Pensacola Bay Area Welcome to Escambia and Santa Rosa counties

Pensacola, where the New World began, is an ancient explorer’s dream come true. The modern city is on the northern shore of the Gulf of Mexico. In 1559, Don Tristan de Luna surveyed from the deck of his ship the sheltered harbor on the natural deep-water port and knew it was the perfect place for a settlement.As he pondered matters of defensibility and trade, his crew went overboard about the recreational opportunities.They leaped, horses and all, into the surf for days of water sport. The reasons people come to Pensacola have not changed much in nearly five centuries, although the accommodations have improved considerably. Newcomers are attracted by the economic opportunities of a thriving port city that is home to a large military base. Travelers still seek refreshment in its emerald waters and on its beaches. Newcomers come looking for a healthy place to raise a family. They also find excellent schools, hospitals, public utilities and cultural events. But the greatest discovery — the asset that turns first-time visitors into repeat visitors and year-round residents — is Pensacola’s people. These people include the store clerk who takes time to advise a visiting Northerner he needs a higher SPF sunscreen, the server who cheerfully helps a non-English speaker understand the menu and a taxi driver who helps locate “a little seafood place that was near the water when we honeymooned here in 1953.” Festivals are a part of the fun activities Pensacola residents enjoy, and one of the most popular is the Fourth of July.They enjoy the two-week entertainment during the Fiesta of Five Flags, and they can run a marathon for charity. They volunteer to pick up litter or put on an opera. Upbeat, progressive and caring, the people of Pensacola are the heart of the Pensacola Bay Area. LOCATION For early Pensacola, location was everything. In fact, world powers fought intermittently for more than three centuries to control the prime property

tucked safely behind a beautiful barrier island on the Gulf of Mexico. Located on the northern shore of Pensacola Bay, the city looks south past Santa Rosa Peninsula, Santa Rosa Sound and Santa Rosa Island to the Gulf, and to the west — Perdido Key. Pensacola is the seat of Escambia County at the western end of Florida’s Panhandle. It is in the Central Time Zone.The county covers 661 square miles, from the coast up through rolling forests that once supplied timber for the world market. Pensacola Beach on Santa Rosa Island is located in Escambia County. However, the peninsula that rests between the city and its beach belongs to neighboring Santa Rosa County. City and county offices have remained downtown and make a sleek contribution to the waterfront skyline.The street plan was plotted by British cartographers during the 1700s, but the 25 square miles of modern Pensacola reach far beyond the original boundaries. The majority of travelers enter via Interstate 10, which connects to Pensacola via the I-110 spur. For a slower-paced route, U.S. 90 and 98 also pass through from east to west. U.S. 29 provides north-south access. Many enter Florida from Alabama through Perdido Key on State Road 292. Scenic Highway, the stretch of U.S. 90 that heads northeast from Pensacola toward Tallahassee, is designated an official Florida Scenic Highway.The bluffs of bright red clay offer views of Escambia Bay.

Pensacola History City of Five Flags

Like many great discoveries, the existence of Pensacola Bay was rumored for years before it was proved.The bay — blessed with water deep enough for sailing ships but accessible only through a narrow pass — was protected from the mighty Gulf of Mexico by a barrier island.The discovery was considered as valuable as the mythical Fountain of Youth and the Cities of Gold that drew hordes of adventurers to the New World.The elusive bay was known as “Ochuse.” Cabeza de Vaca wrote of stumbling upon such a bay during his wanderings from Tampa to Mexico in the 1530s.Within the same decade, Capt. Francisco de Maldonado explored Ochuse and picked it as a rendezvous point for his commander, Don Hernando de Soto. One unexplored path led to another for de Soto, who journeyed north and west to discover the Mississippi River and died without ever making the trip back to view his captain’s great find. Maldonado returned to Spain with less-than-glowing reports of his sojourn in La Florida at the Bay of Ochuse. On Aug. 14, 1559, after an accidental overshoot into Mobile Bay, Don Tristan de Luna sailed into what he christened “Bahia Filipina del Puerto de Santa Maria.” His expedition of 500 soldiers and 1,000 colonists settled near what is now Pensacola Naval Air Station, six years before the city of St.Augustine was founded. De Luna had been instructed by King Phillip II of Spain to establish a trade and defense post as the first in a string of colonies that would extend all the way to what later became Cape Hatteras, N.C.The attempt was foiled by a hurricane that sank the supply boats, leaving the ill-equipped newcomers to live off the land. Starvation, fever and mutiny plagued the dwindling group for two years before the survivors were rescued in 1561, at which time de Luna was relieved of his command. For 125 years, the area remained untouched by European events.Then, on Feb. 6, 1686, Juan Jordan de Reina rediscovered the harbor while exploring the eastern Gulf Coast.An entry in Reina’s journal reads:“About 11 o’clock I saw a bay, the best I have ever seen in my life … the Indians call this bay Panzacola … With the Indian pilot we went in the longboat to the village of Panzacola.” Capt. de Reina’s enthusiasm for Panzacola never waned in the years that followed. He was an eager participant in the next colonization attempt in 1698. Led by Don Andres de Arriola, the expedition of 350 soldiers escorted a bevy of convicts, beggars and other undesirables pressed into service as colonists. Together they constructed Fort San Carlos, the first permanent post, on the same site de Luna had chosen 140 years earlier. The fledgling fort changed hands back and forth during the war between France and Spain in 1719.The French eventually razed everything and took control, but they forfeited the area to the Spanish after the War of the Quadruple Alliance.The Spanish relocated the settlement to Santa Rosa Island because of the superior defensive location, but hurricanes destroyed the colony. Further attempts to settle the area failed until 1752, when a small stockade was built at the present site of the historic 6

district in Seville Square. Pensacola was not proving to be a profitable investment for the Spanish, and it was transferred to the British in 1763 as part of the Treaty of Paris.The British retained possession of West Florida and its capital of Pensacola until 1781, making plans for a proper city with carefully mapped streets, a public water well and other improvements. British Pensacola entered the world of commerce with brisk trade in lumber, furs and naval stores. Britain lost its prosperous settlement when the 1783 Treaty of Paris granted freedom to the 13 colonies and placed Florida under Spanish rule. Pensacola was signed over to the United States in 1821, and the Florida Territory was established the following year. Over the next 30 years, the Pensacola Navy Yard, Fort Pickens, Fort McRee and Fort Barrancas were constructed. Florida was formally admitted to the Union in 1845. During the Civil War, the Pensacola area was divided by forces loyal to both sides. The Confederate forces were driven from the area in 1862, and most residents fled to Mobile. Only 72 whites and 10 blacks were recorded as living in Pensacola in July 1863.The post-Civil-War era triggered a lumber boom in Pensacola. In 1886, Pensacola realized the value of a tourist attraction when Geronimo and his wives were imprisoned at Fort Pickens. The abundance of red snapper in local waters brought another surge of prosperity to the growing city, and commercial fishing remains a steady force in Pensacola’s economy. The Navy expanded its role in Pensacola by establishing the Pensacola Naval Air Station in 1914 at the site of the original Navy yard.As the navy expanded, so did support businesses and services, which brought more jobs and workers to the area. The military installations were, and continue to be, a major force in Pensacola’s growth. The quiet bay has come full circle in five centuries. Hayne St. In addition to fighting crimes, personnel also are actively involved in community education. A number of programs are offered to the public through the department’s Crime Intervention Section. Among these programs are bicycle and firearms safety,

Citizen’s Police Academy and self-defense classes. An automatic 911 system records the address and phone numbers of every incoming caller to the Pensacola Police Department. Pensacola is also headquarters for the district Florida Highway Patrol. The Escambia County sheriff is an elected official whose office patrols 670 square miles.The department has a main office and seven substations.The Escambia County jails are also under the sheriff’s jurisdiction.An active Community Relations Department sponsors Explorer Scouts, K-9 demonstrations and tours of the stations.The department also conducts classes and seminars on home security, Neighborhood Watch, narcotics awareness and responsible use of firearms. SANTA ROSA COUNTY • The Gulf Breeze Police Department is located at 311 Fairpoint Drive.The department serves a population of approximately 5,786.While primarily a residential community adjacent to the City of Pensacola, average daily traffic counts through the Gulf Breeze exceed 50,000 during the off-season, increasing to 150,000 for special events in Pensacola Beach.As a result, it is necessary to supplement the force with paid part-time police officers and volunteer auxiliary officers. • The Milton Police Department is located at 5451 Alabama St. Its primary mission is the safety and well-being of the Milton’s 8,000 full-time residents. In addition to traditional police services, police personnel offer additional assistance with specific requests in a variety of areas, including vacant house watches, neighborhood watch coordination, vehicle lockouts, business checks, and V.I.N. verifications. • The Santa Rosa County Sheriff’s office is at 5755 E. Milton Road and has five substations throughout the county.The department’s focus is to ensure excellence, accountability and integrity in management and conduct of its programs. Collaborative partnerships with local schools, businesses and the community have been established, creating greater crisis-management programs, an enhanced school resource officer program, a full-time traffic unit, a modified COMSTAT program to analyze and map crime data and other essential police performance, departmental accreditation, the relocation of district offices, an enhanced gun range and K9 unit, the implementation of air patrol to locate and eradicate the growth of marijuana, and greater quality training for all personnel involved. • The Florida Fish & Wildlife Conservation Commission is the enforcement arm of the Department of Natural Resources in saltwater waterways. It enforces boating regulations and fishing laws but also is on the scene for oil spills, water rescues and accidents. It also inspects any saltwater construction such as seawalls and piers. FIRE AND RESCUE SERVICES ESCAMBIA COUNTY The city of Pensacola has a career fire department that consists of six stations.The Pensacola Fire Department not only furnishes fire protection for the city of Pensacola but also responds to medical emergencies, man-made and natural disaster incidents within the city of Pensacola. Outside the city limits, Escambia County Fire Rescue operates as a combination fire service, utilizing the talents and diversities of volunteer and career firefighting personnel.Twenty-two fire stations are located throughout the county.Volunteer firefighters operate out of 15 station, while career firefighters operate out of 11 stations throughout Escambia County. SANTA ROSA COUNTY Santa Rosa County uses a combination of volunteer and career firefighting personnel. Career firefighters operate three departments, one department of career and volunteer firefighters, a number of main stations and several substations throughout the county. The fire departments respond to a variety of emergency incidents including structure fires, vehicle fires, brush fires, medical emergencies, vehicle accidents, extrication, gas leaks, fuel spills, downed power lines, hazardous material emergencies, and even animal rescues. EMERGENCY MEDICAL SERVICES Escambia and Santa Rosa County’s Emergency Medical Services are a function of county government.They provide basic life support as well as advanced life support.The Emergency Medical Services is augmented by the fire service as first responders throughout the city and county. TRANSPORTATION Few cities are as accessible as Pensacola.A federal interstate system touches down on its northern border.The intracoastal waterway and the port merge freshwater and ocean-going vessels in the heart of downtown. Bus service is provided by Greyhound for intercity travel. The Escambia County Area Transit System has 1,500plus bus stops covering 285 miles of routes with a record 1.6 million annual passenger trips.The ECAT provides service on a fixed route, seasonal beach trolley, and University of West Florida on-campus trolley. There are more than a dozen taxi-cab companies. The Amtrak station at 980 E. Heinberg St. has been closed since Hurricane Katrina.

Well-known restaurants and stores and Sacred Heart Hospital are located in this area. The neighborhoods of Carriage Hills and Marcus Pointe (a golfcourse community), are in northwest Pensacola, south of Interstate 10 and west of U.S. 29. University Mall and Ensley are part of north central Pensacola, an area with easy access to I-110, I-10 and other main thoroughfares in Pensacola such as Davis Highway, U.S. 29 and Nine Mile Road. Ensley is an unincorporated community north of Pensacola with approximately 20,000 residents. The community is located off of U.S. 29. South Pensacola includes the downtown area with its shops, businesses, restaurants, entertainment venues and historical sites. Just west from downtown is the community of North Hill. Century is in the northwestern part of Escambia County. It is connected by a road to Interstate 65, 20 minutes north, and I-10, approximately 40 minutes south. Gulf Breeze enjoys economic input from visitors heading in both directions. Milton Diverse cultural heritage The city of Milton is a small town nestled within the county seat of Santa Rosa in the western part of the Florida Panhandle. It is among the oldest cities in Florida, incorporated under the Florida Territorial Acts of 1844,and is only a 30-minute drive from Pensacola. The secret is getting out Navarre has been called Florida’s best-kept secret, but the word is getting out, making it one of the fastest-growing communities in Santa Rosa County with a population of 34,089. Navarre is bordered on the north by Holley, which is surrounded on all sides by Eglin Air Force Base. The Gulf is your backyard The beaches of the Panhandle are famous for their sugar-white, finely textured sand and their turquoise waters. Could there be a better place to unfold a blanket, take a walk, swim or play? As you leave Gulf Breeze and drive over the bridge to the beach, you can see immediately why the beaches of Santa Rosa Island are visited by so many tourists each year. No matter which way you look, you will see beautiful, clear water, and, of course, the famous white sand.The color comes from the fact that the sand is made up of almost pure quartz. Pensacola Beach is owned by Escambia County and is under the direction of the Santa Rosa Island Authority.The Island Authority was created by the Florida legislature in 1947.The Authority is made up of six members; five are named by members of the Escambia County Board of County Commissioners, and their term is the same as the commissioner who appointed them. The sixth member is elected by the registered voters on Pensacola Beach. The sixth member’s term is two years. Because of legal restrictions placed by the United States government, land may not be purchased on Pensacola Beach; instead, property is leased by the Island Authority. Pensacola Beach is about 1,474 acres, which make up approximately 30 percent of Escambia County on Santa Rosa Island. Pensacola Beach is about eight miles long and a quarter mile at its widest.Approximately 60 percent of Pensacola Beach is public use or public service land, with the remaining 40 percent leased for residential and commercial use. The beach is home to an elementary school — Pensacola Beach Elementary School. Middle- and high-schoolers in public school attend Gulf Breeze public schools or magnet-schools. Access to the beach is by way of the Bob Sikes toll bridge from Gulf Breeze. Just past the toll gate on the left, there are personal watercraft, parasailing, sail-boarding and boat rentals.To the right is a marina for charter fishing opportunities, along with the Gulfside public beach, Casino Beach, hotels restaurants and Fort Pickens Road, which leads to the park.The Soundside Portofino Boardwalk complex is home to restaurants, eateries, boutiques and nightspots. Beyond that, the beach opens up into a lively mixture of public beaches, dunes, hundreds of unique homes and rentals, and towering hotels and condominiums. Pensacola Beach offers a variety of outdoor water and land activities.The fishing pier on the Gulf of Mexico, which is more than 1,400 feet long, is perfect for fishing, strolling or simply watching the sun go down. There are many opportunities for bicycle rentals, and boat rentals. But unlike many resort towns, people live on Pensacola Beach year-round. The Gulf Islands National Seashore stretches from the eastern end of Perdido Key, across the Pensacola Pass to Santa Rosa Island, beyond Pensacola Bay to the fort areas at Pensacola NAS, to the Santa Rosa peninsula east of Gulf Breeze. On the island, between Pensacola Beach and Navarre Beach, is a 7-mile scenic stretch of Gulf Islands National Seashore, with unspoiled dunes, public beaches and day-use areas. Influenced by both Spanish and French cultures, Fiesta of Five Flags and Mardi Gras events occur year-round, and there is plenty of activity all year long at the Gulfside Pavilion, the shell stage on the boardwalk and several 22

local restaurants and lounges that cater to blues, jazz, reggae and country music, with Bands on the Beach concerts every Tuesday night from spring to fall. Old-fashioned trolleys run up and down the beach during the summer, so visitors can leave the car and let someone else chauffeur them from spot to spot. Although the official tourist season runs from Memorial Day to Labor Day, local residents and an ever-increasing number of visitors now enjoy this destination during the fall and winter months as well because the climate is mild enough yearround to enjoy outdoor recreation. Pristine beaches with charm Lost Land was the romantic Spanish name for Perdido Key.The secluded bay was a haven for pirates prowling the Gulf between Pensacola and New Orleans. In addition to the songwriters festival, Perdido Key is home to an annual polar bear dip and the Interstate Mullet Toss, which is an offbeat festival that draws international attention. Cradle of Naval Aviation

Pensacola has been dubbed the Mother-in-Law of the Navy and the Cradle of Naval Aviation — both terms of endearment making reference to the family nature of the relationship between the coastal city and the military base that calls it home. It’s a strong relationship that brings out the best in both parties. Navy personnel consistently rank Pensacola Naval Air Station among the favored locations at which to be stationed. The beautiful beaches, mild climate and hospitable people are the reasons given for its popularity. The economic importance of NAS to Northwest Florida cannot be overstated. The Pensacola naval complex — NAS, the Center for Information Dominance at Corry Station, Whiting Field and Saufley Field — is one of the largest employers of civilians in the Southeastern United States, and generates 20 percent of the local economy.

The ‘Cradle’ Pensacola residents may be unique in that the word “navy” conjures images of planes rather than ships. It was 1911 when the Navy purchased its first planes and a few courageous volunteers became the first naval aviators. Pensacola was chosen as the site of the first naval aeronautical installation in 1914 because its convenient location on the Gulf of Mexico allowed ample space for ships and planes to train together. Since then, the air station has trained and qualified Navy and Marine Corps pilots. Today, it is equipped to train the best naval flight officers in the world on board its 5,800-acre complex overlooking Pensacola Bay. More than 297 flight operations per day make it one of the busiest air-traffic locations in the world. Many training programs are located at NAS, including the Naval Education and Training Command, Naval Aviation Schools Command and Center for Naval Aviation Technical Training (CNATT). Along with the actual training, future naval flight officers are schooled in land/sea survival, physical fitness and simulated emergency procedures.

Air Force training center The 479th Flying Training Group is the U.S. Air Force’s only Combat Systems Officer (CSO) training pipeline. The group was moved to NAS 24

Pensacola from Randolph Air Force Base, Texas, as part of the Base Realignment and Closure Act of 2005. The group’s squadrons, the 479th Operations Support Squadron (OSS) and the 455th and 451st Flying Training Squadrons (FTS) work in concert to graduate 350 CSOs annually. CSOs are trained to perform duties as electronic warfare officers, weapon systems officers, and panel navigators. The 479th OSS conducts academic training, scheduling, aviation resource management, communications, current operations, and aircrew flight equipment. The 479th OSS also conducts graduate electronic warfare training for U.S. Air Force, U.S. Army, NATO, and international military personnel. The 455th FTS conducts the primary phase of CSO training using a fleet of 22 T-6A Texan II aircraft. The squadron provides instruction in basic airmanship, flight discipline, crew coordination, crew resource management, and mission management. The 455th FTS also conducts theater indoctrination for newly assigned instructor pilots. The 451st FTS conducts the advanced phase of CSO training in 21 T-1A and modified T-1A Jayhawk aircraft as well as the T25 simulator. The unit trains students in advanced navigation, electronic warfare and weapon systems employment to meet service and combatant commander operational requirements. The 451st FTS also conducts Instructor CSO qualification training for new Instructor CSOs assigned to the 479th FTG. CSO graduates follow on to formal training units throughout the combat, mobility and special operations air forces

Naval Education and Training Command (NETC) NETC headquarters, one of the largest Navy shore commands, is comprised of 238 training commands and units around the world. As the training leader for the world’s greatest maritime force, NETC commands consistently produce warfighters possessing relevant and effective skills that enable them to succeed in all assigned missions. NETC is responsible for the individual training and education of Navy and Marine Corps personnel worldwide, including recruit training, specialized skills training, pre-commissioning training for officers, warfare specialty training, and fleet individual and team training. NETC also provides education and training ranging from enlisted skills to officer flight training to students from foreign nations.

Marine Aviation Training Support Group-21 (MATSG-21) The Marine Aviation Training Support Group provides administrative support to assigned personnel in addition to other tasks as directed by the Commandant of the Marine Corps. This support is directed primarily toward Marine personnel in the Naval Air Training Command and the Naval Aviation Technical Training Center with support to ancillary activities located here and throughout the Southeastern United States. While the MATSG-21 mission is administrative in nature, the command monitors the flow of students through the school houses, administers Marine Corps specific training, and enforces Marine Corps standards.

Center for Naval Aviation Technical Training (CNATT) CNATT is the largest of the 13 Learning Centers of the Naval Education and Training command (NETC). The CNATT mission is to develop, deliver, and support aviation training necessary to meet validated fleet requirements through a continuum of professional and personal growth for sailors and Marines. The Center has an annual student enrollment of more than 107,000 students across 24 subordinate Learning Sites located throughout the Continental United States, Hawaii and Japan. CNATT is responsible for defining curriculum and education tools, as well as building training and professional development solutions. Naval Air Technical Training Center (NATTC) Since its founding outside of Memphis, Tenn., in 1942, and subsequent move to NAS Pensacola in 1996, NATTC has become the Navy’s second-largest training command and the premier location for enlisted aeronautical technical training. NATTC’s mission is to deliver training and increase readiness within the Naval Aviation Enterprise (NAE). Technical experts from all the U.S. Armed Services, Department of Defense civilians, and foreign national students from allied countries attend courses at the facility. More than 15,000 graduates pass through the command annually with the largest portion attending basic “A” schools. More than 110 courses are taught on the 205-acre complex.

Naval Aviation Schools Command (NASC) The future of naval aviation begins at Naval Aviation Schools Command (NASC), where tomorrow’s aviators and aircrewmen take the first steps toward earning their wings of gold. NASC provides an educational foundation in technical training, personal development and professional leadership for Officers and Enlisted Personnel from the Navy, Marine Corps, Coast Guard and Allied Nations to meet aviation pipeline training and Fleet requirements. Naval Hospital Pensacola (NHP) Naval Hospital Pensacola is a medical and surgical facility located on a 42-acre compound in southwestern Escambia County. The mission of NHP is to provide exceptional innovative health care, wellness, readiness and education to the service members, patients and families entrusted to its care at home and while forward deployed. Its vision is to be the recognized leader and hospital of choice as a result of quality, cost-efficient health care that is valued by its patients and community partners while promoting excellence in staff development and patient education. Under the hospital’s command are 10 Naval Branch Health Clinics (NBHC) that cover five states. There are more than 200,000 beneficiaries eligible for care system wide within the hospital’s command including the branch clinics. The hospital opened an Urgent Care

Center in the summer of 2014 that is available for all TRICARE beneficiaries to utilize seven days a week from 10 a.m. to 9 p.m.

Navy Medicine Operational Training Center (NMOTC) The Navy Medicine Operational Training Center’s (NMOTC’s) (formerly known as the Naval Operational Medicine Institute (NOMI)) is composed of six detachments and nine training centers around the country. Its mission is to ensure tactically proficient, combat ready Naval Medical forces providing optimal force health protection to support the joint warfighter at any time and at any place along the full spectrum of operations. As one of the Chief of Naval Operations Warfare Centers of Excellence, globally NMOTC provides total force readiness by providing training, fleet support and consultation on health, physical standards and survival skills. Locally, NMOTC Pensacola is known for its programs at the Naval Aerospace Medical Institute (NAMI) and Naval Survival Training Institute’s (NSTI) Aviation Survival Training Center (ASTC) that lead to a designation as an aerospace medical officer or aviation medical technician; medically screen and qualify aviators and aircrew for flight duty; and deliver the initial and refresher Naval Aviation Survival Training.

Training Air Wing SIX (TRAWING SIX) Located at Sherman Field aboard NAS Pensacola, TRAWING SIX conducts primary, intermediate, and advanced Naval Flight Officer training. The Wing Commander is the overall commander of Training Squadron FOUR (VT-4), Training Squadron TEN PNJ Staff Photos (VT-10), and Training Squadron EIGHT-SIX (VT-86). TRAWING SIX’s primary purpose is to plan for, supervise, support, and conduct flight training of student Naval Flight Officers and international military flight students. The 2nd German Air Force Training Squadron is attached to TRAWING SIX. TRAWING SIX is also a key player in astronaut primary training. A program was developed by the National Aeronautics and Space Administration (NASA) to utilize NAS Pensacola for primary astronaut orientation flight training.

U.S. Coast Guard Station, Pensacola The Coast Guard moved to NASP in 1987, but has been part of Pensacola since 1885. The multi-mission station participates in over 350 search-and-rescue and law enforcement cases annually. NETPDTC Saufley Field Naval Education and Training Professional Development and Technology Center’s (NETPDTC) mission is to provide quality products and services to enable and enhance education, training, career development and personnel advancement.The primary elements of the command are the Navy Advancement Center (NAC),Visual Information Department (VI), Information Systems and Technologies Services, Community Services and Outreach, and the Resources Management Department. NAC (N3) rank-orders all active duty and reserve sailors who are advancement eligible by developing and processing more than 300,000 enlisted advancement exams each year. The Community Services and Outreach office (N7) manages STARBASEAtlantis, a Department of Defense (DoD) sponsored program serving local community youth by offering fifth-grade students an opportunity to participate in a variety of learning experiences designed to increase interest and improve their knowledge in science, technology, engineering and math (STEM). The Resources Management Department (N8) provides budget formulation and execution, processing $850 million throughout the NETC domain. It provides funds administration and financial systems support, and acquisition and logistics support services for NETPDTC, Naval Education and Training Command (NETC) Headquarters, Naval Service Training Command, Center for Personal and Professional Development, other MPT&E organizations, and Navy, Marine Corps,Army and Coast Guard. Federal Prison Camp (FPC) The Federal Prison Camp was established on Saufley Field in 1988 to provide inmate manpower to components for the Pensacola Naval Complex.After the closure of FPC Eglin in 2006, FPC Pensacola picked up the additional responsibility of providing inmate labor to Eglin Air Force Base. Saufley Field’s prison camp can house up to 800 inmates, with more than half always dedicated to providing manpower to the U.S. Military.

Navy Operational Support Center (NOSC) Pensacola The Navy Operational Support Center Pensacola serves approximately 625 officer and enlisted Navy Reservists who reside in the Northwest Florida and South Alabama area.With an active duty staff of two officers, 25 enlisted personnel and one civilian, they support 28 inactive Navy Reserve Units.The primary mission is training and administration for mobilization readiness.

Naval Air Station (NAS) Whiting Field:The Busiest Air Station In The World NAS Whiting Field is located 7 miles north of the city of Milton in Santa Rosa County. NAS Whiting Field was opened in July 1943 to fulfill the pilot training demands of World War II. Throughout its existence, NAS Whiting Field’s primary mission has been to support pilot training. Currently, NAS Whiting Field has two main airfields (North and South) and 13 Navy Outlying Landing Fields to support the training requirements of Training Air Wing FIVE (TRAWING-5 FIVE). The base manages and operates the fields to enable TRAWING-5 to train upward of 1,300 students each year comprising approximately 160,000 flight hours and 1.3 million flight operations annually. ENROLLMENT IN A FLORIDA SCHOOL In order to be admitted to Florida schools, a number of documents are needed. Parents must present a certified birth certificate, as well as a Florida Certificate of Immunization Form 680 (blue card), completed by a Florida physician or by a Florida county health department. Parents should obtain a copy of their child’s complete immunization history before leaving their current residence, as this form is not available to the general public. Evidence of a medical exam completed no less than 12 months prior to the child’s school entry date must also be provided in order to enroll. As long as the medical exam meets this 12-month requirement, parents may submit this information on the School Entry Health Exam Form (DH 3040) or provide a copy of the exam obtained from their current physician before moving to Florida.This form is available at local doctors’ offices and the health department. Parents must also provide official documentation that the parent(s) or guardian(s) is a legal resident(s) of the school district attendance area.

HEALTH RECORDS The state of Florida requires several documents be contained in each child’s school health record.A child may be excluded from school until the requirements not in compliance are met. Required documents include a birth certificate, proof of a physical examination that has been performed within the past 12 months, documentation of immunization, documentation of compliance with seventh-grade hepatitis immunization requirement, documentation of compliance with kindergarten hepatitis requirements and the due date for the next immunization. FLORIDA COMPREHENSIVE ASSESSMENT TEST Florida students are required to take the Florida Comprehensive Test (FCAT) 2.0 and Florida End of Course (EOC) assessments.These tests take a student’s test performance to the next level and focus on increasing student achievement and improving college and career readiness. EOC assessments are part of Florida’s next generation strategic plan. The Florida End-of-Course Assessments are computer-based tests designed to measure student achievement of the Next Generation Sunshine State Standards for specific middle- and high-school level courses. The FCAT 2.0 is a criterion-referenced based test with more rigorous gradelevel expectations. Pensacola is known as the City of Five Flags, Florida’s “First Place” City, and the “Cradle of Naval Aviation.” The Pensacola metropolitan statistical area (MSA) includes Escambia and Santa Rosa counties and contains the cities of Pensacola, Milton and Gulf Breeze, and the towns of Century, Bagdad and Jay. INDUSTRY AND EMPLOYMENT The industry sector statistics for the Pensacola MSA and Florida reflect the importance of the military, service industry and tourism in the local economy. Within the broader category of the service industry, education, health care and tourism related services play the largest roles. According to the Department of Economic Opportunity, average annual wages in the area in 2012 ranged from a low of $11,120 in a portion of the motion picture and video industry to a high of $126,275 in securities and commodity contracts brokerages. The 2012 average annual wage for all industries in the area was $37,333. The unemployment rate is the percentage of the civilian labor force actively seeking employment that is currently unemployed. Until the economic decline, Pensacola significantly outperformed both the state and the nation in terms of its percentage of the labor force finding employment. Since the last economic recession ended, the area has seen its unemployment rate decline to more typical trends. In 2013 the average annual unemployment rate for Pensacola was 7.0 percent, as compared to 7.2 percent for the state of Florida and 7.4 percent for the nation.

TOURISM INDUSTRY The Pensacola area has a vibrant tourism industry that has long been an important engine for growth and economic development to the Pensacola economy. The area’s beautiful beaches, natural beauty, climate, and area attractions are some of the most important attributes that visitors to the area say influence their decision to visit. According to recent studies, visitors to Pensacola Beach and Navarre alone are responsible for 4,353 jobs and over $218 million in value added to the economy.

CONSTRUCTION INDUSTRY The construction industry in the past experienced tremendous growth and demand in the Pensacola area, but has suffered significantly in recent years due to the decline in housing demand and the overall economic downtown. Recently, recovery in this industry has increased significantly. The construction industry in 2014 employs 9,390 persons with average earnings per job of $44,627. Sales in the local construction industry were an estimated at $1.1 billion in 2013.

FINANCE AND INSURANCE INDUSTRY A large part of the finance and insurance industry in the area is comprised of banks. There are 34 banks within the Pensacola MSA. Something to do every day of the year PENSACOLA BLUE WAHOOS The Pensacola Blue Wahoos made history when the first pitch was thrown April 5, 2012, to start their inaugural season as Pensacola’s first Double-A affiliate.The season opener and 3-1 win against the Montgomery Biscuits thrilled a capacity crowd of 5,038 at Pensacola’s new Multi-Use Stadium at Community Maritime Park. Pensacola Blue Wahoos are the Double-A affiliate of the Cincinnati Reds and part of Minor League Baseball’s Southern League. Pensacola Blue Wahoos are owned by Quint and Rishy Studer.The Studers are involved with various charitable organizations throughout Pensacola. The Blue Wahoos are managed by Jim Riggleman, who is joined by hitting coach Tony Jaramillo and pitching coach Tom Brown. With limited exceptions, the standard game time for weekday games is 7 p.m., Saturday games start at 6:30 p.m. and Sundays at 2 p.m. Gates will open one and a half hours prior to the first pitch for every game. Playing from mid-May through the end of August, the Wahoos delight fans of all ages.Ticket prices range from $7 to $10 for each game. Special group rates and season ticket packages are available. PENSACOLA ICE FLYERS After a short absence, professional ice hockey returned to Pensacola in October 2009.The team has won the past two championships. During their seasons in the Southern Professional Hockey League, the Pensacola Ice Flyers attracted more than 522,000 fans to Pensacola Bay Center. Having a professional hockey team also enabled the Bay Center to provide a venue for youth hockey leagues and adult amateur hockey leagues for novice and advanced players. In addition, the Center offers public ice skating during select times in the season.The Ice Flyers continued the tradition of calling their home arena,“The Hangar,” as the preferred name of the Bay Center. The Southern Professional Hockey League, based in Charlotte, N.C., expanded in 2009, adding Biloxi, Miss., and Lafayette, La., along with Pensacola to the six-year-old league. It recreated an Interstate 10 rivalry along the Gulf Coast among former teams in the ECHL. SNOWBALL DERBY The 47th Snowball Derby will be held Dec. 3, 2014, and the 300-lap race at Five Flags Speedway is considered the Super Bowl of short-track racing. It now draws national media coverage from Speed51.com and Speed Network, as well as publications geared to short-track racing. The race attracts crowds in excess of 10,000 and is the largest single-day sporting event in Northwest Florida. In 2009, the event received marquee billing when NASCAR star Kyle Busch won an exciting finish for the checkered flag and praised the significance of winning the Snowball Derby. The race features Super Late Model race cars and has been annually held on the first Sunday of December. The event has now grown to include a full week of activities, including four days of racing on the half-mile, banked asphalt oval.The week of racing fills the parking area around Five Flags and now fans are shuttled on trolley buses from Pensacola Interstate Fairgrounds.The race track, located on Pine Forest Road, less than two miles south of Interstate 10, opened in 1953. In 2006, the Bryant family, led by general manager Tim Bryant, purchased the race track and have made a variety of upgrades to the facility. The track has a proud legacy as one of the oldest short tracks in the United States. TENNIS,ANYONE? There are seven tennis facilities in the Pensacola and Gulf Breeze area.The largest facility is public, the Roger Scott Tennis Center, located off Summit Boulevard, and revamped in 2009 with clay courts. Tradition and affordable family play are hallmarks at Roger Scott, named in 2008 as the Florida Tennis Facility of the Year by the United States Tennis Association. Roger Scott features lighted courts, a pro shop and patio area. Operated by the City of Pensacola, Roger Scott hosts a variety of local and national tournaments. Since 2004, it has hosted the Pensacola Open Wheelchair Tournament, featuring the top wheelchair tennis players from around the world. During the year, Roger Scott is the host facility for a number of USTA-sanctioned tournaments. In addition, the facility hosts the Greater Pensacola Ladies Tennis League matches and youth events like the Racquet Round-Up — a free, four-day clinic for youths that is the largest in the South. In November 2008, Pensacola Country Club opened a new tennis facility featuring eight courts, pro shop, snack area and fitness center for its membership. In Gulf Breeze, there are eight public courts available at Shoreline Park.Also in the Gulf Breeze area,The Club has eight courts at its membership facility.The Club hosted the USTA Women’s 40 and 50 national championships in 2009. BALLPARKS The Roger Scott Athletic Complex’s fields are used day and night for soccer, baseball and softball.The hub of the complex is the Vickery Center with facilities for art classes, a gym for basketball and volleyball and carpeted rooms for step aerobics, Pilates and martial arts.The center offers summer camps for ages 6-11 and a teen camp for ages 12-14.The camp provides swimming and indoor and outdoor activities. It is also the headquarters for the city of Pensacola’s youth soccer,T-ball and baseball programs. Exchange Park in East Pensacola Heights is a 13-acre complex of well-lighted fields used by area schools and city leagues for T-ball, baseball and softball. CITY POOLS If you want to swim year-round, indoor and outdoor swimming is offered at the Cecil T. Hunter Municipal Swimming Pool just off of I-110 at Blount Street. The University of West Florida offers public swim hours at its indoor Olympicsize pool.The pool is used for competitive swimming and diving meets. The Roger Scott Municipal Swimming Pool on Summit Boulevard has a locker room and showers. Heitzman Optimist Park on Langley Boulevard thrills all ages with a multi-level jungle gym and slide. CANOEING AND CAMPING The Pensacola Bay Area is known for its variety of rivers, bayous, bays and beaches.Adventures Unlimited, on Coldwater Creek in Milton, offers camping, canoeing, kayaking and tubing on four streams, and even a ropes course. Big Lagoon State Park near Perdido Key has designated campsites. Lake Stone Campground in Century provides a rural retreat 30 miles north of Pensacola. BLACKWATER HERITAGE TRAIL STATE TRAIL The Blackwater Heritage Trail is an 8.5 mile paved trail that begins at the corner of U.S. 87 and U.S. 90 in downtown Milton and continues north to the eastern boundary of the Whiting Field Naval Air Station.This winding trail is excellent for biking, running, walking and roller-skating.The park is wheelchair accessible and pet friendly — all pets must be leashed. For birdwatchers, there are cardinals, towhees, brown thrashers and nuthatches in the uplands and great blue herons and many other species that frequent the park’s lake marshes.An observation tower gives visitors a panoramic view of Big Lagoon and Perdido Key across the Intracoastal Waterway.There is a large amphitheater for meetings. GULF ISLANDS NATIONAL SEASHORE The Fort Pickens and Naval Live Oaks areas are the two best sites to view wildlife in Florida’s portion of this national seashore.The Fort Pickens area is located on the western end of Santa Rosa Island.The Naval Live Oaks area is located near Gulf Breeze on the mainland. Fort Pickens is accessible only by foot, bike or boat and includes beach, dune, salt marsh,

and scrub upland habitats, while Naval Live Oaks is covered mostly by hammocks of live oak, magnolia, hickory, and red cedar. For details: 228-875-9057. NAVARRE BEACH MARINE PARK Navarre Beach Marine Park is a 100-acre park on the Santa Rosa Sound.Activities at the park include swimming and picnicking. Navarre Beach Park is located on Gulf Beach Boulevard across Santa Rosa Sound from the city of Navarre Beach on U.S. 98. For information: www.santarosa.fl.gov/parks. PANHANDLE BUTTERFLY HOUSE & NATURE WALK OF NAVARRE At the Panhandle Butterfly House, visitors can view more than 200 butterflies. Guides are available to help identify 1,200 butterfly-attracting native plants for a hands-on experience.All stages of the butterfly’s development can be observed in its natural habitat.The Nature Walk, a 1-mile waterfront boardwalk along the Santa Rosa Sound, offers a spring-fed fish pond, playground equipment and a picnic and recreation area.The Butterfly House operated by Master Gardeners and is open May 1 through Labor Day. SHORELINE PARK On Shoreline Drive in Gulf Breeze, Shoreline Park South edges up to the Santa Rosa Sound with a view of Pensacola Beach.This boat launch is only 7 miles from the Pensacola Pass, where the Sound meets the Gulf of Mexico.
