PRCAC rolling out its zoning revisions By Meg Olson The Point Roberts Community Advisory Committee (PRCAC) is ready to roll out its proposed revisions to county code specific to the Point. At a July 9 special meeting beginning at 6 p.m., the committee will review the results of months of special meetings combing through the text of Whatcom County Code Chapter 20.72: Point Roberts Special District and taking public suggestions on how to change it. “We’re going to go through it on a screen so everyone can see it,” said PRCAC chair Linda Hughes. “We expect Cliff Strong from Whatcom County Planning and Development to attend as we review the entirety of progress we have made to date on this matter and receive his guidance toward continued progress.” At their June 20 regular meeting, PRCAC members limited the agenda to wrapping up their review of the document, which Hughes estimated had taken over 50 hours of deliberation. The intent of the review was to update the code and add extra flexibility. In some sections, such as those dealing with recreational vehicles, accessory uses and parking, PRCAC members are recommending eliminating language that make the rules for Point Roberts more restrictive than they are elsewhere in the county. One option being considered is to scratch all restricted uses in the small town commercial area that aren’t already restricted in (See PRCAC, page 6)

Group calls for creation of solid waste district By Meg Olson Whatcom County Council members have thrown the brakes on a rush to get an advisory vote to form an independent solid waste disposal district for Point Roberts on the ballot this fall. “This has not gelled properly,” said Satpal Sidhu at a June 18 meeting of the county council’s public works and health com-
mittee. “There’s still too much emotion left over from what came before (establishing mandatory collection for Point Roberts). I have a real problem here with four or five people talking to the committee chair and we’re already jumping to put something on the ballot.” Council member Barbara Brenner, who chairs the committee and was approached by several Point Roberts residents who ad-
vocate the creation of the district as a way to broaden waste management options for local residents, ruefully agreed they needed more time. “We don’t have enough answers,” she said. “We’re going to have to

The featured speaker at the Point Roberts Taxpayers Association’s annual general meeting will be former Lummi Indian Business Council chair Tim Ballew II who will speak about the importance of Point Roberts to the Lummi Nation in the past, present and future. Point Roberts is part of the usual and
accustomed territory of the Lummi people as established by treaty, and Ballew will talk about his experiences fishing in and around the Point as well as the role the area plays in Lummi life and history. A question and answer period will follow. The Thursday, July 18 meeting will be held at the Reef Tavern this year, from 5 to 7:30 p.m. Following the keynote speaker, there will be a report from the associ-
ation president, the treasurer’s report and election of directors. There will also be an open forum for members to raise issues or put forward motions. The meeting is open to everyone but voting is limited to members. Membership is open to all Point Roberts property owners and full-time residents and costs $10 per year, which can be paid at the door.

Two town hall meetings with elected representatives are also on the association’s agenda for the summer. On Thursday, August 22 from 7 to 9 p.m., the taxpayers’ association and the Point Roberts Chamber of Commerce are
co-hosting an evening with newly elected state representative Sharon Shewmake at the Gulf Road community center. Whatcom County Council at-large member Barry Buchannan has also been invited to attend. The fifth annual town hall meeting with U.S. Representative Suzan DelBene is scheduled for August with dates and times yet to be announced.

Rose Momsen Point Roberts The Editor: As I hear of residents meeting to resolve local problems, I recall that great philosopher Yogi Berra saying it’s “deja vu all over again.” Despite some people saying the one cent gas tax fund may be used for “anything to do with transportation,” if one were to read the regulation, it would be discovered use of the funds is limited to “streets and roads.” Removal of the Point Roberts Special District would eliminate many local concerns. An example is the tree retention portion which results in the denuding of many properties. This is one of the discriminatory parts of the special district. The only other part of Whatcom County in which it is applied is the Lake Whatcom water shed. I believe a review of other special district regulations will reveal that their removal will resolve many concerns. Yogi also advised “If you don’t know where you’re go-
ing, you might wind up somewhere else.” Ruby White Point Roberts The Editor: Our thanks to the Whatcom County Health Department for the new solid waste collection service! As predicted, we have not been in residence on a single one of the scheduled pick-up days. However, house guests were in residence on one pick-up day in May. As a result, half way through 2019 and we have had one pick-up of solid waste. Cost? $US 212.64 for the single pick up. Heck of a bargain. This is far better than the old system of taking the garbage to the dump and paying $10! We are doing better than many of our neighbors. Some of them have not been in residence for a single pick-up day year to date. The action is so slow along Bayview Drive that the garbage truck often does not even show up on the appointed day. I am told that one of our neighbors biked to the transfer station to call for the missed pickup. The ability to take garbage to the transfer station with dumping cost covered by the annual fee would be an improvement. However, Cando Recycling and Disposal tells me that the solid waste site is covered by a different set of tariffs or a separate accounting system or whatever. Drop off would cost extra to the $212.64 already paid. Sounds like double dipping. Can the health department do us another favor by looking into this? Don Graham Point Roberts The Editor: There are currently discussions going on with Whatcom County Council to set up a “Point Roberts Recycling & Refuse District” just like we now have for water, fire, park and cemetery. This would mean that the transfer station would be run by the community, not by the county health department. Curbside collection would still be done by the current service provider who holds the license issued by the WUTC (Ed. Note: curbside collection services is governed by a Whatcom County contract). Having our own district would be beneficial in many ways such as setting hours of operations at the station based on what the community wants. Complaints about
the conditions at the station would be directed to the new district, not a distant entity. If the community wants green waste pick up, then this district would work on making that happen. The taxes paid would be for the community and not put in a general fund for the benefit of others. If the community would like to encourage businesses to participate in recycling, then the district could set that up. If the community wanted once a year “spring cleaning” like in Delta, the district could facilitate that as well. The motivation to set up this district is so the community of Point Roberts can work to meet its own unique needs. Wouldn’t it be great if there was recycling and refuse cans available for the day visitors who come to Point Roberts? Currently there are no rules or motivation for that to happen. The best part is, the decision to have a district would be decided by the community of Point Roberts. In the next week or so, a petition will be circulating requesting your support for Point Roberts having its own recycling and refuse district. There will be one petition for registered voters and one for property owners (Canadians and U.S. non-voters). You can make a difference; please sign the petition. Louise Cassidy Point Roberts The Editor: As a concerned community member, I would like to offer my thoughts regarding the Point Roberts school. It is very important in a small town to have the community support the school. Small towns are known for talk among community members and when the community is not supporting the school, the talk can become toxic. I believe the school has lost support in the community in the last couple of years. As a result, when new families come to Point Roberts and discuss school options with people, they may choose another option than the Point Roberts primary school if they hear something not great. If this continues, the school’s enrollment numbers will drop. When the school numbers drop even more, families will choose another option or even pull their children from the school and send them elsewhere. Single digit student numbers with four different grades makes teaching and socializing difficult. I also believe that families coming to Point Roberts have more money than prior years and can, out of convenience, choose a school in Canada. The Editor & Whatcom County Public Works: Looking at the smooth asphalt now being laid on Marine Drive, it seems to me that there is an opportunity from which we can all profit. Some time ago there was a survey performed in Point Roberts about what do do with the Transportation Benefit District funds. The winner was making bike paths and, upon presenting this to the public works department, they responded by suggesting
that paving road shoulders would be the best way to achieve this outcome while being relatively easy for the county to do. The benefits of smooth shoulders are numerous including, for cars, that they can safely pull over if needed or provide a recovery zone if they veer off the road by mistake. Bikes, electric bikes and scooters, skateboards, strollers, wheel chairs, runners, walkers, horse riders, all get to benefit from smooth shoulders. A full day of fun and celebration is planned this Fourth of July. The day will kick off with the Point Roberts Emergency Preparedness (PREP) group pancake breakfast at the community center from 8–11:30 a.m. The breakfast is an annual fundraiser for PREP, but is also an opportunity to talk with PREP members about how to prepare your family and community for an emergency. At 11:15 a.m. there will be a flag-raising ceremony with music by the Point Roberts Winds The theme for this year’s parade is the timeless classic red, white and blue. Parade participants will gather at the foot of Gulf Road opposite Kiniski’s Reef Tavern for a noon parade start. The parade will run along Gulf Road and turn right on Tyee Drive continuing to the marina overflow parking. Following the parade, both the Reef and Breakwaters at the Point Roberts Marina have family activities scheduled. At the Reef get ready for carnival style games, snow cones, watermelon eating contest and much more! Breakwaters will have a carnival, outdoor BBQ and musical groups Kelly O’Neill with Steve Inferno, Raincity, and March Hare Band on stage. Stay around to watch fireworks at 10:30 p.m. Breakwaters will also have festivities on July 1 to celebrate Canada Day, starting at noon with a carnival, outdoor BBQ and performances by Jeffrey Elvis and Steve Inferno. Fireworks start at 10:30 p.m.

Wrapping up their review of 20.72, the committee agreed to not revise the design guidelines, appended to the code when the Point Roberts Character Plan or, as Hughes called it, “the document that cannot be named,” was eliminated. “Have we learned of any of the wording of these guidelines that has caused hardship?” Hughes asked fellow committee members. “So far the designs that have come before us have complied.” She speculated that community consensus on changes was not attainable. “Maybe we just let it exist as an imperfect document if it’s not hurting anyone.” Once PRCAC approves changes to the code they will be forwarded to Whatcom County for public hearings and formal adoption.

postpone this.” Allison Calder, who brought forward the proposal, said putting the question on the November ballot was a better way of deciding what was best for Point Roberts than the series of public meetings held by the Point Roberts Community Advisory Committee in 2017 and 2018 that led to the establishment of mandatory garbage collection on the Point beginning in January 2019. “Having it on the ballot allows for complete transparency and lets it be a community choice,” she said. Council member Barry Buchannan said it was irresponsible for the council to put an item on the ballot without having heard from a broad cross-section of the Point Roberts community or doing the research needed to make sure the public was making an informed decision. “I’m going to have a hard time supporting this without a public hearing,” he said, “Not just the registered voters of Point Roberts would be affected – a public hearing allows those who are not registered voters to give us their opinions.” Buchannan asked staff to clarify the legal framework of establishing and operating a separate solid waste district for Point Roberts. Jeff Hegedus with the county health department explained Whatcom County, and other counties in the state, was already established as one large solid waste district with the council as its governing body. According to state law, the only way to form a separate solid waste district for Point Roberts would be for council to take action following a public hearing. “You can have an advisory vote but you still have to have a public hearing,” he said. A solid waste disposal district has the ability to levy property taxes and establish additional excise taxes to support its operations, which do not include curbside collection which is regulated by the Washington Utilities and Transportation Commission (WUTC). As a junior taxing district, the disposal district would have the potential to affect how much other junior taxing districts, such as the parks district, could levy as the state sets a cap on the local slice of the property tax pie. “With their own board of directors, they would be legally a quasi-municipal corporation with taxing authority,” Hegedus said. San Juan County is the only county in Washington that has a separate solid waste district established for a particular area – Lopez Island. “They have a drop box facility that they run, but there is still a curbside collector,” Hegedus said. The Lopez Island facility charges for garbage dropped off at their location – $8 for a 32-gallon can – but accepts recycling for free and has
a goal of turning Lopez Island into a zero-waste community. Hegedus said the mandatory curbside collection service operated by Cando Recycling and Refuse could continue if a disposal district were to be created. “Where these two things overlap, especially in Point Roberts where there is a small economy of scale, is if you form a disposal district and give the transfer station to that entity to operate, you will no longer have a place for your curbside collector to stage their operation.” Currently Cando operates the curbside collection as well as the transfer station on Benson Road, which the company leases from the county. Ken Calder, another proponent of the disposal district and a vocal opponent of the mandatory service ordinance, said the disposal district and the curbside provider could work together. “We have not given up this fight,” Calder said. “The garbage ordinance is a bad fit for Point Roberts but it is what it is.” He said the disposal district could look into expanding recycling options and look at taking garbage for disposal in Canada.” Cando owner David Gellatly said he could continue to operate his curbside collection business if he did not have a lease to the transfer station if he could find a property to move to, but that additional cost would result in a new rate case before the WUTC and likely an increase in rates. Gellatly said he hoped the county and the community would give the new mandatory curbside system an opportunity to make a difference in the Point’s garbage system and let him expand his services. “I’d hate to see us change something before we can see how it really works,” he said. County council member Red Browne said council members had been “inundated with emails from people who saying they were very happy with the new service.” Proponents said they will begin circulating petitions of the Point to give council a clear idea of how many people want to see the disposal district on the ballot.

The new play structure at Lighthouse Marine Park will be open for business by the Fourth of July, according to Whatcom County Parks and Recreation Director Michael McFarlane. “The new playground is located right off the deck and has a ship motif like the old one,” McFarlane said, but unlike its predecessor it is made of metal and plastic instead of plywood. Laying the surface material around the structure is all that needs to be done to make the play area ready for children to use. McFarlane said the new location was intended to make it more a part of the park’s day use and picnic facilities. “The old location was kind of isolated with poor visibility and next to the road some people use for group camping,” he said. The old site, adjacent to the group camping areas, still needs to be cleaned up and park staff are looking at possible uses for the area, including the possibility of bike camping spots. ❦ The Whatcom County Library System (WCLS ) now allows cardholders to access more than 30,000 streaming movies for free. Harbor seals in our area have one pup a year in the summer months. “Mortality can be high for the pups, especially if there is human interaction involved,” said Victoria Souze, principal investigator with WMMSN. Mother seals leave their pups on shore while they go foraging. If people surround the pup, the mother sees this from the water and she will not come to shore. This leads to pups being abandoned and, if left on the beach long enough, a slow death. “We try to monitor these pups in high traffic areas, and occasionally will use a non-toxic green livestock paint so we can keep track of a specific pup that we have been seal sitting,” Souze said. “Yes, we seal sit!” Trained volunteer seal-sitters keeping humans and pets away gives mom and pup a chance to reunite. “Seal pups belong in the wild, and this is what we want to achieve when we find a pup being harassed by people,” Souze said. “If we can keep people away from the pup, mom will often return. Parks district unveils new website The Point Roberts Park and Recreation District has a new website to invite the public to tap into a summer’s worth of fun in Point Roberts! At prparkandrec.org you can find links to brochures for the Kids Camp and the kayak program, maps of the newly improved trails at Baker Field and a brochure for the Enchanted Forest, a collaborative, outdoor, art walking trail. The district also manages the community center and Baker Field athletic field and the website has information about use of these facilities and special events. This year’s kid’s camp summer program will run from July 8 to July 31. Mondays and Tuesdays are at the community center for a variety of crafts, games and other activities. Snacks are also provided. Wednesdays are field trip days when counselors
will take the kids out to explore Point Roberts. The morning session begins at 9 a.m. and is for kids 6 to 9 years old. The afternoons are for kids ages 10 to 13 and that session starts at 1 p.m. Parents can register their children by coming to any session and are responsible for picking children up unless they give written permission for their child to leave on that day. For those 16 years and older, the parks and recreation district has a kayak program that trains paddlers and gives them summer-long access to the district’s kayaks. Three-day filing period announced for empty positions B y P a t G r u bb There will be a special three-day filing period held August 14-16 for offices up for election in which no candidate filed during the official candidate filing week in May. In all, there are 15 county positions that remain without a candidate. There are three positions in Point Roberts lacking candidates; one each in the parks, hospital and cemetery districts. Position 2 in the Point Roberts Park and Recreation District was held by Stephen Falk who is running for the Point Roberts Hospital District position 1 seat, currently held by Dick Williams. Falk was appointed to the hospital district’s position 2 and had intended to run for the same seat; however, due to a misunderstanding, he inadvertently put his name down for the six-year position 1 seat. Consequently, as soon as the election is certified in November, his appointment to his current seat will expire while his new term will not begin until January 1, 2020.

Her passion for rural medicine stems from her time growing up at home for 12 years in Point Roberts. She graduated from Blaine High School (Running Start) and received several annual Point Roberts Dollars for Scholars awards. Many Point Roberts individuals and families mentored her over the years, especially clinic director Virginia and husband Ed Lester, librarian Rose Momsen, emergency care physician Dr. Leonard Hamm, psychologist Maureen Buckley, and many other friends, especially neighbor Josephine Forster. Clara first announced that she wanted to be a doctor when she was 12 years old. Her step father, Dr. Steve Berman, supported that dream and directed her academic and extracurricular studies so that she could realize her passion. She will be practicing family medicine in Alaska.

Hannah King Hannah has just graduated from Shawnigan Lake School on Vancouver Island, which she attended for the last five years. admired for its foliage as either a specimen plant or an understory ground cover. Depending on the variety and growing conditions, you might get a fantastic autumnal show as the leaves turn a striking bronze color. If you rate plants by how much maintenance is required, Epimedium is the star of the list. You really do not need to do much for the plant to survive. If you want maximum punch, however, remove all old foliage in late winter. This will not only remove tired looking leaves, but also allow you to admire the tiny flowers as they unfurl from the base of the plant. (The same tip is appropriate for most Hellebores.) Disease-resistant and unpalatable to pests, you don’t need to bother with any protection for it. I first started growing Epimedium on the east coast, where it thrived alongside Hostas in a garden shaded by a number of maple and linden trees. I would make annual road trips to a distant nursery whose owners seemed to share my fondness for the plant, probably inspired by collector and hybridizer Darrell Probst. What an array of species and cultivars they had, and so many individual variations! Needless to say, I developed quite a collection. When I returned to live in the Pacific Northwest, I was disappointed to learn that the nursery would not ship to Washington state. I did, however, manage to acquire a plant here and there, sometimes by mail order. Once I even relocated a vintage Epimedium grandiflorum from a friend’s White Rock garden to my garden, where it reminds me of her and her family each time I pass it. If you are interested in acquiring a plant for autumn planting, I suggest that you try ordering online. I was pleased with one plant I bought from Oregon-based Forest Farm, but their selection is limited to popular cultivars. Oregon-based Joy Creek Nursery and Secret Garden Growers impress me with their offerings, and are worth checking out if you are searching for an unusual variety. Plant your purchase in a good, loamy soil. You’ll get the best results by situating it in part shade where you can supply some summer moisture. And then stand back and admire the plant for the coming decades! The Point Roberts Garden Club Tour Committee is currently viewing gardens for consideration in next year’s tour. Church News By Lucy Williams The spirit moves! And, very often it moves through music, particularly this summer when the air is alive with divine inspiration! We love the quiet of Point Roberts, but often we feel a bit of loneliness along with the solitude. The need to join hands with more of the Christian community drives us to form bonds and when we do, we literally sing for joy. We are neighbors; we are community, and we are not alone. For many years, I have longed to build bonds with the churches north of our border and this year we are seeing the fruition of this dream. Last April, St. David’s Anglican Church hosted the Point Roberts Winds Concert for us, this summer Tsawwassen United is hosting our Summer Jazz Quartet Concert (July 6 at 7 p.m.), as well as the Trinity Children’s Summer Music Camp (August 5 - 11 – more about this in the August edition of the APB). Bonds are being formed; hands across the border is becoming a reality, and prayers have been answered.

Come join us for these events and when you come on July 7 to our 100-plus-year-old church on APA Road for the “Strike Up the Band” afternoon celebration (three concert bands playing for three hours beginning at 2 p.m.), be sure to bring a chair. Point Roberts could be hit by floods, wildland fires, windstorms, snow and ice storms, as well as earthquakes and volcanic ash. These disasters impact everyday life. Necessities we take for granted such as food, water, power and fuel, can suddenly be in short supply. We were lucky during the windstorm last December. PSE crews happened to be in Point Roberts, working on another project, when the storm occurred. They were able to restore power for almost everyone within five days. Under normal circumstances, given the demands of more populated areas on the mainland, it could have taken PSE many more days to get crews up here. Are you prepared to sustain yourselves and your loved ones for a long period of time? If not, make a plan! items and determine how you can best improve your readiness: – Insurance: Are you adequately covered for the kinds of emergencies that can happen here such as fire, earth quakes, high winds and, if you are near the water, floods? If not, consider increasing your coverage. – Smoke detectors: Have you installed smoke detectors? If not, our fire department can help. Call them for a fire safety check. They will check out your home and install smoke detectors for free! If you already have them, test them. If you use propane as a fuel, you also need carbon monoxide detectors in your home. Get them. – Fire extinguishers: Do you have fire extinguishers? At a minimum, you should have one ABC type fire extinguisher on each floor plus one in the kitchen. – Important papers: Are all your most important papers (passports, birth certificates, vaccination records, insurance, licenses, deeds, prescriptions, and photos of each family member) in one place, ready to take with you if need be? If you can, scan them and keep copies online, and put copies in your bug-out bag. – Cash: If possible, have cash (Canadian and US) in smaller (not over $20) bills ready to go and adequate to sustain your family for at least several days away from home. – Out-of-area contact: Identify a geographically distant friend or relative who is willing to act as the primary contact for every member of your family. In times of emergency, long distance text messages are among the most likely forms of communication to get through. Family members who might be separated can keep each other informed about their condition, location, and intentions by using the contact. – Meeting place: Agree on two places to meet if a disaster occurs, one right outside your home in case of fire, and another one outside your own neighborhood if you can’t return home. Everyone needs to keep the address and phone number of this meeting place with them. – Shut-offs: Make sure every member of your family knows how to turn off electricity, propane, and water if required. – 911: Teach children how and when to call 911 in an emergency.

The 2019 Maple Beach Cottage Tour will be held Saturday, July 13 from 10 a.m. to 4 p.m. Twenty Maple Beach cottage owners are graciously opening their doors to the touring public, who will be able to explore an assortment of beach cottages, from vintage originals and mindful renovations to historic cabins and newly built modern beach homes. At Maple Beach Community Park on the corner of Maple and Derby, the popular SeaDogs hot dog stand will be offering
refreshments for sale, and a display by the Point Roberts Historical Society will provide a look back at Boundary Bay history. Also on hand will be author Mark Swenson, selling and signing copies of his book, Point Roberts Backstory: Tales, Trails and Trivia of an American Exclave. One of the tour organizers, Doris Meyer, says there has been a great deal of enthusiasm about the tour, the fourth since 1990. “It’s a great community event, a way for neighbors to get know each other and for members of the public to get acquainted with what Point Roberts has to offer. And, of course, it’s perfect for all those lookie-loos on the hunt for decorating ideas.” Tickets for this self-guided tour are $10 (cash only).
