2 SMU group visits Rwanda A group of 20 SMU students, faculty and staff traveled to Rwanda Aug. 3–13 to witness the deep emotional, physical and environmental scars of genocide while contributing to the African country’s recovery efforts. people were killed in 100 days, “history lives on,” said Rick Halperin, director of SMU’s Embrey Human Rights Program, the trip’s sponsor. To contribute to the healing process, trip participants gave the Urukundo Home for Children 200 pounds of school supplies donated by the SMU community, 250 pounds of books for children and young adults given by Half Price Books, and $2,000 worth of medical supplies provided in part by Project C.U.R.E., a Denverbased service group for which SMU student Hayley Wagner is a summer intern. The SMU group also visited genocide sites and met with survivors.

SENEGAL: Lawmakers of the 12th Legislature take office By Moussa Niang, MBA M_niang@yahoo.fr

July 1, 2012, the Senegalese people did not miss their appointment with history. They elected their deputies in a free and transparent universal suffrage overseen by international observers and by the African Union’s emissaries.

August 16-31, 2012 One hundred and fifty deputies joined the Benches of the Senegalese National Assembly on July 30. Ninety deputies are elected in 35 single and multi-member districts, the remaining 60 seats are filled proportionally based on the national distribution of vote. One of the particularities of these elections is the dazzling rise of women who won 65 seats due to the male-female parity law, on the electoral lists nearly twice the number of the outgoing parliament. The Senegalese citizens have reaffirmed their confidence to President Macky Sall by electing 119 lawmakers from his political coalition hence giving him a large majority to comfortably govern the country, while the main opposition party, the Senegalese Democratic Party founded by former President Wa d e e a r n e d o n l y 1 2 representatives. The populations have been very clear about the new type of deputy they want. In fact, they expect their congressmen and congresswomen to stand for them, to vote laws that benefit them and not the type that were prevalent during the previous legislative. They were ready to vote June 23, 2011 on the unpopular law establishing the Vice Presidency institution -- that would elect the president in the first round with 25 percent of the vote, until the people rose up. They had fallen short to provide oversight of the administration and to represent the populations with dignity. The new lawmakers who are going to be in office for five years are expected to make possible the aspirations of the youth in giving President Sall’s administration the tools necessary to function. During the Parliament inauguration on July 30, the Honorable Deputy Moustapha Niasse was elected by plebiscite as President of the National Assembly, crowning therefore a long and brilliant career. Moustapha Niasse is one of the best African diplomats and has been involved in many conflict resolutions. He was the Representative of the Secretary General of the United Nations in the Great Lakes countries until 1999 and served as minister of foreign affairs, as prime minister in both Diouf and Wade governments.

Humanitarian Hands Charities announces Community Outreach Mission for Local Refugee Resource Assistance Center — Humanitarian Hands Charities announced their community outreach mission to launch a refugee resource center. The center

www.texasmetronews.com will be located in Dallas and will provide workshops on family structure, finances, advanced ESL classes, mental health counseling, senior citizens’ awareness and much more. The center, which is slated to open in December 2012, will prove to be a viable, and much needed resource for the community. In fiscal year 2011, there were 56,419 refugee arrivals into the United States, with Texas being the second highest recipient, receiving 5,623 refugees. Refugee arrivals are already at a total of 3,598 for the first quarter of this year. Humanitarian Hands Charities, an organization that primarily supports Ugandan orphans by providing housing, healthcare, quality education, and job skills training, felt the need to provide support on a more local level. “We were excited when we performed a needs assessment with local refugee agencies who stated that there was a critical need for more concentrated and long-termed refugee support systems to assist them in their transition to an unknown environment and culture,” noted Mary Christopher, CEO and Co-founder of Humanitarian Hands Charities. “Our focus is to provide resource services that will make a substantial and sustaining difference in the refugees’ lives. Not only will we be able to assist African refugee youth, but refugee youth and their families from all over the world!” Plans for the refugee resource assistance center are underway. Additional details will be highlighted at the Humanitarian Hands Charities’ upcoming “What if …?” gala event in October. For additional project updates, visit www.hhcharities.org. Humanitarian Hands Charities is a 501 (c)(3) organization founded in 2006 by Ray and Mary Christopher in response to the growing number of orphans in Uganda. Based in Dallas, Texas, the organization empowers African youth to create a hopeful, sustainable future for themselves and their communities by providing housing, healthcare, quality education, and job skills training. The summit provided a forum for students to explore diversity and cultural awareness programs and to participate in interactive breakout sessions. Students between the ages of 13-17 from the Dallas Fort-Worth area were selected to participate in the summit. “This year’s theme is Putting Our Signature on the Future. This summit is designed to foster diversity and stimulate dialogue on issues that will affect you, your classmates, and your communities. Everyone here in this room today has the potential to make real and positive change in their communities,” said Rep. Johnson. “As you become young adults, we will look to you to provide leadership, and to find solutions to the growing problems facing our world today.” The day began with an opening ceremony where students heard from Dr. Gerald Turner, President of Southern Methodist University; Catherine Monson, CEO of FASTSIGNS; and Sarosha Hansraj, Founder of Children Care for Children; Bonnie King, Regional Environmental Education Coordinator of Environmental Protection Agency, in addition to remarks from Congresswoman Johnson. Catherine Monson, CEO of FASTSIGNS, INC., who was featured on the CBS TV Series Undercover Boss, provided valuable professional leadership insights to include her very own “7 Steps to Success.” At the conclusion of the summit, students incorporated Ms. Monson’s steps into the closing ceremony program. Rep. Johnson and the panelists concluded the summit by encouraging the group to continue serving as young leaders in their communities and to engage in dialogue to foster an understanding of cultural differences on how best

NAACP files Amicus Brief Supporting the University of Texas at Austin’s Admission Policy (Washington, DC) – The NAACP, Texas State Conference of NAACP Branches and University of Oregon School of Law Professor Barbara Bader Aldave have filed an amicus brief with the United States Supreme Court in the case of Fisher v. The University of Texas at Austin, et al. The Court’s decision could significantly impact admissions policies at public colleges and universities. NAACP Legal Department prepared the brief with the assistance of attorney

Atty. Gary Bledsoe

Gary Bledsoe and global law firm DLA Piper LLP (US). The brief supports the University of Texas at Austin’s admission policy. “Texas has an ugly legacy of de jure and de facto discrimination at all levels of public education,” stated NAACP General Counsel Kim M. Keenan. “The University of Texas’s admission policy is narrowly tailored to eliminate the continuing effects of that legacy. The policy is individualized and considers race simply as a factor of a factor of a factor.” The brief emphasizes several key points. First, the brief argues that Texas’s long history of statesponsored segregation necessitates its actions to remedy the lasting effects. The NAACP’s brief o u t l i n e s Te x a s ’s h i s t o r y o f segregation and Texas’s failure to comply with Title VI of the Civil Rights Act. The NAACP further asserts that “the mere adoption of racially neutral policies for prospective application is not an adequate remedy to the conesquences of past discriminatory conduct.” Second, the brief explains that the “University of Texas’s admission policy is constitutional because it is narrowly tailored to eradicate the vestiges of Texas’s prior official policy of discrimination.” More specifically, the NAACP contends that the “program considers race as only one factor among many, in the context of ‘truly individualized’ evaluation of each applicant for admission to the University of Texas.” “I am disappointed that the Court granted the petition for certiorari in this case so soon after Grutter v. Bollinger and Bollinger v. Gratz.,” stated Texas State Conference NAACP President Gary L. Bledsoe. “Hopefully, when making its decision, the Court will consider the University of Texas’s long history of segregation and the lingering effects of such discrimination.” Additionally, it asserts that The University of Texas’s (UT)

3 admission policy has no racial preference and caused no injury in fact to Petitioner Abigail Noel Fisher. The overwhelming majority of applicants are selected without any consideration of race. For fewer than 10 percent of the applicants, race is merely a factor of a factor which can positively impact applicants of all races, including white applicants. Moreover, since the Petitioner’s academic index (AI) was not within the required range, she would not have been admitted to the UT regardless of her race. AI includes the applicant’s class rank and ACT/ SAT scores. Finally, the brief explains how ignoring race would force UT to ignore the accomplishments of racial minorities. DLA Piper LLP Partner Anthony Ashton noted, “DLA Piper considers it an honor to have worked with the NAACP on this brief of historical importance. The future of higher education in our nation is at stake, and we hope that our work will help the U.S. Supreme Court reach the correct decision.”

The Equivalency of Human Life The national support for the victims of last week’s Aurora shootings is great. However, if we believe in the equivalency of life, what about the lives of young men in Chicago, where there have been more deaths than in Afghanistan so far this year. While the hospitals in Aurora say they will cover hospital bills for those without insurance (one in three in Colorado), who will cover bills for those who are hospitalized after a drive-by? We mourn some deaths and ignore others, which suggests that some life is valued and some life is cheap. Does it have anything to do with media attention? In Tuscaloosa, Alabama, a crazed man walked into a bar looking for “a Black man. He shot a man who did not know him, and with whom he had no beef. He also wounded 17 other people. Why has this story not made national news? If we spend a minute watching any news, we have heard about Veronica Moser, the six-year-old who was massacred in Aurora. We’ve seen pictures of her smiling face and of her playing. Certainly we can all mourn the tragedy of her young life being snuffed out by a madman. Still, some young lives are valued, while others are not. One of the young deaths that rocked my soul was the 2004 murder of Chelsea Cromartie, who sat in her grandmother’s window playing with her dolls when she was killed by a stray bullet. She wrote, in a classroom exercise, that she was an “amazing girl. We don’t have to go back to 2004 to find a child’s death. Just last week, Heaven Sutter, who had just had her hair styled for a trip to Disney World, was shot, again, by a stray bullet. Details of the lives of those who are killed humanizes them and tugs at our heartstrings. In Aurora, we have learned about a man whose wife just

gave birth, about another who died saving his girlfriend, of a young woman who missed a Toronto mass murder by a few seconds, aspired to be a sports journalist, and was killed in Aurora. Rarely do we hear about the lives of those who are killed in the inner city, about the lives of Chelsea Cromartie and Heaven Sutter. The disproportionality of death commentary hits home when one remembers the stories in the New York

(police, sheriffs) guns, there is at least one gun for every man, woman, and child in this country. Some hark their Second Amendment rights in their gun ownership, but the Second Amendment was passed before assault weapons and Glocks. If people have the right to bear arms, perhaps they have to right to have 6000 rounds of ammunition, obtained on the Internet. If we can’t limit guns, can we at least regulate the distribution of ammunition? In the same year that there were 12,000 gun deaths in the United States, there were a scant 11 gun related deaths in Japan. Indeed, while the United States has 90 privately held guns per 100 people, the next largest per capita rate of privately held guns is in Yemen. In contrast, China has three guns per 100 people. The National Rifle Association loves to say, “guns don’t kill, people do.

If people have the right to bear arms, perhaps they have to right to have 6000 rounds of ammunition, obtained on the Internet. If we can’t limit guns, can we at least regulate the distribution of ammunition? Times after September 11, 2001. For months, postage stamp sized photos accompanied short but revealing blurbs about those who lost their lives. On one hand, the blurbs were humanizing. For me, though, they were a reminder of the equivalency of life and the lives we choose to ignore. There were 12,000 gun-related deaths in the United States in 2008. Eighty percent of the gun deaths in the world’s 23 richest countries happened in the United States, as did 87 percent of the deaths of children. We have more than 270 million privately owned guns in this country; when we add the number of military

As usual, they display limited thinking. People with guns are the ones who kill! Why won’t we address that by dealing with issues of gun and ammunition control? The 12 people who lost their lives represent a fraction of one percent of those who die from gun violence annually. As we mourn these lives, let us mourn the lives of the thousands who were also killed because it is easier to buy a weapon than it is to buy marijuana in most parts of our nation. CURRY: Anti-Poverty Programs have been successful Conservatives continue to assert that anti-poverty programs have failed when, in fact, they have saved millions of people from plunging into poverty. Fox News, the house organ for right-wingers, George E. Curry has led this disinformation campaign. Let’s examine what two network contributors said on the same day (July 23, 2012): Mary Katherine in an appearance on “The O’Reilly Factor,” said: “Well, here's the other thing. Like you noted, Bill, that we've spent 17 trillion dollars on the war on poverty since it began, originally the plan was to be able to lift people out of poverty. It does not feel to people like we're getting there, and [Obama's] out there doing other things and making the pitch that that is what's going to solve the problem. More spending. We're on track to spend over a trillion dollars per year on welfare programs. We've spent 2 trillion, I believe, over the last two fiscal years. And people are looking at that and it's not helping.” Monica Crowley, appearing on “Your World with Neil Cavuto,” said: “Here's the problem. Since the mid-1960s when Lyndon Johnson launched the Great Society program, and started this massive spending spree…What we now know is that none of those social welfare programs, that we continue to pour all of this taxpayer money into, have worked.

None of it has alleviated poverty. In fact the poverty rate has gotten worse instead of better.” Media Matters, the media watchdog group, looked at a half-dozen reports that debunk the popular – though inaccurate – right-wing talking point. “Amid reports of rising poverty, two Fox contributors claimed that anti-poverty programs have done nothing to alleviate poverty,” Media Matters stated. “In fact, federal government programs such as food stamps, Social Security, and other measures created or boosted by the stimulus bill have kept millions out of poverty and lowered the poverty rate.” Poverty is defined by the federal government as a family of two parents and two children earning $22,113 annually or one parent and two children receiving $17,568 a year. According to the Census Bureau, 15.1 percent of Americans, or 46.2 million people, live below the poverty line. That’s the highest rate since 1993 but 7.3 percent lower than 1959 when figures were first kept. According to the National Poverty Center at the University of Michigan, the poverty rate was 22.4 percent in the late 1950s, declined throughout the 1960s – when the Great Society anti-poverty programs were created – and reached a low of 11.1 percent in 1973 before inching back up to its current level of 15.1 percent. The non-partisan Center on Budget and Policy Priorities (CBPP) analyzed Census Bureau figures and found that without federal

anti-poverty programs, the poverty rate would have doubled. “Census data show that in 2012, poverty rates without government income assistance of any sort would have been nearly twice as high as they actually were: 28.6 percent rather than 15.5 percent,” the CBPP reported. “This shows the impact of public programs, including not only tax credits, unemployment insurance, and SNAP benefits [food stamps] but also Social Security, Supplemental Security Income, veterans’ benefits, public assistance (including Temporary Assistance for Needy Families) and housing assistance, among others, and the net effect of the tax system.” The Center on Budget and Policy Priorities also found that: ! Social Security kept nearly 20 million Americans out of poverty; ! Stimulus programs kept nearly 7 million Americans out of poverty; ! The Earned Income Tax Credit and Child Tax Credit lifted more than 8 million people, including 5 million children, out of poverty in 2010; ! Unemployment insurance benefits kept more than 3 million people out of poverty in 2010; ! Food stamps kept 4 million people, including 2 million children, out of poverty in 2010 and ! The Making Work Pay tax credit kept 1.5 million people out of poverty in 2010. On April 9, the U.S. Department of Agriculture released a study that showed

because of the Supplemental Nutrition Assistance Program (SNAP), otherwise known as food stamps, between 2000 and 2009 there was “an average decline of 4.4 percent in the prevalence of poverty due to SNAP benefits.” In addition, the study found, SNAP’s antipoverty effect was strongest in 2009 when benefits were increased under the American Recovery and Reinvestment Act, also known as the stimulus package. That year, SNAP befits reduced the poverty rate by nearly 8 percent and child poverty by 20.9 percent. Rather than being grateful that food stamps were available to U.S. citizens during a time of need, Former House Speaker Newt Gingrich took a slap at President Obama by calling him “the most successful food stamp president in American history.” Gingrich continued to make that charge even after it was disclosed that more people received food stamps under George W. Bush than under Obama. Conservatives can continue to repeat the same old lie over and over, but that won’t make it true. Anti-poverty programs have worked and many of us are living proof. George E. SMITH: Don’t let others be the only ones fighting for you Since I turned 18, I have been a voter and I have been urging folks to join me at the polls. Over the years, I have tried different ways of encourageng folks to vote. Using editorials, columns and talk shows, I Cheryl Smith shared my opinions about the importance of voting; all the while citing numerous instances when people did all they could to exercise that right. At times I would get frustrated because it seemed that no matter what, if there was inclimate weather or some special event; or maybe someone just wanted to go fishing, well you could see the dismal numbers at the polls. When Rev. Al Sharpton came to Dallas to participate in a Super Monday Rally with congressional candidate Domingo Garcia, he expressed my sentiments so eloquently that I have to share his message. First, it was Mr. Garcia and Rev. Frederick D. Haynes III, who talked about the importance of voting and coalition building. Then, just as I had done in the past, the president of the National Action Network talked about challenges over the years as men, women and children were killed in the fight for that almighty vote. Stressing the importance of early voting, Rev. Sharpton talked about the dismal voting numbers for the primary election in May and told a standing room only crowd at the Mattie

Nash-Myrtle Davis Recreation Center that they needed to vote in big numbers for the runoff election. “We need you to vote and we need you to vote with a passion,” he said, adding that it was so much easier to vote today than in previous years because of numerous obstacles. “People suffered, people died, people lost their families, people lost their careers.” Then he lowered the boom as he talked about people who are in the struggle today fighting voter suppression and restrictive voting laws. “We ought not to have to beg you to vote,” continued Rev. Sharpton. “Don’t have us fighting for something that you’re not going to use!” Now when he spoke those words, I had to pause and digest that poignant message. All along I had been telling the stories about so many freedom fighters, like Fannie Lou Hamer, Medger Evers, Viola Liuzzo, the octogenarian in Africa who got to vote for the first time, and even Ms. Jane Pittman! Maybe my stories were a little outdated for my readers and listeners. Maybe I needed to talk about the people who were fighting today. Clearly Rev. Sharpton’s message resonated as once he and other program participants finished speaking, voters followed him over to the West Dallas Multipurpose Center to cast their votes. That same energy is needed in November. I’d be willing to make a wager that Dobbins Heights Mayor Antonio Blue would like to see massive numbers at the polls also as he wages a

write-in campaign to unseat Congressman Larry Kissell in North Carolina. Some have asked why Mayor Blue, who is serving his second term, entered the race, just a few weeks ago. It seems that Democrats became frustrated over recent actions by the congressman, who is also facing a Republican opponent in the general election. The following statement was released: “The Executive Committee of the 8th Congressional District Black Leadership Caucus Political Action Committee met... and it was the recommendation of the committee that the membership would endorse a person to be the write-in candidate to replace Congressman Larry Kissell. ‘The Executive Committee and the general membership feel that Congressman Kissell has abandoned issues that are crucial to the survival of low wealth Mayor Antonio Blue individuals and communities across the 8th District. The candidate we have chosen, a retired military person is known on state and federal levels. He is an elected official who is fair and consistent. This man is committed to improving the lives of the people that he serves and will make an

excellent representative for the people of the 8th Congressional District.” In an exclusive interview, Mayor Blue said that there was mounting displeasure, citing the congressman’s vote against “Obamacare,” his declaration that he would not attend the Democratic National Convention and he would not endorse President Obama. According to Mayor Blue, constituents were beginning to wonder if in the very near future, Rep. Kissell was going to make a switch -possibly to the Republican Party. Unacceptable, says the mayor and other Democrats. Thus, the write-in campaign began. Can Mayor Blue walk way victorious? On my FaceBook page, Mayor Michael Blunt from Chesilhurst New Jersey wrote that if he could he would vote for his comrade. Some pundits say a write-in campaign is ambitious while others praise Mayor Blue and encourage him to move full speed ahead. Whatever the case, nothing is possible if you are lethargic and sitting around on your behind. If you get up off your butts and stand for something, anything is possible. So, imagine the possibilities if in North Texas, North Carolina and across this country, voters turned out at record rates. I say a special thanks to those who as Rev. Al says, are fighting for us. Min. Aaron Moses — the next big thing in Christian rap — wants those within an ear shot of his voice to know that their dreams, fueled by their faith, will come into fruition, if they dare to stand unmoved by circumstances that may suggest otherwise. “Believe beyond measure; never stop believing,” says the Baton Rouge, La., rap artist and founder of HopeMusic & HopeMovies Entertainment. “Philippians 1:6 tells us that He who began a good work in you shall perform it until the day of Jesus Christ. “So, just believe. When belief stops believing, you continue to believe,” Moses says. “When your money don’t believe in your dream no more, you continue to believe. When your body, your emotions and every fiber of your existence other than your soul refuse to believe in your dream, you believe in your dream, that you can do all things through Christ which strengthens you (as Philippians 4:13 states).” And that strong conviction that he preaches is what his audience hears emphatically throughout his album “Manifestation,” which was released in May and can be purchased on iTunes or Amazon. In talking about the title song “Manifestation,” Moses, 26, shares h o w i t d e p i c t s h i s l i f e ’s transformation. “At this stage of my life (six years ago), I had totally made up my mind that I was no longer going to prostitute my gift to the world, and I was going to present it holy before Christ,” Moses says. He shares the meaning of the opening stanza in “Manifestation.” The line goes: “The realest quote I ever wrote, didn’t bother to put friends on it, it’s time for it to manifest, my whole family depend on it … ” “What I meant by that was my life had to change in order for a lot of people around me to change,” says Moses who’d lived a hard life, having battled drug addiction and having buried his mother who died of AIDS at age 45 in March of 2006. “I was always a leader of men,” he says. “But being intricately involved with the yoke of bondage and contrary spirits, I allowed myself and those who were around me to become isolated and stagnated (regarding) the things of God. “So, when I speak of ‘I didn’t bother to put no friends in it,’ I’m

Rev. Kamau appointed pastor at Christian Chapel Temple of Faith Christian Chapel Temple of Faith CME church has announced the appointment of Rev. Kwesi R. Kamau, former pastor of Morning Chapel CME church in Fort Worth, Texas, as its new pastor. Rev. Kamau was appointed pastor of CCTOF during the DFW Region Annual Conference July 25, 2012 in Fort Worth, Texas by Bishop Henry Williamson.

speaking of the time when I no longer needed to be validated by people who were around me to accomplish that which I was created to,” Moses says. “In other words, the life that God created for me to live was more important than the opinions of those who were around me.” And when Moses began to put things in to their proper perspectives, he began to see the physical manifestations of the promises of God in his life. As today’s youth would say, “This CD go hard.” There are 12 tracks on it. Each offers a candid look into this artist’s heart. Each one ministers greatly to the souls of its listeners while captivating them with hardcore beats and a voice that sounds fresh off the streets. The first track on the CD, “Welcome,” introduces listeners to an album that promises to sustain their attention with “custom-made” beats that keep their heads bobbin’, anointed lyrics that spit Holy Ghost fire and heart-felt messages powerful enough to make a thug weep. Those who are about that (thug) life, after listening to these songs, will receive an impartation of wisdom that is sure to redefine their definition of manhood. The lines in the song are “a representative of the struggles that I came through as a child,” says Moses, who wrote his songs and is the album’s executive producer. “And also, the song represents me as a person beyond music. It represents me as a preacher, my testimony. And I wanted people to be able to see Christ in me without the commercialized version of Christ. “I wanted people to be able to take someone like me (as a positive

example) who abused ecstasy pills, smoked marijuana, who dropped out of high school, who made countless bad decisions and completely turned my life around for His glory,” says Moses, who will be getting his associates degree in entertainment technology from Baton Rouge Community College in the fall. On the third track, “Keep Me Going,” Moses shares, “It might be your grandparents, it might be your kids, there’s somethin’ that’s inside of you that’s tellin’ you don’t quit. “It might be your old man, it might be your pastor,” he says in the song, “there’s somethin’ that’s inside of you that’s tellin’ you don’t slack up. Go hard or go home, or play sick and stay home. Better bring you’re A game. I’m Monday night in the Super Dome. I keep going for the prostitutes, keep goin’ for the drug addicts, keep goin’ for the drug dealers, my momma had a drug habbit. I seen victory and I liked what I saw, so He must keep showing, it’s that thing that keep me goin’… ” In other words, there’s something on the inside of individuals, the song explains, that gives them that extra incentive to strive for a better life and refuse to give up. “This brother is real, and I’m feelin’ that,” says Baton Rouge radio personality Guy Brody. Moses says the chief thing his music is written to do is point people to the Lord. “Christ has made salvation available to any and everybody who is willing to receive Him in their hearts, according to Romans 10:9,10,” Moses says. “That is what’s most important.” Visit Moses at www.facebook.com/ hopemusicLLC. Parkland launches massive recruitment effort In an effort to recruit the best and brightest people the healthcare industry has to offer, Parkland Health & Hospital System officials have announced plans to accelerate the hiring process and put more people to work. The recruitment effort comes at a time when Parkland and other healthcare organizations across the country are challenged to find professionals in key areas such as nursing, pharmacy and physical therapy. “Health care is a dynamic field and Parkland has been fortunate to have some very talented and skilled individuals working with us,” said Debbie Branson, Chair, Parkland’s Board of Managers. “The Board has pledged the resources necessary to continue that tradition to ensure that the patients whom Parkland serves receive safe and high quality care.” To that end, Parkland is enhancing its referral and sign-on incentive programs for the majority of its vacant positions. Many of the open positions were created as a result of P a r k l a n d ’s c o m m i t m e n t t o improving patient safety and the quality of care. In addition, Parkland’s Board and senior leadership have placed a renewed emphasis on the total patient and employee experience. “Parkland employees have always been highly recruited by other institutions,” Mrs. Branson noted. “ O u r s t a ff i s c o m p r i s e d o f dedicated individuals who truly care about our patients. The Board believes in Parkland’s mission and the employees who strive each day to carry out that mission.” A list of job openings is available at www.parklandcareers.com. Online Texas prescription drug monitoring program AUSTIN – At the urging of the 82nd Texas Legislature, the Texas Department of Public Safety (DPS) has developed a secure online prescription monitoring program, called Prescription Access in Texas (PAT), which provides controlled substance prescription dispensing history to authorized health care and law enforcement professionals. DPS officially launched PAT in June 2012, at which time the database became available to a select group of practitioners, pharmacists and law enforcement professionals. This week, DPS has extended program access to additional physicians and law enforcement, mid-level practitioners, medical board and nursing board investigators.

August 16-31, 2012 “Prescription drug abuse is a serious problem, and the new online prescription drug monitoring program will help the state of Texas combat this issue,” said DPS Director Steven McCraw. “It is essential that doctors and pharmacists have quick access to the information they need to identify potential prescription drug abusers and traffickers before they fraudulently receive the drugs. Law enforcement access to this information is also crucial to investigating those individuals or organizations engaged in the trafficking of prescription drugs. This new tool will allow a proactive approach to prevention, assist with criminal investigations, provide historical reporting and identify trends.” DPS launched a pilot version of the PAT in August 2011, which has since proven successful. Each registered user must provide licensing information to ensure data is released only to authorized users. As required by statute, the PAT database includes Schedule II – Schedule V drugs for the last 12 months only, and pharmacists must report prescription data within seven days of the prescription being filled. West Nile Virus precautions in Dallas County Dallas County Judge Clay J e n k i n s announced at a recent news conference that after careful consideration of a very large Judge Clay Jenkins body of evidence and data from various federal, state and regional agencies and health officials, he has decided to make an official request to the Texas Health Department of State Health Services (DSHS) and the Texas Department of Emergency Management (TDEM) for a provision of planes for the A E R I A L S P R AY I N G o f insecticide. The recommendation for Aerial Spraying would cover three (3) areas of Dallas County which have shown the highest concentrations of mosquito pools: Highland Park, University Park and a triangular area of Dallas bounded by the Dallas North Tollway, I-635 and I-30. In the interim Dallas County will continue DCHHS’s current 3-day Consecutive targeted ground

HEALTH

www.texasmetronews.com spraying system put forth by Zachary Thompson (DCHHS). Judge Clay Jenkins said, “Based on the recommendation of the Chief of Mosquito Related Disease for the Centers for Disease Control (CDC), the Commissioner of the Texas Department of State Health Services (DSHS) Dr. David Lakey, Dallas County Health and Human Services (DCHHS) and the unanimous consensus of the Dallas County Medical Society (DCMS), this afternoon I have asked Dr. Lakey and Chief Nim Kidd, the State Chief of Emergency Management (TDEM) to provide planes for the aerial spraying of insecticide. Our request for 40 additional trucks and 80 licensed professionals remain in effect. “The high infection rates in the Park Cities and North Dallas bounded by the Dallas North Tollway to I-635 to I-30 warrant the availability of aerial spraying for these cities. Each of these cities is a home-rule city and the ultimate decision rests with the Mayor and the Council of those cities.” According to Dr. David Lakey, “Currently there is an historic outbreak of the West Nile Virus in Dallas County…we want to ensure that all tools for an effective response to the outbreak are available. “One of those tools demonstrated to be safe and effective is Aerial Spraying of insecticide. Having a Declaration today by Judge Jenkins puts the additional tools and resources we need at our disposal while still allowing for an interim time frame within which to continue to monitor the current targeted spraying system.” He continued, “Taking this course of action allows us to be ready to respond if the current methodologies don’t work as well as needed.” Judge Jenkins also said he urges citizens to run automated sprinklers sparingly and that those systems be checked to avoid creating conditions conducive to mosquito infestation.

Razor Bump Treatment offered at Bronner Brothers Show

-- Pamela Springer, a licensed educator and founder of The Skin & Makeup Institute of Arizona, will be demonstrating razor bump treatments for barbers who want to administer professional chair treatments to their clients. Reportedly, 60 percent of black men are afflicted with this disorder. This anomaly is generally accompanied with ingrown hairs. It has been proven that administering professional treatments to clients using a home care regimen, they will experience long-term results. Springer comments, "As an educator I travel throughout the country training licensed technicians on clinical treatments that have been proven to resolve most ethnic skin conditions. First, the professional needs to understand the mechanism or the unique structure of black skins. The next step is the understanding of result-oriented, skin-friendly ingredients that will not irritate or lead to hyperpigmentation." She continues, "I have found that most licensed training facilities are not equipped with enough information or educational material on black skin care. To seek this knowledge after graduating from an aesthetic school, I interned for almost a year with a dermatologist who was, at that time, an associate professor at Charles R. Drew University of Medicine and Science, a Historically Black College and University. This training gave me the tools necessary to disregard the myths and provide corrective clinical treatments to ethnic skin." Springer will introduce Global Skin Solutions, a complete line of professional products that address the common skin conditions of the ethnic population. Most products tackling these conditions are overthe-counter and offer only temporary results. The benefit of

adding professional treatments is now the client will receive longterm results. The product formulation includes higher quality ingredients at percentages that only licensed professionals can administer. Global Skin Solutions' products underwent a rigorous 6month trial study and received an endorsement by board certified dermatologist, Toni C. Stockton, MD. Dr. Stockton has been the Dermatology consultant for the NBA's Phoenix Suns, the WNBA's Phoenix Mercury and the Arizona Rattlers of the AFL.

Former Surgeon General on oral health -- Twelve years after issuing a landmark report that offered a framework for improving access to oral health, former Surgeon General David Satcher said that profound oral health problems still exist for large portions of the population and issued a renewed call for action to expand access to oral health c a r e , particularly in light of the millions of children expected to gain dental benefits through the Dr. David Satcher Affordable Care Act in 2014. Speaking at a conference on unmet oral health needs, sponsored by the Morehouse School of Medicine and the Sullivan Alliance to Transform America's Health Professions, Dr. Satcher addressed progress that has been made since his landmark report on the silent epidemic of tooth decay, but also detailed profound oral health problems that remain more than a decade later. "We now have an opportunity (with the ACA) to improve access to dental health services," said Satcher. "But how do we put in place a health care system that meets the needs of all? Can we, in fact, increase the supply of oral health care providers by expanding the opportunity for people to serve? What the ACA said is that people should be able to practice to the full extent of their potential." Oral health care in America continues to be a crisis. Tooth decay is the most common chronic disease among children, five times more prevalent than asthma. Close to 50 million people live in areas where they have difficulty reaching a dentist, and millions more can't get care due to cost. Satcher expressed concern about the ability of the current dental workforce to meet demands for dental care.

time to return to work.

The reality of CEO moms in the 21 st Century

I contend that women who stay home or who are disengaged from adult conversation and activity are often withdrawn due to a lack of social engagement. This begins the rapid decline of communication in the home and the onset stages of post-partum depression. In my coaching practice I advise against women doing the cold turkey self-removal from all things familiar, especially if this is your first child. It can be hard to overcome going from being in control and in charge to being helpless home with a new child.

By Jacquie Hood Martin

Determining what is the proper balance between your life at work and away from the office is a matter of perspective and perception. This issue has been widely discussed in the wake of Marissa Mayer being hired this week as the new CEO of Yahoo, and revealing that she is pregnant.

Working mothers and fathers must create a balance that does not happen at the expense of the family as a unit. We must be careful not to paint a picture that 99 percent of the women who have babies are staying home on maternity leave.

In a USA Today article about Mayer’s hiring and pregnancy announcement, a number of people were quoted condemning Mayer, saying she is misleading the public about working during her maternity leave.

Women run the risk of unemployment or taking a lesser paying position when they return. It is no wonder why women in business and executive levels often forego having a child.

Although some actually believe there is only one way a working mom should operate once she chooses to have and raise a child, they are wrong. In fact, there are multiple ways someone can achieve the proper balance based on their state of mind. A mom who believes that she is to drop everything now that she has to care for a child views her role differently than the CEO mom who has to balance home and work. In either case the child will not be less loved. That child may also grow up being interdependent rather than codependent on a parent or guardian. Children whose parents are home longer often find it difficult to integrate into nursery or preschool. A sense of abandonment and lack of understanding could be part of the child’s psyche. As a certified preschool teacher, I’ve often seen how both parent and child are nonresponsive to others. Mayer’s critics may want to check out the results of a study by New York’s Columbia University School of Social Work, which determined that children will fare well in life regardless of the parents maternity leave decision. The National Institute of Child Health and Human Development Study of Early Child Care, published in July by

COVER STORY

In fact, the Sunday Times-London reports, “that a business executive hired another woman to carry her fourth child because she did not want to jeopardize her career.” Although surrogacy is a luxury and most often used by women with infertility, it still speaks to how women feel about being ostracized in the public space about becoming a mom. Jacquie Hood Martin

the Society for Research in Child Development, followed more than 1,000 children up to the age of seven from 10 geographic areas. The study tracked their development and family characteristics. Yes, there were downsides to a mom working in the first year of the child’s life, but the added benefit of additional incomes causes researchers to determine that the decision to continue working even all sides out. Mayer’s decision to continue to work sheds light on what other moms who do not have maternity leave face each day.

Maternity leave used to be a right and a privilege afforded to working Americans with insurance. Many new mothers would welcome the opportunity to stay in the hospital longer than the day of birth; be able to reside in their homes for a year; and even have the option of never returning to the workforce. This is not the reality of the thousands of moms giving birth right now. There has been a lot of debate in many cultures and communities about the wisdom of working through maternity leave and when is the right

Women in high-profile careers have enough stress with the pregnancy itself, and determining when to leave the child with a caregiver, when to or not to return to work, and how the child will feel simply places undue – and unfair – pressure on them. Instead of criticism, Mayer should be applauded for her decision. It’s her career and her child, and the 37-yearold mom-to-be has a right to make her own decisions and what’s best for her child. It’s laughable that outsiders would trust Mayer to make decisions for a company with 12,500 employees and a market cap of $19 billion, but can’t trust her to make her own decision about her career and her child. Much anticipated “Sparkle” opens August 17 Super Hollywood casting director Tracy "Twinkie" Byrd says that moviegoers are in for a pleasant treat when they see the remake of SPARKLE, featuring Jordin Sparks, the late Whitney Houston, Mike Epps, Derek Luke and a host of other recognizable names that are expected to garner huge numbers at the box office on August 17, actually a short 11 days after the birthday of Ms. Houston, who Whitney Houston died earlier this year. Ms. Houston’s appearances in The Bodyguard, The Preacher’s Wife and Waiting to Exhale translated into very impressive numbers and the Jersey Girl was sure to be at all the junkets and press events for SPARKLE 2012. I told Ms. Byrd that I would keep an open mind. Even though I can watch SPARKLE 1976 time and time again, I will wait and see what SPARKLE 2012 has to offer. One character I was having a hard time visualizing was Mike Epps, in the role of Satin Struthers. One of the funniest guys on the circuit, I really took notice of Mike Epps in last year’s blockbuster, Jumping the Broom. I had never envisioned him as a sex symbol but according to Ms. Byrd, who

cast of SPARKLE 2012. It was also an emotional time following the death of Ms. Houston, who plays the mother role in the movie. SPARKLE 2012 has a strong buzz right now and industry insiders say they expect it to do well at the box office. I’m excited about the project and looking forward to seeing the performances and seeing Ms. Houston’s last acting performance. Ms. Byrd has a proven track record and a group of talented professionals were assembled, so “let’s roll em!”

Dear Gwendolyn: I know my statement is rather strange, but true. I am the mother of 11 children. They are good children ranging from six months to 24 years in age. This is the problem: My tenyear-old son has powers. He talks to animals and tells them to do vicious things. One night during a bad storm, he caused lightning to strike every tree in the yard. Six of my children have met with accidents and my husband has been in a wheelchair for four years. His evil powers were inherited from his grandmother who was a witch. Gwendolyn, we live in fear. Please tell me what I need to do. Janette Dear Janette: I had to take another look at the postal date on your correspondence. I thought the letter had been lost in the 18th century, was found, and finally reached its destination. Let me tell you this: Most people do not believe in witchcraft and powers. The news circulated is that if you don’t believe, voo doo cannot be achieved. I don’t think your son has powers and I don’t think you believe it either. Your six children met with accidents, that’s life. As to your son talking to animals, that’s something people do every day. Think about it. Make a point to be near your son when he talks to animals. Janette, your son is fine. You have nothing to worry about. Children often play act. Real trouble is when you hear the animals --- talking back. (Copyright © 2012 by Gwendolyn L. Baines)

As the march crossed the bridge, a line of state troopers assembled at the end of the bridge volleyed tear gas canisters into the crowd and began chasing the marchers on horseback while striking them with billy clubs. Amelia Boynton Robinson was beaten unconscious and left for dead on the bridge. The atrocity was captured by network news stations and was broadcast immediately after the Sunday Night Movie, Trial At Nuremburg. President Johnson and the rest of the nation watched in horror at the event which became known as “Bloody Sunday. A week later, on March 15, 1965, Johnson addressed a joint session of Congress to introduce legislation to protect voting rights. His declaration, “We shall overcome was met with thundering applause. Now 100 years old, Robinson is revered as the “Mother of the Voting Rights Movement. She is credited for parting the waters that led to the election of the first African American president of the United States, Barack Obama. She will be celebrating her 101st birthday next week in Tuskegee,

NAACP congratulates Gabrielle Douglas on her success at the 2012 Olympic Games in London Douglas earned two gold medals and became the first African American and fourth American to win the women’s all-around gymnastic event (Baltimore, MD) – The NAACP has released the following statement congratulating gymnast Gabby Douglas for her groundbreaking achievements during the 2012 London Olympics: “The NAACP congratulates 16-year-old Gabby Douglas for her historic gymnastics performance and achievement during the 30th Olympic games in London,” stated Roslyn M. Brock, Chairman of the NAACP National Board of Directors. “Gabby’s story and success is an inspiration for girls of color who are working tirelessly each day to achieve their goals. “We look forward to her continued success and welcome her as a beacon for those who wish to follow in her footsteps.”

UNITED STATES OF AMERICA REIGNS SUPREME!

Gabby Douglas is the latest in an evergrowing list of successful African-American female Olympians, including Jackie JoynerKersee, Wilma Rudolph, Sheryl Swoopes, Dominique Dawes, Alice Coachman, Althea Gibson, Sanya Richards-Ross, and Venus and Serena Williams. These women and so many others have broken barriers for not only women of color, but athletes around the world. “Women of color have shaped the history of sports on the international stage since Alice Coachman became the first black woman to earn a gold medal in 1948,” noted Brock. “Gabby is part of the next generation of history makers and will serve as a role model for millions of young women with a dream and the drive to succeed.”
