SENEGAL: The Lawmakers of the 12th Legislature took office By Moussa Niang, MBA M_niang@yahoo.fr
July 1, 2012, the Senegalese people did not miss their appointment with history. They elected their deputies in a free and transparent universal suffrage Moussa Niang overseen by international observers and by the African Union’s emissaries. One hundred and fifty deputies joined the Benches of the Senegalese National Assembly on July 30. Ninety deputies are elected in 35 single and multi-member districts, the remaining 60 seats are filled proportionally based on the national distribution of vote. One of the particularities of these elections is the dazzling rise of women who won 65 seats due to the male-female parity law, on the electoral lists nearly twice the number of the outgoing parliament. The Senegalese citizens have reaffirmed their confidence to President Macky Sall by electing 119 lawmakers from his political coalition hence giving him a large majority to comfortably govern the country, while the main opposition party, the Senegalese Democratic Party founded by former President Wade earned only 12 representatives. The populations have been very clear about the new type of deputy they want. In fact, they expect their congressmen and congresswomen to stand for them, to vote laws that benefit them and not the type that were prevalent during the previous legislative. As a matter of fact, the previous Congress was everything but the representatives of the people. They were known to be the deputies of President Wade and they blindly executed any of his orders. They were ready to vote June 23, 2011 on the unpopular law establishing the Vice Presidency institution -- that would elect the president in the first round with 25 percent of the vote, until the people rose up. They had fallen short to provide

oversight of the administration and to represent the populations with dignity. The new lawmakers who are going to be in office for five years are expected to make possible the aspirations of the youth in giving President Sall’sadministration the tools necessary to function. During the Parliament inauguration on July 30, the Honorable Deputy Moustapha Niasse was elected by plebiscite as President of the National Assembly, crowning therefore a long and brilliant career. Moustapha Niasse is one of the best African diplomats and has been involved in many conflict resolutions. He was the Representative of the Secretary General of the United Nations in the Great Lakes countries

Sam Wicks came up during a time when folks surely had to question why he was pursuing a degree in journalism. After all, it wasn’t like you saw many reporters, editors, commentators, anchors or producers who were role models bad who were also Black, back in the 1950s. Unless you looked to the Black Press and Black media. A graduate of Dallas’ Lincoln High School, Mr. Wicks served in the army before entering Texas Southern University to pursue a degree in journalism. Upon graduation and for more than three decades, he was a part-time sports writer for the Dallas Star Post, The Dallas Express and the Dallas Post Tribune. Although there were two daily “mainstream” publications in Dallas, there were no African American journalists on staff until 1967 when another reporter, Julia Scott Reed, who also worked at the Dallas Express. Cheryl Smith Many know the legendary Ms. Reed as the “first African-American to be hired in a full-time position by a major Dallas newspaper.” A mentor to the second reporter, Norma Adams-Wade; Ms. Reed was also “one of the initial African - Americans to work in the newsroom of a major daily paper in the South.” Long before the founding of the National Association of Black Journalists in 1975, there was a group of journalists across the country, trying to make a difference by being a voice for the voiceless. And they faced many challenges! Mr. Wicks covered sports, providing stories that actually provided leads for mainstream publications, because if you think that only Blacks were reading the Black Press back then, you’re sadly mistaken. Still today our Black newspapers continue to provide leads for journalists at daily publications. Mr. Wicks had an important role during an era where Blacks were breaking color barriers and making great strides in the industry. It was also a time when the Black Press was supported and revered in its communities. Citizens looked to the Black Press to tell the stories of their community and athletes, usually surrounded by white reporters, welcomed the Black reporters and oftentimes provided them with “inside” information to help them scoop the “big boys.” Mr. Wicks’ career as a journalist was stellar. He made significant strides as a reporter and later as an editor and publicist. The Junior Black Academy of Arts and Letters (now TBAAL) honored him as a Living Legend in Print/Journalism and in 2005 he was inducted into the African American Museum’s Black Sports Hall of Fame. I met him in the mid 1980s, when I volunteered at the Dallas Post Tribune. Sure there were Blacks at the Dallas Morning News and Dallas Times Herald but upon arriving in Dallas, I immediately sought opportunities with the Black Press. Mr. Wicks would enter the building, with a quiet unassuming presence, speaking to everyone and handling his business. Always respectful, his mere actions, presence and demeanor commanded respect. To me, he was a charmer! When I think about the changing landscape of America and the industry for journalists I can’t help but pay homage to someone like Mr. Sam Wicks. He was a role model for so many and he loved what he did. His contributions to the industry can’t and won’t go unnoticed. As we prepare to celebrate Mr. Wicks’ life and contributions, in Boston Gregory Lee Jr., who is the president of the National Association of Black Journalists, is preparing to move to Florida to become executive sports editor of the South Florida Sun Sentinel-- becoming one of three black journalists currently leading the sports departments at major daily newspapers, joining Lisa Bell Wilson of the Buffalo News and Larry Graham of the San Diego Union- Tribune. There’s also Garry Howard, reigning supreme as the editor-in-chief of Sporting News. But not only sports journalists hold Mr. Wicks in high esteem and salute his work. All journalists are standing on the shoulders of valiant “soldiers without swords” like Mr. Sam Wicks who fought seemingly insurmountable odds to do their jobs. And even more important -- he was a role model in our community, so no matter the profession they later chose, Mr. Sam Wicks provided a source of inspiration, leadership, guidance and support to many young and old. The Best deserves BETTER! Gabby, Gabby Gabby. She’s the darling of the Summer Olympics. The first Black female to win two, that’s right, TWO Gold Medals in gymnastics! She’s beautiful and definitely talented, still the 16-year-old Gabrielle Douglas has been the subject of criticism about her hair and many of the silly remarks have come from Black women. Singer Indie Arie has a poignant message about that very topic: “Does the way I wear my hair make me a better person? Does the way I wear my hair make me a better friend? Does the way I wear my hair determine my integrity?” Still you have a young, Black woman/child who has made her country proud, only to be ostracized by small-minded people who have serious cases of self-hatred. Is it no wonder that our children are so rebellious and filled with a bewildering rage when they face so much negativity? Gabrielle is not a stranger to publicity. She has won numerous awards and while she has made Black history, she has also made American history because her Tears of joy. superb performances at the Summer Olympics made her the first woman of color to win a gold medal for individual all-around and the first American gymnast to win the team and individual all-around Gold at the same Olympics and she still has an opportunity to pick up a few more medals before returning home. Now when Gabrielle returns to America, hopefully all of the folks who felt the need to criticize her hair will have taken a dose of home training or common decency. Hopefully someone will have had the nerve to point them to a mirror because surely there has to be an explanation for such poor behavior and the answer may be staring them in the face! Earlier this week, on her FaceBook page, Gabrielle wrote: “We are the 2012 London Olympic Gold Medalists!!! We are all so happy right now. It's a dream come true! Gotta give God the Glory! Thank you everyone for praying for me! It means so much to me!” To the dream crushers, the haters-- and you know who you are-- you are dead wrong for your insults and disparaging remarks. You have been petty and your behavior is disgraceful and unconscionable. You should be ashamed! Gabrielle Douglas deserves support, encouragement and the best we have to offer because after all, that is what she has given us -her BEST!

Young America is key to 2012 election
By Rev. Jesse L. Jackson, Sr. When young Americans come alive, they transform the possible. We saw that in 2008 when young Americans — the millennial generation of 18- to 29-year-olds — voted in large numbers (larger than the aging baby boomers), and overwhelmingly for Barack Obama. They cast almost one out of every six votes in that election and voted for Obama by a 2-to-1 ratio. We saw what happens when they are discouraged in 2010, when young voter turnout fell a staggering 60 percent, and a Tea Party Congress was elected. What will young voters do in 2012? The president showed his concern by kicking off his campaign with speeches on two college campuses. The New York Times reports young people are more discouraged and disaffected than ever. The youngest voters particularly — the 18to 24-year-olds — are struggling in the worst economy since the Great Depression. Obama still leads Romney by 12 points in early polls, but that is half his lead among 25- to 29-yearolds. Many are undecided and many turned off and tuned out. Young voters are still largely Obama territory. Today’s aging, white, Southern-dominated Republican Party has little appeal. Millennials are the most diverse generation in our history. They are the most accepting of equal rights for all — minorities, gays and women. Most can’t even imagine that we’re arguing about birth control in the 21st century. The president reflects their values far more than his opponent. Obama fought to free student loans from the
private banks, to extend Pell grants and defend lower student loan rates. He is bringing young men and women home from Iraq and Afghanistan, while Romney calls for more war. His Justice Department is defending the right to vote against efforts by Republicans in various states to erect obstacles against the young. He defended Planned Parenthood when the Republican Congress targeted it. He’s pushed for renewable energy and common sense on catastrophic climate change, against the “Drill, baby, drill” Republicans. It’s no wonder current polls show Romney winning only 29 percent of

To get young voters excited, Obama will have to offer more than his record. He’ll need to fight for jobs that will give the young a future. When cynicism or dismay wins o u t a n d t h e y o u n g w i t h d r a w, unintended consequences result. We saw that in 1968 when Nixon beat Humphrey by the margin of our despair. We saw it in 2010 when only 20.9 percent of young people bothered to

the millennial vote, less than John McCain garnered in spring polls four years ago. But while Obama will win the most young votes, the question is how many will vote? The overwhelming issue for young people is jobs, and the jobs picture is lousy. Nearly one in four 18- or 19-yearolds was unemployed in May, according to the Bureau of Labor Statistics. For 20- to 24-year-olds, the rate is 12.9 percent. Discouragement, despair and cynicism are the natural result. The campaigns are gearing up their Twitter, text, video, Facebook and other communication capacities. They plan dorm-to-dorm volunteer campaigns. But cool campaign technologies won’t answer the concerns of the young. Young people are looking for a plan to put people to work.

It’s your business 12 Tips For Women To Get Out of Debt According to federal statistics, more women are in debt now than ever before. This includes women of low-income and high-income statuses. Even worse the average woman in the United States is more than $10,000 in debt, and it will take most of them more than 15 years to pay it off. Here are effective 12 tips that can help women to reduce and/or eliminate their debt faster: 1) Stop borrowing money - no matter what! If you can't afford to buy something with cash you have now, then don't buy it! 2) Control your spending appetite. Unsubscribe from all shopping catalogs, ignore all TV/radio commercials, and no more window shopping! 3) Call your creditors and negotiate with them for a lower interest rate, and/or negotiate for a lower pay-off settlement. For instance, if you owe $10,000, see if they will accept a one-time payment of $5,000 to settle the balance. 4) Always pay more than the minimum amount due each month. Even just $20 dollars more can make a huge difference in paying off your debt. 5) Inquire if it is possible to transfer all your balances to your credit card with the lowest interest rate. 6) Work on paying off your high interest credit cards or loans first. 7) Make a realistic monthly budget. Purpose every dollar (including some buffer). 8) Track your expenses in a software program like Quicken. Categorize your expenses and report out how much you spent in each category so you can easily spot your problem areas. 9) Praise yourself for every small accomplishment, even if you are paying off debt little by little. 10) Speak to a credit counseling service (like www.DebtHelpForWomen.org) to help work out a plan. 11) Be realistic. If you started accumulating debt three or four years ago, realize that it will probably take you more then three or four years to get out of debt and stay out of debt. 12) Stay focused. Rapper’s CD, ‘Manifestation,’ about holding on to God’s promises, seeing them unfurl By Donald Lee Special to I MESSENGER
Min. Aaron Moses — the next big thing in Christian rap — wants those within an ear shot of his voice to know that their dreams, fueled by their faith, will come into fruition, if they dare to stand unmoved by circumstances that may suggest otherwise. “Believe beyond measure; never stop believing,” says the Baton Rouge, La., rap artist and founder of HopeMusic & HopeMovies Entertainment. “Philippians 1:6 tells us that He who began a good work in you shall perform it until the day of Jesus Christ. “So, just believe. When belief stops believing, you continue to believe,” Moses says. “When your money don’t believe in your dream no more, you continue to believe. When your body, your emotions and every fiber of your existence other than your soul refuse to believe in your dream, you believe in your dream, that you can do all things through Christ which strengthens you (as Philippians 4:13 states).” And that strong conviction that he preaches is what his audience hears emphatically throughout his album “Manifestation,” which was released in May and can be purchased on iTunes or Amazon. In talking about the title song “Manifestation,” Moses, 26, shares how it depicts his life’s transformation. “At this stage of my life (six years ago), I had totally made up my mind that I was no longer going to prostitute my gift to the world, and I was going to present it holy before Christ,” Moses says. He shares the meaning of the opening stanza in “Manifestation.” The line goes: “The realest quote I ever wrote, didn’t bother to put friends on it, it’s time for it to manifest, my whole family depend on it … ” “What I meant by that was my life had to change in order for a lot of people around me to change,” says Moses who’d lived a hard life, having battled drug addiction and having buried his
mother who died of AIDS at age 45 in March of 2006. “I was always a leader of men,” he says. “But being intricately involved with the yoke of bondage and contrary spirits, I allowed myself and those who were around me to become isolated and stagnated (regarding) the things of God. “So, when I speak of ‘I didn’t bother to put no friends in it,’ I’m speaking of the time when I no longer needed to be validated by people who were around me to accomplish that which I was created to,” Moses says. “In other words, the life that God created for me to live was more important than the opinions of those who were around me.” And when Moses began to put things in to their proper perspectives, he began to see the physical manifestations of the promises of God in his life. As today’s youth would say, “This CD go hard.” There are 12 tracks on it. Each offers a candid look into this artist’s
heart. Each one ministers greatly to the souls of its listeners while captivating them with hardcore beats and a voice that sounds fresh off the streets. The first track on the CD, “Welcome,” introduces listeners to an album that promises to sustain their attention with “custom-made” beats that keep their heads bobbin’, anointed lyrics that spit Holy Ghost fire and heart-felt messages powerful enough to make a thug weep. Those who are about that (thug) life, after listening to these songs, will receive an impartation of wisdom that is sure to redefine their definition of manhood. The lines in the song are “a representative of the struggles that I came through as a child,” says Moses, who wrote his songs and is the album’s executive producer. “And also, the song represents me as a person beyond music. It represents me as a preacher, my testimony. And also I wanted people to
be able to see Christ in me without the commercialized version of Christ. “I wanted people to be able to take someone like me (as a positive example) who abused ecstasy pills, smoked marijuana, who dropped out of high school, who made countless bad decisions and completely turned my life around for His glory,” says Moses, who will be getting his associates degree in entertainment technology from Baton Rouge Community College in the fall. On the third track, “Keep Me Going,” Moses shares, “It might be your grandparents, it might be your kids, there’s somethin’ that’s inside of you that’s tellin’ you don’t quit. “It might be your old man, it might be your pastor,” he says in the song, “there’s somethin’ that’s inside of you that’s tellin’ you don’t slack up. Go hard or go home, or play sick and stay home. Better bring you’re A game. I’m Monday night in the Super Dome. I keep going for the prostitutes, keep goin’ for the drug addicts, keep goin’ for the drug dealers, my momma had a drug habbit. I seen victory and I liked what I saw, so He must keep showing, it’s that thing that keep me goin’… ” In other words, there’s something on the inside of individuals, the song explains, that gives them that extra incentive to strive for a better life and refuse to give up. “This brother is real, and I’m feelin’ that,” says Baton Rouge radio personality Guy Brody. Nonetheless, substantial obstacles to equal educational opportunity still remain in America’s educational system. African American students lack equal access to highly effective teachers and principals, safe schools, and challenging college-preparatory classes, and they disproportionately experience
practices to improve African American student achievement in school and college, and to develop a national network of individuals, organizations, and communities that will share and implement these practices. It will also help ensure that Federal programs and initiatives administered by the Department of Education and other Federal agencies maintain a focus on serving and meeting the educational needs of African Americans. The Initiative will complement the existing White House Initiative that strengthens the nation’s Historically Black Colleges and Universities (HBCUs) by working with Federal agencies and partners nationwide to provide all African American students with a more effective continuum of education programs.

The Executive Order also creates the President’s Advisory Commission on Educational Excellence for African Americans, to aid and advise the work of the Initiative. The Commission will advise President Obama and Education Secretary Arne Duncan on matters pertaining to the educational attainment of the African American community, including the development, implementation, and coordination of resources aimed at improving educational opportunities and outcomes for African Americans of all ages. The Commission will also engage the philanthropic, business, nonprofit, and education communities in a national dialogue on African American student achievement, and work with the Initiative to establish partnerships with stakeholders from these sectors to achieve the objectives of this Executive Order.

Executive Order Establishes the White House Initiative on Educational Excellence for African Americans During his remarks at the National Urban League conference in New Orleans, LA, President Barack Obama announced he would sign an Executive Order today to improve outcomes and advance educational opportunities for African Americans. The President has made providing a complete and competitive education for all Americans – from cradle to career – a top priority. The White House Initiative on Educational Excellence for African Americans will work across Federal agencies and with partners and communities nationwide to produce a more effective continuum of education programs for African American students. The Initiative aims to ensure that all African American students receive an education that fully prepares them for high school graduation, college completion, and productive careers. In the less than 60 years since the Brown v. Board of Education decision put America on a path toward equal educational opportunity, America’s educational system has undergone a remarkable transformation. Many African American children who attended substandard, segregated schools in the 1950s have grown up to see their children
school discipline and referrals to special education. Significantly improving the educational outcomes of African Americans will provide substantial benefits for our country by advancing important outcomes, like increasing college completion rates, employment rates, and the number of African American teachers. Enhanced educational outcomes for African Americans will lead to more productive careers, improved economic mobility and security, and greater social well-being for all Americans. Advancing Educational Achievement of African American Students The President has set the goal for America to have the highest proportion of college graduates in the world by 2020. "WHY WE GO BROKE?"
New York, NY -- ND Publishing releases Why We Go Broke?, a financial lecture that mixes music, humor and financial literacy. The audio CD looks at the financial decisions of a fictional basketball player. The lecture takes the listener through his journey from financial ignorance to knowledge. According to FINRAs Financial Capability Study, it was found that the average American needed to improve their financial knowledge. The study yielded the following: * Making Ends Meet. 20% of individuals reported that over the past year, their household spent more than their income. * Planning Ahead. 60% of individuals lack a "rainy day" fund to cover expenses for three months, in case of emergencies such as sickness, job loss or economic downturn. * Managing Financial Products. 24% of individuals reported using one or more non-bank borrowing methods in the past five years. * Financial Knowledge and Decision-Making. On average, individuals answered three out of five financial literacy questions correctly. In addition, 62% of individuals said that, when obtaining their most recent credit card, they did not collect and compare information about cards from more than one company. Controversial new book addresses Christianity and politics
Atlanta, GA (BlackNews.com) -Memory Melody Gardner's new book, Christianity and Politics ($14.99, paperback; $7.49, e-book) debunks the idea that our system of government and Christian faith should be one and the same, celebrates the Church as the Godgiven, moral compass of a society, and systematically unravels the complexities

She witnessed college students shift from knowing there was absolute right and wrong to right and wrong being relative. Consequently, she heard young Christians ask, "How can I

and retirement planning. People who lack financial literacy pay more for financial services, have higher debt and have less money for retirement. The lecture chooses a basketball player to illustrate what can happen without proper financial management. According to Sports Illustrated, it was estimated in 2009 that 60 percent of NBA players are broke within five years of retiring from the game. The NBA recently announced that players will be forced for the first time to save money for retirement. Investing, retirement planning and estate planning are all topics that are covered in Why We Go Broke? The lecture is presented by Narcisse Dargenson. Narcisse Dargenson holds a B.A. from Johnson C.
