US veterans experience visiting the war memorials in Washington, DC By Gina Mazza For Pittsburgh Senior News

It was a poignant moment.

One of the 40 US veterans— who all traveled together on October 3 to Washington, DC—slowly approached the Vietnam Veterans War Memorial. In his pocket was a crumpled scrap of paper. Written on it were the names of the comrades who’d served alongside him. Nearing the wall, he caught

sight of panel 61E. There they were . . . the names . . . all 90 of them, all killed on the same day. “What a moment that was,” expresses US Navy veteran Jerry Fisher of Brighton Township, who organizes the annual Veterans DC Bus Trips with his wife, Lydian. “There was not a dry eye around. It can be very emotional for these vets.” These free, one-day bus trips were started in 2006 by Vietnam War veteran Jim Hilts

of Coraopolis. His father was a World War II veteran who passed away before Jim could get him down to see the World War II Memorial. So Jim made a vow to get as many World War II veterans down to see the memorial “before it’s too late.” Jim was in charge of the trips for some time. When he was unable to continue, Jerry and Lydian took over with the help of several volunteers. As the number of World War Continued on page 8

Allegheny County DA’s office fights to support victims of crime and abuse By District Attorney Stephen A. Zappala, Jr. For Pittsburgh Senior News

The most recent crime statistics show

that more than 12,000 cases of fraud were reported throughout Allegheny County in 2018, costing more than $8 million in losses. This year, it’s estimated that more than 5,200 cases of abuse will be reported—all of them investigated; and when substantiated, they will be prosecuted. Over the next four years, Allegheny County will see the largest increase in residents reaching seniority in its history. Along with that increase comes challenges to ensure that we are meeting the threats to your safety, peace of mind and your right to justice.

We’ve also added a Senior Justice Unit that every day is out with you in the community increasing awareness of scams, abuse and neglect. Our visits and your help in our Fraud Squad have paid off in real dividends. With your help we’ve been able to stop more than $10 million in scams against county seniors. Since I took office, I’ve placed a premium on making sure we’re using the best technologies available to keep you safe. High-resolution surveillance cameras reduce local crime rates and quickly helps law enforcement solve open investigations on crimes against seniors. As our population ages, many residents are at increased risk of crime. It’s also our job to ensure that victims

Many times, this means obtaining Protections from Abuse Orders (PFAs) to keep their abusers away. Working with the victims of crime is often the most challenging part of my job. After a crime occurs, victims and their families are left wondering why it happened and what they could have done to prevent it. They struggle with how they’ll move forward, knowing they could be targets again. In these moments, we cannot only be law enforcement officers. We must also be advocates that families can count on to get the justice they deserve. That’s why, as District Attorney, I’ve made protecting victims of crime, and their right to justice, a priority. I created the first Child and Elder Abuse Units to safeguard our most vulnerable county residents. We strengthened the

Protection from Abuse Order (PFA) processes to preserve victims’ rights to safety. And, our County’s first Domestic Violence Unit was created to provide dedicated resources for this traumatic crime requiring special investigation. Despite all these firsts, we can still do more to protect the rights of crime victims. Marsy’s Law would give victims specific rights during the legal process, including respectful treatment, the time to speak during court proceedings, a swift decision and protection from their accusers. This amendment gives victims a stronger voice in the pursuit of justice. Allegheny County has always been a statewide leader in supporting victims and safeguarding their rights. Now, it’s time to take our success statewide. Stand with me and add your voice— and your yes vote—to our call for this amendment.

Working closely with Protective Services, the members of our Elder Abuse Unit are dedicated to protecting seniors from all varieties of abuse and ensuring they enjoy their well-earned comfort and security.

Allegheny County’s new Veterans Affairs Officer is passionate about helping local vets get the benefits they deserve Dwight and his staff are tasked with staying current on the benefits landscape on a local, state, and federal level, as well as through nonprofits. Each staff member is a fully credited Veterans Services Officer through the Department of Veterans Affairs, which means they are authorized to act on behalf of military service members who are applying for benefits.

“There are so many benefits out there and our veterans often either don’t fully understand the benefits they may be entitled to, or are not aware of them at all,” Dwight says. “Furthermore, it can be confusing because benefits are tied to certain criteria—for instance, how long you served, what branch, and when.” Federal Benefits Allegheny County’s Veterans Affairs Officer Dwight Boddorf

as a United States Marine with the 2nd LAR based out of Camp Lejeune, North Carolina, Dwight Boddorf of Bellevue Borough was seriously wounded by a roadside bomb. “I got pretty severely hurt and suffered significant injuries to my skull and spine that ended my career,” he recalls, noting that a number of his fellow Marines were killed in the same incident. That was 2006. Jump to 2019: Dwight now dedicates his time to helping other wounded veterans and working with veterans organizations to get military servicemen and women the benefits they need and deserve. In April 2019, Dwight was appointed the Chief Veterans Affairs Officer for Allegheny County, a position he’s assumed after working for the Department of Veterans Affairs and the Community College of Allegheny County. “While working on the federal level

was excellent training experience for me, and we were able to implement significant programs that are still being used today, I feel that I can affect change even better here on the county level.” How the Allegheny County Veterans Affairs Office can help Allegheny County Veterans Affairs provides information about benefits, services, and resources available to veterans and their families, and assists them with the application process. “Allegheny County has the largest number of veterans than any other county in Pennsylvania—nearly 80,000—and the Commonwealth of Pennsylvania has the fourth-largest number of veterans in the country, so getting help for all these veterans right here in our community is an important job,” Dwight comments. “We are an information and resource hub for vets locally.”

On a federal level, the County Veterans Affairs Office can apply directly to the Department of Veterans Affairs on behalf of a local veteran for a wide variety of benefits, including (but not limited to): • Veterans Disability Compensation • Aid and Attendance • Dependency Indemnity Compensation • Pension • VA Healthcare • CHAMPVA • VA Home Loan • VA Education Benefits Veterans Disability Compensation is a key part of what Dwight and his staff deal with every day. “If you have a disability connected to your military service, it’s a good idea to ask an officer to sit down and review your medical history to determine your eligibility,” Dwight suggests. “The disability application process can be complicated. A lot goes into it, which is why the


State and local benefits On the state and local level, the County Veterans Affairs Office can step veterans through obtaining various state and county benefits such as: • Burial Allowance • Burial Plots • Flag and Emblem Markers • Headstone Installation Allowance • Real Estate Tax Exemption • Recording Military Discharge Papers (DD214) • Veterans Temporary Assistance Funding Allegheny County Veterans Affairs processes about 400 burial benefits every month, yet many veterans aren’t aware that burial benefits are available to them. “If you are next of kin to a veteran who has passed away, give us a call, and we’ll walk you through these specific benefits.” Another valuable benefit that many veterans may not be aware of is the Veterans Temporary Assistance Funding. “If you are a veteran or spouse of recently deceased veteran who is experiencing financial difficulties for an emergency—say you lost a job, your house flooded, or you’ve had unexpected medical expenses, you may be eligible to receive a grant of up to $1,600 to offset those difficulties, up to one grant per year based on need.” Dwight often finds that a veteran applying for a specific benefit, like Veterans Disability Compensation, may not

be aware of other available benefits, like the Real Estate Tax Exemption. “We are the only ones in the county who can process the real estate tax exemption,” Dwight notes. Finally, through a number of local partnerships, the County Veterans Affairs Office directs veterans to regional nonprofit organizations that can assist with housing costs, medical expenses, employment, homelessness, substance abuse, transportation, emergency funding, and much more.

How to get help The first step in getting help is simple: Call the County Veterans Affairs Office directly at (412) 621-4357 or email veterans@alleghenycounty.us. Office hours are 8 a.m. to 4 p.m. Monday through Friday. Or walk into the office’s physical location at Soldiers & Sailors Memorial Hall and Museum, 4141 Fifth Avenue in Oakland. Limited free parking is available on the side of the building. “If you are just getting out of the service and are seeking a job or are learning about veterans benefits for the first time, call us. Or if you’re a longerterm veteran from the Vietnam War or other conflict and want to inquire, for example, about agent orange, call us. Depending on what benefits you’re applying for, part of the application process may need to be done in person, but the best first step is to call us, and we’ll coach you through what you’ll need to do.” Ways to stay connected Part of the County Veterans Affairs Office’s mandate is to communicate information to the local public about veteran-related news and events happening throughout the area. “In the past, we’ve relied mostly on word of mouth, but we’re moving toward more effective ways of spreading the word, including a bi-monthly newsletter and social media feed [https://www. facebook.com/AlleghenyCountyVeteranServices/],” Dwight comments.

During his time at VA, Dwight Boddorf developed many new policies and procedures for the Public Relations and Patient Advocate divisions, which positively impacted the veteran enrollment and satisfaction. Under his leadership at the VA, the VA Butler Healthcare System was awarded its first national communication award, and they developed a method to expand communication from 6,000 to 80,000 veterans in the region. During his tenure at CCAC, the college’s veterans enrollment increased by 16 percent, and college/student debt decreased by more than 75 percent. Dwight serves on various boards relating to military and veterans affairs both locally and nationally and recently served on a national initiative for the VA that helps bring the nonprofit community and Federal government together to solve issues relating to veterans. He is frequently a featured speaker nationally and locally on veterans’ policies and benefits. He has a bachelor’s degree from Penn State and a master’s degree from the University of Pittsburgh. He is married and the father of two children.

Department of Veterans Affairs recommends that the veteran work directly with Veterans Services Officers such as those in our office. We can submit the paperwork directly to the VA on behalf of the veteran and work back and forth with the VA through the entire process. Depending on whether we’re processing the disability application on a state or federal level, it can take anywhere from two to 18 months to be approved and begin receiving benefits.”

Continued from page 1 II and Korean War veterans declined, the trip was open to all who served prior to May 15, 1975. “We do this as a way to give back something to those who sacrificed so much for our country,” Jerry says. In total, approximately 2,040 veterans have traveled on 44 buses since 2006. The sites visited in the District include the World War II Memorial, Korean War Memorial, Vietnam Veterans War Memorial, the Marine Corps (Iwo Jima) Memorial and Arlington Cemetery, where they observe the Changing of the Guard at the Tomb of the Unknown Soldier. The excursions are offered every May and October departing from three pick-up points: downtown Beaver, Green Tree and Monroeville. Over the years, veterans have filled as many as five buses; now, the trips are typically one to two buses. It includes transportation to and from Washington, meals, snacks and beverages. A nurse, several volunteers and two local Reserve Officers Training Corps (JROTC) students accompany the veterans. Wheelchairs are available on request.

The next trip is being planned for May 21. The oldest participating World War II veteran, Charles Wiggins, 103, has made the trip several times in the past. “He couldn’t make last month’s trip but he’s ready to go in May 2020,” Jerry comments. “He will be 104. He told me, ‘Good Lord willing, I will be there’ and I said, ‘Charlie, as long as you’re still on two feet, you’re going with us’.” Since the goal is to fill every seat with a veteran, family and friends are not able to attend. In order to continue offering the trips free to veterans, donations are gratefully accepted. Social Security helps veterans and active duty military members By Tom Winschel Social Security District, Pittsburgh For Pittsburgh Senior News

Every year on Veterans Day, our nation honors the people

who risk their lives to protect our country. Social Security’s disability program is an important part of our obligation to wounded warriors and their families. For military members who return home with injuries, Social Security is a resource they can turn to. The Wounded Warriors website answers many commonly asked questions, and shares other useful information about disability benefits, including how veterans can receive expedited processing of disability claims. Benefits available through Social Security are different than those from the Department of Veterans Affairs and require a separate application. The expedited process is used for military service members who become disabled while on active military service on or after October 1, 2001, regardless of where the disability occurs. Even active duty military who continue to receive pay while in a hospital or on medical leave should consider applying for disability benefits if they’re unable to work due to a disabling condition. Active duty status and receipt of military pay doesn’t necessarily prevent payment of Social Security disability benefits. Although a person can’t receive Social Security disability benefits while engaging in substantial work for pay or profit, receipt of military payments should never stop someone from applying for disability benefits from Social Security.

Pittsburgh area seniors stay fit through YMCA’s Active@AnyAge programming

It’s estimated that thirty-one million adults over the age of 50 do not engage in physical activity outside of necessary daily activities, putting them at risk for heart disease, diabetes and cancer. Whether it’s from a lack of motivation, inaccessibility or something else, the need to be proactive about our physical wellbeing as we get older is crucial. Staying active as we grow older can help reduce blood pressure; maintain healthy bones, muscles, and joints; and even reduce symptoms of anxiety and depression.

The YMCA of Greater Pittsburgh gives local seniors a fun, social way to exercise and begin to turn that statistic around. As a part of their Active@AnyAge programming, seniors can participate in group exercise classes like water exercise, yoga, stretching and toning classes, and also enjoy social events. Offered at all eight YMCA of Greater Pittsburgh locations, Active@AnyAge consists of cardio, circuit, strength and yoga classes, as well as a “classic moves” class designed to increase strength and range of motion for daily living skills. Classes are offered both traditionally and aquatically. Cardio classes see seniors doing aerobic exercise through low-impact and easily replicable moves that doesn’t place strain on joints and improve cardiovascular fitness. Circuit classes focus on cardiovascular endurance, with participants alternating between different upper- and lower-body strength exercises in a circuit. Strength classes use weights to increase strength and range of motion, improving balance and keeping you spry. Yoga classes include a variety of poses and breathing exercises that improve flexibility. Each class is taught by seasoned instructors like Amy Taylor, the Active@AnyAge instructor at the Spencer Family YMCA and 15-year veteran of fitness training. “It has to be fun. If


fitness isn’t fun, the students aren’t going to want to show up, so we have a good time in class,” Amy comments. After class, refreshments and chatter keep things lively and sociable. Whether talking about their favorite part of the class or simply life in general, Active@ AnyAge seniors are more than just participants in a fitness class, they’re a community. It’s this fun and social environment that makes Active@AnyAge so unique. There is no intimidation or judgement, and participants are able to have fun while working on their health. The YMCA’s senior fitness programming is great for general health, as well as those recovering from illness or disease such as a stroke or cancer survivors—like Sueann Watson DeFurio, a survivor of non-Hodgkin’s lymphoma, and Carol Foster, who has had four strokes and takes advantage of Active@AnyAge to work out with her husband and meet other seniors. Each of them has found motivation and strength through Active@AnyAge. More than 4,000 Pittsburgh area seniors are choosing to stay Active@AnyAge at YMCA of Greater Pittsburgh branches. They make more than 20,000 visits to local Y branches every month with total senior visits more than doubling in the last year. The YMCA is always looking for seniors interested in taking their health more seriously while having fun.
