying homes, businesses, schools and damaged a major local hospital. As a result, President Obama declared a State of Emergency for multiple Oklahoma counties including Cleveland, Lincoln, McClain, Oklahoma and Pottawatomie. Red Cross immediately opened six shelters for a safe refuge and started providing nourishing meals to those in need, particularly in hardest-hit communities. Shelters will remain open to provide protection from the lingering storms, and give a place to stay to those who no longer have a home to which to return. Red Cross workers and Emergency Response Vehicles are currently in the area and distributing relief items such as food, water, tarps, trash bags, work gloves and hygiene items, as well as offering health and mental health services. A number of individuals from the damaged areas have registered at the Red Cross’ Safe & Well program. And, Red Cross workers continue to staff local and state Emergency Operation Centers.
Texas and Kansas Tornadoes

The American Red Cross continues to provide relief to those areas of Texas and Kansas that were also affected by recent tornadoes. Over the weekend, the Red Cross delivered thousands of needed bulk items to residents in need across Texas. Additionally, the Red Cross handed out many hot meals and snacks, and provided emotional and health care support to hundreds of people. Communities around Topeka and Wichita saw small areas of damage to rural areas. Red Cross workers deployed team members, provided needed assistance to disaster victims, and circulated an emergency response vehicle for residents within the affected areas to hand out relief supplies and snacks. The Red Cross will continue to monitor needs and be there for families and individuals over the coming days. Tennessee and North Dakota – Flooding Excessive rainfall caused flash flooding that damaged homes and affected residents in Bledsoe, Cumberland, Hamilton, Marion and Rhea Counties in Tennessee on Monday. The Red Cross deployed team members, providing shelter, food and snacks. The Red Cross will also be meeting with individuals affected providing relief supplies and placing additional shelters on standby.

Parkland Stroke Program staff reminds others to think 'FAST' May is National Stroke Awareness Month As part of May’s National Stroke Awareness Month, Parkland Health & Hospital System is reminding everyone to think “FAST” when someone may be suffering from a stroke. FAST is an acronym anyone can use to determine if someone might be having a stroke: F – face droops on one side, A – arms drift downward when raised, S – speech is slurred, and T – time is critical, call 9-1-1 immediately. In addition, Parkland’s stroke staff and other Metroplex facilities have teamed up with the Texas Rangers for “Strike Out Stroke” at 7:05 p.m., Wednesday, May 29 at the Ballpark in Arlington. Stroke Program staff from the region will hand out information before the game, a 15-second public service announcement will be shown on the scoreboard, four stroke survivors from the area will attend batting practice and one lucky survivor will throw out the first pitch. The Rangers are donating $5 per ticket to the region’s multi-facility “Strike Out Stroke” awareness campaign to help educate the public about strokes. As a state designated Primary Stroke Facility Level II, Parkland is one of a few local hospitals providing continuous 24-hour stroke care. In fiscal year 2012, 1,137 hospitalized patients were either diagnosed with a stroke or received a consult for stroke-like symptoms.

“Up to 80 percent of strokes can be prevented by controlling risks factors such as high blood pressure, atrial fibrillation, which is a type of irregular heartbeat, smoking, diabetes and high cholesterol,” said Jennifer Cross, Advanced Practice Nurse and Stroke Program Coordinator at Parkland. Watching for stroke symptoms is also important, Cross said. Symptoms include a sudden numbness or weakness of the face, arm or leg especially on one side of the body, sudden confusion, trouble speaking or understanding, and sudden trouble seeing in one or both eyes. “If a person is suddenly having trouble walking, talking, dizziness, loss of balance or coordination, and develops a sudden severe headache with no known cause, it’s important to call 9-1-1 immediately,” Cross added.
Have an emergency supply kit with essentials such as a weather radio (available at drug stores, groceries, and home improvement stores as well as other retailers), a flashlight with fresh batteries, water supply and appropriate outdoors clothing and shoes. Your kit should include the following items: Bottled water (three-day supply of four quarts per person per day) Food (three-day supply of non-perishable foods such as canned meats, fruits and vegetables) Can opener, pocket knife, eating utensils, cups, plates and bowls First-aid kit and at least a 30 day supply of prescription medicines Battery-operated radio and extra batteries Flashlight and extra batteries Tools, tape, plastic sheeting, signal flares and matches

CHISD honors 2013 TEACHERS OF THE YEAR Cedar Hill, TX. - The Cedar Hill Independent School District honored its Teachers of the Year during an Educator Awards Banquet on May 9, 2013. The Teacher of the Year selection committee awarded Debra Seeley with the Datamax Elementary Teacher of the Year award and named Barbara Boakye as the Wells Fargo Secondary Teacher of the Year. Seeley is a K-2 Special Education teacher at Lake Ridge Elementary School. "She is a phenomenal educator," said Tangelia Mason, who nominated Seeley. "The children in her classroom have grown so much, and she brings out the best in all, allowing them to reach their full potential." Seeley said she discovered her love for teaching special education students as a substitute teacher in CHISD in 2001. "I was asked to work in the Preschool Program for Children with Disabilities (PPCD) classroom and found my calling," Seeley said. "My duties included assisting the PPCD students in their regular education class and specials' classes. This was a wonderful opportunity for me to observe many teaching styles and the different learning styles of students. “It is our job to look beyond the disability to find ways to let their abilities shine." Boakye is a ninth-grade biology teacher at Collegiate High School.
