Get to know... Otter Tail County Otter Tail County, located in western Minnesota, is home to more than 57,000 people. The county is so large, geographically, that it’s often informally split into two halves – West Otter Tail County and East Otter Tail County. The annual county fair, for example, is actually two fairs, with one fair in each half of the county. Similarly, though the county seat is in Fergus Falls, some government offices operate a second location in order to have a visible presence on both ends of the county. ognized for its robust industry and agriculture, but it’s perhaps best known for having more lakes than any other county in the United States, with 1,048. Numerous rivers, streams and other waterways also meander through the rolling countryside. The area’s abundance of pristine waters has led dozens of resort owners to take root here, and those resorts regularly draw in thousands of anglers, boaters, families and other vacationers seeking a little adventure and relaxation. On just about any given weekend, and especially in the sum-

mers, the county’s calendar of events is jam-packed. Concerts, events and festivals provide entertainment for kids and adults alike, while the county’s museums, golf courses, parks and outdoor recreational opportunities offer an abundance of things to do. But more than anything else, what keeps travelers coming back to the area again and again is the neighborliness of the people here. Otter Tail County is well received as a laid-back, family-friendly tourist destination – a rural county that maintains a ‘small-town’ feel, but where the hearts and hospitality couldn’t be bigger. How Otter Tail County got its name Before there were roads in the wilderness area, the best method of transportation was by water. The early explorer would portage from Leaf Lake to Portage Lake to Donald Lake to Pelican Bay on Otter Tail Lake and be on his or her way through Canada to Hudson Bay. The first explorers through this area in about 1750 were a Frenchman and an Englishman. They met with a band of Indians on the shore of “Lac de la Queue de la Outer,” which translates roughly to the Lake of the Otter’s Tail. This is on record in the archives of Congress. Some believe the name derives from the sandbar shaped like an otter’s tail where the Otter Tail River enters Otter Tail Lake. Now, over two centuries later, the otter tail sandbar is still there.

What are the job descriptions of some of your Otter Tail County officials? Doug Walvatne - Assessor The County Assessor’s Office is responsible for the valuation and classification of all taxable real and personal property in the county for property tax purposes. Every 6th year the office also values all of the tax-exempt property in the county. Each year the office attends meetings of all Boards of Review where property owners may appeal their valuation or classification. The department follows state laws to value all properties based on market value and classify property based on use. David Hauser - Attorney The Otter Tail County Attorney is an elected official with specific obligations set forth in Minnesota Statutes. The County Attorney is the chief prosecutor for all adult felony crimes in the County and also prosecutes misdemeanor and gross misdemeanor offenses occurring in unincorporated areas. Wayne Stein - Auditor The mission of the Otter Tail County Auditor’s office is to effectively and efficiently administer and implement, in cooperation and under the direction of various state agencies, the duties and responsibilities as delegated by the Minnesota State Legislature. Examples of state agencies: Secretary of State’s office, Department of Natural Resources, State Auditor’s office and Department of Public Safety. Larry Krohn - Administrator The administrator’s office prepares the agenda for the board of commissioners’ meetings and prepares and keeps records of the minutes of all county board meetings. Other areas of responsibility include the management of human resources, assisting with annual budget, liaison functions, property, casualty, liability and worker’s compensation insurance for the county and other administrative functions that are assigned by the Board of Commissioners. Janice Cossette Court Administrator Otter Tail District Court is one of ten District Courts located in the Seventh Judicial District. It is served by three judges: Judge Mark F. Hansen, Judge Waldemar B. Senyk, and Judge Barbara R. Hanson, who are chambered in Fergus Falls. It is also served by visiting judges who are scheduled in Otter Tail County at regular intervals to meet the judge need for the District Court. U of M Extension The University of Minnesota Extension in Otter Tail County is the educational outreach arm of the University of Minnesota. Its mission is “to involve people in improving the quality of life and enhancing the economy and the environment through education, applied research, and the resources of the University of Minnesota.” Campus-based extension specialists work with county-based extension educators to deliver educational programs through meetings, demonstrations, workshops, publications, and electronic delivery methods such as interactive TV, satellite teleconferences, and computer

networks. Program areas include: 4-H Youth Development, Environment and Natural Resources, Foods and Nutrition, Agriculture and Horticulture, Community Vitality and Family Development. Rick West - Engineer The Otter Tail County Highway Department has under its jurisdiction 1,052 miles of highway, all of which are bituminous surfaced, and 142 bridges. The annual department budget is approximately $12 million.Revenue sources include local, state and federal funds. John Dinsmore Human Services Director Our department’s mission is to provide an array of financial and social services to families and individuals to help maintain or enhance the quality of life for all persons served. Agency staff directly provides over 27 different programs and contracts with many other agencies throughout the county to provide a variety of programs. Bill Kalar Land & Resource Director Recognizing the fact that the uncontrolled use of our land could adversely affect the health, safety and general welfare of the public, as well as impair the tax base, the county commissioners and the state have imposed laws and ordinances in an attempt to ensure a viable environment for the residents and visitors of the county. Diane Thorson Public Health Director The Department of Public Health was organized to provide public health nursing services and environmental health services for all residents of Otter Tail County. Brian Armstrong - Recorder The County Recorder is the custodian of all records of the County pertaining to personal property, real estate transfers and all vital statistic records. The Recorder’s Office is divided into four major departments. Brian Schlueter - Sheriff Detention facility, enforcement units, Marine patrol, civil process, court security, snowmobile safety patrol. Mike Hanan Solid Waste Director The Solid Waste Department administers and implements services and programs related to reducing, reusing, recycling, and disposing of waste in Otter Tail County. The Solid Waste Department oversees an integrated waste management system. Steve Andrews - Treasurer Some of the responsibilities of the treasurer’s office are: preparation of all tax statements, recording all receipts and checks, disbursement of money from proper funds, distribute taxes collected to proper government units and make investments. Charlie Kampa Veterans Service Officer Director Provide advocacy for military veterans, their dependents and survivors. Assist in applying for state and federal veteran’s benefits.

Board of Adjustment The Board of Adjustment meets the first and second Thursday of each month as needed. The meeting begins at 6:30 p.m. and is held in the Otter Tail County Commissioners’ Room located in the Government Services Center at 500 Fir Ave. W., Fergus Falls, MN 56537. The purpose of this board is to hear all applications for variance from the requirements of the shoreland management ordinance and the subdivision controls ordinance. Applications for consideration by this Board are submitted to the Land and Resource Department and processed through the County Auditor’s office. The secretary and contact person for the Board of Adjustment is the County Auditor. The membership consists of one person from each of the commissioner districts, plus a representative from the Planning Commissions. The members of the Board of Adjustment are appointment annually. (Girls Are Powerful) is for girls and boys in grades 7-12 involved in Kinship and/or friends of Kinship. B.R.A.G. meets every second Monday of the month. As Perham moves into the future with high hopes of continued growth, city and industry leaders are keeping their eye one crucial component: people. The key to the community’s continued success, they say, will be its ability to recruit and retain new workers. Representatives of the Perham Chamber, KLN Family Brands, KitMasters, Swan Machine, Arvig, Industrial Finishing Services, and local government all noted the need for more workers at the Perham Economic Development Authority’s annual retreat, held at Wild Oaks last Wednesday. The four-hour event was an opportunity to look back at Perham’s economic accomplishments over the past 10 years, and then look ahead at what’s yet to come.

Economic development Perham’s Economic Development Authority Director, Chuck Johnson, started things off at the retreat with a recap of how the city has supported and helped finance commercial and industrial growth in recent years. In the last decade, he said, the Perham EDA has originated 25 loans through a fedprogram relending eral distributed through the United States Department of Agriculture. Those loans have totaled more than $2.5 million. In that same amount of time, a revolving loan fund through the Department of Employment and Economic Development (DEED) has resulted in 18 loans for Perham businesses, totaling more than $1.7 million. Other loan programs, such as the West Central Initiative Fund, Perham Area Loan Pool and Arvig Revolving Loan Fund, have provided more than $1.6 million. In addition, Tax Increment Financing has been used to help 30 businesses expand, and 10 businesses have benefitted from the JOBZ program. Rehab funds awarded to the city in 2010 by DEED’s Small Cities Development Program have been used to rehabilitate 10 homes, 10 rental units and 11 businesses. PROGRESS IN PERHAM continued on 8a

City leaders are continuing to narrow down their options for a new bus garage and public works facility site, and some differences in opinion have become apparent. While the Perham planning commission is favoring a possible location referred to as ‘East Park’ (near Third Street NE and the Industrial Park), at least one city councilor and a resident who lives near the proposed site have expressed concerns. The sites were discussed at a meeting of the city council and department heads at City Hall last Wednesday. The planning commission had been looking into three possible locations: East Park, a currently unused portion of Arvig Park, and an area near the wastewater treatment ponds. Fred Lehmkuhl, the planning commission representative on the council, said commissioners have basically ruled out the wastewater pond area as an option.

KLN Family Brands is partnering with a national education program to bring more than 60 interns from abroad to work and learn at Barrel O’Fun. Since 1985, Communicating for Agriculture Education has (CAEP) Programs arranged for 20,000 interns from 50 different countries to travel to the U.S., where they gain professional experience in agricultural areas such as agribusiness, dairy farming, horsemanship, greenhouses and turf management. This will be the first time a KLN property has been involved in the program. Interns will be coming to Perham as soon as mid-April. They will have 10-month visas that allow them to stay and work in an agricultural setting. “It’s all linked to agriculture,” said KLN recruiter Fred Sailer. “We’re so driven by agricultural products – corn, potatoes and all that stuff – that we qualify (for the program).” The interns have a variety of previous work experience, and have gone through a rigorous approval process. Perham has been awarded a Safe Routes to School grant to create a safer, healthier environment for children traveling to and from school. The federal grant award, announced Monday by the Minnesota Department of Transportation, will fund improvements to the environment and infrastructure around Perham schools. Perham-Dent Superintendent Mitch Anderson said the grant award is good news for the school district. Planned improvements will help relieve traffic congestion, especially in front of Heart of the Lakes Elementary School, and provide kids with safer access to and from the middle and elementary schools. “This is a couple steps in the right direction,” he said of the planned improvements. “These projects will impact that (congestion) greatly.” The improvements will include: -The addition of a curb bump-out (extension of the SAFE ROUTES GRANT continued on 11a

Every day, as many as 10 oil trains a day leave North Dakota and six to eight travel through Minnesota. They pass through places like Perham, a town of 3,000 in the heart of lakes country. The town may be small, but it is bustling with activity. On one side of the railroad tracks are the shops that draw summer tourists. On the other side are industrial buildings that turn out potato chips, candy, dog food and

cheese. Around the clock, semitrailers rumble across the Burlington Northern Santa Fe mainline railroad tracks to and from the factories. Last year, trains hit trucks crossing the tracks three times. It’s not unusual to see trucks try to beat the trains, even on crossings that have warning lights and stop arms, Perham Mayor Tim Meehl said. “The fire chief was telling me he walked out of here and a semi tried to beat the train the other day,” Meehl said. “He made it, but the arms actually hit the side of the trailer as he went through.” Although none of those trains derailed last year, trains have derailed four times in Perham since 1992, ac-

federal officials are also concerned. That’s prompting government agencies and the railroads to consider more efforts to ensure safety, including safer tank cars and more rail inspectors. There’s also a push to improve safety at rail crossings. Trains don’t have to slow down going through Perham or most Minnesota cities and towns. Meehl, a 19year veteran of the volunteer fire department, worries what could happen if an oil train traveling 50 mph hits a loaded truck and derails. From 1992 to 2013, there have been 18 rail crossing accidents. “Well if it happened right out there, this place would probably fry,” he said. “All of our vehicles would be gone. Fire Wardens In most cases a permit is required from a DNR Forestry Officer, your local fire department or area fire warden to burn brush or other vegetative materials. During the winter months, a permit is not needed as long as there are three inches of continuous snow cover. Keep in mind, the DNR Forestry Department issues burning bans in the spring until vegetation is green and moist.

If your local fire department or area fire warden does not issue burning permits, and you live in one of the following (A) townships, please call the DNR Forestry Office in Detroit Lakes at (218) 847-1596.

The DNR Forestry Department may delegate authority for the issuing of burning permits to local fire wardens and to some local fire departments. To obtain a burning permit, contact your city fire department, township clerk, or DNR Forestry Officer.

The History Museum of East Otter Tail County IN THEIR OWN WORDS… A VETERANS MUSEUM The In Their Own Words Veterans Museum opened in Perham in 2006. Several years in the making, the museum features first-hand experiences of area veterans in Europe, Korea, Vietnam and the Middle East and includes exhibits from World War I through the current conflicts in the Middle East. Featuring audio commentaries, re-dramatizations of events leading up to and during the wars of the 20th Century, and interactive identity kiosks, ITOW is believed to be the only museum of its kind. 2014 Otter Tail County Resource Guide

Built originally as an Episcopal church, this historic building now contains displays and exhibits about the people and places of East Otter Tail County. At the History Museum the past comes alive with early motion pictures, photographic essays and interpretive exhibits. The museum is housed in an 1887 historic stone structure and the building itself is worth a look. The museum’s website allows you to search both volumes of the East Otter

Tail History Books, the Register of Births and Deaths in Perham from 1882 to 1900, and an index to the Enterprise Bulletin Newspapers which dates back to 1883. You can also search our collection of Historical Photographs. The History Museum of East Otter Tail County was one of the first to make local historical records available online. A genealogy lab welcomes visiting researchers. The museum has also compiled a record of Finnish language newspapers.

New York Mills Regional Cultural Center The New York Mills Regional Cultural Center is a place to experience bigtime arts and culture in small-town Minnesota. Best known for hosting the “Great American Think-Off,” an annual philosophy debate, the cultural center is much more than that. Each year the center brings to the region a wide variety of artistic culture generally not found in rural Minnesota. The cultural center is a great place to

attend one of many concerts featuring a host of talented musicians. Inside the gallery, visitors can find a wide variety of art exhibits, discussion groups, workshops and art classes throughout the year. The center seats about 125 for concerts and provides excellent acoustics for monthly musical performances, including blues, jazz, folk and classical.
