MASS Inc. names new President/CEO Founder’s daughter to lead non-profit organization At an emergency board meeting following the death of founder Joyce Ann Brown on June 13, 2015, MASS - Mothers (Fathers) for the Advancement of Social Systems named Koquice Spencer, as the temporary President/CEO. Ms. Brown, who was released from prison in 1989 after serving nine years, five months and 24 days in prison for a crime she didn’t commit, made good on a promise she made while incarcerated and founded MASS Inc. Since her release, Ms. Brown has been committed to freeing the wrongfully convicted, assisting and supporting the families of the incarcerated and formerly incarcerated, providing opportunities for those looking to reenter and become productive members of society, and ensure better conditions for those living in prisons.

MASS Board members said they felt Ms. Spencer, who has worked side-by-side with her mother, was the ideal choice to take over the helm of MASS. They praised her commitment and leadership, while offering words of encouragement. Ms. Spencer, who will serve in the capacity of President/CEO until the full board meets later this year and votes on a permanent successor, is excited about the opportunity to continue the work her mother was so passionate about. She expressed appreciation to the board for their vote of confidence and belief that MASS must continue. In the interim, the Board felt it was important to inform supporters, donors and volunteers that MASS Inc., which is a 501 C 3 non profit organization, did not die with Ms. Brown and is under the capable leadership of Ms. Spencer with assistance from Vice President of Programs Robert Spencer and Vice President of Marketing James Maynard. “I am so appreciative of the support that I continue to receive since my mother’s death,” said Ms. Spencer. “Of course this has been a tough time for my family and MASS, but we want everyone to know that the spirit of Joyce Ann Brown lives and her work will continue!” MASS Inc. has temporarily suspended services as plans are made to continue the great work that helped so many enjoy a better quality of life.

JOHNSON: From Crisis to Recovery: The Helping Families in Mental Health Crisis approximately $130 billion each year on mental health, basic services are not available for patients in need of care. By Congresswoman Eddie Bernice Johnson
On June 4th, 2015, I was proud to join Congressman Tim Murphy (R-PA) as he introduced bipartisan mental health reform legislation, H.R. 2646, the Helping Families in Mental Health Crisis Act. Rep. Murphy and I have worked together during the past two years to make meaningful changes to our mental health system to better serve individuals with severe mental illness. At a time when newspaper headlines constantly alert us of tragic incidences that could have been avoided if treatment was accessible, our country needs comprehensive mental health reform. While the federal government spends
The Helping Families in Mental Health Crisis Act contains several new and innovative provisions, but much of the legislation is based on existing programs that are successful in smaller models. For instance, the legislation would partially repeal the Institutions for Mental Disease (IMD) exclusion under Medicaid. The IMD exclusion is at fault for the chronic scarcity of psychiatric beds across the nation. Several states have already witnessed success from demonstration projects that allow for an exception to this rule. Also included in the legislation is Assisted
Outpatient Treatment (AOT), or court-ordered treatment for individuals who wish to remain in the community on the condition of compliance with their prescribed treatment. AOT, already present in a number of states, is proven to reduce the rates of imprisonment, homelessness and substance abuse by approximately 70 percent for participants. A new reform in the legislation is clarification of the Health Information Portability and Accountability Act (HIPAA), which governs which information, can be provided to a patient’s family or caregivers. There are countless stories of patients ending up in harmful situations when there is a lack of information flowing to parents and direct caregivers. The legislation would allow physicians to provide crucial
information to immediate caregivers, after meeting certain criteria, regarding a patient’s mental health crisis. This legislation was built by two mental health providers in Congress who have seen our mentally ill population remain untreated in jails and prisons or on the street. The Helping Families in Mental Health Crisis Act builds on feedback and critical analysis of the previous version of the bill while still investing in services that work and break down barriers to treatment. With countless supporters and more than 100 bipartisan cosponsors for the bill, Rep. Murphy and I look forward to advancing the legislation. HALL: A Case for the Commissioner Quit Playin’ By Vincent Hall Vincent L. Hall is an author and award-winning columnist.
One of the most balanced and scholarly recordings of Dallas’ history in the 20th century were penned by a former professor of journalism, Darwin Payne, at Southern Methodist University. In his book entitled, Big D, Payne carefully chronicles everything from the White Citizens’ Council to the fight for justice that has always been a priority for the AfricanAmerican and minority communities.” However, Dr. Payne scripts John Wiley Price’s entry into the Dallas political scene in a few short sentences. “ J o h n Wi l e y P r i c e h a d graduated from high school in nearby Forney, Texas and began working in Dallas as a salesman at Sanger Harris. He enrolled in computer programming classes at El Centro Community College, got his first taste of politicking, winning an election to the student council and a series of jobs at the courthouse, winding up close to Justice of the Peace, Cleo Steele himself an AfricanAmerican. From the courthouse Price involved himself thoroughly in behind-the-scenes politics, working into a leadership position of the Progressive Voters League. Upon election

as commissioner of the third district, Price established a reputation as a conscientious official who worked well with his fellow commissioners in governing Dallas County. His work earned him re-election to a second four year term as commissioner soon after. A study at the University of Nebraska showed a “shake up” between 1983 and 1992. Among the nation’s 41 largest cities with more than 10% black population, Dallas ranked second in increasing its percentage of minority police officers. Protesters’ (led by Price) had complaints that centered around alleged discrimination in hiring, promoting, and administering discipline.” In fact, many of Commissioner Price’s most prized accomplishments center around Public Safety in general. The courthouse which was historically White
male dominated, and for many years almost totally Republican, have become one of the most diverse. John Wiley Price commands the type of style and success that makes his enemies mad and his friends matter. From the District Attorney to the department heads who run Dallas County, the changes in diversity by all measurements has been progressive and immense. It was not until 1975 that Black districts were created for the Justice of the Peace courts. By the time that Price was elected in 1985, there were only six black jurists on the bench and three were appointed to their respective positions. When you look at the complexion of the 40 or so judges who take the bench n o w, t h e y a r e m a j o r i t y Democrat, majority minority and being a female candidate page "7
There are those who get the notion that Dallas evolved, but those who know the full story will attest that Dallas revolved and Price had a great deal to do with it. As result of his activism for minorities, women, and the Democratic Party, everything from the courthouse to the schoolhouse, media outlets and Dallas as a whole is a lot more diverse and equitably representative than it ever has been. Commissioner John Wiley Price was first sworn in on January 1, 1985 and now the court has recently ordered that he pay more than $85,000 for his legal defense. Eighty Five is our Number!!!
