Foster Grandparent Program honors volunteers at annual luncheon T he Foster Grandparent
Program held its annual Volunteer Recognition Luncheon in June at the Hilton Garden Inn in Southpointe. Nearly 200 people attended the event, which recognized 100 Foster Grandparent volunteers for their service and dedication to their communities. Melissa Sipusic of United Healthcare emceed the luncheon while volunteers,
guests and staff enjoyed the 1950s-themed afternoon, which included diner-style appetizers and root beer floats, a photo booth and prizes. Six Foster Grandparents were recognized for milestone years of service: Geraldine Fleming (five years), Janice Taylor (10 years), Barbara Gans (15 years), and Lucile Brown, Mary Ann Carlock and Lexie McLeod (20 years).
Winners of the Senior Corps Legacy Award were selected based on years of service outside of milestone years, testimonials from their stations, and contributions to the program as a whole that made each winner stand out in different ways. One winner, Lucile Brown, received the award based on her years of service to one station, Gwen’s Montessori School, at the age of 95 years Continued on page 20

Medicare’s Open Enrollment Period begins this month this open enrollment period, trained APPRISE counselors can help you review the options available to you. You can make an appointment to meet with an APPRISE counselor at the program office or at one of the community enrollment events scheduled throughout the county. care Advantage and Medicare prescription drug coverage is around the corner: October 15 through December 7. This period is the time of year when people who have Medicare can make changes to their coverage plans. During this open enrollment period, people may purchase, switch, or drop Medicare Advantage plans and Part D prescription drug plans. Any changes completed between October 15 and December 7 become effective January 1, 2020.

Caregiver Support Program helps local caregivers cope with challenges and get support The program offers four categories of benefits: • Services: Including but not limited to adult daycare, respite, legal services, overnight care, financial planning services, caregiver skills training, durable medical equipment rental, and extracurricular activities like tutoring, sports, clubs and camps. • Supplies: A sample includes first aid kits, hearing aid batteries, smoke/carbon monoxide detectors, nutritional supplements and vitamins, incontinence supplies and would care supplies. nyone who has undertaken the journey of being a caregiver to a parent, spouse or friend knows firsthand that it can be both a richly rewarding and overwhelmingly challenging experience. Fortunately, for caregivers of all kinds in Allegheny County and beyond, a variety of resources are available to support those in this role.

More than 65 million individuals in the United States— 29 percent of the adult population—currently provide care to someone who is chronically ill, disabled, dependent or aged in any given year—spending an average of 20 hours per week providing this care. According to the Family Caregiver Alliance, a “caregiver” is defined as anyone providing assistance to someone who is incapacitated to some degree and needs help—a spouse with impaired mobility; an in-law with a debilitating illness; a homebound sibling; or a grandchild whose parents are deceased or unable to care for him and needs a guardian. The care can come in the form of physical, emotional or spiritual support, assistance with activities of daily living and financial matters, and everything in between. Caregiver Support Program The importance of “caring for the caregiver” has been recognized on a state level. The Commonwealth of Pennsylvania Department of Aging offers comprehensive support through its Caregiver Support Program. The total value of the benefits available depends on the income of the household where the care recipient resides, but the range of benefits is wide and varied.
• Adaptive Devices: Wheelchairs, canes, lifts, bed railings, hospital beds, communication devices, food processors and more. • Home Modifications: Ramps, stairlifts, grab bars, traction strips, monitoring systems, accessible bathroom modification and other items. Supportive services include: • Information: Providing information to caregivers about available resources. • Assistance: Linking caregivers to available services (such as, support groups). • Caregiver Training: Assisting caregivers in making decisions and solving problems relating to their caregiving roles, organizing support groups, and arranging for caregiving training. • Respite Care: Providing caregivers with a temporary break from their caregiving responsibilities. • Supplemental Services: Providing, on a limited basis, items or services (personal care/adult day service/ supplies) designed to help complement the care provided by caregivers. Participants receive monthly reimbursement for caregiving expenses and self-care, as well as up to $2,000 to adapt the home environment or obtain assistive devices for the person they are caring for. The caregiver must assume the primary responsibility for the provision of care but is not required to be related to the care recipient by blood, marriage or adoption. Volume 26, Issue 4

Program Eligibility To qualify for the program, the caregiver must be 18 years of age or older, and the care recipient must be age 60 or older and experiencing some Activity of Daily Living (ADL)
Ten Tips for Caregivers 1. Caregiving is a job and respite is your earned right. Reward yourself with respite breaks often. 2. Watch out for signs of depression, and don’t delay in getting professional help when you need it. 3. When people offer to help, accept the offer and suggest specific things that they can do. 4. Educate yourself about your loved one’s condition and how to communicate effectively with doctors. 5. There’s a difference between caring and doing. Be open to technologies and ideas that promote your loved one’s independence. 6. Trust your instincts. Most of the time they’ll lead you in the right direction. 7. Caregivers often do a lot of lifting, pushing and pulling. Be good to your back. 8. Grieve for your losses and then allow yourself to dream new dreams. 9. Seek support from other caregivers. Mary Clark, who has been a Foster Grandparent since 2006, was the last winner of the Legacy Award based on her love of helping children to be the best that they could be and her devotion to growing the Program by recruiting new volunteers. To this day, Mary has a drawer in her home filled with keepsakes from the hundreds of children between the ages of three and five that she has mentored. “I really think it’s important to empathize with each child that I would mentor,” Mary stated. “Many of them are dealing with difficult situations at an early age and sometimes they would act out. I always say the kids are just busy—not bad. Once a child hears that an adult thinks they are bad, that’s all they will start to think of themselves.” Mary is also part of the first multigenerational pair of volunteers in the history of the Foster Grandparent Program
of Southwestern Pennsylvania. Her daughter, Leila Clark, who recently completed her orientation to become a Foster Grandparent, was inspired to join the Program after seeing her mom volunteer for so many years. “Children are the future,” Leia commented. “Nothing but good comes out of doing this.” Rep. Conor Lamb spoke about the dedication and hard work it takes to be a mentor and his admiration of the volunteers who are committed to the children they serve. As a mentor himself, Lamb understands the personal investment of these volunteers. Following his speech, Lamb presented Foster Grandparents who have 15 or more years of service with proclamations from the United States House of Representatives, honoring 12 women who have been part of the program for a combined 226 years. The ceremony ended with the presentation of the Director’s Award, given annually to three Foster Grandparents who are nominated by their stations for their exceptional skills, love and efforts of dedication. This year’s winners are Elizabeth Anderson of Urban Academy Charter School in Allegheny County, nominated by her teacher Cicely Hanner; Emma Fraley of Ringgold Elementary School South in Washington County, nominated by Janice Zurenski; and Hazel Lewis of Blueprints Canonsburg Head Start, Washington County,
nominated by Sarah Wessel. The Foster Grandparent Program, a federal program funded by the Corporation for National and Community Service, was founded in 1965 to provide individuals age 55 and older with the opportunity to serve their community through oneon-one mentoring to children who are at-risk or have special needs. The program is locally sponsored by Wesley Family Services and serves Allegheny, Beaver, Butler, Fayette, Greene and Washington Counties. VFW Posts dispense comfort, camaraderie and needed items to hospitalized veterans tradition. Each year, the VFW nationally contributes hundreds of thousands of dollars and volunteer hours towards comforting hospitalized veterans. The hospital visitation program is the oldest established function of the Veterans of Foreign Wars Auxiliary. Caring for warriors is also enshrined in the credo of the Military Order of the Cootie—the VFW’s honor degree. Their service program proudly touts its main directive as “keep ‘em smiling in beds of white.”

VFW District 29 Commander William Roland acknowledges that providing this type of outreach is one of the primary reasons why he joined the outfit. “Writing a check to help veterans is useful and certainly a way to support those who’ve sacrificed a good part of their lives to keep us free,” comments Roland, a retired Army major with 26 years of active and reserve military service. “But taking the time to visit with veterans and to personally thank them is something that is extremely rewarding.” William, a Kosovo Campaign and Global War On Terrorism veteran, added that lobbying efforts made by the VFW more than 100 years ago were instrumental in establishing the

combat boots and dragging duffle bags in preparation for a mission. Now wearing distinctive garrison caps and usually broad smiles, members of Veterans of Foreign Wars District 29 are undertaking different duties in support of their comrades.

In scores of nursing homes and veterans’ hospitals throughout southwestern Pennsylvania, the VFW and other service organizations regularly visit those who’ve served in the United States military. With each scheduled appointment, the VFW fills a prescription that often includes money, treats, gifts and toiletry items. In many cases, the organization also dispenses comfort and camaraderie. According to West Mifflin VFW Post 914 hospital visitation program organizer Bernie Zurawski, the gratitude expressed by many of the patients also has a therapeutic effect on the veterans who volunteer. “Many times, we are the only people outside of the hospital staff that these veterans get to see,” says Zurawski, who served as a Marine in Beirut, Lebanon. “They are happy to have us here, and we’re happy to be here.”

During the Christmas holidays, hospitalized veterans usually receive a little extra attention. Veterans in units like VFW Post 914 and Montour Valley’s VFW Post 7714 often exchange their garrison caps for Santa hats. They increase their staff and numbers of visitations to help distribute cookies and gifts, as well as clothing such as scarves, socks, hats and gloves. To help fund these efforts, many VFW posts apply for additional grant money available through the VFW Foundation. For example, VFW Post 914 was awarded a $1,000 grant this past October to help support its visitation program at Southwestern Veterans Center. Located approximately six miles from West Mifflin, Southwestern Veterans Center is an assisted living facility run by the Pennsylvania Department of Military and Veterans Affairs. It serves more than 200 area veterans and spouses who are disabled, chronically ill, or in need of specialized care. Patients there have been the focus of VFW Post 914’s hospital visitation program for more than 25 years. The grant funds were used to help buy refreshments and snacks for veteran patients and residents, as well as to purchase coupon books, and fund small cash prizes during bingo games. Patients at Southwestern Veterans Center use these windfalls to purchase things such as toiletry items and other sundry articles at the hospital canteen.

The support from the VFW post fills a need. Many of the veterans and other residents at Southwestern Veterans Center are indigent, and what little financial support they have by way of pension or government benefits are utilized by the Commonwealth of Pennsylvania to help fund their care. The bingo games conducted by VFW Post 914 are managed in such a manner as to ensure everyone who participates is a winner, and all will receive some of the small cash prizes. In addition to its $1,000 grant, VFW Post 914 earns money for its hospital visitation program through Buddy Poppy donations. Other VFW District 29 posts underwrite their efforts through canteen profits or other fundraisers. Michael P. Port Authority expands its Senior Citizen ConnectCard network

eniors throughout the Pittsburgh region can now apply for Port Authority’s Senior Citizen ConnectCard in several local communities, and the agency has plans to expand that network even further over the next few months. Like the Medicare ID card or blue or yellow Pennsylvania Senior Transit identification card, the Senior Citizen ConnectCard allows seniors age 65 and up to ride public transit for free throughout Pennsylvania. Legislative offices in Pittsburgh’s West End, Hill District and Lawrenceville, along with offices in Allison Park, Braddock, Bethel Park, Forest Hills and Ross are now equipped to process applications. Additional locations throughout the county will be added by the end of the summer.
