Letter from the
EDITOR
Hello to my new work family! My name is Rebekah Brownson and I am very honored to join PFIA. I know so many of you are curious about me so here I go ... I was born and raised in Terre Haute, Indiana, where I graduated from St. Mary of the Woods College in Digital Media Communications. I have designed many things from T-shirts to Super Bowl ads. I love to be creative and really enjoy being involved with things that matter. It gives me a sense of belonging and pride and I love that. I have an adoring husband and two beautiful little girls. Our family loves camping trips, days out on the boat, movie nights, traveling, nature hikes, holidays, planning parties, and visiting with our families, just to name a few. Were a pretty active bunch, we always have something going on or to go to, whether it be for the girls’ sports or just something random. I love last-minute ideas and being spontaneous, always willing to try something new and exciting … except sky diving … now that’s pretty scary stuff. We moved to the Noblesville area about 5 years ago and absolutely love it here. I’m actively involved in my church and teach 2nd grade Bible study. I also volunteer in the Graphics Department on Sundays, which is pretty cool too! I’m anxious to be taking over this position and know that I will really enjoy all aspects of it. I have such a high respect for all police and firemen and can’t wait to be so involved in what PFIA has to offer. Polar Express
The Polar Express had two train cars, one for terminally/chronically ill children, and one for children whose parent is serving active duty for our country.

A simple glance out the window can cast away all the fears and unhappiness life can bring us at times. The children of this journey experience the re-enactment of the Polar Express at Christmas time. Thank you to all the volunteers generosity in making this happen for such amazing families!

Hogs For Dogs
Hogs for Dogs is a fundraiser to raise money for health care for retired dogs, since the city recently stopped providing any funds for their care. Gunny, part of the K-9 unit in the Akron Police Department, has retired, so we presented a plaque to his partner, Stg. Dale Dorn, with his dates of service and his retirement.

Urbana Ice Rescue On February 5, 2014, Urban Fire Department of Illinois, was dispatched to a possible ice rescue. Engines 251, 253, Truck 261 and Car 220, along with two Arrow ambulances. Upon arrival, units found an Urbana police officer on the scene advising a woman on top of the ice, approximately 14 feet from the shoreline and just short of the West side of the bridge on Broadway Ave. Engine 251 Lt. Mike Wallace investigated and noted a 20-year-old, female patient partially dressed, conscious in severe hypothermia. The patient had fallen through the hardened slush covering and had attempted to pull herself free. Ice was now forming around her waist and lower extremities in the water. Acting Captain Mark Ashby threw the victim a water rescue line to secure her in place until fire personnel could free her. Urbana Fire personnel on the scene then set up a roof ladder on top of the ice and slush in an attempt to reach the victim. Engineers Matt Ennis and Chad Johnson set up lighting of the scene from the apparatus. Arrow personnel started setup for the patient care to be prepared for the victim once she was removed from the water. The roof ladder extrication attempt was unsuccessful and so Engine 253 Firefighter Blake Kuhns and Acting Lt. Mike Phillips donned ice rescue suits. Once these personnel were safely secured to life lines, they entered the ice to remove the victim. Using the aeriel ladder on Truck 261 for a raising and lowering extrication was not an option due to tree cover and utility lines. Engine 251 Lt. Mike Wallace assumed responsibility as Scene Safety Officer as the extrication started. Acting

Capt. Mark Ashby lead the extrication operations, assisted by Engineer Matt Ennis, acting Engineers Chad Johnson, Andy Stewart, and Firefighters Jeff Orr and Ashlee Vercler. Engine 253 personnel M. Phillips and B. Kuhns extricated the victim from the ice and secured her safely in the Stokes basket. On-shore personnel then pulled the victim and Fire/Rescue personnel from the water. Extrication time, noted from time of arrival until transport of victim, was 20 to 30 minutes. Patient transported by Arrow ambulance to Carl ER for treatment of severe hypothermia with FF Johnson and FF Orr assisting in the ambulance.
Family Man & Hero A Nutley, New Jersey police officer described as a humble, family man is being hailed a hero after he subdued a stabbing suspect in Clifton while off duty. Officer David Strus had been in the Richfield Shopping Center when he spotted Henry Werner, 61, attacking Clarence Wispelwey, 80, of Clifton with a knife. Strus immediately intervened, disarmed Werner and took him into custody, authorities said. Werner, who is homeless, also allegedly stabbed Paul Baker, 67, of Clifton, according to the Passaic County Prosecutor’s Office. Baker later died. Wispelwey had attempted to assist Baker, however, he too was attacked. When Strus observed the altercation, he immediately wrestled Werner to the ground and disarmed him without using a weapon. Wispelwey was later sent to a Paterson hospital. Nutley Mayor Alphonse Petracco, who has known Strus for the past 25 years, commended him for his heroic actions.
“I can’t commend [Strus] enough, that’s my definition of a real hero,” Petracco said. Strus, who has been with the force for 19 years, was unavailable for comment. Petracco said that Strus told him he did not understand why people were “making a big fuss” over him. “What he said to me was, ‘I’m just doing my job,’” the mayor added. Strus also told Petracco that he’s “never off duty.” Nutley Police Chief Thomas Strumolo said that Strus’ actions saved one of the victim’s life. Clifton detective Sgt. Robert Bracken also lauded Strus for his actions. “It was just a tremendous job that he did, reacting to the situation off duty and [his actions] undoubtedly helped saved the life of the second victim,” Bracken said. “Who knows how far it would have went from there,” Bracken added. “Reacting that quickly and under the circumstances while off duty is commendable.” Bracken said that “the whole situation was unfortunate,” however, he said Strus had “definitely helped the situation.” The township will honor Strus with either a resolution or proclamation, the mayor said. “Nutley is very, very lucky to have him,” Petracco said. “He’s an extraordinary person and an exemplary police officer.” “Most people [in this situation] head for the door and they save their own behinds,” he added. Following the incident, in Paterson Superior Court, Werner’s attorney, Judy Fallon, entered a not guilty plea
on Werner’s behalf to charges of attempted murder, possession of a weapon, and possession of a weapon for unlawful purpose. He is being held in the Passaic County Jail on $500,000 bail. The case has been referred to a grand jury for indictment. According to the Passaic County Prosecutor’s Office, murder is punishable by 30 years of life in New Jersey State prison and attempted murder is punishable by 10-20 years in NJ state prison. According to an article, “Werner was diagnosed with a mental illness in the early 1990s after being laid off from Hoffmann-La Roche in Nutley, and has been homeless for years with no close family members or friends nearby to look after him, according to people who know him.” The incident is being investigated by the Passaic County Prosecutor’s Office and the Clifton Police Department. Close to Home Two Akron police officers risked their lives to save a man from a house fire. Officers Chris Crockett and Derrick Jackson arrived on the scene about five minutes before fire crews at the residence. A 911 caller had reported that a man was not leaving the house.
He was transported to Summa Akron City Hospital in stable condition and later transferred to the burn unit at Akron Children’s Hospital. His condition was not available, but officers said he was treated for smoke inhalation. Akron Fire Captain Al Bragg said it appeared the blaze started when a pile of clothing caught fire in the basement, but it’s not clear if the blaze was accidental or intentional. Both police officers are happy with the outcome, but are not comfortable being called heroes.”I’m not a hero. It’s my job. The city pays me to do this kind of stuff,” Jackson said.”We want to go home at the end of the day, but again, we took this job to save lives,” Crockett added.
Gunfire Stuns South Side A Des Moines man armed with a semi-automatic rifle terrified a south-side neighborhood as he fired dozens of bullets from his yard at houses and passing vehicles before turning his weapon on police arriving on the scene. Bullets shattered windows in vehicles, hit houses and injured a passerby. Nearby Lincoln High School was briefly locked down as police swarmed the area. Two officers exchanged gunfire with the suspect. The gunman suffered at least one bullet wound; he was transported to a local hospital.
Jackson, a rookie officer, was first inside the home and could hear 44-year-old Herbert Friedlein coughing, but couldn’t locate him.”It was dark. Smoke was everywhere. I was trying to get on the ground as low as possible to try to see someone. I couldn’t see anything still. There was so much smoke going on,” Jackson said. For Jackson, who served as a Marine reservist in Afghanistan, the mission to save Friedlein was personal because the officer lives just one street away from the victim. “It was a little weird coming into my neighborhood. Actually, I could see my house from his house.” However, Jackson couldn’t find Friedlein and the smoke continued to billow. Officer Crockett told Jackson to get out of the burning home and grabbed a secret weapon — a gas mask usually reserved for meth investigations. Crockett put it on, giving him more “breathability,” and found Friedlein lying on a first-floor hallway.”I could actually feel him. I actually kicked him with my feet and I could hear him breathing very shallow,” Crockett said. Crockett dragged the man by his pants outside to safety. Moments later, firefighters arrived and took over treatment of Friedlein.

Michelle Lundy told The Des Moines Register that she saw Vogel, her neighbor, firing gunshots from his back deck that day.
With no visibility and high heat conditions they were able to locate the victim in the second room they searched. Immediately they notified the incident commander of their location and exit point. Bringing the patient out the front door, they limited any further damage to the patient by removing him from the house through the unburned side.
Lundy said she then saw Vogel walk around the side of his house to the front yard. She called 911 and ushered her three children — 9-year-old twins and an 11-year-old — into the basement. After about 10 minutes of continued gunfire, Lundy said she heard police returning fire. “I was terrified when the police got here because I was afraid he was in close proximity to our back door,” she said. “I was worried he might come through our door.” The gunfire stopped after several minutes, and Lundy said she peeked out her window to see medics on Vogel’s back porch putting him on a stretcher. Responding Officers Lt. David Seybert and Senior Police Officer Zachary McCathy receive the Heroes Hall of Fame Award for their heroic efforts.
Outstanding Tactics On May 10, 2014, Fire/EMS Division personnel were dispatched to a fire in an apartment. On arrival, smoke and fire were discovered coming from an apartment suspected of being occupied. During the initial search of the structure, firefighters located and rescued a female occupant found lying unresponsive on the floor. Once outside, it was discovered the victim was not breathing and in cardiac arrest. Without hesitation, Fire/EMS Division personnel began resuscitation measures. After a short amount of time, the victim regained a pulse and began breathing on her own. Two intravenous lines were established and her reparations were supported with a bagvalve device. Due to the outstanding tactics used, the fire was suppressed and confined to a single apartment. All other occupants of the apartment building were evacuated, one of which required medical attention. On my arrival, the scene was totally controlled and both patients had been transported to the hospital by KCFD. Words cannot describe the pride I felt on that scene as I overheard some of the bystanders describe what they had witnessed as “one of the most amazing acts they had ever seen.” I consider it an absolute privilege to officially commend Kansas City Firefighters, Tim Schmuke, Craig Farley, and Nathan Zabka for the outstanding professionalism they displayed, not only that night, but also each and every day. The citizens of Gladstone are fortunate to be served by such an elite group of dedicated people.

Also, members of EMS who were able to revive the victim, specifically M26 members Jennifer Prouhet, Margaret Walk, and Christopher Alvino and Car 704 medic, Chris Thompson. These men and women shall be commended for their efforts as it was truly a group effort.
Staying Calm in Action On May 30, 2014, IMPD East District Officers were sent on an incomplete 911 call. According to the dispatcher, a female caller screamed for help on the phone. This plea for help was followed by “loud slamming” (later determined to be gunshots) followed by silence. Zone 20 Officer was the first officer on the scene, arriving within 60 seconds of the call. As he was walking up to the residence, Officer Milburn observed a subject exiting the house. Upon seeing Officer Milburn, the subject stopped and was about to re-enter the home. When Officer Milburn, now within a few feet of the subject, called to him to stay outside, the subject produced a semi-automatic hand gun and fired a barrage of bullets at Officer Milburn, striking him once in the lower right abdomen. Despite suffering a gunshot wound that caused extreme pain, Officer Milburn quickly drew his weapon and returned fire while maneuvering toward cover. It was later determined that Officer Milburn suffered a severe open abrasion and internal organ bruising as a result of the gunshot wound. Thankfully, Officer Milburn’s bullet-proof vest saved him from more severe injuries. Ignoring the pain and with uncanny calm, Officer Milburn immediately warned responding officers of the fire girth, giving a detailed description of the suspect and his last known location. Officer Milburn left the scene for medical treatment only after vehement urging by assisting officers. While positioning for perimeter positions, an assisting officer found a subject matching the description of the shooting suspect lying on the ground near the encounter. It was later determined that the suspect was stopped by Officer Milburn’s accurate returned gunfire. The follow-up crime scene investigation revealed that the suspect had killed two people immediately prior to Officer Milburn’s arrival. Were it not for Officer Milburn’s quick action and effective apprehension of this desperate violent felon, there is no telling how many more lives might have been lost.

Special Thank you On May 12, 2011, Station 12 responded to an elderly male lying supine on the floor. The patient was cyanotic from the chest upward. Immediately, the crews from Station 12 knew that this patient was in dire need of medical interventions. Lieutenant Wingrove immediately placed the nasal airway because the patient had agonal respirations. Then Sergeant Minor prepared the BVM with 15 liter per minute of oxygen and Sergeant Christie prepared the AED. Lieutenant Wingrove felt for a radial pulse and found none. He then felt for a carotid pulse and found none. He immediately started chest compressions. During that time, Sergeant Christie had positioned himself to effectively rescue breathe for the patient. Sergeant Christie had also placed the AED pads and the crew allowed it to check the patient. The AED stated “NO SHOCK ADI/SED.” Sergeant Christie immediately continued to rescue breathe for the patient while Lieutenant Wingrove checks for a pulse before resuming chest compressions. The lieutenant felt a good strong pulse at approximately 60 beats per minute. The crew then continued to rescue breathe for the patient while preparing to make intravenous access. Prior to gaining IV access the ambulance arrived and the patient was moved to the stretcher and to the ambulance for emergency trip to the hospital. Special thanks to Lieutenant Wayne Wingrove, Sergeant Myles Christie, and Sergeant Thomas Minor. Their quick action and knowledge of Emergency Medical intervention and their ability to work as a team allowed this patient to have remarkable outcome. On May 24, 2014, the patient came to the Fire Station to thank the crew for their great work in saving his life. Sergeant Christie and Sergeant Minor are men of extreme knowledge and exceptional work ethic that allowed

Giving Time
It’s not everyday you have someone who will volunteer their own time to help others in need. Felix Magallanes gave so much of his time getting donations and organizing the barbecue cook-off for a fundraiser for the Cisneros family.
Always on the Lookout
An 11-month old baby is safe thanks to the quick actions of two Sarasota police officers. Officers Dominic Harris and Steven Fergus were on patrol Wednesday when they noticed several women holding a baby upside down. They stopped and were told the baby was choking on chicken bone. While Fergus called for help, Harris began performing the Heimlich maneuver on the baby to dislodge the bone. Police say the baby started breathing but was still in distress. The child was taken to the hospital and underwent surgery. Police say the infant is expected to make a full recovery.

David Baldwin - January 26, 2014 Jefferson County Sheriff’s Office (CO) - 27-year veteran Sergeant David Baldwin was killed when his police motorcycle was struck head-on by another vehicle on Highway 93, at West 64th Parkway, at approximately 10:30 a.m. The driver of the other vehicle attempted to illegally pass a third vehicle on a double-yellow line when he struck Sergeant Baldwin. Sergeant Baldwin was a U.S. Air Force veteran and had served with the Jefferson County Sheriff’s Office for 27 years. He was assigned to the Traffic/Motorcycle Unit. Robert German - March 22, 2014 Windermere Police Department (FL) - 5-year veteran Police Officer Robert German was shot and killed while investigating two suspicious people. When an Orange County sheriff’s deputy and an Orlando police officer arrived at the location, they discovered that Officer German had been shot. Moments later they heard additional gunshots in the area and used their patrol cars to shield Officer German so he could be extracted from the scene. He was transported to Orlando Regional Medical Center where he succumbed to his wounds. Two suspects in the shooting, a male and female, were found dead across the street both suffering from self-inflicted gunshot wounds. Officer German had served with the Windermere Police Department for five years. Charles Dinwiddie - May 9, 2014 Kileen Police Department (TX) - 18-year veteran Officer Charles Dinwiddie suffered fatal injuries while performing a pre-dawn no-knock raid on a local residence to search for drugs. Several officers were shot by a resident as they tried to enter an apartment through a ground-level window under the cover of darkness. The Killeen Police Department sent its SWAT team to execute a surprise raid on a middle-aged couple because they allegedly possessed substances without government permission. Eighteen-year veteran Detective Charles “Chuck” Dinwiddie and several other SWAT agents snuck up to a window and tried to breach it to gain entry. The commotion caused one of residents to open fire upon the unidentified intruders, and Dinwiddie was struck in the face. Three others were shot; two were shot in the armor and one was shot in the thigh.

Lee Dixon - June 19, 2014 Little River-Academy Police Dept.(TX) - 18-year veteran Lee Dixon was killed while responding to the scene of a disturbance according to the Bell County Sheriff’s Department. A person came to the city’s police department to report a disturbance. Dixon drove to the scene, letting dispatchers know that he was responding to a report of a man with a gun, said Lt. Donnie Adams with the sheriff’s department. Dixon initially said he did not need backup, but minutes later requested a second officer be sent to his location. Officials tried to call Dixon back on his dispatch radio. He did not answer and soon police began receiving several 911 calls of an officer shot. He was pronounced dead at the scene. The sheriff’s department had a man in custody questioning him but, no charges were filed, Adams said. Dixon was retired from the Milam County Sheriff’s Office. He had been chief of Little River-Academy’s Police Department for about a month. The chief is the sole full-time officer of the department, Adams said. Dixon also worked as a jailer in Bell County. Perry Renn - July 5, 2014 Indianapolis Metropolitan Police Dept. (IN) - 22-year veteran Officer Perry Renn was killed in the line of duty serving the Indianapolis Metropolitan Police Department at the North District. He was a patrol officer for 22 years protecting the east and north districts. He was awarded two Medals of Bravery (1999 and 2003). Prior to being a sworn officer, he worked at the Metropolitan Communication Agency (MECA) as a dispatcher/control operator for 18 months. He leaves behind his beloved wife of 25 years, Lynn Sappenfield-Renn. He was raised in Phoenix, AZ where after graduating from East High School he joined the United States Army. For the majority of his 10-year enlistment, he was stationed at Fort Bragg, NC with the 82nd Airborne Division as a paratrooper and jumpmaster completing more than 100 jumps. He achieved the rank of Staff Sergeant and was awarded achievement and commendation medals. He was stationed in Korea for two tours, spent 18 months as a recruiter in New York City and served in Operation Urgent Fury, the 1983 invasion of Grenada. He loved his job and was loved by many people in the community, especially his neighbors.
Melvin Santiago - July 13, 2014 Jersey City Police Department (NJ) - 6-month veteran
Bryon K. Dickson II - September 12, 2014 Pennsylvania State Police (PA) - 7-year veteran
Detective Melvin Santiago was shot and killed when he and his partner responded to a robbery call. A male subject had entered the store and assaulted a private security guard. He severely beat the guard and stole his service weapon, then waited for responding officers to arrive with the intention to ambush them.
Corporal Bryon K. Dickson II, walked out of the front door of the barracks when he was struck by a .308 caliber rifle shot. Another trooper who was inside of the barracks attempted to pull him into the building but also came under fire and had to retreat back into the building. A third trooper, who had been in the parking lot, also came to Trooper Dickson’s aid but was wounded before he also had to retreat into the building. The subject then shot Corporal Dickson a second time, killing him. The subject fled the scene but was identified two days later when his vehicle and other evidence was found partially submerged in a pond two miles from the barracks. The subject remains at large.
Detective Santiago and his partner had just pulled into the parking lot as the man exited the building and opened fire on them without warning. Detective Santiago was struck in the head before he was able to exit from the patrol car’s passenger seat. Other responding officers returned fire and killed the subject. Detective Santiago had graduated from the academy only six months prior to the incident. He is survived by his mother and stepfather. Daryl Pierson - September 3, 2014 Rochester Police Department (NY) - 8-year veteran Police Officer Daryl Pierson was shot and killed while involved in a foot pursuit of a suspect following a traffic stop. The man that Officer Pierson was chasing had been paroled only three weeks prior while serving a sentence for attempted armed robbery. A bystander was also wounded by the gunfire. Officer Pierson was a veteran of the National Guard and had served with the Rochester Police Department for eight years. He is survived by his wife and two young children. Jason E. Harwood - September 7, 2014 Topeka Police Department (KS) - 15-year veteran Corporal Jason Harwood was shot and killed while making a traffic stop. One of the vehicle’s occupants opened fire during the traffic stop, fatally wounding Officer Harwood. The suspect believed to be the shooter turned himself in a short time later.
He served his country and state honorably as both a U.S. Marine and as a Pennsylvania State Trooper. Bryon will forever be remembered as a loving husband, father, son, brother, uncle and friend who will be missed more than words can express. Upon graduation from the Pennsylvania State Police Academy in 2007, Bryon was stationed at Troop N, Fern Ridge, where he was assigned to conduct aggressive patrol operations throughout Monroe and Carbon counties. Bryon had a sincere passion for DUI enforcement, earning multiple awards from the Pennsylvania DUI Association and numerous state police commendations. His passion for removing impaired drivers from our streets led to Bryon completing his Drug Recognition Expert certification, becoming one of the few highly trained troopers tasked with identifying drug-impaired drivers. In July of 2013, Bryon was promoted to corporal and assigned to Troop K, Philadelphia. He was subsequently transferred to Troop R, Blooming Grove in June of 2014, where he served as a Patrol Unit Supervisor.
Corporal Harwood had served with the Topeka Police Department for 15 years. He is survived by his wife and two sons.

Police and Firemen’s Insurance Association’s scholarship program is administered by Scholarship Management Services, a division of Scholarship America. Scholarship Management Services is the nation’s largest designer and manager of scholarship and tuition reimbursement programs for corporations, foundations, associations and individuals. Awards are granted without regard to race, color, creed, religion, sexual orientation, gender, disability or national origin. To be eligible, applicants must be students who plan to enroll, or are already enrolled, in a full-time undergraduate course of study at an accredited two- or four-year college, university, or vocational-technical school. Applicants must be dependent children, grandchildren or great-grandchildren of members in good standing with the Association. Applicants must also hold a policy with the Association as of May 1, 2015. Dependent children are defined as natural or legally adopted children or stepchildren living in the member’s household or primarily supported by the member. The member must also hold a Certificate of Insurance that has been in effect for at least six months. Recipients are selected based on academic record, demonstrated leadership and participation in activities, work experience, statement of future goals, unusual personal or family circumstances, and an outside appraisal. If selected as a recipient, the student will receive a $1,500 award. Awards are renewable for up to three additional

years provided the student maintains a 2.5 cumulative grade point average on a 4.0 scale in a full-time undergraduate program and their insurance policy, as well as the member’s insurance policy, remains active. Awards may be used for tuition and academic fees. Applications are available beginning March 15, 2015, for the 2015-2016 academic year. To request an application, complete the form below and mail it to Scholarship Management Services, postmarked no later than May 1, 2015. Please complete the application fully and return it to Scholarship Management Services, postmarked by May 15, 2015. Scholarship recipients will be notified by June 30, 2015. On or about Aug. 15, Scholarship Management Services will mail a check for half the scholarship amount, payable to the school for the student. The remaining amount will be paid on, or about, Jan. 1, 2015. Scholarship Management Services must be notified in writing of extenuating circumstances affecting either payment. All of the information submitted is confidential and reviewed solely by Scholarship Management Services. General conditions and procedures under which awards are made will be reviewed occasionally by PFIA, but no previously awarded scholarship will be affected by any changes made in the future. Avenue of Flags Submitted by Charles Kennedy Each Memorial Day about 100 volunteers meet at Orange Grove Graceland Cemetery in Louisiana. They are there assembling flag poles, hardware and hanging 91 2’x5’ American Flags. 921 flags are on display. Each flag represents a veteran who died in the line of duty or was the official casket flag at his/her funeral. This is the largest showing of memorial flags in the United States.

New Fire Chief
Christopher Armstrong made a stirring farewell speech earlier this month to his co-workers at the Miramar Fire Department in Miramar, Fl., and he struggled to hold back his emotions as he prepared to take over as chief of the Littleton Fire Department. He said what is important is “serving those in need as we promised to do, while treating Photo Above: each other with goodness and Christopher Armstrong respect despite any differences you may have. Remember that goodness is about character, integrity, honesty, kindness, generosity and most importantly the moral courage to do what’s right regardless of what peer pressure you might face.” Former Littleton Chief John Mullin announced his retirement in August, four months after the Littleton Firefighters Association passed a vote of no confidence regarding his leadership. Among the improvements the association asked for was a long-term strategic plan, which Armstrong will help implement.

The plan will be conducted by Emergency Services Consulting International, which last year completed a study showing there would be minimal cost savings by Littleton and Englewood Fire Departments merging. City spokeswoman Kelli Narde said the department is no longer considering merging with Englewood or the South Metro Fire Rescue Authority. Armstrong said the strategic plan will identify short- and longterm needs, and identify resources and proper staffing levels. Armstrong started in Miramar as a paramedic and rose through the ranks to become deputy chief of operations, overseeing a $24.8 million budget with 155 employees and a population of almost 125,000. This will be his 25th year of fire service.
