Time for things to pick up around here ... Parks district looking to make summer of 2022 a memorable one By Meg Olson The Point Roberts Park and Recreation District has been awarded a $31,000 grant to make this year’s summer kids camp just what local kids need after two years of Covid-19 lockdown. “This is a federal grant to provide an opportunity to create summer programs for kids who have been affected by Covid-19,” said parks board chair and grant writer Bennett Blaustein. “Let’s just say we had a strong application given the isolation this community and its kids have felt.” The Summer Experiences and Enrichment for Kids (SEEK) fund provided $10 million to Washington programs in 2022, administered through a collaboration between the Association of Washington Cities, the Washington Office of the Superintendent of Public Instruction and the Washington Recreation and Parks Organization. The parks district got a $5,000 SEEK grant last year, which they used to buy supplies and equipment. “We bought everything from ring toss games to kites,” Blaustein said, as well as paying for some of the counselor salaries. This year the district applied for more funds with the intention of getting kids off the Point to go and explore. The plan is for three field trips during the four-week program; the options being looked at include whale watching, the Vancouver Aquarium and Science World. Grant funds will pay for field trips, including transportation, counselor salaries, equipment and supplies. “We are hoping to stock up on things so that the grant can keep giving for future years,” Blaustein said. The dates for the camp are not set yet, though the program usually starts the week after the 4th of July. Registration information will be available once the dates for the program and the field trip schedule have been established. “We’re planning a really special program for this year,” Blaustein said. “I want it to be an experience these kids remember for a long time.”

T-Mobile to offer cell service By Meg Olson T-Mobile users may be getting more bars on the Point. In February SBA Communications sent an email to the Point Roberts Park and Recreation District that they were in contract negotiations with the cellular telephone provider to lease it space on the tower, said parks district chair Bennett Blaustein. The cell tower is owned by SBA on land they lease from the parks district. It is currently home to equipment owned by Verizon Wireless, the company that originally entered into the agreement to lease the land and applied to build the tower in

2008. With permitting in place, Verizon sold the project to TowerCo, who in turn sold it to SBA Communications in 2012. It is not known if that sale included an exclusivity clause that did not permit other providers from co-locating on the tower for a period of time. SBA Communications representative Lynn Hopkins said she did not have public information to share about the Point Roberts tower, previous contracts, contracts in place or under negotiation. “Most towers are open to colocation and there is not an issue of exclusivity,” she said. Holding an MBA from McGill University, she described part of her motivation behind applying for the commission was due to her being a caregiver for a disabled husband. “It’s incredibly important for us to have a functional clinic,” she said, adding, “I would be interested in helping the clinic expand its services.” Plain-spoken, Newbold seems destined to bring fresh air to the commission. “I’m just realizing I know shit,” she started off, explaining that she came from a production background in music and film. “I love the clinic and I think it is incredibly important to the community,” she said. “I’m not working, and I think it’s time to give back to the community. I have colorful language and I try to watch it, but I have good instincts.” Following her appointment, she thanked Falk and Oggel and said, “I’ll try not to piss anyone off.” Among the questions asked by commissioners of the candidates was one raised by Falk who queried each of the candidates if they were vaccinated and following recommended pandemic health practices; both Smist and Newbold replied they were fully vaccinated while Prudhomme replied in the negative.

Noel Newbold has been appointed to fill the position vacated by former hospital district commissioner Richard Dennis who resigned February 9 after announcing his plan to move to Texas with his wife. Commissioners Stephen Falk and Sara Oggel voted in favor of Newbold following an executive session at the hospital district’s regular meeting on March 9. Along with Newbold, Paul Robert Smist and Donna Prudhomme had put their names forward as candidates. Smist and his wife moved permanently to Point Roberts last year after having a summer home for the last “five or six years.” His experience was primarily in finance and account-

Letter To The Editor The Editor: I am writing to pay tribute and wish a fond farewell to a wonderful friend and a true community leader, Jennifer Urquhart. Jennifer will be heading back to her Tidewater, Virginia roots very soon – way too soon in my opinion, as she will be sorely missed by me and many others in Point Roberts. Aside from a genuine, social friendship, our main connection has been through the Point Roberts Taxpayers Association (PRTA), where she has long served on the board of directors and as treasurer and then as vice president. Representing the chamber of commerce, Jennifer served as one of the first members of the Point
Roberts Community Advisory Committee (PRCAC). Jennifer was responsible for establishing the ad-hoc Border Committee, at the request of the Point Roberts Customs and Border Protection port director of the day, who knew Jennifer to be a trustworthy and effective community leader.
During the protracted fight to prevent the approval and construction of the proposed AM radio antenna farm at the entrance to Point Roberts, Jennifer was the de facto leader of the cross-border coalition, exercising her skills of leadership, diplomacy and financial management. Most of all, Jennifer is smart, diplomatic, reliable, effective and overall a good friend to the Point and to me and many, many others. Good luck, Jennifer, on your next adventure. Chamber working on temp workers The Point Roberts Chamber of Commerce will continue to push to have a policy allowing temporary and seasonal workers coming to the Point from Canada reinstated. The temporary worker visa program was discontinued in 2010. While an initial response from state deputy attorney general Kristen Mitchell suggested this was purely a matter for federal elected representatives and border agencies, Bellingham immigration attorney Greg Boos said he has been in discussion with Mitchell and provided her with additional documentation. When chamber president Brian Calder first asked the state attorney general’s office for help in February with getting the temporary visa program reinstated, he outlined why the program was critical for local businesses. In her response, Mitchell acknowl-

edged that “it is absolutely clear to us that changes at the federal level did not take into account special situations such as those in Point Roberts.” However, she said that “those changes are purely federal and states and state officials don’t have any ability to change those policies.” She added that she had shared the chamber’s concerns with Governor Jay Inslee and with federal elected officials, encouraging Calder to contact them himself. Boos believes that case law exists which provides an argument the policy should not have been rescinded. “I am suggesting the state attorney general’s office file suit on behalf of the people of Point Roberts to have the federal government reinstate the program,” he said. He points to a U.S. Supreme Court decision from 1974 regarding a policy affecting cross-border commuters. The court held that “longstanding administrative construction is entitled to great weight,” especially when Congress has revisited relevant statues since those administrative policies have been in place and left them untouched, which was the case for the Point Roberts temporary worker visa policy. “Since it was a longstanding administrative construction, the Department of Homeland Security did not have to discontinue it. It was a legal program,” Boos said. Congresswoman Suzan DelBene’s office said they were monitoring the situation. “The congresswoman will continue to support the Point Roberts community as it rebuilds from the pandemic and addresses its workforce shortage ahead of the critical summer season,” said communications director Nick Martin.

Following a sparsely attended virtual candidates forum, the Point Roberts Community Advisory Committee (PRCAC) will consider skipping a community vote in filling two vacancies. PRCAC president Allison Calder said that only two of three candidates and five other people, including committee members, attended the March 14 forum. “Since a lot of people did not show up to listen to the candidates, I’m not sure what the value of calling for a community vote would be,”

she said. “It’s an uncomfortable situation since what would people be basing their vote on?” Calder said she had contacted the county executive’s office asking for guidance, with a suggestion that he should possibly appoint simply based on the three applications received for the two positions. Applicants are Jessica Basore, Elizabeth Mason, and Jared Oberhaus. ❦ Fire commissioners have appointed Norm Katz to replace Raye Newman, who resigned as a commissioner for Point Roberts Fire District 5. Fire chief Christopher Carleton said commissioners accepted Newman’s resignation and appointed Katz at their Feb-
ruary 9 regular meeting, and he took the oath of office at the March 9 meeting. “I think we are in a special place here and there are a lot of special people here who do a great deal for the community,” Katz said when asked why he wanted to be a fire commissioner. “I just want to be a part of that team.” Katz, a 20-year resident of Point Roberts, said he had been a volunteer with the Point Roberts Emergency Preparedness Committee for most of his time on the Point and had gotten to know Carleton and other members of the fire department in that capacity. “I’ve seen a lot of good things happen and I want to help that continue.” In other fire department news, Carleton said that the district is in the process of hiring firefighters to fill vacant positions as department members moved on to fulltime career positions. “We have 15 people in the hiring process now and I expect to bring on six or seven to fill open positions,” he said.

Boundary Bay Border Station The Point Roberts-Boundary Bay crossing is one of thirteen along Washington’s 427-mile shared border with British Columbia, and the westernmost on the United States-Canada border. Due to our exclave status, the only way to leave the Point is by land. This month we mark two anniversaries of Canada’s border services here on the Point. After a road was built to Point Roberts in 1919, Canada built its first border station on that road in 1922. This is the centennial of that first Canadian border station, which was located on the northwest corner of 56 Street and 12 Avenue, where Tim Hortons is today. The customs office operated there until 1935, when two border stations were built at the border, one at 67th Street feeding Meadow Lane in Maple Beach (the “lower

port”), and one at 56th Street (the “upper port”), where the U.S. had built a station in 1934. Immediately, the upper port became the third-busiest west of Detroit. After the lower port closed in the spring of 1976, Delta added a second lane on 56th Street leading up the hill to the Point in December 1977. Point Roberts continued to grow throughout the 1980s. Canadians packed the Point’s taverns on Sundays as B.C.’s blue laws didn’t allow drinking back home. Responding to the heavy traffic, Canada upgraded its port in April 1987. This month is the 35th anniversary of the current Boundary Bay border station building. The previous building is shown in this 1979 photo. Strong contender for Darwin Award B y P a t G r u bb The Ides of March came two weeks early for one misfortunate water recreationist who had to be rescued by the Canadian Coast Guard after he drifted out into Boundary Bay after dark on Monday, February 28. Residents on Elizabeth Drive called 911 after hearing a man out on the water below calling for help. Point Roberts fire department dispatched to Bayview Drive and initiated Unified Command which alerted U.S. Customs and Border Protection, Delta police and fire departments, the Canadian Coast Guard (CCG) and Whidbey naval air station. The latter dispatched a rescue helicopter which was called back after the CCG hovercraft and the CBP boat arrived on scene. According to Point Roberts fire chief Christopher Carleton, fire personnel at first believed the individual was on or near the Maple Beach mile marker but their thermal imagers were unable to detect any body heat. Three individuals, a woman and two males, had earlier self-dispatched from the
Canadian side in personal watercraft to look for the man and returned with mild cases of hypothermia after he was rescued. After performing a grid search, personnel aboard the hovercraft found the man adrift, floating in an inflatable chair, dressed in three layers of clothing with heavy construction boots on. He was brought aboard the vessel, stripped of his wet clothing in a hypothermic state. He showed no signs of intoxication and provided no details as to why he chose to go to sea in an inflatable chair. The Canadian male was transferred on shore to waiting Point Roberts EMTs where warming efforts continued; he was eventually transferred to a Delta ambulance. “It was very strange,” said chief Carleton. “We have no idea what possessed him to do what he did.” The following day, the fire department was called out once again for a water rescue after a kite surfer was unable to inflate his kite. The man ended up drifting ashore north of the border. The average water temperature of Boundary Bay and Georgia Strait in February is around 44 degrees Fahrenheit.
Canada relaxes test rules at borders The Canadian government announced March 17 that travelers entering Canada by air, land or water will no longer need to present a negative Covid-19 test. The high rate of vaccinations in Canada, the use of rapid tests to detect infection and lower rates of hospitalizations were cited as some of the reasons behind the relaxation of rules. Point Roberts and other exclave communities had already been exempt from the testing requirements. Travelers will still need to show proof of vaccination and tests will continue to be given to travelers at random. For travelers to currently enter the country, they must show proof of vaccination and proof of a negative antigen test taken within 24 hours or molecular test taken within 72 hours. The test requirement ends at 12:01 p.m. on April 1. “After a challenging two years, we all want the Canadian economy, including the tourism sector, to rebound and grow. We in government have been listening to the concerns of tourism businesses across the country. We are confident that, thanks to all that Canadians have done to protect one another, we can now take the next step forward and remove testing requirements for fully vaccinated travelers enter-
ing Canada. The economy, workers and tourism business owners will benefit from this next step in opening Canada up once again to the world,” said Canadian tourism minister Randy Boissonnault. Rules will not change for unvaccinated and partially vaccinated travelers. “I hope this isn’t an April Fool’s joke,” local immigration attorney Len Saunders said. Saunders has not traveled to Canada since the border was closed in 2020.

A country store re-imagined By Louise Mugar Neil and Krystal King were living in Portland, Oregon during the early stages of the Covid-19 virus when they read a news article about Point Roberts. They both had work they could do from home and they wanted to start a family so the description of a small, safe community on the coast was very appealing. They made the move. Around the same time that Pamala and John Sheppard of Auntie Pam’s Country Store started thinking of a possible future move to Puerto Vallarta, Mexico, the Kings came into her store and expressed interest in buying it. Now open, Kora’s Corner has the same feel and eclectic mix of products as Auntie Pam’s, and the popular Auntie Pam’s soaps and sprays will still be available. Neil King said they are keeping dry goods, “curating those items not found in the local supermarket.”
CBD products will also continue and the selection expanded, including an item from Green Roads for muscle and joint relief. New designs for Point Roberts branded clothing and merchandise are coming in, and a pet section which will have treats and safety lights for walking your dogs. The toy section is getting revamped with a focus on more discovery-type projects for kids. Local artists will be happy to hear that the area in the back of the store will be turned into a gallery for their work. Kora’s Corner is located at 1480 Gulf Road. November was a very, very rainy month By Grace McCarthy Rainfall in our area reached record numbers for the month of November last year. According to Birch Bay Water and Sewer District (BBWSD), which tracks precipitation at its office in Birch Bay on Point Whitehorn Road, rainfall in November 2021 totaled 15.14 inches versus 4.9 inches, the average rainfall in 2010-2020. In one 48-hour period, the region received 6 inches of rain – the district considers an inch of rain in 24 hours to be a significant event. The rainfall last November was over three times the average rainfall in November from 2010 to 2020. November has averaged as the wettest month in Birch Bay for the past decade, with December closely behind. BBWSD received 4.7 million gallons of water into the sewer treatment facility November 15, nearly double the previous single-day record of 2.7 million gallons in 2010, according to the district. District manager Dan Eisses said the district needs to treat the stormwater once it’s in the sewer system, which made the sewer facility reach the cusp of capacity in November. “We’ve never seen that much rain and we’ve never seen that much flow at the plant,” Eisses said. Birch Bay’s rainfall is in line with other record-breaking amounts recorded in neighboring cities of Seattle and Abbotsford. In Seattle, King 5 reported the city had the wettest fall on record, receiving 19 inches of rain from September to November. The 10 inches of rain recorded in No-
vember at the Sea-Tac Airport made it the fifth wettest November for Seattle. Across the border, Abbotsford surpassed its 2006 record of 16 inches, with 21 inches last November, according to the Vancouver Sun.

TEACHER’S CORNER This month the students spent time learning about Australia! The students created animal art featuring different Australian animals. Indigenous Australians used to share stories from one generation to the next through singing, dancing and art. We were so impressed with the time that each and every student dedicated to their own individual artistic creation. The students also created their own Didgeridoo Kazoos. The Didgeridoo is traditionally made from a tree trunk that has been hollowed out by termites. Our students used recycled cardboard tubes, wax paper, rubber bands and markers. Next stop... Mexico!

Church News By Gina Gaudet A walk to the beach at Lily Point speaks to me of the season of Lent to Easter A bright day: The sunlight illuminates tiny yellow flower buds which, from even a slight distance, resemble tiny points of light – wee visions of warmer, brighter, sweeter days to come. While faithful evergreens speak to the eternal life from which we emerge, to which we return, smaller deciduous trees and shrubs symbolize lives sometimes void of joy or peace, waiting in dimness for the emerging light to warm the soil that holds our tenacious roots, our tenuous seeds. There are stores of fullness and joy that wait hidden from view until the Earth’s axis once again leans more into the sun. The forty days of Lent represent the forty years the Israelites traveled the wilderness, learning to trust the God who freed them from slavery, looking to the day when they could enter their homeland, at which time they tilled and planted, watered and waited until the time of harvest, which was celebrated as a true thanksgiving for having been given a land,
and a relationship with that land. The story of our life with the land is the story of our life with God, giver of life and all good things. When we nurture and care for this gift, we activate these blessings. When we share the harvest and give thanks, we complete the cycle of giving and receiving. We create community and culture. Life with the land is a life of ritual – seasons of rest, seasons of renewal as we prepare and till the soil for the seasons of pruning and planting, and the gracious rituals of watching and waiting. Then, the harvest, then the sharing: The drying, canning, preserving, bottling, gifting. Then, the season for winter walking, feeling the full brunt of tilting away from the sun, faces wrapped against the force of wind off of the water. Celebrating Thanksgiving, lighting advent candles. Walks through forests, eyes downward in search of the tiny illuminated buds of spring.

The U.S. Coast Guard is offering the opportunity this spring to obtain a Washington state Boater Education Card through online courses. All Washington state residents over the age of 12 or born after January 1, 1955 – under 67 – must have the card while operating a boat of 15 horsepower or greater. People who complete the course will receive a certificate which will allow them to obtain their boater education card through a separate application issued by the Washington state Parks and Recreation Commission. The course is broken down into two-hour sessions over four days and will be over Zoom. The courses will be held April 11-14, May 9-12 and June 6-9. All classes run 6:30-8:30 p.m. on Mondays, Tuesdays, Wednesdays and Thursdays. There will be a test at the end of the four sessions. Each 8-hour class is presented in four consecutive evenings and students must attend all four evenings to be eligible for the exam. Topics include: Introduction to Boating – Types of power boats, boating vocabulary, sailboats, paddle boats, powering boats, and the var-
ious types of engines. Boating Law – Boat registration, regulations, hull identification numbers, required safety equipment, Federal boating law, state boating law, and reporting accidents. Safety Equipment – Life jackets, fire extinguishers, sound-producing devices, visual distress signals, anchors, and other safety equipment. Safe Operation and Navigation – Buoys and beacons, aids to navigation, navigation rules, docking, and the dangers of alcohol on the water. Boating Emergencies – Hypothermia, boating accidents, man overboard, capsizing, emergency radio calls, carbon monoxide dangers, and weather. Trailering – Types of trailers, lights, hitches, towing a trailer. Sports and Boating – Water-skiing, hunting and hunting gear, PWC operation, and other boating tips. Course participants can pay $20 to register and receive a digital course book for $5, or $30 to cover registration and a printed book. To register, visit bit.ly/3quUb0q. Karen Scotti December 23, 1941 – Feb. 26, 2022 Karen Scotti passed away in Las Vegas, Nevada, after a brief illness. Her younger brother, Jay, was at her side. Anyone of you who knew Karen, will understand when we say she crossed over the rainbow bridge. Yes. That one! Karen never met any fur-bearing animal she didn’t love, and they loved her back in equal measure. Her idea of the hereafter always included the presence of every animal she ever loved being in paradise with her. Karen had a varied and illustrious career experience: in news, reporting, programming and production in New York, and in media and public relations for major corporations in Colorado and Washington state. At 56, she reinvented her life, coming to Point Roberts where her brother, sister-in-law and nephews lived, and opened TSB Shipping with Shelley Christina. By the way, back then, TSB stood for Two Smart Broads! They were! After retiring and selling TSB to the Marquettes, Karen moved back to the Tri Cities area in Washington state. She remained there until her move into a long-term care facility in Las Vegas in 2020. Alzheimer’s disease took lots of things from Karen, and from those who loved her and who were witness to the devastating effects of this disease. It never took her love for animals or her happiness around them. Alzheimer’s did take the facade of hardness and obligations required of her as a business and career person, but left a woman who was fully present and engaged in the moment, unburdened by memory or regret. We can be grateful for that for her. Karen is survived by her older brother Paul, and sister-in-law Charlene, brother Dante Jay and sister-in-law Waneta, and nephews Gary, Michael and Daniel. She was ideally suited to the role of Auntie and adored her nephews. Her long-time cat companion, Jake, survived Karen by three days. Karen’s friend of 50-plus years, Cathy, predeceased her. Long-time friends Kate and Shelley, and Daryl and Bobbie, join all her family in mourning the passing of one hell of a dame. In September, Karen’s ashes will be interred here on the Point, the one place in her adult life she truly called home.

County works expects spring repairs Whatcom County public works staff anticipates repairs to the Maple Beach seawall damaged in last summer’s fatal crash will be underway in late spring. “Our plan is to request quotes from local contractors in April with construction to occur in May,” public works bridge and hydraulics manager James Lee wrote to Bayview Drive resident Stephen Fowler on
March 11. “The traveling requirements for the border crossing appear to be less restrictive than they were when we requested quotes late last year, so we are optimistic we will have better luck this time around.” He added they had sent out requests for quotes to have the work done late last year but received no response.
