Reconciliation begins in Pattaya
U
nder a large banner proclaiming “Bring Happiness Back to Thais”, there was a carnival atmosphere at the joint army and police celebrations held at Pattaya police station and the adjoining basement area of Central Festival Pattaya Beach on June 3. The “Happiness” slogan is one endorsed by
military coup leader and army general Prayuth Chan-ocha as he seeks reconciliation in the country between opposing political factions. A large crowd of civilians also assembled to hear several very professional bands and singers from the army base near Sattahip who were there to entertain the public. Several nurses
were also on hand to offer blood pressure checks to passers-by. Army spokesperson Veerawut Sriboo told Pattaya Today that the event, which was attended by army and police top brass in Chonburi, was designed to show that the military and police were working together
to bring about political peace and an end to color-coded politics. “General Prayuth,” he said, “has announced that he wants genuine reconciliation and today’s event was just a first step in that process.” Also on the agenda will Continued on page 4

News Military checkpoint on Sukhumvit
Navy police from Sattahip set up a road block in front of Boonthavorn on Sukhumvit Road to check vehicles. Officers confiscated knives, cartridges, a baseball bat and other makeshift weapons, creating a traffic jam. Vice Admiral Ruengrit Boonsongprasert, commander of Sattahip Naval Base, said the checkpoint was set up to discourage political protests and to search for weapons in accordance with the National Council
for Peace and Order. He characterized Pattaya residents as understanding and cooperative. In a separate development, an official at Pattaya police station told the media that 21 guns had been seized as well as 200 bullets, 2,000 yaba tablets, and a tourist who had been scamming ATM machines. Other cases involving alleged “fake” police and the rape of a seven-year-old girl were still being investigated.
Gross encounter Indian tourists drugged and robbed in hotel
Having been slipped a mickey by ladyboys, an Australian man passed out on Beach Road only to find himself 100,000 baht poorer when he awakened in Pattaya Memorial Hospital. The tourist, Francis David Deniet, told police that while strolling the venue he met a group of apparently friendly transvestites who offered him a free drink. He soon passed out and was robbed of a gold necklace, cash and computer equipment, all valued at about 100,000 baht.
Hotel cleaning staff found two Indian men who had been drugged in their ransacked room. Baldev Raj, 54, and Deepak Kumar, 41, said they returned to their room with two prostitutes who presumably spiked their beers. Once the tourists passed out, the women helped themselves to about 220,000 baht. Police checked the hotel’s CCTV for clues and found nothing useful.
Shots fired at beauty salon Soi Korpai witnessed a nasty episode when two men on a motorbike fired several bullets at a beauty salon breaking a window and causing minor damage. The owner, 37-year-old Suthee Kunaree, told investigators he had had a late-night spat with a rowdy group of teens who were drinking beer in a neighboring grocery shop. About two hours later, around 1 a.m., bullets were fired at the shop from a passing motorbike.
Man drowns in reservoir City Council members shocked
A local painter and decorator was found dead after diving into Mabprachan Lake to collect seashells. Tawee Simmakul said he and his friend Chang had been drinking when Chang decided to dive into the lake. He did not reappear, so Tawee called police who retrieved the body.
Discovering illegally parked vehicles on Beach Road prompted Pattaya City Council members to express shock (“Shocked, I say”). Touring the area, the officials also found the newly expanded venue laden with vendors--apparently oblivious to local ordinances, and taxi cabs blocking authorized stops reserved for public transport. In some areas, huge umbrellas took up the entire walkway, forcing pedestrians into the street. Offenders were asked to change their ways and make Pattaya a better city.

Pattaya Mayor Itthiphol Kunplome presided over the release of 20,000 fish and the cleaning of Jomtien beach in celebration of World Environment Day. The theme of the activities was “Raise your voice, not the sea level.”
Tourism authority promotes low season
Under the title “Pattaya the Paradise for Workers”, the Thai tourism board invited 50 executives from central and eastern Thailand to visit the main tourist amenities in the city. The idea was to illustrate to executives that Pattaya is an ideal location for workers to enjoy a break from work as well as being a growing commercial hub in its own right.

Resistance to the coup has so far been sporadic and limited to small weekend demonstrations and gatherings in shopping malls in some larger cities. However, the army has seized several large caches of weapons in an ongoing campaign to prevent violence from breaking out. Pattaya Today spoke to several tourists present at the Central Festival Pattaya Beach celebrations who expressed enthusiasm for the initiative. “I had no idea that the army had such great musical performers,” said Kevin Kingsford from Luton in UK, “and it was great to see the military reaching out to people in this way.” He added that you would never experience that in the UK. Other vacationers said they were delighted the curfew was now over in Pattaya and felt that tourist numbers would now start to pick up. A large parade was also held on Beach Road outside the police station attended by about 500 army personnel and police officers from all local divisions as well as a contingent of Thai and foreign police volunteers and assistants. City Hall was also represented. They heard speeches from police and army chiefs explaining the need for national reconciliation to allow Thailand to move forward towards a democracy which will actually work.

Police corruption acknowledged Colonel Supatee Boonkrong, superintendent of the Chonburi provincial police, acknowledged that there has been too much corruption and poor performance in police work in the past. He said such problems must be addressed immediately because Pattaya depends on foreign tourists. He urged traffic police to concentrate on reducing traffic jams rather than collecting fines, and he wants officers to develop into a truly professional force working for the public good.
Overfishing in the bay Civil defense training Pattaya City Hall will issue new rules to protect marine life from overzealous fishing boats, especially in the waters off Naklua. Some vessels reportedly are dredging for fish and, in the process, destroying much marine life caught in nets. The boats had been warned before about their unwarranted intrusion, especially at night, and the practice has been declared illegal. Much of the fish illegally caught is smuggled ashore and sold to local vendors.
Mayor Itthiphol Kunplome presided as training got underway for the city’s Civil Defense Volunteers at the South Pattaya Fire Station. Deputy Mayor Ronnakit Ekasingh and about 100 others are participating in the training. The mayor pointed to threats that can only be met through a competent emergency force. He has requested funding from the interior minister for the purchase of equipment and firearms for each volunteer.

The YWCA and Pattaya City School Number 7 launched a learning center to stress the sufficiency economy, the importance of plants in diets, home cooking and ancillary skills. About 20 such centers have been established locally, each with its own mushroom house.

Anti-drugs campaign hits schools
Drugs are dangers, Pattaya Deputy Mayor Wattana Jantanawaranon told students at 10 local schools as part of an anti-drug campaign to include warnings on alcohol abuse. Students who complete the course will receive a certificate and even a badge.
Love Reading Campaign
Jirasak Jitsom, director of Pattaya School 11, opened the latest Love Reading Activity designed to promote traditional books. The two-year campaign has thus far resulted in more youngsters borrowing books from libraries, most popular of which were award-winning novels.

Schools save energy Energy consultants from the public and private sector told the media at Ambassador City Jomtien Pattaya that an energy-saving competition among 659 schools in eastern provinces collectively saved more than 8 million baht in electricity. Several schools were cited for exceptional savings, including Assumption College Sri Racha, which received a prize of 250,000 baht. A spokesman said most of the savings had been made simply by raising air conditioner settings and unplugging equipment not in use.
Pattaya School 8 has introduced a mini-English language orientation course to help prepare youngsters for the ASEAN Economic Community. Dr Aporn Rachsingho, school director, said that parents had been closely involved in the preparation and delivery of the course. One result is that absenteeism and drug taking have dropped markedly.
Bank seminar on business
A one-day K Bank seminar on Constructive Solutions drew 100 executives and entrepreneurs primarily from small- and medium-sized businesses. The meeting focused on how business managers in the fast-growing Chonburi region could benefit from the upcoming ASEAN Economic Community which begins on December 31, 2015.

Banking on education
Government Savings Bank has opened a branch in a public school in Pattaya to encourage students to save and provide experience working in a bank. Mayor Itthiphol, City Council members, and Manot Nongyai, who heads the Basic Education
Commission, were on hand for the branch opening at Pattaya City 11 School. Students from lower secondary school will participate in management, guided by bank officers. Students who open accounts will receive interest of 50 satang annually.
Quit smoking campaign
Central Festival Pattaya Beach hosted a seminar to encourage cigarette smokers to quit their dangerous habit. The World No Tobacco Day event advised addicts to find
something to do in free time, suggesting that might reduce the need for a cigarette. Some smokers argued that having nothing else to do was the reason they began smoking.

An unexpected wine journey at Pattaya Marriott The Pattaya Marriott Resort & Spa recently held a top drawer wine tasting event entitled “An Unexpected Wine Journey” held at their elegant Elephant Bar. Wines from the renowned Mezzacorona winery from the foothills of the Italian Dolomites were an instant hit. Hilton Pattaya participated in Careers@Hilton Live: Youth in Hospitality Month, Hilton Worldwide’s global career event. Fifty students from Aksorn Pattaya Technological College experienced what it’s like to work in the hospitality industry. Students were given an in depth overview of the hotel industry and career opportunities and were allowed to interact with members of the various teams and departments within Hilton Pattaya. Students also enjoyed a lunch buffet while learning about table manners and etiquette.

Tavern by the Sea Pattaya’s premier viewing locale for the World Cup By the time this article appears the 2014 World Cup will have finally kicked off! We can only imagine the frenzy that will be part of our everyday lives once the matches begin. Tavern By The Sea, Amari’s beachfront sports bar and restaurant, will screen the matches, offering happy hour drink and food promotions and even a Brazilian breakfast during the games. If you aren’t already acquainted with Tavern by the Sea or spotted it on Beach Road, it is on the Amari Pattaya property, just past Mantra. Parking is always a stressful affair in this part of town but TBTS have their own car park so Mick and I arrived unfrazzled and smiling. A terrace table had been reserved for us which was perfect on such a balmy evening and we were also center stage to enjoy the sights and sounds of a downtown Friday night at this international-themed pub. Predominantly created as a sports bar, it boasts 14 strategically
positioned screens, plus the central mother monitor comfortably surrounded by sofas. A big comfy bar and pub booth seating provide a convivial environment in which to enjoy global eats, cocktails, imported and local beers, wines and beverages. The popular themed food nights present value for money in an eat-as-much-as-you-like buffet. The week kicks off with an Indian Curry night on Monday (B.499 net) including nan and a salad bar. Wednesday is a Ribs & Wings evening offering their signature ribs and six kinds of wings for B.449 net. Every Thursday is Krazy Flying Chicken night (B.449 net) where chicken wings, legs, breasts and even whole chickens are BBQ grilled in one of four styles:
Thai, Tex-Mex, Indian or French and accompanied by rice, potatoes and a varied salad bar. Friday and Saturday is Churrasco night (B.749 net) which is when we were dining at TBTS. This famous South American barbeque is celebrated the world
over for its practice of serving the meats (and here in S.E. Asia with the addition of seafood) on giant spits (pens). Look out for the wooden discs on the table. Leave it on the green side and a continual procession of happy servers will flock to your table to carve from the skewer on to your plate; turn it to red and the serving will stop– either for a temporary respite or to signify that you have reached your limit! Best imported premium beef, pork ribs slathered in very tasty BBQ sauce, giant sausages, extremely juicy, succulent chicken and fragrant king size prawns are all on offer sizzling straight from the grill to your plate. To accompany the grills there is a pasta and salad buffet, soup, herb roasted potatoes, Portuguese rice, traditional feijoada black beans, garlic bread, grilled pineapple and a selection of vegetables plus a separate dessert buffet offering crème caramel, creamy cakes, donuts, fruit and sponges. The daily a la carte menu features everything you would expect at an international tavern. From breakfast to the early hours of the morning, it serves up pizzas to pasta, salads to soups to sandwiches and burgers and of course the British pub staple, fish and chips and not forgetting their famous Irish stew and Guinness pie for B.380. The Thai cuisine comes highly recommended and was a big seller on the night we visited. Then there are the desserts – New York cheesecake, dark chocolate cake
(B.140), apple strudel, banana split-the temptations go on and on. This hostelry not only welcomes kids it positively spoils them! Their personal menu contains such items as hot dogs, chicken nuggets, eggs and mini pizzas and burgers accompanied by kids caviar - baked beans and fries. Mention must be made now of the staff. Young, enthusiastic and competent the staff interact with the customers and are knowledgeable and well informed about the menu, promotions, and wines and beers. On that topic, there are eight beers on tap with specialty bottles such as Hoegaarden selling for B.220 plus a fine selection of wines. We had a positively brilliant evening, the ambiance is so friendly and laid back and the duo playing that night was excellent. Tavern by the Sea is a splendid destination. Whether it be for breakfast overlooking the gulf of Pattaya, to cheer on your country’s team during the World Cup with beer in hand, a Tex-Mex lunch, a snack in between shopping expeditions, dinner under the stars or a cocktail or three at midnight, the welcome will be sincere and here at TBTS the phrase, “service with a smile” is never truer.

COOKING METHOD In a small bowl marinate lobster and prawn with seasoning, stir until mixed well. Make a slit in the chicken wings and put stuffing inside of the wings. Heat cooking oil to 150°C. Whisk tempura flour with cold water till smooth. Coat chicken wings with tempura flour then place into hot oil, turning occasionally, until cooked through and golden brown. Meanwhile, wok-fry garlic and peppercorn with vegetable oil until aromatic, add chicken stock then all seasonings, stir corn flour with a 1 Tbsp water then put in sauce while boiling. Place deep-fried chicken wings in peppercorn sauce and sautÊ over high heat until coated well. Garnish with coriander, sliced spring onions and sliced red chili.

Alibaba Tandoori & Curry Restaurant Pattaya’s longest serving Indian restaurant The Brits have always had the hots for an Indian curry and the number of curry houses that dot the length and breadth of the British Isles bears testament to this. Here in Pattaya Alibaba carries the crown for the longest serving Indian restaurant having survived the fads and caprices of Pattaya’s restaurant world for over 30 years. The longevity of this Indian curry house speaks volumes for the consistency of food and friendliness of the staff. To enter Alibaba is indeed to set foot inside a treasure trove. The stairs are lined with the swag of the fictional thieves, the gold ceilings gleam and glisten and the entire exotic décor bursts with color and olfactory gratification. The smell, ah! the smell: pungent aromatic spices redolent with turmeric, cumin, and garam masala tantalize the sensory organs. Is there a more welcoming mouthwatering scent to get the taste buds jumping than Indian curry ingredients? We think not. When a visiting English friend expressed a yearning for a prawn
vindaloo where else could we take him but to the famous Alibaba Tandoori & Curry Restaurant. India is divided into 29 states, each a culturally distinct entity with unique customs, language and cuisine. Here, they serve Punjabi cuisine. You’ll be familiar with Punjabi food because many of its staple dishes have come to represent Indian food internationally such as the tandoor (clay oven) open at the top and fired by charcoal below. We raised the curtain on our dining out with an Alibaba 20 Thieves selection of meats, seafood, chicken and Indian cheese (B.575). Tandoor roasted chicken and paneer cheese, peshawari kebab (succulent lamb pieces barbequed with spices and yoghurt, seekh kebab (skewered minced lamb kebabs), chicken minced kebabs and tandoori king prawns were (generously) stacked onto a sizzling hot plate of spiced onions and brought crackling to our table – and what a cracker of a dish this was! The succulence of the meats was superb and the spicing delightful. The accompanying pickles and sauces added extra sparkle and we were in subcontinent culinary heaven. All these items can be ordered separately of course together with their famous butterfly deep fried prawns (B.345), samosas, bhajis, and one of our favorites: aloo chaat (a specialty spiced potato salad). We followed this with an order of prawn vindaloo, lamb rogan josh,
spinach curry with paneer and aloo gobi (B.185). All had the aroma, flavor and consistency that we have come to know and love. We like to enjoy the curries with some of their superb breads, either various naan, paratha, rotis or our preference, puri (fried flour bread). If you are unfamiliar with Indian cuisine a good introduction would be to order a Tali (literally means tray) where an array of small dishes are gathered together with breads and a dessert. It comes in the vegetarian version (B.590) or the meaty kind at B.675 which would include lamb tikka, tandoori chicken, tandoori king prawns, prawn curry, rogan josh, butter chicken, vegetable curries, garlic nam, puri, pulao rice and the famous Indian sweet, gulab jamun (Indian sweet dumplings soaked in a rose flavored sugar syrup). A feast of flavors and it would very nicely set you on the road to becoming an Indian food fan. Alibaba also has a considerable takeaway service. Thailand Bail Bond What is Bail Bond? A bail bond is one method used to obtain a temporary release of an alleged offender or accused person awaiting trial on criminal charges from the custody of law enforcement officials, sometimes on condition that a sum of money or other form is lodged to guarantee their appearances in court. In other words, it represents an agreement to appear in court on a scheduled date.
with a criminal offense shall be admitted to bail as a matter of right, with sufficient sureties as prescribed by law before judgment is passed by the court of an offense not punishable by death or life imprisonment. A written request must be submitted by a bailsman to the investigating officer who will ask for particular documents; the result of the bail review shall be announced within 24 hours.
What is a Bailsman and who can act as one? A bailsman is one who provides bail or security for another. It can be any individual, juristic person, or entity that acts as a surety and pledges money or assets as bail to ensure the future appearances of an alleged offender in court.
Can an alleged offender who is kept in custody be refused bail? According to Thai Criminal Procedure Code, an order which refuses to grant provisional release shall be issued only when one of the following causes exists: • The alleged offender is likely to escape • The alleged offender tampered with evidence • The alleged offender is likely to cause injury to another person • The person filing for a provisional release or the security offered is not sufficiently credible • The provisional release will obstruct the inquiry of the officials or the trial in court If the grant of a provisional release may endanger a key witness, such witness may file a motion of objection to the court.
What is the general rule regarding the right to Bail? A suspect or alleged offender is presumed innocent until proven guilty. Anybody charged

In Thailand, there are three guarantee categories when submitting a request for a temporary release: 1. Request for temporary release by using assets (title deeds, bank accounts, etc.) 2. Request for temporary release by using the employment status of a public official (Government, police, military, political officials and state enterprise employees may be used as Bail Bondsmen wherein bail rates are set from 60,000 baht up to 800,000 baht depending on one’s position) How are bail requests being considered? In considering a temporary release, the court shall use the following criteria: • Seriousness of the offense • Sufficiency of the existing evidence and the credibility of the witness • Circumstances of the case • Trustworthiness of the person filing the
request or the guarantee given • Likelihood of the alleged offender to escape • Likelihood of the alleged offender to create danger caused if released • Likelihood of the alleged offender to destroy evidence or threaten any key witness • Existence or non-existence of an objection by an inquiry official, public prosecutor, plaintiff or witness What are the conditions when a temporary release is granted? Before granting release, the court will issue a receipt for the asset or for the amount of cash posted as a guarantee along with an appointment letter. The bailsman or the person providing guarantee or security shall be compelled to sign a guarantee agreement in which he ensures to bring the suspect or alleged offender to court on the date of the appointment. Failure to do so shall subject the bailsman to penalty as provided for in the contract. When shall the bail bond be returned? The court will order the bail bond returned on the day the judgment is read without the need to submit a request.

UK Pension overhaul 2015 Technical Brief: Brendan Harper The recent radical overhaul of UK pensions means phased retirement strategies will be more important than ever. The UK Budget announcement on unlimited drawdown created great media excitement. For those of us who were around during the build-up to A-day in 2006, it is a familiar feeling. Radical pension reform generates lots of consumer interest, resulting in increased customer demand for guidance. The proposal to remove restrictions on pension drawdown from April 2015 makes pension saving potentially more attractive for UK residents, as tax relief is available on contributions without the associated restricted access in retirement. The ability to cash in accumulated pension funds in one go might seem an attractive proposition. However, if we assume the majority of individuals will wish to use their pension responsibly in retirement rather than blowing it on
a Lamborghini, would removal of the funds be a good idea in practice? A pension is a tax-efficient wrapper that provides important benefits that are lost when funds are removed. First, any withdrawals in excess of the tax-free lump sum will be subject to income tax at the member’s marginal rate. So, while it might be tempting for an individual to strip all money from the fund, leaving the fund in the pension until it is needed would be more tax efficient in many circumstances. Even if quick access is needed, in many cases it would be better from an income tax perspective if money could be drawn out in stages. For example, Bill is due to retire at age 60 with a pension fund of £480,000 and has no other income. He wants immediate access to his tax-free lump sum and would like an income of £40,000 pa. He has previously been advised that, under
current rules, his income is more likely to be between £18,000 and £27,000 pa. Bill is excited to read about the proposals for unlimited access to pension funds, and he proposes to cash in the whole pension fund and put the money in a bank account from which he can make withdrawals. Guiding light Bill seeks guidance, and realizes taking this course of action would result in a tax bill of £148,127 (based on 2014/15 rates and allowances). He sees sense and leaves the remaining funds in the pension and chooses a drawdown option. Under the new proposals, his income will not be restricted post-April 2015, and he can draw £40,000 pa. This example illustrates the importance of seeking guidance in the run-up to retirement, and how the initial excitement over unlimited
access to pension funds is likely to die down when reality sets in. Another important benefit of a pension wrapper is that lumpsum benefits paid on death before crystallization are free of income tax and inheritance tax (IHT). These benefits are lost when the funds are withdrawn. If one has other sources of income, leaving the pension fund uncrystallized provides an invaluable IHT shelter. Any lump-sum benefits paid on death are subject to the death benefit charge, currently 55 percent, should they be paid from drawdown funds or after age 75. From an estate planning perspective, retaining a drawdown fund is less attractive than holding funds personally where the maximum liability on death could be 40 percent, assuming it is subject to IHT. The UK government has stated it will consult on whether this rate is set too high, and there is an expectation
that it will fall. It is unlikely it will fall below the current IHT rate of 40 percent. Therefore, the use of a phased retirement strategy will increase in importance. This has two benefits: first, the drawdown amount will include a taxfree lump sum, minimizing overall income tax exposure, and, second, no IHT or lump-sum death benefit charge will apply to uncrystallized funds. Under current rules, Bill would need to earmark substantial funds – starting at £130,000-£140,000 – in order to generate £40,000 pa, under a phased retirement plan that will be locked into a drawdown fund potentially subject to a lump-sum death benefit charge. After April 2015, a straightforward encashment of £40,000 pa will be permitted, leaving more funds in the unvested pot. This potentially makes more of the remaining funds available free of tax to Bill’s heirs.
However, assuming the lump-sum death benefit charge will continue to apply after age 75, a decision may need to be made on whether to retain funds in the pension or not. This will depend on what rate is finally settled upon. If a decision is made to remove funds from the pension, this could push income from other investments into higher rates of tax. It is therefore
important during the accumulation phase to ensure non-pension savings are held in other tax-favoured wrappers, such as ISAs and offshore insurance bonds. Spreading investments across various wrappers ensures that withdrawals can be flexed in the most tax-efficient way in retirement. In addition to his pension fund, Bill has a 15-year-old offshore bond. Table 1 shows how Bill can meet his requirement for £80,000 pa gross by combining phased retirement and
bond segment encashments. This enables him to keep his income tax effective rate at 10 percent. Combining a pension and an offshore bond facilitates tax-efficient decumulation through a combination of phased retirement and segment surrender. The availability of top slicing relief means substantial amounts can be drawn from the offshore bond while
keeping income tax on gains within the basic rate band. If Bill wishes to accelerate drawdown from the pension, for example, as he approaches age 75, bond surrenders could be switched off in favour of withdrawals within accumulated 5 percent allowances to minimise any exposure to higher-rate tax. To improve the situation further, offshore bond wrappers can be placed in trust in order to mitigate IHT. A variety of trusts can be used to mitigate IHT, while giving the settlor access to his funds. One such solution could be a specially drafted trust that comprises two parts; a gifted part, which is a discretionary trust for a wide class of beneficiaries, and a retained part, comprising a series of future contingent interests that are linked to specific policy segments. These are held on bare trust for the benefit of the settlor. Flexible option Staying with the example of Bill, if he knows he will need the capital back in a phased manner from, say, age 60, he could structure the policy as 100 individual policy segments, and the trust as a series of 10 ‘policy funds’, each containing 10 segments. Fund number one will vest if Bill survives until age 60, fund number two at age 61, and so on. Providing the settlor survives for at least seven years after the transfer, the unvested funds are outside his estate for IHT purposes. This creates a structure that further complements a pension, as the remaining unvested funds on death resemble the IHT-free lump sum paid from a pension prior to retirement. Figure 1 illustrates this point. Similar to a pension, the funds are effectively ‘suspended’ in the structure until the settlor reaches each entitlement date. Upon reaching each date, the funds are ‘unlocked’ and can be utilised by the settlor. As the unlocked funds remain within the insurance wrapper, the settlor retains the flexibility to mitigate income tax exposure through planned exit strategies. (See Figure 2.) It remains to be seen how the proposed changes to pension access after 2015 will influence drawdown strategies. There is no doubt, however, that combining a pension and offshore bond wrapper will continue to provide a complementary structure with enhanced flexibility in retirement.

Phoenix Gold managed well My last two articles in this three-part series were titled the ‘Phoenix Effect’ and ‘Phoenix Rising’. In ‘Phoenix Rising’ we took a good look at the development of homes today inside the Phoenix Golf Club and as a result of the ‘Phoenix Effect’ the development of homes we are seeing today surrounding the Phoenix Golf Club. In ‘Phoenix Rising’ we introduced the area to the new owner of the Phoenix Gold Golf and Country Club giving all a very good look into the business accomplishments of the new owner, Chanya Sawangchit. In this article I wish to introduce the new Phoenix Gold Golf and Country Club managing director/general manager, Saradej Sudasna. First and foremost, Saradej is no stranger to golf club management as he has been managing some of the biggest and best golf courses in Thailand. Prior to his work experience with Thailand’s top golf courses, Saradej studied at the prestigious
Faculty of Commerce and Accountancy at Chulalongkorn University in Bangkok from 1971 to 1974 where he earned his B Acc Degree (Banking and Finance). He went on to study in the United States from 1975 to 1977 at Central Missouri State University in Warrensburg, where he received his MBA. Saradej started his golf course management career from 2002 to 2006 when he managed the overall operation for the Eastern Star Resort Co., Ltd., at the Eastern Star Golf Course. His next step up the ladder of golf management success was from 2006 to 2009 when he was hired by the MBK Resort Public Co., Ltd., as managing director and operator of two golf courses in Phuket: the Loch Palm Golf Club and the Red Mountain Golf Club, where he was in charge of 250 employees and 450 caddies. It is interesting to note that being a brand new course he was the ‘start up’ manager of Red Mountain Golf Club and within his very first year it was voted Best New Course in Asia 2007 by

Having been on the job now for almost a year, Saradej has already been in charge of the management of many changes and upgrades to the Phoenix Golf Course. During the past months the new owner has spent huge amounts of money completely upgrading the three golf courses to a very high standard, the entrance way has been beautifully landscaped, road repairs have been made and in general it is very obvious to most all that live there that their Phoenix homes are in much better shape as time has passed. The big issue for the new Phoenix Gold Golf and Country Club is the long term golf members that have been golfing at Phoenix for years; a good number of them are not adjusting well to some of the changes. In an effort to get a better idea of just what direction the club is heading, I recently sat down with Saradej and asked a few straightforward questions about what the new owner and he, as

Snap Judgment Britain once ruled the world, sort of!
(Fay Norris writes) As a trivial pursuits fan, I was fascinated to read in a new book that Britain in the course of her history has invaded 90 percent of the world’s countries. In fact, only just over 20 have escaped and they are mostly far-away places including Guatemala, Tajikistan and the Marshall Islands as well as some nearer home, including Monaco, Liechtenstein and Luxembourg. The book, by the way, is Stuart Laycock’s All the Countries We’ve Ever Invaded and the Few We Never Got Round To. The list of invaded countries is so long because the various territories need not necessarily have been added to the British empire. Just an incursion will suffice or even visits by British pirates, privateers or armed explorers whether operating or not with the approval of the London government. Thus countries such as Costa Rica, Ecuador and El Salvador make the list of “invaded” countries because British sailors visited them, usually to get drunk or steal Spanish gold. There are a number of surprising entries. A single British warship visited the Philippines in 1762 and the Spanish garrison in Manila surrendered. Technically, the British ruled the entire Philippines, all 7,000 islands, until the peace treaty of 1763 which returned the country to Spain. Something similar happened in Cuba which was under British rule for a few years after an incursion at Guantanamo Bay which was renamed Cumberland Bay. Thailand was a haven for British privateers in the 18th century and there was an arms trade during the reign of Taksin the Great in the 1760s. Vietnam has long experienced British incursions, the most recent in 194546 when the British fought an anti-communist crusade which overshadowed later conflicts involving first the French and later the Americans. Retirement visa for Indian Q: As an Indian national, I held a one-year retirement visa which I accidentally cancelled when I obtained a new passport and forgot to transfer the stamp. I have heard that I can renew the visa if I leave the country and come back the same day or the day after. A: Sorry, afraid not! Some nationalities can obtain or renew a one-year visa without the need for a prior visa obtained at a Thai embassy. But not Indians. It doesn’t matter why your visa was cancelled. The best advice is for you to return to India and obtain a 60-day tourist visa from the Thai embassy. You will be able to convert this to non-immigrant status and then to a retirement visa, provided you can satisfy the financial requirements just like any other applicant. Burning for free Q: I have a farang friend who died recently in Thailand bereft of funds. He has no relatives or friends willing to pay for the cremation. I am very concerned what will happen to the body. Will it simply be allowed to rot? A: Presumably the man’s embassy is aware. They will likely leave him in the mortuary while they attempt to track next of kin or someone, anyone, to pick up the bill. If that fails, the embassy might pay for a pauper’s cremation or request the Thai authorities to burn the body for free. Another solution is to bury the body. You may know that uncollected corpses are sometimes disposed of in this way, for example the Sawangboriboon Foundation maintains a communal graveyard in the Naklua area. The bank or my embassy? Q: I am interested in applying for a retirement visa and I have an income in my home country of 70,000 baht equivalent every month which is sent to my Thai bank

The first attack on Gaul (later France) from British shores came in the 2d century AD. But that was only the start and kings of England made many attempts to conquer or rule France in the following centuries, especially during the Hundred Years War in the 14th and 15th centuries. Indeed, English royals claimed to be kings and queens of France until 1802 when a peace treaty finally forced the Brits to delete the lilies of France from the English flag. About time too. There may even be more countries to add to the list of invaded states. Laycock exempts Mongolia from any British incursion, but it is known that the British were in a part of Russia near the Mongolian border during the era of the Russian Revolution of 1917 and the civil war which followed. It may even be possible to squeeze in the Vatican as English mercenaries are known to have played a part in the 16th century wars which plagued the Italian peninsula and which saw Rome sacked on at least one occasion. Of course it’s all past history now and the British imperialist tradition has all but disappeared amid financial cuts and a rapidly changing world. These days Britain would not even have enough ships to mount a task force like the one raised by Margaret Thatcher for the Falklands in 1982. Perhaps the British dilemma is that the country lost her empire and her military role but is still looking for importance in the world of the 21st century. Never mind. You can always open a bar in Pattaya and hoist a British flag if you want to continue the imperil tradition. You might even claim to serve the best breakfast in town.

A: I think you will need a letter of confirmation from your embassy. If you use the Thai bank account “route” you need 800,000 baht in total which has been there for two or three months (depending whether this is a first or second year application). From what you say, it sounds like your bank account in Thailand won’t have time to build up that surplus. So you need a letter from your embassy confirming from your home country bank statements that your income is indeed 70,000 baht a month or 840,000 baht a year. No stamp in passport Q: I arrived at Suvarnabhumi airport very late one night and in an exhausted state. I did not check my passport after being seen by the immigration officer but now discover there is no stamp whatsoever. In other words I have nothing to show that I entered the country legally. Can this be sorted out at the local immigration office? A: Almost surely no. But it’s a good idea to visit there first to report the problem. Officers will be able to tell you the exact procedure when you return to the airport or even give you the name of a relevant supervisor in charge. 30 days more than once Q: I am a British national who obtained 30 days at the airport and now need to visit the Cambodian border twice to obtain 30 days and then another 30 days = 90 days in all. But I have been told I will be refused admission to Thailand if I go to the border. Is this true? A: There is a crackdown at the moment on frequent border runners who, according to the authorities, are abusing the system by “living” in Thailand on border stamps. However, you should be OK visiting the border once and can check the situation when you are ready to make the second border trip. If the worst comes to the worst, you may have to return to Thailand for the last time by air. These visa crackdowns do not always last indefinitely, so best to check nearer the time. Visas and the coup Q: I have heard that the National Council for Peace and Order has ordered a detailed review of all foreign visas. What is this about? A: No such instruction has been issued.
Foreigners and the Coup In the last military takeover of 2006, Pattayans scarcely noticed anything was happening in the resort city. The action, such as it was, was in Bangkok. This time around the situation has been a bit different. A night curfew was in force in Pattaya for a fortnight and this was strongly enforced in popular bar districts and on Sukhumvit Road. The army and the navy also showed up in moderate numbers to make sure public order in the city was maintained. Although a number of foreigners were asked by the military to show their passport or driving license (or copy thereof) as they sat sipping a cold beer, politeness and good humor ruled the day, or rather the night. The total abolition of the curfew on June 3 came as a great relief to vacationers and business owners alike. The impression is that commercial activity has picked up in recent days in popular hangouts such as Walking Street, Central Festival Pattaya Beach and the zoos and parks. Taxi drivers at Suvarnabhumi airport say that many visitors are now heading straight to Pattaya to avoid the ongoing midnight to four a.m. curfew in the metropolis. Pattaya’s property market does not seem to have been affected negatively by the coup, although buyers these days are mostly Thais, Russians, Chinese and other Asian nationalities. So can foreigners, especially tourists, forget about the political situation in Thailand? Not altogether. The country remains under martial law, so be careful how you drive; any damage caused by a military vehicle is hard luck and no compensation is paid. It’s unwise for foreigners to appear at any anti-coup protests or demonstrations as these are illegal. To date, Pattaya has experienced very few incidents of that sort. If in the presence of army or navy personnel, keep smiling and avoid giving the “three finger salute” which has been linked to some anti-coup demonstrations in Bangkok. Yet Pattaya seems already to have regained its traditionally relaxed mood. After most coups in the past, a general election has been held about a year after the putsch. The National Council for Peace and Order (NCPO), led by army general Prayuth Chan-ocha, seems committed to this sort of time framework – perhaps a little longer. But this coup is different in the sense that the army authorities want to see an interim government passing reform legislation prior to people being given access to the ballot box. This is also linked to a campaign by the NCPO to bring about national reconciliation and the abolition of color-coded politics through meetings and musical concerts. It was noticeable that the announcement of the abolition of the curfew in Pattaya, Koh Samui and Phuket was accompanied by entertainment by troops and navy personnel in the courtyard of Central Festival Pattaya Beach. Thai style, the musical show was accompanied by a hospital team offering free blood-pressure readings. As expected, many foreign governments have been critical of the coup, although few have gone so far as to suggest their nationals avoid travelling to Thailand altogether. Some foreign governments, particularly the ASEAN collective as well as China, have avoided criticism saying that they will not interfere in the domestic politics of another country. Not too much notice can be taken of the formal stance of foreign governments as they are always motivated by self-interest. For example, America is unlikely to implement serious economic sanctions against Thailand as this would assist China to increase its influence in the region. There are two basic positions on Thailand’s 2014 coup. One says that the army had no realistic alternative as the country drifted towards the nightmare scenario of a civil war. The alternative is to point out that the forcible removal of governments elected on a ballot is never a good idea and leads, sooner or later, to failure by the military forces. Both sides can point to history for examples to suit their case. Foreigners in Thailand are hoping that this time around the coup means more than just rebooting the computer and that a sincere attempt will be made to bring the parties together in a very divided political landscape. The early signs are encouraging, but it’s too early to tell. A lot is at stake here. In less than two years the ASEAN Economic Community, a regional free trade area of 10 nations, formally takes off. Thailand is at the heart of ASEAN and a regional hub for all sorts of economic activity. The country has been held back in recent years by the constant political divisions and the violence. Controversially of course, Thailand now finds itself with a chance to reach some sort of consensus. General Prayuth Chanocha’s policies offer the best way forward at the present time.

Double pole and victory for Stuvik in Portugal The Euro Formula Open round at Portimao Circuit in Portugal started well for Sandy Kraokaew Stuvik, setting the fastest time of all drivers in free practice sessions. Although bumpy, the modern circuit saw dry and mostly sunny conditions as the 20 Formula 3 drivers prepared for the second round of the championship. During the next day’s qualifying session, the Thai teenager waited until the middle of the session before he went out on track to immediately set the fastest time: 1:42:624--almost four tenths of a second in front of teammate Artur Janosz, in second place, and the fastest time by an F3 car on the newly reconfigured circuit. With a front-row lockout, the Italian RP Motorsport squad looked set for a good day.
In the afternoon’s race, the two RP Motorsport cars immediately pulled away at the start, with the Thai driver being a little bit faster. Then on lap 6 of the 19 lap race, an accident in the middle of the grid saw the safety car deployed and Stuvik’s gear box jammed. The team had no option but to call him in to the pit lane to repair a gear pin. A frenzy followed with six mechanics diving over the car; in just over a minute the car was repaired and Stuvik accelerated back on track, now trying to catch up. However, there was not enough time remaining; Stuvik passed the line 22 seconds behind the last car. Nevertheless, a blinding pace by the Thai set the fastest lap of the race. He caught the lead group by 4 seconds a lap. Six laps later he overtook the

The course was quiet and we able to tee off at our leisure, with no groups in sight ahead of us. The fairways were in good shape but the greens were slow, still recovering from recent maintenance. We welcomed back regular visitor Mike Lloyd, and he started the round in spectacular style by blobbing the first three holes before eventually getting his act together and scoring 20 points on the inward nine to record a respectable score, but not good enough to get into the frame. Top spot was claimed by the always steady Mashi Kaneta, one point clear of Tony Robbins; PJ Redmond made a welcome return to the podium taking third place. We were able to make our way at leisure to the first tee. It was soon evident that an early start might have been a good idea, as it was another hot and humid day. Our three groups tackled the challenging A and B nines at Khaow Keow, where the fairways were not in great shape. Heavy mowing equipment was in evidence, so the fairways may soon be improved. Scoring was particularly difficult as the players sweltered. In the end, 30 points was sufficient to secure top spot for Tony Robbins, who is currently enjoying a good run of results, beating Gerry Cooney on a count-back. Newcomer Steve Wallace took third place and shared the four near-pin prizes with Takeshi Hakosaki. Once again Tony Robbins managed to nab first place on a count-back ahead of Mike Lloyd, and with two wins and a second place in the first three games of the month, Tony has taken the early lead in the Golfer of the Month competition. Tony’s win came with a generous (?) free-drop ruling when his ball bounced into a bunker on the sixth hole and disappeared down an animal’s burrowing hole. Despite Tony’s best efforts (including sticking his arm down the hole – better him than me!), the ball was not recoverable. Prevent foods like pasta, potatoes or oatmeal from boiling over the sides of the pot. Before turning up the heat, rub a stick of margarine around the inside of the pot, greasing the entire perimeter about one 3 cms down from the top. The boiling water will contain itself. (Butter works, too, but it’s more expensive.) Pot Head I’m trying to get my head around what kind of new pots and pans to buy, Andy. I’ve seen some stainless steel ones that are cheap (relatively inexpensive, that is), but I’m not sure cheap is the way to go. Or would you advise going with Teflon pots and pans? Help my head out. Emma Cheap stainless steel pans can heat unevenly if they don’t have the added benefit of a nonstick coating, Emma. So you might want to look for stainless steel cookware with aluminum or copper core sandwiched between two stainless steel layers. Ensure that they are from reputable manufacturers. As to Teflon-coated v/s stainless steel, it depends on your priorities. If convenience is more important, you rarely cook with high heat, and you don’t mind replacing your nonstick cookware every couple of years, you may choose to disregard the health risks and buy a nonstick pan. If, however, your health is a priority, the health risks of using Teflon may persuade you choose stainless steel, which also offers long-term durability and better browning ability. Alternatively, you might consider using stainless steel pots and pans as your primary cookware, while keeping inexpensive nonstick cookware on hand for those sticky or delicate foods, such as eggs or fish. Dye It Right Help! I just made the mistake of dying my hair while wearing a shirt. A nice, light-colored shirt. Now I can’t get the brown dye stains out of the shirt. Is there anything I can do? Sorry to say, Dylan, it may be too late. Most stains need to be treated immediately lest they become permanent. That’s particularly true for stains caused by hair dye. But if you really like the shirt, give this a try (if nothing else, it may lighten the unsightly spots): into a liter of warm water add a few drops of dish soap and about a tablespoon of ammonia. Soak the garment in the mixture for about half an hour, then rinse. Now wet the stains with rubbing alcohol and lightly brush upwards, hopefully lifting the spots off the fabric. Dab (or blot) with a towel from time to time, but keep the area moistened with the alcohol. When you’ve achieved success, rinse and launder. Brush-Wood Combo I just painted my kitchen, Andy, following your tips on brushes, type of paint, using a roller, etc. Thanks for that. I even bought several good quality paint brushes. But when I was finished with the project, I needed to clean the brushes, so I soaked them in water overnight. The next day, the bristles were all bent. Is there any way to avoid that in the future? Chuck Yes, Chuck, it’s a common problem that is easily solved. Take a stick of wood that is longer than the brush, and attach the stick to the brush handle using a rubber band or a piece of tape. Make sure the wood strip extends a few centimeters beyond the brush, so that the stick—instead of the brush--touches the bottom of the container. That will keep the bristles from bending. Not Cute Enough We recently adopted a kitten from those wonderful folks at Cats for You
in Pattaya and she is just delightful and so cute, but not cute enough to make up for the urine odor and stains around the house. What do we do about them? Al and Jenny It will be better once she learns to use the litter box. In the meantime, learn how to properly clean up her messes and remove lingering odors. Always work quickly—as soon as you realize a mess exists and before the urine dries. Urine contains chemicals that are difficult to remove; that’s what causes the smell that you already know too well. When the kitten makes a mess, gently remove her droppings; do not smash it down (particularly if it’s on a throw rug, carpet or other fabric—like bedding). Then put down a thick supply of white paper towels to blot (do not rub) and soak up as much of the urine as possible. When dry, spray the area with a cleaning solution that you can make yourself by mixing warm water with white vinegar (50/50 ratio). Then blot dry. This will neutralize the area. Now take that same vinegar solution and mix in a cup of baking soda, then spray the area again. This will help eliminate any stains. Let dry (using a fan if needed), then sprinkle baking soda on the affected area and let sit overnight. Vacuum the next morning. This will remove the odor and discourage the kitten from doing her business in that same area. (The same cleaning and deodorizing methods may be used for those with a puppy not yet housebroken.)
No, Marty, glass cleaner is not a benign product any longer. It was once a great option for getting grease, grime buildup and fingerprints off of virtually all the surfaces. But modern electronics, like laptop monitors and flat screen TVs, are quite different from simple windows and mirrors. Actually, even some glass windows now should not be treated with conventional glass cleaners because the cleaners may contain any number of compounds that can damage delicate electronic equipment, especially screens and other displays. Even some late-model CRT televisions had screens treated with anti-glare film that was prone to yellowing and cracking from repeated exposure to glass cleaner. Laptop and TV monitors may take on those same yellowish tints, they may develop a fogging effect, and they may become brittle and crack. The damage is cumulative, and over multiple applications, anti-glare and anti-static coatings as well as other synthetic surface materials will begin to break down. Check your owner’s manual for the recommended cleaning methods for your laptop; it may say glass cleaner is fine (probably not, though). The best way to clean virtually any electronic device is with a soft, lint-free, cotton cloth slightly dampened with distilled water or a 50 percent solution of water and white vinegar. Never use paper towels or tissues; paper can scratch coated glass and some plastics. It also leaves small particulates behind that can be hard to get off later. If you need something stronger, use a microfiber or optical cloth. In any event, always wipe gently.

Child sex abuse in Southeast Asia narrowly understood Many adults and children in Thailand, Laos, Cambodia, and Vietnam have a limited understanding of what constitutes child sexual abuse and how to prevent it, revealed a new report, Sex, Abuse and Childhood: A study about knowledge, attitudes and practices relating to child sexual abuse, including in travel and tourism, in Cambodia, Lao PDR, Thailand and Vietnam. The report, released by Project Childhood Prevention Pillar (PCPP), found that most children and adults understood child sexual abuse narrowly as the penetrative rape of girls. Other sexually abusive acts (such as inappropriate touching or exposure to pornography) were not generally recognised as well as the sexual abuse of boys. “Limited understanding of child sexual abuse by children and adults means that cases can go undetected,” says Aarti Kapoor, program manager,
PCPP. “We know that child sexual abuse often begins with grooming children, inappropriate speech and touching and escalates to more serious forms of abuse over time. Child sex offenders are often known to the family and target both girls and boys; however there was little understanding of this amongst the people we talked to.” More than 600 children and adults in Thailand, Vietnam, Laos, and Cambodia were interviewed in the study that was released in Bangkok on the International Day of Innocent Children Victims of Aggression. Of all the groups interviewed, parents had the lowest levels of understanding on the issue. “Lack of awareness of the basics of child sexual abuse means that parents are unlikely to identify risks and cases early within abusive relationships,” says Afrooz Kaviani Johnson,
PCPP technical director. “Parents might miss opportunities to intervene and a lack of understanding can also affect their overall response to the needs of the child.” The report recommends child sexual abuse prevention education, particularly for parents and carers, children and community members. “We know from international experience that child sexual abuse prevention

Youth Focus How easy is it to make your brain think in a different way? by Nicola Ireland in association with Autism Outreach, UK Autism is an invisible disability that affects the cognitive thinking in individuals. It is not a disorder that we can obviously see and it affects every aspect of a person’s life; they encounter difficulty in communicating, socially interacting and they have rigidity of thought so they are unable to see anyone else’s perspective. Without any support and understanding, an individual
with an autism spectrum disorder (ASD) lives in a frustrating, confusing and misunderstand world. The word autism has been around for about 100 years and comes from the Latin word "autos," meaning "self." The term describes conditions in which a person is removed from social interaction -- hence, an isolated self. For many years it was a misunderstood disorder for which attempts were made
to change behavioral patterns by using treatments such as LSD and electric shock. It wasn’t until the 1980s when scientists began to understand aggravations towards behavior and people with ASD were able to live an integrated life in society rather than being categorized and misunderstood. Autism requires understanding to allow for the cognitive progression of individuals and is essential for the success of teachers and students in an educational setting. People with ASD typically find it difficult to read non-verbal communication, lack understanding of the basic rules of conversation, interpret language literally and lack understanding of what information is important. A basic insight into how your student reads a situation can reduce the stress for the teacher and pupil resulting in a more successful working relationship. Statistics show that 1 in 100 people are diagnosed with ASD; without people around them who are educated on
their disorder they can feel like they are in a world that is misunderstood. Behavior always has a cause, whether it is negative or positive and by determining the root of the behavior it can be channeled towards a successful outcome. Take into consideration elements that might cause frustration. Students with ASD often get confused and overloaded by gestures, tone of voice and facial expressions; they will state things that are logical and obvious to them, even when it is not appropriate. They will not always understand humour and may not show
empathy towards others. All of these factors can result in inappropriate behavior to mask their social ignorance and low self-esteem. Neuro-functioning individuals often take for granted that it is inherent to be able to read social situations, adapt easily to change and have initiative to see the bigger picture. Our brains are programmed to view the world in a certain way and we can expect people with ASD to adjust to our way of thinking. But how easy is it to make your brain think in a different way?

Contrary to traditional thinking, hairballs are not normal for cats. They are common, but that does not make it normal. For many years, hairballs were attributed to a cat’s daily grooming habits, whereby they lick themselves and swallow the hair “combed” out by their raspy tongues.
However, recent studies indicate that hairballs form because of decreased intestinal function that would normally move any hair masses along the digestive tract and out; such
decreased motility is most likely due to improper diet. What is proper? The first consideration is to realize that cats are not meant to eat grains. Almost all commercial cat foods contain grains, such as corn, corn gluten meal, wheat middlings, and often a variety of other grains and some ingredients best left on the floor from whence they were swept. Those are not meant for a normal cat diet. Cats are classified as “obligate carnivores” in the animal world and are supposed to eat meat. Only meat. Cat owners who observe this natural diet for their pets all report they have seen few if any hairballs. They also report a shiny coat and a healthy cat that leaves smaller, nearly odorless waste in the litter box. If the idea of feeding raw
meat offends you or you can’t provide it, consider using grainfree canned food. It may cost a few baht more, but you will see a balancing of benefits when you find that you are using less litter, buying less food, and visiting the vet less often. This little fellow was rescued by a couple of English lads who found him looking very sick and sorry for himself in South Pattaya. A quick trip to the vet showed a nasty bite wound on his leg and a severe cold. This photo was taken after just a few days on medicine and he is now well enough to go to a new home.

This lovely tabby boy was dumped outside a kindly man’s house along with his 5 siblings. He took them in and asked us to try and find homes for them. Four of them now have new families but this one is still waiting for his new forever home.
