Life seems to be returning to normal, slowly but surely. Enjoying a dinner out, having friends over for a cookout, and being able to see your grandchildren. Doing these activities provides a sense of optimism that this chapter in our nation’s history is about to come to a close.

I want to acknowledge the Board of Directors for their decision-making, the Home Office staff for their dedication to providing service to our members, and the Marketing team for the innovation they have developed to stay in contact with our members. Without these dedicated individuals we would not have been able to provide the appropriate service our members deserve. Returning to school is not only important to the children, but also to the parents. Our member’s children, grandchildren, and great-grandchildren are now applying for PFIA scholarships. Our scholarship program provides 100 scholarships each year with a benefit of $1,500 per year for up to four years of undergraduate studies, totaling $6,000 in benefits. They can be used for any accredited university, community college, or vocational school and are awarded on July 1st of each year. Members can contact their local representative or the Home Office for details on the application process. As a member of law enforcement, fire service, or correctional departments, we understand that your job has always been stressful. This is not only true for the members of these departments but also for their families. PFIA’s sole purpose has always been to provide protection plans and fraternal benefits that help eliminate the financial stress for our members and their families. We continue to work diligently with our actuaries to develop protection plans designed for today’s officers and firefighters. We are also proactive on upgrading our operating systems to make the Association more member friendly, and provide more efficient service. This is very important to all of us. Hallway Smoke Central Falls, Rhode Island — City of Central Falls Headquarters received a box alarm and dispatched all companies. Upon Battalion Chief Kenneth Brousseau’s arrival, he was met at the doorway with smoke condition in the hallway. He saw the occupants with a fire extinguisher stating there was a fire in the apartment and a victim was trapped. When Battalion Chief Brousseau made the open doorway, he could see the victim a few feet from the doorway and that there was a considerable smoke condition and fire in the apartment. He knew the companies were a bit behind him in response, so he got down low and dragged the victim from the fire apartment into the hallway. The unselfish act by Battalion Chief Brousseau saved this occupant’s life. The truck company arrived shortly after to retrieve the victim and bring him to an awaiting ambulance to be transported to the hospital where he made a full recovery. Flames Reaching the Dashboard Lake Charles, Louisiana — On February 17, during this year’s historic winter weather event, Police Officer Brennnan Bernat displayed incredible courage and heroism when he saved the life of a motorist involved in a crash. As Bernat arrived at the scene of

the crash, he found the vehicle had struck a building and had caught fire. “I approached the vehicle and the driver appeared to be confused and disoriented, unaware of what was going on. He had a laceration on his head and coupled with the confusion he seemed to be experiencing, I was concerned about a possible brain injury,” Bernat said. At that moment, Bernat said he noticed the flames had reached the dashboard inside the vehicle - and he knew he had to act. “All I could think of in that moment was the urgent need to get him out and to safety. There was no time to think about my own safety. I just knew I had to get him out so that is what I did,” he said. Bernat was able to get the driver to safety just moments before the front compartment of the vehicle became fully engulfed in flames. Police Chief Shawn Caldwell said that Bernat’s actions during the incident are a testament to his dedication to selflessly serving the community.

PFIA’S
Charitable Fund PFIA can accept charitable contributions to the Fund that are tax deductible for the person or company donating. The Board consists of the Executive Committee and two other current Board Members. The Board will determine every December meeting how much PFIA will contribute to the fund and then distribute the funds to predetermined charities. The fund will be distributed to a zero balance and start over on January 1st of every year. We will lean heavily towards children and military families. The four funds that we will contribute to will be: Make-A-Wish Foundation®, Special Olympics, Special Operations Warrior Foundation, and St. Jude Children’s Research Hospital.

Above and Beyond Little Time Before the Smoke Ignited Central Falls, RI — Private Ryan Griffin of the City of Central Falls Fire Department was driving to work to take the midnight shift of dispatch when he noticed an unusual amount of smoke. As he got closer, he noticed smoke coming from the eves of a 2.5story dwelling. He pulled his vehicle over and approached the building on the driveway side. He saw the gate was locked and that a glow coming from the rear of the building. As he made his way to the front, he heard a woman’s voice screaming for help from the right side of the building. He made his way over to where he saw smoke pushing from the top of a window and saw the young lady’s head sticking out. Ryan ran to the rear to find the stairs but the entry to the second floor was completely engulfed in fire and he was unable to make entry. He came back to the window and attempted to have the young lady climb out on the fire escape, but she was apprehensive. By now bystanders had called 911 but Ryan knew the color change and push of the smoke meant the occupant had little time before the smoke ignited. The victim would not come out until she had her dog out as well. Ryan convinced her to throw her dog down into a snow bank and he was then
able to convince her to squeeze through the small window, out on the fire escape where he helped her down to safety. If not for the heroic efforts of Private Griffin, this young lady would have most certainly perished. Keeping Composure Utica, NY — On April 20, 2020, Officer Peter Caruso initiated a motor vehicle stop when a male subject began screaming at him. He diverted his attention to the male, who was walking. The male yelled to Officer Caruso asking him, “how do you want it Officer?” The male subject then started walking and motioned to the officer to follow him while continuing to yell the same phrase. As Caruso drove towards the male, a resident alerted him that the male had a gun in his hand. He then notified dispatch that he was going to be conducting a citizen stop of a man possibly in the possession of a gun.

The male subject ducked behind a parked vehicle and continued firing a total of 8 rounds at the officer. Caruso then returned 3 shots back at the subject. The male then fled on foot toward homes and Caruso notified dispatch regarding shots fired and then pursued the subject on foot. The subject was later found barricaded inside a home and taken into custody. He subsequently charged with attempted murder of a police officer. The quick response and ability to maintain composure during this stressful situation, his actions make him a credit to himself and the entire Utica Police Department.
Caruso then noticed the male did have a handgun in his right hand and as he exited his patrol car, in an attempt to seek a position of advantage, the male turned toward him, raised the gun and pointed it in his direction. He drew his weapon and yelled commands Summer 2021 • The PFIA Protector

Fraternal Events Firefighters Run for Your Life New York — On March 27, 2021, the Schenectady Firefighters Cancer Foundation hosted the 12th annual Firefighters Run for your Life event in Schenectady’s Central Park. Over 450 runners took part as well as over 100 virtual participants. The event raises money for the cancer foundation’s efforts. The event was a huge success! The Schenectady Firefighters Cancer foundation offers support to fire department members and their loved ones during a time that a family is dealing with a cancer illness. The cancer foundation recently promoted cancer awareness and support by paying premiums for a basic PFIA cancer protection plan for all eligible Schenectady Fire Department personnel. This was facilitated by the foundation executive committee and PFIA Agent Mark Karl. Barbeque Dinner Georgia — Police and Firemen’s Insurance Association donating a check to Coastal Georgia Firefighters Foundation President Chris Mills for their upcoming barbeque dinner to raise money for a fellow firefighter.

On February 26, 2021, Coastal Georgia Firefighters Foundation will be hosting an event at Coach’s Corner in Thunderbolt to benefit Firefighter John Page. Firefighter Page was injured by a fire at his home during the Christmas holiday while off duty. He was treated in Savannah before being transported to the Augusta Burn Center. Firefighter Page is a dedicated member of Chatham Fire Department and volunteers with Chatham Fire Department’s 7th District during his off time. Bullet Proof Mind Seminar Indiana — PFIA Agent Matt Cole makes donation to benefit the Henry County SWAT Team. The Bullet Proof Mind Seminar is presented by Lt. Col. Dave Grossman. Lt. Col. Grossman is a former Army Ranger, paratrooper, former psychology professor at West Point, professor in military science, and published author. He is the founder of the Killology Research Group which studies the reaction of individuals in killing circumstances, such as those in the law enforcement field.

Connecticut — On April 17, PFIA sponsored two teams on the Waterbury Police Department vs. the Waterbury Fire Department Corn hole tournament. The event raised over $3,000 for multiple sclerosis with the firefighters coming out on top.
Indiana — On April 1, PFIA Agent Eric Hofmeiser proudly made a donation for the Indianapolis Fire Department 2021 Fire Police Deputy Sheriff Award Recipients. This donation will support EMS Firefighter of the year, Private Andrew Lee. Lee, who is known as a top paramedic, has a background as an Army combat medic. Whether on overdoses, cardiac arrests, PI’s w/ entrapment, delivering premature triplets, or saving a young man shot by his brother. Lee’s service is admirable, and the city is proud to recognize him with this award. Fishing Tournament Texas — PFIA Director Ruben Cevellos provided a corporate donation to help with the cost associated with the Spring 2021 Kayak and Boat Fishing Tournament for the San Antonio Fire Department. On April 30, Zechariah received a warm welcome from first responders of Indianapolis, Indiana. Zechariah arrived in Indy and traveled to Sullivan, Indiana all the way from Orlando, Florida to honor the fallen Terre Haute Police Officer Rob Pitts. Officer Pitts died in the line of duty in 2018. While in Indiana, Zechariah ran his 895th mile. Helping those w The Worldwide Peer Support Organization for suicide prevention is born A few years ago, a firefighter in Indiana who volunteered for the American Foundation for Suicide Prevention got permission from his board to set up an exhibit on suicide prevention and awareness at the FDIC convention in Indianapolis. This small request to his board turned into an overwhelming experience at the convention, where he was surprised to find that people waited in long lines at his booth just to talk with someone about this mental-health issue. Since it was short notice, AFSP was limited on volunteers because of other events, so the chairperson of AFSP and his wife came to help set up the booth at Lucas Oil Stadium. None of them had been to the convention before, and they were amazed of the size venue and all of the booths and fire apparatus that were there. Little did they know how many people would be drawn to their booth. The convention lasts for a week. The first few days feature different types of fire-related classes, and the last three days are focused on the exhibit booths. With long lines and just a handful of volunteers at the booth, it was an overwhelming experience for the firefighter. Once he was done talking to one person or group, another was waiting. They wanted to talk to him not because of who he was, but because of the topic at the booth, suicide prevention and mental health. He saw the need for peer support for his brothers and sisters all over the world. One Italian firefighter walked up to the booth and asked him in broken English, “Are you Americans’ firefighters still trying to be like John Wayne?” He meant, are you trying to be tough? His response was, “No sir, that ship is turning around.” The Italian smoke-eater smiled, nodded his head, and walked away. But like most huge ships, it takes awhile to turn.

The firefighter finally got a break after the crowd went to lunch. He was emotionally worn out from listening to all the sad stories was trying to catch his breath when an English man named John walked up. John, whose business had an exhibit at the convention with wet and dry suits for dive teams, asked how he was doing. Good, just a little tired, the firefighter replied. “A friend of mine in England does something like what you’re doing here in America,” John said. He told him about the Pete Lewin Newfoundland Organization, and Pete’s emotional support swim dogs. The next few days the crowd kept getting bigger, and the stories kept coming. Grown, tough firefighters and EMS warriors broke down crying. One crew thanked the firefighter for listening, saying, “We don’t have peer support where we’re from in Kansas.” It was a long event for the volunteers and the firefighter, but it finally came to an end. Numbers and emails were exchanged, now the work begins on an idea this firefighter had, sparked by brother and sister warriors all over the world. First, he called the young firefighters in Kansas to make sure they got home OK. They had a great conversation and they talked about the American Foundation for Suicide Prevention, and how they could get involved in the Out of the Darkness walks. (AFSP has spring and fall walks all over the United States for awareness and to raise funds for different programs.) A month later the young warriors called our firefighter back to say they are volunteering for the Kansas walk. Around the same time, the firefighter sent emails and called people he’d met and learned about at the FDIC convention, including Pete Lewin, the paramedic in England who has Newfoundland emotional support swim dogs. Once they connected, it was like they knew

I wish we ran all good-hearted, happily-ever-after calls. Then you get a call where someone is trapped in a fire and you can’t get to them, or someone’s child stops breathing and it is too late. Nothing we can do will change the outcome. As firefighters and EMS, we all say, “Those things don’t bother me, I’m just doing my job.” Well, on Aug. 22, 2015, I was just doing my job and it almost got me killed. I had a patient who was high on a plethora of illegal drugs. At first she was calm and didn’t seem to be a threat. That changed inside the back of my ambulance. The patient became violent, unstrapped herself, and started going after me and my partner. In a matter of minutes, the patient had beaten me so badly I was off work for 10 months. At the time, everyone wanted to know how I was doing physically. Of course I was broken. No one ever asked me how I was mentally, so I never brought it up. In the fire service there is a stigma. We’re strong firefighters, nothing bothers us. So I played that role, until 5 years later, when I started becoming angry, depressed, and hating going to work. I started having night terrors, where I would wake up screaming and fighting in my sleep, trying to save myself. My husband was worried, but he, too, is a fireman, and mental health is just not in our vocabulary. By December of 2019, I was miserable to be around. I was no longer that happy, cheerful, positive light. I was dark and angry. One of the toughest firefighters in my department said to me, “I have seen that look before.” I must have looked confused, because he then explained to me that last year, he had thought about killing himself because he lived with demons from certain calls. He told me about a place that helps firefighters, paramedics and EMTs called the Center of Excellence. It’s a mental health and substance rehabilitation center. He told me about his journey, and how the angels from that place gave him life again. I went home and opened up to my husband about my feelings. He said he already knew, and that he had asked our friend to speak to me, that he loved me and wanted me to get help. I called that evening, and the next day I went to IAFF Center of Excellence, where

I did 32 days of intense mental health therapy and came out better than I have ever felt. While there, I was diagnosed with PTSD. When they told me my diagnosis I started to cry, because all this time, I thought I was broken. The job I loved almost cost me my life. I met a group of firefighters who also had gone to the Center of Excellence from all over the United States and Canada. We would get together once a week and support each other via Zoom during COVID. Our once a week get-together became popular, so we added a second Zoom meeting. Every Tuesday and Sunday, I would get on Zoom, and get and give support to other fighters just like me. I was amazed that a bunch of
big, strong firefighters were so brave, not because they were firemen but because they also saved themselves. We started Worldwide Peer Support on Jan. 14, 2021. Our mission is to break the stigma of mental health in the fire service, to let folks know it’s OK, and we’re here to help. We find therapists and treatment centers for people, and the biggest part of our mission is to support first responders in the fire service and their families. Worldwide Peer Support is managed by firefighters who went to the Center of Excellence and came out wanting to give back. I’m blessed to be a part of giving back and helping others not to be afraid to share their story. We all have a story, and what matters is how we write it, and how we change the next chapter.

FALLEN HEROES Police Officer William Evans United States Capitol Police 18-year veteran Police Officer Billy Evans was struck and killed by a vehicle whose driver was attempting to breach a barricade at the United States Capitol. Officer Evans and other officers were stationed outside of the north vehicle access point along Constitution Avenue when the driver intentionally drove into Officer Evans and a second officer. The driver then exited the car after crashing into a retractable barricade and attempted to attack other officers with a knife. The man was shot and killed at the scene. Officer Evans was transported to a nearby hospital in a patrol car but died a short time later. Police Officer Brian Sicknick United States Capitol Police 12-year veteran Officer Brian Sicknick passed away one day after physically engaging with protestors on the grounds of the United States Capitol. Some of the protestors began to riot and forcefully breached the entrances of the Capitol Building while Congress was certifying the Electoral College votes following the 2020 presidential election. During the protest, Officer Sicknick and other officers were sprayed with a chemical irritant believed to be bear spray. Officer Sicknick returned to his division office after engaging with protestors and collapsed a short time later. He was transported to a local hospital, where he passed away the following day. On March 14, 2021, two men were arrested and charged with assaulting Officer Sicknick. Officer Sicknick was a U.S. Air Force veteran. He had served with the United States Capitol Police for 12 years and was assigned to the First Responder’s Unit. Police Officer Jesse Madsen Tampa Police Department (FL) 16-year veteran
his patrol car was struck head-on by a wrong-way driver He was responding to reports of a vehicle driving in the wrong direction when he was struck by the car. Officer Madsen and the other driver were both killed in the impact. Police Officer Kevin Valencia Orlando Police Department (FL) 3-year veteran Police Officer Kevin Valencia succumbed to complications of gunshot wounds sustained on June 11, 2018, while responding to a domestic disturbance. A convicted felon who was on probation for arson was holding his two children and his girlfriend’s two children in the apartment. The man’s girlfriend had called the police following an argument in which the man assaulted her. Officer Valencia was attempting to gain entry into the apartment to retrieve the children when the man fired through the front door, striking him in the head. The man then barricaded himself inside of the apartment for several hours and ultimately murdered all four children, ranging in age from 1 to 12, before committing suicide. Trooper Chad Walker Texas Department of Public Safety (TX) 18-year veteran Trooper Chad Walker succumbed to gunshot wounds sustained five days earlier when he was ambushed while stopping to assist what he believed was a disabled vehicle near Mexia, Texas. He was travelling when he observed the vehicle parked on the shoulder. As he pulled behind the vehicle, the driver exited and opened fire with a handgun, shooting through the windshield of the patrol car before it had come to a full stop. Trooper Walker was struck in the head and abdomen. The driver fled into a wooded area and remained at large until committing suicide the following day. Trooper Walker was transported to a local hospital, where doctors determined he could not survive his wounds. He was kept on life support until March 31, 2021, when his organs were donated.

In a LASIK procedure, a laser is used to reshape your cornea — the clear, round dome at the front of your eye — to improve the way your eye focuses light rays onto your retina. LASIK is shorthand for laser-assisted in situ keratomileusis.
Are You a Good Candidate for LASIK? • • • • • •
You should be at least 18 years old You shouldn’t be pregnant or nursing You shouldn’t be taking certain prescription drugs Your eyes must be healthy and your prescription stable Your general health should be good A history of “dry eye” could matter
What to Expect Before, During, and After Surgery Before
You’ll need a complete eye examination by your refractive surgeon. Your referring eye care professional may perform a preliminary eye exam. Take your eye prescription records with you to the exams. If you wear contact lenses, stop wearing them before your baseline evaluation (soft contact lenses — two weeks; toric soft lenses or rigid gas permeable lenses — three weeks; hard lenses — four weeks). Contacts can temporarily change the shape of the cornea and compromise precise measurements in the pre-op exam. Your doctor should: • Dilate your pupils to fine-tune

your prescription Examine your eyes to make sure they’re healthy, including testing for glaucoma, performing a retinal exam, and assessing for dry eye • Take the following measurements: • The curvature of your cornea and your pupils • The topography of your eyes, to make sure you don’t have an irregular astigmatism or a cone-shaped cornea — a condition called keratoconus • The thickness of your cornea. You need to have enough tissue left after your corneas have been cut and reshaped. • Ask you to sign an informed consent form after a thorough discussion of the risks, benefits, options, and possible complications of LASIK surgery. Review the form carefully, and don’t sign until you understand everything in the form. If your doctor doesn’t think LASIK is right for you, you might consider getting a second opinion; however, if the opinion is the same, believe it. If you qualify for surgery, your •
doctor may tell you to stop wearing your contact lenses for a while before the surgery for the same reason that you stopped wearing them before your baseline exam: contacts can temporarily change the shape of the cornea. Your cornea should be in its natural shape the day of surgery. Your doctor also may tell you to stop wearing makeup, lotions, or perfume for a few days before surgery. These products can interfere with the laser treatment or increase the risk of infection after surgery.
During
LASIK is an outpatient surgical procedure. The only anesthetic is an eye drop that numbs the surface of the eye. The surgery takes 10 to 15 minutes for each eye. Sometimes, both eyes are done during the same procedure; but sometimes, surgeons wait (sometimes days or weeks) to see the result on one eye before doing surgery on the other. The Surgical Procedure: The eye is moistened. A suction ring is positioned to keep the eye from moving and the cornea in the correct position. A special device cuts a hinged flap of thin corneal tissue off the outer layer of the eyeball (cornea) and the flap is
lifted out of the way. The laser reshapes the underlying corneal tissue, and the surgeon replaces the flap, which quickly adheres to the eyeball. There are no stitches. A shield — either clear plastic or perforated metal — is placed over the eye to protect the flap.
Surgical Alternatives to LASIK
Healing is relatively fast, but you may want to take a few days off from work after the surgery. Avoid sports for three days after surgery; impact sports or similar activities for four weeks. Be aware that: • You may experience a mild burning or sensation for a few hours after surgery. Don’t rub your eye. Your doctor can prescribe a painkiller, if you need one, to ease any discomfort. • Your vision probably will be blurry the day of surgery, but it should improve considerably by the next day when you return for a follow-up exam • You should report aggravating or unusual side effects to your doctor immediately • You shouldn’t drive until your vision has improved enough to do so safely • You should avoid swimming, hot tubs, and whirlpools for two weeks after surgery
Photorefractive Keratectomy (PRK) In surgery using PRK, including Epi-LASIK and LASEK, surgeons use lasers to create “surface ablations” on the cornea without creating a corneal flap. Because these procedures cut only the very top (epithelial) layer of the cornea, the risk of certain complications associated with LASIK surgery may be reduced.

Only ophthalmologists are permitted to perform LASIK. Ask your ophthalmologist or optometrist for a referral to a medical doctor who performs LASIK. The American Academy of Ophthalmology (AAO) can provide you with a list of its members who perform LASIK. About 95 percent of all ophthalmologists are AAO members.
You may want to discuss some surgical alternatives to LASIK with your eye doctor. In general, these procedures are relatively new and are performed less often than traditional LASIK surgery.

Conductive Keratoplasty (CK) This is a thermal refractive surgery procedure used to correct mild to moderate farsightedness (hyperopia) in people over age 40 by use of a tiny probe that releases controlled amounts of radio frequency (RF) energy, instead of a laser, to apply heat to the peripheral portion of the cornea. Farsightedness may return over time.
International Society of Refractive Surgery (ISRS) The ISRS provides scientific research, knowledge, and information to all individuals who are interested in refractive surgery.
Phakic Intraocular Lens (IOL) An IOL is a form of contact lens that is surgically implanted inside the eye in front of the lens. These implants are used to correct vision problems caused by cataracts and other refractory problems that are too severe to be corrected with corneal-based refractive surgery. Certain types of IOLs, such as multifocal or accommodative lenses, may not only improve distance vision but also eliminate the need for reading glasses.
Food and Drug Administration (FDA) FDA oversees the safety of food, cosmetics, medicines, medical devices, and radiation-emitting products and provides information on contact lenses, intraocular lenses, refractive surgery, and corneal implants for myopia.
National Eye Institute (NEI) The NEI conducts and supports research on eye diseases and vision disorders, and offers free publications for the general public and patients.

Recipes to Taste Rhubarb Crisp Ingredients for the Filling 4 1/2 c. sliced rhubarb (about 6 stalks) 1 tbsp. lemon juice 1/3 c. granulated sugar 1/4 c. packed brown sugar For the Topping 6 tbsp. melted butter 1/2 c. all-purpose flour 1/2 c. rolled oats 1/2 c. finely chopped pecans 1/2 c. packed brown sugar 1/4 c. granulated sugar 1/2 tsp. kosher salt 3/4 tsp. ground cinnamon 1/4 tsp. ground ginger Directions Preheat oven to 375°F. In a 10-inch skillet or in a square baking dish, toss rhubarb with filling ingredients until evenly incorporated. In a large bowl, whisk together flour, oats, pecans, brown sugar, salt, cinnamon, and ginger. Use your hands to incorporate melted butter into flour mixture until mixture has pea-sized clumps. Scatter topping over rhubarb mixture and bake until rhubarb is bubbling and topping is golden, about 45 minutes.
Grilled Steak Skewers with Chimichurri Ingredients 1/3 c. fresh basil 1/3 c. fresh cilantro 1/3 c. fresh parsley 1 tbsp. red wine vinegar Juice of 1/2 lemon 1 garlic clove, minced 1 shallot, minced 1/2 tsp. crushed red pepper flakes 1/2 c. extra-virgin olive oil, divided kosher salt Freshly ground black pepper 1 red onion, cut into 1 1/2 chunks 1 red pepper, cut into 1 1/2 pieces 1 orange pepper, cut into 1 1/2 pieces 1 yellow pepper, cut into 1 1/2 pieces 1 1/2 lb. sirloin steak, fat trimmed and cut into 1 1/2” chunks Directions Soak 12 wooden skewers in water for 10 minutes. In a blender or food processor, pulse together basil, cilantro, parsley, vinegar, lemon juice, garlic, shallot, crushed red pepper flakes, and 2 tablespoons of olive oil. With motor running, add ¼ cup more olive oil until smooth, then season with salt and pepper. Thread onion, peppers, and steak onto soaked skewers (make them extra sturdy by using two skewers per kebab). Arrange skewers on a platter and season generously with salt and pepper. Drizzle with remaining 2 tablespoons of olive oil, turning skewers to coat. Grill skewers over high heat 10 to 12 minutes, turning every few minutes to brown on all sides, or until the interior temperature of the steak reaches 145°F for medium-rare (160°F for medium). Let sit 5 minutes. Serve skewers with chimichurri and couscous.
