The article, titled “A Licensing Resolutionâ€? was penned by Mark Holden, general counsel and senior vice president at Koch Industries. In the 1,-- ),090.,9 editorial, Mr. Holden argued that Wisconsin lawmakers should, “Break down barriers to opportunity for the less fortunate.â€? How should the legislature break down such barriers? According to Mr. Holden, by rolling back, â€œâ€Śburdensome occupational licensing regulations, which stand in the way of lower-income job seekers and budding entrepreneurs.â€? You probably know that Koch Industries, for whom Mr. Holden works, is owned by the famous/infamous Koch EURWKHUV ZHOO NQRZQ IRU WKHLU PRQH\ DQG LQΛXHQFH LQ conservative politics. Knowing this, it would be easy to discount the editorial as propaganda to reduce the size of JRYHUQPHQW DQG LWV LQΛXHQFH RQ RXU OLYHV About the same time, the Obama administration announced: â€œâ€Śthe practice of licensing can impose substantial costs on job seekers, consumers, and the economy more generally.â€? Eliminating irrational regulations, â€œâ€Śwould improve economic opportunity.â€? It went on to say that, â€œâ€Śafter reviewing a dozen VWXGLHV RQ OLFHQVLQJ LQ D UDQJH RI ΚHOGV LQFOXGLQJ WHDFKLQJ and dentistry, no “large improvements in quality or health and safety from more stringent licensing. In fact, in only two out of the 12 studies was greater licensing associated with quality improvements.â€? These sure do sound like the same message, a message being delivered by groups on complete opposite ends of the political spectrum. Their messages were picked up and repeated by Democrats in Congress and conservative groups such as Americans for Prosperity. Of all of the things that politicians could agree on, this hardly seems like a good one. Even as all of this debate was raging, presidential candidates were touting the value of trades education as one way to help avoid the staggering debt that goes along with a college degree. How do we value trades-related education on the one hand when, on the other, we want to devalue it by talking about the elimination of occupational licensing? Let’s be clear. Occupational licensing was created in order to help establish standards, generally within emerging industries. It was the “bad applesâ€? that took advantage of consumers that drove others to seek regulation. Occupational licensing was focused on consumer safety and public health and safety. And did occupational licensing have a “fence me outâ€? aspect to it? Yes, but not for the purpose of fencing out the

legitimate operator, but to fence out those who were preying on consumers. There was a time when this was a good thing‌. It’s not my purpose to defend every license that’s out there. I’ll leave that to other groups to plead their case. No, my purpose is to defend the occupational licensing of plumbers. Consumers are well-served when they work with those who know their trade. Trades licensing will not solve every problem, but it sure solves a lot more than are solved by taking it away. So what’s behind all of this? Well, it could be that people are looking at the numbers. Jobs for plumbing and HVAC mechanics are going to be created at a pace that is double that of other occupations. Demand for tradespeople is on the rise and that’s good. But there’s a problem. That demand is being created not only by a more robust construction market, but also by the demographics of our industry. People are retiring and we’re not adding new people fast enough to keep pace. Supply for tradespeople is on the decline and that’s bad. Basic economics tells us that high demand and low supply means that prices are going up. In most cases, you can slow demand when prices go up, but how do you slow the demand for plumbing? For HVAC? The demand is going to be there and the market will only pay so much before it takes things into its own hands. Consumers may try more service or remodel projects on their own, but that’s not going to work in the new construction markets. Without more people, we won’t be able to keep up with demand and that’s not good for our economy. That, I think, is what the end game is on both the left and the right of the political spectrum. They see what’s happening and they’re busy trying to craft solutions to the problem. Their solution, it seems, is to eliminate the standards of licensing that have served our trades well. It is a shortsighted solution at best. But what’s our solution? What do we KDYH WR RΙHU DV DQ DOWHUQDWLYH" :H QHHG KXQGUHGV RI SHRSOH over the next few years, but who’s going to go out there and make the case for our industry? Who’s going to talk about the value of what we do? Who’s going to tell young people about the opportunities to earn and learn? Who’s going to show that there is a career path beyond a journey-level worker? You are. I am. At least that’s my hope. One conversation at a time, we can pass along the pride and the passion that is our industry. I don’t know our fate if we try, but what happens if we do nothing and instead place our faith in politicians to solve the problem for us. Let’s not give them that opportunity.

During its most recent strategic planning session, the PHCC-National Association Board of Directors established new, member-focused goals to help the association achieve its vision. I was honored to be part of this thought-provoking, day-long process, which several board members described as “awesome.� We brainstormed ideas about where the industry and DVVRFLDWLRQ VKRXOG EH LQ ΚYH \HDUV >DQG ORRNHG@ DW WUDQVIRUPDWLRQDO FKDQJHV ZH FDQ PDNH today to improve both. 6HYHUDO SULPDU\ IRFXV DUHDV IRU WKH DVVRFLDWLRQ ZHUH LGHQWLΚHG PHPEHUVKLS JURZWK workforce development, public awareness, HVAC programs and partnerships, and alternative VRXUFHV RI UHYHQXH 7KH VSHFLΚF DFWLRQ LWHPV LQ HDFK RI WKRVH DUHDV ZLOO EH LQFRUSRUDWHG LQ a 2016-2021 PHCC Strategic Plan that will be reviewed when the board meets again in May. These new initiatives are in addition to several key functional areas that will continue to make an impact, including legislative and regulatory advocacy. Directors heard about those LQLWLDWLYHV DQG KHDUG UHSRUWV IURP WKH 3+&& ]RQHV DQG VWDΙ UHYLHZHG FRPPLWWHH XSGDWHV and took action on several important steps to move the association forward. We discussed a EURDG UDQJH RI LVVXHV LQFOXGLQJ QHZ PHPEHU EHQHΚWV OLFHQVLQJ LVVXHV PHPEHU IHHGEDFN initiatives, and increased collaboration within both the Federation and the industry. PHCC’s new executive vice president, Michael Copp, referenced the Flint, Michigan, water crisis, stating that PHCC wants to address the disaster and is exploring options to support PHCC of Michigan and its local chapters. He noted that, given PHCC’s mission, it is clear that ZKDW LV SOD\LQJ RXW LQ )OLQW SURYLGHV DQ RSSRUWXQLW\ WR UHPLQG FRQVXPHUV DQG ORFDO RΜFLDOV to hire highly trained and licensed PHCC professionals.

Workforce Development: PHCC and the Educational Foundation have developed a variety of turnkey materials DQG DUH DVVLVWLQJ ZLWK JUDVVURRWV HΙRUWV WR DWWUDFW DQG WUDLQ LQGXVWU\ ZRUNHUV 7KH QHZHVW LWHPV LQFOXGH IRXU Λ\HUV WKDW focus on the “surprising� facts about careers in the industry and tabletop displays that promote p-h-c careers. A new Career Center has been launched that provides an online interactive job board for members and employees. PHCC is also developing a resource booklet that will include the Λ\HUV FDUHHU GD\ FKHFNOLVWV VDPSOH DUWLFOHV DQG DGV WR VHQG to local media and other templates that can be used by local and state chapters to promote awareness at the grassroots level. A video that highlights the advantages of a p-h-c career is also planned. PHCC and the Foundation have partnered with the Congressional Career and Technical Education Caucus to host a roundtable discussion to educate members of Congress and WKHLU VWDΙV RQ WKH LQQRYDWLYH ZD\V WKH SOXPELQJ KHDWLQJ and cooling industry is addressing the shortage of skilled workers. PHCC is inviting several plumbing and HVAC contractors and industry partners to share their real-life success stories in recruiting and retaining employees. I am honored to have a part in all of these discussions and activities, serving as your representative on the PHCC National Board of Directors. Your job is to hit the mole before it disappears back into the hole. The more moles you hit, the better your score. From that description, it should be pretty clear that Whack A Mole may be considered a game of skill, but it’s not exactly a game of strategy. The game isn’t about thinking three or four moves ahead because you barely have time to think about what’s right in front of you. Besides, it’s all quite random, so strategy isn’t nearly as important as paying attention and reacting quickly. In the fury of session-ending legislation, there were two ELOOV RI SDUWLFXODU QRWH 7KH ΚUVW GHDOV ZLWK WKH HOLPLQDWLRQ of dozens of councils and committees within the Department of Safety & Professional Services (DSPS). Among the councils slated for elimination under the proposal is the Plumbing License Council. We are told that the elimination of some councils and committees makes sense because they haven’t been meeting. That’s a point that’s hard to dispute. The Plumbing

“they are cycling through the various BUILDING-RELATED CODES and after completing one or two others this spring and summer, they will begin work on the PLUMBING CODE this fall.� License Council hasn’t met for almost two years now. Still, such councils were created not with the intention of having meetings for the sake of having meetings – which would be a terrible waste of DSPS resources – but to provide regulators with a sounding board for their ideas. The legislature created these councils to help the agency to see issues with a 360-degree perspective, generally consisting of employees, their employers, and government. Of course, the DSPS could turn to the regulated community IRU LQSXW RQ DQ\ LVVXH EXW WKHUH˒V QRWKLQJ VSHFLΚFDOO\ requiring them to do so. That’s where the statutory councils – like the Plumbing License Council – are so valuable. The necessity to confer with a representative group helps create a balance between industry and government. It provides a means for input and discussion. It is, in our mind, a good thing. For that reason, PHCC Wisconsin opposed this legislation and it looks unlikely to pass. It may, however, turn up again as part of the agency’s budget proposal. We hope not, but we’ll be looking for that language to resurface come early 2017. Another proposed change at the end of the session would, among other things, move Chapter 145 – the plumbing licensing statute – into Chapter 101 of the statutes. Chapter 101 is where all of the rest of the building related statutes are located. Does the move change anything with regard to plumbing licensing, codes, enforcement or anything else? Not really. It does mean that we need to be more vigilant about what’s changing in Chapter 101 and who’s driving those FKDQJHV EXW LW GLGQ˒W KDYH HQRXJK RI DQ HΙHFW WKDW 3+&& Wisconsin would oppose the change. That’s not to say we supported it, only that we did not oppose it. If the bill didn’t SDVV WKDW ZRXOG EH MXVW ΚQH ZLWK XV VLQFH LW ZRXOG OHDYH things just as they are), but it wasn’t the sort of bill that we wanted to spend political capital opposing. On a separate and somewhat related note, we’ve been told by the DSPS that they are cycling through the various building-related codes and after completing one or two others this spring and summer, they will begin work on the plumbing code this fall. SPEED CONTROL: ECM TECHNOLOGY

By James Poehling PE, LEED, AP, BD&C Vice President of Engineering at First Supply ECM circulator pumps have and will continue to revolutionize the hydronic piping industry for the residential and commercial hot and chilled water applications. Though they are more expensive than conventional permanent split capacitor pumps, they make up for it by eliminating other piping components in the system. The acronym “ECM� stands for “Electrically Commutated Motor�. A commutator is the moving part in a rotary electrical

switch within a DC motor. “Electrically commutated� means that the switching of power back and forth is done by an electrical circuit opposed to the rotation of the shaft/rotor.

ECM technology was developed by General Electric in 1979 to provide accurate speed control to the disc drive of a computer. Maintaining a constant speed is crucial for computer disc drives, and this new technology allowed for a simple electronic feedback system to keep the speed consistency needed to run properly. In a hydronic industry application, we are interested LQ KDYLQJ WKH DELOLW\ WR ΛXFWXDWH WKH VSHHG HDVLO\ (&0 technology allows us to do that. But why does pump speed matter? Basic pump laws can help explain the importance:

A typical AC motor has a minimum idle amp draw of 70% of full load amps regardless of how the throttling valves are set. We have all seen jobs where throttling valves are set at WR FORVHG LQ RUGHU WR JHW WKH KHDWLQJ RU FRROLQJ ΛRZV correct. (All the blame can’t be put on the engineer however; they are designing for system friction loss 20 years from now.) /HWË’V ORRN DW D FRPPRQ H[DPSOH $ ΚYH WRQ FKLOOHU QRPLQDO ΛRZ DW JSP FRQQHFWHG WR WKUHH DLU KDQGOHUV ZLWK solenoid valves and circuit setters. Design head is 20 feet W.C. A Âź hp, 1750 rpm pump originally installed in the 1970’s (and has likely been replaced at least twice). This pump/ motor combination was rated at Full Load Watts of 290 and UDQ DW ZDWWV :LWKRXW JRLQJ LQWR GHWDLO RQ WKH VSHFLΚF calculations used, the brake horsepower’s required wattage necessary for the load is 46 watts. At 203 watts of power, this LV DQ HΙHFWLYH ZLUH WR ZDWHU HÎœFLHQF\ RI 8VLQJ D SXPS FXUYH ZH FDQ GHWHUPLQH WKDW WKH LPSHOOHU HÎœFLHQF\ LV 7KH GLΙHUHQFH EHWZHHQ DQG LV WKH HÎœFLHQF\ RI the motor. After installing the ECM pump/motor the peak ZDWWDJH ZDV ZDWWV RU D ZLUH WR ZDWHU HÎœFLHQF\ When the balancing valves are opened the wattage drops to 65 watts with all three solenoid valves open. In this example, over a two year period, the system has operated 5,936 hours SPRING 2016


consuming 173 KW of electricity, an average of 29 watts per hour. The Ÿ HP motor would have consumed 1,205 KW of electricity in the same period of time. In La Crosse, Wisconsin, the latest electric bill was $0.09 per KWH - for two years of operation the Ÿ HP motor would have cost $108 to run with the ECM motor coming in at a mere $15.57. As you can see, WKH SRWHQWLDO FRVW VDYLQJV WR WKH HQG XVHU LV VLJQLΚFDQW ECM pumps take AC power and convert it into DC power through electronics and require a feedback system to control the speed. Because of this, it is easy to make this feedback V\VWHP ΚW DOPRVW DQ\ GHVLJQ SDUDPHWHU LQ WKH K\GURQLF circuit. General Electric used a simple feedback loop and counter to measure the speed of the disc drives giving us DΙRUGDEOH SHUVRQDO FRPSXWHUV

All of the major hydronic pump companies are already in, or expanding into the ECM market. Armstrong, B&G, Grundfos, 7DFR DQG :LOR DOO KDYH SXPSV WKDW ΚW VRPH RU DOO RI WKH hydronic marketplace. Currently the economic upper limit to the size of the ECM motor is in the 5 to 7 ½ range. Motors at and above this will probably be AC motors controlled by VFD (variable frequency drive) control panels, which can also be controlled from remote sensors in the system. Even though these pumps are highly adaptable does not mean that the entire system can be carelessly designed; nor should pumps be oversized and run at slower speeds. Both of these practices will cost the end consumer more money for the system and give inconsistent operation.

Massachusetts homeowner Lincoln Kaiser and his wife decided it was time to enlarge their home. The recent UHPRGHO SURMHFW DGGHG D VHFRQG ΛRRU ZLWK IRXU QHZ URRPV Because the new bathroom was so far from the water heater, the Kaisers decided to have DHW recirculation installed. The old home’s trunk-and-branch piping forced long waits for hot water, September through March.
