Food bank could use a little help from its friends By Meg Olson With regional food banks changing their procedures in response to the Covid-19 pandemic, the Point Roberts Food Bank is relying on local donations to make sure their clients keep getting a healthy variety of food. “We are actually classified as a food pantry and we often have to use our own resources,” Point Roberts Food Bank volunteer Henry Rosenthal said. “The additional funds coming in do help.” One of his favorite examples of the community pitching in to support their programs is a patron of the senior lunches at the community center, now operating as a drivethrough on Wednesdays. “They came to pick up one of Roger’s wonderful five dollar lunches and in the container they are to leave the money in they also left a check for the food bank!” Rosenthal explained that Food Lifeline, the regional food bank they have relied for $1 a dozen eggs and 50-cent cans of tuna, has switched to providing “emergency boxes” only in response to the pandemic and changing health and safety guidelines. This means that, like any other Food Lifeline clients, the Point Roberts Food Bank can’t pick what they need but only receives a certain number of boxes of non-perishable items such as rice, mac and cheese, (See Food bank, page 5)

Locally developed product offers Covid-19 protection By Meg Olson Technology that was initially developed in Point Roberts is set to play an important role in curbing the spread of coronavirus. Studies have confirmed the association between a continuously active antimicrobial coating developed by Allied BioScience and decreased microbial burden and healthcare-related infections in hospitals. A recent study by the University of Arizo-

na has confirmed that a modified version of the coating is effective against human coronavirus. “We can reduce the spread of these viruses by surfaces with this type of product,” University of Arizona microbiologist Frank Gerba, said on a recent episode of Good Morning America. The product is now being tested in hospitals and transit systems. Allied BioScience is currently headquar-

After receiving reports of Asian giant hornets in the areas of Blaine and Bellingham earlier this year, the Washington State Department of Agriculture (WSDA) now

plans to track and trap this invasive species from Asia, which was not previously found in Washington state prior to December. WSDA received over 80 calls about Asian giant hornets following the publication of its initial report in December, although most of the sightings could not be positively identified without photographs. According to WSDA, invasive Asian giant hornets are typically almost an inch

Drawing its name from the collaboration between experts in diverse fields, Allied BioScience developed long-lasting polymer coatings that “create a hostile environment for microbial organisms so they can’t survive,” Craig Grossman said. “We designed the coatings and the ways to apply them and use them.” “When you clean a surface it is only clean until someone touches it. A single fingerprint leaves a biofilm that organisms can live in, sometimes for a long time. Our idea was to find a way for these surfaces to keep themselves clean.” The coatings Allied BioScience developed and continues to develop are long-lasting, non-visible, non-toxic antimicrobial coatings designed to be quickly applied to surfaces in hospitals, buses, trains, planes, stores, meeting spaces, hotels – the places people congregate where the potential for the transfer of infectious organisms is high. Your biggest risk is if you were to step into an Asian giant hornet nest.” In winter, mated and unmated Asian giant hornet queens hibernate in the ground before emerging in the spring, Salp said. When they emerge from hibernation, the queens start feeding on carbs, usually sap from trees including oak trees. They also lay eggs to create their own colonies, which can consist of many hundreds of workers, which look like queens but are smaller in size. Once the number of workers grows, the workers start foraging for food in the summertime. They eat insects, with honeybees being their favorite type of insect. Last fall, a bee hive near Custer was wiped out, and WSDA experts believe this may have been the work of Asian giant hornets. WSDA is now collaborating with beekeepers to set traps for the queens that emerge, Salp said. These “sap traps” consist of a sticky board with a mesh covering to protect birds. This summer, WSDA will also set traps for Asian giant hornet workers. These will be carb- or protein-based traps. The workers will be tagged and tracked back to their colonies so that the colonies can be exterminated. WSDA is also conducting genetic testing of Asian giant hornets to determine if different populations are related or not. There is a possibility that Asian giant hornets were introduced into Washington and

molecular level and remain effective until they wear off, which varies depending on where they are applied.” The Grossmans, along with their son Gavri who joined the company as a research associate in 2015, hold 18 U.S. patents, 42 worldwide with 30 patents pending. “Our underlying interest has been trying to break the chain of infection and keep people healthy,” Craig Grossman said. He quotes Gerba, one of the scientists he brought on board to work with Allied BioScience: “If you don’t get sick, you don’t have to cure it.” Craig Grossman left the board of directors of Allied Bioscience in 2018 but continues in the role of Chairman Emeritus and he and Ingrida Grossman continue to be retained as consultants. Gavri Grossman, who grew up in Point Roberts, remains the company’s vice-president of operations. Craig Grossman has founded Gman Biotech and continues to collaborate with scientists and business experts to bring technological innovations in infection control to the marketplace. “We keep exploring ideas, different ways to protect people,” he said. B.C. separately, Salp said. In a March 20 bulletin, the B.C. Ministry of Agriculture urged residents along the U.S./Canada border to report sightings of Asian giant hornets to the Invasive Species Council of B.C. “Wooded habitat, like areas near the Canada-U.S. border, offer suitable hornet nesting grounds,” said the bulletin. “Residents along 0 Avenue may be the first to notice them.” The bulletin noted that the Asian giant hornet was first found in B.C. in August last year in Nanaimo. The single nest was located and destroyed. In November, a single specimen was found in White Rock. On May 15, another specimen was killed in Langley, B.C. On this side of the border, the best way to stay informed about Asian giant hornets is to join WSDA’s pest program listserv and its “Asian Giant Hornet Watch” Facebook group. Letters To The Editor The Editor: A tribute to David Gellatly by Theodore Roosevelt – Man in the Arena “It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. The credit belongs to the man who is actually in the arena, whose face is marred by dust and sweat and blood; who strives valiantly; who errs, who comes short again and again, because there is no effort without error and shortcoming; but who does actually strive to do the deeds; who knows great enthusiasms, the great devotions; who spends himself in a worthy cause; who at the best knows in the end the triumph of high achievement, and who at the worst, if he fails, at least fails while daring greatly, so that his place shall never be with those cold and timid souls who neither know victory nor defeat.” Renee Coe Point Roberts The Editor: I probably have no need to tell you this, but you live in a beautiful, quirky community full of people from many different cultures, backgrounds, lifestyles and perspectives. Although I do not live here on the Point, I work here and have a general idea of the uniqueness of this little peninsula. What I did not realize was the scope of compassion, empathy and support the residents here have for one another and even an “outlander” like me. On April 4, Mingo, my eight-monthold miniature Australian Shepherd puppy ran away from my friend after he got loose, bounced off a car and ran off into the woods behind her home. It was only his third time on the Point, and after that

shock to his system he must have been too disoriented to find his way back. We spent hours looking for him but he did not respond, and no one really knew where he was. My friend posted on Tsawwassen Loop, and another friend posted on Next Door. Word travels quick on this little peninsula, and when my son and I were out looking for Mingo we found lots of people driving around, biking, walking … all looking for Mingo! Several people asked me if I was looking for the dog, I said “yes”... a few asked me whose dog it was and I replied “mine” and people were shocked. They did not know whose dog it was, and it didn’t matter; there was a missing puppy in trouble and people were doing what they could to help. Mingo must have been shell shocked; people kept catching sight of him but he would not go to anybody. Normally he is a very sweet dog that loves food and loves people, but even though many people left food and water out for him and caught glimpses of him, he was skittish and would not go to anyone. Saturday, April 11 was the last report we had of anyone seeing him alive. I, along with at least half of the Point Roberts residents, kept checking, but it seemed he had disappeared. I started to give up. My 15-year-old son never did. He said “Mom, Mingo is like a

teenage boy, he’s probably having a great adventure.” I think my son was right. The weather was good, people were leaving food and water out for him, life wasn’t so bad ... until he crossed over the border into Canada, which probably happened that Saturday at some point. Nobody was leaving food or water out for him there, and it is a lot more populous than peaceful Point Roberts. Thursday morning, April 16, I got a call from a lady who works at Umpqua Bank who just happened to see a post in the Tsawwassen Loop of a “found puppy.” I gave her my number and sure enough it was Mingo. We were both so excited that we were not making much sense, and somehow we got ahold of the nice lady and her son who found Mingo and agreed to meet at a local park across the line.I saw them before they saw me, when I yelled out “Mingo!” he froze and his stubby little tail started going. Carol, the lady who found him, knew right then it was my dog. After 12 days on the road he was thin and exhausted, but other than that he was perfect. After a trip to the vet for a check-up, a bath and some food he was wiped out but very happy to be home. My son said, “I told you so Mom, you should not have given up”. I was raised to appreciate kindness from people, but not expect it. After this experience I need to adjust my attitude. Many thanks to all the residents on Wellington Road and the surrounding area who put food out for Mingo and checked for him, all the people who walked/biked/drove around looking for him and showed compassion and concern for a little lost dog and his family. They use their own funds and rely on donations from the Point Roberts Marketplace to make sure people who need their services can get eggs and fresh produce. “We want to keep making sure people have what they need,” Rosenthal said. The pickup day for the local food bank is Wednesdays from 8 a.m. to 10 a.m. at the community center. Clients are met by a team of volunteers who supplement a box of basics with things they select. “They get a choice of loads and loads of good things including fresh produce,” Rosenthal said. The local food bank is serving approximately 25 percent more people than before Covid-19 restrictions led to layoffs, Rosenthal said. “We don’t want anyone who needs a little help these days to hesitate to come to the food bank,” he said. Donations to the food bank can be made at either Umpqua Bank or Banner Bank, sent to 323 Evergreen Way, Point Roberts WA 98281, or dropped off at the community center when you drive by to pick up your senior program lunch!

If you please, Mister Customs Man By Meg Olson “Who’s advocating for Canadians?” Remotely addressing the members of the Point Roberts Taxpayers’ Association PRTA board during their May 13 virtual meeting, Stephen Deller, who lives in Canada and owns vacation property in Point Roberts, asked that the association lobby border authorities to deem it essential travel for property owners to come and check on their homes. “I understand the public health perspective, but there should be an exception made for homeowners,” he said. “It should be considered essential, coming to see your property.” “The taxpayers’ association certainly aims to represent our Canadian as well as our U.S. members,” PRTA president Mark Robbins said. He added he could see the

need for an exemption if a serious problem occurred but “not like mowing the grass and a drink on the deck.” Deller suggested it was also appropriate to allow Canadian property owners the opportunity to retrieve property left on the U.S. side before the travel restriction were put in place. “I asked at the border if someone could push my canoe through the border,” he said. “They said ‘no way,.” Some Canadian property owners are reported to have circumvented the closure of the land border to all but essential travel by taking to the air. Flights from Vancouver to Seattle continue to be available three times daily, and San Juan Air has a scheduled flight from Bellingham to Point Roberts every Tuesday. The restriction against non-essential travel only applies to land borders.

Canada/U.S. border closure extended another 30 days; could be a lot longer B y P a t G r u bb Canadian Prime Minister Justin Trudeau announced that the Canada/U.S. border closure to non-essential travel would be extended another 30 days until June 21. “This is an important decision that will protect people on both sides of the border,” he said during a 11 a.m. press conference in Ottawa on May 19. The extension was a mutual decision by both governments. It is likely that the closure will extend past June into July and possibly much longer. Sources on the local Border Task Force believe the closure will go at least past the July 1 and 4 holidays. B.C. Premier John Horgan has said he’s against the border opening up anytime soon, a sentiment also expressed by other provincial leaders across Canada. A poll undertaken by the Association of Canadian Studies (ACS) found 47 percent of Canadians believe the closure should

extend until the end of the year. The B.C. Ministry of Tourism on May 25 announced $10 million in grants would be awarded to tourist agencies to promote in-B.C. travel to residents, pointing out that B.C. residents spend about $6.4 billion annually on international travel. Trudeau said the desire of provincial leaders to keep the borders closed was instrumental behind the extension. The U.S. has been much harder hit by the pandemic than Canada. For example, as of May 26, B.C. has had a total of 2,541 cases and 161 deaths for a death rate of 6.3 percent. Washington state, on the other hand, has, for the same date, a total of 20,406 cases and 1,095 deaths for a death rate of 5.4 percent. There have been 335,801 tests performed. The conditions of the border closure remain the same as before. Non-essential travel across the border is prohibited while essential travelers such as health profes-

sionals and transportation services continue unimpeded. Interestingly, the prohibition against non-essential travel only applies to vehicle, train and marine travel across the border. It does not apply to travel by air. There are three flights a day from YVR to Seattle and one to Dallas. Individuals have used

air travel to join up with family members in Washington state and elsewhere. In normal times, approximately 75 percent of border crossings are made by Canadians traveling to and from the U.S., meaning local businesses in Whatcom County and elsewhere have been hard hit by the lack of traffic.

After a deadline extension, property tax payments in Whatcom County are finally coming due on Monday, June 1. Whatcom County Treasurer Steve Oliver signed an order on March 30 extending the due date for first-half property tax payments, which were originally due April 30. Those who participate in the county’s auto-pay program will have their accounts debited on June 1. The treasurer’s office is also offering a payment plan option for property taxes on primary residences and for small businesses with extraordinary circumstances. The treasurer’s office also announced in late March that it would suspend property tax foreclosure for one year. Property taxes are only subject to foreclosure after three years of delinquency. The county treasurer’s office is closed. Payments can be made online and by phone, or by cashier’s check or money order to curbside drop boxes outside the north entrance to the county courthouse. Payment can also be mailed to Whatcom County Treasurer, PO Box 34873, Seattle, WA 98124.

Water district authorizes payment Still waiting for the pandemic-slowed county approval process to produce a building permit, Point Roberts Water District commissioners have approved a $29,000 payment to Faber Construction to get their construction of the district’s new building underway. “We want to be able to say, ‘let’s go’ as soon as the permits are in place,” said district manager Dan Bourks following

a special May 21 meeting to approve the payment. The 4,200 square-foot building will be on district-owned land adjacent to the fire station on Benson Road and will combine an office and shop space, getting all of the district’s operations in one place. The district has historically rented office space and had operations spread between there and reservoir locations.

Talking the talk and walking the walk By Meg Olson Local clothing and costume designer Savilla Kress is making a new kind of mask these days – one to slow the spread of infection. “The demand for cloth face masks kept increasing, so at first I put a tutorial on how to make your own online,” Kress said. With people still asking her to sew one for them she decided she would sew some herself and sell them from her home as a fundraiser for the local firefighters’ association. “The firefighters are putting their lives in danger for us all the time and they do so much for our community,” Kresss said. So far she has raised $420 for local firefighters by selling the masks for $10 from a stand outside her house at 1416 Peltier Drive. Finding more places that needed masks as part of the effort to halt the spread of Covid-19, Kress kept sewing. “I’ve lost count of how many I’ve made now,” she said, estimating she has sewn at least 250 masks. Some have been donated to the food bank, while others have gone across the border to neighboring communities. Kress, who has been designing clothing since her teens and has worked as a pattern designer for lingerie companies and Catherine Regehr evening gowns, sells

her Savilla Creations designs on Etsy, specializing in costumes. Since coronavirus restrictions were put in place, effectively sealing off Point Roberts, she has been donning one of her costumes to liven up Gulf Road every Saturday as she walks to the post office. “Yesterday I was Jessica Rabbit. I’ve been a pirate, a paratrooper and cat girl,” she said. “I don’t see that many people on my walk.”

Proposed zoning changes circulated By Meg Olson Point Roberts Community Advisory Committee (PRCAC) activities remain on hold but committee members are taking the lull as an opportunity to circulate their proposed changes to development regulations relevant to Point Roberts. Drafted at the end of January, a document titled “Improvements for Point Roberts Special District 20.72” was provided to committee members at the PRCAC February meeting. The document distills proposed changes to development regulations, most of them in the Small Town Commercial (STC) zone. “We received suggestions back from Whatcom Planning and Development staff in March but they couldn’t do anything further at that time with the pandemic, which shut down all meetings,” PRCAC member Steve Wolff told members of the Point Roberts Taxpayers’ Association (PRTA) at their May 13 virtual meeting. “The planning commission would have been the next stop.” With the building at 1480 Gulf Road recently brought into code compliance as a multi-use building, the changes propose to address the issue of containers used for storage by allowing businesses in the STC zone to have storage containers and sheds as long as they are set back 50 feet from the road and adequately screened. Following a suggestion by planning staff, Wolff said they were recommending each business in the zone could be allowed one container

with up to two as a conditional use. “It keeps a lid on it,” Wolff said. The changes in the STC zone also recommend decreasing setbacks for commercial buildings, harmonizing rules for storage facilities as a conditional use, prohibiting further vehicle repair businesses, and loosening parking restrictions to allow side and front parking for new commercial construction. Gas station signs are recommended limited to 12 feet high with text no larger than six inches, but electronic colored letters and numbers would not be prohibited. A change is proposed in the Resort Commercial Zone to allow bed and breakfasts, which are now prohibited. While county planners had recommended strengthening tree retention rules to align them with similar regulations in other parts of the county, the committee is recommending delaying any changes until more information can be collected about the potential impacts. Wolff said “there was a plan to do more,” to educate the community about the proposed changes but “then this thing called the pandemic happened. Now it’s probably next year,” before the matter gets before the county planning commission and goes to county council for final approval. PRCAC does not have plans to meet until restrictions on public meetings are lifted. (Ed. note: The text of the suggested changes can be found with this story on allpointbulletin.com)

Close to 500 people have signed a petition started by local resident John Beals asking that the list of essential reasons for traveling through B.C. to the mainland U.S. be expanded. The online petition (change.org/PointRobertsBorder) is addressed to the U.S. Department of Homeland Security, U.S. Congresswoman Suzan DelBene, Canadian Member of Parliament – Delta Carla Qualtrough and Prime Minister Justin Trudeau. The petition reads as follows: The full-time residents of Point Roberts, Washington are a very special group regarding the containment of the coronavirus. At this time, there are no known cases of Covid-19 in any of the 1,314 full-time residents, and over 300 people have been tested. We request a special dispensation to traverse the 26 miles of Canadian roads to get to Blaine, Washington and the U.S. mainland, and back, without stopping in Canada, which creates virtually no health risk to Canadians. The only other option is to travel by air at $135 each way and available only once a week, or by private boat. Point Roberts citizens cannot, for example, access dealer-based or specialty-based vehicle maintenance or tire repair, visit their second home on the mainland or in Point Roberts for repairs and maintenance, buy groceries and household goods not available in Point Roberts, apply for employment on the mainland or receive health care for their pets. Residents also request the ability to access services in Tsawwassen, as Point Robert citizens are not a health risk to Tsawwassen residents. We, the undersigned, believe the reasons to traverse Canada to/from the U.S. mainland with zero stops in Canada should be included as essential activities for Point Roberts residents only.

VISION TAX*

By Gina Gaudet As the Coronavirus pandemic continues to dominate the news, upend our lives and distract us with daily updates on numbers of cases and deaths, the consequences of re-opening perhaps too soon or too quickly, and on and on ... it’s easy to lose track of the lives we lived a few months ago. Media has kept us informed of the various ways that people have coped with this new normal. We see footage from hospitals and from the places where bodies are coldstored. From empty schools turned into shelters for the homeless. From government buildings where frustrated citizens are claiming their constitutional rights to free assembly, regardless of the danger to others. Only now, numbed and discouraged, are we reading the names of the dead (N.Y. Times), in full realization that people have lost loved ones without being able to say goodbye. Fellow humans deal with shock and grief with limited physical support from family and friends. Families have been left broken, impoverished. Women and children are quarantined with volatile partners or fathers. The question some are forced to ask is, where is God in all this? One answer came by way of an email, which quoted thus: God, ever the gentleman, upon noting that his presence was not acknowledged, asked for or required, made a quiet, polite exit, leaving us to fend for ourselves. How does that resonate for you? I find quite the opposite to be true. Daily I read or hear at least one story that lifts my heart. Impromptu balcony concerts, vol-

unteers delivering meals, even flowers. Every evening at 7 p.m. my five-year-old grandson gathers his family on the front deck to bang pots and pans with neighbors who are doing the same, maybe honking car horns, saying “thank you” to frontline workers. Drive-by birthday parties, Churches zooming their worship, choirs performing digitally. And loveliest of all, I have watched videos of young First Nations children, in full regalia, dancing their precious little prayers for the world. The divine lives and breathes in each of these. And I have seen proof of mother Earth breathing deeply of fresh air, her children coming out of hiding to revel in a world free of human activity. God has been present throughout this experience, in joy and sorrow, in grief and relief. And when this is all over, God will still be there, still waiting for us to reach out for wisdom, comfort and guidance, perhaps with ears a bit more tuned in, hands a bit more reaching out, hearts a bit more open and minds a bit more humbled and receptive to the possibility that the divine is ever present, ever vigilant, ever caring, ever waiting. And perhaps wanting to wonder with you if your life will change as a result of this experience. Will “back to normal” ever be the same? Will you seek to create a “new normal?” As we move toward a post-pandemic, we will be adjusting to new realities. We may long for a return to “normal” but “normal” may need to be re-defined. Whatever the future holds we can know this to be true: And lo, I am with you always, to the close of the age.
