CHURCHDOWN BELLS RESTORATION PROJECT A special appeal to Gloucester Residents The bells and bell ringing mechanism at the church on Chosen Hill are deteriorating. If nothing is done the bells could soon fall silent. Please help to replace and restore the bells of St. Bartholomew’s – so the traditional sound of church bells continues to ring out for generations to come.
On behalf of his fellow bell ringers, and those involved in fundraising to save Churchdown’s bells, local resident Dave Turner submitted the following words of encouragement for any readers of The Local Answer in a position to help ...
Saving Churchdown’s bells Most of us have a desire to make our mark in life, heroic acts, proliferation of the family, writing a book, acts of generosity ... the list goes on and on. The desire to leave a mark continues after death too. Often lives are marked with a memorial plaque or gravestone which in a relatively short time can become illegible or forgotten. At St Bartholomew’s Church, Churchdown, we have six bells. These are becoming difficult to ring as the running gear and some of the bells are wearing out. It has therefore been decided to take up this restoration project – a daunting prospect as £85,000 is required to undertake the work. Church bells, like many things in life do not last forever, but they can last for a very long time. The largest of our bells is dated 1678. Two others predate this. They are so old that they will need to be preserved as a result of this project. There is a genuine opportunity for a bell to be donated, if anyone would like to make a larger donation. I cannot think of a better way of celebrating a memory than by suitably inscribing a new bell in respect of someone or some other worthy cause. It won’t last forever but it could, judging by past experience, last at least 400 years! Buying a bell is about £8,000-£15,000 depending on size, inscription and availability, but if you were to make a donation large or small, you would have a reminder of this generous act every time you hear the bells ring out over St Bartholomew’s Church, Churchdown Churchdown. Wildlife Matters Nature enthusiast Wayne Morris talks about two of our native owls and his experiences with them. I don’t know about you but I love the sound of a hooting owl – maybe I’ve watched one too many horror films in which these “unsung” film stars provide a spine-tingling ambience! The Tawny Owl – our most common owl – is at its most vocal in autumn, hooting away as it sets up territorial rights in preparation for the winter struggle for food. A lazy hunter, the Tawny Owl can often be seen in your car headlights as you drive through Gloucestershire’s woods, perched on a bough of a tree listening and waiting for the slightest sound of a scurrying mouse or, another of its favourite prey, a bank vole. The Tawny is very much at home in ancient deciduous woodland and, like all owls, have fantastic hearing – their concave facial discs trap sound waves just like a satellite dish catches radio waves. They also fly silently, as their peripheral wing feathers are such that they do not produce a swishing sound that could potentially alert a nearby ‘meal’. These predators hunt by stealth! I once saw around five Tawny Owls standing on the road, looking as if they were having a meeting. Were they wising-up on something?! In contrast, the Barn Owl is an active hunter – it is much smaller
than a Tawny, whitish in colour and beautiful to observe. You will often see them at dawn and dusk hovering over open fields before ‘dive-bombing’ upon sight of its prey – not dissimilar to the kestrel’s actions. There are captive breeding programmes to maintain their numbers as the Barn Owl is much more vulnerable to long periods of snow cover than the Tawny. The Barn Owl does not hoot but tends to make a hissing or snoring noise. These owls are also responsible for the myth surrounding ghosts being white, as they fly around graveyards – Barn Owls flying at night can look very ‘ghost-like’ indeed. My first ever sighting of a Barn Owl in the wild was a moving experience – many years ago I was driving at night when I noticed a white bird flying along with me on the other side of the road. At first I thought it was a seagull. I slowed down ... it slowed down. I stopped the car, and it stopped and perched on a fence. It then turned its head to reveal its prominent facial disc and looked in my direction. We appeared to acknowledge each other, and I felt I’d connected with nature and wildlife. It eventually flew off and I drove home feeling excited and spiritually richer for the sighting. A truly fantastic experience.

Valentine Delicious Cheesecake Dishes
Ingredients: For the base – 200g digestive biscuits; 100g unsalted butter, melted. For the filling – 3 sheets of leaf gelatine; 142ml carton single cream; 300g full-fat soft cheese; 100g golden caster sugar; finely grated zest of 1 lemon; 3tbsp lemon juice; 300g strawberries, hulled and chopped, plus a few extra to decorate (keep leaves on a few); 142ml carton double cream.
Method: 1 Seal the biscuits in a plastic bag and crush them to fine crumbs with a rolling pin or whiz them in a food blender. Melt the butter in a saucepan then add the crumbs and mix well so the crumbs are soaked. Tip the mixture into a loose-bottomed 24cm round cake tin, at least 5cm deep, and press down with the back of a metal spoon to make an even layer over the bottom of the tin. Chill in the fridge while you make the filling. 2 Submerge the gelatine leaves in a dish of cold water and leave to soak and soften for 5 minutes. Pour the single cream into a pan and bring just to the boil, then

take off the heat. Take the gelatine leaves out of the water, give them a good squeeze to get rid of excess water, and stir one by one into the cream (they will dissolve instantly). Leave to cool for a few minutes. 3 Beat the cheese in a bowl with the sugar, lemon zest and juice until smooth and creamy. Mix in the cream and gelatine mixture and the chopped strawberries. 4 In another bowl, lightly whip the double cream so it falls in soft peaks, then fold it into the strawberry mixture. Pour into the cake tin and smooth down lightly. Chill for at least 211⁄22 hours until set (the cheesecake can be made a day ahead). 5 To serve, run a knife between the cheesecake and the tin to loosen it, remove it from the tin, then take it off its base and put it on a serving plate. 6 To decorate, save a few whole strawberries with the leaves still on, halve the others lengthways, then pile them in the middle. Or dip some strawberries in chocolate, or buy/make some chocolate hearts – be creative!
This cheesecake also works well using raspberries.

Eyesore issue of ‘Golden Egg’ building finally cracked By the time you read this, Gloucester’s infamous Golden Egg building in Kings Square will be in the process of being demolished. Having stood empty for a decade, it was widely-recognised as one of the city’s worst eyesores and an obstacle to progress. Its owner, insurance company Aviva, was granted planning permission to demolish it in 2011 but never implemented that consent. I’m pleased I was able to persuade Aviva to sell the building to the City Council (we need it for the Kings Quarter development anyway) to allow us to demolish it. This, alongside some other interim improvements, will make the Kings Square area a better place and, just as importantly, demonstrate our determination to deliver the Kings Quarter scheme. It also proves that some of the problems that at times felt intractable can, to excuse the pun, be cracked. In December John Whittaker, the billionaire Chairman of the Peel Group (owners of Gloucester Quays), paid a visit to Gloucester. He told us that his motto is DPP – determination, persistence and patience. That’s an approach that has served us well and with which we should continue. Indeed, Gloucester Quays took many years of planning before it was delivered. At times, it seemed as though the Railway Triangle would never be developed. But now the new Morrisons store has opened, with a lot more to follow on site. Some people wondered whether we would ever deliver a new athletics track, but a much-improved facility at Blackbridge is now in use. After falling victim to flooding in 2007, it has felt a lifetime since Gloucester City Football Club played within the city boundaries. Thankfully they now have a thumbs-up from the Environment Agency for their plans to return to Meadow Park and their planning application can now be progressed. We’ve been working on the Kings Quarter scheme, around Kings Square and the bus station, for a number of years. It’s been hard going at times and 2014 will be a critical year. But, as John Whittaker said, we need to show determination, persistence and patience. If we do that, I’m confident we will deliver it.

1 Bourton's obvious tourist attractions conceal
its importance as an archaeological site, for it has had exceptional historic continuity as a settlement. There is evidence of human habitation since Neolithic times, a period of some 5000 to 6000 years. Just to the east lies Salmonsbury Camp, an Iron Age hillfort that was occupied until Roman times. The Romans crossed the River Windrush here via the Fosse Way, the bridge, of course, having long since decayed. There are several places of interest in Bourton that the walker may wish to visit before or after the walk. Here are a few: • Birdland Park and Gardens is home to over 500 birds including parrots, flamingos, falcons, ibis, pelicans and the only King Penguins in England. The gardens cover 7 acres (2.8ha) of landscaped parks and lakes. • The Model Village is a replica of Bourton at the time it opened in 1937 at 1/9 th scale, complete with authentic stone walled and tiled houses, churches and a miniature River Windrush. It took four years to construct, and follows the detail of the village faithfully, including a model of the model. • Bourton Model Railway exhibition covers about 500 square feet (46 sq m) with over 40 British and continental trains travelling through various miniature scenes. • The Cotswold Motoring Museum opened in 1978 with a 1920s theme but has since expanded to include motoring in the 1960s and 1970s. Among the vintage cars, motorcycles and bicycles are thousands of items of memorabilia, and a collection of over 800 period advertising signs.

Go through this and the gate ahead to follow the path through the trees. Turn right through a gate into the field and turn left to a gate in front of a barn. D Turn left over the footbridge, then turn right to the end of the second, smaller lake. E Turn right, cross the footbridge and stile. Then turn right, following the fence and crossing a stile to reach a gate onto a track.

Bear right across the field following the waymark. I Continue straight ahead over several fields and waymarked stiles, eventually passing through a plantation to a footbridge on the left. J Cross over and turn half-right. Cross the next footbridge continuing ahead and over a stile to a track. Continue ahead to a gate and the road. Turn right back into the village.

Award nominees to perform at Cheltenham Folk Festival Five of the artists set to perform at the 18th Cheltenham Folk Festival this month have been nominated for the prestigious BBC Radio 2 Folk Awards. Bella Hardy, performing as part of ‘Carthy, Hardy, Farrell & Young’ and ‘The Liberty to Choose’, and Lucy Ward, also performing with ‘The Liberty to Choose’, have both been nominated for Folk Singer of the Year. Greg Russell & Ciaran Algar have been nominated for the Horizon Award, while Chris Wood has been nominated for Best Original Song for ‘None the Wiser’. The BBC Radio 2 Folk Awards celebrate the very best of British folk music and outstanding talent within the genre with an award ceremony and live show on 19 February 2014 at the Royal Albert Hall. Nominees are chosen by a panel of 100-150 music industry representatives, including broadcasters, journalists, festival organisers, record company directors, agents and promoters. Now in its 18th year, the Cheltenham Folk Festival continues to bring together some of the best acts currently working on the UK folk scene. This year’s event takes place between Friday 14th and Sunday 16th February and ‘Blowzabella’ will headline the Friday night Opening Concert, which will also feature 2013 nominees for Best Duo, ‘O’Hooley & Tidow’. Saturday night’s Main Concert features 2014 nominee Chris Wood and headliners ‘Blazin’ Fiddles’. Sunday night’s Final Concert features ‘The Young’uns’ and bringing the Festival to a close are headliners ‘Carthy, Hardy, Farrell & Young’. Cheltenham Town Hall will once again act as the hub of the Festival, hosting the Main Concerts, Kids’ Place, Festival Bars and Café, the Market Place and the Box Office. The Playhouse Theatre will host more intimate concerts, workshops and daytime singing sessions. The popular Saturday night Festival Dance will be held at The Princess Hall. Being too eager is a waste of time As I write this we have had such a lot of rain that I am seriously thinking about building that ark. However by the time you read this all may have changed. We have not had seriously cold temperatures yet this winter, but I have a feeling that as the east coast of America has been suffering the lowest temperatures in 50 years, bad weather may well be on the way. It is too easy to get carried away in February and think that spring is just around the corner – it isn’t! I have found that being too eager is a waste of time – wait a few more weeks and plant when the conditions are more favourable and the plants get off to a flying start and soon catch up with the poor struggling specimens that you couldn’t wait to pop in the cold, wet ground. Once February is out of the way everything seems to speed up with bulbs flowering and vegetable seeds to be sown and weeding and tidying in the borders and the lawn needing cutting again. Anyway enough of what is to come, what to do this month ... To help with the New Year weight loss, why don’t you turn your compost heap? Empty it onto a tarpaulin and replace it in the compost bin, allowing the air to get to all the decaying matter. If it is too wet and slimy, add shredded paper or cardboard. Make sure you cover it with a lid or a piece of old carpet etc. If the weather allows, get out in the borders and remove any weeds. Compost the annual weeds but dispose of things like dandelions (perennial weeds that continue growing year on year) in the garden waste collection (they compost at a much higher temperature to kill off any problem seeds). Removing weeds now will make your job so much easier later on in the season before they take hold. This is the perfect time of year to get to grips with putting stakes in your borders. Hazel or birch is the ideal thing to use for ‘pea sticks’ (not just for peas!) and now is a great time to cut it as the sap rises and it gets a little more pliable, and before the leaves appear. Tax Returns – why leave them so late? I have spent most of my last four weeks helping clients to complete their tax returns prior to the filing deadline at the end of January. I do it at this time every year and, on each occasion, I ask why people leave it so late to deal with their own financial affairs. My financial adviser contacts tell me that some of the best deals on tax-free investments are announced in the run-up to the end of the fiscal year at 5 April. Why? Because the majority of us leave it until the last minute to make our contributions. It’s amazing when you think about it. Ok, so you only submit your tax return once, but there is more than compliance at stake here. A number of the returns that we have processed in recent weeks have generated refunds – prompter submission would have put that money in your bank account months earlier. Others had significant tax bills to pay, with little or no time to arrange their finances.
‘The evil day’ I tried to work out why. One client explained that the later he left it, the later he had to pay me. Refreshing honesty, but an isolated view I suspect. Most of those who leave it late are almost certainly putting off what they see as ‘the evil day’. Maybe HMRC should offer incentives rather than beat taxpayers with a stick when they fail to comply. Would an early filing incentive help the government to collect all those returns without the unseemly rush every January? I suspect not, but it works in the retail sector with post-Christmas sales, so why not for tax returns too? A final thought. HMRC reports that over 1,500 people filed their tax returns on Christmas Day 2013. Despite the workload, not even I had to resort to that! Roger Downes FCA – Managing Director

Barton Street Police Station Open Day on Wednesday 19th February 2014 10am-2pm is taking shape. The day is targeted at young people of all ages! So far, confirmed participants include Police Dogs, Support Group, Roads Policing Motorcyclist, Safer Gloucester, the new Police Cadet Scheme, as well as activities such as ‘Sponge a Cop’, an opportunity to have a souvenir photo taken in Police uniform, quizzes and a colouring competition. Keep up to date on plans for our open day via our online forum at www.bartonstreetpolice.forumchitchat.com. We hope to see you there! I am currently leading an initiative, called Operation Throttle, to tackle the anti-social use of mopeds and mini-motos across Gloucester. This will involve improvements to how we respond to your calls in relation to the issue, as well as a new educative scheme for perpetrators and a diversionary mini-moto project. We are working hard to get Op Throttle in place in time for the arrival of Spring weather. I have also been looking more closely at one of the areas of crime that didn’t reduce over the last year – theft of motor vehicles. The majority of motor vehicles stolen in Barton, Tredworth and White City last year were either mopeds or motorcycles – so I urge owners to review your security: • Do you have an alarm attached? • Do you have an additional lock? • Do you cover it up at night or keep it in a locked garage/shed? • Do you keep it out of view when you are not using it? Whilst none of these things can guarantee you won’t fall victim of a theft, they will help to significantly reduce the chances. We are likely to be carrying out further crime prevention work on this issue in the near future, focused in the areas where the thefts have tended to occur, so please look out for us.
