County says building planned for Birch Bay Drive may be too tall By Oliver Lazenby The Whatcom County Planning Department is requesting more information about a proposed 39-unit apartment complex on Birch Bay Drive. The proposed development is at the current site of Richmond Resort, 8086 Birch Bay Drive, and would have buildings up to 35-feet tall and could potentially block views from residences behind it. In a formal letter called a “notice of additional requirements,” the county asked for a

variety of extra information and documents about the project, including information about how the proposed development’s height would impact its surroundings. “The submittal as prepared does not demonstrate compatibility of the development with regard to size, scale and height of the surrounding community,” the letter said. “Please provide a graphic analysis or elevation detail demonstrating how the proposed buildings will impact the surrounding uses and the proposed mitigation measures, if necessary.”

The county requested a variety of other information from the developers, including details about the project’s landscaping, parking stall dimensions, setbacks and stormwater discharge. Demolition crews deconstructed a 1920s-era building in downtown Blaine last week to make way for a new development project that includes a mix of residential and commercial space. The property is located at 685 Peace Portal Drive next to the H Street Plaza and previously contained a two-story, approximately 3,200-square foot building. In 2016, private investor Peter Gigante purchased the property with his wife Joana and is gearing up to construct a three-story, approximately 5,300-square-foot building at the site. The Hollinger family owned the property prior to Gigante. He discovered the building on the site when it was advertised for rent and eventually was able to work out a deal with the family to purchase the property for $290,000. He said Drayton Harbor Oyster Company will relocate to the new building from its 667 Peace Portal Drive location once it’s constructed. Ferndale-based Barlean’s Fishery Inc. is also in “final talks” to open a retail store at the location, he said. “I kept finding excuses to stop into Blaine,” Gigante said. “[My wife and I] had been looking for some kind of income property. I was looking all over for the best

access to the community.” All designs moved the parking lot to the back of the property, which was important to the community to maintain views. “The discussion was a lot of tweaking and maybe changing the size of a particular area but overall I really felt as though people were behind all three of the designs,” Cox said. Terry Brown of Zervas Architects helped develop the design plans for the library. He said, “the key is to dial it down to get as many things just right as possible. That’s the beauty of something like this today, you just get so many good ideas and the challenge is to fit those all into one final plan.” Community members will have more chances to be involved, with plenty of fundraising opportunities planned for the future, said Dianne MarsSmith, president of Friends of Birch Bay Library. “We have got some small fundraisers that we are starting to work on, one is a book sale around the holiday season,” she said. “Next year we plan to have a fundraising dinner.” If you missed the meeting, there is still an opportunity to give your input on the library designs. The public recently gave input on three floor plans proposed for the new Birch Bay Library at a design meeting at 7968 Birch Bay Drive, the site of the new library. Architects from Zervas Architecture and representatives from the Whatcom County Library System (WCLS) presented floor plans at the August 18 meeting that were developed based on community input from two prior meetings. All three of the proposals incorporated the existing house structure. The outbuildings on site will be removed to make room for the new building and parking, WCLS deputy director, Michael Cox said. The plans have space for children, teens and adults as well as a lounge, computer lab, multimedia space, checkout desk, study nooks, staff space and sever room. “One of the spaces that I am excited about is the lobby because we envision what we call a library express,” Cox said. “That means even when the library is closed people will be able to use their library card to open the door and gain access to the lobby where they can pick up their holds and check them out at a computer. Or pick up a phone and get remote staff assistance if needed. That way we can bring more library

The Editor: Last week’s letter from Krista Rome had only scorn for people driving shiny, new black pick-up trucks who didn’t share her particular cause. Of course, it’s heartening that a young person will step out to support a cause to begin with, but I wish Ms. Rome would look at the bigger picture. Those shiny, new black pick-up trucks are driven by people who are busy with the struggle for prosperity. They are taxpayers, paying from their income to support vast numbers of needy people with food, shelter, child support, medical care, transportation, housing assistance, education, and, where necessary, English language education. Also, college tuition loans. I would guess that the workers marching in Ms. Rome’s troupe are engaged in the very same struggle for prosperity that our capitalist system encourages, and that a shiny, new black pick-up truck is a dream for every one of them. Dissent is part of our great free society, too, even if expressed rudely, unfortunately. Mary Johnson Blaine

The Editor: I always stand for the national anthem. But if Americans ever wonder why some NFL football players kneel during the playing of the national anthem, I believe it’s because in 2018, unfortunately hanging behind some of our beautiful American flags, is a very disrespectful, racist Confederate flag and its beliefs. It’s all over America, even in Birch Bay. When it gets to the point that you feel no one else seems to care, you take a stand or in their case a knee. We do love America and our flag, we just want to be respected and treated equal. Kevin Davis Birch Bay The Editor: If she had accomplished only one thing last legislative session, Luanne Van Werven would have my vote. She worked to undo the infamous Hirst decision, thus protecting owners’ rights to drill household wells and build on their land. However, she accomplished far more. Her voice on the House Higher Education

Committee resulted in House Bill 1375, which provided transparency to textbook costs in Community and Technical Colleges. The bill also promoted student access to free online textbooks and supported the new Whatcom Community College Learning Commons project. This building will house the new library, tutoring center, veterans’ center and computer labs. (Continued on next page)

After testing all the water fixtures at Blaine Primary School, the Blaine school district is replacing nine faucets that tested above 10 parts per billion for lead. That’s a voluntary measure; the Environmental Protection Agency recommends that fixtures with levels of more than 20 parts per billion be taken out of service. None of the faucets being replaced are in the part of the building being used for the Primary School’s summer program, according to the district’s website. State lawmakers passed funding for lead testing in schools in 2017, and the Washington State Department of Health began assisting school districts with testing this year. The district tested Point Roberts Primary and Blaine Elementary earlier this year. All fixtures at Point Roberts tested below 10 parts per billion, and the school district replaced 12 faucets at Blaine Elementary – two had lead levels of 20 parts per billion or more, and the rest had between 10 and 19 parts per billion, according to a school district memo. The health department plans to test all the fixtures at Blaine Middle School in September, accord-

s While the majority of Whatcom County residents cast votes in favor of Democratic candidates running for three District 42 positions in the August 7 primary election, the opposite result occurred in The Northern Light’s readership area. Above is a map of all the voting precincts that contain voters in the 98230 zip code where the newspaper is delivered by the U.S. Postal Service. The table to the left shows combined individual precinct results for District 42 two state representative positions as well as the District 42 state senator position. The table shows that 54.2 percent of voters in The Northern Light readership area favored the Republican candidates, while the rest of the county favored Democratic candidates by a 53.7 percent margin. A host of public hearings are set for the next Blaine Planning Commission meeting, which will take place at 7 p.m. on Thursday, August 23 at Blaine City Hall, 435 Martin Street, suite 4000. Here’s a tentative look at what will be discussed: Bridges Plat The project consists of a 40lot subdivision planned on 10 acres located along D Street, east of Lincoln Park. The project, called Bridges Plat, received approval from the Blaine City Council in 2010 and received a one-year extension in 2018. According to a document from the city, Bellingham-based Skeers Construction is interested in building the first phase of the project, which includes 18, approximately 6,056-square-foot

lots, a small playground and a stormwater open-space tract. The Blaine Planning Commission will consider an amendment to the Planned Unit Development permit to update the architectural standards for the single-family homes and change the setback for side yard and lot coverage requirements. The amendment will make no changes to the preliminary plat, including utilities or roadways, if approved. The amendment requires final approval from the Blaine City Council. Sea Smoke Approved by the Blaine City Council in 2016, the project includes 119 residential units, a neighborhood commercial space and a storage facility on 19.4 acres located at the southwest corner of Semiahmoo Parkway and Drayton Harbor Road. Phase one of the project, called Sea Smoke, is well underway and includes 40 single-family homes ranging from 1,200 to 3,000 square feet in size, according to managing director of Bellingham-based Rimland Pacific, Inc. Wayne Schwandt. Homeowners will be members of Semiahmoo Resort Association.

The Blaine Planning Commission will consider an amendment to the Planned Unit Development permit to update construction guidelines and change the permitted uses in the southeast portion of the development, referred to as ‘Tract A.’ According to a document from the city, the amendment would allow for an office and maintenance building facility for the Semiahmoo Resort Association and would make changes to the maximum building height limit in ‘Tract A.’ The amendment also includes changes to the width of future internal roadways, architectural materials, hours of operation for commercial spaces, landscaping maintenance requirements and exterior color choices. The amendment requires final approval from the Blaine City Council. Port of Bellingham The Port of Bellingham intends to build a 20,600-square-foot web house located next to two existing web houses it owns at 207 Milhollin Drive to provide the commercial fishing fleet with additional place to store gear. location and it was right under our nose – Blaine.” The building sat vacant for several years and was last used as office space, according to a document from the city. Built in 1920, a 400-square-foot addition was attached to the basement level in 1973. Over time, the interior deteriorated and the foundation began to settle. “The building was very old and it needed a lot of work,” Gigante said. “It was reaching the end of its useful life.” With support from the Hollinger family, who Gigante said took great pride in the property, he decided to move forward with construction, which is estimated to value over $1 million, according to a permit application submitted to the city. Architect Roger Axelson and structural engineer and contractor Mats Hazelak helped Gigante develop plans for the new building, which will be comprised of three stories with one apartment unit on the basement level, a restaurant and retail store with open access to the H Street Plaza on the ground level and two apartment units on the third level. The project got a kick start in 2017 when the Blaine Planning Commission voted to allow outdoor dining on the H Street Plaza. The following April, commissioners voted to approve a required shoreline substantial development permit and land use variance, with minor modifications. “The renovated building will have sweeping views of the Blaine marina, Drayton Harbor, the islands beyond and White Rock to the north,” read a report about the project compiled by city staff. Looking ahead, Gigante is excited for the building to be complete and for Drayton Harbor Oyster Company and Barlean’s Fishery Inc. to expand in Blaine. “It really will help create a fresh, local seafood identity for this development,” Gigante said. “It will really help enhance Blaine as a destination.” The project is set to be complete by next March, he said.

The new system will allow district staff to post updates to its website, app and social media channels from one program, which should streamline communication, especially during school closures or emergencies, said Tina Padilla, administrative assistant to the superintendent. The new mobile app can be downloaded from the App Store and Google Play. Just search for “Blaine school district” and look for the Peace Arch icon. The new website’s address is blainesd.org.

The app features a live newsfeed and “push button notifications,” to alert your phone when school district news is updated. App users can select which schools they want to receive notifications from. The new website and mobile app also provide access to calendars, cafeteria menus, a staff directory and other information. The district’s alert system will still send recorded messages to telephones in the event of an emergency or school cancellation. Welcome to the New School Year! It has been a very busy summer on the main campus of the Blaine School District. With completion of the second phase of construction at Blaine High School, staff and students will return on August 29 with access to 19 new classrooms. This is most certainly a very pronounced milestone and, although there are still a few details to address, it is wonderful to have this stage of the process come to fruition. Phase III of this overall project is underway and began with demolition of the area which will become the center courtyard of the High School campus. During Phase III’s renovation work, the library and school offices will be temporarily housed in the Phase I facility. Patience is appreciated as we experience one additional year of displaced programs on the Blaine High School campus. We have most certainly turned the corner of this project and completion is in sight. Over the summer, five of the oldest classrooms at Blaine Elementary School were also

remodeled, and the existing outdoor play area was enclosed. In addition, seismic upgrades were completed in the old Middle School Gym, as well as the Ken Waters Gym. Finally, we are actively engaged in the overall design of a new grandstand structure which is scheduled for completion by the end of summer in 2019. We are so very fortunate in the Blaine School District to have experienced such a high level of financial support from our community for these long-overdue capital improvements. Thank you voters! As the new school year gets underway, parents and visitors will notice significant changes to the entry points at Blaine Primary School, Blaine Elementary School and Blaine Middle School. creased understanding and fluency in literacy and math. We are developing the foundational learning blocks for all our students to grow academically, socially, and emotionally and become life-long learners. We have just finished the second year of our “Bright K” summer school, which supported our incoming kindergarten students. We welcomed 45 pre-K kiddos that spent the last four weeks participating in school routines, social skills, and math and literacy activities. Our district administrators spent one morning reading to the students and having lunch with them, which was rewarding for all of us. We recently finished our first year with the newly-adopted literacy program, Fountas & Pinnell Classroom. It is a truly enriched program that introduces shared reading, interactive reada-louds, guided reading, and phonics along with high interest student books. This year, we will be continuing our professional learning and implementation of this program. Blaine Primary School has a wonderful PTO (Parent, Teacher, Organization) that supports many activities throughout the school year. We

New thrift store Wildbird Treasure Nest opens in downtown Blaine B y M at h e w R o l a n d There’s a new place to shop in downtown Blaine. Wildbird Treasure Nest: Thrift & Gift, located at 442 Peace Portal Drive, will celebrate its grand opening all weekend, from 11 a.m. to 3 p.m. starting Friday, August 31 and running until Sunday, September 2. During the event, staff will serve free hotdogs and cold beverages. Regular store hours are 10 a.m. to 4 p.m. on Sunday through Wednesday and 10 a.m. to 5 p.m. on Thursday through Saturday. Clothes, shoes, jewelry, purses, home décor, small toys, linen sets, throw pillows and blankets are sold and accepted for donation at Wildbird Treasure Nest. Donations of appliances, pots and pans, or miscellaneous plates are not accepted. Deanna Mulder is the owner of nonprofit Wildbird Treasure Nest and her husband Mike Mulder owns the building. Donations are currently being accepted for men, woman and children. Andrea Skorka is the store manager of Wildbird Treasure Nest. “We want to be an asset for the community and be able to

take the money that is brought in for a good cause and use it to help people who don’t have anything,” Skorka said. “We are more like a boutique than a thrift store. Mike started Wildbird Charity two years ago with friends from Trinity Western University in British Columbia, where he went to school. “We decided to do something fun but help people at the same time so we formed a charity to help the poor and the homeless,” he said. The backpack program is currently helping kids in Kendall, Washington, Mount Baker School District. Kendall was selected after a volunteer’s daughter who works as a nurse in the

district saw the desperate need for the program. Deanna hopes the Wildbird Treasure Nest will help them expand to the schools in Blaine. The cost of food for the backpack program is $450 per child and supplies the child for 52 weekends. The Wildbird Treasure Nest is also funding homeless outreach throughout Whatcom County, lead by Skorka, such as dispersing meals, clothes and hygiene bags to those experiencing homelessness. The bags come with athlete’s foot

cream, Band-Aids, socks, shaving cream, razors and deodorant. They cost about $15 to assemble per person and last one month. “Every time we fill a storefront it’s an important step forward. I’m glad Wildbird is planning for a new location when the current site is redeveloped,” said Michael Jones, interim city manager in a press release. Man sentenced to more than 11 years in prison after incident south of Blaine B y S t e fa n i e D o n a h u e

documents show. Pukaluk avoided a jury trial, which was scheduled to begin on September 17, and 11 of 17 charges that were filed against him were dropped. The altercation that spurred the case took place at a home located at the 9600 block of Ronald Drive on December 26, according to a probable cause affidavit. After receiving a report of a domestic dispute and shots fired, Whatcom County Sheriff’s Office deputies, Blaine Police Department officers and U.S. Customs and Border Protection agents were dispatched to the scene. By the time law enforcement arrived, Pukaluk had driven away, crashed into a ditch and fled on

foot before he was located and taken into custody. Pukaluk was accused of physically assaulting his wife as well as two relatives that attempted to intervene, according to the affidavit. When his wife attempted to call for help, Pukaluk took her phone outside and destroyed it. The wife eventually was able to escape the home and call 911, according to the affidavit. Pukaluk shot a long barrel firearm, likely a shot gun, in her direction and at her car before driving into both her car and his parent’s car. February 18, 1933 – August 10, 2018 He was born in San Diego, CA to George & Elizabeth (Mason) Tranberg. George passed away at Good Samaritan Society-Stafholt in Blaine, WA after circulation problems in his legs which began in March. He went very peacefully and I’m so thankful I was there with him. George grew up in No. Hollywood, CA until he was 17, and graduated in Lavina, MT. He served in the Army, became a smokejumper for 3 seasons and joined the border patrol in 1956; he came to Blaine in 1962, serving here, Lynden and back to Blaine, finally retiring as Deputy Chief on February 20, 1983. George was married to Roxana Pfundt 1964-1978. He had may interests and loved being out in nature. He climbed Mt. Rainier in 1963, camped, hiked in Utah (Escalante) from 1990 every year for 13 years. He was interested in Civil War history, writing poetry and reciting it from memory. I met him January 6, 1984 and we were married on October 12, 1985. We loved going on cruises, and to Cannon Beach twice a year for 29 years. He was predeceased by his mother, father and stepmother. Also, our “kids”, dogs Happy, Snowflake, Mitzy and cat Garfield. Surviving him is wife Lise, brother David (Janice) of Laurel, DE, beloved cousins, nieces, nephews, dog Biscuit and cat Dusty. In lieu of flower, please send donations to Stafholt, 456 C St., Blaine, WA 98230, or to the Whatcom Humane Society, 2172 Division St., Bellingham, WA 98226. George had many dear friends in Blaine, and will be missed a lot. I cannot express my gratitude enough for the care he received at Stafholt. The staff was caring and compassionate. Also, a special thanks to Dr. Gib Morrow for taking care of him all these years, his care is appreciated so much. Rest in peace my love, and thanks so much for 34 years we had together. Celebration of Life will be Sunday, September 9, 2018 at Blaine Senior Center, 763 G Street, from 10 a.m. to 1 p.m..

In an email, volunteers Joan Smith and Terry Aiello said the food bank is in need of able-bodied volunteers to work in the facility and make deliveries by car. The Blaine Food Bank is located at 500 C Street.
