JOHNSON: The Need for Long-term Highway Trust Fund Re-Authorization forcing drivers to spend approximately $5.3 billion dollars annually on otherwise unnecessary automotive repairs. By Congresswoman Eddie Bernice Johnson
The House of Representatives passed an $8 billion extension to federal transportation funding that would prevent interruption to the nation’s infrastructure spending until December. This vote to pass a short term extension came with only eighteen days left before the Highway Trust Fund was set to expire on July 31st. Since 2009, Congress has passed several similar short term funding measures, failing to pass a transportation bill lasting longer than two years. Once again, some of my colleagues in the House have continued to kick the can down the road, with a short term fix to a nationwide problem desperately in need of a long term solution. This five month quick-fix fails to provide America with the stability of a more permanent solution to our nation’s infrastructure troubles. Here in Texas, 38 percent of roads are in mediocre or poor condition, and 19 percent of bridges are structurally deficient;
Within the past several months, transportation disasters dominated the news cycle in various parts of the country, as poor road conditions and major bridge collapses have crippled transit in many major cities. In light of these recent events affecting our highways and transit systems, our constituents are rightfully concerned with their safety on the road, and Congress must consider a forward-thinking transportation bill. The Highway Trust Fund is designed to provide roughly onequarter of public spending on highways and mass transit, with states responsible for the remainder. 90% of the trust fund is funded by the federal gas tax, but with stagnant fuel demand, the trust fund is consistently outspending that revenue. The trust fund is expected to run a deficit of $180 billion dollars in the next decade if current spending patterns continue. While the House was able to pass an extension at the very last minute, this pattern of putting band-aids on top of deep wounds to our infrastructure cuts make it difficult for states like Texas to plan
long term infrastructure development.
fund a long-term transportation bill. But with the potential to be 34th short term extension of the Highway Trust Fund since 2009, I am skeptical to think that short term measure will be any different.
In the Dallas area, specifically, we currently have nine major construction projects, costing in excess of $275 million. These essential projects, needed to keep our roads in good repair, would be put on hold in the event that the highway trust fund were to ever run out of money.
For these reasons, I support the Grow America Act as the long term solution to our nation’s transportation issues. This bill would authorize President Obama’s six-year transportation plan, providing $478 billion to rebuild America’s infrastructure, and adding nearly 2 million jobs to our economy. The bill would help pay for this much needed investment by tightening restrictions on corporate tax inversions, limiting the ability of American companies to avoid taxes —expected to raise $41 billion.
Improvements to our roads and bridges provide many Americans with secure, well-paying construction jobs. Every time the House fails to pass the long term funding measure that the American people deserve, these construction jobs are jeopardized. Once again, the Majority in this body has squandered an opportunity to make a long-term investment in our nation’s crumbling roads and infrastructure.
It is time for us to stop governing by crisis. Passing last minute funding measures, which leave our roads, our safety and our jobs in the balance, is no way to run this country. I am hopeful that my colleagues and I can come together to support a multi-year, bipartisan transportation bill with adequate funding levels. As our population grows, so too does the mandate to provide safe and efficient modes of
Our future prosperity and economic growth depend rely on critical investments to ensure America remains the most competitive nation in an increasingly global economy. House Republicans have promised that this recent short term fix will hold us over long enough until we can pass a major overhaul of the international business tax code which would

Bland, but Distinctively Similar! As it pertains to the questionable queries as to what happened to Sandra Bland, one thing is quite clear. As a matter of facts and familiarity her death is "distinctively similar" to so many others that have taken center stage in America this year. I have to admit that I heard Bishop T.D. Jakes turn that phrase; “distinctively similar.” Jakes explained as he used the term that it was an oxymoron. Basically admitting that to parallel and juxtapose the meaning and inference of the words distinctive and similar on its face is a literary oddity. But for the sake of this conversation it’s pretty simple. Although the information we have gathered around the death of Sandra Bland is distinctive, in the end it is similar to all the other police killings that have become the nation’s latest trend. We could probably argue whether or not the decedent, one Sandra Bland, could have been more forthcoming during her arrest in Waller County Texas. But the law and the constitution do not compel any of us to be docile, timid, or to allow our right to be subrogated by someone who wears a badge and carries a gun. There is the law and then there’s the LAW!!
PAGE 6
Quit Playin’ By Vincent Hall Vincent L. Hall is an author and award-winning columnist.
Many of you old-school Negro thinkers say that Sandra Bland was too lippy or had an attitude. Some believe that she was contentious. Bland should have arrested her rights on the scene. Maybe Sandra Bland had
been watching videos on Facebook. Maybe she witnessed how great a number of White men in similar situations openly assaulted police officers and had nothing at all done to them. This latest episode of police malfeasance is distinctively similar to so many others. But one has to admit it has some twists. First and foremost, the dash cam video of the original
arrest by Texas State Trooper Brian Encinia has an obvious and glaring glitch in it. It appears to even novice been tampered with. Encinia threatened to “Light up” Bland with a taser for not getting out of her car. A
preliminary investigation found that Encinia violated both the traffic stop and courtesy protocol policies. Trooper Encinia has only been on the job for one year and now an arrest he made is part and parcel of a homicide investigation. He has become infamous for all the wrong reasons. His name and his features appear to be Hispanic, which may be the only reason that Conservatives don’t have a defense fund established for
I MESSENGER
him. Hmmm! If that was not as bad as the “distinctive but similar” cases we have had before, all of a sudden Waller County discovered a new problem. After releasing the body of Bland to her family in Chicago, Waller County realized that they botched the original autopsy and needed to take another one. Can you imagine how a family who has to face a funeral in three days also has to contend with this type of inept and inhumane insult? The Christian Science Monitor, which is known and regarded for progressive thought and balanced, reporting, headlined a story that asked an interesting question. "Sandra Bland death: is Waller County the most racist county in Texas?" My personal answer to their very honest question is also a question,” Who gives a damn? The larger and more important question is; “Is there anywhere in America where a Negroid, (male or female) can drive and not get killed by police? Can Blacks at least expect to be treated with the level of care and concern you would expect poor white folks to receive? The death of Sandra Bland is “distinctively similar” to so many others. But in the case of Sandra Bland, it’s a lot more similar than it is distinctive!!

Ask Amy: He Won’t Let Me Visit his House involved with someone else. I’m confused.
Dear Alma, I have been dating “David” for over eight months, but I have never been to his house. Every time I bring it up, he changes the subject or comes up with a lame excuse. I’m not sure what to think. He will stay with me for weeks at a time, so I don’t think he’s
Hello, Confused., This situation occurs more often than you might imagine. I’ve heard it pondered by countless co-workers and plenty of sisterfriends. I’m not going to make this long and drawn out. Bottom line: I suspect he doesn’t have a home. You guys are kickin’ it at your house because… No. 1: He might be married. I’m sure you’ve wondered the same
thing. Or, he may be separated and still living with the wife. No. 2: He could be living with his mom. Most men would hide this temporary, oh-I’m-justpassing-thru situation. No. 3: He could be homeless. It’s tough out there nowadays, with the economy the way it is. Maybe he’s stretching when it comes to his living conditions – a few weeks at your house, a few weeks at another woman’s house and a few weeks with his mom. Trying to pull together a security deposit and first month’s
rent ain’t easy. I find it more disheartening that, after eight months, you haven’t said to him point-blank, “Take me to your crib.” He’s definitely hiding something, but you aren’t being honest, either…with yourself. You haven’t made a fuss because you really don’t want to know. Truth is easier to deal with when we deny it. This is real simple. The next time he comes by, ask him. But make sure you’re ready for the answer. Alma -

These days my spiritual resolve kicks in, if I’m fortunate, and I keep coming back to this one thing. It’s not about luck anymore.
My bible is full of not yet saints and prophets who, when called, tried their very best to sleep through it, ignore it or pretend the call was for someone else. Most just denied it.
I know this for a certainty because I believe I woke up on the last ring of my last wake up call.
What about you? Remember in the bible God simply played past the “you talking to me?” He gave marching orders and that was it.
I could be wrong, but everything A.S. (after saved) is more optimistic for me. I find myself ridiculously giddy with the reality that God said, ‘ring him up one last time.’ It gives my every waking moment and inevitable death new meaning.
I’m blessed because there are not enough hours in the day to say thank you to the Almighty for that simple transformation of thought. I’m blessed because from where I sit and I could be wrong about this but, I don’t think I missed my wake up call from God. I confess. It was a long time coming but instead of pushing

I kinda think if you miss God’s wake up call, it has a tendency to ruin your whole life and the next one and the one after that. I’m sure there is someone reading this that knows the feeling of just getting in under the wire; either catching a plane, making an important meeting or beating the bill collector minutes before everything gets turned off. The negative anticipation is replaced with relieved enthusiasm because you made it in the nick of time. Whew, thank God I made it. I may yet not get to Heaven, but I can at least say I know the way. That’s worth shouting about. The bible counts it all joy. Life and death look a whole lot different to me now. Actually, they’re both the same to some extent. God is in both worlds. And it’s pretty nice to recognize and follow Him in this one. Have a nice day and may God bless and keep you always.

Kenyan Lawyer Offers Livestock for Malia Obama’s Hand in Marriage by: Zenitha Prince Senior AFRO Correspondent
Your help is URGENTLY needed. The Greenville Charter review committee has recommended that all your City Council member be elected by the whole city instead of by your district. It took NINE YEARS of work to get the current 6-1 district voting plan we have TO ENSURE ALL Greenville residents had fair representation on the council! African-American and Hispanic voters would be hurt by the proposed change in voting and THE ABILITY TO ELECT A MINORITY COUNCIL MEMBER COULD BE TAKEN AWAY! The attached flier attached about this with information about the next City Council Meeting on Tuesday, July 28th at 5:00 pm. ACTION IS URGENTLY NEEDED at the Council. We need you to VOICE YOUR OPPOSITION to the proposal for at-large elections to make sure it never has a chance to become the rule in Greenville. Spread the word and get all those opposed to this horrible recommendation to come the meeting. We need to fill the chamber on Tuesday. The flier has email links for all city council members. Send them an email and express your outrage at this proposal for at-large voting. Call City Hall and tell them NO CHANGE TO VOTING FOR YOUR CITY COUNCIL MEMBER! We are also concerned about the Charter Review Committee recommendation to change the reporting of the City Secretary from the Council to the City Manager. This is a vital office that catalogs/preserves all City records, processes Open Records requests and supervises elections. An additional layer of supervision between the Council and the Secretary has the potential to affect public access to records and elections. Thank You for standing tall for Greenville! Fifty cows, 70 sheep and 30 goats. That’s the dowry a Kenyan lawyer said he is willing to offer President Obama to gain his 16-year-old daughter’s hand in marriage when the president visits the African nation in July. Felix Kiprono told The Nairobian newspaper that Malia Obama caught his eye when she was a mere 10 years old. “I got interested in her in 2008. As a matter of fact, I haven’t dated anyone since and promise to be faithful to her. I have shared this with my family and they are willing to help me raise the bride price,” Kiprono said. “People might say I am after the family’s money, which is not the case. My love is real,” he added. “I am currently drafting a letter to Obama asking him to please have Malia accompany him for this trip. I hope the embassy will pass the letter to him. I will hand it over to the U.S. ambassador with whom we have interacted several times.” Kiprono expressed satisfaction that the object of his desire has Kenyan roots; President Obama’s father was born in Kenya. And, he also promised to honor the “love of his life” with a unique proposal. “As an indication that she is my queen, I will tie sinendet, which is a sacred plant, around her head,” he said. “I will propose to her on a popular hill in Bureti near my father’s land where leaders and warriors are usually crowned. The place is called Kapkatet, which means ‘victory.’” The lawyer also spoke of his plans for their future. “Ours will be a simple life,” he said. “I will teach Malia how to milk a cow, cook ugali and prepare mursik like any other Kalenjin woman.”

Spiritual High Points of Wisdom for Daily Living
Written through the Inspiration of God By: Prayer/Warrior Mission /Worker-Sis. Cm Carter
Most of us can agree that there is a void in each of our lives that only God can fill. We cannot be any more satisfied without God than flowers without rain and grass without the sunshine. God’s Word is a storehouse of wisdom and instructions. It has the necessary message for all problems that face us. We can be greatly help when we open God’s Word and prayerfully heed to it and fulfill its demands. Confession is the super key that opens the door to forgiveness. A helpful method to use when praying and studying God’s Word is to listen with your heart. The highest form of prayer comes from the depths of a humble heart. Naturally, we would not go out without clothes, we would be naked and indecently exposed. Spiritually, if we go out without praying, we are naked and indecently exposed. Prayer is our covering. If we spent more time praying on our knees, we would have less trouble standing on our feet. It is very hard to stumble when you are on your knees praying. There is unlimited power in prayer. “More prayer, more power, little prayer little power, no prayer no power”. People who follow God, lead others in the right direction. (Proverbs3: 5-6) “Trust in the Lord with all thine heart; and lean not PAGE 11
unto thine own understanding. In all thy ways acknowledge him and he shall direct thy path.” Don’t be idle. If the devil catches a person idle, he will put him to work. God calls people when they are busy, Satan calls when we are idle. The busier you stay for God, the less time you will have for the devil. God’s creed is to do good. We all need to live God’s creed. For to see good put in action is what we all need (Acts 10: 38. How God anointed Jesus of Nazareth with the Holy Ghost and power who went about doing good and healing all that were oppressed of the devil: for God was with him. The best way to approach any problem is to use the Try-angle. (TRY JESUS ANGLE). When we give ourselves to God, we place ourselves in a position to receive extra strength. Always yield the right of way to Jesus. We should always pray that our flesh be crucified and that the Spirit be glorified. “For the Spirit is willing but the flesh is weak.” Growing up we were taught to eat healthy, drink our milk, so that we can be healthy and not malnourish. Spiritually we can become malnourish when we don’t eat the Word of God. We are what we eat. The more we feast on God’s Word, the healthier we will become. (Jeremiah 15:16) “Thy Words I found and I did eat them.” The quality of our thoughts will ultimately determine the quality of our deeds: Take on the mind of Christ. Never give anyone a piece of your mind. You don’t have it to spare. God’s Word teaches us that I MESSENGER
as a man thinketh in his heart, so is he. In life we find rain, mud and stars. It’s up to us to go through the rain, don’t get stuck in the mud and look to the stars. Remember that when you are having problems that tough times never last. Only, through the power of God, tough people do. Our character is measured by what we do when no one is looking. We fulfill our purpose when we serve, love, and obey God. One of our greatest strength is to stand still, trust and obey God. (Psalm 46:10) “Be still and know that I am God”. Always remember: Jesus it the way to walk in. Jesus said, “I am the way the truth and the life...” (St. John 14:6 ). Jesus is the method to seek in- “Seek ye first the kingdom of God…” (St. Matthew 6:33). Jesus is the bread to eat from, “Man shall not live by bread alone, but by every word that proceedth out of the mouth of God.” (St Matthew 4:4) Jesus is the foundation to be established upon. (II Thessalonians 5:2) Prove all things. Hold fast to that which is good. Always remember to hate the sin but love the sinner. Remember to focus on heaven goal. II Corinthians 4:18: “While we look not at the things which are seen, but at the things which are not seen; for the things which are seen are temporal; but the things which are not seen are eternal.” 7/24/15

“I am deeply impressed with the progress that President Barack Obama has made during the first 100 days of his administration. Already we are seeing evidence of the administration’s plan to dig our country out of recession and develop long-term, sustainable prosperity. President Obama has made two trips abroad, proving to us and to the world that he intends to repair our frayed alliances and restore our international leadership. Finally, the Obama administration’s code of ethics has brought much-needed transparency and accountability to the White House. President Obama is delivering on the change that he promised.”

Evaluating President Obama’s First 100 Days
Political analysts, both mainstream and Black news media and intellectuals around the country have given their grade evaluation on President Barack Obama’s first 100 days in office, marked on April 30. Here’s how several people from the local front graded the new president.

The administration has proposed trillions of dollars in new spending, which will result in higher taxes on Americans, while sharply raising our indebtedness to foreign creditors. On the national security front, I am very concerned about the President’s intention to close Guantanamo without a workable plan to relocate detainees. It is my sincere hope that, moving forward,
the administration will adopt the productive, responsible approach to our nation’s challenges that Americans deserve.” (The office of John Cornyn of Texas was contacted but did See 100 DAYS, page 19

PROPOSITIONS 1 AND 2 Why YES means no and NO means yes
Dallas is abuzz at the election issues before them on May 9 when citizens are asked to vote on the controverD’LYTE sial & EBONY Convention Music Happenings Center Hotel that is being backed by Mayor Leppert. But what does voting “no” and voting “yes” mean? It is important to remember that the propositions are to amend the Dallas City Charter which, among other things, gives the MISSpower RAY to acquire city the Going Deep in Roots property fortheany public purpose. The propositions are worded to prohibit the city from acting on these before stated powers. Therefore, if a citizen would like the city to maintain those powers, they are to vote NO and vice versa.
