Dear Stephen and the Selection Committee Thank you for the opportunity to provide this proposal to Columbia Property Trust in consideration of Master Plan services for the 299 West 43rd Street property. This is a magnificent opportunity to reposition one of the most important buildings in New York City; we value the trust that you have placed in our office for this most important civic project and commit our highest level of effort to your team. The following proposal outlines our team (including consultants), experience, approach, anticipated schedule, and fee for the project. The transformation and reuse of existing neighborhoods, campuses, waterfronts, industrial sites, and buildings are an essential part of our commitment to reducing environmental impact. This invigorating workplace is where people become friends and colleagues, communication becomes knowledge, and a job becomes an experience.


Employees that work across Unilever’s brand verticals from brands as diverse as Lipton Tea, Q-Tips, Ben & Jerry’s, and Vaseline now share common space, interact, and collaborate with one another. This was facilitated by our workplace planners and strategists and is the first time in Unilever’s history to consolidate these teams for the purpose of collaboration and innovation.

Meticulously Crafted Midrise ― WHAT IT IS

Undulating terraces offer a cascade of outdoor spaces offering intentional extensions of workplace

Open, flexible work space for creative and collaborative tenants is not always available in Manhattan. But the demand for such space is growing. So when it came to 799 Broadway, located in the vibrant neighborhood of Greenwich Village, Columbia Property Trust challenged us to innovate: Design a nextgeneration office building that will meet the needs of tomorrow’s tech and creative workforce. Our design creates a new paradigm for contemporary, future-forward workplaces in the heart of New York City. For example, ceiling heights reaching 15 feet offer open, airy environments that support a wide range of work functions and styles. And private outdoor terraces ensure tenants have access to greenery, fresh air, and daylight. Unlike the sky-high developments proliferating across Manhattan today, 799 Broadway—at 12 stories high—offers a more intimate, social workplace that meets the needs of a new generation of creatives. 14

A Fitting Exterior Facade Volumetrically disruptive yet materially respectful, the building is appropriately designed with both the TAMI tenant and the historical fabric of the surrounding Greenwich Village neighborhood in mind. A simple palette of white metal panels, clear glass windows and wood soffits echoes the classic iron-cast building across 11th Street, while picking up on the white limestone of the iconic Grace Church across Broadway. These materials are woven together to unify the glass volumes, and help the offering to create an integrated vertical expression. Landscaping on the balconies softens the exterior while reinforcing the connection to nature and the church courtyard.

Mobility and Connection Located off of Broadway, the main lobby offers clear sightlines to a communal green courtyard that is accessible for social and business functions. The courtyard doubles as the outdoor component of the tenant lounge where the bulk of the building’s amenities are housed. These include a fully equipped bar and kitchen prep area, a gym with locker room and showers and ample bike storage. Retail frontage along Broadway further integrates the building into its vibrant surrounding, while on the rooftop, a terrace boasts views of the East River, TriBeCa, One World Trade and the Hudson River.

science space, the Innolabs project at 45-18 Court Square West in Long Island City NY is an indicator of the viability of the Long Island City market and a representation of the commitment to life sciences by both New York City and the state of New York’s. The project is a stitching together of three existing structures with new overbuild, to create a facility that is state of the art to support varying scales and programs for commercial life science start-ups and the burgeoning science community in New York City. The building is designed with central MEP services on the roof served by three vertical distribution cores to enable a flexibility of space allocation and an ability to add, remove, or alter laboratory space with minimal disturbance to other spaces or floors in the building.

Future-proofing Flexibility Utilities such as power, data, and gases are provided on a regular grid on the ceiling and integrated into each movable laboratory bench, so as groups grow and change, reconfigurations can happen with minimal impact and disruption to ongoing operations. And a non-directional lighting layout permits benches to be configured in any orientation without shadowing or impacting light levels on the work surface.

Innolabs 45-18 Court Square West

The building supports a larger community by providing collaborative space in the form of a large interactive lobby convening space and an adjacent multipurpose space that functions as a large lecture space, or two smaller rooms that can be utilized as classroom or boardroom setups, and ultimately can be opened to the convening space for larger lectures or events. To support those events the convening space is also home to a coffee kiosk that serves as the hub of interaction when events are not taking place.

Conceptualized as a fourseason compliment to Boston’s beloved Levanthal Park at Post Office Square.


The Exchange replaces an underperforming and wind-swept park with a place which has the feeling of an outdoors space but that is comfortable throughout the seasons. The sensation of being outside is reinforced by a careful material and furniture palette. The resulting landscape and building are unified in both material and form.

Renowned architect William Sydney Pittman designed the original temple that was home to many businesses and hosted various highprofile events in its once iconic ballroom.

The Temple, renamed after its original architect and now added to the National Register, anchors the southern end of the project on a prominent corner while the addition stretches north to define a new gateway into the community and provide a backdrop for a piece of public art. The project returns the building, once the social center of the local Black community, to the center of social life in the neighborhood. It brings the past into renewed dialogue with the present and asserts that history, memory, culture, and community are vital to the city’s future.

Once San Francisco’s main transportation hub, the Ferry Building has been restored into an energized public market, office and waterfront.


A series of incompatible alterations in the 1950s greatly diminished the building’s historic character. For example, the main passenger concourse was completely filled in with added floors. The adaptation of the building into a retail and office building included restoring this grand space to create a dramatic, naturally lit public market hall that runs the 660-foot length of the building.

Planning and Strategies Principal It was an image of Frank Lloyd Wright’s Fallingwater that piqued Paul’s interest in architecture in the 7th grade, but it was during an 8th grade trip to LA’s Century City that he became fascinated with the layers of complexity within systems–where the cars parked, how the food was delivered, and the ways people used the space. Design was interesting, but the factors driving the design were what really captured, and held, Paul’s attention. Paul brings his natural curiosity, big-picture thinking, and a passion for encouraging the diverse ways people work, collaborate, and play to his role in planning and strategies. His ability to envision and communicate the workplace of the future—united with a specific organization’s internal culture, mission, vision, and values— has driven the development of many of the firm’s most forward-thinking office projects. Master Plan Schedule The art of great design is to meet Columbia Property Trust’s need for a state-of-the-art building repositioning within a reasonable schedule and budget that is established from the start of the project. We propose the16 week schedule below knowing that we need to move quickly and make the right decisions for the long term. The 16 week schedule has two major presentations and reviews; a planning charette at the end of our team’s explorations of master plan options and a final presentation of the master plan. We do know, having worked closely with CXP on previous projects, that this will be a highly iterative process and there will be numerous meetings and smaller reviews over the course of the full schedule. Allowances for those meetings are baked into our anticipated effort and resultant fee for the work. Assuming an August 1 start, we see no reason why this effort should not conclude by the end of year holiday break.

Fee Proposal Compensation Compensation to Design Architect for Basic Services, Additional Services, and ReimbursableExpenses is described below. When Design Architect’s compensation is based on hourlyrates, the rates shall be those set forth in Architect’s Standard Hourly Billing Rates.

Fee for Basic Services Compensation for Design Architect’s Basic Services shall be the lump sum of $244,000. This does not include estimated Reimbursable Expenses or Additional Services availableupon request indicated on the pages to follow. We estimate the reimbursable expenses to be $12,000.Summary of hourly rates, reimbursables, additional services, and our sample certificate ofinsurance can be found on the pages that follow.

Fee Proposal

Reimbursables Reimbursables are in addition to the Fee for the Design Architect Basic Services and are transacted by the Architect in the interest of the project. Reimbursable expenses are estimated at approximately 5% of the fee. Items below will be submitted for reimbursement at 1.1 times cost, above and beyond the other agreed upon fees for professional services. •

Reproduction, shipping, handling, and delivery including in-house and process prints utilized as part of design process and/or hard copy deliverables requested by Client. This includes large or small format printing, plotting and photocopying.

Expedited courier or delivery services used when standard mail could delay critical progress.

Transportation, including mileage billed at current IRS allowable rate, tolls, parking, taxi, fares, trains, flights or other travel expenses described below.

Authorized out-of-town travel, including transportation cost, travel time and out-of-town living expenses.

Physical models or advanced digital imagery, computer renderings or videos.

Additional insurance coverage or limits requested by Client in excess of that normally provided by Architect and Architect’s consultants.

Subconsultant fees, if not directly engaged by Client, shall be subconsultants to P&W through Concept, Schematic Design and Design Development phases; Design Architect shall be compensated based on amounts invoiced plus ten percent (10%).

Process Payments •

Progress payments shall be made monthly. Where Architect’s fee is based on a lump sum, progress payments for Basic Services shall be based on the percentage of services provided during the previous month.

Fee Exclusions Services by Client or Others. A partial list of services that may be required for the project and may be provided by the Client’s consultants includes the following: •
