List of Contributors Rita Abrahamsen is an associate professor in the School of International Development and Global Studies and in the Graduate School of Public and International Affairs at the University of Ottawa. She is the author of Security beyond the State: Private Security in International Politics (with Michael C. Williams) and Disciplining Democracy: Development Discourse and Good Governance in Africa. Matt Andrews is an associate professor of public policy at Harvard University’s Kennedy School of Government. He has worked in the area of governance and public sector reform for over 15 years and writes on public sector reform, particularly budgeting and financial management reform, and participatory governance in developing and transitional governments. Brian van Arkadie is a development economist with extensive experience in Africa, Asia and Europe. He has worked as senior advisor and professor of economics in different parts of Europe, America and Asia. He has authored numerous books and articles, including studies on economic accounting and development planning, shocks and national policymaking, the West Bank and Gaza, the Baltic States, Tanzania and Viet Nam. His recent books include Good Governance, Markets and Donors, Globalisation and the East African Economies and Viet Nam: A Transitional Tiger? Anis Chowdhury is a senior economic officer in the United Nations Department of Economic and Social Affairs and professor of economics at the University of Western Sydney. He was founding managing editor of the Journal of the Asia Pacific Economy and has published many books and journal articles, including chapters in edited books. Arthur A. Goldsmith is an associate dean of the College of Management at the University of Massachusetts, Boston. A winner of the Betty Diener award for excellence in teaching, he has also taught at Boston University, Cornell University, the University of Connecticut and Harvard University. A former Fulbright scholar, he is the author of several books and numerous articles in academic and professional journals. Mushtaq H. Khan is a professor of economics at the School of Oriental and African Studies (SOAS), University of London. His work focuses on the economics of poor countries; it includes notable contributions to the field of institutional economics and South Asian development. He has held appointments as consultant for a vast number of international institutions; he also has been a visiting professor at Chulalongkorn and Dhaka Universities. Several of his articles have won prizes such as the Hans Singer Prize and the Frank Cass Prize.
