IIngredients: ngredients: For the pastry: 60g diced soft unsalted butter; 60g golden caster sugar; 1 medium egg yolk; 125g plain flour; 15g ground almonds; a drop of milk. For the apple filling: 3 eating apples; 75g diced soft unsalted butter; 115g golden caster sugar; 3 medium eggs; 180g ground almonds; ¾ tsp baking powder; 30g flaked almonds. Icing sugar for dusting on top after baking M ethod: Method: 1 To make the pastry: In a food processor cream together the butter and caster sugar, add the egg yolk, then the sifted flour, almonds and a drop of milk to bring the dough together. 2 Wrap in greaseproof paper and chill for two hours. 3 Pre-heat the oven to 170°C fan (190°C/gas mark 5). 4 Knead the dough, then roll it out on a lightly floured surface to fit a 23cm x 3cm deep loose bottom tart tin. 5 Line the pastry with greaseproof paper and fill with baking beans. Bake for 15-20 minutes, remove the paper and beans, then continue to bake for five more minutes.
6 Whilst the pastry is cooking, make your filling. Peel, quarter and core the apples, then slice thinly lengthways. 7 In a food processor, cream together the butter and caster sugar, then gradually add the eggs one at a time, followed by the ground almonds and baking powder. 8 Put the mixture into a large bowl then stir in half the apple slices. Spread over the base of the pastry case, arrange the rest of the apple slices on top and scatter over the flaked almonds. 9 Put in the oven for 35-40 minutes, but keep an eye on it and cover with a bit of foil if it is getting too brown. Leave to cool. 10 10 Dust with icing sugar and serve with a dollop of thick cream or ice cream.

S September eptember sskin kin ssense ense September is a good month to review our skin. Summer has faded and often left our skin feeling dry and dehydrated. It is the month where perhaps we should consider adding serums into our routine to give the skin an extra boost without overloading it.
Serums S erums Skin care ranges offer so many serums, which we often hesitate to use, thinking they might be heavy or clog our pores, but this is not the case. Serums can be very beneficial as a good skin hydrator before we apply our moisturisers. As always with our skin it is trial and error until we find one that suits our particular skin type. Clarins boast that they have the No.1 anti-ageing serum in the UK. It is a double serum, which is their most complete age-control concentrate. It comes with two formulas which you mix together and apply to cleansed skin. Elizabeth Arden is a good, reliable brand which includes the Prevage range. The anti-ageing intensive repair daily serum also does exactly what it says on the tin, which is good to know. between the old year and the new. It provides the opportunity to reflect on the twelve months that have passed with one eye on what might lie ahead. Whilst crime throughout the UK is rising, the increase in Gloucestershire has been much less than other comparable areas. This means that despite the impression you might have got from some news outlets, Gloucestershire is still one of the safest places in which to live. As the range and complexity of crimes continues to grow, the answer is further complicated by the additional social issues around mental health and lack of youth provision. With much of the Constabulary’s time now spent as first responders to the mental health crisis that is gripping our country, what you might call ‘conventional’ police work is being squeezed. And whilst the
primary task of all Police and Crime Commissioners, as laid down by the former Home Secretary who defined the role, is to reduce crime, what is apparent is that the role of the Constabulary is now more than just that. As a summary of the twelve months from April 2018-March 2019, this year’s annual report highlights the challenge of
dealing with a growing range and complexity of crimes, complicated by additional social issues around mental health and lack of youth provision. It reflects on key announcements regarding collaboration with bordering forces and Gloucestershire’s Fire and Rescue Service, budget details, award winning services and the continuing success of the Commissioner’s Fund. As Police and Crime Commissioner, I am required to produce an annual report reflecting how I have carried out my responsibilities over the past 12 months and progress in delivering the Police and Crime Plan. Since Accessibility and Accountability is one of my priorities, I am keen the report is circulated as widely as possible.

I recently had a strange experience that I just had to share with you, which gave me an incredible insight into the workings of a three year old’s tantrum. This stuff is gold dust! Believe me, it feels like a super power – I actually understand the mind of a three year old in the middle of a meltdown! This experience happened recently at the Fantasy Forest Festival, which I attended with a fairy-loving friend. We arrived in ‘light costume’ and e n j o y e d p e r u s in g t h e s t a l l s i n the first area, ooh-ing and ahing at the wonderful creativity, artistry, designs, magical creations and wonderful costumes of the other attendees. We sat by the lake admiring the mermaids, met a couple who had just got married there and drooled over expensive things we could not afford – like you do! Then we enquired as to the whereabouts of the Mead Hall, only to be directed into ‘the next field.’ What? There was more? Indeed there was and upon entering the next field we were greeted with about 30 more stalls, food, drinks an arena with live music and archery.

Tree T ree hole hole hideout hideout As vicious storms strike through our countryside, they often leave a fair bit of destruction. Branches can be ripped from trees at the trunk, leaving a hole from where its leaves once sprung. Holes can also form from fungal attacks and nooks made by the natural growing process. Devastating as it may sometimes seem, this can be quite useful for wildlife. It is, in fact, these tree holes and fallen branches that can create a new sheltered home for many different species. Over many decades the tree holes will often increase in size, offering more space for larger species to call home. This is because the trees often continue to grow and change; therefore, the hole changes and adapts with it. Woodboring insects also play a part by nibbling away at the tree’s new wound, resulting in a size increase.

those of 50 years and older. Huge beech and oak trees found in ancient woodlands often have the most impressive tree holes, serving up snuggly homes for their wildlife.

Water gathers in some holes, which attracts insects that lay aquatic larvae. Bee and hornet nests are also found in these hollows, which can help them set up a good defence against potential predators. One of the places dormice love to nest in the summer is in tree hollows. Decades llater ater Decades As the years go by, bigger species move into the tree hole, although often with high competition to claim it. Birds are usually the next tenants looking for a safe place to lay their eggs. Woodpeckers, however, have the skill to chisel their own homes from scratch. Although it takes considerable effort, they can guarantee a safe nest every year for themselves in dead or dying trees. Bats also love to take refuge in tree hollows during harsh weather, as they provide a warm place to hibernate. Decades later the holes are finally big enough for a family of kestrels or owls to nest. It can be a lovely idea to grab a pair of binoculars and set up somewhere to keep a close watch on several tree holes to see who their current occupiers are. Year by year, you may get to see how the tenants and the formation of the tree hole change. Just remember to keep your distance so as not to disturb those living there. Page 1

New New skittles skittles team team ready ready to to rrock ock and and rroll oll More than 100 teams across seven divisions will be taking part in the Gloucester Charities Skittles League this season. The new campaign gets under way in September and will include three new teams – Spare Bears, Lord of the Pins and Frampton Cricket Club. Spare Bears will play in Division Seven and will play their home games at the Gala Club on Monday evenings. The club have been founded by secretary Aaron Powick along with his mum and dad – Carolyn and Graham – and he said the aim of the game was to have fun. “We’ve got a squad of about 14 players and about half of us have played skittles,” said Aaron, who also plays for RGHOC in Division One of the Gloucester City Skittles League. “We’re a team made up of
family and friends and we just want to go out and have fun. It’s not like playing for a team in Division One where there’s a bit more pressure, if you get a 2 or a 9 it doesn’t matter. “If we start doing well and we go up a couple of divisions, then

Spartans head coach Ryan Barnett is under no illusions about the size of the task facing his club as he looks ahead to the new rugby season. Champions of Gloucestershire Premier last season, they will be rubbing shoulders with some seriously good clubs in Western Counties North after their second promotion in three seasons. “It’s a big step up,” said Barnett. “I like to think we can go there and do okay, I think it’s the level we should be at and we’ve done very well over the past few seasons.” Indeed they have, including a trip to Twickenham in the RFU Junior Vase in 2017, but Western Counties North is certainly another level. They will be up against the likes of near neighbours Matson and Coney Hill, but it’s a challenge they are ready for.
It may not be widely known but rugby is quite popular in Sweden. And it’s not just the men’s game that’s popular because a good number of women play rugby as well. And helping the women to improve is a rugby coach from Gloucestershire, someone who is very well known around the county and who has done so much for the great game for a good number of years now. Step forward Richard Whincup, who is kicking coach for the Swedish women’s rugby team. He’s got a few other roles in rugby as well, namely kicking coach for Worcester Warriors’ women’s team and Stow-on-theWold men’s teams.

The league season gets under way in September and Windsor, an umpire, is sure to be in big demand in the 2019/20 season. The 57-year-old, a member of the Herefordshire, Gloucestershire and Wiltshire Hockey Umpiring Association – or HGWHUA for short – has umpired at national league level in the past but these days operates in the Men’s West Premier Division. That still means many miles on the clock, however, because as he says: “I can be umpiring in Cirencester or Cheltenham one week, or Swansea or Plymouth the next.” Windsor, who lives in Gloucester, qualified as a national umpire in 2002 and operated at that level for a couple of years before concentrating on the West Division. Gloucester llegend Gloucester egend P Peter eter Ford Ford cheering on on Cherry Cherr y and and Whites Whites cheering The Rugby World Cup is special, very special, but if this year’s extravaganza in Japan has a downside it’s meant that the start of this season’s Premiership campaign has had to be delayed. Gloucester rugby fans have to wait until the penultimate weekend of October for the opening round of Premiership fixtures. Before that it will be the Premiership Rugby Cup that takes centre stage in September. But after Gloucester’s exploits in the Premiership last season when they finished third, the wait will surely be worthwhile for supporters of the Cherry and Whites and one person who certainly hopes so is Peter Ford, one of the club’s favourite sons. The 87-year-old is one of only two surviving life members of the club – his great friend Mickey Booth is the other – and he remains as passionate about the club today as he was when he was one of the club’s star players throughout the 50s and 60s. Ford happily admits that last season was “much better than everyone expected” and he credits head coach Johan Ackermann as one of the main reasons for the upturn in fortunes. Ackermann is looking forward to his third season at the club and Ford said: “Things look good, the atmosphere is much better than it was. There seems to be a lot more togetherness, it seems the pl ayers want to play for each other.” That’s vital, of course, and something that Ford, a back row, preached during his five seasons as captain all those years ago. As a back row he was obviously impressed by Gloucester’s forwards for much of last season – “It’s a good pack,” he said – but he admits it was one of the backs who got him out of his seat more often than most.

And anyone who goes to as many games as Ford – he hardly misses a home game and still goes to some of the away games, including the European Challenge Cup final against Cardiff in Bilbao a couple of seasons ago – won’t be surprised to hear him say that that man is fly-half Danny Cipriani. “He’s a players’ player,” said Ford. “He makes the players around him play better. The rest of the team want to play with him, he brings out the best in them and he’s got that eye for an opening. “He’s got time to play and in my day anyone who had time to play was a class player.” Billy Twelvetrees, who like Cipriani and Ford has played for E n g l a n d , is a n o t h e r p l a y e r w h o impresses Ford. “He always puts in an honest shift,” Ford said. “He’s a sound player, makes few mistakes. He tackles, he does his job. “And Ollie Thorley on the wing, he’s an attacking player, he’s done well.” So how does Ford think Gloucester will fare this season? “I’d be happy if they could do as well as last season,” he said, “that’s the hope. “Saracens are well out in front and Exeter are a good side,
I think we’ve done very well to get close to them. “Some of the South African lads have come in and done a good job for us, they are all class players. “The players come from all over the world, in my day we all lived within a few yards of the ground!” These days Ford still doesn’t live too far from Kingsholm – he lives in Churchdown – and he was certainly one of Gloucester’s great players back in the day. His was a career that saw him play more than 500 games for the club, captaining them when he was just 23, and he also played many times for Gloucestershire in an era when the county championship really mattered. Described as a “tall, sparely built, blindside forward with many of the traditional back row skills, noted for his massive hand-off and his ability with the ball at his feet, in addition to his tackling and speed around the scrum,” he had to wait until he was 31 before he won his first England cap. That was in 1964 and he played in all four games in the Five Nations Championship. Full story online.

C City ity o off C Culture ulture 2 2025? 025? For some time now, Gloucester’s cultural life has been developing. Not long ago, we were considered a cultural desert (with some honourable exceptions) and collectively we have been working hard to change that. The Rugby World Cup in 2015 reflected the cultures of the visiting nations, including Georgia and Argentina. In 2016 we launched a 10-year Cultural Strategy for the city and set up the Gloucester Culture Trust. Since then, National Lottery Great Place scheme and other funding has brought nearly £2m into the City. One of our ambitions is to be able to mount a credible bid for City of Culture 2025. Decision time on whether to take this leap is getting close. City of Culture involves putting on a year-long programme of quality events and performances. This can bring huge benefits in terms of tourism, the economy and jobs, boosting civic pride, involving schools and young people, and giving opportunities for volunteering. Hull, who were City of Culture in 2017, saw an increase in visitors of over a million a year, added £22 million to the value of their local economy, and 75% of residents said it made them proud of their city.
Delivering Delivering social social benefits, benefits, bringing bringing the the ccity ity together together and and leaving leaving a llegacy e g a cy It’s not about putting on highbrow performances for the elite or having a year-long party, but about delivering social benefits (like improved health), bringing the city together and leaving a legacy. If we are to have a decent chance, businesses, community groups as well as the cultural sector and public sector partners all need to come together. The benefits would be spread widely – not just in the city centre, but in all communities in and beyond the city’s borders. Of course, there’s a considerable cost to bidding and an even greater cost for the successful city. Some of that cost is met by the Arts Council and other funders, the rest would need to be spread amongst a wide range of partners and not just fall on the Council. Those places who have applied in the past have said there is a benefit to being on the journey, even if ultimately we didn’t win. It can help us deliver our ambitions to revive the city centre and deliver positive change in our communities. But we need the whole city to get behind it. Should we go for it? Singer new monthly gig S inger sstarts tarts n ew m onthly g ig A new monthly music show has been set up by Gloucester-born singer/songwriter Emi McDade. ‘The Limelight Sessions’ see up and coming artists from all around the UK perform acoustic sets at the Gloucester Guildhall. The idea for the shows came after Emi – whose singing has earned praise from the likes of Nina Nesbitt and Radio 1’s Huw Stephens – wanted to try and bring more music to her home city. “I started performing around the county when I was around 15 – sad, folky ballads on a piano!” she explained. “Through my own performing, I’ve encountered so many incredible musicians. But so often tour dates don’t extend beyond bigger cities such as London, Bristol and Birmingham. “I wanted to bring some of

these incredible artists to Gloucester, in a relaxed, almost living-room setting where everyone can share an intimate evening of storytelling and beautiful music together, and also really get to know the artists behind the songs.” The sessions take place on a monthly basis, with the first held in June of this year. Jon Favreau’s reimagining of Disney’s ‘The Lion King’ is up there as one of the best of the recent series of live action remakes we’ve seen hit the big A young Simba. screen in recent years. Picture: Walt Disney Studios Staying almost perfectly true to the original, the story of course tells of lion cub Simba’s (Donald Glover) coming-ofage, with the tragic loss of his father Mufasa (James Earl Jones), and his journey to becoming king. If not even for anything else, this film is worth seeing for how visually stunning it is. At times, you forget that the characters are animated, and it’s hard to doubt that there are talking warthogs and meerkats parading through the desert singing Hakuna Matata. Full review online.
Sofka Zinovieff ’s second novel is set in Putney and in Greece. The time frame switches from the present day to the 1970s and is set around the relationship between an up-and-coming composer, Ralph, and a young girl, Daphne. Ralph is a friend of Daphne’s parents who set very few boundaries in the upbringing of their children. Zinovieff excels at shifting the tension; what was acceptable in the 1970s is unacceptable today, but she never lets us forget that Daphne was a child and Ralph a grown up. This novel often leaves a nasty taste in one’s mouth, but it is thought provoking and the descriptions of Greece are delightful. Greece is where Daphne is finally able to come to terms with her past and move on with her life. Full review online.

Gloucester Day G loucester D ay celebrates celebrates anniversary anniversar y The annual Gloucester Day celebration takes place this year on Saturday 7th September. The event, which commemorates the 1643 Siege of Gloucester, was restarted a decade ago by Town Crier and passionate Gloucestrian Alan Myatt. “ Glouc este r Day is when we celebrate everything positive about the city,” he explained. “I resurrected the event around the time of the financial crash, to lift morale in the city and celebrate its huge role in history.” The Siege of Gloucester happened over 350 years ago during the First English Civil War when Gloucester, who had sided with Parliament, held off against Royalist forces. Years later, when Charles II returned to the throne, he

The residents of Barton then decided to appoint their own ‘Mock Mayor’, a tradition which has been renewed for Gloucester Day. Nowadays the honour of Mock Mayor goes to a Gloucester
local who has done good work for the community. Following the Mayor of Barton’s parade, the main Gloucester Day Parade gets underway at 2pm, with hundreds of participants taking to the streets. Alan continued: “The parade is made up of all different people with a connection to Gloucester. We always welcome veterans and all types of local community groups.” The day will feature live music and entertainment from local groups, and there will also be stalls from local charities and organisations lining the streets – including us here at The Local Answer. T The he Gloucester Gloucester DJing DJing duo duo You might think ‘The Sound of the Sunken Foal’ could be a clever metaphor, or a riddle, wrapped in a mystery, inside an enigma. Really though, the name of the DJ act, made up of best friends Clare ‘Elle B’ Bourne and Victoria Rose, simply comes from a drunken attempt at saying ‘funk and soul’. “I started The Sunken Foal five years ago with a different partner who then moved away,” explained Clare. “Victoria is my best friend and I got her into DJing around two years ago.” Clare herself has been mixing music for two decades, having bought her first set of turntables aged 19. “I had a group of friends who were all DJs,” she said. “I was

rubbish when I started, it took a lot of practice!” The pair are now regulars at Café René, hosting their own nights every month, also often playing shows in Cheltenham, including a slot at the Jazz Festival two years ago. They also host their own radio
shows on community channels Gloucester FM and Dean Radio, playing what they describe as a “blend of both down tempo and energetic dance... a mixture of the popular and the obscure, a jamboree of the underground and classic”. “We just play the kind of music we like,” continued Clare. “Victoria is very much a soul girl, so we’ve naturally moved to play more of that. “I think something that sets us apart is that there’s always a very eclectic mix, lots of different styles, weird and wonderful records, a melting pot of uniqueness. If your mint, lemon balm or chives are looking a bit congested, lift and divide them, replanting only the most vigorous section of roots. This will give them a chance to settle down before winter comes and they can burst into life in spring. It may come as no surprise to you that the most popular products were reusable coffee cups and water bottles, with cutlery and straws everywhere you looked too. The question is, are these wonder products, billed as environmentally friendly, really all that good? There was an enormous variety of different cups and bottles available – patterns, metallic, bright colours, folding – and there certainly seem to be different trends, making the humble reusable product a fashion item, encouraging shops to bring out more and more designs. The issue is that many of these items can’t be, and when the inevitable happens and there is a new, shinier cup that catches your eye, or you forget it one day and instead of having a paper cup, you try to do your bit and grab a new one at the counter of your favourite coffee shop, what happens to your old one?

They are absolutely brilliant in theory, and I myself use one often, but I can’t tell you how many my children have lost or broken at school, and then what do you do with them if they can’t be recycled? Often they are made of materials that aren’t accepted at the plants in the UK and so they end up in landfill and the chances are, they will take even longer to break down than thin plastic, resulting in an issue we are very familiar with. D Do oy your our rresearch esearch So what can you do? Well, it’s a brilliant thing to have reusable items, but make sure you do your research first. Is it made of a material that can be recycled? Is part of it ok but the lid isn’t?
C Check heck b before efore y you ou b buy uy I was caught out by an amazing sounding bamboo cup, but it turned out that due to the melamine resin it is in, it can’t be recycled at all. There are some that are completely compostable out there, and some that are able to be fully recycled, so just make sure that you check before you buy and make sure you do actually recycle it after. While it’s better to keep a product for as long as you possibly can to get the most use out of it, it’s ok to be swayed by the latest fashion or to simply get bored, as long as the item you’re bored of doesn’t end up making the problem worse. T Taxing axing tthe he h highest ighest earners e arners There have been statements recently from financial folk at both the major political parties about how to tax Britain’s highest earners – statements that suggest a general election is about to happen, although that’s another story. Unsurprisingly the two parties disagree totally on how to approach the subject, but they do appear strangely to agree on one thing – the definition of who they think should be treated as highest paid. Those people running their own business or in the higher end of middle management might be surprised to find that the battle ground is being struck at an annual income of just £80,000. The Tories want that to be the point at which you start paying 40% tax (currently under £50,000). Labour want to increase the tax rate to 45% for anyone earning above that figure. But is it all worth it either way?

The old 80:20 principle applies in a pronounced way to income tax collected by the Treasury. HMRC has published information that says 50% of all income tax is paid by the top 5% of earners, with the top 1% contributing 30% of the income tax collected by the Treasury. These are quite staggering statistics. When I did a brief survey in the office, we were all well wide of this mark. In comparison, the lowest 50% of income earners pay less than 10% of the total annual income tax collected, with many contributing nothing at all. It’s no wonder therefore that the political battle lines are drawn at higher income levels. Taxing the highest earners, which many folk think is simply an issue of social equality, is actually fundamental to determining how much income tax the government collects every year. Reading the HMRC publication about the top 1% contributing 30% of the tax take made me wonder what income level you needed every year to join this apparent elite band of Britain’s highest earners. The answer? £160,000 a year – now there’s something for local entrepreneurs to strive for. Become one of the country’s highest earners and make a big difference to the nation’s tax take!
