How Otter Tail County got its name Before there were roads in the wilderness area, the best method of transportation was by water. The early explorer would portage from Leaf Lake to Portage Lake to Donald Lake to Pelican Bay on Otter Tail Lake and be on his or her way through Canada to Hudson Bay. The first explorers through this area, in about 1750, were a Frenchman and an Englishman. They met with a band of Indians on the shore of “Lac de la Queue de la Outer,” which translates roughly to the Lake of the Otter’s Tail. This is on record in the archives of Congress. Some believe the name derives from the sandbar shaped like an otter’s tail where the Otter Tail River enters Otter Tail Lake. Now, over two centuries later, the otter tail sandbar is still there.

Get to know... Otter Tail County Otter Tail County, located in western Minnesota, is home to more than 57,000 people. The county is so large, geographically, that it’s often informally split into two halves – West Otter Tail County and East Otter Tail County. The annual county fair, for example, is actually two fairs, with one fair in each half of the county. Similarly, though the county seat is in Fergus Falls, some government offices operate a second location in order to have a visible presence on both sides of the county. Otter Tail County is widely recognized for its robust industry and agriculture, but it’s perhaps best known for having more lakes than any other county in the United States, with 1,048. Numerous rivers, streams and other waterways also meander through the rolling countryside. The area’s abundance of

pristine waters has led dozens of resort owners to take root here, and those resorts regularly draw in thousands of anglers, boaters, families and other vacationers seeking a little adventure and relaxation. On just about any given weekend, and especially in the summers, the county’s calendar of events is jampacked. Concerts, events and festivals provide entertainment for kids and adults alike, while the county’s museums, golf courses, parks and outdoor recreational opportunities offer an abundance of things to do. But more than anything else, what keeps travelers coming back to the area again and again is the neighborliness of the people here. Otter Tail County is well received as a laid-back, family-friendly tourist destination – a rural county that maintains a ‘small-town’ feel, but where the hearts and hospitality couldn’t be bigger.

Job descriptions of some Otter Tail County officials Doug Walvatne - Assessor The County Assessor’s Office is responsible for the valuation and classification of all taxable real and personal property in the county for property tax purposes. Every 6th year the office also values all of the tax-exempt property in the county. Each year the office attends meetings of all Boards of Review where property owners may appeal their valuation or classification. The department follows state laws to value all properties based on market value and classify property based on use. Michelle Eldien - Attorney The Otter Tail County Attorney is an elected official with specific obligations set forth in Minnesota Statutes. The County Attorney is the chief prosecutor for all adult felony crimes in the County and also prosecutes misdemeanor and gross misdemeanor offenses occurring in unincorporated areas. Wayne Stein - Auditor/Treasurer The mission of the Otter Tail County Auditor’s Office is to effectively and efficiently administer and implement, in cooperation and under the direction of various state agencies, the duties and responsibilities as delegated by the Minnesota State Legislature. Example of state agencies include the Secretary of State’s Office, Department of Revenue, Department of Natural Resources, State Auditor’s Office and Department of Public Safety. Some of the responsibilities of the Treasurer’s Office are preparation of all tax statements, record on imaging microfilm all receipts and checks, disbursement of money from proper funds, distribute taxes collected to proper government units and make investments. John Dinsmore - Administrator The Administrator provides organizational leadership to manage a workforce of over 450 employees who administer County programs and activities. The Administrator also acts as Clerk of the Board of Commissioners. The Administration Department responsibilities include all aspects of human resources; management of Board of Commissioners including the preparation of agendas, minutes, research, and scheduling for Board meetings and various community activities; emergency management and safety program; annual budgeting; and management of County liability insurance. Kathryn Ouren. Court Administrator The Court Administrator maintains all of the records in each of the court’s six divisions: civil, family, probate, juvenile, criminal / traffic, and conciliation court; manages the court calendars for each judge; insures accurate accounting and distribution of fines, fees, trust funds, restitution, and bail; provides accurate recording and safekeeping of trial exhibits; and assists members of the public as they seek to meet their legal needs through the district court. U of M Extension The University of Minnesota Extension in Otter Tail County is the educational outreach arm of the University of Minnesota. Its mission is “to involve people in improving the quality of life and enhancing the economy and the environment through education, applied research, and the resources of

the University of Minnesota.” Campus-based extension specialists work with county-based extension educators to deliver educational programs through meetings, demonstrations, workshops, publications, and electronic delivery methods such as interactive TV, satellite teleconferences, and computer networks. Program areas include: 4-H Youth Development, Environment and Natural Resources, Foods and Nutrition, Agriculture and Horticulture, Community Vitality and Family Development. Chuck Grotte - Engineer The Otter Tail County Highway Department has under its jurisdiction 1,052 miles of highway, all of which are bituminous surfaced, and 142 bridges. The annual department budget is approximately $12 million. Revenue sources include local, state and federal funds. Deb Sjostrom Human Services Director Our department’s mission is to provide an array of financial and social services to families and individuals to help maintain or enhance the quality of life for all persons served. Agency staff directly provides over 27 different programs and contracts with many other agencies throughout the county to provide a variety of programs. Christopher LeClair - Land & Resource Management Director Recognizing the fact that the uncontrolled use of our land could adversely affect the health, safety and general welfare of the public, as well as impair the tax base, the county commissioners and the state have imposed laws and ordinances in an attempt to ensure a viable environment for the residents and visitors of the county. Jody Lien Public Health Director The Department of Public health assures the quality and accessibility of health services, maintains adequate public health services, prevents epidemics and the spread of disease, prevents injuries, promotes and encourages healthy behaviors, protects against environmental hazards and responds to disasters and assists communities in recovery. Carol Schmaltz - Recorder The County Recorder is the custodian of all records of the County pertaining to personal property, real estate transfers and all vital statistic records. The Recorder’s Office is divided into four major departments. Barry Fitzgibbons - Sheriff Detention facility, enforcement units, Marine patrol, civil process, court security, snowmobile safety patrol. Chris McConn. Solid Waste Director The Solid Waste Department administers and implements services and programs related to reducing, reusing, recycling, and disposing of waste in Otter Tail County. The Solid Waste Department oversees an integrated waste management system. Charlie Kampa Veterans Service Officer Provide advocacy for military veterans, their dependents and survivors. Assist in applying for state and federal veteran’s benefits.

OTTER TAIL COUNTY BOARD Otter Tail County is divided into five districts, with one commissioner representing each district on the five-person Board of Commissioners. Each commissioner is elected by the people in his/her district and serves a 4-year term. Commissioners are responsible for examining and setting the county budget, policies and numerous other business. They typically meet on Tuesdays at 9 a.m. at the Government Services Center in Fergus Falls, three times a month. Commissioners are governed by state statutes that require them to meet for their first annual sessions of each new year on the first Tuesday after the first Monday in January. At this first session, they elect a chairperson and set regular meeting dates for the entire year. Kids with caring adult mentors in their lives are proven to have higher self-confidence and self-esteem, do better in school, abuse drugs and alcohol less, and have a heightened sense of self-worth and stability. Kinship of the Perham Area is active in the communities of Perham, Richville, Ottertail, New York Mills, Parkers Prairie, Wadena and Fergus Falls. There are always kids on the waiting list, wanting to be matched with a mentor. Volunteer mentors are always needed. Group mentoring is available through the GAP and BRAG programs, which are separate programs for girls and boys in grades 5-9. These groups meet for structured activities focused on building friendships and boosting self-confidence, and their get-togethers often include community-based activities like volunteering. FIRE WARDENS In most cases a permit is required from a DNR Forestry Officer, your local fire department or area fire warden to burn brush or other vegetative materials. During the winter months, a permit is not needed as long as there are three inches of continuous snow cover. Keep in mind, the DNR Forestry Department issues burning bans in the spring until vegetation is green and moist.

If your local fire department or area fire warden does not issue burning permits, and you live in one of the following (A) townships, please call the DNR Forestry Office in Detroit Lakes at (218) 847-1596.

The DNR Forestry Department may delegate authority for the issuing of burning permits to local fire wardens and to some local fire departments. To obtain a burning permit, contact your city fire department, township clerk, or DNR Forestry Officer.
