Maritime Sicherheit – Moderne Piraterie Hintergründe, Gefahren und mögliche Gegenmaßnahmen

D

XX, 484 S., 15 farb. Abb., 19 Tab. Sicherheit in der multipolaren Welt. Bd. 3 geb. • ISBN 978-3-631-66946-4 CHF 90.– / €D 79.95 / €A 82.20 / € 74.70 / £ 60.– / US-$ 97.95 eBook (SUL) • ISBN 978-3-653-06045-4 CHF 94.85 / €D 88.89 / €A 89.64 / € 74.70 / £ 60.– / US-$ 97.95

S

Bern, 2015. 380 pp., 20 ill. Interdisciplinary Studies on Central and Eastern Europe. Vol. 14 hb. • ISBN 978-3-0343-1300-1 CHF 98.– / €D 87.30 / €A 89.80 / € 81.60 / £ 65.– / US-$ 106.95 eBook (SUL) • ISBN 978-3-0351-0836-1 CHF 103.25 / €D 97.10 / €A 97.92 / € 81.60 / £ 65.– / US-$ 106.95

ince the early 1990s, the southern Caucasus and its larger neighbourhood, the Black Sea region, have experienced deep and sometimes painful transformations, including bloody conflicts. They have also become an arena of geopolitical and geoeconomic competition between great powers. This has attracted growing attention from social scientists. In this volume, authors from universities in Europe, the United States and the southern Caucasus focus on several of the most topical problems of the region, particularly how nascent states and societies grapple with the results of unresolved ethno-territorial conflicts and how they try to construct new civil societies from the cultural mosaic that they inherited from their Soviet past. How do elements of democracy and autocracy combine in the political regimes of the new states? Can the West have an effect on their internal development and, if so, how? How do the rich mineral resources of the Caspian region influence the development of the region’s economies and define the geopolitical standing of these countries?

Gegen Staat und Kapital – für die Revolution! Linksextremismus in Deutschland – eine empirische Studie

D

as Buch zeichnet ein differenziertes Bild vom aktuellen Linksextremismus in Deutschland.

The European Democratic Deficit The Response of the Parties in the 2014 Elections

T

Bruxelles, 2016. 163 pp., 1 fig., 14 tables

he «never-ending crisis» that started in 2008 and the technocratic and fiscal measures demanded by the «Troika» have aggravated the EU’s so-called «democratic deficit» more than ever before. In this essay the principal theoretical and practical dimensions of this phenomenon at the levels of institution, procedure and social legitimacy are set out and developed. With this in mind, the dysfunctions in the architecture of the institutions, the elite, complex and opaque mechanisms in decision-making and, most importantly, the growing critical estrangement of many citizens reveals that poor democratic quality of the EU constitutes its principal and most serious political problem. To empirically illustrate this debate, Rodríguez-Aguilera evaluates the positions and proposals of the parties in the six most populous countries that have addressed this issue through a comparative analysis of their political programmes.

The Europeanization of Industrial Relations in the Service Sector Problems and Perspectives in a Heterogeneous Field

T

Oxford, 2015. XVI, 244 pp. Trade Unions. Past, Present and Future. Vol. 25 pb. • ISBN 978-3-0343-1967-6 CHF 60.– / €D 53.50 / €A 55.– / € 50.– / £ 40.– / US-$ 64.95 eBook (SUL) • ISBN 978-3-0353-0739-9 CHF 63.20 / €D 59.50 / €A 60.– / € 50.– / £ 40.– / US-$ 64.95

he service sector has not always received the attention it merits in industrial relations research when set against its enormous economic significance. One factor in this is certainly the highly diverse nature of services. Research attention has also lagged behind long-standing processes of transnationalization undertaken by service sector companies and the challenges these pose for policy and practice in the field of employment relations. This study by Stefan Rüb and Hans-Wolfgang Platzer represents a pioneering effort to remedy this gap. Through six named company case studies, Rüb and Platzer explore the scope and background for transnational employee relations conflicts and the mechanisms that have emerged to resolve and anticipate these, highlighting the complex relationships between employee representatives, management and trade unions. The choice of case studies aims to capture a broad range of service sector employment, in terms of both working conditions and employment relations arrangements. As well as covering a number of key sectors, the choice of home countries of the selected firms also aims to capture the impact of national influences for the main industrial relations models in Europe. Overall, the study offers insights into the complexities of the Europeanization of company-level industrial relations in a dynamic field now also confronted by the convulsions unleashed by the Eurozone crisis.

Radicalism and Terrorism in the 21st Century Implications for Security

T

his book addresses the issues of radicalism and terrorism, which are of exceptional importance and relevance in contemporary society. Each of the two phenomena are analyzed from a multidisciplinary perspective. The book contains articles which explore legal, political, psychological, economic and social aspects of radicalism and terrorism. A portion of the contributions are of a theoretical nature, they constitute an attempt at constructing analytical frameworks for studies on the two phenomena. There are also studies of particular cases, such as radicalism in Poland and in Spain, as well as within the European Union as a whole. This collective work is a response to the need for analyses of two issues which are increasingly responsible for determining the level of security which characterizes the contemporary world. CONTENTS: Terrorism, Radicalism • Security • Prevention • Extremism • Poland • Spain • European Union • Jihadism • Islamic State

Guerre et Paix Une destinée européenne ?

L

Bruxelles, 2016. 203 p. Publications de la Maison de Robert Schuman. Vol. 4 br. • ISBN 978-2-87574-317-6 CHF 44.– / €D 38.50 / €A 39.60 / € 36.– / £ 29.– / US-$ 46.95

Cross-disciplinary Perspectives on Homeland and Civil Security A Research-Based Introduction

T

New York, 2015. XVI, 306 pp. pb. • ISBN 978-1-4331-2986-5 CHF 37.– / €D 32.80 / €A 33.80 / € 30.70 / £ 25.– / US-$ 39.95

his uniquely composed textbook provides a cross-disciplinary introduction to the field of homeland and civil security. It unites U.S. and international scholars and practitioners in addressing both foundational topics and risk-informed priorities in fostering secure societies. The book examines research-related foundations of homeland and civil security across national boundaries, and how those apply to addressing real-world challenges of our time. Representing different disciplines, intellectual styles, and methodological choices in meeting those challenges, chapters provide a comprehensive perspective across different approaches and levels of governance within an all-hazards framework. The book covers international experiences in border management; intelligence for homeland security; comparative political and legal frameworks for use of «drones»; risk management at the tribal level; terrorism as a strategic hybrid threat; critical infrastructure protection and resilience; historical lessons for emergency management in the homeland security era; the leadership challenge in homeland security; ethics, legal, and social issues in homeland and civil security research and practice; and examples of the scientific status of the field from the epistemic as well as the educational point of view. Including a research guide, a glossary, a bibliography, and an index, the book will be of distinctive worth to homeland security students in graduate courses, as well as to an international student community taking courses in political science, public administration, «new security studies», and security research.

Afrika: Radikal neu denken?

Capitalist Imperialism in Contemporary Theoretical Frameworks

Policy Payoffs in Koalitionsverhandlungen

New Theories This book analyzes the controversy surrounding imperialism associated with capitalist development. The last dozen years passed under the shadow of two momentous events: the wars in Iraq and Afghanistan conducted in the framework of the broader «war on terror», and the economic crisis. They occurred against the backdrop of global economic integration, but also against the contradictions in its development. Those events and processes are explained in the theory of contemporary capitalist imperialism that the author attempts to reconstruct.

Political Leadership in Morphogenetic Perspective

Power of Imagination

A Political Theory for Our Time This volume is a collection of essays published between 1999 and 2015 in the review The Federalist Debate. The book highlights the issue of federalism intended as a theoretical paradigm to interpret the major problems of our age, and in particular the issues of peace and war in a world characterized by an uncontrolled globalization.

This book depicts a new research perspective of political leadership, in which the multi-level and dynamic leadership relation is explained as relations between the leader (human agency) and followers (sociological environment). In this sense, leadership comprises mutual influences between personal and structural domain. In morphogenesis, the subjective matrix of leadership keeps the division into private and public exposure, as well as individual and collective realization, which in fact means that the phenomenon of political leadership directly depends on the reality of the agent and structure. The author offers a new point of view for his primary research goal, which is a precise and systematic explication of the notion of political leadership in the morphogenetic scope.

Education, Innovations and Democracy The purpose of this book is to encourage the use and exploration of imagination, intuition and insight as essential ingredients for scientific, educational and civic endeavors. This groundbreaking book is a kind of intellectual provocation, but also an antidote for our current crises in education. It is a dizzying, transdisciplinary and morphing romp through fields as disparate as complexity theory, quantum physics, neuroscience, political sciences as well as the innovative uses of games.

Laboratory Western Balkans Regime Cha(lle)nge Even though comprehensive studies on political systems in the third wave of democratization have been made in the field of transformation, the situation in the Western Balkans remained underexposed. The reason for this might be that the fall of Yugoslavia and the emergence of new states are events that are to be attributed to the third wave of democratization. As Croatia has chosen the path of democracy, others still have problems with the rule of law. This book draws the political culture approach as a focal point providing a comprehensive understanding of transformations. The aim of this volume is to conceptualize the approach of embedded transformation.

Education and Tolerance

Accountability and democracy in Poland and Spain

Agriculture et changements globaux

A Comparative Quantitative Analysis of the Educational Effect on Tolerance This book examines to what extent the effect of education on political and social tolerance varies cross-nationally. It gives an inventory of micro- and macro- level factors moderating this effect. The empirical analysis is based on comparative surveys across 24 and 33 countries at two time points. Results indicate that the positive effect of education does not always overcome the negative effects of personality characteristics and low socio-economic status. Moreover, education contributes to more tolerant views only in countries with certain political, socio-economic and cultural background. Overall, the book argues that there are several micro- and macro-level conditions that should be fulfilled before one may proclaim education as the universal problem solver.

Expertises globales et situations locales This book is a response to the need for scientific research on one of the components of quality of democracy, id est accountability. The author analyses thoroughly in cross-section the accountability mechanisms in Poland and Spain. This approach required that each of the issues under investigation be reviewed synthetically, and only the aspects meaningful for the notion of accountability have been explored. This book may be a starting point for further, more in-depth analyses of accountability, not only in Poland and Spain but also in other countries.

The European Union Approach Towards Western Sahara

Hearts and Minds

In the framework of the so-called Barcelona process, the European Union concluded several bilateral agreements with Morocco aimed to deepen their economic integration. The 2000 Association agreement European Union – Morocco is the general legal framework for the development of relationships among the two parties. In this context, the recent Agreement on reciprocal liberalisation measures on agricultural products and fishery products, entered in force in 2012, and the Fisheries Partnership Agreement, issued in 2013, were established. They reiterate and update former agreements. No one of them expressly excludes the territory of Western Sahara from the scope of application, in contrast with other similar agreements negotiated with other countries, such as the Free trade pact between Morocco and the United States of America. The non-exclusion of the territory of Western Sahara raises several concerns on the compliance of these agreements with International Law, not only in relation to the principle of self-determination of peoples but also with the principle of sovereignty of natural resources, the prohibition of exploitation of resources of a territory under occupation, the obligation to not recognise situations arisen in an illegal way, the prohibition to negotiate agreement with an occupying country once the process of decolonisation has begun.

US Cultural Management in 21st Century Foreign Relations This volume looks at a key component of recent US foreign relations, namely, its emphasis on «hearts and minds» as part of its cultural management of the global Other. The authors collected here analyze to what extent we can frame the intent and consequences of this term as a coherent policy, discussing how to think about foreign policy strategies that involve the management of cultural relations. «Including fascinating first-hand and deeplyresearched accounts of the workings of various US institutions (many of them ‘cultural’), this volume is a must for an understanding of the power the US projects worldwide.» (Professor Laleh Khalili, SOAS University of London), «This fascinating collection reveals the nuance and complexity behind a seemingly banal phrase.» (Professor David Schmid, State University of New York at Buffalo)

Charles R. Crane and Wilsonian Progressivism

New York, 2017. XVIII, 328 pp. Washington College Studies in Religion, Politics, and Culture. Vol. 10 hb.

This book presents a study of the career of Charles R. Crane, a central player in President Woodrow Wilson’s entourage. In the wake of the U.S. intervention in the Great War, Crane participated in important diplomatic and factfinding missions. Leclair follows Crane through revolutionary Russia and on the Western front, in the emerging countries born out of the Ottoman Empire, and then in postwar China. In the process, Leclair’s book offers original insights into some of the major domestic and international decisions that define Wilson’s presidency and its legacy in the history of the United States and of international relations, most notably Wilson’s motivation and effort to bring about a new world order under American political and moral leadership. Leclair convincingly portrays Crane as a proponent of the principle of self-determination –one, indeed, whose aversion to colonialism predated Wilson’s international vision as formulated in his Fourteen Points. While a convergence of reform interest and humanitarian concerns brought Crane and Wilson together on some of the most complex issues of the time, Crane’s vision –propelled by a genuine philanthropic commitment—adds substance to what has largely been derided as empty Wilsonian idealism. The thematic structure of this book, the quality of its narration, and the wealth of information it contains, are added elements that make it an excellent contribution to the field of U.S. history. It could be used as a an assigned reading in college or university courses, especially in advanced American

International Relations

This book presents a critical reflection on how the presence of «culture» in theory and practice of international relations is reflected in International Relations as a research field. The authors analyze culture in International Relations scholarship and evaluate culture in the practice of International Relations, as well as in International Law. The contemporary social sciences have put culture on a pedestal. The proliferation of the meanings associated with the notion of what culture is, has gone very far. The results of analyses presented in this book are meant to contribute to solving the existing confusion, to identify the research fields in IR where culture appears.

Poland’s New Ways of Public Diplomacy

This book analyzes when and how Poland implemented public diplomacy. The author explains it as a form of external political communication of governments conducted in cooperation with non-state actors to position the country internationally. The Polish case illustrates how a mid-size country in Europe attempts to impact the public opinion formation abroad while implementing soft power tools. Since 2004, when Poland joined the EU, the country has used public diplomacy to inform the world about its achievements. Poland’s public diplomacy has been strongly oriented on Europe and shaped by geopolitics. It integrated transmission and network models of communication. The Polish model reflects the relevance of public diplomacy domestic dimension and the focus on foreign politics on memory. «The book (…) is the first monograph analyzing contemporary Polish public diplomacy written in English, being at the same time a methodologically sound piece of research, based on extensive primary source research.» (Professor Andrzej Mania, Chair of American Studies and the History of Diplomacy and International Politics, Jagiellonian University) «An excellent case study of public diplomacy. Ociepka systematically analyzed the Polish utilization of key public diplomacy instruments including cultural diplomacy, branding and Twiplomacy, and properly placed them within historical and theoretical contexts.» (Professor Eytan Gilboa, Director, Center for International Communication, Bar-Ilan University)

Debates and Documents that Mattered (1968–1992)

Nation-Building in the Shadow of the Bear: The Dialectics of National Identity and Foreign Policy in the Kyrgyz Republic 1991–2012

Official relations between the then European Community and the Socialist Federal Republic of Yugoslavia were established in 1968. The two decades that followed were a period of great uncertainty, culminating in the late 1980s, with many Community officials being quite sceptical about the future of the Yugoslav federation. The Community’s decision in early 1992 to recognize Slovenia and Croatia as independent states, leading to the disintegration of Yugoslavia, has inspired numerous diametrically opposed explanations of policy choices, often raising as many questions as they answer. This volume is a unique selection of valuable archival material dealing with different aspects of cooperation between the European Community and Yugoslavia. While offering a range of fresh insights, the primary sources presented here also contribute to a greater understanding of the ever-present dilemma regarding the survival of the former Yugoslav state.

Since 1991, Kyrgyzstan’s leaders have pursued a post-Soviet national identity. Their concepts failed to consolidate the country’s multi-ethnic society, and continuously antagonize civic values and ethnic myth. The author applies international relations theory to frame Kyrgyzstan’s identity crisis: The ruling elite has to manage tensions between their strong dependency on Russia as main donor and security provider and domestic challenges in their pursuit of a national identity. A legitimate national identity must represent both the foreign policy interests of the country and the demands of the Kyrgyz majority and ethnic minorities for representation. The Kyrgyz case unveils the complex dialectics of domestic pressure and external interests that have defined post-Soviet nation building in Russia’s near abroad.

Europe or Not! Multiple Conversations and Voices

Les États-Unis et la Société des Nations (1914–1946)

Multilateralism in Global Governance

With Alberto Martinelli, Vittorio Cotesta, Nadia Urbinati and Alain Touraine

Formal and Informal Institutions

Europe is in crisis and the EU project risks disintegration. The refugee and Brexit issues, as well as recent events in Turkey, demonstrate how serious matters really are. In a EurActiv interview, in February 2016, Edgar Morin, the French sociologist and philosopher, speaks of a «planetary crisis» and the need «to change civilisation» in order to respond to the complexity of today’s world. Furthermore, the drama of terrorism, a new phenomenon for contemporary western democracies requires serious reflection regarding jihadism and its radicalisation. These are but some of the issues addressed during the multiple conversations held with the three sociologists, Alberto Martinelli, Vittorio Cotesta and Alain Touraine and with the political scientist, Nadia Urbinati. All the interviewees are leading experts on European issues and institutions, as well as on democracy put to the test currently by rampant populism in almost all the EU countries. Alain Touraine fervently holds that «it is madness» not to want a united Europe at a moment when we need a new political and economic project capable of defeating the nationalism, walls and separation between states that now seem to prevail. Europe finds itself in a dramatic position: it must choose innovation and construction, or disintegration, with all the unpredictable consequences this may entail.

The aim of this edited volume is to bring back multilateralism in global governance research by going beyond the state-centric and formal models of multilateralism of the 1990s and deeper into the informal private agents and structures of global governance. The volume is situated within the third generation scholarly research tying together disparate efforts from various disciplines, such as International Relations, Public Administration, International Law and International Political Economy under the overarching theme of multilateralism approached from the three different angles: normative dimensions of global governance, issue-areas, such as migration and international trade, as well as the limits of multilateralism.

Dissidents, Technology, and Democratic Discourse in the Middle East Taking Syria and Iran as case studies, this book explores how expatriate groups have used tools such as technology and new media to influence political discourse and to irrevocably alter the political dynamics both in their home countries and in the Middle East at large. Based on over 60 in-depth interviews with dissidents, expat leaders, journalists and researchers from Syria and Iran that were conducted both before and after the Arab Spring, the author examines the tripartite relationship between technology, dissent and democratization. This approach offers a unique perspective on contemporary geopolitics in the Middle East and considers possible scenarios for the future of the region.

The Impact of the European Unions’ Neoliberal Agenda on the North African Countries Les enjeux de l’agenda Néolibéral de l’Union européenne pour les pays de l’Afrique du Nord One year ago the negotiations between Tunisia and the European Union about a deep and comprehensive free trade agreement (DCFTA) had started in Tunis. Experts from both sides of the Mediterranean accepted to contribute to this book in order to foster the public debate in the North-African countries by informing actors of the civil society about the risks of this new generation of free trade agreements of the EU for the respective countries and their population. In fact, by analyzing the impact of the structural adjustment programs of the World Bank and the International Monetary Fund in Tunisia, Morocco and Algeria since the late 1980s followed up by the EU’s free trade policy, the authors seriously doubt about the positive effects on development and prosperity promised by the promotors of free trade. They underline, on the contrary, that it is the EU which profits from the asymmetric power-relations in order to pursue its economic and especially its security interests related to «illegal migration».

Leap into Modernity – Political Economy of Growth on the Periphery, 1943–1980

Capital-in-Crisis, Trade Unionism and the Question of Revolutionary Agency

This book describes struggles of different countries and their development after World War II. It presents a panorama of different ideologies of accelerated development, which dominated the world just before the war and in the next 40 years. The author explains why in the 1970s global and local elites began to turn away from the state, exchanging statism for the belief in the «invisible hand of the market» as a panacea for underdevelopment. He focuses not only on the genesis of underdevelopment, but also on the causes of popularity of economic planning, and the advent of neoliberalism in the discourse of development economics. This book evaluates the power of state as a vehicle of progress and focuses in detail on the Soviet Union, China, Poland, Ghana, Tanzania, and South Korea.

The entry of the capital relation into its epoch of structural crisis forms the basis for the development of the author’s conception of revolutionary agency. Drawing on the work and achievements of both Marx and Hungarian socialist thinker István Mészáros, May relates the emergence and deepening of the structural crisis to the decline of trade unionism as the traditional and universal form of organization deployed economistically by workers against capital. In the relationship between the «defensively-structured», universal, trade union form and the growing contradictions of the global capitalist system, May seeks to unearth the possibility of a higher form of agency which is more adequately adapted to address the immediate and long-term objectives facing millions of people today worldwide in the age of capital’s «destructive selfreproduction». Looking back in order to look forward, he also subjects the form of agency within the Russian Revolution to a critique which relates it directly to the conditions prevailing in Russia at the time. In so doing, he questions its supposed validity as a form of revolutionary agency for the struggle to put an end to the global capitalist system today.

This book – based on a research project carried out by the Observatoire Social Européen asbl, with the financial support of the European Trade Union Institute (ETUI) – looks at the most recent developments in pension policy and politics in Europe and advances our understanding of the field in three respects: firstly, it contributes to improve our knowledge of the most recent reform wave passed in the wake of the recent economic and financial crisis; secondly, it assesses the long-term financial and social sustainability of pensions; thirdly, it analyses the politics of pensions and the way policymakers and stakeholders interact in order to address the major challenges to pensions. The evidence proposed by six country chapters (about Italy, France, Finland, Poland, the Netherlands and UK) and three more transversal chapters (about the role of the EU, that of trade unions in pension reforms, and the main challenges to pension systems in Europe) proves that pension systems have been altered in the wake of the recent crisis.

of the monetary union, accentuating the economic disequilibrium among European nations and strengthening Euro-skepticism. The crisis served as a catalyst for long-standing and unresolved problems: the creation of a singly monetary area with intergovernmental control, the final act in the construction of a Europe economically united but without a government and a state; the consequent discrepancy between forming a consensus that remains in large part national and the political dynamics in Europe; the sustainability of a monetary union in the absence of an economic-social union, which presents again the long-standing debate between «monetarist» countries and «economist» countries. This book aims at placing current events within a long-term framework composed of a mosaic of multidisciplinary contributions that can provide the reader with keys which are adequate for an understanding of these events and useful for opening up new horizons.

Unpacking Socio-Economic, Spatial, and Political Dimensions in the South Durban Basin Identity Construction and (Mis) Perceptions on Being Black in South Africa: Unpacking SocioEconomic, Spatial, and Political Dimensions in the South Durban Basin presents the research findings of a two-year empirically based study on the politics of race, ethnicity, and identity in Durban, South Africa, among Black or nonWhite groups, specifically the historical racial categories of African, Indian, and Colored. Research on race and identity politics tends to focus on Black-White relations. Thus, there is a gap in our understanding of ethnic and racial interactions among Blacks. This study challenges the tendency to reduce race to a Black-White binary. The research also recognizes that the examination of differences within and between groups is necessary to understand the complexity of the issues. Its key contributions are in relation to examining the question of identity politics (in terms of nationality, ethnicity, race, class, and gender); unpacking hierarchical and spatial relationships and interactions among and between communities and groups in the home, work places, social arenas, and other public spaces; and highlighting points of conflict/ contestation. The main focus is on differential experiences, realities, and perceptions among and between groups.

Transitional Justice in PostEuromaidan Ukraine Swimming Upstream The book focusses on transitional justice policies implemented in Ukraine since the beginning of 2014. The author covers investigations and trials, vetting, historical justice, as well as two issues that only partially refer to the «transitional justice toolbox»: attempts to deal with the consequences of the armed conflict in Donbas and elements of institutional reforms that supplement transitional justice efforts. He explains constrains faced by each of the mentioned policies and interrelationships between them. The author comes to the conclusion that the Ukrainian case presents both similarities and significant differences in comparison to other post-communist countries, which implemented such policies much earlier. Furthermore, there is no evidence supporting the thesis that the implementation of these policies provides visible effects in terms of democratisation of the country.

Action publique / Public Action Edité par/Edited by Jean-Louis Genard et/and Steve Jacob

ISSN: 1783-6077

The series Public Action studies the State and how it works from a variety of perspectives. It focuses on public policy analysis (environment, health, employment culture, etc.) as well as the institutional and organizational study of public administrations. The mutations that characterize nowadays public action (deregulation, externalisation, contractualisation and networking) are at the heart of these preoccupations. Consequently, the series « Public Action » also places further emphasis on the relationship the State maintains with its environment; – not only the political apparatus and, of course, civil society, but also with broader social changes such as individualism and globalization.

Cultural Management and Cultural Policy Education Edited by ENCATC

ISSN: 2466-7137

The series exists to foster critical debate and to publish academic research in the field of cultural management and cultural policy as well as to open up a forum for discussions and debate on the topics of cultural management and cultural policy among scholars, edu cators, policy makers and cultural managers. It is also intended to provide a reference tool for education and lifelong learning on cultural management and cultural policies. It is becoming more and more evident that education in cultural management and cultural policy cannot and should not be separated from research and being conducted in the field. Since its creation, ENCATC has recognized this need and was always very active in pursuing, publishing, presenting, and disseminating research in arts and cultural management and cultural policy to strengthen the understanding of cultural management and cultural policy issues. Created in 1992, ENCATC is the «European Network of Cultural Administration Training Centers». It is a membership NGO gathering over 100 Higher Educational Institutions and cultural organisations in 40 countries. It holds the status of official partner of UNESCO and of observer to the Steering Committee for Culture of the Council of Europe.

global life. According to this concept, countries pursue a course of action by taking advantage of the most diverse range of tools they can rely on, such as economic or cultural resources, which act alone or interact with others. The study of international relations grew into different fields of analysis during the 20th century, but it is now subject to a new scrutiny in this era of globalisation. This concept, which coincides with the development of neo-liberal analysis since the 1980s, reveals a new awareness about the increased number of actors NGOs and multinational companies, for example but also the large autonomy they enjoy when it comes to action. This series aims to portray these new perspectives and their impact on current research. Without casting aside studies in international relations that focus on states, it tries to better understand the diverse range of factors that play out on the world stage and how they relate to each other from the high stakes in sport to the use of colonial memory. This series targets academics and analysts who wish to apply 20th century history to contemporary thought.

This series welcomes contributions seeking to analyse the geopolitical changes which have been such a prominent feature of the European and world arena since 1989. At the European level, there is a particular focus on post-Cold War conflicts along with the transformation which has occurred in relations between the European Union and major powers. At a world level, major upheavals have radically altered the ground rules for understanding conflicts and crises. They have also had far-reaching implications for the prevention, management and resolution of disputes. In this context, the series is open to theoretical and empirical studies which critically examine the international implications and progress of specific conflicts and peace processes.

Interdisciplinary Studies on Central and Eastern Europe Edited by Christian Giordano, Nicolas Hayoz and Jens Herlth This series focuses on the political, economic and cultural changes in Eastern Europe and the former Soviet Union. It offers a platform for interdisciplinary research on this multifaceted part of the world. The focus lies mainly on current and recent developments in societies and political systems; but research on cultural and historical backgrounds has its place here, too. The range of disciplines includes political science, history, and social anthropology, but also philosophy, cultural studies, and literary criticism. The articles are written in English.

Although in the 1980s the widely shared belief was that nationalism had become a spent force, the fragmentation of the studiously non-national Soviet Union, Yugoslavia, and Czechoslovakia in the 1990s into a multitude of successor nation-states reaffirmed its continuing significance. Today all extant polities (with the exception of the Vatican) are construed as nationstates, and hence nationalism is the sole universally accepted criterion of statehood legitimization. Similarly, human groups wishing to be recognized as fully fledged participants in international relations must define themselves as nations. This concept of world politics underscores the need for openended, broad-ranging, novel, and interdisciplinary research into nationalism and ethnicity. It promotes better understanding of the phenomena relating to social, political, and economic life, both past and present. This peer-reviewed series publishes monographs, conference proceedings, and collections of articles. It attracts well-researched, often interdisciplinary, studies which open new approaches to nationalism and ethnicity or focus on interesting case studies. The language of the series is usually English. The series is affiliated with the Institute for Transnational and Spatial History at the University of St Andrews, headed by Bernhard Struck and Tomasz Kamusella. The Institute gathers scholars with a strong interest in the comparative, entangled and transnational history of modern Europe and the globalized world.

Regional Integration and Social Cohesion Edited by Harlan Koff Regional Integration and Social Cohesion (RISC) is an interdisciplinary and multilingual (English, French, German, Spanish, Italian and Portuguese) series that examines the human and environmental impacts of regional integration, defined legally/politically (supranationalism), economically (globalization), socially (identity), and geographically (borders). The series aims to link global analysis of issues associated with social cohesion, such as market shifts, immigration, environmental risk and the deterioration of natural resources, human rights, violence and security, etc., with national and subnational studies that focus on political decision-making, the non-governmental sector and social participation in public debates, economic transformations, social marginalization, identity, etc. Thus, the series aims to combine the international, national and subnational arenas of politics in thematically-oriented research. While proposed case studies are welcome, the works presented in this series from all social science disciplines, are predominantly based on the comparative method. Studies that compare across geographic regions, defined continentally, are of particular interest.
