This is a wonderful time of year for many. Actually, they Cheryl Smith proclaim it the “best time of the year.” Then there are those who consider this the loneliest time of year -- a depressing time when they fall into a funk because they are remembering loved ones who have passed on or they don’t have money or resources to give their loved ones gifts for Christmas. Recently on Twitter, journalist Roland Martin urged followers to avoid stressing during this time of year. He talked about the importance of family and being with loved ones and cautioned against getting caught up in all the hype. I can understand the excitement surrounding the season. It is a beautiful time of year and I love the colors, the lights, music and beautiful decorations. I even find myself singing Christmas Carols, or some of the favorite tunes that my mother used to have us listen to as children. I also remember some of the sad times that I have experienced: December was not only the month that my Grandfather, Father and Godmother died; it was also during this month that other significant people have transitioned. For some reason, this time of year is also a time of reflection, which for some, leads to depression; while for others there is hope. Many see this as a time for loved ones, to get together with family. And that is great, if you have a family. We can’t forget the many who are alone, as well as the less fortunate. It would be wonderful, to me, if the giving spirit that I see could continue year round. While there have been instances of violence in shopping malls and there’s always a thief on the prowl; there are also some generous souls who believe in helping the less fortunate. Please remember that just like we pay attention to HIV/AIDS on World AIDS Day and the next day those living with HIV/AIDS are still here and in need of a cure; between Thanksgiving and New Year’s Day (the last day of Kwanzaa), we are kinder, gentler and generous, but on January 2 and throughout the year we need to try being nicer and more supportive. After all, some of those same families in need of coats in December are in need of when the temperatures are soaring during the summer months. And throughout the year, you can still hold the elevator door open, say “excuse me” or “thanks” and leave a larger tip. Yes, for many this is the best time of the year, but why can’t we make every day wonderful

Harming the weak at Christmas By Congresswoman Eddie Bernice Johnson

Recently, Congress passed a tough budget agreement that set the funding levels of government for the next two years. This agreement addressed several issues, but also left 1.3 million Americans looking for work without the support of unemployment insurance during this holiday season. While the proposed agreement that was recently passed in the House does seek to end some of the cuts to programs that benefit senior citizens, students and middle class families, it fails to address a dilemma faced by many of our fellow citizens who have fallen on hard times during this recovering economy. On December 28th 1.3 million Americans receiving federal unemployment insurance are scheduled to be cut off. It is irresponsible and unconscionable that Republicans in the House of Representatives decided not to take action before they left Washington for the year. It is so contrary to the Christmas spirit to ask people to face the dawn of a new year without knowing how they are going to pay their

mortgages, their rents, their car notes or their grocery bills. Our economy continues to be at the mercy of these Republican-created crises, and only a longterm, responsible, and balanced budget agreement will provide certainty and stability. A

partisan body said that extending unemployment insurance would result in increased consumer spending and job growth in our nation.

What we are witnessing is simply another war on the poor and the defenseless. Their positions are simply mean-spirited, unsympathetic and wrong. They are void of compassion, and do not seek to help people. In fact, their interest is in punishing those who they believe do not share their political beliefs, and who do not support their political party. What we are witnessing is simply another war on the poor and the defenseless. I, for one, will not allow these attacks to go without comment and counteraction, especially during a season that is associated with peace, love and joy. We cannot afford to forget those people who are searching for work. We must ensure that their Christmas season is as joyous as those who are blessed to have job security.

Application deadline approaching State Senator Royce West announces the application process for the Dr. Emmett J. Conrad Leadership Program has begun. Since 1993, the program has provided paid summer employment for more than 2,100 students who live in District 23. The deadline for online applications for the 2014 Dr. Emmett J. Conrad Leadership Program is December 31, 2013. Highly motivated college students from Senatorial District 23 are matched with internships, mentors, character and skills building experiences, and community service projects/programs that will change their lives. "The program continues Dr. Conrad's vision that all students, regardless of race, age, creed, color, religion, sex, etc., should be afforded every opportunity to obtain a quality education and then be able to use this education to secure financially and professionally rewarding employment," said Senator West. As a Conrad intern, students gain invaluable work experience and transfer that practicum back into the classroom. Most interns remain in the program for several years, even while pursuing postgraduate degrees. Many have gained permanent employment with companies they have interned with, entities like Texas Instruments, the Texas Department of Criminal Justice, AT&T and the Texas Department of Transportation, to name a few. Three former interns are now medical students at the UT Southwestern Medical Center at Dallas. The class of 2013 had 147 interns. They were assigned to jobs at hospitals, city, county and state agencies, law, accounting and architectural firms and area corporations. For the second year, we placed an intern with the Dallas Cowboys and another with the Texas Rangers; a first! This 2013 luncheon speaker was the Honorable Shirley Franklin - former Atlanta mayor and incoming visiting professor at the University of Texas - LBJ School of Public Affairs. She challenged interns telling them that "the world now belongs to them and if change is to take place, they must be the ones to do it." The process is highly COMPETITIVE and membership indeed has its privileges. Potential applicants should review the criteria and if they meet ALL the criteria, apply through the site by Tuesday, December 31, 2013. MANDATORY ORIENTATION is scheduled for Saturday, January 4, 2014 from 9:00 a.m. to 3:00 p.m. and Selection Committee Interviews will be conducted January 6 -10, 2014. Nine Surprising Tips to Improve Your Charitable Giving By Eric Friedman

Every year around this time, millions

of Americans reach into their pockets and give generously to charity. It makes us feel good, and it does good. But it doesn’t do as much good as it could. It shouldn’t be surprising that most people don’t do extensive research to identify the highest performing charities. But what many people don’t realize is how frequently conventional wisdom and intuition lead people in the wrong direction. This article presents nine important, but often overlooked ways to increase the impact of your giving. Give to three or fewer charities. Make large donations to a small number of groups where you have the most conviction. Giving smaller donations to many good charities spreads your resources thin, whereas focusing your giving where it matters most will concentrate your funds to those you believe will achieve the greatest results. Don’t let overhead costs dictate your choice of charities. Nobody wants their donations to be wasted on excessive overhead costs, but overcompensating by selecting the charities because they have the lowest overhead costs is a surefire way to give to mediocre charities. Overhead costs are necessary for most charities to be healthy and productive. Do you really want to give to charities that skimp on things like modern computer systems that perform everyday tasks efficiently, competitive salaries that attract and retain talented staff, and evaluations that look for areas to improve their programs? Me neither. Don’t be fooled by charity rating agencies that give top ratings to those with low overhead without regard to the quality of their programs. There is a role for looking at overhead costs in charity evaluations, but only in

Don’t limit your giving to just helping people like you. Many people are most generous with charities that help people who have something in common with them; they give to the universities they attended, the churches where they worship, the medical causes that have touched their lives, or the homeless shelters in their home town. This may be a good strategy if your primary goal is to help people like you, but it is probably not the best approach if you want to do the most good for the most people. A better approach is to be open to a broader set of causes and charities. Give to organizations that provide effective solutions cheaply. Many nonprofits actually brag about how inefficient their solutions are, and donors often respond. For example, private universities tell prospective donors how expensive they are when asking for scholarship funds. Hospitals often remind donors how expensive healthcare is. Is spending $250,000 per person for a four-year degree or $7,000 per patient per day really the best use of donor money? Certainly private universities and hospitals do good work, but the fact that their solutions are so expensive lowers the bar for other organizations that might offer cheaper solutions. I’m not suggesting that all private universities are less worthy of donations than different types of schools or other types of nonprofits, but certainly organization with the more expensive solution have a higher burden to prove their efficiency. Give to people in distant countries. This surprises, and even offends many people, as we still have plenty of problems right here in America. However, there can be no denying that we are one of the wealthiest countries in the world, and

many countries have much more desperate problems. As examples, we have virtually eradicated diseases like malaria and tuberculosis, nearly every American has access to clean drinking water, and we have a literacy rate approaching 100%. This wasn’t always the case, but we solved these problems decades ago. Nevertheless, many people in other parts of the world still suffer from them. And the solutions are known, effective and cheap—for example, research has proven that it is much cheaper to save lives by distributing mosquito nets in Africa to prevent malaria than to provide chemotherapy to cure cancer. This issue is not whether donors want to help people in America versus other countries, but that giving money to the poorest countries in the world can provide so much more help. Prefer development over disaster relief. The victims of disasters like earthquakes, tsunamis and hurricanes are among the most needy people in the world. However, it’s important for donors to keep in mind that 19,000 children die every day of preventable causes—mostly a lack of nutrition and basic medical care in poor countries. While it would be wonderful if there were enough resources to provide all the help that all of these people need, that isn’t the case. So priorities must be set and tradeoffs must be made. Major disasters often get so much media attention that they receive more donations than can be utilized effectively, and it is extremely difficult to help people in those areas because the local roads and other infrastructure is often destroyed. In contrast, many programs designed to reduce the 19,000 children who die of preventable causes every day are already up and running efficiently, and ready to be expanded with more donor funds. Is it heartless to not contribute to disaster relief efforts? Maybe, but I think it is less shameful than to ignore the daily 19,000. Prioritize giving to known healthcare solutions over unpromising research. Research has the potential to be very beneficial, and charitable giving can often accelerate its progress. However, not all research is promising. Many people are so inspired to “find a cure” for an illness that has affected their lives, that they collectively give billions of dollars without any notion of whether the research is likely to make a dent in the problem (other than marketing materials

from those requesting the donation). At the same time, there are still known healthcare solutions that have a tremendous impact for very little donor resources. For example, studies have shown that donors can save a life for around $2,300 by funding mosquito nets to prevent malaria. When comparing giving to proven solutions versus supporting research, donors should try to understand the likelihood of a meaningful discovery as well as whether the most promising research would be funded without you (in which case your donations would make less promising research possible). With that in mind, compare funding the most promising research instead of implementing known solutions, but based on thoughtful comparisons rather than catchy slogans about “finding a cure” or “beating” a disease. Give to charities that demonstrate proven results. I am continually amazed at how many donors fail to ask charities for evidence that their programs work. Just look in fundraising material for just about any charity. You’ll often see stories about individuals who benefited from their programs or descriptions of what the charities did, but not reliable evidence of results. A homeless shelter may have a hundred participants in its return-to-work program and can show you a profile of one successful participant, but that doesn’t mean the program is very good. Such weak evidence is one reason why many people—including me—are skeptical of most charities. New resources are emerging for donors looking for more rigorous resources to assess evidence. Specifically, charity evaluators such as Innovations for Poverty Action and GiveWell are helping donors identify the best ways to allocate their giving. Think critically. Being an effective donor is about combining your heart and your head to help others. Though many of these tips challenge the norms, that’s exactly what is needed for donors who are passionate about maximizing the good that comes from their giving. Aristotle summarized the challenge for donors: “To give money away is an easy matter and in anyone’s power. It's not over 'til God says so By James A. Washington

If you don’t know, I believe tests come from the Almighty while temptations come from the devil. Many of you have heard this before and some have probably said it. I’m pretty sure God’s intent is to test you, but it is not necessarily His desire to break you. Triumph over these kinds of pop quizzes in life gives us the practical experience that turns into sincere testimony. Without them, we would not be able to testify about God’s goodness and mercy. We wouldn’t be able to acknowledge Him as the reason we got through any of it. Let me submit myself as an example of someone who can witness to another sinner and perhaps help another believer because I can relate to the trials and turmoil of someone else catching what appears to be hell here on earth. No one is immune to this. As a matter of fact, I am struggling with the notion that it is a privilege to be singled out by God to endure certain hardships. It is at times difficult, but I’m thinking becomes one’s obligation to declare I am here today as a witness to the mercy, kindness and grace of the Almighty. I guess what I’m trying to say is when it appears that all doors are closed and all options have run out, that is the perfect time to look for and depend on God for the answers that you need, even if they don’t appear to be the answers that you want. There is a ram in the bush for every situation, but we have to be certain in our faith

that through even mustard seed sized faith, mountains can be moved. Maybe it’s better said this way. Even with mountain sized effort and no faith, you probably can’t move a mustard seed. You see you’ve got to believe God will not

abandon you. In our darkest hours and worst nights He is there with us. I know this because I’ve had what I knew was “my worst day ever,” and several “nothing can get any worse than this” moments, only to survive to battle the enemy yet another day. God was with me then and dare I say He is with you now no matter the impossible of circumstance. You’ve got to find peace in this because there is trouble ahead just as there was trouble back in the day. Yeah but back then you didn’t know as I didn’t that the fight was fixed. We both have an unstoppable teammate. For those who might be wondering where I’m getting this from, there is scripture that captures the essence of this. Turn your bibles to 1 Corinthians 10:12-13.

“So if you think you are standing firm, be careful that you don’t fall. No temptation has seized you except what is common to man. And God is faithful; He will not let you be tempted beyond what you can bear. But, when you are tempted, He will also provide a way out so that you can stand up under it.” There is a ram somewhere. God provides it through His grace not your effort. Our job is to hold on to our faith, know it’s there, listen and keep our eyes and hearts open. Once you submit to the fact that it ain’t up to you, then you will be privileged to open the door to God’s solution. I understand how difficult this can be, particularly when you are caught up in your storms. But when you are able to accept this truth, life becomes easier and peace will bring you joy. How you might ask are you supposed to accomplish this? My only challenge to you is to pray and practice. Be still and listen. Seek and ask. May God bless and keep you always.

Local dance group, community organizations encourage seniors and kids alike to stay fit during the holiday season WHAT: Myra and the Line Dancers, a senior dancing organization, are hosting a community-wide event in south Dallas to encourage everyone to stay physically active during the holiday season. – As the leaves turn a rainbow of fall colors, frost glistens on the ground and the air is dry from a blustery chill, Parkland Health & Hospital System physicians caution that dehydration can occur just as easily during the winter as it does in the summer. And the consequences can be just as serious. Besides loss of fluid from daily activities, outdoor winter sports can cause just as much dehydration as summer sports. Factors such as cold dry air, wind chill, inadequate fluid intake, sweating, and even shivering all contribute to dehydration during outdoor winter sports. “As you move around in the cold, you may not be sweating, but water is still being lost through your breath in the form of steam you see coming from your mouth in frigid temperatures,� said Parkland’s Interim Trauma Medical Director, Alexander Eastman, MD. “When we have a patient brought in to the !

Emergency Department during the winter they may have multiple problems beyond the eects of the cold.â€? Problems, Dr. Eastman said, such as finding a vein for an IV can be more diďŹƒcult when it’s cold outside. Winter can accelerate dehydration because nearly everyone has an internal survival mechanism that constricts blood vessels in cold weather, to conserve heat and maintain body temperature. Regardless, the eects of winter dehydration can be just as devastating as during warmer months and the consequences can be complicated as it can accelerate hypothermia, frostbite or fatigue. Symptoms of dehydration can also include exhaustion, muscle cramps, loss of coordination, even stroke. When dehydrated, people can also become more susceptible to winter colds and the flu. !

Washington, D.C. – Congressman Henry Cuellar (DTX-28) has announced that approximately 726,200 consumers in Texas received an average rebate of approximately $95 per family because of new rules under the Affordable Care Act in 2013. Under new regulations in the ACA, if insurance companies do not meet new standards established by the health care reform law, insurers must send consumers a rebate. “If insurance companies do not spend at least 80% of premiums on medical care and efforts to improve the quality of care, they must send their costumers a rebate to meet this threshold,” said Congressman Cuellar. “Texas families deserve to have affordable, quality health care that is a reflection of their hard earned dollars. I am pleased to see that the Affordable Care Act has reinforced these benefits for consumers and Texas taxpayers.” In 2012, nearly 80 million consumers saved $3.4 billion upfront on their premiums because of this rule and other Affordable Care Act programs. And because of this rule, insurers sent 8.5 million consumers an average rebate of approximately $100 per family this year. The health care law also requires insurance companies to publicly post and justify any proposed rate increase of 10 percent or more. Across the country, insurers are withdrawing or decreasing proposed rate hikes, benefitting families as well the economy.

Caribbean Adventures Series to be used in CXCs Primary Exit Assessment BRADES, Montserrat - The Caribbean Adventure Series by Carol Mitchell is among the list of new books that the Ministry of Education in Montserrat will be using to prepare students for the Caribbean Primary Exit Assessment (CPEA). 2014 will be the first year that Montserrat will be replacing its local standardised test with the CPEA which is administered by the Caribbean Examination Council (CXC). The CPEA is a method of assessing students' readiness to enter high school in the areas of civic, mathematical, science and language literacies. As a part of this process, the ministry selected books by Caribbean authors including the adventure series written by Mitchell. There are four books in the series to date, each based in a different island, St. Kitts, Jamaica, Trinidad, and Montserrat. The books are designed to draw young readers in with secret tunnels, pirate ships, kidnappers, and erupting volcanoes galore, but they also touch on serious topics such as conservation and the impact of natural disasters. "The students preparing for CPEA are expected to do book reports. Since this is the first time Montserrat is participating, the number of books teachers would have to

Anthony Mackie tapped to host ‘Afropop’ television SERIES Documentary series on contemporary African Diaspora premieres on public television’s WORLD Channel on January 13 NEW YORK —Acclaimed actor Anthony Mackie adds TV host to his resume as he joins “AfroPoP: The Ultimate Cultural Exchange.” The star, best known for his roles in “8 Mile,” “The Hurt Locker” and “Pain & Gain,” will emcee the sixth season of the documentary program, which brings films about popular culture across the African Diaspora to the small screen. The series, produced by National Black Programming Consortium (NBPC) and copresented by American Public Television (APT), premieres on public television’s WORLD Channel on Monday, January 13, at 8 pm ET/10 pm PT and runs weekly on Mondays through February 10. Along with the WORLD Channel airings, APT will distribute “AfroPoP” to additional public television channels in February 2014. This season “AfroPoP” cuts to New York City to examine the birthplace of the worldwide pickup basketball phenomenon with Bobbito García and Kevin Couliau’s “Doin’ It in the Park: Pick-Up Basketball, NYC,” copresented by Latino Public Broadcasting (January 13). “AfroPoP” hoofs it across America and India to catch the dynamic collaboration of two dance masters, Indian Kathak guru Pandit Chitresh Das and African-American tap star Jason Samuels Smith, with “Upaj: Improvise” by Hoku Uchiyama, co-presented by the Center for Asian American Media (January 20). The series then journeys to Africa for a special look at Sierra Leone with two films: Rebecca Richman Cohen’s “War Don Don” (“The War Is Over”), an inside view of the U.N. special court trial of senior rebel leader Issa Sesay for his role in the country’s 10-year conflict (January 27), and Daan Veldhuizen’s “Stories from Lakka Beach,” which captures the engaging stories of a colorful mix of villagers in the post-conflict nation (February 3). “AfroPoP” rounds the bases with “Boys of Summer” by Keith Aumont and a scrappy but determined band of young ballplayers onthe Caribbean island of Curaçao who are trying to make it to the Little League World Series for the eighth year in a row (February 10). “As an actor I’ve been blessed to be immersed in various world cultures, so I’m honored to have a role in sharing compelling PAGE 23
