SECOND ANNUAL INTERNATIONAL REGULATORY ROUNDTABLE EMERGING ISSUES & PRESSURES ON TODAY’S REGULATORS BMO CENTRE, ROOM 100B, STAMPEDE PARK Wednesday, June 8 1:00 pm - 1:30 pm

Opening Remarks Welcome Dan McFadyen, Program Director, Extractive Resource Governance, the School of Public Policy Introduction to Extractive Resource Governance Program Niloo Hojjati, Research Associate, Extractive Resource Governance, the School of Public Policy

2:00 pm - 3:10 pm

Markets & Social Acceptability Moderator: Dan McFadyen, Program Director, Extractive Resource Governance, the School of Public Policy Dr. Robert Skinner, Executive Fellow, the School of Public Policy Topic A) Markets With layoffs and cutbacks in the oil-patch and the ripple effects spreading throughout the Canadian economy, it may seem as though the latest drop in oil prices could stall the economic engine in Alberta for a long time. But can a silver lining be found in the roiling storm clouds of the current rout? This session explores the current environment of low oil prices, in contrast to three previous significant drops in oil prices (1985, 1997, and 2008) and assesses whether there are policy lessons to be learned from previous routes, or whether today is fundamentally different. How do emerging market conditions impact regulators? How can regulators learn from the past? GaĂŠtan Caron, Executive Fellow, the School of Public Policy Topic B) Social License Regulators operate in a complex world, confronted with many challenges as they attempt to strike a balance between the interests of both private and public stakeholders. This session explores the pressures posed by social license/social acceptability on regulators, and discusses public engagement. What are the pressures faced by regulators like the National Energy Board? What are the pressures from local community and government, as well as indigenous communities?

3:10 pm - 3:30 pm

Coffee Break

3:30 pm - 4:45 pm

Civil Society & Technology Moderator: Dan McFadyen, Program Director, Extractive Resource Governance, the School of Public Policy Shantel Jordison, Manager, Extractive Resource Governance, the School of Public Policy Topic A) Civil Society There are often two questions at the heart of the oil and gas debate in Canada. The first question relates to how oil and gas should be developed. The second relates to if, and at what pace oil and gas should be developed. As both debates rage on simultaneously as part of the larger dialogue about oil and gas development in Canada, different civil society groups have sought to exert their influence on each of these debates using different tactics and strategies, each with varying degrees of success. Drawing on various examples, the role of civil society will be explored as a pressure on regulators, and some observations will be made about which actors have been the most (and the least) influential over the years. Broadly, how does public debate act as a pressure on regulators?

14

Jim Dilay, Executive Fellow, the School of Public Policy Topic B) Technology With the fast-moving world of technological innovations in the oil and gas industry, regulators face immense pressure to respond to these dynamic changes in a timely manner. This session explores the pressures of technological advancement on regulators, and discusses the ways in which regulators can support the growth of technological advancements, whilst ensuring the safe and efficient development of energy resources. What are the most recent technological pressures that regulators face? How have these pressures impacted regulators? What have been some of the successes and failures in these areas? 4:40 pm - 5:00 pm

Closing Remarks Dan McFadyen, Program Director, Extractive Resource Governance, the School of Public Policy
