Les interviews ont été enregistrées en 2012 et ce projet est le fruit de 3 années de réflexion. Le monde bouge : des travaux architecturaux ont depuis vu le jour et les intervenants qui occupaient certains postes lors des interviews, particulièrement avec le changement d’administration de la Ville de New York en 2013, ont également évolué.

The interviews were recorded in 2012 and 3 years of reflexion were necessary to lead to this publishing. World is a movement, some of architectural projects have evolved and participants positions are different, especially with the new De Blasio administration.

Mettre en lumière les références à ACCESSIBILITÉ À TOUS, PERCEPTIONS, TOUCHER, ACTION D’HONORER dans l’histoire culturelle des définitions de PUBLIC, ESPACE et CULTURE permet au lecteur, contemplatif ou intéressé, intrigué ou soucieux, de mieux circuler entre interviews et photographies.

In order to understand this humanistic and empirical project, it is important to go back to the etymology and different understandings of the terms1 used in this subject. By highlighting the references to ACCESSIBILITY FOR ALL, PERCEPTIONS, TOUCH, HONORING in the cultural history of the definitions of PUBLIC, SPACE and CULTURE, the reader, whether contemplative or interested, fascinated or concerned, is given a better understanding of the different interviews and photographs.

PUBLIC : adjectif, du latin « publicus » - « qui concerne le peuple pris dans son ensemble, qui appartient à la collectivité sociale ou politique », - « relève de l’État, est relatif aux collectivités sociales juridiquement définies, qui fait partie du domaine public » - et « commun à tous, accessible, ouvert à tous : auquel tout le monde peut participer » PUBLIC : nom commun - « Les gens, la masse de la population », « l’ensemble des personnes que touchent2 une revue, un spectacle, un média », qui « assistent à un spectacle, une réunion, une manifestation ».

A defined place where the items and people part of a show take place.

From a philosophical perspective, and according to Descartes, space is the ideal environment, characterized by the exteriority of its parts, within which our perceptions lie. Therefore, it is a PERCEPTIVE space, linked to feelings.

The etymological meaning of CULTURE, meaning “ACT OF HONORING” covers above all the intellectual and ideological aspects of a civilization. Culture in the meaning of “CULTIVATE, CULTIVATION OF THE SOIL, OF A HERITAGE” then represent a historical and geographical heritage that we have to honor.

CULTURE : « l’ensemble des activités et des institutions consacrées aux arts, aux spectacles, à la musique dans une société ».

Le sens étymologique de CULTURE, au sens d’« ACTION D’HONORER » est avant tout l’ensemble des aspects intellectuels et idéologiques d’une civilisation. La culture au sens d’ «ACTION DE CULTIVER UNE TERRE, UN PATRIMOINE » est donc un héritage géographique et historique que l’on doit honorer.

B. Polymorphie de l’espace public

Aujourd’hui les enjeux de l’espace public3 sont considérés avec attention par les pouvoirs politiques. Social et culturel, c’est un lieu d’histoire à créer, à repenser, à s’approprier pour être un espace de vie commun.

Il constitue « le concept fondamental d’une théorie de la Démocratie. » écrit le philosophe Jürgen Habermas dans L’Espace Public4 en 1962.

Nowadays, the issues of public space3 are carefully considered by the public authorities. Social and cultural, the public space is a place where history is to be created, rethought and appropriated so that it becomes a common living space for its users. According to philosopher Jürgen Habermas in The Structural Transformation of the Public Sphere4 (1962), the public space is the “fundamental concept of a theory of democracy”.

Il prend différentes formes : il est tout d’abord et simplement la Rue, un terrain d’expérimentation et de création pour les artistes, les urbanistes et les designers urbains. Représenté par un parc, il devient alors nature ou paysage. Il peut être aussi le résultat d’une création urbaine ou d’une réhabilitation architecturale. Et il acquiert une dimension particulière quand il est associé à un musée puisqu’il considère les publics dans un espace dit culturel.

The public space take many different forms. First and foremost it’s the Street, a field of experimentation and creation for artists, urban planners and designers. As a park, it then becomes nature, scenery. It can also be the result of an urban creation or an architectural rehabilitation. And it acquires a particular feature when it is linked to a museum since it considers the people within a cultural space.

Ce descriptif permet de présenter tous les intervenants qui ont été interviewés et qui ont participé à cette réflexion : Lieux publics : l’appropriation culturelle de l’espace à New York.

or interested, gets together. Therefore, the results of the management, regulations, safety, but also of the flows and production of recreational and cultural activities are fundamental in order to give a real MEANING to the public space in our modern cities.

The different forms of the public space, but also the different aspects of the cultural appropriations enlightened in this project will be developed hereunder. The aim of this description is to introduce the interviewees and those who somehow contributed to this reflection : Public spaces, cultural appropriation of space in New York City.

C. Les acteurs culturels à la conquête de l’espace public

La production culturelle a une mission toute particulière dans l’appropriation de l’espace urbain par un quartier ou une ville. La population et les usagers déterminent un lieu, c’est pourquoi l’espace est autant spatial que temporel : l’histoire d’un lieu est déterminée par l’histoire des Hommes. L’évolution d’un lieu dépend donc des mouvements d’une population et de ses flux autour de lui. L’espace public se façonne par les actions des Hommes qui ont décidé de le rendre vivant et de lui donner du sens et un usage communs. La production culturelle contribue de manière déterminante à cette appropriation de l’espace.

Dès 1974, Creative Time5 s’est affirmé en encourageant les artistes à envisager et à investir l’espace public comme un laboratoire artistique qui provoque toujours les limites de ses expressions.

Cultural production has a particular task in the appropriation of the urban space in a district or a city. A place is shaped by the population and by its users, and this is the reason why space is both spatial and temporal ; it is the history of human beings which shapes the history of a place.

Therefore, the development of a place is linked to the movements of a population and the flows around it. Public space is shaped by the actions of people willing to make it lively and willing to give it a meaning and a function that would be shared by everyone. In this way, cultural production largely contributes to space appropriation.

Since 1974, Creative Time5 has encouraged artists to use public space as a laboratory beyond the studio, in a way to push the boundaries of artistic expression.

Les artistes prennent ainsi possession de l’espace public et y expriment leur art : des plasticiens et des sculpteurs, des musiciens, des danseurs, des compagnies de théâtre comme Le Smith Street Stage Company6 jouant à Carroll Park, jusqu’aux artistes « Street art ». L’art interroge la ville, l’espace public, les espaces en mutation, les friches, les lieux d’histoire. Il opère comme un miroir de nos villes contemporaines. Plus encore, les artistes ont un rapport direct et immédiat avec leur public.

Artists take possession of the public space thus, where they can express their art : from visual artists and sculptors, musicians, dancers, theater companies like the Smith Street Stage Company6 performing in Carroll Park, to the “street artists”. Art questions the city, public space, spaces in transition, brownfields, places of history... It reflects our contemporary cities. Beyond this, the artists have an immediate and direct connection with their public. Jonathan Hopkins, executive director of the Smith Street Stage Company, particularly focused on this interaction created between 5 Creative Time presents ambitious public art projects throughout New York City, but also around the world. d’une représentation dans un parc : le facteur réalité entre dans la création qui devient ainsi une performance à chaque fois renouvelée. Les musées honorent, les galeries abreuvent et appellent les collectionneurs et les spéculateurs de l’art, et les artistes célèbrent tous les jours une réflexion sur le monde, qui commence dans « la rue », cet espace commun à tous, et quel meilleur canevas que celui des villes pour créer! Storefront for Art and Architecture7 est à ce titre une galerie d’art atypique qui interpelle avec ses murs amovibles qui ouvrent l’espace intérieur de ses expositions sur le monde extérieur.

On ne compte plus les artistes qui ont pris comme terrain de réflexion les villes et je renvoie sur ce sujet à l’excellent ouvrage Urban Interventions, Personal projects in public spaces co-écrits par Lukas Feiress et Alain Bieber.

actors and their public when they are performing in a park ; the factor reality interfere in the creation, so that it becomes a permanently renewed performance. Museums honor, galleries feed and attract art collectors, while artists are constantly celebrating a reflection on the world, a reflection which emerges in the streets, this space shared by everyone.Quoted just one gallery, Storefront for Art and Architecture7 is an atypical exhibition space which generates dialogue between inside and outside, between exhibitions and the world.

And what a better canvas than the cities when you want to create ! Many artists have used the city as a field of reflection, and for further reading on the subject, I refer to the significant work of Lukas Feiress and Alain Bieber Urban Interventions, Personal projects in public spaces.

Of course, beyond artists, you have cultural operators who organize events in the public space, and whose aim is to serve and honor their art.

It is the case of the photo exhibitions festival Photoville, organized by United Photo Industries8 on the banks of East River in Brooklyn Bridge Park, where hundreds of international photographers are exhibited in shipping containers transformed into temporary exhibition spaces. Laura Roumanos, one of the festival’s founding members, also highlighted in her interview the privileged and unexpected relationship between the photographers and the public’s response and emotions while they are looking at their work.

An other example, Films on the Green9, an itinerant film festival featuring French films in different parks of Manhattan, is coordinated by Nathalie Charles, Film Program Officer of the Cultural Services of the French Embassy. Nathalie Charles underlined the essential coherence between the program and the different places where they occur. Therefore, it is very useful to study the audience and the topography of each park, in order to adapt the right films to one specific atmosphere, and this consultation is made alongside with the NYC Parks and Recreation Department. And finally, the most significant organization in NYC, the Public Art Fund,

Au delà des artistes et pour servir et honorer leur art, il y a évidemment les opérateurs culturels qui organisent des événements dans l’espace public : c’est le cas du festival d’exposition de photographies Photoville organisé par United Photo Industries8 sur les rives de l’East River, dans Brooklyn Bridge Park. Des centaines de photographes internationaux sont présentés dans des containers recyclés pour l’occasion en lieux d’exposition. Laura Roumanos, une des personnalités à l’origine du festival insiste elle aussi, lors de son interview, sur la relation privilégiée et inattendue entre les photographes présents et la réaction et les émotions du public face à leurs œuvres.

La programmation s’adapte à chaque espace, comme le souligne Nathalie Charles : un travail sur le public et la topographie de chaque parc permettent une programmation de films adaptés à une atmosphère, et cette concertation est faite en collaboration avec le 7 Créée en 1982 par Kyong Park, Storefront est un lieu d’exposition qui explore les problèmes fondamentaux liés à l’art et à l’architecture, dans le but de générer une conscience et un intérêt global pour le design contemporain. http://www.storefrontnews.org

created 40 years ago by Doris C. Freedman10. This non-profit organization presents both major artists’ exhibitions and in situ creative projects across the five boroughs of the city. It gives the artists the opportunity to connect with different publics and redefines public art in relation to the constantly evolving characteristics of contemporary art.

Department of Parks and Recreation de New York. L’organisation, enfin, la plus notable à New York, puisqu’elle existe depuis presque 40 ans, a été fondée par Doris C. Freedman10 : Public Art Fund. Cette association présente des expositions d’artistes majeurs et des projets créatifs in situ dans les cinq boroughs de New York. L’association permet aux artistes d’être en relation avec différents publics et elle redéfinit l’art public en relation avec les caractéristiques mouvantes de l’art contemporain.

D. Espace géographique et historique à New York : L’architecture et l’urbanisme comme lien d’histoire et de culture dans l’espace public.

Because of its proximity to the ocean, the city of New York is like an island, at the meeting point of the Hudson River and the Atlantic Ocean.

The East River separates Manhattan from Long Island, which includes the boroughs of Queens and Brooklyn. The Bronx is the northernmost borough and is situated on the mainland, and Staten Island lies in the southwest part of the city. There are many green spaces in NYC, such as Central Park in Manhattan and Prospect Park in Brooklyn. The city has a multitude of parks, community gardens, arteries, wastelands, seafronts...

As many areas and districts experimenting constant transformations, in the middle of an unremitting and intense traffic. The city of New York also has a long, sore, and breathtaking History faced with important flows of population, very well presented in the 17 hours-long archive documentary New York : A Documentary Film11 by Ric Burns.

Ouverte sur l’océan, la ville de New York a une configuration insulaire, lovée entre l’Hudson River et l’Océan Atlantique, l’East Side River sépare l’île de Manhattan de Long Island, où se situent les boroughs de Brooklyn et du Queens. Le Bronx, au nord, se trouve sur le continent (au sud d’une presqu’île) et Staten Island est l’île la plus au sud de la ville.

New York compte un grand nombre d’espaces verts que symbolisent les grands parcs de Central Park à Manhattan et celui de Prospect Park à Brooklyn. Elle dissimule une multitude de squares, de jardins communautaires, en plus d’artères, de terrains vagues, de fronts de mer, autant de surfaces et de quartiers en perpétuelle mutation, au milieu d’un trafic dense et incessant. La création des autoroutes et la diaspora des minorités dans les autres boroughs, la décentralisation des industries portuaires dans le New Jersey et la suppression des manufactures, ont engendré une crise identitaire, économique et culturelle sans précédent. Mais des hommes et des femmes comme Jane Jacobs ont rappelé aux politiques et aussi aux spéculateurs immobiliers qu’une ville vibre par sa population, et que sous prétexte de modernisme et de progrès, on ne peut détruire l’histoire, la vie de milliers de personnes. Jane Jacobs13 écrit en 1961 l’ouvrage qui va bouleverser les fondements de l’urbanisme et de l’architecture dans les grandes cités américaines : The Death and Life of American Great Cities.

Son regard quotidien compare même la rue et son activité à une danse incessante : « La partie de Hudson Street où je vis est chaque jour le théâtre d’un complexe ballet de rue14 ». Elle est considérée comme la première « humaniste méthodologique » par Giovanni Fusco15.

The construction of highways, along with the diaspora of minorities to other boroughs, the decentralization of the shipping industries to New Jersey and the removal of factories to places outside New York have lead to an unprecedented economic, cultural and identity crisis. Men and women like Jane Jacobs had to remind the politics, but also the real estate speculators, that a city only lives thanks to its population and that the history and life of thousands of people cannot be destroyed under the pretext of progress and modernism. In 1961, Jane Jacobs13 wrote the book that disrupted the principles of urban planning and architecture in great American cities : The Death and Life of American Great Cities.

Her everyday sight compares the very street and its activity as a constant dance: “ The stretch of Hudson Street where I live is each day the scene of an intricate sidewalk ballet 14”. She is considered as the first “methodological humanist” by Giovanni Fusco15.

These days in New York City, urban planning intends to be a patriotic testimony, an environmental and social network, trying to heal, sometimes with humor but mostly with cleverness, the wounds of a city’s History, a population, a country. The terrorist attack on the World Trade Center in 2001 remains a big wound in every New Yorker’s mind, but was turned into a necessary catharsis. A new unifying, rallying and impelling strength has emerged in the streets of the city, a serenity, a cathartic passion where emotional weakness has become a weapon. Through exuberant projects and a real reflection on the City of tomorrow, architects are making use of the mistakes of the past, historical wounds, wastelands and ruins in reorganizing the space, reminding everyone of its history and relationship to its environment, of its belonging to a place of history and civilizations.

Governors Island. Située au sud de Manhattan, l’île fut jusqu’en 1996 une base de l’Armée américaine et des gardes côtes. En 2003, la ville de New York la rachète pour 1 dollar symbolique au gouvernement fédéral et crée la Trust for Governors Island16. Cette association s’évertue depuis à transformer l’île en un vaste parc public dont les missions s’articulent entre éducation et culture. Sa spécificité réside dans le fait que son histoire et sa fonction, essentiellement gouvernementales, n’appartiennent à personne. Comme la présidente de Trust for Governors Island, Leslie Koch, le précise dans son témoignage, Governors Island peut donc être appropriée par tous. Les programmes peuvent ainsi être d’une grande diversité puisqu’ils s’adressent à tous les new-yorkais et particulièrement aux enfants.

Governors Island. Located in the southern part of Manhattan, this island has been a United States Army and Coast Guard post until 1996. In 2003, the City of New York bought it from the federal government for a symbolic dollar and created the Trust for Governors Island16. Since then, the organization strives to transform the island into a vast public park and to provide education and cultural facilities. Its specificity lies in the fact that its history and function, mainly governmental, don’t belong to anyone.

As pointed out by the president of the Trust for Governors Island in her interview, Leslie Koch, the island can therefore belong to anyone. The programs that are developed benefit from a wide diversity as they are directed to all New Yorkers, especially to the children.

Architectural and landscape reclamation leads to a modification in the uses of a geographical and historical place and of the feeling of belonging related to it. In order to manage a successful renovation, it is essential not to leave behind the culture and the history of the place, as it determines its economical, social and cultural use. This way, the place become more attractive and makes more sense to the user.

The interview of Rick Bell17, architect and executive director of the American Institute of Architects in New York City, resulted in a long talk in which he gives his opinion on several architectural and landscape renovations, new projects and the current issues they must face. He also questions himself about the issues of urban planning, taking the example of the traffic ban in parts of Times Square since 2009 with the goal to create a pedestrian green space equipped with chairs, tables and plants : The Green Light for Midtown Project, administered by the NYC Department of Transportation18.

Jan Gehl, a Danish architect and urban designer, was hired in 2007 by the City of New York to rethink the design of such public spaces. In an interview given to the Canadian newspaper Le Devoir, he stated “The Big Bang, even if I shouldn’t name it this way, started in 2007. Since then,

changes are operating very quickly. In barely three years, New York City has developed 400 kilometers of cycle tracks, banned cars from parts of Broadway and created new green spaces, not exclusively in Manhattan.

The city is experimenting deep and quick transformations, benefiting to everyone. A study showed a 71% increase in sales in businesses located in pedestrianized areas of Broadway.” As a critic of the functionalist approach in urban planning, Jan Gehl’s researches focus on the sensory perception of people and the interactions created by an environment. The more the environment is favorable to create interactions between people, the more they are attracted and inclined to patronize the place. Jan Gehl also referred to the works of Jane Jacobs and Kevin Lynch19 : “I am interested in urban mobility, down to the details. How do people walk on a sidewalk, in front of a building or in a neighborhood ? I believe that a good architecture isn’t about forms, but indeed about the interaction between form and life, which is much more difficult and demanding.”

Comment se déplace-t-on sur un trottoir, devant un immeuble, dans un quartier? Pour moi, la bonne architecture ne dépend pas des formes, mais bien de l’interaction entre la forme et la vie, ce qui est bien plus difficile et exigeant.»

Thus, the work of architects, urban planners and public authorities, is to build a territory project that is coherent with the urban and human environment. The nonprofit organization Projects for Public Spaces in NYC (PPS20) does a remarkable job by helping different actors (whether they are users, designers or public authorities) to create coherent public spaces. In fact, a public space can only be appropriated after a previous consultation with the community members and its users.

Ainsi, le travail des architectes, des urbanistes, des pouvoirs publics est d’arriver à définir un projet sur un territoire en harmonie avec son environnement urbain et humain. Le travail remarquable que mène Projects for Public Spaces20 (PPS) à New York, une association à but non lucratif, est d’accompagner les acteurs (usagers, concepteurs, pouvoirs publics) dans la réalisation d’espaces publics adaptés : un espace public ne peut être approprié qu’à partir d’une concertation avec la communauté et les usagers.

(...)Les villes ont toujours été des croisements culturels, et aujourd’hui, les zones urbaines jouent un rôle moteur pour le développement et la mondialisation .»

The High Line was inaugurated in 2009, and the third and final phase opened to the public on September 21, 2014.

It also seems important to remind, as a memorandum, what former secretary-general of the United Nations Kofi Annan said during the Istanbul Conference in 1996 : “The world had entered an urban millennium, and the international community must rise to its many challenges. (…) Cities had always been crossroads of culture, and today urban areas were the driving forces of development and globalization.”

E. The role of parks in public space appropriation by the local community:

relles seraient abolies. Quelques décennies plus tard, le Metropolitan Museum of Art ouvrait ses portes sur le côté est du parc. A cette même période les architectes construisaient Prospect Park. Comme pour Central Park avec la construction du MET, le Brooklyn Museum fut créé peu de temps après Prospect Park.

Rappelons également qu’en 1856 fut érigée la première sculpture dans un parc New Yorkais : un hommage à Washington réalisée par Henry Kirke Brown, à Union Square. Un siècle avant que la Ville de New York organise la première exposition d’art public25, Sculpture in Environment, les citoyens et la communauté financèrent les prémisses de ce vaste musée extérieur représentant l’évolution de l’art moderne.

Culture et nature permettaient déjà dans les mentalités de l’époque de catalyser une population multiculturelle.

C’est ce que souligne également Marshall Berman quand il évoque la sculpture de Richard Serra WTU26, érigée en 1980 à Canal Street : « (la sculpture) génère un dialogue entre nature et culture, entre le passé de la ville et son présent_ ainsi que son futur, (...) entre l’artiste et son public, entre nous et l’environnement urbain qui relie nos parcours de vies27» D’autre part, la préoccupation majeure des acteurs locaux, particulièrement pour les conservatoires et les fondations des parcs, est de rendre un endroit sécurisé et rassurant, où les gens se sentent suffisamment bien, pour pouvoir s’approprier le lieu.

er, the Metropolitan Museum of Art (MET) opened on the eastern edge of Central Park, as architects were working on the construction of Prospect Park. Just like it happened for Central Park and the construction of the MET a few years later, the Brooklyn Museum was built very close to Prospect Park.

Bearing in mind that, in 1856, the first sculpture in a municipal park in New York gathered thousands in Union Square: George Washington equestrian statue by Henry Kirke Brown. One century before the first public art exhibition organized by the City of New York, Sculpture in Environment25 The sculpture had been sponsored by citizen contributions, and it was the beginning of a vast civic outdoor museum that would reflect the modern art evolution in ensuing decades.

Yet, at that time, combining culture and nature was, in people’s mind, an opportunity to bring in a multicultural population.

This statement is also highlighted by Marshall Berman, when he wrote about Richard Serra’s WTU26 sculpture, erected in 1980 at Canal Street: “it generates a dialogue between culture and nature, between the city’s past and present_ and its future, (...)between the artist and his audience, between all of us and the urban environment that ties our lifelines together.”27 Moreover, the main concern for local actors and especially for park foundations and conservancies is to guarantee a safe and comfortable environment where people feel good enough to appropriate the place.

Emmanuel Germond, directeur artistique pluridisciplinaire et journaliste français résidant à New York, crée, depuis quelques années, plusieurs OVNI qui ont en commun de sortir du cadre habituel de l’art pour toucher plus intimement le public. Il développe actuellement l’EDP28. Son interview se penche sur les raisons du « miracle des espaces publics » à New York. Au-delà de motifs structurels ou fonctionnels, il met l’accent sur les aspects psychologiques et invisibles qui sont pour lui la clef de ce miracle. Il nous rappelle par exemple cette maxime que l’on peut lire sur les voitures de policiers à New York : Respect, professionnalisme, courtoisie .

Germond, a multidisciplinary artistic director and French journalist living in New York, has been developing for some years now atypical projects leaving behind the usual going-to-look-at-art framework in order to get closer to the public. He is actually working on the EPD project28. In his interview, Emmanuel Germond discussed the remarkable example of public spaces in NYC. He believes that beyond any structural and functional reasons, the most influential aspects in this case were psychological and imperceptible factors. He also reminded us of the slogan painted on NYPD vehicles : Courtesy, Professionalism, Respect ; the foundations of collective life : the respect of the rules, repression in case of non-respect of the rules, and courtesy in their enforcement.

On en vient à un des fondements de la vie collective : le respect des règles, la répression du non respect de ces règles et la courtoisie pour les faire appliquer.

C’est ce que l’on trouve formulé de manière explicite dans Fixing Broken Windows29 : le respect des règles et la sécurité contribuent à rendre un espace public un lieu de bien-être et de respect de tous. Cette réflexion est à la base d’une prise de conscience dans les années 90 à New York pour redonner du sens à la rue, à l’espace de tous et Jérôme Barth, vice-président du Business Affairs30 de Bryant Park Corp jusqu’en juillet 2014, en témoigne lors de son interview, de manière très documentée en expliquant la longue transformation de Bryant Park en lieu de vie social. Le fait de faire tomber les barrières socio-culturelles et de permettre à tous, femmes, communautés minoritaires, de se sentir dans la ville comme chez eux est certes l’aboutissement d’un investissement à long terme mais qui rend possible l’expression de la Culture dans les parcs et dans la rue, avec la certitude d’ouvrir définitivement l’espace public et la culture à tous.

And this is what the Fixing Broken Windows29 theory is about : for people to feel good and respect each other in public spaces, it is fundamental to guarantee the respect of the rules and safety. Back in the 90’s, in NYC, this reflection made people realize the importance of redefining the meaning of the street as a collective space. Jerome Barth, vice-president of Business Affairs30 at Bryant Park Corporation, in position until July 2014, discussed this point in detail, describing the long transformation of Bryant Park into a social place where people like to go. It was a long-term endeavor to be able to leave behind the socio-cultural barriers and create a place where people, women, ethnic minorities, feel good, and safe, but it was necessary in order to finally make public space and culture accessible to all.

The programming of events in parks of New York City all through the year is a sign of this cultural awareness. Since 40 years31, The Public Art Program of NYC Department of Parks and Recreation opens its parks to artists, to festivals and any other collaborating cultural organizations. Il n’a de cesse de renforcer les communautés autour des parcs en encourageant les citoyens comme les acteurs culturels à s’investir. C’est le cas de cette collaboration récente avec City Parks Foundation32 qui organise depuis 1989 un festival pluridisciplinaire gratuit dans Central Park dédié à toutes les communautés : Summerstage.

L’espace public reflète autant l’expression de soi que l’appartenance à une communauté, à quelque chose qui nous rend vivants. L’émotion, en cela, est fondamentale. Nous cherchons tous un espace dans lequel nos émotions, ce que nous sommes, notre essence et notre existence, prendront un sens. On ne peut donc pas décemment construire un parc, envisager un espace public, sans cette concertation avec le riverain, avec celui qui habite autour de cet espace de vie commun.

C’est ce que Le Corbusier souligne de manière éloquente et récurrente : «Le soleil, l’espace et les arbres sont matériaux fondamentaux de l’urbanisme, le détenteur des « joies essentielles ». En les considérant alors, j’ai espéré rendre à l’homme urbain un nouveau cœur, celui de son cadre naturel et de des émotions fondamentales ».34

Public space reflects self-expression, as much as it reflects a community feeling, something that makes people feel alive. This is how emotion is fundamental. Everyone is looking for a place in which one’s emotions, one’s self, one’s essence and existence would make sense. And this is the reason why it seems inconceivable to build a park, to consider a public space, without any previous dialogue with the residents, with the people who are actually living around this common living space.

Le Corbusier emphasizes this idea in an eloquent and recurrent way: “ Sun, space and trees are the fundamental materials of city planning, the bearers of “essential joys”. Considering them thus, I wished to restore urban man to the new heart of his natural settings, to his fundamental emotions.”34

The other aspect when talking about the feeling of belonging to a common living space is people’s involvement, whether it is voluntary or monetary.

People, individually, get involved in their neighborhood, in their park or in their street because they are aware of how influential this public space can be regarding their living environment, their leisure activities, their children’s education, but also, when looking at the economical aspect, their real estate properties. Ashley Hughes, Program Manager at the Madison Square Park Conservancy, particularly insisted on this essential point of community involvement, local or economical, in the management of a park.

Autre aspect indissociable de l’appartenance à son espace de vie commun, l’investissement humain, qu’il soit bénévole ou pécuniaire. Les personnes, individuellement, s’impliquent dans leur quartier, dans leur parc et dans leur rue car elles ont conscience de la valeur que leur espace public peut donner à leur cadre de vie, à leurs propres loisirs tout comme à l’éducation de leurs enfants, mais aussi, d’un point de vue économique, à leur biens immobiliers. Le témoignage d’Ashley Hughes, Program Manager du Madison Square Park Conservancy rend particulièrement compte de cette dimension importante de l’investissement communautaire, qu’il soit riverain ou économique pour faire fonctionner un parc.

L’État et même la Ville ne sont pratiquement pas investis dans le financement des activités dans ces espaces. Grâce au Department of Parks and Recreation de New York, comme l’explique Zhen Heinemann36, directrice de la programmation publique du Department à Riverside Park, une aide logistique essentielle est apportée et le personnel est formé pour être impliqué dans la communauté dans laquelle il s’inscrit. Le personnel est acteur et spectateur du lieu pour lequel il travaille. En interne, les conseils d’administration œuvrent pour impliquer les agents via des stages, des journées consacrées à la connaissance du lieu et des liens qu’ils peuvent établir. Le sens communautaire est une des bases des relations de travail. On travaille pour une équipe et chacun a sa particularité à apporter, a son importance, pour réussir des objectifs qui deviennent alors communs à tous...

Neither the State nor the City are really investing money into such activities in the public space. Zhen Heinemann36, Director of Public Programming at NYC Department of Parks and Recreation in Riverside Park explained it: thanks to the support of the Parks Department, they benefit from a major logistical help and the personnel is trained to be involved in the related community. Within their working place, the personnel is at the same time an actor and a witness. Internally, the Board of Directors organizes work sessions to help its agents to get a better knowledge of the place and of the possible relationships they can establish with people.

Sense of community is fundamental within work relationships. It’s teamwork, and each member brings something special, each member counts, to finally reach common goals...

Nevertheless, it would be absurd to ignore public administration work in NYC to enhance public space. If service is the first mission, different departments are distinguishable thanks to their cultural involvement in public space. 1 Percent for Art, managed by the Department of Cultural Affairs, is in charge of several public art projects around the city. Moreover, MTA Arts & Design37 has created since 1985 an innovating public art program: diverse and beautiful underground art museum which creates meaningful connections among sites, neighborhoods, and people.

d’un nombre incroyable de projets d’art public dans la ville. Plus encore le MTA Arts & Design37 a créé depuis 1985 un programme d’art public innovant : un véritable musée souterrain d’art contemporain qui traverse toute la ville et ses alentours.

La critique Roberta Smith écrit d’ailleurs « Aimant le métro, l’art et la démocratie, je voudrais que les trois collaborent de manière brillante. Ça n’arrive pas souvent, mais ça arrive. Toutes les œuvres d’art contemporaines du métro aujourd’hui ne traverseront certainement pas les époques, mais les quelques unes qui sont exceptionnelles vont faire partie de ce musée vivant, une création en perpétuel mouvement, qui malgré ses imperfections, est plus proche de la perfection que l’inverse »38. Plus de 250 projets ont été réalisés depuis, sans compter les œuvres du début du XXième siècle dans les toutes premières rames du IRT39. A l’heure de l’inauguration du Fulton Center, MTA Arts & Design sort un ouvrage qui parcourt les longs couloirs de métro et les espaces dédiés à l’art : New York’s Underground Art Museum40.

Le Fulton Center41 est le fruit d’une collaboration unique : un travail qui réunit à la fois artiste, architecte et ingénieur dans l’élaboration du Sky Reflector-net, dont la structure permet de plier le ciel et la lumière naturelle à l’intérieur de ce carrefour souterrain, transfert direct de 11 stations du réseau... L’émotion artistique est donc aussi importante dans la conception que l’architecture elle-même pour ce nouveau lieu public.

More than 250 projects were realized until now, without counting the IRT39 first embellishments from the beginning of the century. While the Fulton Center is at last opened, MTA Arts&Center just edited an artwork along these subway corridors and its art’s spaces: New York’s Underground Art Museum40.

The Fulton Center41 is the finding of a synergistic collaboration between architect, engineer and artist to realize Sky Reflector-net. The structure is able to fold the sky and is taken of energy-efficient sunlight. This public space is a transfer of 11 lines with complex interconnections... The artistic emotion is as important as the architectural conception, following the “daily and seasonal rhythms of the sky”.

Since Kant claimed his idea of the autonomy of art in the aesthetics of Beauty theory43, expression at the same time of something subjective yet universally communicable, art entered modernism and was more exposed, in the public space but also in national institutions such as museums.

At the end of the 19th century, when avant-garde created a rupture with the institution of art, museums experimented a significant crisis with a need to go from the “bourgeois” dominant Culture to Modernism. From then on, the “art and its exhibition” subject became a major concern for museums. The museum is at the same time a mental and a physical space, making the exhibition more and more reliant on its architecture ; the artwork being then the exhibition itself, a space for creation.

The thoughts of Marcel Duchamp “It is the viewers who make the pictures” and Yves Klein with The specialization of sensibility in the raw material state into stabilized pictorial sensibility, hosted in 1957 at the Iris Clert Gallery44, questioned the role of the viewer without whom the artwork wouldn’t exist45. Because of the constant emergence of new forms of art, the Duchampian mission of museums is reinforced, and new jobs are created beyond the simple work of conservation. Assuming a dual policy of conservation and experimentation46, The Museum of Modern

Dès lors, le topos « l’art et son exposition » devient une des problématiques majeures de l’espace muséal. Le musée devient à la fois un espace mental et physique et l’exposition dépend de plus en plus de l’architecture. L’œuvre est alors considérée comme étant l’exposition elle-même, c’est-à-dire un espace de création.

In 1959, the Guggenheim Museum is inaugurated, just after the death of its architect Frank Lloyd Wright. The creation of the Guggenheim, first known as the Museum of Non-Objective Painting, was a turning point in museum’s adaptation to the many and diversified forms of art.

En 1959 est inauguré le Guggenheim Museum, après le décès de l’architecte Frank Lloyd Wright, qui incarne un tournant dans l’adaptation du musée à un art aux formes multiples (la peinture non objective).

The PS1, first Contemporary Art Center in the United States, and affiliated since 2000 with the MoMA, offers a specific and unique environment to discover artworks, including an outdoor gallery. Formerly a primary school (Public School number 1), PS1 became Project Studios One, an art center renovated by the Institute for Art and Urban Resources (IAUR).

From 1971, the IAUR was devoted to the rehabilitation of unused or overlooked spaces in NYC into art studios and exhibition spaces47. In 1976 PS1 opened its first major exhibition Rooms, an invitation for artists to transform the building’s unique spaces into site-specific art. It was the first time in New York City that young artists, under the age of majority, were given such a big space for creation48. The Young Architects Program (YAP) is an annual contest that gives young architects the opportunity to build site-specific projects within the PS1’s courtyard49.

Le PS1, premier Centre d’Art Contemporain des États-Unis, qui dépend depuis 2000 du MoMA, propose une circulation tout à la fois spécifique et originale entre espace intérieur et espace extérieur. Originellement une école primaire (Public School Number 1) du Queens, PS1 devient Project Studios One, un centre d’art réhabilité par l’organisation Institute for Art and Urban Resources. Dès 1971, la mission de IAUR est de revaloriser les bâtiments abandonnés de New York en ateliers d’artistes et lieux d’expositions47. En 1976, PS1 ouvre ses portes avec la création de la première grande exposition invitant les artistes à transformer les espaces incroyables du bâtiment en art propre au site « site-specific art » : Rooms. C’est la première fois à New York que des jeunes artistes non majeurs ont un espace de création aussi grand à investir et qui leur est consacré48. Le Young Architects Program (YAP) est une compétition annuelle d’architecture qui concerne le site et spécifiquement la cour de PS149. En aménageant une cour pour la création artistique, l’espace extérieur est interrogé par les architectes. Comme le rappelle Rick Bell, qui a participé au projet initial, l’espace extérieur transfère alors au public une réflexion sur le lieu, le design et l’architecture.

The Brooklyn Museum, inaugurated in 1897, was designed to be the largest art museum in the world. Largely devoted to American art, the museum has faced criticism in the last few years regarding its missions.

sée du monde. Essentiellement consacré à l’art américain, il fait l’objet de critiques ces dernières années, quant à ses missions. Le directeur Arnold Lehman a décidé de focaliser l’énergie sur une culture accessible à tous, vulgarisée et parfois populaire comme la culture Hip-Hop. Conscient de la communauté alentour (essentiellement afro-américaine), le musée développe une politique des publics très particulière, que l’on retrouve dans des musées plus spécifiques, à vocation communautaire, comme le Bronx Museum of the Arts50. En 2007, le Brooklyn Museum crée Elizabeth A. Sackler Center for Feminist Art et propose une lecture et un dialogue de l’histoire du mouvement culturel « Feminist Art »51 au sujet de sa contribution artistique au XXième siècle.

Cet aspect moderne est développé de manière surprenante et presque prophétique par Le Corbusier en 1937 dans Quand les Cathédrales étaient blanches : s’il s’amuse de l’aspect extérieur, trop « pompeuse » et « académique », il est ébloui par l’intérieur : « Surprise! Le lieu est vivant : un vaste espace blanc dans lequel la circulation est imaginée autour de vitrines savamment disposées. (…) Une conscience moderne qui trouve ici une vigueur éternelle. Et toi aussi, Musée, à travers l’esprit jeune qui t’anime, tu as su nettoyer la suie noire de ton histoire et nous nous sentons chez nous. »52.

Its director, Arnold Lehman, decided to work on the accessibility and popularize the museum, like he did for example with an exhibition on the HipHop culture. Aware of its surrounding community (mostly Afro-American) developed a particular cultural policy, also developed in other specific museums, with a commitment to itsounding communities, such as the Bronx Museum of the Arts50.

In 2007, the Brooklyn Museum inaugurated its Elizabeth A. Sackler Center for Feminist Art and offered a review of the history of the “Feminist Art”51 movement and its artistic contributions to the twentieth century.

In a surprising way_ almost prophetic_, this modern aspect is developed

by Le Corbusier in 1937 in When Cathedrals were white: if he laughs at its “pompous facade”, he is amazed by the interior: “ Surprise! The surroundings are alive: a vast white space in which circulation is arranged by rationality disposed showcases. (…) How much modern consciousness finds here an eternal vigor. And you also, Museum, through the youthful spirit which animates you the page of black soot has been turned and we are at home”.52 It is essential that museums, regarding their accessibility policy, take action in favor of popularization53 and culture appropriation. Emmanuel Germond highlighted the privileged relationship between the artists and their public (often exclusively addressed to the dominant bourgeoisie). He also insisted on the remarkable efforts of the Brooklyn Museum towards a better accessibility, taking the example of its Target First Saturdays event, where a link is created between outdoor events and a museum’s program in order to raise cultural interest among the public.

Public space is a large topic, and many publications, studies and seminars 54have been devoted to it. It is always a concern, whether it is about its various uses in different countries, its policies, or about the diverse financing mechanisms available... As many works on the subject of artistic interventions in public space, about which this presentation is making some brief references along with a quite exhaustive bibliography.

L’espace public est un vaste sujet auquel ont été consacrés de nombreux ouvrages, différentes études, plusieurs colloques54 : il est toujours d’actualité que ce soit à travers les usages relatifs à un pays, les politiques engagées ou encore les multiples formes de financements qui le façonnent.

D’autres ouvrages se penchent sur les interventions artistiques dans ce même espace public. La présentation de ce travail y fait de brèves références tout en proposant une bibliographie à peu près exhaustive.

This project is the result of an empirical and emotional experience. It does not intend to be academic or theoretical ; I believe this approach would have been too dogmatic. Unfortunately, this would have been the only way for my work to be published in France. Of course there is an underlying scientific approach resulting from the perfect description I got from the persons I came to meet during my exploration of New York City, on the topic of public space management for example, or regarding the many powerful creative energies working on innovative cultural projects. These interviews of people committed to art and public space are the proof of the necessary awareness when it comes to the understanding of a culture, of Culture and its connection to the public space, to the people55.

I pay a tribute to Marshall Berman56 who knew how to explore the Modernity, a worthy successor of Baudelaire57, through an exploration of streets and public spaces: “ I’m writing more about the environments and public spaces that are available to modern people, and the ones that they create, and the ways they act and interact in these spaces in the attempt to make themselves

The intention of this project is not to draw up arbitrary and negative comparisons, to denunciate or valorize one system over the other on subjects that are too easy to stigmatize, but to show, through my experience and the conversations I had with several cultural actors, the significant activism and cultural actions in the city of New York.

Because also, as Berman wrote: “Twenty century critics of modernity almost entirely lack this empathy, with, and faith in, their fellow modern men and women”59.

It’s deeper than that. Based on the great democracies’ republican values, and through the sociocultural depths of the city of New York, has developed a History of societal transformations that enable a different appreciation of the actions and cultural creations in the public space. A good apprehension of one place’s environment and the identified issues of one City that gathers so many different communities strengthen the idea that a common desire, emanating from both the cultural actors and the population, can provide the City with rich and multidisciplinary public spaces. “ The air might be less pure, but the atmosphere would be a lot more nourishing; we would find, in Gertrude Stein’s phrase, a lot more there there. Who knows—it’s impossible to know in advance—we might even find some masterpieces or revolutions in the making”60.

Bien loin d’oppositions arbitraires et négatives qu’il est trop facile de stigmatiser, la vocation de ce projet est bien plus un témoignage vivant, à plusieurs voix, rendant compte de l’activité et de l’activisme culturels à New York, plutôt qu’une dénonciation ou une valorisation d’un système par rapport à un autre. Parce que, comme le souligne encore Berman : « 20 siècles de critiques sur la modernité ont pratiquement occulté cette empathie pour, et la foi avec, leurs concitoyens modernes, hommes et femmes.»59 Les enjeux se trouvent aussi ailleurs. Dans les profondeurs des strates socioculturelles de New York, s’est développée, à partir des valeurs républicaines propres aux grandes démocraties, une Histoire de métamorphoses sociétales qui a engendré une appréhension différente des actions et des créations culturelles dans l’espace public. La conscience environnementale propre à un lieu et les enjeux d’une Cité qui accueille des communautés contrastées confortent aujourd’hui, et pour l’avenir, l’idée qu’une volonté globale de tous les acteurs culturels ainsi que de la population peut donner à la Ville des espaces publics riches et pluridisciplinaires.

«L’air pourrait bien être moins pur, mais l’atmosphère pourrait être bien plus enrichissante ; on pourrait trouver, comme dans la phrase de Gestrude Stein, plus encore ailleurs ailleurs. The project is currently in progress, and attracts private sponsors as well as public money thanks to its architectural and environmental innovation combining advanced technology and green space.

Therefore, the public space has no limits in its meaning or in the forms it takes as long as it provides a space for creation and for emotions, and a link between the people within the City.

Il y a trois ans naissait le projet de la Low Line61, d’abord nommé le Delancey Underground, un espace public sous-terrain à l’endroit où se trouvait le terminal du trolley de Williamsburg Bridge, sous Delancey Street dans Lower East Side, Manhattan. Le site a ouvert en 1908 pour les passagers du trolley, mais depuis que le trolley a arrêté de circuler en 1948, l’endroit est déserté. Le projet prend forme aujourd’hui et attire autant les partenaires privés que les pouvoirs publics grâce à une innovation architecturale et environnementale conviant technologie de pointe avec espace vert.

New York incarne un juste “équilibre entre paysage, art et architecture”, comme le définit parfaitement Robert Hammond63.

This neologism is what initiated the project: Public spaces, cultural appropriation of space in New York City, through writing and photography.

L’espace public, approprié et transfiguré, est le lieu d’interactivités humaines, qui se matérialisent entre autres par une ouverture de l’art au citoyen. L’homme ne cherche plus l’Art, il le trouve. L’artiste lui-même jouit de ce lieu d’exposition, s’avère aussi un lieu de monstration. Le Transpographe témoigne de ces appropriations de l’espace public par des discussions avec les porteurs de projet qui les rendent à la fois culturels ET vivants. En s’interrogeant sur leurs créations, sur leurs enjeux et sur leurs conséquences, le Transpographe met en exergue l’organisation, les financements et les réseaux pertinents et intelligents qui font que la

Genesis of the project

culture est une évidence d’appropriation de l’espace urbain par et pour une population, mixte, communautaire et sensible...

I found wandering through the streets of New York City to be revitalizing, it has been a real source of inspiration. In this stateless city-state, public space, as a place of artistic and poetic expression, is constantly reappropriated. Attached to the symbols of the city and to its vibe, I wanted to show through these photographs urban landscapes the incredible aesthetic of its architecture and of a vibrant humanity. New York City and its urban landscape, and with all the artistic forms it gathers, is the perfect representation of diversity, of motion, a master-place and queer culture, between odd and indefinitions ; and it led me to think to myself, on my first day in NYC, “New York City, somewhere between Bill Finger and Lewis Carroll’s universes, must be a transvestite”. As for many, I felt like “home”... in a city of more than 8 million people.

This reflection on public space quickly became a necessity. Marked by important flows of migrants, coming in and going back sometimes through violence, the cultural and urban history of New York City is driven by an unprecedented human and economic vigor. The public space urges all the senses. Because there is no boundary between senses and emotions, the public space reveals something vibrant, something queer and subversive, and sensual terms are re-established through one’s personal experience... The fields of exploration on the subject of public space are infinite and in perpetual evolution ; and the Low Line is the perfect example. In three years, the City of New York has evolved, establishing its conscious, reactive and innovative position as an actor of the city.

Déambuler entre les blocks new-yorkais est une source d’inspiration, une source de régénération. L’espace public, lieu d’expression artistique et poétique, est constamment réapproprié par cette cité apatride. Attachée aux symboles de la ville et de son énergie, je voulais rendre dans ces paysages photographiques toute l’esthétique d’une architecture et d’une humanité vibrantes. « New York _entre l’univers de Bill Finger et celui de Lewis Carrol_ est un travesti » ai-je pensé le premier jour, car le paysage urbain, avec toutes les formes artistiques qui s’y agrègent, est la représentation de la diversité, du mouvement, d’une œuvre, et d’une culture queer, entre bizarre et indéfinitions. Je me suis, comme beaucoup, sentie « chez moi » dans une ville de plus de 8 millions d’habitants.

Très vite cette réflexion sur l’espace public s’est imposée : l’histoire culturelle et urbaine de New York a été traversée par des flux d’immigrés, qui l’habillent et la déshabillent, dans la violence parfois mais elle est mue par une énergie humaine et économique sans précédent. L’espace public convie tous les sens, révèle quelque chose de vibrant, un côté queer et subversif car il n’y a pas de séparation entre sens et émotion et par conséquent les conditions sensuelles sont rétablies dans l’expérience qu’on y fait...

Les champs d’exploration de l’espace public sont infinis et en perpétuel mouvement, comme en atteste la Low Line. En trois ans, la Ville de New York a muté, asseyant sa position d’acteur conscient, réactif et innovant.

New York City est un modèle moderne à travers le monde dans son appropriation par la culture de l’espace, des espaces. Là résident l’essence même et les piliers fondateurs de cette cité Apatride, de cette Agora culturelle. Il suffit de remonter dans l’Antiquité pour comprendre à quel point l’espace extérieur est important pour la « Polis»64 et pour le rendre «cher à nos coeurs»65.

In its way to use culture in space, and spaces, appropriation, New York City has become a modern example for all the other countries in the world. This is exactly where this city-state, this cultural Agora got its spirit from, and where its foundations stand. By looking back to Classical Antiquity, it is quite easy to understand how the outdoor space is important for the life of the polis64 and to make it “dear to our hearts”65.

By valorizing their spaces, the city of New York honors its citizens. A place, its history and its culture is defined by the people ; they represent

La ville de New York honore ainsi les citoyens en valorisant les espaces qui leur appartiennent. Les gens eux-mêmes définissent le lieu, l’histoire et la culture. Les gens sont l’Agora. Les limites de l’espace public ne dépendent que de celles de l’ Homme lui-même à œuvrer dans sa Polis pour le bien-être de tous.

Public spaces, cultural appropriation of space in New York City is a reflection based on interviews and photographs. The same way as it happens in the public space, there is a circulation between the people and the different projects ; there are place, and pictures. I wanted artists, projects officers and thinkers to express their ideas, their tasks, their achievements and their thoughts on this polysemous and modern subject. My contribution is mainly visual, and artistic. New York could play this apple, Cézanne’s one, which disrupted the expressions of modernity by conquering Paris66.

Capturing the emotion of an audience, showing the beauty of one place driven by its cultural life... This is how I chose to illustrate the interviews I made, as a pictorial echo.

Lieux Public, Appropriation culturelle de l’espace à New York est une réflexion basée sur des témoignages et des photographies. Comme dans un espace public, il y a une circulation entre des personnes et des projets, des lieux et des images. J’ai voulu que ce soient des porteurs de projet, des artistes, des penseurs, qui s’expriment sur leurs idées, leurs missions, leurs réalisations ou leurs réflexions sur ce sujet polysémique et moderne. Ma part de témoignage est visuel et artistique.

New York pourrait incarner cette pomme, celle de Cézanne66 qui a bouleversé l’expression de la modernité en conquérant Paris. Capter l’émotion d’un public, rendre la beauté d’un lieu transcendé par la vie culturelle qui l’anime illustrent les interviews que j’ai enregistrées, comme un écho pictural.

- Quelle relation existe-t-il entre architecture et espace public?

La notion d’architecture en tant que support, en tant que pilier pour que les lieux publics extérieurs fonctionnent et pour que la population les utilisent n’est pas un concept nouveau. C’est une notion intrinsèque à la naissance des civilisations modernes.

En observant New York City d’un point de vue architectural, la création formelle autant que la fonction permettent de définir l’usage que les gens vont avoir de l’espace public. Par exemple, nous sommes assis à la terrasse d’un café dans la rue. La Ville de New York a en effet autorisé les restaurants à avoir des terrasses extérieures qui pourraient être comparées à de petits parcs. Juste à côté de nous, il y a la rue, recouverte de végétations et plantée d’arbres. Il y a également une nouvelle aire de jeux pour les enfants : Adrienne’s Playground.

L’animation qui existe dehors dans cette rue a été possible grâce aux aménagements faits à la fois dans Washington Square Park et dans tout le quartier : Greenwich Village.

- What is the relation between architecture and public space ?

The sense of architecture as a support, as a pillar of the way outdoor space works and how people use exterior places is not something recently invented. This has been ingrained in humanity since the birth of modern civilization.

Looking at New York City in regard to architecture, formal creation and function help define how people use outside spaces. For instance we are now sitting on a restaurant’s patio in the street. The City of New York has allowed restaurants to have outdoor terraces which could be compared to small parks. Just to the side, there is a former road, longer paved but now covered instead with trees and plants. There is also a new playground for children: Adrienne’s Playground.

The activity that occurs outdoors in this block is made real by the design effort both in the park and in the surrounding neighborhood, Greenwich Village.

- What is the most successful outdoor space in New York City?

The most successful outdoor space designed to define this edge is, of course, the High Line. The High Line can be considered as a process, not just a product: the second phase is finished, but not the third stage2.

It will continue to evolve with the completion of the last phase. Part of the importance of the High Line is that it has evolved over time and has grown north as a non-sedentary linear park, as a place of promenade, as a place of walking. It’s defined by particular points of interest that each have their own dynamic.

The Standard Hotel3 was designed to straddle the High Line for client André Balazs by Todd Schliemann, FAIA, of the Polshek Partnership, now

Le lieu public majeur qui a été conçu et qui définit parfaitement l’aménagement de l’espace public est évidemment la structure de la High Line.

Elle peut être considérée comme un processus et non pas uniquement comme un produit : la seconde phase est terminée mais pas encore la troisième2. Le parc va encore évoluer avec l’aboutissement de cette dernière phase.

Le vrai engagement de la High Line repose sur sa mobilité : ce n’est pas un parc linéaire et figé, il s’étire vers le nord comme un lieu de promenade, défini par des points de vue différents qui ont leur propre dynamique. Le

Standard Hotel3 est une commande de André Balazs qui enjambe la High Line. Il a été réalisé par Todd Schliemann (FAIA) de Ennead Architects (anciennement appelé Polshek Partnership). Ce n’est pas une réhabilitation mais un nouveau bâtiment qui respecte le même langage que le parc, en épousant verticalité et horizontalité. Les espaces publics du Standard Hotel commencent au niveau de la rue avec un café, 9 mètres en dessous des anciennes voies ferrées. Ils se poursuivent avec des terrasses et un toit accessibles au public.

Ce rapport intrinsèque permet à la High Line d’être un collecteur de population. Le long de la promenade, le mobilier urbain4 (chaises longues, patios...) crée des endroits où les gens peuvent s’asseoir confortablement. Ces oasis aménagés créent une dynamique : les gens peuvent lire, discuter ou tout simplement contempler la ville...

Ennead Architects. This is not a renovation, but a new building which engages the High Line passing through and under. The public spaces of the Standard, start on the ground with a café, nine meters below the former level of the freight tracks. There are exterior public rooms, terraces and an accessible roof, which help make the High Line itself a collector of people. All along the trajectory, well-designed street furniture4 (tables, deckchairs) has created comfortable places to sit on the High Line. The resulting oasis of seating create a rhythm: people can read and hang out, or simply contemplate the city.

There are other examples of linear parks, including the Promenade plantée in Paris, the Boardwalk in New York City’s oceanfront Rockaways, Riverwalk along the man-made river in San Antonio and the Loop along the Chicago. They all are defined by episodes along the way. I think architecturally the innovation along the High Line depends also on the buildings which are not just for tourists and transients. There are, of course, many new galleries, bars, restaurants, and clubs. But there is also a lot of new housing in the neighborhood, built at a time when not much residential work was being constructed elsewhere in New York as a result of the economic crisis and lack of bank lending. The market economy depends on zoning5, and the upzoning increasing allowable density and buildable floor area in West Chelsea led to the development of new housing and hotels. Around the High Line there was a combination of a changed spirit of the neighborhood and the international buzz, a product of word of mouth and not just that created by public relations firms. The market-rate housing developed around the High Line has been made possible through a combination of the neighborhood’s design impulse and the New York City Department of City Planning, which reinforced the notion of innovation through economic and zoning incentives.

Il existe évidemment d’autres exemples de parcs qui se caractérisent par des épisodes pour ponctuer la promenade : c’est le cas de la Promenade plantée à Paris, le Boardwalk à New York sur la côte atlantique (Rockaways), Riverwalk à San Antonio et le Loop qui longe Chicago. Je pense que l’innovation de la High Line repose sur le fait que les bâtiments autour n’ont pas une fonction simplement touristique ; bien sûr, il y a de plus en plus de galeries d’art, de bars, de restaurants, de clubs mais il y a également de nombreux logements qui ont été construits autour de la High Line. A la fin des années 90, New York City ne comptait pas un grand nombre de projets d’habitations, à cause de la crise économique et des politiques de prêts bancaires. Le marché immobilier dépend du zonage5 qui a autorisé à l’ouest de Chelsea des permis de terrains constructibles, développant ainsi habitations et hôtels. C’est également le résultat de l’esprit nouveau qui a émergé dans le quartier, du buzz international et du bouche à oreille, et non pas le fruit exclusif des agences de Relations Publiques.

Ce développement économique et social a été possible grâce à l’apport du design de la High Line pour revaloriser le quartier et grâce au New York City Department of City Planning qui a renforcé l’idée d’innovation à 3

What is exciting to me as a New Yorker about the High Line is the impact that it’s had on the neighborhood in terms of physical change and not just on the functional change of real estate values. This is a real transformation that points to the future. For instance, many of the buildings which were already there have been renovated for new uses. Maybe this is more noticeable because there had been a significant diminishment of construction activity in New York City, both for renovation and new buildings, during the economic downturn.

Ce qui est enthousiasmant en tant que new-yorkais à propos de la High Line, ce sont les changements que ça a engendré sur le quartier environnant. - Could you speak about other design engagements in regard to public space?

Of course the High Line is not the only place where outdoor space engages design: there are new waterfront esplanades on both the east and west side of Manhattan, along the East River and the Hudson River, as well as in Brooklyn at Brooklyn Bridge Park, at Roosevelt Island and Governors Island. All of these newly-created public spaces are phenomenal.

Most of New York City’s stretch of post-industrial waterfronts, long closed to public access, are now transformed into parks, including the East River Esplanade, the Hudson River Park, the Brooklyn Bridge Park, and Pier 17. These parks don’t only engage the river, each promenade is now a continuous street performance up and down. The connections between neighborhoods were previously defined by bounding roadways, serving as a structure barrier and barricade. Famously in New York City, Canal Street was a barrier between Chinatown to the south and Little Italy to the north. That changed a long time ago with more and different patterns of immigration, which provoked departures of many, particularly the Italian-American community, to the other boroughs and nearby suburbs. To go further, what is now Wall Street was the literal separation between the Dutch business settlement and the indigenous Native American population to the north, not to mention the British invading troops. It was a real fortification in the first decades of the 17th century. Any wall, or street that becomes a surrogate wall, help to separate people who disagree with each other, or who fight against each other, like at Carcassonne.

But, conversely, these new linear parks including the High Line are public

Les nouveaux fronts de mer aménagés en esplanade en témoignent : que ce soit à l’ouest ou à l’est de Manhattan, sur l’Hudson River ou l’East River, à Brooklyn avec le Brooklyn Bridge Park, à Roosevelet Island ou Governors Island, tous ces nouveaux lieux publics sont juste incroyables!

La plupart des fronts de mer autrefois industriels et fermés au public, sont aujourd’hui transformés en parcs : l’East River Esplanade, l’Hudson River Park, le Brooklyn Bridge Park et le Pier 17. Ces parcs n’engagent pas seulement le fleuve, chaque promenade est une réalisation continue qui se déploie du nord au sud. Les connecteurs entre les quartiers étaient autrefois définis par les rues, servant de barrières structurelles comme des barricades. Emblématique de New York, Canal St était une barrière entre Chinatown au sud et Little Italy au nord. Cela a évidemment changé depuis avec les flux migratoires qui ont poussé les populations et particulièrement la communauté italo-américaine à s’installer en banlieue ou dans les autres boroughs. Pour aller plus loin, Wall St était la séparation littérale entre la colonie marchande hollandaise au sud et la popu6 HL 23 est le premier bâtiment architectural à avoir été baptisé après le parc. Il fait partie des rares édifices à être large _plus de 40% de sa surface_ et qui s’élève sur une des plus petites rues du périmètre.

- What other major connector was created these past years?

Another major traditional connector is Broadway. It connects the lower tip of Manhattan at the Battery to the most northern reaches, stopping along the way to create, by diagonal intersections with the 19th century street grid, such remarkable places as Union Square, Madison Square Park, up to Herald Square, and Times Square to name but a few places that have recently been modified.

But Broadway is fundamentally a street, and you can stroll along it. Janette Sadik-Khan7 , Commissioner of the NYC Department of Transportation6, decided that the “Grand Boulevard” of Broadway, could be made to be more “friendly” to pedestrians and bicycles. Traffic was intense and insane in the late 1990’s, and it was impossible to imagine people seating at café tables along the congested streets.

Between Herald Square and Times Square, people are now able to sit, to drink a cup of coffee, check email or to read a newspaper. Tables are movable and not permanently fixed to a particular place. They are situated to encourage procession and not only enable contemplation or fixed regard. The Danish architecture and planning firm, Gehl Architects, served as consultants to the municipal government’s Transportation and Planning Departments.

A contrario, ces parcs linéaires, tout comme la High Line, sont des espaces publics qui relient les populations. Ce sont des connecteurs. Les quartiers qui étaient avant séparés communiquent enfin. La High Line est ainsi un catalyseur d’Histoire et elle est devenue un connecteur urbain majeur de la ville.

- Quel autre connecteur majeur a été créé ces dernières années ?

Un autre connecteur important de New York est Broadway. Il relie le bas de Manhattan à Battery au nord de l’île, s’arrêtant à des intersections (les rues diagonales du quadrillage du XIXième siècle) pour créer des endroits remarquables comme Union Square, Madison Square Park, Herald Square, Times Square, pour ne citer que ceux qui ont été récemment rénovés.

Mais Broadway est fondamentalement une rue et vous pouvez vous y promener. Janette Sadik-Khan7, Commissaire du Department Of Transportation (DOT), a décidé que ce « grand boulevard », Broadway, pouvait devenir plus accueillant pour les piétons et les cyclistes. La circulation était infernale à la fin des années 90, et il était juste impensable d’imaginer des personnes s’asseoir à des tables au milieu de la rue congestionnée pour prendre un café !

Entre Herald Square et Times Square, les gens peuvent aujourd’hui s’asseoir, lire le journal ou boire un café. Les tables sont mobiles et ne sont pas ancrées au sol, ce qui encourage une procession qui va au delà d’un regard figé ou d’une contemplation passive. Cet aménagement urbain est le résultat de la collaboration entre l’administration de Bloomberg et l’architecte danois Jan Gehl, dont le bureau Gehl Architects a été consulté pour aboutir le projet.

- What is the difference between the Promenade plantée and the High Line?

At both the High Line and the Promenade plantée, the quality of the space was created by a team including landscape architects and architects but the character is significantly different between the two. It’s obviously much more formal and romantic in Paris, with a spirit of a beautiful and idyllic green garden in the sky – the Coulée verte.

The spirit in New York City is different. There are fewer individual and specimen plants but many more small, clustered and native plants. This creates an indication of a sense of history recalling the wild plants that

- Quelles distinctions feriez-vous entre la Promenade plantée et la High Line ?

Les deux parcs aériens ont été conçus par des paysagistes et des architectes, mais le caractère est totalement différent. C’est manifestement beaucoup plus formel et romantique à Paris, avec cet esprit d’un jardin idyllique, vert et aérien : la Coulée verte.

Plus qu’un aménagement individuel de plantes, l’esprit à New York est caractérisé par une concentration de plantes endémiques sauvages, représentant l’histoire du lieu où celles-ci ont naturellement poussé après la fermeture des voies ferrées. L’intégration de cette flore sauvage a fait partie de la conception paysagère du parc. D’un point de vue paysagiste, les différences qui sont intéressantes reposent sur les bases architectoniques que les intersections apportent : une structure robuste et masculine à New York comparée à la douceur et à la féminité de la Promenade plantée.

L’autre point que je soulignerai à propos de la High Line est que l’on ne contemple pas seulement les bâtiments autour, ce qui peut être banal. Au contraire on peut avoir une vraie lecture verticale et horizontale de la Ville, grâce à ses intersections sur les avenues, ses ponctuations paysagères et avoir un point de fuite au nord comme au sud est plutôt exceptionnel à Manhattan. La High Line parle à la fois de continuité et à la fois d'expériences indépendantes, isolées, tout au long de son parcours.

grew along the abandoned rail right-of-way at the city’s edge. In fact, many of the species that originally grew along the railbed are incorporated into the park’s landscape design. From a landscape architect’s point of view, some of the interesting differences are the intersections of architectonic bases: a tough structure in New York compared to the feminine softness of the Parisian Promenade plantée. Part of the point of the High Line is that we don’t just look at buildings along the elevated railway, but we can look down, at the streets, to promote vantage points at intersections. It is also remarkable to be able to look north and south from an elevated perch along the avenues, a rare vantage in Manhattan.

The design of the High Line was the result of a competition.

In 2004, the AIA New York Chapter’s Center for Architecture exhibited the visionary design proposals of the four finalist teams8 who were seeking to create a master plan for the High Line elevated rail structure. Planning proposals in New York City often are difficult to achieve within the castrating constraints of the street grid. The High Line – by being above it all can ignore the grid and address both continuity and significant separate experiences along the way.

- What kind of comparisons can we make between the large parks of the 1800s, the smaller pocket parks from the 20th century and the current generation of linear and waterfront parks?

All these parks bring nature into the city: having vegetation, green spaces and fresh air. There are differences and characters not only between each park, but also between historically the nature of landscape design that come to people expectations about their free time. The notion of the use of outside space reflects the changes in the economy, which is the mission of the Center for Active Design9. For a lot of modern reasons and

- Quelle comparaisons peut-on faire entre les parcs du XIXième siècle, les parcs de poche du XXième siècle et les parcs actuels ?

Amener la nature dans la ville : avoir de la végétation, des espaces verts et de l’air frais. Il y a des différences et des caractères qui définissent chaque parc, et chacun est le fruit d’une histoire complexe entre activités extérieures « à la mode » et la nature de la conception paysagère. La notion d’utilisation de l’espace public reflète les changements économiques et sociaux, comme le traite le Center for Active Design9. Pour une multitude de raisons modernes, de plus en plus de personnes veulent jouir des espaces extérieurs à New York. Et la Ville l’a bien compris et l’apprécie.

La culture également a changé les comportements : les gens prennent plus soin de leur santé et s’activent physiquement. Si vous avez du temps libre, où allez-vous le passer ? Dans un bar trop cher ? Dans une bibliothèque pleine à craquer ? Non, vous allez le passer à l’extérieur. Et la demande de plus de parcs, d’espaces extérieurs est une réponse efficace à ces nouveaux comportements urbains. L’administration de la Ville de New York a été particulièrement réceptive et a apporté des réponses rapides.

people new interests and activities, more people want to be outdoors in NYC and the city likes it. The culture also changes that. People do take more care about their health and physical activity. If you do have free time, where do you want to spend it? Bars are too expensive. Libraries are often very crowded. So you might want to spend more time outside.

Creating more park space can be seen as a most efficient response. The administration has been particularly successful in meeting that response.

- Speaking about architecture rehabilitation and public spaces, what is the most interesting piece of architecture to welcome contemporary arts?

P.S.1 Contemporary Art Center was originally built as a Public School, literally PS 1in the Borough of Queens. Now MoMA/PS1, the Contemporary Art Center was founded in 1971 by Alanna Heiss10 as an outgrowth of the Alternative Spaces Movement, which used abandoned or underutilized spaces for temporary display or production of contemporary art. The NYC Departments of Cultural Affairs and of Design + Construction11 helped create a contemporary art center on the west edge of the other side of the East River, in a changing industrial neighborhood. In1976, PS1 opened with the seminal “Rooms”12 exhibition which included work by Richard Serra, Vito Acconci, Nam June Paik and Marcia Hafif, among others.

P.S.1 became affiliated with the Museum of Modern Art in 2000, giving it greater fiscal stability.

What makes P.S.1 the most remarkable contemporary art center is the courtyard. The large open space just past the entrance portal creates an opportunity to talk about the intersection between inside and outside public spaces. It addresses the connection between permanence and transience, and allows for seasonal occupation during the summer and permanent use the rest of the year.

All of these things come to fruition at P.S.1 where the installation is occupying the space. There is a context that can be seen as determinative and bound in tradition, determined by socio-economic realities. Then comes

PS1 devient affilié au MoMA en 2000, lui assurant moyens financiers et reconnaissance intellectuelle.

Ce qui fait aujourd'hui que le MoMA/PS1 est le centre d'art contemporain le plus remarquable que je connaisse est sa cour intérieure. Dès l’entrée dans le Centre d’Art, le large espace crée la possibilité de discuter des intersections entre intérieur et extérieur. Il connecte les concepts de permanence et d’éphémérité, il permet de penser l'occupation de l'espace en fonction des saisons, en été comme l’usage permanent le reste de l'année.

Cela amène à penser le PS1 à travers une dimension significative concernant l’occupation de l’espace par l’art. Il y a un contexte déterminant, lié à une tradition, lié à des réalités sociales et économiques, sur lequel va se greffer le design. Celui-ci va dépasser les problèmes de formes et d’ échelles, de nouveauté et de changement. Plus que l’espace, il révolutionne la perception.

- What do the High Line and MoMA/P.S.1 have in common?

They both take an existing context and do something different beyond the present moment. And we still have reminders, the recall of what it was before.

- Comment le projet d'ouvrir Governors Island aux New Yorkais est né ? Quelle a été l'impulsion ?

Avant la création de Trust for Governors Island, l’Île a appartenu successivement à l'US Army, et à la Coast Guard. De 1800 à 1966, l’île était une base militaire, puis une base de gardes-côtes jusqu’à que celle-ci ferme en 1997. C’était donc une base militaire d’importance toute stratégique au coeur du port de New York. Une fois les gardes-côtes partis, bon nombre ont pensé que l’île en forme de cornet de glace deviendrait une « ville fantôme1». Governors Island est cependant vraiment atypique. Il y a 100 bâtiments mais aucun résident. Il y a une université mais pas de maisons, il y a des routes mais pas de voitures. En 2003, le gouvernement fédéral sous Georges W. Bush vendit l'île à la Ville de New York pour un dollar symbolique. L'état de New York et la Ville de New York créèrent alors le Governors Island Preservation and Education Corporation (GIPEC), pour diriger l’Île et trouver quoi en faire. La vraie question de là était : « Qu'estce qui devrait se passer en premier ici ? ». Aujourd’hui, l’île est devenu un lieu vivant, un des poumons verts et culturels de la ville.

A la base nous avons développé une stratégie pour attirer plus de New Yorkais dans cet endroit qui venait d'ouvrir au public mais qui nécessitait de prendre un bateau ou un ferry pour venir.

Nous avons encouragé et accueilli toute forme d'arts (happenings, performances, le festival FIGMENT, le projet d'exposition PLOT2 pour n'en citer que quelques-uns) pour attirer les visiteurs et pour que l’île soit reconnue, avec ses grands espaces verts et ses bâtiments historiques, offrant aux artistes des opportunités uniques3. - How was the project of opening the Island to New Yorkers born?

What was the impulse?

Prior to the creation of the Trust for Governors Island, the island was home to the US army and then the Coast Guard. It was an Army base from 1800-1966 and then a Coast Guard base until it was closed in 1997.

It was originally a military base of strategic importance at the heart of New York Harbor. After the Coast Guard left, many felt Governors Island was become a “ghost town1”. Governors Island is peculiar by any measure.

It has about 100 buildings, but no residents. It has a high school, but no homes. It has roads, but no passenger cars. In 2003, the Bush Administration sold the island to NYC for $1. New York State and the City then founded the Governors Island Preservation and Education Corporation (GIPEC), to manage the place and people wondered what Governors Island should be_ I thought that it was a wrong question _They hired me in 2006 to find out what should happen first! The island has now become a living, breathing part of the city.

In essence, we developed a strategy to attract more New Yorkers to a place which had just opened to the public but given the necessity of traveling by boat and the lack of amenities, had very limited appeal. We encouraged and welcomed the arts (happenings, dance performances, art festivals like FIGMENT, the site-specific exhibition PLOT2 to name a few) as a way to attract visitors and quickly recognized that the Island, with its green spaces and historic buildings, offered artists some unique opportunities3. Multiple cultural experiments happen simultaneously here.”Delight” is my big word. We need Delight to make the island alive and to

Tout le monde est le bienvenu et le territoire appartient à tout le monde.

make people enjoy it. The specificity of Governors Island is that everybody could appropriate the island as nobody lives here. We avoid all issues related to religious, social affiliations. Everybody is welcomed and the space is owned by everybody.

- What is for you the real difference between American management and for instance French management to welcome artists and their works?

In terms of the differences between French and American approaches, I must confess that I can really only speak with knowledge about American approaches. In the US traditionally most culture has been presented by institutions inside their four walls (theaters, museums, etc.) I am aware that in France and in other countries (in Europe and elsewhere) there is a long tradition of festivals usually funded by national and local governments.

On Governors Island we have created a new kind of public space with programming at its heart. This has not traditionally been the approach of municipal state or national parks in the United States. Governors Island is the newest playground for the arts.

- Quelle est la vraie différence entre le management américain et celui français pour accueillir les artistes et leurs œuvres ?

En ce qui concerne les différences entre les approches françaises et américaines, je ne peux que parler de mes connaissances américaines.

Dans la tradition américaine, la plupart de la culture est présentée par des institutions au sein de leurs murs (théâtre, musées etc), je suis consciente qu'en France et dans d'autres pays (en Europe ou ailleurs), il y a une longue tradition de festivals habituellement fondés sur l’impulsion des gouvernements locaux ou nationaux.

A Governors Island nous avons créé un nouveau genre d'espace public avec une programmation au cœur du projet. Ce n'est pas une approche habituelle des états, des villes ou des parc nationaux aux États-Unis. L'île incarne le nouveau terrain de jeu pour les Arts et pour le public.

- Comment est né le projet?

Le projet est né en 2008 au service culturel de l’ambassade pour montrer des films français dans les parcs à New York. Ici c’est une tradition d’avoir des évènements gratuits, publiques dans les parcs. C’est une volonté de la ville de se réapproprier les parcs. On s’est associé à ces évènements avec la volonté de s’intégrer dans une tradition new-yorkaise et américaine. On a trouvé un partenaire fort en l’homme de William Castro, le commissionnaire des parcs de Manhattan, grand francophile et qui a tout de suite trouver le projet passionnant et qui a mis à disposition des parcs (Morningside à Harlem, Washington Square, Tompkins Square), pour une première édition, petite, mais qui a permis de lancer le projet.

Le festival ne pourrait avoir lieu sans le soutien du département des Parcs de la ville. Ils sont organisateurs, c’est un réel partenariat franco-américain. Ils nous aident en nous proposant les lieux, en nous mettant à disposition leur personnel, en nous évitant de demander les permis d’assurance, de son, en nous aidant financièrement, et également en communiquant auprès de leur public et de la presse. Ils sont porteurs de projet au même titre que nous et c’est ce qui fait également la force de ce festival dans la durée. Films on the Green existe depuis 5 ans et il n’existerait pas sans ce partenariat.

- How did the project come about ?

The project was initiated in 2008 by the Cultural Services of the Embassy in order to show French movies in New York’s public parks where it is very common to find free and public events. It was very important for New York City to let people re-appropriate the public space and thus the parks. Our goal was then to stick to this new York tradition of free event in the public park. We found a invaluable partner with William Castro, Manhattan Parks Commissioner, and avid francophile who immediately showed a strong interest in the project and helped us organized the first edition of the festival in different Manhattan parks (Morningside in Harlem, Washington Square, Tompkins Square). It was a mall edition, but still, it enabled the launch of the project.

The Park department has worked with us to organize the festival, and it would not exist without their support. I is as we call it, a real Franco-American partnership. They help us by suggesting locations, providing on-site staff during the event and by allowing us not to worry about insurance permits and sound matters. They also support us financially and with everything related to communication and press relations. They manage the project at the same level as we do, and that is the strength of the project in the long-term. The festival has existed for 5 years now thanks to this partnership.

- Quel est le but de cette manifestation ?

Le but est de montrer les films en dehors des salles de cinéma habituelles.

A New York, il y a quand même la possibilité de voir des films français dans les institutions américaines ou en cinéma. Là, le but est de créer un événement gratuit, plus convivial et de toucher un public plus large, plus jeune. Au fur et à mesure on a travaillé à proposer une offre différente avec un projet innovant et à toucher un public plus jeune et étudiant.

Au niveau du cinéma, nous avons un programme qui s’appelle TOURNéE Festival1, qui existe depuis 17 ans, pour aider à montrer des films 1 Programme du FACE French American Cultural Exchange en partenariat avec le Service Culturel de l’Ambassade de France.

- What is the goal of this event ?

The goal is to show films in a place that is different from the regular movie theaters. In NYC it is quite easy to see French films in American institutions or regular theaters. But the goal here is to offer an event that is free, more friendly and targeting a larger and younger audience.

We observed that quite often, events that take place in public parks have a younger audience, and this gradually led us to target the student population. Universities are good breeding grounds, creating future thinkers...

français dans les universités américaines. Avec Films on the Green, on a aussi voulu ciblé un public jeune et étudiant mais en nous associant avec la ville de New York. Cette année, on a aussi un partenariat radio avec WNYU, radio étudiante de New York University (NYU), dont les djs jouent avant chaque projection. On a maintenant pour la 2ème année consécutive une projection à Columbia University à la rentrée.

On propose un thème chaque année en essayant de montrer des films de qualité, des films distribués ou non distribués aux USA, et ce, gratuitement. Cette année le thème est les adaptations littéraires. On avait une sélection de 80 films, il a fallu choisir…

In the U.S., we have a specific program called Tournées Festival1. The goal of this program, created 17 years ago, is to support the screening of French films on American campuses. With Films on the Green, we wanted also to reach a younger audience, a student population but to work directly with the city of New York. This year, we have partnered with WNYU, New York University’s radio station, whose DJs play French tunes before every screening. And for the second year in a row we organize a back-to-school screening in Columbia University.

Each year we pick a different theme and try to show the best of French cinema for free. Some films have been distributed in the US and others haven’t. This year’s subject is literary adaptations. We certainly had to make hard choices to finally get to our selection of 8 films.

- Quel public y participe, beaucoup de français ?

Il y a beaucoup de français mais on remarque que principalement, grâce à Facebook sur lequel on a créé une page2 depuis un an, et qui nous donne quelques statistiques, on a beaucoup de jeunes américains. Le but est évidemment de toucher un public jeune et américain.

- Who is the audience ? Are there a lot of French people ?

Yes, there are a lot of French people. But we noticed, thanks to the statistics on our Facebook page2, which was created a year ago, that our audience is mainly made of young Americans. It is clearly our goal to reach that audience.

- Quelle évolution depuis 5 ans avez-vous noté avec la communauté environnante ?

On fidélise les gens, d’année en année, de parc en parc. C’est un moyen de voir ou revoir des films comme la Guerre des Boutons. Le film en plein air permet de se retrouver dehors pour pique-niquer, pour passer un bon moment... Il y a une autre dynamique que celle d’aller voir un film en salles. Quand les gens viennent une fois, on espère qu’ils vont en parler et qu’ils vont revenir.

- How have things evolved with the nearby community ?

We make sure that people come back year after year, from one park to another. It is an occasion to watch or rewatch movies such as classics like la Guerre des Boutons. An outdoor screening gives people the opportunity to meet up outside for a picnic for example and have a good time. It’s not the same dynamic as when you go watch a film in a movie theater.

Hopefully, people who already came will come back and spread the word.

- Est-ce que votre festival est accessible à tous ?

Oui, le festival est gratuit et ouvert à tous. C’est peut-être moins vrai au niveau de la sélection des films, on fait attention à ce que l’on montre. Nous sommes dans un parc public américain. On essaye aussi dans notre programmation de montrer des films anciens et récents, éclectique en style, en genre. On travaille sur plusieurs mois sur cette programmation pour choisir les films les plus appropriés sur le thème que l’on a choisi et sur les publics aussi. C’est également en fonction des parcs. Par exemple Peau d’Âne de Jacques Demy à Tompkins Square, est adapté à ce parc intimiste, familial. Il y a toujours des gens qui s’arrêtent. - Is the festival accessible to all ?

Yes the festival is free and open to all. But if you are looking at the film selection, not entirely. As the festival takes place in a public park, we carefully choose the movies we are showing. We try to show classic and contemporary movies, to be eclectic. It takes several months to select the most appropriate movies, considering both the theme and the audience, and get to the final selection. The park in which the movie is playing is also a criteria. For instance, the screening of Peau d’Âne by Jacques 1 A FACE program (French American Cultural Exchange) in partnership with the Cultural Services of the French Embassy.

assez familial, Washington Square est juste à côté de NYU, Tompkins est plus intimiste. La projection d’ouverture a toujours lieu à Central Park en face des bureaux des services culturels de l’Ambassade de France.

On travaille beaucoup sur la communication, car la difficulté est qu’on est le seul festival itinérant, qui va de parc en parc, et c’est assez déstabilisant pour le public. La création de Facebook permet de créer une image et de tenir informer le public.

Est-ce plus facile de monter un projet à New York qu'en France ?

Je n’ai jamais organisé ce type d’événements en France. Notre partenariat avec le Département des Parcs, les personnes qui ont cru au projet...

C’est spécifique à des évènements en plein air.

Le festival est financé par des sponsors privés à 100%, ce qui fait également la force de ce programme. Il y a une belle visibilité dans la ville, dans des cadres magnifiques. La semaine dernière 800 personnes se sont déplacées. Nos sponsors sont plutôt français mais c’est sûrement parce que notre festival présente la cinématographie française et francophone.

A New York, les gens sont beaucoup dans les parcs, il n’y a pas, il me semble, ce même lien à l’espace extérieur qu’à Paris. Ici dès le premier rayon de soleil, les parcs sont remplis. Il se passe énormément de choses dans les parcs, on y va pour pique-niquer, pour voir des concerts, pour voir des films, des pièces de théâtre, de l’opéra. Il y a une tradition, une culture du parc. C’est pourquoi ce projet avait du sens dans une ville comme New York, mais pas seulement, ça se développe dans d’autres villes comme Boston, Miami...

On va essayer d’étendre le festival petit à petit à d’autres boroughs comme Brooklyn par exemple.

Demy in Tompkins Square matches the intimate and family atmosphere of the park. There are always people stopping by. The audience is different depending on which park we’re in, we try to adjust to the location; Riverside is a family park, Washington Square is near NYU, Tompkins is more intimate... The opening screening is always hosted in Central Park, just in front of the offices of the Cultural Services of the French Embassy. We emphasize our communication plan on the itinerant part of the festival, , happening in different parks, as it may be quite unsettling for the audience. Now with Facebook it’s easier to create a clear image and keep the people updated.

Is it easier to initiate a project in NYC than it is in France ?

I have never been involved in a similar project in France. Our partnership with the Park department, the people who believed in the project... It was specific to this outdoor event.

The festival is only sponsored by private companies and partners, which is also our strength. It has a great visibility in the city and wonderful locations. Last week, 800 people assisted to a screening. Our sponsors are mainly French which is normal as the festival presented French and francophone cinema.

New Yorkers love to hang out in their parks; outdoor spaces are very important. Things may be different in France. Here, parks are filled from early in the morning and there is a lot happening. We go to the park for a picnic, for concerts, to watch a movie, a play, an opera... It is now a tradition. This is one of the reason it made sense to launch and develop Films on the Green in NYC. And it is starting to spread to other cities, such as Boston, Miami...

We are now trying to expand to other boroughs too, to Brooklyn for example.

Le projet est né de la création de Riverside Park South par le département des Parks & Recreation et le Comité d'Urbanisme de Riverside Sud. A partir d'une zone en friche d'un chemin de fer abandonné, une programmation publique a été élaborée comme partie prenante du contrat de design du parc.

- How the project to create cultural events in the park was born?

When the NYC Department of Parks & Recreation & the Riverside South Planning Committee got together to create Riverside Park South into a city park from an unused railway yard, public programming was written into the contract as part of the design of the park.

- What kind of collaborations do you have ?

Summer on the Hudson in Riverside Park collaborates firstly with our Park conservancy Riverside Park Fund. We also collaborate with The French Embassy, Bike New York and Bike and Roll New York, City Parks Foundation (Puppet Mobile), Harlem Stage, Urban Word, Art Students League (in partnership with the NYC Department of Parks and Recreation’s Department of Art and Antiquities), NYC Urban Park Rangers, Shape Up NYC, Hudson Warehouse, The Downtown Boathouse, Mamapalooza, and The Irish Arts Center. And, we’re looking for new partners to collaborate with every year.

To make Riverside Park an inviting, exciting, and beautiful site for the neighborhood community as well as the larger NYC community to enjoy arts, culture, and wellness programming provided to them for free as well as to raise awareness of Riverside Park and make the community aware of our park conservancy Riverside Park Fund.

Audience numbers for events continue to increase each year as more people discover the beauty & programming activity of Riverside Park, the West Side waterfront oasis.

- How did this project begin?

Madison Square Park formally opened as a public park in 1847. During the late 19th century, the Park became the epicenter of one of the most culturally vibrant neighborhoods of New York. The decline of the park began in the 1960’s and continued through the 1990’s. Throughout this period, Madison Square Park was marked by browning lawns and decaying infrastructure, a far cry from the lush green space that it once was.

- Comment le projet est né ?

Le Madison Square Park est formellement devenu un parc public en 1847.

Durant la fin du XIXème siècle, le parc était considéré comme l’épicentre d’un des quartiers les plus vibrants et culturels de New York. Le déclin du parc commença dans les années 60 pour se poursuivre jusque dans les années 90. Pendant cette période, le parc fut laissé à l’abandon, devenant une ruine triste jonchée de seringues de toxicos, au lieu d'être un élégant parc fleuri et verdoyant.

A la fin des années 90, Debbie Landau1, qui était à l’époque la directrice générale du City Park Foundation, collabora avec Danny Meyer2, restaurateur et président du groupe hôtelier Union Square Hospitality Group, Bill Lukashok3, actuel Vice Président du Développement et des Finances du Groupe Hill Country, la Ville de New York, et bien d’autres entreprises locales, pour lever près de 6 millions de dollars, afin de réhabiliter le parc.

Cette mission devient la campagne nécessaire pour un nouveau Madison Square Park. Les rénovations ont eues lieux entre la fin des années 90 jusqu’en 2001. Le Conservatoire de Madison Square Park fur alors créé pour continuer la mission de conservation, de protection et d’activités, pour assure au parc, un rôle d’espace vert incontournable en plein coeur de Manhattan.

In the late 1990’s, Debbie Landau1, the former Executive Director of the City Park Foundation, collaborated with Danny Meyer2, restaurateur and CEO of Union Square Hospitality Group, Bill Lukashok3, current Executive Vice President of Development & Finance of Hill Country Hospitality, the City of New York, and other local companies to raise 6 million dollars to revitalize the park. This became the Campaign for the New Madison Square Park. Renovations of the park took place between the late 1990’s and 2001. The Madison Square Park Conservancy was then formed to continue the work of the campaign and ensure Madison Square Park’s place as a vibrant green space in the heart of Manhattan.

As a not-for-profit operating a public park in New York, The New York City Department of Parks and Recreation is an essential partner. We work with the Parks Department to manage and operate the Park under their jurisdiction, collaborating on almost everything from trash collection to securi-

La Ville de New York et spécifiquement le Département des Parcs est notre premier partenaire puisque nous sommes un parc public. Nous travaillons de concert sous leur juridiction pour opérer et intervenir dans le parc, de la collecte des ordures jusqu’à la sécurité du lieu. En ce moment, nous avons un personnel opérationnel et des officiers qui sont employés soit par le Conservatoire, soit par le Département des Parcs. Grâce à ce partenariat, le Conservatoire est également capable de produire une programmation culturelle accessible et gratuite pour tous, tout au long de l’année. Cette programmation est une des missions indispensables pour la conservation du parc.

- Est-ce que la communauté s'implique d'elle-même?

Il y a eu un grand nombre de bâtiments qui se sont construits et d’entreprises qui se sont implantées autour du parc depuis sa revalorisation. Ça a conduit à un impact économique plus que positif sur le quartier. Nous avons noté un afflux d'entreprises avec des activités différentes s'implanter autour du parc, surtout depuis ces cinq dernières années. Nous bénéficions également d'un bénévolat sans égal, venant des comités d'entreprises locaux, particulièrement le Crédit Suisse, qui nous aide à entretenir le parc : pour nettoyer, pour restaurer les fontaines et les monuments. C'est un soutien merveilleux pour nous et le Département des Parcs œuvre aussi pour cette implication bénévole.

Tout le monde vient profiter du parc : les employés de bureau pour prendre leur pause déjeuner, la population résidentielle pour pique-niquer, les familles et leurs enfants pour profiter de nos programmes et de notre aire de jeux, les passionnés d’art qui expérimentent nos actions d’art public, et enfin une population plus large pour venir écouter nos concerts à la tombée du jour. C’est vraiment devenu un endroit incontournable dans ce quartier. Through our partnership, the Conservancy is also able to produce a slew of free public cultural programs throughout each calendar year that compliment the conservation of the park.

Nous avons vu notre public s’accroître au fur et à mesure de nos programmations. La qualité de nos prestations attirent en effet des milliers de visiteurs. Le parc lui-même est un lieu attractif et agréable, pour s’asseoir et se détendre. Il est devenu un endroit incontrournable à midi pour déjeuner! Mais grâce à la revalorisation du parc, ce qui était avant un quartier d'affaires est devenu également aujourd'hui un quartier résidentiel très dynamique.

- Does the Community involve itself by volunteering?

Several local businesses came to the neighborhood as a direct result of the Park’s revitalization. This, in turn, has led to a positive economic impact in the area. We have seen an influx of local businesses within a variety of industries surround the park, especially within the last five years.

We work with Credit Suisse, and other great volunteer teams from local corporations, who assist us with horticulture and park maintenance, as well as with Conservancy special events. We are extremely thankful for the support they provide.

There is a great mix of park patrons, including local employees coming for lunch, local residents who picnic and use the park as their “backyard,” children and families who visit our innovative playground and children’s programs, art lovers who experience our evolving public art, and concert-goers who attend our evening concerts. Our patrons support the Park in a variety of ways by supporting our programs and financially contributing to the Conservancy.

- What is the goal of your events?

Our goal is to bring together community members of all ages and provide them with a first-class experience through our horticulture and cultural programs. We introduce patrons to emerging and established visual and performing artists, while providing access to world-class gardens and thoughtful programming.

- Relating to the local economy, what are the effects on the audience?

We’ve seen the audiences for our programs grow immensely as our neighborhood has grown and become home to several new businesses and residential buildings. The park itself is a lovely place to sit and relax and has become a popular lunchtime destination. Quality productions and talented artists also attract thousands of people to our programs.

- Comment est né le projet ?

L'origine du projet est un partenariat public-privé où la gestion d'un espace public est mis entre les mains d'un gestionnaire privé, à but non lucratif. Les personnels engagés et les budgets sont privés. Il n'y a pas de droit de regards au jour le jour du secteur public sur l'activité. Le secteur public, représenté au Conseil d'Administration, aide à déterminer les politiques, mais leur argent n'est pas en jeu.

- How did the project come about ?

The project started from a non-profit public-private partnership where a private entity has taken over the management of a public space. Personnel and budgets come from the private sector. The public sector does not interfere in everyday decisions regarding the activity ; represented in the Board of Directors, it is involved in making policies but has no money at stake.

- Quelles formes de collaborations financières existent-t-ils?

On n'est pas obligé de suivre la démarche d'appel d'offre (avec des démarches administratives très lourdes) et de suivre un cahier des charges.

On choisit librement nos partenaires qui viennent nous voir directement, avec qui on signe un accord de gré à gré et avec qui on met en place un programme. On peut dans ce sens prendre des initiatives et ne pas répondre à un marché en vogue mais initier des projets, quitte à se tromper...

C'est un éclairage différent sur la management culturel.

- How does financial collaboration work ?

We don't have to necessarily follow the process of call for tenders (which often includes heavy administrative paperwork) and meet given specification. We are free to choose our partners among those coming directly to us and with whom we sign a mutual agreement and organize a program.

This way, we still have the opportunity to take initiative and not just follow the market trends. We can initiate projects, at the risk of being wrong...

It is a different way to think cultural management.

- Can you tell me about the first actions ?

The first thing to think about regarding a public space is safety. In order to drive thugs out of a public space, it is necessary to make people _law-abiding citizens_ want to come to the park and that they come regularly. Our idea was inspired by French activities in famous public parks in Paris (Luxembourg Gardens, Tuileries) such as boules, chess, marionette.

The funding being completely private, we searched for partners who would have needed a space. Consequently, our public space become the place where they can carry out their projects. The “HBO Film Festival” is an example ; at first, the TV channel wanted to expand its movie programming and finally decided to become a partner to our projections of classic movies. Concerning “Broadway in the Park”, the promotional needs for Broadway are the same as those concerning performing arts in France.

It is all about encounters, collaborations... The idea is to find a booming

- Comment sont nées les premières actions ?

La première préoccupation dans un espace public est la sécurité. Pour déloger des malfrats, il faut des réguliers, des citoyens honnêtes qui ont envie de venir au parc et qui s'y établissent régulièrement. Le modèle vient des activités à la Française dans les grands parcs parisiens (Le Luxembourg, les Tuileries) : pétanque, échecs, marionnettes.

Comme les financements sont totalement privés, on est allé à la recherche de partenaires qui cherchaient un espace. On devient ainsi le lieu de production de leurs projets.

C'est le cas du «Festival de Film», la chaine de télévision HBO, qui au départ voulait développer leur programmation cinéma, est devenu le partenaire de nos projections de films classiques. Pour «Broadway in the Park», les besoins promotionnels qui existent pour Broadway sont les mêmes que pour le spectacle vivant en France, c'est une histoire de ren-

contres, de collaboration avec des associations...Le but est de trouver un concept qui pourrait être porteur pour eux d'une manière promotionnelle et pour nous porteur d'un spectacle de qualité en extérieur qui pourrait intéresser notre public. Il y a vraiment une concertation multipartie entre les différents acteurs pour réussir à créer quelque chose en commun.

Pour revenir sur la sécurité, le premier gage ne repose pas sur les policiers armés mais sur le public. L'idée est d'avoir un personnel de sécurité très alerte qui peut faire appel à la police au cas ou. Du coup le service public est utilisé efficacement. La qualité de vie est importante dans un parc. Dans un lieu où on se sent mal à l'aise, on passe de la petite délinquance à la grande délinquance. Empêcher la petite délinquance est la priorité1.

Les problèmes auxquels se confronte à l'heure actuelle la France ont été réglés il y a plus de 20 ans aux États-Unis. L'approche est totalement éloignée des réalités. A un moment donné les choses sont devenues tellement abominables que les leaders de communauté ont réagi et à Bryant Park, la violence ne peut pas être tolérée. Et c'est ce que veulent les citoyens. Ce n'est pas du fascisme, c'est tout l'inverse. On va créer un espace démocratique où il y a une forme d'expression qui est possible pour tout le monde et où la vie en harmonie pour toutes les communautés est tout à fait possible et c'est un principe commun.

concept which could, at the same time, promote them and give us the opportunity to offer our public a quality outdoor performance. A mutual communication is definitely the key to creating something in common.

Coming back to the subject of safety, what is important is the public, not armed police officers. The idea is to have a very efficient security service which, if needed, could get the police involved. This way, you have an efficient use of public services. It is important to feel safe when you're in a park, and avoids slipping from anti-social behaviors to more serious delinquency. The priority is to prevent petty delinquency1.

The problems France is currently facing were solved more than 20 years ago in the US. The approach is far distant from the realities. At one point, things became so unbearable in Bryant Park that the community leaders took action and decided that violence could not be tolerated. And this is what the citizens are asking for. It is not fascism, but the opposite. We are willing to create a democratic space where it is possible for everyone to express themselves and coexist. It is a shared principle.

- What is the goal of these free events ?

It benefits a public space. The film festival generates $300, 000 and that money is dedicated to the park management. As for Broadway, it brings in $200, 000. This money is then invested in smaller programs for which it is more difficult to find sponsors. Economic agents don't usually trust public actors when it comes to spending the money, but they do trust in a perennial and local player who is reinvesting the funds back into the same place. Of course there was a time when we had to educate and search these partners, but this is the result of 20 years of work.

- Quel est le but de ces évènements gratuits ?

C'est un gain énorme pour l'espace public. Le festival de cinéma va nous rapporter 300 000 dollars qui sont après gérés par le parc. Broadway nous rapporte 200 000 dollars. Cet argent est alors injecté dans des programmes plus petits qui ne trouvent pas forcément de sponsors. En général les acteurs économiques ne font aucune confiance aux acteurs publics pour utiliser l'argent, mais ils ont confiance dans un acteur local et pérenne qui réinvestit les fonds dans un même espace. C'est le fruit de 20 ans de programmation et de travail. Bien sûr, il a fallu éduquer et chercher ces partenaires.

- Quels sont les effets sur la population et sur la communauté ? Ça varie énormément selon les événements. En général la fréquentation est une bonne chose, ce qui n'est pas toujours le cas dans le secteur

- How does the project affect the community and the population ?

It depends on the kind of event. Usually, the attendance is good, which isn't always the case in the cultural sector. Because our park is very urban and located in a big district, we expect a high attendance. The events demographics are very different ; the film festival attracts mainly 22 to 34 year olds, whereas the average population of Broadway is older. We want to schedule activities suitable for all ages, all kind of people from different ethnic groups. As the community aspect is significant in NYC, we want our space to be democratic, popular and qualitative for the population in

La démographie des événements est très différente : le festival de film attire les 22 à 34 ans, Broadway a une moyenne d'age plus élevée. On veut vraiment programmer des activités pour tous les âges, pour toute sorte de gens, de toutes les ethnies, car le côté communautaire est très important à NYC. On veut que ce soit une espace démocratique, populaire, et qualitatif pour la population en général.

- What are the funds dedicated to the environment ?

Public services in France are very efficient. In the 80s, NYC was a self-destructive city, losing control and overrun by crime. Because of the context, the commercial community reacted strongly. The public sector was corrupt; it was carefully handing out the money to public agents who were working less and less, so it became necessary to find something else, such as the creation of public-private organizations which could replace the public sector on basic tasks : children education, waste collection or security... This is what the Business Improvement District (BID) aims at.

We define an area within which local real estate owners pay an additional tax to a non-profit group, and this group will then supply services usually provided by the public sector. Bryant Park manages a BID which is in charge of waste collection, and it generates $1 million each year. This money, as a source of income, creates services. In return, everyone who gives money can be a member of the Board of Directors, and consequently has an important say regarding the staff hired and the budgets. This is how Manhattan got cleaned up in the 80s. It is clearly linked to the real estate.

In Paris, it's different. Real estate value depends on the area, so there is either a virtuous or vicious circle depending on where you are settled. In real estate, it's essential. It works when locals are involved, not only faceless local government officers who have no connection with the residents.

- Quels sont les financements alloués à l'environnement ?

En France les services publics sont très compétents mais dans les années 80, NYC est une ville qui s'autodétruit, qui perd le contrôle, qui est démunie par le crime. Dans ce contexte là, il y a eu une réaction très forte de la communauté commerciale. Comme le secteur public est corrompu et qu'il s'applique à redistribuer l'argent des agents publics qui travaillent de moins en moins, il fallait trouver autre chose, comme la création de structures public-privé pour remplacer le secteur public sur des tâches de base : l'éducation des enfants, le ramassage des ordures, la sécurité.

C'est le but du Business Improvment District (BID) : on définit une zone géographique dans laquelle tous les propriétaires immobiliers vont payer une somme d'argent à un groupe non lucratif et ce groupe va à son tour produire des services du secteur public. Bryant Park gère un BID pour le ramassage d'ordures qui rapporte chaque année 1 million de dollars.

Cet argent, source de revenus, crée du service. En retour, toutes ces personnes qui financent ont une place dans le Conseil d'Administration et ont donc une position très forte dans le choix des personnels engagés et dans les budgets. C'est cette solution qui a permis de nettoyer Manhattan dans les années 80. Il y a un lien formel avec le monde immobilier.

A Paris, la valeur foncière dépend de l'endroit où on est implanté : il y a un cercle vertueux ou vicieux en fonction des cas. Pour le monde immobilier c'est fondamental. Ça marche quand les gens locaux sont investis et pas seulement des fonctionnaires n'ont pas de visage, n'ont pas de lien avec les riverains.

- Comment le projet a vu le jour ?

Notre mission est de montrer des photographes émergents, des États-Unis jusqu'à l'autre bout du monde. Nous avons des galeries qui s'ouvrent toutes les deux semaines, à travers le monde. Il n'y a pas beaucoup d'emplacements possibles à NYC et ils sont très chers à obtenir. En 2011, on a commencé à travailler avec le Parc de Brooklyn Bridge, qui est un endroit magnifique, lors du festival «Dumbo Art Show». On a alors remarqué cet espace, avec ces 45 containers vides et on a décidé de les utiliser pour créer une exposition qui montreraient le travail de photographes. Evidemment ce genre de projets coûte de l'argent.

Et la politique du parc était d'investir la communauté environnante et de créer un nouveau public. On a alors commencé à parler de ce projet aux personnes que nous connaissions : Magnum Foundation, The New York Times, The Time, The New York District News et Photography District News. Tout en réfléchissant concrètement au projet, on a proposé un appel à candidatures. Très vite, d'autres personnes ont été intéressées, que ce soit le Central Photography, des agences internationales ou des festivals.

On a alors géré 50 photographes et différents partenaires internationaux.

Pendant un mois, nous avons travaillé également sur une programmation qui impliquerait les écoles et les institutions locales.

- How was the project born?

Our mission is to show emerging photographers, from America to around the world. We have galleries Openings every two weeks.

To create a festival is not that simple : first there are not many places available and then there are very expensive to get.

We started to work with the Brooklyn Bridge Park, which is a wonderful space, last year on another festival: “Dumbo Art Show”. We saw this space with 45 shipping containers and we decided to use them for an exhibition and to show the works of international photographers. But the idea of the project costs a lot of money.

Brooklyn Bridge Park wanted to include the community, and wanted to spread a new audience. We started to talk to people we've known: the Magnum Foundation, the New York Time, The Times, the New York District News and Photography District News. We started to brain storming and to offer a submission. We started to attract other people, from the Central Photography, international agencies to festivals. We coordinated 50 photographers and different partners from around the world; we are working on curating local schools and institutions. We spent a month working on that.

- What is the goal of Photoville?

The goal was to engage the community in photography and to make it free for the public. An opportunity to give them access to talks, workshops and projections of films. We received no government supports and no corporate sponsorships. It will be different next year. We have to make it safe. And while it's free for people, it isn't for us. Everything costs money.

- Quel est le but de Photoville?

Le but était d'engager la communauté dans une réflexion sur la photographie mais aussi que cet événement soit gratuit pour le public, en proposant des ateliers, des tables rondes et des projections de films. Nous n'avons pas reçu de subventions publiques ni de sponsors privés. Ce sera évidemment différent l'année prochaine.

D'autre part, le festival doit être sécurisé. Et même s'il est gratuit pour le public, le festival ne l'est pas pour nous. La sécurité coûte beaucoup d'argent.

- Quelles réactions avez-vous vu sur le public ?

Des centaines de personnes sont venues, ont adoré et ont en même temps découvert un autre aspect de leur communauté. Les photographes sont présents tous les jours sur le festival, devant leur container, et aucun n'avait

- What are the effects on the public?

Thousands of people are coming out, are loving it and discovering the community. Photographers are outside the containers everyday and never expected the visit of so many people. NYC is busy with many young professionals and their family, they cannot come to galleries or museums, and they can come here with their family to see value works. This is really friendly.

M. C : La Nuit des Rois est la troisième production présentée par Smith Street Stage à Carroll Park après Macbeth. Beth Ann Leone a décidé de créer sa propre compagnie de théâtre il y a quatre ans. Elle voulait un théâtre d'excellence, respectueux des œuvres de Shakespeare, mais qui soit accessible à un large public, gratuit, un don à la communauté. Elle a pensé qu'elle adhérerait au projet et comprendrait les bénéfices de cette plus-value dans leur environnement. Elle avait raison.

- How was the project born?

J. H: Street Stage was started by Artistic Director Beth Ann Leone, a New York based actor who, along with me, had developed a small cast version of Romeo and Juliet for a theatre company we were working for in Jersey City. The production we'd planned had to be cut from the company's season due to a tightened budget, but Beth Ann was adamant about finding a venue for the production, and, living in Carroll Park at the time, though the Park would be a perfect location. It's a very central hub for that neighborhood, and we both sensed that the residents there would appreciate our efforts to provide them with a high quality show. Each year we've raised more money, hired more artists, produced bigger shows, reached more audience, and, in my opinion, achieved productions of a higher quality.

The support of the community has helped us grow when many other theatre companies are struggling.

M. C: Our production of 'Twelfth Night' was the third production presented

by Smith Street Stage in Carroll Park after Macbeth. Beth Ann Leone, the company's Artistic Director, decided to create her own theater company three or four years ago. She wanted to create good theater, specifically well conceived and thoughtfully executed productions of Shakespeare's work, that was accessible to a wide range of audiences. She wanted to create theater without a ticket price ; a gift to the community. At the time she was a resident of Carroll Gardens, Brooklyn, just a few blocks from the park. She thought that the community would embrace the company and benefit from local public performances. She was right.

J. H : Une des raisons pour laquelle nous aimons travailler Shakespeare repose sur l'idée que l'expérience n'est pas limitée ceux qui connaissent le maître. What is good about having theater in the park?

J. H: One of the principles within which we worked was that enjoying Shakespeare isn't an experience that's limited to those who are familiar with Shakespeare. A production that focuses on relationships, the human event and making the language lucid will appeal to anyone. We wanted to remove the distance that an uninitiated audience may feel with Shakespeare, and so we chose to use modern dress and try to treat the park

- Comment est né le projet ?

J. H :Smith Street Stage a été créé par la directrice artistique Beth Ann Leone, une actrice new-yorkaise avec qui nous avons développé une petite version de Roméo et Juliette dans une compagnie de théâtre dans le New Jersey. La diffusion que nous avions prévu a été arrêtée à cause de restrictions budgétaires. Mais Beth Ann était déterminée à trouver une solution à sa diffusion et, habitant à Carroll Park, a pensait que le parc serait un endroit parfait. C'est un endroit privilégié dans le voisinage et nous nous sommes dits que les résidents apprécieraient nos efforts de proposer un spectacle de qualité.

Chaque année nous soulevons plus de fonds financiers, recrutons plus de comédiens, produisons de plus grandes représentations, fédérons plus de publics, et, à mon sens, créons des œuvres de plus en plus qualitatives. Le support de la communauté nous a permis de grandir à l'heure où de nombreuses compagnies de théâtre luttent pour exister.

peut sentir avec Shakespeare. Nous avons donc choisi des costumes contemporains et essayons d'utiliser l'espace du parc comme une scène de théâtre. Notre objectif est de montrer une histoire qui pourrait se tenir aujourd'hui dans le parc de manière pertinente pour l'auditoire. Parce que nous proposons Shakespeare dans un espace public, notre auditoire est de tout âge, de tout milieu socio-culturel et d'intentions toutes différentes.

J'ai toujours l'impression que nombre d'entre eux se sont arrêtés par hasard parce qu'ils étaient là à ce moment, et ils nous voient sortir du métro comme ils sortent du boulot. Je trouve ça excitant de me dire que si nous proposons quelque chose de qualitatif, les personnes vont rester et regarder. Les gens passent parfois sur la scène, et ça peut avoir quelque chose de frustrant. Cependant nos comédiens font un bon travail pour s'adapter à la réalité de ces conditions extérieures. Ce serait une erreur de les ignorer. Ces moments, pour moi, sont en accord avec nos objectifs, qui sont d'amener les actions d'une pièce de théâtre dans la réalité d'un moment présent. Les meilleurs moments de nos représentations ont été conduits par la réalité et la réaction de notre auditoire. Une fois, un comédien a décidé de donner la réplique au public, alors qu'il les questionnait.

Le vers était quelque chose comme « Etre debout si tard, c'est être debout (il pose sa voix pour interroger le public...) très tôt ». Une petite fille, au premier rang, qui n'était pas là pour la première fois hurla « très tôt ! » avant même que le comédien ait pu faire son effet. Il ne pouvait qu'admettre qu'elle avait raison ! Cette anecdote que j'aime particulièrement représente bien notre travail. Il y avait cette interaction avec le public, un auditeur dont tu n'attends pas la réaction et tu ne peux pas trouver ça devant ta télé ou dans un théâtre boite noire. C'est une expérience qu'aucun divertissement peut donner.

M. C : Le théâtre a cette vocation de réunir les gens et d'explorer notre humanité, que ce soit une comédie, un drame ou une performance de danse.

En étant dans un parc, nous écartons les limites d'un théâtre et nous intégrons tout un voisinage dans une expérience unique. Nous avons beaucoup de passants, qui s'arrêtent en revenant du travail, curieux de ce que nous faisons, et finalement restent jusqu'à la fin de la représentation. Il se peut même qu'ils reviennent le soir d'après ! Nous avons toujours des aficionados. Les enfants qui jouent dans le parc prient leurs parents de les ramener encore et encore. Et c'est facile pour les riverains car c'est gratuit et prêt de la maison. Très souvent c'est la première rencontre entre ces enfants et Shakespeare, peut-être est-ce même leur première représen-

as the setting of the events of the play whenever possible. Our goal was that the audience would see the story as something present and relevant.

Because we produce Shakespeare in such a public space, our audience seems very diverse in age, background, and even intention. I always get the impression that a lot of people just stop and watch because they happen to be in the park on that day, or they see us coming off the subway as they're coming home from work. This excites me, as I think that if we're doing a really good job those people will stay and watch. People will sometimes walk right across our stage, which can be frustrating. Our actors, however, do a good job of responding to it and treating it as the reality of the circumstances. It would be a mistake to ignore it. Those moments, to me, are in accordance with our goals, which are to bring the events of the play into the reality of the present moment. Some of the best moments of our shows have been incited by the actions or reactions of our audience.

In one show, an actor had made the choice to deliver a line to the audience as though he were questioning them. The line was something like "To stay up so late is to be up....[he'd wait, as though quizzing them]...early." One girl, elementary school age, had come to the show so much that, from the front row, she shouted out "Early!" before the actor had a chance.

He had to acknowledge that she got the right answer. As an anecdote, I love that story for what it reflects about our work. There was interaction with the audience ; a viewer who you might not think would attend multiple performances, and a moment that the audience couldn't find on television or in a black box theatre. I think the story encapsulates what our theater's trying to do and how it provides an experience that other entertainment doesn't.

M.C: Theater is about bringing people together and exploring our humanity, be it a comedy, a drama, or a work of dance. Being in the park, we open up the walls of the theater and include the whole neighborhood in the experience. We frequently have passers by stop on their way from work, curious about what's going on, an they will end up staying for the entire show. They might even come back the next night. We always have repeated audience members. Children who play in the park will beg their parents to take them back time and time again. And it's easy for the parents because it's free and close to home. And very often, this is the first encounter these kids have with Shakespeare, perhaps it's the first play

C'est un super moyen d'être en relation avec une communauté. Il y a cette intimité que nous créons avec le public, en jouant dans leur espace, près de leur maison, dans un endroit qui leur est familier.

they've seen! And they love it! Many people think that Shakespeare is elitist or inaccessible, and we show them that is not the case. It's a great way to connect with the community. Play Me, I'm Yours > Luke Jerram, Artiste pluridisciplinaire - Comment le projet Play Me, I'm Yours ! est-t-il né ?

L’idée de Play Me, I’m Yours est née dans le lavomatic près de chez moi!

En effet, je voyais tous les week-ends les mêmes personnes et aucune d’entre elles ne se parlaient ou échangeaient un mot... J’ai alors réalisé que, dans une ville, il devait y avoir des milliers d’endroits comme celui-là, où des communautés invisibles devaient passer du temps ensemble mais dans un silence total. Installer un piano dans un endroit de passage a été ma solution au problème, agissant comme un catalyseur de conversations, transformant ainsi la dynamique de l’espace approprié.

En 2008, la première apparition de Play Me, I’m Yours a été possible grâce à Fierce Earth à Birmingham en Angleterre.15 pianos ont été installé dans la ville pendant trois semaines, et l’on a estimé que 140 000 personnes ont joué, participé à ou écouté Play Me, I’m Yours. Depuis, plus de six millions de personnes à travers le monde ont découvert ce projet qui a été accueilli par de nombreuses villes à l’étranger. Chaque ville qui commande le projet participe ainsi à cette grandissante collaboration et contribution internationales.

les pianos dans la rue ont été créés pour provoquer un engagement, une appropriation, un sens créatif chez les gens, afin qu’ils soient acteurs de leur paysage urbain. Street Pianos et son site Internet fournissent une ressource interactive pour le public et un moyen de s’exprimer possible pour tous. Les pianos ont également attiré beaucoup de musiciens et de personnes qui pratiquent le piano, mais qui n'en ont pas chez eux pour en jouer. Play Me, I’m Yours permet ainsi à de nombreux musiciens de pouvoir exprimer leur art et en même temps de pouvoir le partager avec un public. Dans des villes comme Londres, des centaines de pianos, pourtant en bonne condition, sont jetés chaque année. Nous en récupérons des dizaines chaque année que nous envoyons dans des pays où l’instrument se fait rare et a une vraie valeur, et permettre ainsi à une population d’en profiter. Après avoir fait partie du projet Play Me I’m Yours, les pianos sont généralement donnés à des écoles ou à des quartiers pour le bien de la communauté locale. C’est ce qu’a fait Sing for Hope à NYC - Qu'est ce que vous cherchiez en tant qu'artiste dans ce projet ?

Je suis juste ravi d'être à l'origine du projet. Il a eu beaucoup plus d'impact que ce que j'avais imaginé. La force de ce projet est de fournir un canevas blanc pour le public et lui permettre d’être créatif. Cela n’a rien avoir avec moi ou ma créativité. Sa force réside dans l’espace qu’on offre aux gens pour être créatif, pour s’exprimer. C’est la raison pour laquelle c’est un succès.

- A New York, avez-vous travaillé avec le département des Affaires Culturelles de la Ville ?

Non, l’association d'arts Sing for Hope m'a contacté pour présenter le projet. Ils ont présenté eux-même le projet à la Ville de New York pour obtenir les financements et les autorisations. Ça a coûté beaucoup d’argent et pas mal de temps pour avoir entre autres les licences permettant d’installer les pianos dans l’espace public (il est en effet illégal d’installer sauvagement des pianos dans la rue). En conséquence, une déferlante de pianistes et de musiciens s’est ruée sur les pianos! 60 pianos ont été installé dans les parcs, les rues et places de NYC en juin 2010.

Pouvant être considérés comme un cadre créatif vierge, les pianos étaient accessible à tous et chacun était libre de se les approprier.

- How the project Play Me, I'm Yours is born ?

The idea for Play Me, I’m Yours came from visiting my local launderette.

I saw the same people there each weekend and yet no one talked to one another. I suddenly realized that within a city, there must be hundreds of these invisible communities, regularly spending time with one another in silence. Placing a piano into the space was my solution to this problem, acting as a catalyst for conversation and changing the dynamics of a space.

‘Play Me, I’m Yours’ was first commissioned by Fierce Earth in Birmingham, UK in 2008. With 15 pianos located across the city for three weeks it is estimated that over 140,000 people played or listened to music from the pianos. Since then ‘Play Me, I’m Yours’ has reached an estimated six million people worldwide. Each new city that commissions the artwork becomes part of this growing international legacy.

work. It has become apparent that there are thousands of pianists out there who don’t have regular access to a piano. ‘Play Me, I’m Yours’ provides access to this wonderful musical instrument and gives musicians the opportunity to share their creativity by performing in public.

In cities like London, hundreds of perfectly good, working, second-hand pianos get thrown away each year. We transport dozens of these pianos annually, to countries where the instrument is rare and more valued, for the public to enjoy. After being presented as part of a ‘Play Me, I’m Yours’ installation many of the pianos are donated to schools and community groups within the local area. That’s what Sing for Hope has done.

- What are you looking for in this project ?

I’m just happy to be apart of this project. The project has became larger than i could ever imagine. The power of the project is on providing a blank canvas for the public to be creative, to express itself. It’s not about me or my creativity. That’s why it’s so successful.

- In New York, did you work directly with the Department of Cultural Affairs ?

No, the arts organization Sing for Hope contacted me about delivering the project and then they worked with the local City Council to get the money and to get commission to do it. It cost Sing for Hope many thousands of dollars and many hours to apply for licenses for the street pianos. It is illegal to busk in most places of the city without a license. Consequently thousands of musicians poured out onto the streets to play the pianos.

60 pianos were installed in public parks, streets and plazas in June 2010.

Like a creative blank canvas, the pianos were there for any member of the public to play and engage with.

- What was the goal of proposing free music in the street for the public ?

Disrupting peoples’ negotiation of their city, Street Pianos are designed to provoke people into engaging, activating and claiming ownership of their urban landscape. Street Pianos, with its website, provide an interconnected resource for the public to express themselves.

- Quelles sont les grandes différences de management culturel entre la France et ici ?

Il y a des différences entre la France et les États-Unis, principalement en tant qu'artiste. Ça marche par agences, par missions, on donne de l'argent de manière temporaire à des projets, peu importe la durée. Ça n'a rien à voir avec des nominations ministérielles, pyramidales, des gens qui, plein de frustrations et d'envies, font marcher un réseau. C'est une machine administrative totalement différente.

C'est toujours très pragmatique et fonctionnel. On ne donne pas à une structure, on donne de l'argent à une mission. Il n'y a pas d'argent pour des frais de fonctionnement. Le mécénat est fondamental ici, les gens sont détaxés à 100%. Les gens donnent beaucoup : de l'argent, du temps à une communauté, à un quartier, à un parc, à une structure culturelle locale, à une école. Il faut être bénévole, selon ce qui nous paraît important ou selon notre intérêt. Et on donne de l'argent de façon individuelle ou collective si c'est une entreprise.

L'idée de subventions repose sur le funding, le fundraising : on lève des fonds, par internet, en allant voir des gens autour de soi, des structures, des écoles, des entreprises privées...

- What are the main differences in cultural management between France and the US ?

Things are different between France and the US, principally when you're an artist. It works through agencies, by project, and money is only given temporarily, regardless of the project duration. It is very different from ministerial appointments and pyramidal organization with people full of frustrations and desires heavily relying on their networks. It is a totally different administrative machinery.

It's always very functional and pragmatic. People don't give to a specific organization, but to a specific project. There is no money for operating expenses. Sponsorship is fundamental here in the US as a contribution can be 100% tax-deductible. People give a lot, whether it is time or money.

We give to a community, to a neighborhood, to a park, a school or a local cultural organization. It's important for us to volunteer according to what we believe in or our interests. People give individually or more collectively when it's a company.

The idea of grants is based on funding, on fundraising : we raise funds, whether it is done on the Internet, door-to-door, through different kind of organizations, schools, private companies...

- Que penses-tu de l'appropriation de l'espace public à NYC ?

Il y a de l'activité sociale dans les parcs, dans les lieux culturels, dans les musées, dans les rues, dans les écoles. C'est populaire et humble. Ça se mélange, ça s'approprie les lieux. Les lieux sont pensés, il y a un vrai débat sur leurs utilisations par la population, car c'est public, donc on peut marcher sur les pelouses, se faire un barbecue, faire de la musique, sans qu'il y ait un côté désobligeant, irrespectueux. Au contraire, c'est être en vie. Et c'est une différence majeure avec la France.

Puis il y a ces événements plus gros comme dans les musées. On se retrouve, toute catégorie sociale confondue. Il va y avoir forcément un moment dans la semaine où ça va être gratuit. Il va y avoir un festival

- What do you think about the appropriation of public spaces in NYC ?

Here in NYC social activity is everywhere : in parks, in cultural places, in museums, in the streets, in schools... It's popular, and it's simple. People get all together and make public spaces their own. Public spaces are carefully and rationally considered. There is a real debate regarding their use by the population. Since these spaces are public, people are allowed to walk on the grass, have a barbecue, play music and there is nothing unkind or disrespectful about that. Quite the opposite in fact it's being alive. And this is a major difference with France.

There are also those bigger events in museums. People meet there, whatever their social class. And there are always days when it's free entrance. Or a festival, something more festive, which gives an off the wall perception of the museum, and is also the occasion to do something that

avec un endroit plus festif pour montrer le musée d'un côté décalé, pour pouvoir y faire des choses autres que voir des tableaux. Et ça marche bien, c'est inondé de monde, qui vient, dans un état d'esprit festif.

is different from just looking at paintings. And it works, it's always crowded with people who come to enjoy a festive moment.

- Why does it work here and not in France ?

We're getting into something irrational, not really perceptible. It is not just from a different way of doing or different cultural politics. In fact there are many people in France working on cultural mediation and who are trying to do such things there. It's about mentalities and psychology... And even if I decided to make a very good DJ play in the Louvre on a Saturday afternoon, I don't think it would be crowded. I don't think people who will come in order to visit the Louvre because it is free would enjoy the occasion to dance, have fun and go home at the end of the day thinking about the good day they just had. I don't think people would dance. They would be very cautious and the atmosphere wouldn't be as relaxed. And you would only find a certain class of people... It gives a lot to think about, whether it is about cultural policy or the activity of a very popular working class.

Take the example of Prospect Park where everyone can feel at ease.

Whether it comes from the Black community, the Latinos, the Caribbean people or the Protestants, they all want this blend of cultural diversity, driven by the spontaneity of island people. And it has great side-effects. Mexicans won't go, Jews will go but won't really be festive, Afro-Americans will party while Anglo-Saxon Europeans will join the volunteer supervisory staff. In fact, you can find the same differences between a French church and a church in Brooklyn. It’s not the same God! It's a matter of personality and individual culture. It does not only depend on the organizers.

- Pourquoi ici et pas en France ?

On rentre dans l'irrationnel, dans l'invisible. Ce n'est pas seulement un façon de fonctionner, pas seulement une culture politique. Car il y a beaucoup de personnes en France qui étudient la médiation culturelle et qui essayent d'amener ça en France. On rentre dans des mentalités, une psychologie... Et même si demain je met un très bon dj au Louvre à 14h un samedi, je ne pense pas que ça va être inondé de gens, qui viennent à la fois visiter le Louvre parce qu'il est gratuit et qui viennent aussi danser, s'amuser et repartir vraiment satisfait à 18h ou 20h en se disant : « Qu'est-ce qu'on a passé une bonne journée ». Je pense que les gens ne vont pas danser, qu'ils vont faire très attention, qu'il va y avoir quelque chose de beaucoup plus tendu et qu'on y retrouvera qu'une certaine partie de la population... Ça ouvre plein de questions autant sur la politique culturelle, que sur l'activité d'une working class très populaire.

Par exemple dans Prospect Park, il y a une décomplexion, qui vient des noirs, des latinos ou des caribéens, encadrée par des protestants qui veulent qu'il y ait ce partage, nourri par la spontanéité des gens des îles.

Un mix qui génère une solution miracle. Les mexicains n'y vont pas, les juifs vont venir pour voir sans être festifs, les afro-américains vont faire la teuf et l'encadrement bénévole va être fait par les anglo-saxons européens. Il y a la même émulation spontanée dans les églises et on pourrait faire la même différence entre une église française et une à Brooklyn.

Dieu n'est pas le même ! Il y a une question de personnalité, de culture individuelle. Il n'y a pas que la structure qui réalise.

- Pour revenir aux musées qui ouvrent leur espace, que penses-tu du Brooklyn Museum et de son événement Target First Saturdays1 ?

Le musée de Brooklyn est le deuxième fonds d'art américain et est axé sur les femmes et leur combat ainsi que sur l'histoire des noirs-américains. Déjà on ne pourrait pas avoir ce genre de distinction en France.

Les noirs sont totalement intégrés et c'est normal, il y en a qui dansent

- To come back to the subject of museums hosting events, what do you think about the Brooklyn Museum and its Target First Saturdays event1 ?

The Brooklyn Museum has the second-largest art collection in the United States and focuses on women's fight for equal rights and the history of Black Americans. Yet, this kind of distinction could not be made in France.

Black people are well integrated and it's normal. Some of them are dancing outside while their families, who were interested in seeing the Massai masks of their ancestors, are enjoying the free visit of the museum. It's alive. It works. It's a combination of knowledges and sensitivity that you don't find in France. A very important and interesting distinction must be

dehors tandis que les familles profitent de la gratuité du musée pour aller voir des masques Massai, de leurs ancêtres. C'est juste en vie, ça fonctionne, il y a un échange de connaissances et de sensibilité qui n'existe pas en France. Une grosse distinction intéressante s'impose : considérer les lieux publics qui s'adressent au public.

En France, le côté républicain, qui tire par le haut vers la connaissance, propose finalement de l'inaccessible dans les musées, dans les événements. Et même si c'est gratuit, ouvert, ça ne s'adresse pas à toute la population. Ici l'objectif est la vulgarisation, même s'il y a des raccourcis, des rapprochements, même si ce n'est pas toujours le plus exhaustif. Le but des musées, comme au Brooklyn Museum est d'initier, de montrer plein de choses accessibles. C'est ce que propose l’événement mensuel Target First Saturdays. Ça met en route une dynamique qui permet d'encore plus servir une exigence, pour montrer ensuite des choses plus compliquées car les gens vont être dans une démarche. Mais la rupture entre les deux, entre Art et Vulgarisation est insupportable en France, elle est dégueulasse. Ce sont plutôt des acteurs qui viennent à ce genre de programmations car c'est un événement professionnel. Ce sont des gens qui font des choses pour eux seuls, sans en avoir la plupart du temps conscience.

Par contre dans d'autres domaines comme l'art à proprement parlé, les Etats-Unis sont à la rue. La danse a disparu avec Merce Cunningham2.

En théâtre, il y a plus de compagnies à Marseille qu'à NYC. Ici si on montre un sein, les gens crient au scandale alors qu'en France c'est ringard... Donc d'un point de vue créatif institutionnel ce n'est pas non plus l'extase.

- Au-delà du management de structures très différent entre la France et ici, l'appropriation d'un espace public est finalement une question socio-culturelle ?

Contrairement à toutes les autres interviews qui vont peut-être parler de structures, il faut noter cette différence psychologique, cette différence d'identité qui fait que dans des situations de tous les jours, les gens ici ne vont pas être dans la parano, dans un sentiment d’agression, en danger par rapport à l'autre (qui est en vie) mais ils vont plutôt retenir « C'est super que des personnes s'approprient un lieu et ça me donne l'idée que je peux faire la même chose ». En France, on en est à un point que quand

After all, what France -and its republican values seeking higher knowledge- offers in museums or events remains mostly inaccessible to the public. Even if it's free, even if it's open-air, it is not directed to everyone.

Here in the US, we are aiming at popularization, even if it sometimes implies to make shortcuts and approximations, even if it's not always exhaustive. The goal of museums, like in the Brooklyn Museum, is to initiate people and show things that are accessible to the public, to later be able to show things that are more specialized. This is what the event Target First Saturdays aims at. People get into a process. In France, the breach is unbearable. It's shameful. There are numerous cultural actors coming to this type of event as it is a professional event. They usually do things for themselves, without even being aware of it...

On the other hand, if you're looking at other disciplines, the US has lagged behind. For instance, dance has disappeared with Merce Cunningham2.

And there are many more theater companies in Marseille than there are in NYC. Here, if you happen to show a boob people will cry foul, while in France it's out of the ark.... So if you're looking from an institutional creative point of view, there is nothing to be ecstatic about.

Beyond the major differences in organization management between France and the US, do you think that the question of public space appropriation is socio-cultural ?

Unlike many interviews focusing on organizations proper, it is important to talk about these psychological and cultural identity-related differences.

In everyday situations, people's reactions and feelings aren't the same.

People here are less inclined to anxiety, feelings of aggression, and tend less to feel threatened by the other (who is just living his life). Instead, the general thought is that it is actually a good thing that people appropriate a public place and the idea starts to spread. In France, it got to a point where you actually feel bad when you do something in a public space, you feel like you're doing something forbidden. It's almost impossible to meet friends in a park for a picnic or to have a barbecue on the beach without feeling guilty and think to yourself : “I am a polluter, I'm breaking the law”.

Here in the US, and it applies to Prospect Park, there are simple life rules for the community that have been made collectively. And these rules are taken locally, or by the State, but they aren't externally imposed. And, it's for everybody's good.

on s'approprie un lieu public, on se demande si on n'est pas en train de faire quelque chose d'interdit : un rdv avec des amis pour un pique-nique ou un barbecue sur la plage, se transforme vite en « je suis un pollueur, je fais quelque chose qui n'est pas autorisé ». Ici, comme à Prospect Park, il y a des règles simples qui sont pour la collectivité, on les a réglées ensemble et d’ailleurs elles sont locales ces règles de vie, ou par Etat et ça ne vient pas d'en haut. Plus encore, c'est pour le bien-être de tous.

- How would you explain the success of public spaces in NYC ?

The demographics of New York City are very different from elsewhere, and communities don't feel like they are a minority. They are part of a group, just like anyone else. Unlike France, they don't have to endure their immigrant status.

Look... the Haitians behind us. They are numerous, maybe a hundred, they are playing music, they are cooking. On a Sunday evening, in Prospect Park. And no one says anything. There is no judgment or questioning from any leading population, which could be thinking “Is this good or not?

Isn't it going too far? Isn't it going beyond any moral values?”. The place will be cleaned on the following day, and no one will want to interfere.

There is a very strict legal framework. Not strict because it is restrictive but because it is enforced to the letter. It's quite the opposite in fact as it is based on people's freedom,there are simply some rules to follow. According to circumstances, there will be a fine, following a strict protocol that applies to everyone, respectfully in all cases. The slogan painted on NYC police vehicles is : Courtesy, Professionalism, Respect.

- Comment expliques-tu le miracle new-yorkais des espaces publics ?

La démographie à NYC fait que les communautés contrairement à ailleurs n'ont pas la sensation d'être une minorité, elles font partie d'une tribu mais au même titre que d'autres. Elles ne se sentent pas avec un statut d'immigrés, comme en France.

Observe... les haïtiens derrière nous sont nombreux, une centaine, ils font de la musique, ils font à bouffer, un dimanche soir à Prospect Park.

A aucun moment il n'y a d'interventions, de jugement ou de questionnements d'une certain population dirigeante ou d'accueil en se disant « estce que c'est bien ou pas ? Est-ce que ça va trop loin ou pas ? Est-ce que ça dépasse pas une certaine morale ? » Demain on nettoiera et à aucun moment, on ne se pose la question d'intervenir. Il y a un cadre légal qui est très strict, non parce qu'il est restrictif dans le sens ou il est appliqué au pied de la lettre, au contraire, il est basé sur la liberté des gens et il y a simplement des choses à ne pas dépasser. Selon les circonstances, ce sera respectueux, avec une amende, avec un protocole strict qui est le même pour tous. Sur les voitures de police est inscrit : Courtoisie, Professionnalisme, Respect.

- How could these gatherings happen in France?

There are minorities in France, North African for example. It could be quite easy to imagine in some French cities the North Africans organize, through community representatives, gatherings and meetings where they could freely express their cultural identity. But it is not made possible. It is not welcome. The North African community in France is big, over 5 million3, but it is not exposed, you never see them live their lives. You can actually see the North African community in Marseille, because the demographics are quite the same as in NYC. Parks are crowded, like at the Porte d'Aix, you can witness this life. Families go to the parks and spend time there, do the Ramadan in quite an ostentatious way, but they do all this in undefined places because the city is quite chaotic and has some places that remain uncontrolled. And the solution that have been found in order to regain control is to build car parks...

There is a typical reaction from the French, and it has always been. The first thing they do is to point out everything that is different from them instead of just considering that it is not the same. And they finally have to decide whether it is good or bad. They are highly judgmental, but their judgment is made on people that have no private nor public life. Conse-

- Comment ces rassemblements pourraient être appliqués en France ?

Il y a des minorités en France, des maghrébins par exemple. On pourrait imaginer que dans certaines villes ce soit sollicité, que la culture, les rassemblements ou le type de rencontres de la vie maghrébine soient possibles et encouragés avec des relais dans la population pour que ce soit organisés. Il n'y a aucun endroit en France où l'on voit la communauté maghrébine, alors qu'ils sont super nombreux en France, plus de 5 millions3, on ne les voit jamais vivre. démographie qui ressemble à NYC, où les parcs sont envahis comme à la Porte d'Aix, cette vie du coup a lieu. Les familles vont dans les parcs, y passent du temps, font le ramadan de manière ostentatoire et encore ils le font dans des endroits non définis car Marseille est une forme de chaos et il y a des endroits qui ne sont pas réglementés. Alors la ville veut les réglementer avec des parkings...

Le réflexe des français, développé depuis la nuit des temps : D'abord, il note toutes les différences qu'il y a par rapport à eux, plutôt que de se dire : «ce n'est pas pareil ». Pour finir très vite par penser « c'est bien ou pas bien ? ». Ensuite, le jugement est super important et il est porté par des gens qui ont aucune vie publique, qui n'ont qu'une vie privée. Du coup pour eux la vie publique, c'est la rue piétonne avec des enseignes pour faire des courses le samedi après-midi.

Listen around you... In this park, dogs aren't barking and they don't poop where they shouldn't poop... “Good boy!” and we take it for a run.. No one is afraid of dogs. Quite the opposite in fact, everybody loves them! Actually, it reminds me of the village where my grandparents used to live. You don't know anyone there but everyone is so nice. And if our eyes came to meet, we would say “Hi, how are you doing?” A real slap...!

And finally, there is something that is forbidden here, you don't analyze people regarding their race or religion. It is something that the public authorities have established about twenty years ago so that sociologists stop working on the subject in the name of stigmatization and non-universalism. Bourdieu4 for example had studied the subject but now it's forbidden. One's culture plays an important role in shaping the collectivity.

It is essential to consider the differences in people's histories.

Ecoutes autour de toi, dans ce parc... Les chiens n'aboient pas et ils ne chient pas là où il ne faut pas chier... « Good boy ! » et on l'amène courir...

Personne n'a pas peur d'un chien, au contraire ils en sont gaga... Plus encore, ça me rappelle le village de mes grands parents, tu connais personne mais tout le monde est d'une gentillesse incroyable, si nos regards se croisent, on se dit « bonjour, comment vas-tu ? »C'est une grosse claque.

Enfin, il y a quelque chose d'interdit, c'est d'analyser les gens par rapport à leurs races ou par rapport à leurs religions, quelque chose qui est développé par les pouvoirs publiques depuis une vingtaine d'années pour que les sociologues arrêtent de bosser dessus au nom de la stigmatisation, du non-universalisme. Bourdieu4 bossait dessus, maintenant c'est interdit. La vie vient aussi de la culture des gens pour le vivre ensemble culturel. On est obligé de réfléchir aux différentes histoires de populations dans les pays.

- What does the term popular culture mean today ?

It has to do with the culture, with what's inside, something imperceptible. We are losing it through the generations and we can't seem to go back to this “living together”. After the war, community arts centers and youth clubs5 were created but it didn't really work. Maybe it's a question of scale...? In NYC, neighborhoods are like villages, and it works. People have been conned intellectually. They was a strong political reaction in the 70s in order to get rid of people like Bourdieu and so they were ruled out to let other people conduct the universalism and anti-totalitarian approach, like Bernard-Henry Lévy. Big words used to justify their fascism...

There is a ridiculous political intention behind this which is not obvious but in propaganda so that people don't see the enormous loss of freedom they have suffered in the last 50 years.

- Qu'est ce que ça veut dire culture populaire aujourd'hui ?

Il y a une histoire de culture, d'intérieur, d'invisible. On se rend compte que ça se perd avec les générations et que l'on ne peut pas revenir à ce vivre ensemble. A partir de la fin de la guerre, sont créées les MJC5 et ça n'a pas marché. Question d'échelle ? A NYC, les villages se recréent et ça marche. Les gens se sont fait avoir intellectuellement. Dans les années 70, il y a eu une réaction politique violente pour virer des gens comme Bourdieu. Ils ont été radiés, éliminés et ce sont d'autres gens qui dirigent la pensée universaliste anti-totalitaire qui sont des grands mots pour pouvoir mettre en place leur fascisme comme Bernard-Henry Lévy.

Il y a un dessein politique fou car il n'est pas frontal mais uniquement en propagande et les gens ne voient pas l'énormité de la perte de liberté au cours des 50 dernières années.

Quand on fait des parcs, des centres culturels, des lieux de vie, c'est uniquement une action volontaire pour créer une émotion. On ne parle jamais de cet aspect-là car c'est jamais conscientisé. Certes il faut de la culture, de l'art, du vert, mais on dirait que c'est fonctionnel, ça n'a jamais rapport au bonheur ou au plaisir, à l'émotion, à une petite élévation de soi... Alors que ça ne parle que de ça.

Il y a un délire d'enthousiasme naïf des américains qui fait que l'élite artistique, branchée, se réunit à Brooklyn, et ces gens aspirent essentiellement à se réunir un samedi après-midi autour d'un barbecue ! On n'est plus dans l'intellectuel pour voir des concepts ou dans une population fonctionnelle qui fait la culture. L'élite mondiale de la branchitude aspire à boire une limonade et à manger un burger à Brooklyn ! Cet enthousiasme fait qu'il n'y aura jamais une attitude et qu'on ne verra jamais que le mauvais côté des choses. On est dans l'abstrait, les codes de politesse ici sont vraiment basés sur l'enthousiasme, et l'inverse sera très mal pris à part pour une raison personnelle très grave.

Of course we need culture, art and green spaces but only the practical aspect is put forth, it is never about happiness or pleasure, about a feeling or an elevation of the self... There is a naive and enthusiastic frenzy from the Americans that leads the trendy artistic elite to meet in Brooklyn. And all these people are looking for is to gather on a Saturday afternoon and have a barbecue! It's not about intellectualizing concepts anymore, nor about a functional population in charge of the culture. What the trendiest elite from around the world want is to sip a lemonade and eat a burger in Brooklyn! And thanks to this enthusiasm there won't be any attitude, people won't be inclined to see anything negative. It's something abstract, the courtesy rules are based on enthusiasm and no one will understand if you act differently, unless it is due to some serious personal reason.

- En France on n'a pas ça, pourquoi ?

Dans les pistes intéressantes, il y a la religion. - Why are things so different in France?

Religion is one possible answer. It is not explicitly admitted but France tends to stigmatize religious practices, faith or other rituals like prayer because, in people's minds, it is linked to integrism, which goes against liberties. And sometimes this fight against religion is legally framed, in Marseille for example, where group prayers were prohibited. In France, it could never be considered positively as a simple gathering where people live strong moments all together, an existential and transcendental experience which could also bring something positive. In NYC, all the communities are a chance! If tomorrow France was to adopt real measures and stated “Arabs are great” then everything would change. For instance, actions could be taken in schools in order to teach what Maghreb is and allow the children with North-African origins to feel like they exist. Or to organize religious celebrations from the global heritage... It is a real issue, both intellectual and philosophical, which shows the greatness of human stupidity. And it's very scary! In France, regardless of the political side, it's the same stigmatization, the same speech about immigrants, it's fear. It became an absurd paranoia. Here, it's totally different, and I love smiling to all kinds of people. It's a miracle.

Here, people are believers. The most cultural atheists are the Chinese, because the principles of Taoism and Confucianism are based on things that aren't only related to the divine. And you can actually see the difference: the Chinese aren't part of the general enthusiasm or the collective life. In France, religion has stopped existing. It's a sad observation... But

les libertés. C'est combattu parfois légalement avec des interdictions de prières comme à Marseille et c'est jamais valorisé comme un rassemblement pour vivre des moments très forts ensemble, une expérience existentielle, transcendantale, qui apporte aussi du positif dans la vie. Toutes les cultures à NYC sont une chance ! Si demain il y a avait une vraie politique en France où on disait « Les arabes c'est chouette » ça changerait tout. Par exemple, faire un vrai développement dans les écoles pour nous apprendre ce qu'est le Maghreb, pour que les enfants de ces pays se sentent exister. Faire des fêtes religieuses du patrimoine global...

C'est un vrai problème intellectuel, philosophique où la bêtise humaine est répandue, ce qui est super flippant ! En France, peu importe les bords politiques c'est la même stigmatisation, ils parlent tous de la même façon des étrangers, de la peur. Il y a une paranoïa folle. Ici c'est le contraire, je kiffe de sourire à tout le monde, ici c'est un miracle !

A NYC, les gens sont super croyants, les plus gros athées culturels sont les chinois ! Les principes de vie taoïstes et confucianistes sont basés sur autre chose que sur du divin. Et on voit la différence : les chinois ne participent pas à l'enthousiasme, à la vie, ils ne sont qu'une fonction. En France, la religion n'existe plus, c'est super ringard... mais quand les touristes français viennent ici et qu'ils visitent une église ils disent tous qu'ils ont eu une émotion forte et qu'ils se sont mis à chialer !!

Je traite de la religion dans l'EDP6 (Exposition au Danger Psychologique) pour la rétablir. L’éducation des enfants est importante également : Le conflit et l'échec sont considérés comme normal en France et s'engueuler est justifié. Surtout avec les enfants. En principe l'enfant ne peut pas faire quelque chose de mal. On ne combat pas l'enfant, et les moments que l'on passer avec lui sont pour lui, donc on ne va pas l'amener où il ne doit pas être...Le remettre à une nourrice est une chose super violente !

Est considéré comme positif l'émancipation de la femme qui vient d'accoucher et qui retourne au travail. Il devient presque normal que la petite enfance soit une période de violence : « ça t'apprend la vie, tu touches pas, tu restes là, tu vas attraper froid, qu'est ce que je t'ai dit ». La relation avec l'enfant n'est pas forcément dans l'interdit, et si elle l'est, ce n'est pas une lutte, ça fait sens.

In France, conflict and failure are considered to be normal and arguing is something totally justified. Especially with kids. In essence, kids can't do something bad. You don't fight against a kid, and the time you spend with them is for them so you won't take them to a place where they don't belong... When you think about it, to leave a child in the hands of a babysitter is very violent ! When you think that the emancipation of the woman who goes back to work just after she gave birth is honored... There is almost nothing surprising about early childhood being such a violent period punctuated with: “you will learn something from it”, “do not touch this”, “stay here”, “you'll catch a cold”, “what did I say”! The relationship with a kid shouldn't always be about interdictions, and if sometimes it has to be, it shouldn't be a constant struggle. It makes sense.

EPD has to do with the existential, highlights the invisible and what is denied : the psychological state of people is at the center. “How are you?”, “And you how are you?”, “I'm good”... Life goes beyond that! At no time, 6 EPD is a fictitious science invented by Emmanuel Germond and created in Marseille in 2007. Noticing how humans tend to deny how psychologically aggressive daily life is, this creation reminded him of his over-sensitivity in situations that we usually call «comfortable». L'EDP a donc rapport à l'existentiel, valorise l'invisible et ce qui est nié : l'importance de l'état psychologique des gens : « _ça va ? _ Et toi ça va ? _ça va . ». La vie est plus riche que « ça » ! A aucun moment, il n'est dit dans l'inconscient collectif ou individuellement qu'il faut être vigilant (sur le travail, le mariage...). Etablir des choses mathématiques, scientifiques sur quelque chose qui n'existe pas afin de trouver qu'est ce que l'on pourrait faire pour que ça aille bien. C'est comme une science-fiction qui peut aller très loin. Pour la première campagne faite à Marseille ce ne sont pas les lieux professionnels qui sont apparus les plus stressants avec un risque élevé, ce sont les rapports humains, source de violence quotidienne, qui sont importants. L'idée est de s'amuser avec ça pour en faire quelque chose de pragmatique. Et on revient à ici, sans boucler la boucle : comment ça se fait que dans un parc on se sent bien et que dans un autre, on ne se sent pas bien. Tout est une histoire d'invisible.
