Joint Statement From Former FAMU Presidents Cheryl Smith As former leaders of Florida A&M University, we oppose the move to decouple the FAMU-FSU College of Engineering and consider this a sudden and unplanned act, void of discussion and input from the current leadership of the two universities, the university Boards of Trustees and the Florida Board of Governors. This action sends the wrong message to the citizens of Florida, and other interested parties, about how the Legislature and academic institutions should interact. The FAMU-FSU College of Engineering is a strong program that represents a successful collaboration for the State of Florida between two research institutions with elements of their student populations woefully underrepresented in engineering disciplines. Through this long-term collaborative effort, the FAMU-FSU College of Engineering has received high praise for addressing this nationwide dilemma. A second program in Tallahassee would compromise the integrity of what is already a very successful venture. Furthermore, one can only look to our sister university, Florida Polytechnic University, to see how expensive it is to support a stand-alone engineering program in today's economy. In fact, a major focus of the Florida Board of Governors over the past few years has been a concerted effort to reduce duplication of academic programs throughout the State University System. Proposing such a drastic change without any obvious consideration or discussion of the above factors is surprising and not in the best interest of our State University System or the citizens of Florida. As an alternative, we request that the Legislature provide additional support to our existing program, which has produced successful graduates for both Florida A&M University and Florida State University since 1982. With all due respect to the power and authority of the Legislature to appropriate funding, we respectfully request engagement in a collaborative process to include both academic institutions and our governing bodies to determine how such funding will be used to build on our past successes. We are pleased to work transparently within appropriate guidelines and authorities to create life-changing opportunities for students in Florida to pursue a quality education in engineering through the joint engineering program. JOHNSON: Supporting the Long-Term Unemployed By Congresswoman Eddie Bernice Johnson
The failure of Congress to extend unemployment benefits to our fellow citizens Hon. Eddie Bernice who are unable Johnson to find work has wreaked havoc in the lives of those individuals, and has disrupted our nation’s economic growth. Nationally, approximately 2.3 million Americans are going without any assistance. That includes nearly 140,000 in the state of Texas. In my Congressional district, nearly 20,000 people are impacted. When our country faced a severe economic downturn in 2008, a compassionate Congress passed legislation that created the Emergency

Whose time is it anyway? By James A. Washington
When life gets really upside down with me spiritually, I get anxious and scattered. If not reminded by those closest to me, I get a gentle nudge from my wife to remember my perceived angst has nothing to with the answers to my problems. God’s already taken care of that. When I eventually calm down (and I always do), most of my current issues are related to time or my perceived lack thereof. It’s then that I hear a sermon titled “There is no such thing as an emergency in eternity,” by Dr. Freddie D. Haynes III, Senior Pastor of Friendship West Baptist Church in Dallas, Texas. He reminds me and you that for those
Unemployment Compensation Program, providing 13 weeks of benefits to unemployed workers who had exhausted regular unemployment benefits. The extension provided a buffer to those men and women who lost their jobs due to the closing of companies or job layoffs. As the economy recovered, the program was extended a number of times. President Obama signed legislation in January of 2013 which extended the program through January of 2014. However, House Republicans refused to extend the program, throwing the lives of millions of people into trauma and disarray. According to the Statistic Brain Research Institute, a highly-regarded financial research organization, the average American family has only $3,800 in their savings account. Only 38 percent of American adults have an emergency fund, they reported in a 2013 study. The Democratically controlled Senate has repeatedly attempted to
restore the program. Recently, a bipartisan measure emerged from that chamber extending benefits for five months. The House leadership has refused to bring the matter to the floor for consideration, even thought there is some thought that the majority of its members would agree to the Senate proposal. All of us know that the loss of employment has far-reaching consequences. Financial savings, if any, are exhausted, mortgage and rental payments are late, food budgets are curtailed and entertainment activities are eliminated when families find themselves in economic peril. In some case, families fall apart. Certainly, Republicans in the House are aware of the consequences of their refusal to act and do what is morally sound and just. There is neither need nor time for futile debates regarding this issue. Delays and inaction are exacerbating an inflammatory situation. If the benefits
are not restored, other workers who rely on the dollars that are spent by the unemployed as they search for work may well find themselves without jobs. Previously employed workers that received unemployment benefits prior to the lapse in the program paid unemployment taxes all of their working lives. Many of these people had contributed into the fund for three and four decades. They had done all of the right things with their lives. Their contributions benefited the American economy. Now is the time for House Republicans to do what is right for the unemployed, and for members of their families. The treatment that they are receiving is callous, short-sighted and un-American. It must not continue.

Some of us even have the nerve to question God’s judgment based on the amount of time we perceive Him to be taking to get around to our situation. Prayer is compared to texting waiting for God to text us back. One thing I have learned the hard way I might add, is that God will answer and His answer will be right on By time. Marc His! How often can you give example after example that had you gotten what you prayed for, when you prayed for it, it would have been the worst possible thing that could have happened? It is now a certainty to you and anyone who knows you that it would have been a disaster. Some things I’ve learned through prayer. God delivers when He knows you can handle and or appreciate the blessing He is about to bestow. That saying that most of us believe is biblical that God won’t put anything on you that you can’t handle cannot be proven by me. Many a time I have known I couldn’t go another further. And then something happened. God got me through it. I don’t know how but I do know it’s because I placed it in God’s hands and truly let it go because I certainly couldn’t deal with it. Let go. Let God. Jesus has already done the dirty work. “…It is not for you to know the times or the dates the father has set by His own authority. But you will receive power when the Holy Spirit comes on you…” Acts 1:7-8. This power I
believe is evident when patience and prayer align and reveal to us that there is indeed a divine reason for us to experience whatever it is that we’re going through. Without these trials and tribulations, there can be no wisdom. Unless you submit to the will of God, there can be no salvation. Without salvation, prayer cannot be answered. My own salvation lets me know that until I could give it all up to God, I couldn’t and didn’t appreciate anything that was, shall we say, provided to me for my own spiritual good. We see right past these things, these people who are placed in our lives to insure that we understand how blessed we really are when we are in a rush, when we are about to lose our minds, when we are so caught up in this world that we think this is forever. Well let me let you in on a little secret. It’s not. Once you trust the truth in this, like Abraham, there will be a ram that appears in the bush. And then you’ll understand that joy really does come in the morning. May God bless and keep you always.

Obama says Civil Rights Movement opened door for his election By George E. Curry NNPA Editor-in-Chief AUSTIN, Texas (NNPA) – With civil rights legends Andrew Young, John Lewis, Julian Bond and Jesse Jackson looking on, President Barack Obama on Thursday credited the Civil Rights Movement and landmark legislation signed by President Lyndon B. Johnson in the 1960s for paving the way for his becoming the nation’s first Black president. Keynoting the three-day celebration at the Lyndon B. Johnson Presidential Library in observance of the 50th anniversary of the 1964 Civil Rights Act, Obama said: “Today, as we commemorate the 50th anniversary of the Civil Rights Act, we honor the men and women who made it possible. Some of them are here today. We celebrate giants like John Lewis and Andrew Young and Julian Bond. We recall the countless unheralded Americans, Black and White, students and scholars, preachers and housekeepers – whose names are etched not on monuments, but in the hearts of their loved ones, and in the fabric of the country they helped to change.” There is no better evidence of that change than his election, the president said. “Because of the Civil Rights Movement, because of the laws President Johnson signed, new doors of opportunity and education swung open for everybody – not all at once, but they swung open. Not just for Blacks and Whites, but also women and Latinos; and Asians and Native Americans; and gay Americans and Americans with a disability. They swung open for you, and they swung open for me. And that’s why I’m standing here today – because of those efforts, because of that legacy,” he said to loud applause. “And that means we’ve – got a debt to pay. That means we can’t afford to be cynical. Half a century later, the laws LBJ passed are now as fundamental to our conception of ourselves and our democracy as the Constitution and the Bill of Rights. They are foundational; an essential piece of the American character.” In addition to Obama, three former presidents – Jimmy Carter, Bill Clinton and George W. Bush – addressed the summit. Also participating were U.S. Rep. John Lewis (D-Ga.), former chairman of the Student Non-Violent Coordinating Committee (SNCC); Former NAACP Board Chairman Julian Bond, who served as SNCC’s communications director under Lewis, and Andrew Young, U.S. Ambassador to the United Nations under Jimmy Carter PAGE 7

and executive director of the Southern Christian Leadership Conference (SCLC) under Dr. Martin Luther King, Jr. Lewis, Bond and Young were present at least two of the three days of the summit. Another civil rights activist of that time, Jesse L. Jackson, who headed SCLC’s Operation Breadbasket in Chicago, arrived on the last day of the conference and had no formal role in the celebration. It was not clear if President Obama knew Jackson was in the audience or that it would have mattered if he had known. Relations between the two Chicago-based leaders have been icy since July 2008 when Jackson was overheard saying in an off-camera TV interview, “See, Barack’s been talking down to Black people…I want to cut his nuts off.” Obama made no mention of Jackson in his speech. And Jackson was not included in the meetings the president has held at the White House with civil rights leaders, including Al Sharpton, a former Jackson protégée; National Urban League President Marc H. Morial and former NAACP President Benjamin Todd Jealous. In his 30-minute address, Obama talked about how President Johnson, who grew up in segregation in rural Texas, overcame his upbringing to nudge the Democratic Party to embrace civil rights, knowing that it would ultimately be politically costly. “He wanted to call on senators and representatives to pass a civil rights bill – the most sweeping since Reconstruction. And most of his staff counseled him against it,” Obama recounted. “They said it was hopeless; that it would anger powerful Southern Democrats and committee chairmen; that it risked derailing the rest of his domestic agenda. And one particularly bold aide said he did not believe a president should spend his time and power on lost causes, however worthy they might be. To which, it is said, President Johnson replied, ‘Well, what the hell’s the presidency for?’” Johnson, who was noted for his salty language, was not always for civil rights. “During his first 20 years in Congress, he opposed every civil rights bill that came up for a vote, once calling
the push for federal legislation ‘a farce and a sham,’” Obama said. “He was chosen as a vice presidential nominee in part because of his affinity with, and ability to deliver, that Southern White vote. And at the beginning of the Kennedy administration, he shared with President Kennedy a caution towards racial controversy.” Ironically, President Obama has also been accused of being too cautious on racial issues, especially during his first term. But Johnson, like former U.S. Supreme Court Justice Hugo Black, who had once been a member of the Ku Klux Klan before turning into one of the most liberal members of the Supreme Court (1937-1971), showed an astounding ability to change. He lobbied for passage of the Civil Rights Act of 1964, legislation that changed the face of the South, which practiced its own form of apartheid. The law banned discrimination based on race, color, religion, sex, or national origin. Watching John Lewis and others being brutally beaten in 1965 as they crossed the Edmund Pettus Bridge on the Selma-toMontgomery March made a lasting impression on Johnson. “What happened in Selma is part of a larger movement which reached into every section and state of America,” Johnson said at the time. “It is the effort of American Negroes to secure for themselves the full blessings of American life. Their cause must be our cause, too. Because it is not just Negroes, but really, it’s all of us who must overcome the crippling legacy of bigotry and injustice.” Borrowing the theme song of the Civil Rights Movement, Johnson said. “And we shall overcome.” Three years after passage of the Voting Rights Act of 1965, Johnson signed into law the Fair Housing Act of 1968. Though the 1964 Civil Rights Act prohibited discrimination in housing based on race, color, religion or national origin, it did not included any federal enforcement provisions. The housing law fixed that defect in the sale, rental or financing of housing. In addition to his triumvirate of laws – the Civil Rights Act of 1964, the Voting Rights Act of 1965 and the 1968 Fair Housing Act – President Johnson launched a War on Poverty to help poor people and signed other bills to help !
create what he called a Great Society. His efforts led to the creation of Medicare, Medicaid, Head Start, the Jobs Corps, food stamps, and passage of the Older Americans Act, the Manpower Act, the Public Works and Redevelopment Act, the Higher Education Act, the Child Protection Act, the National School Lunch Act and the Child Nutrition Act. Obama used Johnson’s words to summarize the Texan’s goals. “’We want to open the gates to opportunity,’ President Johnson said. ‘But we are also going to give all our people, Black and White, the help they need to walk through those gates.’” “Now, if some of this sounds familiar, it’s because today we remain locked in this same great debate about equality and opportunity, and the role of government in ensuring each,” he said. “As was true 50 years ago, there are those who dismiss the Great Society as a failed experiment and an encroachment on liberty; who argue that government has become the true source of all that ails us, and that poverty is due to the moral failings of those who suffer from it. There are also those who argue, John, that nothing has changed; that racism is so embedded in our DNA that there is no use trying politics – the game is rigged.” But Obama is not among those who subscribe to that argument. “But such theories ignore history,” the president stated. “Yes, it’s true that, despite laws like the Civil Rights Act, and the Voting Rights Act and Medicare, our society is still racked with division and poverty. Yes, race still colors our political debates, and there have been government programs that have fallen short. In a time when cynicism is too often passed off as wisdom, it’s perhaps easy to conclude that there are limits to change; that we are trapped by our own history; and politics is a fool’s errand, and we’d be better off if we roll back big chunks of LBJ’s legacy, or at least if we don’t put too much of our hope, invest too much of our hope in our government.” President Obama explained, “I reject such thinking. Not just because Medicare and Medicaid have lifted millions from suffering; not just because the poverty rate in this nation would be far worse without food stamps and Head Start and all the Great Society programs that survive to this day. I reject such cynicism because I have lived out the promise of LBJ’s efforts. Because Michelle has lived out the legacy of those efforts. Because my daughters have lived out the legacy of those efforts. Because I and millions of my generation were in a position to take the baton that he handed to us.” !

Dallas County Recognized as a “StormReady Community” by National Weather Service Dallas– Dallas County was recognized recently by the National Weather Service (NWS) as a “StormReady Community.” The StormReady program is a national community preparedness program that distinguishes entities for their work in advanced planning, education and awareness for hazardous weather situations. Upon receiving this award, Dallas County Judge Clay Jenkins, who serves as the county’s emergency management director, stated, “Dallas County becomes the largest county in Texas with this designation and one of the 14% of Texas counties who have obtained this sought after certification. This recognition shows that Dallas County has gone above and beyond the call of duty.” Tom Bradshaw, Meteorologist-in-Charge, WFO Dallas Fort Worth for the National Weather Service who presented the recognition to Dallas County, said that, “As we move toward the heart of our severe weather season here in North Texas, the National Weather Service greatly appreciates the emphasis that Dallas County - and Judge Jenkins - have placed on the StormReady program. Dallas County has taken important steps to ensure that they can quickly and effectively disseminate severe weather information from the National Weather Service to their citizens. Seconds save lives, and this kind of preparedness can make the difference if disaster strikes." In order to be certified as StormReady, Dallas County had to meet several guidelines established by the NWS, and federal, state and local emergency management partners, including establishing a 24 hour warning point and emergency operations center, developing a formal hazardous weather plan, and having redundancies in weather reception equipment.

Delta Research & Educational Foundation Receives Major Grant to Support Teacher Efficacy The Delta Research and Educational Foundation (DREF) has recently received a major program grant from the Bill & Melinda Gates Foundation for a new initiative on teacher efficacy and student achievement. A matching grant in the amount of $450,000 has been awarded to DREF for its Delta Teacher Efficacy Campaign, a three-year collaboration that focuses on enhancing teacher preparedness to result in greater successful academic performance of students. The grant will be matched by DREF and will provide the funds necessary to conduct the nationwide initiative on teacher efficacy. Dr. Alison J. Harmon, president of DREF observed that the Delta Teacher Efficacy Campaign has a multi-faceted approach, including a Delta Teacher Efficacy Academy where educators will receive training, an advocacy component to engage all key stakeholders in this effort, and publishing a scholarly journal to document findings and vital strategies to enhance teacher effectiveness. "Realizing that the most important variable in the equation of student academic achievement is the teacher, our teacher efficacy campaign supports the position that the academic success of students is achieved through effective teaching," stated Dr. Harmon, an educator. The Delta Teacher Efficacy Campaign will support teachers serving students of color as it considers the key findings of the Measures of Effective Teaching research project conducted by the Gates Foundation. DREF focuses on ensuring that 80 percent of students will graduate from high school with the knowledge and academic preparedness needed to complete college by 2025. The Delta Research and Educational Foundation is a 501 © (3) entity, which promotes research, and identifies and fashions solutions to issues affecting African American women and their families, nationally and globally. A Giant in Sports and Life By Daniel Marcus I Messenger News Service Few people in the history of American athletics have made contributions as significant as those made by Dr. James Frank, the first African-American to serve as President of the NCAA. Dr. Frank, a native of Aliquippa, PA, served as the top official in the nation’s premier college sports governing body. Dr. Frank, who also served as president of Lincoln University in Missouri, was elected by 1200 of his colleagues who admire his intellect and his vision for education, particularly the education of young student athletes. “I was elected president because people believed that I had something to offer,” said Dr. Frank who was in Dallas for the NCAA Division I basketball tournament. “I became the first college president to serve as president of the NCAA. “One of the things that I did was to make female athletes a major party of college athletics. I am very proud of that,” said Dr. Frank who resides in Atlanta with his wife, Dr. Zelma Frank.

The roots of Dr. Frank’s success began when he was a small boy in Pennsylvania. His mother, Bessie, died when he was 11 yearsold, leaving his father, Willie, alone to raise five young boys. At 13, Dr. Frank found himself hauling coal in his father’s business. “My father did not want his boys to play sports,” said Dr. Frank. “He wanted us to work.” So, Dr. Frank and his brothers worked with their father, attended school, but found time to play sports on Saturdays. The lessons he learned while working with his father led to his being successful in school. He earned a four year scholarship to Lincoln University
which awarded his a four-year scholarship for his academic and athletic abilities. He played basketball and baseball, and was team captain. Years after graduating from Lincoln, he returned to the school to become its president. He spent his time raising money so that students could have an adequate education. He also believed in faculty participation in the running of the university, and working with university alumni. When he began his work at Lincoln, there were 700 students. He built a student body of 3800 students.

“Young people must determine what they want to do with their lives and set goals for themselves,” he said. “They must understand that not everyone can become a Kobe Bryant or Michael Jordan. I tell students to set their sights high and pursue your dreams.” “Dr. Frank is responsible for my work ethics,” said Nichelle Gainey, president of SilverStone an international media and marketing and consulting firm. “He taught me that I should strive each day to be better than I was the day before.” Ms. Gainey said that women’s athletics made great strides while Dr. Frank headed the NCAA. She worked with him during his administration. Now retired, Dr. Frank is involved in raising funds for Lincoln University. Once each month he meets with nearly 20 African-Americans in Atlanta who once headed black schools. “While president of the NCAA I developed relationships with colleagues that are still intact today,” Dr. Frank said. He continues to use those relationships to improve the lives of students in this country today.

D e p a r t m e n t o f State’s Bureau of Educational and Cultural Affairs to study Korean in Wonju, South Ko r e a , t h i s s u m m e r. Onwukaike is a 2010 graduate of Garland High School.

“I started learning tae kwan do when I was small, and I’ve loved Korea since then. After I began learning about Korean media and the popularity of its TV shows and movies, I wanted to go to Korea myself and learn more. When I was there for the fall semester, I became interested in working in Korea, but I knew that if I wanted to do that, I needed to know the language,” she said.
She considers herself an “advanced beginner” speaker of Korean after spending the fall 2013 semester at Ewha Woman’s University in Seoul. She received a Benjamin

I’ve also learned about myself and how I play a part in the world,” she wrote. Onwukaike also traveled to Thailand during the summer of 2011 with other students in the Emerald Ea gle Scholars program, receiving a full scholarship for that trip. She is currently an intern with Dreamfl y Pr o d u c t i o n s , a v i d e o !
Onwukaike will receive her bachelor ’s degrees in broadcast news and radio/ television/film on May 10. She plans to work for a film production company and attend graduate school after returning from her study abroad at Yonsei University. She also wants to create her own short film. “I want to make stories that can blur the lines of borders and instead make room for discussion and understanding,” she said. Onwukaike is the third UNT student since 2008 to receive a Critical Language Scholarships. In 2008 and 2012, UNT students received the scholarships to study Arabic in Tunisia.

Atlanta’s Titus Ziegler Wins Tom Joyner Foundation® ‘Full Ride’ Scholarship to Black College

Grady High School, is this year's winner of the Tom Joyner Foundation "Full Ride Scholarship" to a black college. For up to 10 semesters, the future trauma surgeon will receive a scholarship to cover his tuition, room and board and books. It's a contest they can't enter themselves. They can't ask to be considered. But the prize is worth $1 million – and the respect of every community college in the country. The Aspen Prize for Community College Excellence, awarded by the Aspen Institute, recognizes institutions for exceptional student outcomes in four key areas: student learning; certificate and degree completion; employment and earnings; and high levels of access and support for minority and lowincome students. College completion is a national priority, from the White House to every two-year college in the country. The Aspen Institute, the Bank of America Charitable Foundation, the Joyce Foundation, W.K. Kellogg Foundation and the Lumina Foundation have partnered to support the $1 million Aspen Prize for Community College Excellence, which is given once every two years. Being an operating room nurse at Methodist Charlton Medical Center is a big part of Yolanda Bledsoe’s life, but she has another role: mother of a Junior Olympian. Her 8-year old son, Jerry Bledsoe III, runs for a track club in the USA Track and Field circuit and participated in the National Junior Olympic Track & Field Championships last year in Greensboro, N.C “He is truly one of the fastest kids in the USA,” the proud mom of three says. This free workshop includes information on expected development in children and youth as well as the impact of the sexually toxic, pornified environment on children, youth, and culture. It also includes ideas for how to counter the harm, promote healthy development, and talk about these issues. Participants will be able to define Normalization of Sexual Harm and articulate the impact of a sexually toxic, pornified environment, identify at least 3 strategies that are key to raising sexually healthy children and teens and increase their understanding of why it is important to discuss these issues with their children and how to do so. Anderson is also scheduled to present 50 Shades of Porn: An In-Depth Discussion on Pornography and its Correlation to Crimes Against Children, part of DCAC’s Professional Lecture Series. This workshop will be held on Wednesday, May 14th from 8:00 – 12:00 p.m. at the Dallas Children’s Advocacy Center.
