I am so excited about the P.O.T. Boys Experience hosted by Pastor Rickie G. Rush and the Inspiring Body of Christ Church. Cheryl Smith On any given day, you will hear about the exciting things going on at IBOC. There’s also something to keep the members and surrounding communities engaged. Especially impressive is the interest exhibited by young people. It is imperative that children know that we care about them and their well-being. They get enough of the negative images in the media. At IBOC, Pastor Rush helps youth to feel good about themselves and the results are phenomenal. The P.O.T. Boys Experience is a three-day event that takes you into the mind and heart of your not-so-average teenage boy. Now that’s a place we really need to go with an open mind and hear because you can’t help if you don’t know what’s going on! P.O.T. Boys is an acronym for "Parents of Teenage Boys." Research shows that during an 8-year period, adults who raise teenagers deal with stressors that can lead to life-threatening conditions, but "the kids aren't dying, the parents are," says Pastor Rush. “The growing tornado strikes from ages 12-19. Issues ranging from physical disabilities to sexual confusion, from low self-esteem to hyper over-achievement plague the teen at this age.” He explained, “As a parent or stakeholder in the teen's life, you are left devastated. In the aftermath, all you can do is survey the damage and rebuild on the foundation that's left. You are the foundation!” Survival skills and parenting techniques are important. "The more you know about who you are raising, the more equipped you are to survive the storm," said Pastor Rush. "We're going to bring our audience in and lock them into a teenager's world, and it's going to be uncomfortable." The P.O.T. Who should pay for disasters caused by people? By Congresswoman Eddie Bernice Johnson

In April, a massive explosion at a fertilizer plant killed fourteen people in the town of West, Texas. Several firefighters were killed, two hundred citizens were injured, a public school and homes were destroyed and a crater, reportedly the size of a professional basketball court, was created.

A spokesman for the fertilizer company confirmed that the plant did not contain fire sprinklers. Investigators concluded that the company used wooden bins to store dangerous ammonium nitrate that detonated in a building which contained dry combustible seeds.

In 2006, the Environmental Protection Agency inspected the plant and assessed its owners a fine of $2,300 for failing to update a risk management plan. In 2011, another federal agency cited the plant for not having a “security plan,” and for the mishandling of dangerous materials.

The deadly event in West, near Waco, was created by people. It was not caused by nature. It is similar to the BP oil spill that occurred in the Gulf of Mexico, and the company responsible for

The federal government has provided funding to cover 75 percent of monies that Texas incurred for removal of debris and emergency protective measures. More than 800 individuals have

registered with the Federal Emergency Management Agency (FEMA) for assistance. That agency and the Small Business Administration have provided more than $10 million in direct federal disaster assistance grants and low interest loans to eligible residents and business owners. As expected, Texas Governor Rick Perry has attacked FEMA and President Obama’s administration for not doing more. My question to Mr. Perry is, what more do you expect the federal government to do, given a situation that could have been

prevented had the state been diligent while monitoring safety procedures. I am hopeful that Governor Perry is mindful that it was a Texas based privately owned company that caused the deaths of fourteen people, injuries to countless others and millions of dollars in property damage. I do not see the hand of the federal government in causing this calamity. Sober minded members of the public are asking themselves just who should provide the necessary funding in the wake of this event. Certainly taxpayers should not have to pay for the omissions of a private company that is fully responsible for what occurred. Congresswoman Eddie Bernice Johnson is serving her 11th term representing the 30th Congressional District of Texas.

Medicare: Improving Lives for 48 Years By Tim Morstad, AARP Texas

July 30 marks the forty-eighth anniversary of Medicare, the national health insurance program for Americans 65 and older, signed into law by Texas' own President Lyndon B. Johnson in 1965 as an amendment to the Social Security Act. At the signing, President Johnson noted that, "every citizen will be able, in his productive years when he is earning, to insure himself against the ravages of illness in his old age." Indeed, for nearly half a century, Medicare has lifted millions of older Americans out of poverty and has provided them with a safety net that they have rightly earned. Today, Medicare provides affordable health coverage to roughly 52 million Americans, allowing them to lead more productive lives. Yet Medicare has reached a critical juncture. According to the Centers for Medicare and Medicaid Services, the Medicare trust fund will be exhausted in 2026. Politicians have used this statistic as a against millions of Americans who rely on Medicare. If we don’t cut benefits for today’s retirees, they say, benefits will cease to exist for future retirees. Two years ago, AARP kicked off a national listening initiative, You've Earned a Say, to ensure the millions of

Americans who pay into Medicare have a voice in the debate over its future. Millions of our members have sent a clear message to Washington: We should not balance the federal budget on the backs of our nation's seniors. Due to rising health care costs and changing demographics, Medicare faces real challenges, and we at AARP are tackling these challenges head on. We've said that we can reduce costs throughout the health care system, by clamping down on high drug prices, by improving care coordination and the use of technology and by cutting over-testing, waste and fraud. These commonsense solutions will ensure the longevity of Medicare so that seniors can continue to receive the affordable health care they deserve. It’s important to note that the Affordable Care Act has already extended the life of Medicare by implementing key reforms that will save $500 billion over the next 10 years. From curtailing exorbitant payments to private insurers to cracking down on fraud and abuse, Washington has shown that it can accomplish real savings intelligently and responsibly, without cutting benefits for current or future retirees. In order to reduce high prescription drug prices, we also must stop

pharmaceutical companies from gaming the system. Right now, some brand name drug companies are driving up the cost of health care by entering into agreements with generic drug companies, paying them to delay bringing a competing product to the market. Moreover, Medicare should be allowed to negotiate with pharmaceutical companies for lower drug costs, which isn't permissible under current law. Allowing Medicare to use the bargaining power of its 52 million beneficiaries to negotiate for lower prescription drug prices, particularly for high-priced brand name drugs, could save money for seniors and reduce the cost of health care. Improving care coordination is essential to making sure patients receive safe, high-quality care. We can do this by creating systems that better connect doctors and health care facilities and take advantage of advanced information technology. More effective care coordination will also reduce medical errors and help prevent dangerous, preventable hospital re-admissions while also ensuring patients are getting recommended care and saving taxpayer dollars. It is estimated that Medicare could save hundreds of billions of dollars by

reducing waste and stepping up fraud detection. For example, Medicare currently pays all health claims and then has to chase down providers if an error or fraud is detected--and too often the improper payment is never recovered. By improving technology, we can flag fraudulent claims before they are paid. We can also use technology to crack down on criminals who file false Medicare claims. By removing personalized information from Medicare identification cards, we can develop new cards that can track and confirm that Medicare is being billed for only those services a patient receives. The proposals we are advocating for are not gimmicks but solutions that will improve and strengthen Medicare today and for future generations. Medicare has been successful for nearly half a century and is still a success today. If Washington takes the necessary steps, Medicare can be strengthened and improved for the next generation of seniors. By doing so, we can, in the words of President Johnson, “reaffirm the greatness of America.” Tim Morstad helps lead outreach efforts for AARP in Texas.

In 1999 the legislature created the System Benefit Fund to help low-income Texans pay summer energy bills when Texas deregulated electric utility companies. The Fund's goal was to assist the least fortunate Texans in braving the summer heat, and as temperatures across the state soar to increasingly high levels, that mission is more critical than ever. Unfortunately, this session, the legislature ended the surcharge on customers’ electricity bills but took steps to provide a discount on customers' September electricity bills for 2013 and May through August bills for 2014. According to the Public Utility Commission, about 500,000 Texans received aid from the System Benefit Fund to help pay their summer bills. Since the creation of the System Benefit Fund, the legislature has often neglected to use the full balance to help Texans pay their summer electric bills, instead redirecting the balance to shore up budget shortfalls. For instance, in 2011 $650 million was left in the Fund instead of distributed to senior and needy Texans. “I opposed the reverse Robin Hood plan to take from the poor,” said Ellis. “The System Benefit Fund was created for the explicit purpose of helping low-income Texans pay rising energy bills after electric deregulation. That’s where the money should be going and where Texans want it to go. Unfortunately, our side did not prevail, but at least there is the silver lining that Texans will receive a bigger discount this summer and in 2014, so Texans need to take advantage of it while they can.”

(Austin, Texas) – Senator Rodney Ellis (DHouston) today joined Representative Sylvester Turner (D-Houston) and advocates urging lowincome Texans to sign up for LITE-UP Texas energy bill assistance before the August 10, 2013 deadline. The LITE-UP Texas program is designed to help qualified low-income individuals who live in areas where they can choose their own electricity provider to reduce their monthly cost of electric service. During this year's regular session, the 83rd Texas Legislature made profound changes to this program, increasing the discount from 16.5 percent to 82 percent. The 82 percent discount will be effective for this September and also for May, June, July and August of 2014. “Time is running out for low-income and elderly Texans to get the help they need to keep the power on in late summer,” said Ellis. “We are here to spread the word to make sure that Texans know there is help on the way.”

The truth for most children is that nighttime dryness takes weeks to months to follow suit. So the first thing to do is simply relax. It’s fine to keep your little one in nighttime pull-ups until he or she has a successful track record of a few dry nights in a row.

Implement rewards. If you feel like your child could use a little incentive to try to keep his or her pull-up dry (after two months of daytime success) then a reward chart can be a good place to start. One thing to keep in mind about rewards is that in order for them to be effective, the reward must come as immediately as possible. So, for example, if your little guy wakes up with a dry pull-up, the reward would be ready as soon as he shows you his success.

Monitor nighttime sleep hours. Overtiredness can be the culprit for many things, including bedwetting. Have a good look at the number of nighttime hours of sleep your child is getting, and if it’s any less than 11, try adding to it. When a child is overtired the body tends to sleep more heavily, which could be interfering with the body’s messages to the brain that would encourage a wakeup to use the toilet.

Celebrate success. Children love to please you. Even if your little lady manages to keep her pull-up dry for just one night, that accomplishment deserves a celebration! Make PAGE 8

a big deal about her success by calling a favorite family relative or having a special celebration breakfast. Once she gets the hint that keeping the pull-up dry at night is a big deal to everyone around her, she will be more motivated to keep up the good work!

Go diaper free. Occasionally children just take the easy way out, no matter how much coaxing and rewarding a parent does. For some children, staying dry at night is just not a priority and they won’t do it even though they can…

So, if it’s been at least six months since your little one mastered daytime dryness and you’ve tried the above suggestions many times over, then you may need to test your child by going diaper free at night. Be ready to wake a few times in the first week to change sheets and PJs, and also put a plastic mattress cover on for protection. Try it for two weeks. If you see your child moving in the direction of progress with more and more dry nights, then you know you are on the right track. If, however, there is little to no success, then trust that it’s more a matter of biology than stubbornness and go back to the pull-up for a few more months. Lastly, we have one major DON’T when it comes to this topic: It’s never wise to punish a child for nighttime accidents. One in ten school-aged children still has trouble controlling his bladder at night, so it’s more common than you might think. It’s not your little one’s fault, and it’s just a matter of age and biological maturity before success comes. Nonprofit technology startup earns surprise early win in $100,000 crowdfunding campaign With four days to spare, a young technology nonprofit broke through their $100,000 crowdfunding goal on Indiegogo, thanks to a wave of major support from tech entrepreneurs and companies including: Craig Newmark of Craigslist, Mitch Kapor from The Kapor Center for Social Impact, Rackspace, TripAdvisor, and Zendesk. Other leaders who gave personal contributions to the campaign included Alexis Ohanian (Reddit, Breadpig), Robin Chase (Buzzcar, Zipcar) and Kathryn Finney (digitalundivided). At 9:10 PM on Monday, July 22nd, the campaign was pushed over its goal by David S. Rose, Founder & CEO of Gust and one of the country's leading angel investors. "Gust was delighted to be able to put the 'Summer of CODE' campaign over

the top with a significant contribution", said Rose. "Black Girls CODE is showing the world that girls of every color have the skills to become the programmers of tomorrow." These leaders have collectively pledged over $50,000 to the campaign, joining nearly 900 giving in the range of $5-500. Black Girls CODE Founder Kimberly Bryant said, “The response from both the tech industry and our grassroots supporters has been amazing. Crowdfunding is inspiring, because every gift, be it $5 or $10,000, really does make a difference when they come together for collective impact. Our campaign shows the growing support we have in the community at large for our work to diversify the tech industry

by introducing girls of color to computer programming.� The funds raised will provide student scholarships, instructor stipends, and laptops. Contributions will also seed funding for Black Girls CODE chapters in eight markets nationwide, which will provide ongoing educational opportunities. In 2011, Kimberly Bryant founded Black Girls CODE to increase the number of women of color in the digital space. Black Girls CODE is the only program targeting African American, Latina, and Native American girls in cities nationwide with training in mobile app development, game and web design. Black Girls CODE has already served more than 1,200 girls in cities across the United States and in South Africa.

First salary increase for staff in five years The Cedar Hill Independent School District Board of Trustees voted unanimously to approve a three percent raise for all school district employees. They made the decision while adopting the 2013-2014 budget during a called meeting on June 29, 2013. This is the first raise that the CHISD staff has received in five years. The Board also approved the restoration of two local days with a staff-paid substitute at the minimum rate. "Although the Board has always fought to maintain a balanced budget, we felt that a onetime use of the fund balance for employee raises was more than appropriate," explained CHISD

Board President Sonya Grass. Based upon projections for 2014-2015, the Board believes that this raise and two local days can continue to be funded in the budget. You have endured longer school days, cuts in stipends, and loss of local days. (Washington, D.C.)- The Miss Black USA Pageant and Scholarship Foundation, Inc. is redefining the 2013 edition of Miss Black USA to emphasize all attributes that contribute to today’s successful African American woman – mind, body and spirit. The Miss Black USA Pageant finals are scheduled for Monday, Aug. 12 at 7:30 p.m. at the University of the District of Columbia in Washington, D.C. Karen Arrington, Founder of Miss Black USA, said that the scholarship pageant, with the theme "Still I Rise," reflects the American black woman’s rising leadership role in leadership in America. "For the first time in history, we have an African American First Lady, a black woman on the top of the Forbes Richest Women in Entertainment list, and African American women who are in positions of prestige and power at organizations like Xerox, Care USA, Microsoft, The Robert Wood Johnson Foundation and The World Bank," she said. She added that this year’s 30 Miss Black USA contestants, from 28 states, the District of Columbia and the Virgin Islands, accurately represent the theme. In our library Extraordinary Fathers of the World, We Thank You As I think about the fathers who have made a difference in my life, $om those in my own family, to the young boys that chased me around our grade school playground many years ago who are now dads themselves, I have to take a moment to recognize their tremendous contributions, not just to my life, but also to this world. I have had the good fortune to know some

incredible dads—the unsung heroes rarely talked about because the ones who aren’t raising their children are the ones who, unfortunately, take center stage in society’s co(ective psyche. The fathers I know are in the trenches on a daily basis, loving and raising their sons and daughters. These dads don’t look for accolades. They are not trying to win favor or get to the finish line first. Rather, they are sitting at the kitchen table most evenings tutoring their teenagers in geometry or English. They are snu)ling with their little ones, reading a favorite bedtime story for the tenth night in a row. These fathers are sitting next to their children in church on Sundays and respecting their children’s mother every day of the week. They are standing on the sideline of the soccer field coaching their

WNV Positive Mosquito Pool Confirmed The Garland Health Department (GHD) received a report of laboratory confirmed presence of West Nile Virus (WNV) in mosquitoes collected in the 2500 block of Wood Drive. This is the second confirmed presence of WNV in mosquitoes in Garland in 2013. GHD will immediately initiate adulticide spraying throughout surrounding area on the night of July 26 (weather permitting) to minimize the risk of human infections. Thus far in 2013, no WNV human cases have been confirmed in Dallas County but the presence of the disease in mosquitoes means that transmission to humans is possible, so residents are urged to take preventative measures. Citizens can view a map depicting areas where WNV virus has been detected and subsequently sprayed to reduce the adult mosquito population on the City of Garland website on the Mosquito Information page.

WNV rarely causes severe illness or death, but citizens should remain vigilant and take common sense precautions to minimize the risk of exposure. To protect yourself from exposure to WNV, limit outdoor activity during evening and early morning hours when mosquitoes are most active. While outdoors, wear lightcolored, long sleeve clothing, and use an insect repellent containing DEET, according to its label directions. Most importantly, take measures to eliminate any standing water on your property, such as birdbaths (clean them twice per week), pet water dishes, clogged rain gutters, tires, and buckets. Containers that can hold an inch or two of water for just a few days can breed mosquitoes. Report any standing water that you are not able to eliminate yourself to the GHD.
