Preliminary August primary election results foretell tight races in November By Grace McCarthy The August 2 primary election is turning out to be a hot election in Whatcom County. About 30 percent of the 155,458 registered county voters had turned in their ballots as of 8 p.m. Election Day. Whatcom County Auditor’s Office estimated another 12,600 ballots were left to count after nearly 46,580 ballots were counted. Sharon Shewmake (D) pulled ahead for the district 42 state senator seat, with 47.6 percent (15,279 votes) and will face incumbent Simon Sefzik (R) in the November general election. Sefzik received 33.4 percent in favor (10,707 votes). Ben Elenbaas (R) will not advance as he received 19 percent in support (6,077 votes). The two Republicans received 52.4 percent of the vote. Incumbent Alicia Rule (D) received 49.2 percent (15,715 votes) and will be challenged for the district 42 state representa-
tive position 1 seat by Tawsha (Dykstra) Thompson, who received 35.9 percent (11,481 votes) in support. Kamal Bhachu (R) will not advance to the November election as he received 14.9 percent (4,744 votes). The two Republicans received 50.8 percent of the vote. The district 42 state representative position 2 seat is proving to be a close race. Joe Timmons (D) was leading with 29.1 percent (9,229 votes), followed in second by Dan Johnson (R), who had 27.4 percent (8,691 votes). Kyle Christensen (R) received 23.8 percent (7,543 votes) and Richard May received 19.6 percent (6,191 votes). The two Republicans received 51.2 percent of the vote Whatcom County prosecuting attorney Eric Richey (D) is running without opposition to keep his seat. As for the Whatcom County District Court judge position 2, Jonathan Rands received 42.4 percent (17,824
votes) and will likely face Gordon M. Jenkins, who received 35.7 percent (15,017 votes) in November. David Nelson received (See Election, page 7)

The city of Blaine’s Public Works Department scheduled two overnight power outages from 10 p.m. to 6 a.m. for the nights of Monday, August 8 and Tuesday, August 9. Many Blaine residents will be impacted for one night that is determined by their location within the city. Semiahmoo is not affected. The power outage is being done so public works crews can install new switches and electrical cables to improve the city’s electrical grid, according to the city’s website. The outage will only impact Blaine power customers, and not Puget Sound Energy customers. Gary McSpadden, the city’s acting public works director, said public works determined outage times that would have the least impact on residences and businesses. The city’s website will be updated as crews work with projected times power will return. The public works department will man the phones both nights and crews will be prepared to take care of water and sewer issues. “We have a pretty good plan in place and have crews to take care of any issues that arise,” McSpadden said. Most of the city west of I-5, from 0 Avenue to Dodd Avenue, including Marine Drive, will be impacted August 8. A section west of 6th Street and north of E Street to 0 Avenue will be included in the August 8 outage. On August 9, sections of east Blaine and areas east of I-5 will lose power. A large section will lose power from SR-543 to around North Harvey Road and H Street Road. Power will also be out in areas along Odell Road, Cost Cutter Plaza, Blaine school district’s main campus and Pipeline Athletic Complex. Power customers between H Street and Sweet Road, west of Flambeau Road and east of Harvey Road, will lose power August 9. The clusters losing power are fragmented. The city has published an outage map on its website for Blaine residents to determine whether they will be impacted. View the map at bit.ly/3zDKGB8. Blaine Police Department recommended on its Facebook page that residents should reach out to people they know who may not be aware of the power outage or rely on electricity for medical devices. City hall demolition expected to start Monday, August 8 By Grace McCarthy Nearly a century of history will come down as the city of Blaine’s public works department is prepared to start demolishing the old city hall. The 1927 building at 344 H Street will be demolished during the day Monday, August 8 through Wednesday, August 10. Public works scheduled asbestos abatement during the first week of August and is planning for seven days of post-demolition clean up. The demolition will not create road closures, said Gary McSpadden, the city’s interim public works director. Only pedestrian traffic will be detoured from in front of old city hall to the south side of H Street while a chain link fence is up. The fence will be pushed back and reopen foot traffic once hazards are cleared. McSpadden estimates public works should be completely finished with clearing the property by mid-August. McSpadden said people can get the best view of the 95-year-old building coming down from the south side of H Street. City council is still determining what it wants to do with the city-owned property after several years of discussion. Council has considered expanding the neighboring police station or adding affordable housing units to the site. Council voted in June to have city staff prepare a preliminary report on the cost to develop a larger po-
lice station, which should determine whether they decide to use the old city hall property for the police department. The old city hall stood as a
mostly derelict building since the city officially closed it in 2012. The building was originally constructed as a World War I memorial, according to a 2012 Drayton
Archaeological Research report on the building. It didn’t qualify for the National Register of Historic Places because of its additions and alterations, according
to the report. The building housed the old Blaine Fire Department station (See City hall, page 4)

and a conglomerate of city services including a small Blaine library, jail, and light and water departments. It’s been used for graduation ceremonies, an American Legion hall and Blaine High School dances. The second-floor ballroom had alumni names from the ’50s scribbled on a wall. Dick LaPorte, Jim Day, Leona Freeman, Ethel Washburn, Sally Olason, Audrey Johnson, Don Arntzen and Bill Goff were a few of the names that remained into the 21st century. Public works crews found remnants of the city’s history, including a 1988 proclamation from the city of White Rock’s mayor dedicating January 2 as a day of respect in honor of the Northern American Free Trade Agreement being signed. Photos of the city’s “Vigil” sculpture being made and an old Blaine Visitor Center sign were also in the building. Blaine city councilmember Garth Baldwin said previous city councils wanted to reuse the structure but discovered the building wasn’t structurally sound and was asbestos-laden. “We really wanted to clean the façade. It would have been hell of a neat thing in downtown,” Baldwin said. “Demolition was really a last result.” Baldwin said he sees the property serving as a parking lot while the city prioritizes its tight budget for infrastructure fixes. He said the city is in a hard position as the building needs to come down before health and safety hazards worsen, but he doesn’t see the city as having the financial resources to immediately do something with the building. Arlington-based Skycorp LTD is demolishing the building for about $295,000.

Ferndale cop from Blaine faces attempted child molestation charges By Ian Haupt A Ferndale police officer who lives in Blaine was charged with attempted child molestation after allegedly propositioning a woman, whom he met while responding to a 911 call, for sex with her and her 12-year-old daughter. This comes less than a year after he was placed on administrative leave for allegedly contacting a farright extremist group. Michael Scott Langton, 46, was charged with attempted second-degree child molestation July 28 in Whatcom County Superior Court. The woman reported Langton to a Bellingham Police Department detective July 26. According to the affidavit of probable cause (APC), Langton responded to the woman’s report of a collision in her apartment parking lot on July 10. Langton gathered her information since she was a witness. He returned to the woman’s apartment the next day and the woman’s 12-year-old daughter answered the door. Langton called the woman and said he forgot the name of her apartment complex. On the following day, July 12, the woman called Langton to let him know a neighbor probably had video footage of the crash, according to the APC. Langton was not on duty at the time and the two talked for

He received 41.2 percent in support from Washington state voters. Following Hobbs with statewide votes, Julie Anderson (nonpartisan) has 12.9 percent, Bob Hagglund (R) has 12.4 percent and Keith L. Wagoner (R) has 12.2 percent of votes. U.S. Senate incumbent Patty Murray (D) received 53.2 percent (24,535 votes) in support in Whatcom County and 54 percent (557,978 votes) statewide. Murray
will face Tiffany Smiley (R), who has 36 percent (16,549 votes) of county voters’ support and 32 percent (330,176 votes) statewide. U.S. Congressional District 2 Representative incumbent Rick Larsen (D) received a majority in support from county and statewide voters, with 43.2 percent (19,763 votes) and 48.41 percent

Semiahmoo hit by unplanned power outage A cable that shorted under Semiahmoo Resort left Semiahmoo and some surrounding areas without power for about eight hours Tuesday morning. Blaine Public Works Department crews were dispatched at 4 a.m. August 2 to investigate a power outage that impacted Semiahmoo and part of Portal Way, according to a city news release. City crews found that a cable running below Semiahmoo Resort tripped the circuit when it shorted. They
separated Semiahmoo Resort from the city’s power grid, restoring city power around noon, said acting public works director Gary McSpadden. Semiahmoo Resort is working on repairs, he said. Residents reported low water pressure, which McSpadden said was due to controls inside a water pump station failing when the power went out. A programmer was dispatched to reconfigure it. No sewage problems were reported.

Family Care Network remains committed to Blaine facility, CEO says By Grace McCarthy While not much headway has seemingly been made on the Family Care Network (FCN) clinic in Blaine over the past year, company CEO and president Dr. Rodney Anderson said the healthcare provider is still committed to seeing the clinic through. “The work is ongoing,” Anderson said. “We hope to have something opening in 2023, but there’s a lot of variables and factors that come into play.” FCN showed interest in building a healthcare clinic on the city’s old airport property in 2019. After several delays from
the pandemic, FCN purchased a 2.5-acre parcel for about $340,000 in June 2021. The primary care clinic is slated to fill the healthcare vacancy left when Blaine’s previous clinic closed in April 2020. FCN is working with a contractor and banker to keep the project moving, Anderson said. The company had gone through requests for proposals, had a work plan in place and was a few months from breaking ground before the pandemic shutdowns started in March 2020. Anderson said he wants the Blaine facility built but cited problems due to the pandemic as the
reason why the facility hadn’t been constructed yet. Such hardships include staffing issues, company finances and what Anderson roughly estimates to be a 50 percent increase in construction costs. “If not for the pandemic, we would be open and seeing patients right now,” he said. FCN will determine a construction timeline that financially works for the company in the next few months, Rodney said. The clinic is still planning on having a handful of primary care doctors but questions remain about urgent care, X-ray and other previously considered services as construction
costs grow. “We’re still committed to the vision and plan,” Anderson said. He later added, “What additional services that would be included is not entirely clear to me.” Anderson said he was in contact with previous city manager Michael Jones a handful of times in the past year. He said it’s helpful that White-Leasure Development Company is working on bringing utilities to its neighboring Taco Bell and McDonald’s restaurants but said that alone wouldn’t hasten FCN’s timeline. “We’re excited to get going there as quickly as we reasonably can,” he said. “I feel bad
the delays have happened but if the pandemic didn’t happen, we would have the clinic open.” Interim city manager Dave Wilbrecht said he wanted to connect with Anderson. “It’s a very high priority for the community. I think most people valued the physicians who were here before and want to have Family Care Network provide a new facility with doctors,” Wilbrecht said. “We’re looking forward to their continued progress and opening up their doors to services.” FCN owns 12 locations in Whatcom County and three in Skagit County, according to its website.

report focuses on four major focus areas: confirmed cases, hospitalizations, deaths and vaccinations. “This report provides a summary of how the SARS-CoV-2 virus spread through Whatcom County in the first two years,” said Chris Laugen, epidemiology specialist for the health department. “While there are and always will be gaps in our knowledge, this report provides the most complete and reliable local data available.”
Notable findings from the two-year data report include: • In the first two years of the Covid-19 pandemic, Whatcom County reported 36,651 documented Covid-19 cases, 1,485 Covid-19 associated hospitalizations and 295 Covid-19 deaths (March 2020-February 2022). • Whatcom County experienced better Covid-19 outcomes than most of Washington’s 39 counties during this time. During this month alone, the health department recorded 12,505 cases, 310 hospitalizations and 51 deaths due to Covid-19. • The Covid-19 pandemic affected older and younger people differently. More cases were reported among younger sections of the population (less than 60 years). More hospitalizations and deaths occurred among people 60+ years old. • More than 85 percent of Whatcom’s Covid-19 deaths were people 60 or older. • Fewer than 10 total deaths were people 40 or younger. • A total of 367,926 Covid-19 vaccine primary series doses were administered through February 28, 2022. • The month with the greatest number of Covid-19 vaccines administered was March 2021 when more than 38,000 doses were administered. • Since vaccines became widely available, the rates of Covid-19 cases, hospitalization and deaths have remained lower among those who had been vaccinated, than those who were unvaccinated. Blaine woman among 12 arrested in connection of alleged drug trafficking ring By Ian Haupt A Blaine woman was among 12 arrested in connection with an alleged drug trafficking organization that was running large amounts of fentanyl and other drugs into Whatcom County. On July 25-26, the Whatcom County Sheriff’s Office (WCSO) and Drug Enforcement Administration (DEA) arrested 12 people and seized approximately 34 firearms, 50,000 fentanyl pills, seven kilograms of fentanyl powder, two pounds of methamphetamine and three ounces of cocaine, WCSO spokesperson Deb Slater announced in a July 27 press release. The joint investigation found the network had been trafficking fentanyl powder and other drugs primarily into Whatcom County.

Amanda Lawrence, 44, of Blaine, was arrested on state drug charges along with eight others from Bellingham and Ferndale. Those include: Loren Walker, 54, of Bellingham; William Fife, 67, of Bellingham; Brian Corbett, 50, of Bellingham; Steven Binschus, 58, of Bellingham; Christina Hein, 44, of Bellingham; Yvette Bailey, 54, of Ferndale; Mary Bohannan, 58, of Bellingham; and Gregory Hite, 62, of Bellingham. Two defendants, Wayne Lankhaar and Yolanda Reyes, face federal charges of possession of controlled substances with intent to distribute, according to federal court documents. Another defendant was arrested on suspicion of illegal possession of a firearm.

Lawrence had multiple prior convictions that include unlawful possession of a controlled substance, theft, second-degree trafficking of stolen property, forgery and first-degree robbery. February 18, 1939 – May 13, 2022 A native of Cincinnati, Ohio, and Cum Laude graduate of Walnut Hills High School 1957, Phyllis earned bachelor, masters, and MBA degrees that led to a professional career in educational publishing as a representative for Teacher’s College Press, Tutor USA, Westinghouse Learning Corp., Houghton Mifflin, and CTB/McGraw Hill. Her colleagues were quick to point out that Phyllis doesn’t have a “dimmer switch.” She was always the one you wanted to have on your team. “Phyllis marches to a different drummer” as her CEO commented with a wry grin upon presenting her an award for outstanding achievement. A consummate conversationalist, Phyllis never met a stranger. No plane passenger seat-mate could escape her alluring charm and keen intellect. She always brought home the most fascinating stories of people she met while flying. Seldom would more than three days pass without a call to Jeanne Ott, her best buddy of 42 years. Uproarious laughter filled the house as the two of them recalled past travels, professional assignments, antics, shopping trips, fashion and current events. Hours long conversations, vivacious laughter, and spirited discussions blessed our home on an almost daily basis. Phyllis loved and adored her niece Pam Foster with whom she cultivated a life-long camaraderie. The chemistry between them was magic, as if they could almost complete each others’ sentences. Their kinship evolved into a deep and lasting friendship. Phyllis will be remembered by her captivating smile, contagious laughter and brilliant wit. She was compassionate and generous in spirit and deed. Above all Phyllis was steadfast and unwavering in her Christian faith. In her world, she lives on; the spiritual being. Phyllis was the love of my life and I of hers. We were married for 33 years and 6 months. She passed in an instant - in the blink of an eye. When you see wildflowers on a mountain-side, think of Phyllis. Phyllis is survived by her husband, Jerry Williams of Blaine; brother Paul Green (Ruth), niece Pam Foster (Tom), nephew Steve Green (Sandra), niece Lynn Cherry, nephew Steven Williams (Libby), grand-nephew Matthew Green, and grand-niece Lindsay Williams.
