Welcome to Escambia and Santa Rosa counties

Pensacola, where the New World began, is an ancient explorer’s dream come true. The modern city is on the northern shore of the Gulf of Mexico. In 1559, Don Tristan de Luna surveyed from the deck of his ship the sheltered harbor on the natural deep-water port and knew it was the perfect place for a settlement.As he pondered matters of defensibility and trade, his crew went overboard about the recreational opportunities. They leaped, horses and all, into the surf for days of water sport. The reasons people come to Pensacola have not changed much in nearly five centuries, although the accommodations have improved considerably. Newcomers are attracted by the economic opportunities of a thriving port city that is home

to a large military base. Travelers still seek refreshment in its emerald waters and on its beaches. Newcomers come looking for a healthy place to raise a family. They also find excellent schools, hospitals, public utilities and cultural events. But the greatest discovery — the asset that turns first-time visitors into repeat visitors and year-round residents — is Pensacola’s people. These people include the store clerk who takes time to advise a visiting Northerner he needs a higher SPF sunscreen, the server who cheerfully helps a non-English speaker understand the menu and a taxi driver who helps locate “a little seafood place that was near the water when we honeymooned here in 1953.” Festivals are a part of the fun activities Pensacola residents enjoy, and one of the most popular

Pensacola is the seat of Escambia County at the western end of Florida’s Panhandle. It is in the Central Time Zone.The county covers 661 square miles, from the coast up through rolling forests that once supplied timber for the world market. Pensacola Beach on Santa Rosa Island is located in Escambia County. However, the peninsula that rests between the city and its beach belongs to neighboring Santa Rosa County. City and county offices have remained downtown and make a sleek contribution to the waterfront skyline.The street plan was plotted by British cartographers during the 1700s, but the 25 square miles of modern Pensacola reach far beyond the original boundaries. The majority of travelers enter via Interstate 10, which connects to Pensacola via the I-110 spur. For a slower-paced route, U.S. 90 and 98 also pass through from east to west. U.S. 29 provides north-south access. Many enter Florida from Alabama through Perdido Key on State Road 292. Scenic Highway, the stretch of U.S. 90 that heads northeast from Pensacola toward Tallahassee, is designated an official Florida Scenic Highway.The bluffs of bright red clay offer views of Escambia Bay.

Outside the city limits, Escambia County Fire Rescue operates as a combination fire service, utilizing the talents and diversities of volunteer and career firefighting personnel.Twenty-two fire stations are located throughout the county. Like many great discoveries, the existence of Pensacola Bay was rumored for years before it was proved.The bay — blessed with water deep enough for sailing ships but accessible only through a narrow pass — was protected from the mighty Gulf of Mexico by a barrier island.The discovery was considered as valuable as the mythical Fountain of Youth and the Cities of Gold that drew hordes of adventurers to the New World.The elusive bay was known as “Ochuse.” Cabeza de Vaca wrote of stumbling upon such a bay during his wanderings from Tampa to Mexico in the 1530s.Within the same decade, Capt. Francisco de Maldonado explored Ochuse and picked it as a rendezvous point for his commander, Don Hernando de Soto. One unexplored path led to another for de Soto, who journeyed north and west to discover the Mississippi River and died without ever making the trip back to view his captain’s great find. Maldonado returned to Spain with less-than-glowing reports of his sojourn in La Florida at the Bay of Ochuse. On Aug. 14, 1559, after an accidental overshoot into Mobile Bay, Don Tristan de Luna sailed into what he christened “Bahia Filipina del Puerto de Santa Maria.” His expedition of 500 soldiers and 1,000 colonists settled near what is now Pensacola Naval Air Station, six years before the city of St. Augustine was founded. De Luna had been instructed by King Phillip II of Spain to establish a trade and defense post as the first in a string of colonies that would extend all the way to what later became Cape Hatteras, N.C.The attempt was foiled by a hurricane that sank the supply boats, leaving the ill-equipped newcomers to live off the land. Starvation, fever and mutiny plagued the dwindling group for two years before the survivors were rescued in 1561, at which time de Luna was relieved of his command. For 125 years, the area remained untouched by European events.Then, on Feb. 6, 1686, Juan Jordan de Reina rediscovered the harbor while exploring 18

the eastern Gulf Coast.An entry in Reina’s journal reads:“About 11 o’clock I saw a bay, the best I have ever seen in my life … the Indians call this bay Panzacola … With the Indian pilot we went in the longboat to the village of Panzacola.” Capt. de Reina’s enthusiasm for Panzacola never waned in the years that followed. POPULATION Approximately 52,000 people live year-round in the Pensacola city limits, with more added each year. As Pensacola grows, so does Escambia County, which has approximately 302,715 residents. The youthful populations of the Naval Air Station, the University of West Florida and Pensacola State College combine with the large group of military and civilian retirees for a stimulating mix of energy, skills and concerns that greatly enhances the quality of life in the area. GOVERNMENT In November 2010, Pensacola instituted a new strong-mayor form of government with nine council members elected to twoyear terms. The mayor is elected by popular vote. The city’s bond rating is Standard and Poor’s Class A and AAA. Escambia County is governed by a five-member board of commissioners. One commissioner is elected from each district to serve a four-year term, and the commissioners also appoint a county administrator. The county has a Moody’s AAA bond rating.

Pensacola International Airport, Pensacola State College, Cordova Mall and surrounding shopping centers are in Northeast Pensacola, which includes the Spanish Trail area and Cordova West. Well-known restaurants and stores and Sacred Heart Hospital are located in this area. The neighborhoods of Carriage Hills and Marcus Pointe (a golfcourse community), are in northwest Pensacola, south of Interstate 10 and west of U.S. 29. University Mall and Ensley are part of north central Pensacola, an area with easy access to I-110, I-10 and other main thoroughfares in Pensacola such as Davis Highway, U.S. 29 and Nine Mile Road. Ensley is an unincorporated community north of Pensacola with approximately 20,000 residents. The community is located off of U.S. 29. South Pensacola includes the downtown area with its shops, businesses, restaurants, entertainment venues and historical sites. Just west from downtown is the community of North Hill. This residential area is a historic district with some of the original brick and stone roads intact. Many large,Victorian homes grace this neighborhood, some over 100 years old.

NEIGHBORHOODS AND COMMUNITIES East Hill, Cordova Park, Warrington, Gulf Beach, Cantonment — these are all neighborhoods and communities in the Pensacola Area, and if you’re new to the area, they can be confusing. The University of West Florida and the communities of Gonzalez and Cottage Hill are all located in northern Pensacola. The main UWF campus is 1,600 acres of rolling hills, natural woodlands and nature trails that run along the Escambia River, and it is located only 10 miles north of downtown Pensacola. Gonzalez is a small, unincorporated community covering 11.27 square miles in Escambia County. Nearby communities include Ensley and Ferry Pass. West Florida Hospital and the Baptist Medical Park are easily accessible from this area, as well as restaurants and stores. 20

Southeast Pensacola is home to Cordova Park, East Hill, East Pensacola Heights and Bayfront. Bayou Texar separates East Hill from East Pensacola Heights. East Hill is a neighborhood full of quaint, restored homes that display a remarkable number of different architectural styles. The northern entry to East Hill is 12th Avenue, which features the landmark canopy of trees that once marked the entrance to a large family estate. In Southwest Pensacola, the primarily residential community of Warrington encompasses 9.25 square miles. This community is also the gateway to Pensacola Naval Air Station, which includes the National Naval Aviation Museum. NAS Pensacola is also the home base for the Blue Angels flight demonstration team. Southwest Pensacola also includes the Pensacola Country Club, Gulf Beach and parts of the Perdido Bay area. West Pensacola includes the communities of Myrtle Grove and Beulah. Myrtle Grove is near Pensacola’s metro area, while Beulah is a rural community that has the convenience of being near the city but maintains a rural feel. The northwestern area of Escambia County includes Cantonment, Molino and Century, and areas such as Pine Forest, Kingsfield Road, Highway 297A and Milestone. Century is in the northwestern part of Escambia County. It is connected by a road to Interstate 65, 20 minutes north, and I-10, approximately 40 minutes south. The Escambia River, which offers countless fishing and camping opportunities, flows through the community. Century is also home to Lake Stone, a 130-acre freshwater lake stocked with bass, bluegill and catfish.

Peakes Point, Deer Point, Butcherpen Cove and other colorful place names in Gulf Breeze reveal that this modern city had rustic beginnings. In fact, by the end of World War II, Gulf Breeze was still a fanciful name for the swampy area with more wildlife than people. Gulf Breeze is a waterfront community that prides itself on its fine small-town character, quality education and multitudes of waterfront activities. Located on a 25-mile long, 3⁄4-mile wide peninsula in south Santa Rosa County, Gulf Breeze is connected by the Pensacola Bay Bridge to the city of Pensacola and by the Bob Sikes Bridge over Santa Rosa Sound to Pensacola Beach. The City of Gulf Breeze was incorporated in 1961 and enjoys a stable local government recognized as a leader in financial programs and one of the first fully accredited police departments in the region. The city of Gulf Breeze operates under a councilmanager form of government. The mayor and city council are responsible for making policy decisions for the community. The appointed city manager is responsible for coordinating, implementing and evaluating all policies, procedures and programs. The Department of Community Services oversees many services that have helped the city of Gulf Breeze attain the rating of one of Florida’s model cities, including the city’s code of ordinances. . Gulf Breeze enjoys economic input from visitors heading in both directions. While many businesses cater to visitors, the year-round population enjoys all the services needed to maintain a quality lifestyle. The 2012 population figures show approximately 6,000 residents. Gulf Breeze has seen tremendous growth. The number of new residents and businesses is steadily increasing. Residents support and work for a growing business economy. Gulf Breeze is also home to Gulf Islands National Seashore, which includes Naval Live Oaks Reservation, a recreational area with a visitor’s center and six miles of trails to explore. The abundance and quality of health care in a town the size of Gulf Breeze is a surprise to newcomers. A sophisticated hospital offers 24-hour service. Milton Diverse cultural heritage

The city of Milton is a small town nestled within the county seat of Santa Rosa in the western part of the Florida Panhandle. It is among the oldest cities in Florida, incorporated under the Florida Territorial Acts of 1844,and is only a 30-minute drive from Pensacola. Milton’s diverse cultural heritage can be easily traced back to 1559 when the area was first explored by Don Tristan de Luna, who named the bay south of Milton Santa Maria de Galvez, and by the flags that have flown over the area representing Spain, France, England, the West Florida Republic, the Confederate States of America and the United States. This hamlet-like village of over 9,000 residents in the Milton area used to be known as “Scratch Ankle” because of the briars growing along its banks. It differs geographically from its coastal Pensacola cousin because of its thick cedar forests, magnolia and pine, and an abundance of freshwater creeks and rivers that thread their way through the county. These include the Coldwater Creek, Juniper Creek and, of course, the Blackwater River, which served as the area’s main transportation artery for the timber, lumber, brick and ship-building industries. The river, which attracts more than 100,000 visitors annually, is perfect for those who love to kayak, tube, raft or canoe because of its shallow waters, natural beauty and sandbars. There are opportunities to camp overnight and plenty of room for those who love to freshwater fish, boat or water ski. In the fall, there is ample opportunity to enjoy hunting and fishing. For families more interested in pursuing the historical aspects of the community, there are the excavated remains of the Arcadia Mill, which was hidden deep in the swamp area near Milton. This mill introduced Northwest Florida to the Industrial Revolution 24

with a water-powered sawmill, quarry, grist mill, cotton mill and the first textile mill in the South to turn local natural resources into finished consumer products — all within the first half of the 19th century. The mill features a museum and a walking tour displaying its history. It even has an authentic rail car and a bridge-tender’s house. The early economic relationship with the land fostered during this period continues to this day. Local area farmers’ markets still take advantage of the 300day growing season, and the region produces cotton, soybeans, corn, wheat, peanuts, melons, pecans, strawberries, blueberries and peaches. Local family-owned nurseries also take advantage of this growing period and produce tropical and landscaping plants for the area as well. Downtown Milton is the focus of revitalization efforts.These projects, a result of the combined efforts of the city council, the community and the chamber of commerce are a further expression of the long-standing commitment local residents have been known for over the years, regarding the importance of the preservation of their land and their heritage. The Riverwalk in downtown Milton, the outdoor mural project and the veteran’s memorial are all manifestations of the pride that residents have in their small-town community. Navarre The secret is getting out Navarre has been called Florida’s best-kept secret, but the word is getting out, making it one of the fastest-growing communities in Santa Rosa County with a 2011 population of 31,378. Navarre is bordered on the north by Holley, which is surrounded on all sides by Eglin Air Force Base. Navarre Beach, south of Navarre across the Santa Rosa Sound, is bordered on the east by Eglin, on the west by Gulf Islands National Seashore, and south by the Gulf of Mexico. Col. Guy H.Wyman, a retired U.S.Army engineer, founded Navarre in 1925 and named it after his wife’s favorite picturesque province in northern Spain. The area, unpopulated at the time, initiated its growth as a tourist destination with the building of the Navarre Beach Bridge.This opened the gates for everyone to experience and enjoy the pristine natural Gulf Coast beaches and warm, emerald waters on the other side of the Santa Rosa Sound.A group of businessmen built the Navarre Fishing Pier shortly thereafter, and year-round residents began to move to the community. Hotels, restaurants, condominiums, shopping and retail opportunities were soon to follow and have continued to prosper in this growing community. Conservation was not forgotten, and miles of the Gulf Islands National Seashore still exist. The beaches of the Panhandle are famous for their sugar-white, finely textured sand and their turquoise waters. Could there be a better place to unfold a blanket, take a walk, swim or play? As you leave Gulf Breeze and drive over the bridge to the beach, you can see immediately why the beaches of Santa Rosa Island are visited by so many tourists each year. No matter which way you look, you will see beautiful, clear water, and, of course, the famous white sand. The color comes from the fact that the sand is made up of almost pure quartz. Pensacola Beach is owned by Escambia County and is under the direction of the Santa Rosa Island Authority. The Island Authority was created by the Florida legislature in 1947. The Authority is made up of six members; five are named by members of the Escambia County Board of County Commissioners, and their term is the same as the commissioner who appointed them. The sixth member is elected by the registered voters on Pensacola Beach. The sixth member’s term is two years. Because of legal restrictions placed by the United States government, land may not be purchased on Pensacola Beach; instead, property is leased by the Island Authority. Pensacola Beach is about 1,474 acres, which make up approximately 30 percent of Escambia County on Santa Rosa Island. Pensacola Beach is about eight miles long and a quarter mile at its widest. Approximately 60 percent of Pensacola Beach is public use or public service land, with the remaining 40 percent leased for residential and commercial use. 2013-2014 • www.PensacolaNewcomer sGuide.com

The beach is home to an elementary school — Pensacola Beach Elementary School. Middleand high-schoolers in public school attend Gulf Breeze public schools or magnet-schools. Access to the beach is by way of the Bob Sikes toll bridge from Gulf Breeze. Just past the toll gate on the left, there are personal watercraft, parasailing, sail-boarding and boat rentals. To the right is a marina for charter fishing opportunities, along with the Gulfside public beach, Casino Beach, hotels restaurants and Fort Pickens Road, which leads to the park. The Soundside Portofino Boardwalk complex is home to restaurants, eateries, boutiques and nightspots. Beyond that, the beach opens up into a lively mixture of public beaches, dunes, hundreds of unique homes and rentals, and towering hotels and condominiums. Pensacola Beach offers a variety of outdoor water and land activities. The fishing pier on the Gulf of Mexico, which is more than 1,400 feet long, is perfect for fishing, strolling or simply watching the sun go down. There are many opportunities for bicycle rentals, and boat rentals. But unlike many resort towns, people live on Pensacola Beach year-round. The Gulf Islands National Seashore stretches from the eastern end of Perdido Key, across the Pensacola Pass to Santa Rosa Island, beyond Pensacola Bay to the fort areas at Pensacola NAS, to the Santa Rosa peninsula east of Gulf Breeze. On the island, between Pensacola Beach and Navarre Beach, is a 7-mile scenic stretch of Gulf Islands National Seashore, with unspoiled dunes, public beaches and day-use areas.

Lost Land was the romantic Spanish name for Perdido Key. The secluded bay was a haven for pirates prowling the Gulf between Pensacola and New Orleans. Stories of Jean Lafitte, buried treasures and ghosts are a colorful part of Perdido’s heritage. Perdido Key, with a 2012 population of 29,706, is home to the Frank Brown International Songwriters’ Festival. Each November, people come to the festival from Norway, England, Australia, and throughout the United States. Modern place names such as Pirate’s Cove reflect Perdido’s swashbuckling past. Perdido remained “lost” and unspoiled while the rest of Florida was being developed. Once, only a few fishing camps and modest year-round residences dotted the meandering shoreline around Perdido Bay. Today, magnificent waterfront homes and luxurious condos are changing the skyline, but Perdido still offers an uncrowded, relaxed atmosphere for visitors and residents. A sample of what the early explorers saw can still be found at Big Lagoon State Park on Gulf Beach Highway. The vast stretches of undeveloped coastland are open to the public every day of the year for sightseeing, hiking, water recreation, picnicking and overnight camping. With water on three sides and a mild climate, Perdido offers year-round boating recreation. Perdido Key is part of Escambia County and is governed by the Board of County Commissioners. Perdido Key is strictly zoned to maintain its beauty, but there are many vacation and residential units available. Sixty-three percent of this barrier island on Pensacola’s western side is protected from development by the Gulf Islands National Seashore and the State of Florida. Johnson Beach is part of the Gulf Islands National Seashore serving the Perdido area. This lovely stretch of clean, white beach and sparkling water offers the added plus of not being as crowded as its Pensacola counterpart, and the beach picnic areas are especially popular with families. In addition to the songwriters festival, Perdido Key is home to an annual polar bear dip and the Interstate Mullet Toss, which is an offbeat festival that draws international attention. As with any new resort area, it isn’t long before people realize that a great vacation spot can also be a great hometown. Each year more people are choosing yearround residency in this far western corner of Escambia County.

Pensacola is known as the City of Five Flags, Florida’s “First Place” City, and the “Cradle of Naval Aviation.” The Pensacola metropolitan statistical area (MSA) includes Escambia and Santa Rosa counties and contains the cities of Pensacola, Milton and Gulf Breeze, and the towns of Century, Bagdad and Jay. Miles of unspoiled white sand beaches, blue-green water, state and national parks, an historic district with some of the nation’s oldest buildings, a National Naval Aviation Museum, a double-A baseball team, and other attractions, makes Pensacola a great place to live, work and visit. INDUSTRY AND EMPLOYMENT

The industry sector statistics for the Pensacola MSA and Florida reflect the importance of the military, service industry and construction in the local economy. Within the broader category of the service industry, education, health care and tourism related services play the largest roles. According to the Department of Economic Opportunity, average annual wages in the area in 2010 ranged from a low of $10,242 in a portion of the motion picture and video industry to a high of $132,724 in securities and commodity contracts brokerages. The 2011 average annual wage for all industries in the area was $36,735. The unemployment rate is the percentage of the civilian labor force actively seeking employment that is currently unemployed. Until the economic decline, Pensacola significantly outperformed both the state and the nation in terms of its percentage of the labor force 34

finding employment. Since the last economic recession began, the area has seen its unemployment climb. In 2012 the average annual unemployment rate for Pensacola was 8.1 percent, as compared to 8.6 percent for the state of Florida and 8.1 percent for the nation. MILITARY

The Pensacola economy remains highly dependent upon the military and defense industry spending. Pensacola Naval Air Station, Eglin Air Force Base, Naval Technical Training Center (NTTC) Corry Station Naval, and Air Station Whiting Field epitomize the presence of the military industry. Military activity in the Pensacola area has long been a major source of employment for local residents, of sales for local companies, and of tax revenues for local government.The military directly employs approximately 13,338 persons with average earnings per job of $65,017.According to a 2013 study by the UWF Haas Center, the defense industry as a whole generates $569.7 million in procurement spending and approximately $8.8 billion in Gross Regional Product for the two county area.

The Pensacola area has a vibrant tourism industry that has long been an important engine for growth and economic development to the Pensacola economy. The area’s beautiful beaches, natural beauty, climate, and area attractions are some of the most important attributes that visitors to the area say influence their decision to visit.

CONSTRUCTION INDUSTRY

The construction industry experienced tremendous growth and demand in the Pensacola area, but has suffered significantly in recent years due to the decline in housing demand and the overall economic downtown. Recently recovery in this industry has increased significantly.

The construction industry in 2012 employed over 16,603 persons who had average earnings per job of $40,686. Sales in the local construction industry were an estimated at $1.2 billion in 2012. FINANCE AND INSURANCE INDUSTRY

A large part of the finance and insurance industry in the area is comprised of banks.There are 23 banks within the Pensacola MSA.The Pensacola banking group had a total of 106 offices and over $4.6 billion in deposits ending June 30, 2012.There are also 14 credit unions in the Pensacola area with 62 offices and over $2.4 billion in assets reported as of March 2013. The finance and insurance industry is responsible for employing over 9,996 persons with average earnings per job of $54,050. Sales in the industry reached an estimated $1.85 billion in 2012.

REAL ESTATE INDUSTRY

The real estate industry has suffered due to the lingering economic downturn but has not been impacted to the extent that the rest of Florida has been. As the markets stabilize and interest rates remain at historic lows, the real estate industry can expect to continue to play an integral part in the vitality of the area. In 2012, the real estate industry was responsible for employing over 9,215 persons with average earnings per job of $21,972. Sales in the industry were nearly $1.1 billion in 2012. The health care industry is becoming an increasingly important component to the economic viability of the Pensacola area. The industry is comprised of hospitals, offices of physicians and dentists, outpatient centers, medical labs and home health care, and nursing and residential care facilities. There are six hospitals in the MSA; Baptist Hospital, Gulf Breeze Hospital, Jay Hospital, Sacred Heart Hospital, Santa Rosa Medical Center, and West Florida Hospital. The addition of the Andrews Institute in Gulf Breeze has brought world-class orthopedics and sports medicine to the Pensacola area. The health care and social assistance industry is responsible for employing 26,974 persons with average earnings per job of $53,251 in 2012. Sales in the industry were estimated at over $2.6 billion in 2012.

ENROLLMENT IN A FLORIDA SCHOOL In order to be admitted to Florida schools, a number of documents are needed. Parents must present a certified birth certificate, as well as a Florida Certificate of Immunization Form 680 (blue card), completed by a Florida physician or by a Florida county health department. Parents should obtain a copy of their child’s complete immunization history before leaving their current residence, as this form is not available to the general public. Evidence of a medical exam completed no less than 12 months prior to the child’s school entry date must also be provided in order to enroll. As long as the medical exam meets this 12-month requirement, parents may submit this information on the School-Entry Health Exam Form (DH 3040) or provide a copy of the exam obtained from their current physician before moving to Florida.This form is available at local doctors’ offices and the health department. Parents must also provide official documentation that the parent(s) or guardian(s) is a legal resident(s) of the school district attendance area. HEALTH RECORDS The state of Florida requires several documents be contained in each child’s school health record.A child may be excluded from school until the requirements not in compliance are met. Required documents include a birth certificate, proof of a physical examination that has been performed within the past 12 months, documentation of immunization, documentation of compliance with seventh-grade hepatitis immunization requirement, documentation of compliance with kindergarten hepatitis requirements and the due date for the next immunization. 36

FLORIDA COMPREHENSIVE ASSESSMENT TEST Florida students are required to take the Florida Comprehensive Test (FCAT) 2.0 and Florida End of Course (EOC) assessments.These tests take a student’s test performance to the next level and focus on increasing student achievement and improving college and career readiness. EOC assessments are part of Florida’s next generation strategic plan. Middle and high school students who took algebra 1 in 2011-2012 were the first to take the algebra 1 EOC test. In addition, three new EOC assessments were field tested last year among high school students who studied geometry, biology and U.S. history.This school year, students will be required to pass these tests in order to pass the courses.A civics education course assessment is expected to be field tested among middle school students in a couple of years. For years students in grades three through 10 have taken the FCAT reading and mathematics tests in the spring of each year. Students in grades 4, 8 and 10 have taken the FCAT writing test.The FCAT science test has been administered to students in grades 5, 8 and 11. The FCAT 2.0 is a criterion-referenced based test with more rigorous grade-level expectations. It will measure students’ achievements of the Next Generation Sunshine State Standards in reading math and science and replaces the original FCAT Sunshine State Standards. The FCAT 2.0 replaces existing FCAT assessments. A secondary purpose of the test is to compare the performance of Florida students to the performance of students across the nation using a norm-referenced test.Test results are provided for schools, districts and the state. Scores are not reported for any school or grade with fewer than 10 students. FLORIDA’S VOLUNTARY UNIVERSAL PRE-KINDERGARTEN PROGRAM The voluntary universal pre-kindergarten program was passed by Florida voters in 2002 and made available in the fall of 2005. The program provides free pre-kindergarten programs to all children who will be 4 years old before Sept. 1 and are Florida residents, regardless of family income.The program itself is voluntary and provides a three or six-hour day of preschool for eligible children. Public and private child care centers and faith-based schools that meet the program’s criteria may participate. CLASS-SIZE REDUCTION AMENDMENT A 2002 amendment to the state constitution established a maximum number of students in core-curricula courses assigned to a teacher. Pre-kindergarten through 3rd-grade classes are limited to 18 students,

classes in grades 4 through 8 are limited to 22 students and classes in grades 9 through 12 may have up to 25 students. The Legislature enacted SB-30A, specifically implementing the reduction of the average number of students in each classroom by at least two students per year, beginning with the 2003-2004 fiscal year. Schools had to fully comply by 2010-2011. BRIGHT FUTURES SCHOLARSHIPS The Florida Bright Futures Scholarship Program, which is funded by the Florida Lottery, awards Florida Academic,Academic Top, and Florida Medallion scholarships for high school seniors. Students who have met certain requirements such as maintaining a high grade point average and achieving required scores on college admissions tests may qualify to have a portion of their college tuition and fees paid at public and private Florida colleges and universities. Evaluation for eligibility for the scholarship begins in high school. Colleges and Universities in Escambia and Santa Rosa Counties University of West Florida The main campus is 1,600 acres of rolling hills and natural woodland that includes a wildlife refuge and more than 25 miles of running, hiking and biking trails.The university sits alongside the Escambia River, just 10 miles north of downtown Pensacola and minutes away from Pensacola Beach. Sacred Heart Hospital offers medical care that includes cancer services, children and women’s services, neurosciences, cardiology, bariatric surgery and orthopedics. A new patient-care tower is under construction and is expected to be completed in July 2014. The tower will add 112 private patient rooms to the Pensacola campus. Military Cradle of Naval Aviation Pensacola has been dubbed the Mother-in-Law of the Navy and the Cradle of Naval Aviation — both terms of endearment making reference to the family nature of the relationship between the coastal city and the military base that calls it home. It’s a strong relationship that brings out the best in both parties. Navy personnel consistently rank Pensacola Naval Air Station among the favored locations at which to be stationed.The beautiful beaches, mild climate and hospitable people are the reasons given for its popularity. In 2011, the Navy celebrated its 100th anniversary of naval aviation. The economic importance of NAS to Northwest Florida cannot be overstated.The Pensacola naval complex — NAS, the Center for Information Dominance at Corry Station,Whiting Field and Saufley Field — is one of the largest employers of civilians in the Southeastern United States, and generates 20 percent of the local economy. The ‘Cradle’ Pensacola residents may be unique in that the word “Navy” conjures images of planes rather than ships. It was 1911 when the Navy purchased its first planes and a few courageous volunteers became the first naval aviators. lation in 1914 because its convenient location on the Gulf of Mexico allowed ample space for ships and planes to train together. Since then, the air station has trained and qualified Navy and Marine Corps pilots. Today, it is equipped to train the best naval flight officers in the world on board its 5,800-acre complex overlooking Pensacola Bay. More than 297 flight operations per day make it one of the busiest air-traffic locations in the world. Many training programs are located at NAS, including the Naval Education and Training Command, Naval Aviation Schools Command and Center for Naval Aviation Technical Training (CNATT).Along with the actual training, future naval flight officers are schooled in land/sea survival, physical fitness and simulated emergency procedures. Air Force training center The 479th Flying Training Group is the U.S.Air Force’s only Combat Systems Officer (CSO) training pipeline.The group was moved to NAS Pensacola from Randolph Air Force Base,Texas, as part of the Base Realignment and Closure Act of 2005.The group’s squadrons, the 479th Operations Support Squadron (OSS) and the 455th and 451st Flying Training Squadrons (FTS), work in concert to graduate 350 CSOs annually. The 479th OSS conducts academic training, scheduling, aviation resource management, communications, current operations, and aircrew flight equipment. The 479th OSS also conducts graduate electronic warfare training for U.S. Air Force, U.S. Army, NATO, and international military personnel. The 455th FTS conducts the primary phase of CSO training using a fleet of 22 T-6A Texan II aircraft. The squadron provides instruction in basic airmanship, flight discipline, crew coordination, crew resource management, and mission management. The 455th FTS also conducts theater indoctrination for newly assigned instructor pilots. The 451st FTS conducts the advanced phase of CSO training in 21 T-1A and modified T-1A Jayhawk aircraft as well as the T25 simulator. The unit trains students in advanced navigation, electronic warfare and weapon systems employment to meet service and combatant commander operational requirements. The 451st FTS also conducts Instructor CSO qualification training for new Instructor CSOs assigned to the 479th FTG. CSO graduates follow-on to formal training units throughout the combat, mobility and special operations air forces Naval Education and Training Command (NETC) NETC headquarters, one of the largest Navy shore commands, is comprised of 238 training commands and units around the world. As the training leader for the world’s greatest maritime force, NETC commands consistently produce warfighters possessing relevant and effective skills that enable them to succeed in all assigned missions. officers, warfare specialty training, and fleet individual and team training. NETC also provides education and training ranging from enlisted skills to officer flight training to students from foreign nations. Marine Aviation Training Support Group-21 (MATSG-21) The Marine Aviation Training Support Group provides administrative support to assigned personnel in addition to other tasks as directed by the Commandant of the Marine Corps. This support is directed primarily toward Marine personnel in the Naval Air Training Command and the Naval Aviation Technical Training Center with support to ancillary activities located here and throughout the Southeastern United States. While the MATSG-21 mission is administrative in nature, the command monitors the flow of students through the school houses, administers Marine Corps specific training, and enforces Marine Corps standards. Center for Naval Aviation Technical Training (CNATT) CNATT is the largest of the 13 Learning Centers of the Naval Education and Training command (NETC). The CNATT mission is to develop, deliver, and support Aviation training necessary to meet validated fleet requirements through a continuum of professional and personal growth for Sailors and Marines. The Center has an annual student enrollment of more than 107,000 students across 24 subordinate Learning Sites located throughout the Continental United States, Hawaii, and Japan. CNATT is responsible for defining curriculum and education tools, as well as building training and professional development solutions. CNATT’s training spectrum includes 196 Navy Enlisted Classifications, 96 U.S. Marine Corps Military Occupational Specialties, and 17 Navy and 19 USMC Officer Designators. CNATT’s vision is to provide a pathway of learning for development of the finest Aviation professionals capable of an immediate and positive impact to the Fleet. Naval Air Technical Training Center (NATTC) Since its founding outside of Memphis, Tenn., in 1942, and subsequent move to NAS Pensacola in 1996, NATTC has become the Navy’s second-largest training command and the premier location for enlisted aeronautical technical training. NATTC’s mission is to deliver training and increase readiness within the Naval Aviation Enterprise (NAE). Technical experts from all the U.S. Armed Services, Department of Defense civilians, and foreign national students from allied countries attend courses at the facility. More than 15,000 graduates pass through the command annually with the largest portion attending basic “A” schools. More than 110 courses are taught on the 205-acre complex. Naval Aviation Schools Command (NASC) The future of naval aviation begins at Naval Aviation Schools Command (NASC), where tomorrow’s aviators and aircrewmen take the first steps toward earning their wings of gold. NASC provides an educational foundation in technical training, personal development and professional leadership for Officers and Enlisted Personnel from the Navy, Marine Corps, Coast Guard and Allied Nations to meet aviation pipeline training and Fleet requirements. NASC also provides specialized instruction for future naval aviation squadron commanding officers and executive officers before they assume command. Naval Hospital Pensacola (NHP) The mission of Naval Hospital Pensacola is to provide exceptional innovative healthcare, wellness, readiness and education to the service members, patients and families entrusted to its care at home and while forward deployed. Its vision is to be the recognized leader and hospital of choice as a result of quality, cost efficient healthcare that is valued by its patients and community partners while promoting excellence in staff development and patient education. NH Pensacola has partnered with the local Veterans Affairs to be the veteran’s first choice for emergency and inpatient care (inpatient care requires prior approval from the VA). Under the hospital’s command are 10 Naval Branch Health Clinics (NBHC) that cover five states. There are more than 200,000 beneficiaries eligible for care systemwide within the hospital’s command. NETPDTC Saufley Field Naval Education and Training Professional Development and Technology Center’s (NETPDTC) mission is to provide quality products and services to enable and enhance education, training, career development and personnel advancement.The primary elements of the command are the Navy Advancement Center (NAC),Visual Information Department (VI), Information Systems and Technologies Services, Community Services and Outreach, and the Resources Management Department. NAC (N3) rank-orders all Active Duty and Reserve Sailors who are advancement eligible by developing and processing more than 300,000 enlisted advancement exams each year. NAC also maintains and monitors an interactive Facebook page where more than 107,000 Sailors and family members learn about the Navy Enlisted Advancement System. Naval Education and Training Professional Development and Technology Center’s (NETPDTC) Visual Information Department (N5) manages the overall visual information function throughout the Naval Education and Training Command (NETC) and provides quality media products such as 2D/3D animations, video productions, digital imagery, illustrations, and fabricated training aids in support of web-based and classroom training. The Systems Engineering and Technical Services Department (N6) provides Information Technology (IT) services to the Navy’s Manpower, Personnel Training and Education (MPT&E) domain. They manage, design and develop all aspects of information systems for the Commander, Naval Education Training and Education Command (NETC). Services provided include information assurance support; program management; applications development; operational and systems infrastructure support; training networks and IT services contract administration. Over 130 Navy sites use the associated Training & Education applications daily. The Community Services and Outreach office (N7) manages STARBASE-Atlantis, a Department of Defense (DoD) sponsored program serving local community youth by offering fifth grade students an opportunity to participate in a variety of learning experiences designed to increase interest and improve their knowledge in science, technology, engineering and math (STEM). The Resources Management Department (N8) provides budget formulation and execution, processing $850 million throughout the NETC domain. It provide funds administration and financial systems support, 56

and acquisition and logistics support services for NETPDTC, Naval Education and Training Command (NETC) Headquarters, Naval Service Training Command, Center for Personal and Professional Development, other MPT&E organizations, and Navy, Marine Corps,Army and Coast Guard. Department personnel also provide command strategic business planning and strategic sourcing, as well as the command human capital planning and execution to include manpower/personnel planning and analysis, work force development, education, and training. Federal Prison Camp (FPC) The Federal Prison Camp was established on Saufley Field in 1988 to provide inmate manpower to components for the Pensacola Naval Complex.After the closure of FPC Eglin in 2006, FPC Pensacola picked up the additional responsibility of providing inmate labor to Eglin Air Force Base. Saufley Field’s prison camp can house up to 800 inmates, with more than half always dedicated to providing manpower to the U.S. Military. Navy Operational Support Center (Nosc) Pensacola The Navy Operational Support Center Pensacola serves approximately 625 officer and enlisted Navy Reservists who reside in the Northwest Florida and South Alabama area. With an active duty staff of two officers, 25 enlisted personnel and one civilian, they support 28 inactive Navy Reserve Units. The primary mission is training and administration for mobilization readiness. Naval Air Station (NAS) Whiting Field:The Busiest Air Station In The World NAS Whiting Field is located 7 miles north of the city of Milton in Santa Rosa County. NAS Whiting Field was opened in July 1943 to fulfill the pilot training demands of World War II.Throughout its existence, NAS Whiting Field’s primary mission has been to support pilot training. Currently, NAS Whiting Field has two main airfields (North and South) and 13 Navy Outlying Landing Fields to support the training requirements of Training Air Wing FIVE (TRAWING-5 FIVE). The base manages and operates the fields to enable TRAWING-5 to train upwards of 1,300 students each year comprising approximately 160,000 flight hours and 1.3 million flight operations annually. PENSACOLA BLUE WAHOOS The Pensacola Blue Wahoos made history when the first pitch was thrown April 5, 2012, to start their inaugural season as Pensacola’s first Double-A affiliate. The season opener and 3-1 win against the Montgomery Biscuits thrilled a capacity crowd of 5,038 at Pensacola’s new MultiUse Stadium at Community Maritime Park. Pensacola Blue Wahoos are the Double-A affiliate of the Cincinnati Reds and part of Minor League Baseball’s Southern League. Pensacola Blue Wahoos are owned by Quint and Rishy Studer. The Studers are involved with various charitable organizations throughout Pensacola. The Blue Wahoos are managed by Jim Riggleman, who is joined by hitting coach Tony Jaramillo and pitching coach Tom Brown. With limited exceptions, the standard game time for weekday games is 7 p.m., Saturday games start at 6:30 p.m. and Sundays at 2 p.m. Gates will open one and a half hours prior to the first pitch for every game. The Southern Professional Hockey League, based in Huntsville,Ala., expanded in 2009, adding Biloxi, Miss., and Lafayette, La., along with Pensacola to the six-year-old league. It recreated an Interstate 10 rivalry along the Gulf Coast among former teams in the ECHL. SNOWBALL DERBY The 46th Snowball Derby will be held Dec. 4, 2013, and the 300-lap race at Five Flags Speedway is considered the Super Bowl of short-track racing. It now draws national media coverage from Speed51.com and Speed Network, as well as publications geared to short-track racing. The race attracts crowds in excess of 10,000 and is the largest singleday sporting event in Northwest Florida. In 2009, the event received marquee billing when NASCAR star Kyle Busch won an exciting finish for the checkered flag and praised the significance of winning the Snowball Derby. The race features Super Late Model race cars and has been annually held on the first Sunday of December. The event has now grown to include a full week of activities, including four days of racing on the half-mile, banked asphalt oval.The week of racing fills the parking area around Five Flags and now fans are shuttled on trolley buses from Pensacola Interstate Fairgrounds.The race track, located on Pine Forest Road, less than two miles south of Interstate 10, opened in 1953. In 2006, the Bryant family, led by general manager Tim Bryant, purchased the race track and have made a variety of upgrades to the facility. The track has a proud legacy as one of the oldest short tracks in the United States. From March through October, race events are held twice a month on Friday nights at Five Flags.Ticket prices range from $15 for regular Friday night race events, to $25 for special events like the Blizzard Series and the Snowball Derby week. The largest facility is public, the Roger Scott Tennis Center, located off Summit Boulevard, and revamped in 2009 with clay courts. Tradition and affordable family play are hallmarks at Roger Scott, named in 2008 as the Florida Tennis Facility of the Year by the United States Tennis Association. Roger Scott features 18 lighted courts, along with a pro shop and patio area. Operated by the City of Pensacola, Roger Scott hosts a variety of local and national tournaments. Since 2004, it has hosted the Pensacola Open Wheelchair Tournament, featuring the top wheelchair tennis players from around the world. During the year, Roger Scott is the host facility for a number of USTA-sanctioned tournaments. In addition, the facility hosts the Greater Pensacola Ladies Tennis League matches and youth events like the Racquet Round-Up — a free, four-day clinic for youths that is the largest in the South. In November 2008, Pensacola Country Club opened a new tennis facility featuring eight courts, pro shop, snack area and fitness center for its membership. BALLPARKS The Roger Scott Athletic Complex’s fields are used day and night for soccer, baseball and softball. The hub of the complex is the Vickery Center with facilities for art classes, a gym for basketball and volleyball and carpeted rooms for step aerobics, Pilates and martial arts. The center offers summer camps for ages 6-11 and a teen camp for ages 12-14. The camp provides swimming and indoor and outdoor activities. It is also the headquarters for the city of Pensacola’s youth soccer, T-ball and baseball programs. Exchange Park in East Pensacola Heights is a 13-acre complex of well-lighted fields used by area schools and city leagues for T-ball, baseball and softball. CITY POOLS If you want to swim year-round, indoor and outdoor swimming is offered at the Cecil T. Hunter Municipal Swimming Pool just off of I-110 at Blount Street.Also, the University of West Florida offers public swim hours at its indoor Olympic-size pool.The pool is often used for competitive swimming and diving meets. Heitzman Optimist Park on Langley Boulevard thrills all ages when they see the multi-level jungle gym and slide. Next door is the branch YMCA and swimming pool.The main YMCA is in downtown Pensacola. BLACKWATER HERITAGE TRAIL STATE trail The Blackwater Heritage Trail is an 8.5 mile paved trail that begins at the corner of U.S. 87 and U.S. 90 in downtown Milton and continues north to the eastern boundary of the Whiting Field Naval Air Station. The Emerald Coast Utilities Authority (ECUA) provides a host of sanitation services to help keep our community beautiful. Here are a few helpful tips on taking full advantage of our services. Residential Sanitation Service

Bulk Waste

ECUA provides sanitation services to the unincorporated areas of Escambia County. Residents of the City of Pensacola and Town of Century are served by their municipalities.

Need to get rid of that old couch or refrigerator? ECUA now offers bulk waste pick-up every week. No need to schedule the pick-up, simply place your items curbside before 5:30 a.m. on your regular collection day.

Pick-up days for ECUA customers include sanitation, recycling and yard waste collection on the same day.

Household Hazardous Waste Curbside Recycling ECUA offers a voluntary, single stream recycling system. Customers can put all recyclables into the gray recycling can provided by ECUA. No sorting is required!

Need to dispose of household chemicals, paint, motor oil or cooking grease? Just call ECUA’s customer service line and request a pickup. This monthly service, provided the first Saturday of each month is available free of charge to ECUA sanitation customers.

Yard Trash ECUA provides yard waste collection services once weekly to residential customers. We gladly collect up to 20 trash bags or cans each week and up to two piles of bundled, cut limbs.
