As you recall the existing dam on Hobcaw Lake has been leaking at several locations per observations made with you, as well as with Mr. S. Brooks of OCRM. The leaks worsened to a severe degree - for temporary relief we removed the boards. The scope of the work that OCRM will approve within their Maintenance & Repair guidelines is to plug the leaks with flowable cement mix and heavy clay dirt, and finish it with standard rip-rap material. We could not do anything different as it would require following their permitting procedures, thus your earlier proposal could not be done. We believe it is understandable that the removal and after the plug has been done, repositioning of the material of the embankment is within the scope of the Maintenance & Repair guidelines. However, for any questions regarding such technicality and/or permissibility of the work to be done please contact Mr. S. Brooks of OCRM. We would appreciate if interested in doing this work, which will be funded by the residents that surround the lake, but ultimately guaranteed by us that hold the property title of the lake, that you send a proposal outlining the costs associated with your work and the time it will take you to accomplish it. Mr. Hernandez, Thank you for allowing Cape Romain to propose a patch repair for the water control structure on Hobcaw Lake. A field visit was made to the site to confirm the additional damage that has occurred since the first visit. Cape Romain believes we can provide a temporary patch to prevent further damage to the existing structure, in accordance with the OCRM directive. Cape Romain plans to mobile a CAT 320 excavator with a long reach arm to the site. The equipment will clean up the site by excavating waste material and salvaging whatever rip rap may be recoverable. A trailer pump will then be used to install flowable fill underneath the toe of the existing structure. Several loads of clay material will be brought to the site. This will reinforce the existing masonry walls, by placing in lifts and then compacting the fill material. The existing fabric will be reinstalled as much as possible and the rip rap will be placed over the new fill to help resist erosion. The cost for this repair would be $19,700.00. Scheduling of the work will possibly be the most difficult part of the project. Ideally the work will be performed at the lowest possible tide of the month. This could delay the actual start of the work for several weeks. Once begun the work should be complete in one week. This repair procedure is temporary at best and will suffice and an emergency patch. No guarantee can be made as to the longevity of the proposed repair, due to OCRM constraints. January 18, 2011 Dear Lake Neighbors, I hope this finds you well. I am writing today in reference to the diminished lake level. The dam is not holding water sufficiently to maintain the level of the lake we are accustomed to during the tidal cycle. In short, we have a substantial leak(s) in the dam. The lake is bounded by more than twenty properties and is an amenity for us all. The future of the dam (and the lake) should be secured for the common interest. We all enjoy the benefits that this lake provides - the water frontage and views, the marine habitat and bird watching - to name but a few. These qualities distinguish our properties and add to our quality of life (and property values). For these reasons, it is in our best interest to work together to investigate and remedy this leak. It follows that the cost of repairs to stabilize the lake should be borne by all who enjoy these benefits. The adjacent property owners to the dam, Dick McGillivray and myself, have agreed to cooperate to this end by allowing contractors to have access to our properties for the purpose of investigating the leak, determining a remedy, and eventually for executing the repair work. This work would be carried out once the proper permitting is obtained, a winning bid is awarded, and the funding is secured. I invite all of you to participate in this due diligence stage. I look forward to forming a committee soon to guide this process. As the due diligence stage progresses (see attached), we’ll provide ample information on the project via the website www.hobcawlake.info for all to follow. Decisions will be voted upon by all owners who contribute to the “dam repair fund.” Please know that this Thursday through Saturday (Jan 20 - 22), there will be lower than normal tides after 3 pm. I encourage you to come take a look at the dam, at that time.
