Fourteen (14) Caribbean countries have had at least one visit, with the most visited countries being Bermuda with eight (8) visits, Bahamas with six (6), Trinidad & Tobago with five (5), and Jamaica with four (4) visits. JOHNSON: The Legacy of Stanley Marcus

By Congresswoman Eddie Bernice Johnson Were he still alive, Harold “Stanley” Marcus would have celebrated his 110th birthday on April 20th. When most people think of him, they recall the many years that he served as president and chairman of the board of NeimanMarcus, the luxury retail department store that was founded by his father, and his aunt in the early 1900s. The impact of Stanley Marcus on the business life of Texas, the United States and the world is well-known.

His management style, corporate innovations and employee practices are studied in some of our country’s finest business schools. His leadership transformed the Dallasbased retailer, securing for it an international presence and brand. In addition to being a worldclass entrepreneur and business owner, Stanley Marcus was a superb human being who believed in social progress. Under his leadership, Neiman-Marcus became the first of the large downtown Dallas department stores that ended the practice of African Americans not being allowed to try on clothing before they made purchases.

Stanley Marcus, raised in a Jewish family, understood the pain caused by racial and religious prejudices. While a student at a college in Massachusetts, he was not allowed to join his school’s fraternal organizations because of his faith. No doubt that experience heavily influenced how he conducted his personal and his business life. He was not afraid to take a stand when others held opposing views. During the 1972 Democratic primary, Senator George McGovern’s wife was scheduled to visit Dallas for a fundraising luncheon. Most of the Democratic stalwarts in the city refused to participate because they were backing VicePresident Hubert Humphrey’s bid for the presidency.

Stanley Marcus agreed to personally fund the luncheon for Mrs. McGovern, telling the organizers that he would attend and that he did not care if supporters of the vice-president knew it. He did not want to see Mrs. McGovern embarrassed by a small turnout at the event. In addition to being a great Texan, Stanley Marcus was a great American patriot. He contributed his talents and ideas to the American government during World War II while serving as a member of the War Production Board. He believed in the people who worked for the company that he helped to mold, and they believed in him. His life was laced with vision, integrity and grace. Dallas is a great city because Stanley Marcus lived in it, and devoted his life to its development.

Eddie Bernice Johnson represents Texas’ 30th congressional district in the United States House of Representatives. She is the first registered nurse elected to the US Congress.

West leads charge to establish body camera legislation Earlier this week, Senate Bill 158 by Senator Royce West (D-Dallas) passed out of the Texas Senate chamber by a final vote of 22-8. If approved by the Texas Legislature, SB158 would establish statewide policy on the use of body-worn cameras by law enforcement and provide assistance for the purchase of body cameras through a grant program to be administered through the governor's office. Local police and sheriff 's departments would be eligible to apply for grant funding. "After months of preparation, we were able to pass the second hurdle on the way to full passage of body camera legislation in Texas," said Senator West. "While the bill remains a work in progress, it will now begin its way through the House of Representatives. SB158 has been a collaborative effort and we will continue to rely on the input and energy of the many stakeholders who have helped us to craft what for now, might be the most comprehensive body camera legislation in the nation." Beginning in February, Senator West assembled a stakeholder workgroup comprised of law enforcement administration and labor organizations, sheriff 's departments, city and county organizations, advocacy groups,

prosecutors and defense attorneys. Using the filed version of SB158 as a starting point, the group discussed issues including open records, privacy, records retention, local policies, funding and data management concerns. Those items are each addressed in the version of the bill voted on by the full Senate. Senator West has continued working with Senate leaders, the Lt. Governor and the Office of the Governor to secure funding for a matching grant program.

One Point Five Million ???’s Madame Noire online magazine did a spin on the mind-boggling story by the New York Times entitled; “1.5 Million Black Men Missing.” Well at least it was mind-boggling to some, most of us who live it know it all too well. “Prepare to gasp: 1.5 million Black men are, in essence, “missing” from everyday society. The reasons behind this gap are incarceration and early deaths, which hardly exists among whites. According to a study by Upshot, Black women who are 25 to 54 and not in jail outnumber Black men by 1.5 million. Of the 1.5 million missing almost 600,000 are in prison. Nearly 1 in 12 Black men aged 25 to 54 are behind bars, versus 1 in 60 non-Black men in the age group. And Black men tend to die younger, with homicide unfortunately being the leading cause of death. They also die from heart disease, respiratory disease and accidents more often than other demographic groups, including Black women. This phenomena has huge social ramifications. “African-American men have long been more likely to be locked up and more likely to die young, but the scale of the combined toll is nonetheless jarring. It is a measure of the deep disparities that continue to afflict Black men — disparities being debated after a recent spate of killings by the police — and the gender gap is itself a further cause of social ills, leaving many communities without enough men to be fathers and husbands,” reports The New York Times. Go to http://www.nytimes.com/ interactive/2015/04/20/upshot/ missing-black-men So when Black women say it’s hard to find Black men to date, it’s true. For every 100 Black women, there are just 83 Black men. Compare this to the white population, where on average there is only one missing white man for every 100 white women. (These numbers are for non-incarcerated adults, 25 to 54.)” Both versions lead the reader to consider the masses of the coagulating maladies that plague our communities, our children and quite frankly our life choices. To start, the writings inferred that

Black men, because they have so many more options than Black women are less likely to commit to r o m a n t i c relationships and they don't want to work hard to maintain them. Whether that statement is fact or fiction it’s alarming to me. The question that jumped out at me is what about the children? And what about the Black woman who is left to strive and struggle by h e r s e l f . Economically and socially, the Black woman still dominate the lowest rung of the American life ladder. What implications do these losses have for our future viability as a race of people? Can we, in the wake of so many highly visible public executions of Black man by “peace” officers, use all of the information within our grasp as a conduit toward crafting change? What differences, if any, does it make in how black women raise their sons? How much responsibility is placed on those Black men who remain to formally or informally adopt Black children and blighted

Ask Alma… My Niece Didn’t Invite Me to Her Wedding Dear Alma, I have never been this shocked and pissed all at the same time. My niece must be trippin! She has got to be crazy! I just received a group email of pictures of her wedding with a note that says here are the pictures from my wedding. What wedding! I didn’t even know she was getting married. This was not a backyard just pulled together in a couple of days weddings either. This was in a beautiful location in one of the historic districts in our city. She had a large bridal party of ten. Everybody in our family was there, all of our family and friends. I have four sisters and all of them were there except me. All of our cousins, aunts, and uncles. The only two people who weren’t there were me and my mother. I talk to my sister on a regular basis and how in the world could she not mention her wedding.

I can’t believe this! How could she pull off such an elaborate event without INVITING us? Anonymous Dear Anonymous, Well, as kind and as gently as I can declare, TBT, she didn’t want you or your mother to attend. Which brings to mind this question: What exactly did her auntie and grandma do or say that would exclude them from her wedding? Why did she obviously tell her mom/your sister/ her grandma’s daughter and the rest of the wedding party not to include you in the planning? Ok see, you ain’t giving me all the ingredients to this cheesy beef casserole. Where’s the meat? You and I both know that

every bride that’s able painstakingly takes the time to dream, plan and execute the best wedding she can possibly imagine. She surrounds herself with the people she loves and all the friends and family members who are important to her and her impending groom. Again, I ask, what did you do? You had to say or participate in something so hurtful or trifling, that it made her not want to share this special day with you. Think back. What was it? Clearly, whatever it is, it’s huge. The four of you, yes, I said four, the bride, her mother (your sister), you and your mom need a cool and calm, let me try to understand where you’re coming from. No weapons allowed. Sit down around the kitchen table. She’s hurt, deeply! And you need to find

out the root cause of the problem. I’m sure you, as her aunt, and your mom, her grandmother were heartbroken to find out about the wedding in a group email and on Facebook. Carry that empathy to the table. Let her know you were surprised and shocked that you missed such a special occasion in her life and even more dumbfounded that you were not invited to be a part of it. Keep it plain and simple, all you need is one word: Why? When she speaks, keep silent, and listen. Stop, rewind, press play – I said yawl (you and your mama); you just need to listen. She has something heavy on her heart that needs to be said. If you listen with your broken heart and overflow of unconditional love, you can mend this. There will be many a sad occasion for everybody to congregate. You know kinfolks are never too busy to attend funerals, Life’s too short to miss out on joyful celebrations. Be the first to apologize and fix this family foolishness. Stop wasting what should be treasurable times and magical memories. Alma

Congresswoman Johnson hosts District 30 Congressional Art Competition Congresswoman Eddie Bernice Johnson hosted the annual District 30 Congressional Art Competition. Held at the Janette Kennedy Gallery, the competition was well attended with over 80 guests gathered to view submissions from across District 30. Each year, the District 30 Congressional Art Competition showcases the artistic and creative talents of students from various schools in District 30. This year’s winning submission, titled “Kameran’s Self-Portrait” by Kameran Levingston of Desoto High School was unanimously chosen by Congresswoman Johnson and an esteemed panel of judges. This year’s panel of judges included Karen Blessen, founder of 29 Pieces, an arts nonprofit organization in Dallas, Texas and Darryl Ratcliff, Community Engagement Associate for Southern Methodist University’s Meadows School of the Arts. Second place was given to Amefon Otu of South Grand Prairie High School, for the piece titled “Amefon Abassi.” Third place was given to Izabella Dekhtyar of Booker T. Washington, School of the Performing and Visual Arts for the piece titled “Beauty is in the Eye of the Beholder.”

Congresswoman Eddie Bernice Johnson and competition winner, Kameran Levingston

“The quality of art submitted was truly remarkable,” said Karen Blessen, competition judge and founder of 29 Pieces arts nonprofit. “In the end it was a difficult decision to choose one winner, but we were able to come to a consensus and choose a piece truly representative of Congresswoman Johnson’s constituency.” Following the showcase in Dallas, the winning piece of student art will be sent to Washington, D.C. where it will be placed on display in the United States Capitol alongside the work of other student artists from districts across the country. If you are interested in viewing the 2015 submissions for the District 30 Congressional Art Competition while in Dallas, they will remain on display at the Janette Kennedy Gallery until Friday, April 24th.

“I have always been a supporter of the arts,” said Congresswoman Johnson. “I believe the arts provide a creative outlet for students within the sometimes monotonous school day. Each year, I become more diligent in my efforts to showcase the artistic talents of students in District 30. These students deserve a platform to showcase their work, and I am proud to provide such an opportunity for them.”

“I am deeply impressed with the progress that President Barack Obama has made during the first 100 days of his administration. Already we are seeing evidence of the administration’s plan to dig our country out of recession and develop long-term, sustainable prosperity. President Obama has made two trips abroad, proving to us and to the world that he intends to repair our frayed alliances and restore our international leadership. Finally, the Obama administration’s code of ethics has brought much-needed transparency and accountability to the White House. President Obama is delivering on the change that he promised.

Evaluating President Obama’s First 100 Days

Political analysts, both mainstream and Black news media and intellectuals around the country have given their grade evaluation on President Barack Obama’s first 100 days in office, marked on April 30. Here’s how several people from the local front graded the new president.

The administration has proposed trillions of dollars in new spending, which will result in higher taxes on Americans, while sharply raising our indebtedness to foreign creditors. On the national security front, I am very concerned about the President’s intention to close Guantanamo without a workable plan to relocate detainees. It is my sincere hope that, moving forward,

the administration will adopt the productive, responsible approach to our nation’s challenges that Americans deserve. (The office of John Cornyn of Texas was contacted but did See 100 DAYS, page 19

PROPOSITIONS 1 AND 2 Why YES means no and NO means yes

Dallas is abuzz at the election issues before them on May 9 when citizens are asked to vote on the controverD’LYTE sial & EBONY Convention Music Happenings Center Hotel that is being backed by Mayor Leppert. But what does voting “no and voting “yes mean? It is important to remember that the propositions are to amend the Dallas City Charter which, among other things, gives the MISSpower RAY to acquire city the Going Deep in Roots property fortheany public purpose. The propositions are worded to prohibit the city from acting on these before stated powers. Therefore, if a citizen would like the city to maintain those powers, they are to vote NO and vice versa.
