Today, as I write this column, I feel like I was able to witness a tiny bit of history in our area. For as long as I can remember, the St. Croix Valley has been talking about replacing the aging lift bridge that connects my community of New Richmond and St. Croix County with Stillwater, Minnesota, and the surrounding metro area. With the help of countless government officials and employees, and hundreds of enthusiastic volunteers, it was finally approved and built, culminating today with the ribbon cutting and dedication ceremony.
I was able to stand within feet of the stage that was assembled for dignitaries, including the governors of both states, along with state and federal Senators and Representatives, and many other state and local leaders. At my side were my husband, Jim, and our good friend, Kelly Michel (from Michel Sales in St. Paul). Kelly and Jim had a long-standing bet on the probability of this bridge being built in our lifetime and to close the bet, we arranged to meet during this dedication event (and settle Jim’s $20 debt he now owed to Kelly). It was an awesome experience to witness the amazing engineering accomplishment and to know how many skilled craftsmen and craftswomen it took to make it a reality. People who work with their hands are underappreciated, but valuable and vital parts of what makes our lives easier, safer and more enjoyable. Keep that in mind when you feel unappreciated – life would not be as great without our countless skilled craftsmen doing their jobs day in and day out!
There were many legislative issues that we wanted to bring before our legislators that have an impact on our industry. I had the honor to meet with staff personnel in the offices of Senators Ron Johnson and Tammy Baldwin, and Congressmen Sean Duffy and Glenn Grothman. It was a little disappointing that we were not able to meet personally with them but it was still impressive to see their offices and meet their extremely talented young assistants, aids or correspondents.
LEGISLATIVE CONFERENCE
It was also recently my honor and privilege to represent the PHCC of Wisconsin at the 2017 Legislative Conference in Washington, D.C., June 11-15. Seeing our nation’s capital for the very first time is an awesome experience in itself, but to see a little of how it works internally has convinced me to have a greater appreciation for what our legislators do each day. I was able to share this experience with both my husband and Jeff Beiriger – who just happens to be a tour guide extraordinaire and skilled history trivia expert. With Jeff’s guidance we saw many D.C. landmarks and also got a guided tour of the capital. One of the many benefits from this experience was to meet many of the leaders at the National PHCC and to be able to match faces with the names I have interacted with by phone or read about in the magazine and online. We are certainly represented by a talented team of professionals that share our passion for all things plumbing and HVAC! 6

The first one was something near and dear to my own heart, and that is workforce development and recruitment of more young people into our trades and trade-related schools. The Carl D. Perkins Act provides federal funds for career and technical education programs for both youths and adults. We asked them to continue to support this act and increase spending by $15 million. The second issue we supported was tax reform. The new administration has proposed a comprehensive tax reform package. We offered our support, which will (hopefully) repeal the death tax, lower corporate tax rates from 35 percent to 15 percent and reinstitute tax credits for energy FALL 2017

technologies, especially geothermal rebates and incentives. The third issue we offered input on was EPCA (Energy Policy & Conservation Act) Reform. We asked them to consider the end effect their decisions have on the consumer. For example, when we attempt to install an appliance, such as a new water heater, we have to inform them that even though it is more efficient than their old one, now it won’t fit in the same location or can’t be delivered through the same access point because it is so much larger. Or if a new high-efficiency furnace or appliance is going to give them a 12-15 year payback, but only has an 8-10 year life expectancy it may not be a beneficial investment! We asked them to use us and other members of our industry as a practical resource for input before they enact their changes to get a more practical basis that the law changes are valid and beneficial to the homeowners and taxpayers in our country.
The unique event that we got to witness (from the security of our conference center) during our visit was the terrible shooting incident with House Majority Whip Steve Scalise from Arizona on that Wednesday morning. The speaker at our 7:30 breakfast conference was Congressman Scalise’s Washington roommate, John Shimkus of Illinois. Since the shooting occurred just minutes before our breakfast, many of us were unaware what had happened. Congressman Shimkus was still able to deliver his message to our group, but we did observe a moment of silence for Congressman Scalise and the others involved in the incident. It truly reminded us the high profile these legislators have and the reason behind the strict security procedures we had to endure as we traveled throughout the capital. This whole trip and conference was a tremendous learning experience for me (and a life experience that I was able to check off of my bucket list) and I had a wonderful time. I spent the first two days in meetings and lectures that allowed me to learn more from the national officers and leadership. There was a series of inspirational topics from several very knowledgeable speakers that gave me insights into better leadership and character development, as well as tools to use to lead and inspire others with confidence and courage. One of many quotes that I wrote down was: “Leadership = the skill of influencing people who enthusiastically accomplish common goals with character that inspires excellence.” I sincerely hope I can utilize the skills I learned to inspire excellence in all of us as Wisconsin PHCC members.

In this issue, there are stories about things that are happening in Madison and in Washington, D.C. There are announcements for programs coming up in Milwaukee, De Pere, Eau Claire, Rothschild, and Janesville. Even as I write, we have code books shipping to every part of the state to first-year apprentices. PHCC Wisconsin has a lot of reach in a lot of places….
One thing that is common as we talk to contractors across the state is the topic of our workforce. It doesn’t matter if we’re talking to plumbing contractors or HVAC contractors, the message is the same: “There aren’t enough good people out there!” Right now, there is a near-historic number of open positions, not just in our industry, but in every industry. It seems the predictions about retiring Baby Boomers have come to roost. As big as that generation was, the subsequent generations just aren’t big enough to fill the vacancies created as they retire.

But do demographics alone tell the story? Ask yourself these questions: Were there no other opportunities available when I got into the trades? Did no other opportunities present themselves along the way? So why did I choose to get into and stay in this trade? Your answers are critically important to solving our workforce dilemma! Let’s be honest about what we have to offer. Is this hard work? You bet. Is it dirty? It can be. Is it dangerous? Absolutely, if you aren’t paying attention. But let’s not stop there when we’re talking to people. Let’s provide them with some of your answers to the questions above. “There were plenty of other jobs available when I was first getting into the workforce, but I knew I wanted to do something where I could use my hands and my head. The work was challenging and it’s continued to be challenging every day. I work with different people in different locations under different conditions every day and I really like that. Nothing else comes close. The money’s been great, sure, but the rewards go deeper than that. I have a skill that I can take with me anywhere in the world and the world will always need my skills. I helped build my community and helped make it better by helping the people who live here.” If someone’s not comfortable with hard work, a little dirt, and having to be mindful of what they’re doing, let’s not focus on them. We’re not looking for people who want a job, we’re looking for people who want a career, and that’s a totally different thing. We need to be recruiters – every one of us – willing to tell our stories. If you want people from the community to be drawn to our industry, we need to be in the community talking about what we do, why it matters, and the rewards of the work. No company is looking to solve a workforce gap in the tens of thousands; they’re looking for one or two good employees who want a good career at a good company. You can’t let the big numbers paralyze you. Our future workforce is out there! Would it be great if they would just answer the ads in the newspaper or call the number on the sign outside your office? Sure, but that’s not much of a strategy. We need to get out there and share our message. Only when we are willing to share stories about our own satisfaction will we connect with people who really could prosper in our industry. Good people. Good companies. Great industry. CAPITOL UPDATES FROM THE NATIONAL AND STATE CAPITOLS D.C. Updates
PHCC NATIONAL CONTINUES TO PUSH FOR ENERGY TAX CREDITS PHCC recently signed onto a letter to Senate leadership, supporting legislation to extend the credits for residential energy-efficient property such as fuel cells, geothermal heat pumps, small wind, Combined Heat and Power (CHP), microturbines, and thermal energy. PHCC also signed onto a similar letter supporting similar legislation in the House. The issue of energy-efficient tax credits will be very much in play when Congress comes back from its August recess. HOUSE SUBCOMMITTEE KEEPS WATERSENSE ALIVE … FOR NOW Although the Trump Administration’s budget called for the elimination of EPA’s WaterSense program, a House appropriations subcommittee rejected the proposed elimination of it. PHCC National works with several coalitions that advocate in support of the WaterSense program, and PHCC has signed onto letters urging congressional support for the program. Although the issue is far from over, for now, the House is in a position to push for the continuation of WaterSense. REFRIGERANT GUIDANCE FOR A/C CONTRACTORS The Trump Administration has pulled out of the Paris Accords, bringing uncertainty to some contractors related to refrigerant rules. Changes may come, but those changes must go through the regulatory process. It will be some time before any refrigerant protocol changes. It is already known that the phase-out of R-22 has rapidly accelerated, and many contractors are wondering what to do for legacy equipment when repairs are necessary. Equipment manufacturers likely have brand-specific guidance so check with your distribution source prior to developing your business policy. PRESIDENT TRUMP SIGNS EXECUTIVE ORDER ON APPRENTICESHIPS With the intention of expanding job training opportunities, President Trump signed an executive order that enables commencement of a process that will reduce the U.S. Department of Labor’s oversight of apprenticeship programs and federal job training programs. HOUSE PASSES PERKINS ACT REAUTHORIZATION Last week, the House passed PHCC-supported HR 2353 – the Strengthening Career and Technical Education for the 21st Century Act (reauthorization of the Carl D. Perkins Career and Technical Education Act). Though Congress has 10

funded the bill at the same level ($1.125 billion) over the last few years, the recently passed House version reflects an increase in funding to approximately $1.133 billion. The bill also continues to increase funding in small increments through fiscal year 2023. WATERS OF THE U.S. The U.S. Environmental Protection Agency and Army Corps of Engineers recently proposed a repeal of a 2015 provision of the Clean Water Act regarding the definition of “Waters of the U.S.” The proposal rescinds the rule and reinstates the language of the rule before it was changed. The rule updated the federal Clean Water Act to define what waterways – including streams, rivers and other bodies – can be regulated by the federal government. PHCC, along with many other organizations requested the “Waters of the U.S.” rule (redefinition) be withdrawn in 2015.
MADISON Updates ASSEMBLY BILL 226 AND SENATE BILL 168 provide a means for local assistance for remediating contaminated wells and failing POWTS. Under the bills, the costs of remediation can be paid using low-interest loans made available through the state. AB 226 has passed the Assembly. SB 168 has been passed out of committee and Senate action on either it or AB 226 is pending. DSPS RULE CHANGE Recently, the Department of Safety & Professional Services (DSPS) announced an alternative affecting the plumbing industry. Specifically, the alternative allows a building owner to request and the DSPS (or its agents) to grant permission to start a plumbing installation upon submission of construction documents when a scheduled plan review date is greater than ten (10) business days. Most recently, plan review dates have been as low as two weeks and as high as nine weeks, so this provision can come into play quite often. Keep in mind that it is one thing to be granted permission to begin work and another to begin work with an approved set of plans. Be very careful about taking on responsibility for proceeding without approved plans! If the final approval requires a change from what you have installed, that risk/responsibility should not be yours, but you can only assure that by amending your contract to say as much.

OCCUPATIONAL LICENSING STUDIES
There are proposals in one version of the state budget and also in Assembly Bill 227 and Senate Bill 218 that would eliminate the Personal Property Tax. The proposal would lower taxes and clear up many of the issues related to the taxing of real versus personal property, but it comes at a price to the state and to local units of government. In an already challenging budget, one thought is to phase in the elimination so that it can become law now without having to address the financial impact today.
PHCC Wisconsin was successful in dealing with the proposed changes to plumbing licensing in the governor’s budget, but that isn’t the end of the issue. The Joint Committee on Finance, in its version of the budget, required DSPS to do a study of occupational licenses. In separate legislation (AB 369 and SB 228), the governor’s original idea – which included the creation of a License Review Board – would be revived. In the end, licensing continues to be something of interest to politicians as they look to streamline not only regulation, but entry into tight job markets. PHCC Wisconsin is watching this issue closely.
FIRE PROTECTION SYSTEMS The Attorney General has been asked to provide an opinion regarding the application of fire sprinkler requirements in multi-family housing of less than 20 units. While the code is specific about buildings with more than 20 units, the DSPS has been requiring fire sprinklers on buildings with fewer units under its broad agency authority to regulate fire safety matters in buildings. In 2011, however, the state passed a law that restricts agency regulations to those specifically authorized by statute, leaving the agency’s authority under that law in question. While not binding, an AG opinion can strongly influence an agency’s decision to enforce a requirement or withdraw to the explicit requirements in statute.

EXEMPTION FROM PLUMBING LAWS The DSPS is currently interpreting an exemption from plumbing laws to mean both indoor and outdoor plumbing. The exemption was written into the state budget in 2015 over the objection of PHCC Wisconsin and other organizations. At dispute now is whether or not the exemption applies only to indoor plumbing or to both indoor and outdoor (POWTS) plumbing. The exemption points to Chapter 101 and refers to building permits but a building permit is not required to install a POWTS. It is a sanitary permit that is required to install a POWTS as clearly stated in Wis. Stats. § 145.19. The concern is that such waivers will create a significant risk to public health and safety through contamination of ground and surface water.

CONGRESSIONAL HEALTH CARE DEBATE ... WHAT’S NEXT?
Congress went into their annual August recess with a loud thud - the defeat of the Senate Republican health care repeal proposal left many wondering what to do next – and what to expect. The defeat of the repeal proposal caught many off guard on Capitol Hill and perhaps highlights issues the House and Senate are experiencing. Bipartisanship is not something we are seeing much of on Capitol Hill these days, and all are to blame. The surprise Senate vote that killed the repeal plan generated calls for bipartisan health care hearings in September in the Senate. Is this something that will produce positive results? We will have to wait and see. In the meantime

The very real threat of escalating insurance premiums have many Americans worried – and rightfully so. But when Congress returns in September, the House and Senate have other pressing issues to deal with on their legislative plate – namely, the federal budget (which must be completed and passed by both the House and Senate and signed into law by the end of September), a debt ceiling decision that will be contentious (which also needs to be addressed by the end of September) – and an aggressive debate and action on tax reform, which some feel may be possible by Thanksgiving. There is much more, but certain issues are more pressing because of time. The most likely scenario is that Congress will pass a Continuing Resolution (CR) to address the federal budget issue. A CR is a stop-gap budget that basically continues to fund the federal government at its current level – for a period of time determined by Congress. In this case – you can expect that Congress will pass a CR that will extend into the fall. Also expect that Congress will pass a temporary debt ceiling increase – that will run in parallel with the CR. Remember, both of these must be addressed by the end of September. These extensions will allow for Congress to consider tax reform legislation – so that these issues move together. Combine this with the possibility that Congress will take another shot at a repeal and replacement plan for the Affordable Care Act – and you can understand the complexities of September on Capitol Hill. When the House and Senate begin their legislative sessions in early September, there will be a true urgency to coordinate these issues – in order to succeed. PHCC National will provide members with detailed information as to how the issues in September impact the plumbing-heating-cooling industry, and how you can become involved with PHCC’s grassroots network system. PHCC CONTRACTORS REPRESENT THE INDUSTRY DURING 2017 LEGISLATIVE CONFERENCE The 2017 PHCC Legislative Conference, June 13-14 in Washington, D.C., brought contractors and association executives from across the country together to convey a unified message of the need for tax reform, workforce development (reauthorization of Carl D. Perkins Act) and Energy Policy Conservation Act (EPCA) reform. trucks/tractors – have resulted in increased costs and little return on investment rather than benefits for consumers and businesses. She said “it may be time” to reform the Energy Policy & Conservation Act of 1975. As for predictions of what’s ahead, she said she anticipates congressional action on the Regulatory Accountability Act and a re-opened review of the Corporate Average Fuel Economy (CAFE) standards on light trucks/tractors. Following Miller’s presentation, AB Stoddard, associate editor and columnist at RealClearPolitics, provided an insider’s view of the current political climate in D.C., particularly with regard to tax reform. “Congressional Republicans have a challenging path to tax reform this year but feel a great sense of urgency to accomplish it as soon as possible,” she said. PHCC National President Patrick Wallner Setting the stage at the opening session, PHCC President Patrick Wallner stated, “These are extraordinary times in Washington, D.C., as well as for our entire nation. Lawmakers are faced with difficult challenges on a number of national issues impacting all of us.” He reminded attendees that while PHCC leadership can lobby Washington regarding general issues, grassroots involvement by members is essential to making a difference at home.

During the opening session, Sofie Miller, senior policy analyst at the George Washington University Regulatory Studies Center, shared statistics on how a spike in energyefficiency standards enacted over the past several years – including those affecting energy-efficient appliances and light 16

One of the highlights of this year’s conference was a Congressional Reception at the Rayburn House Office Building on Capitol Hill. Several members of Congress attended the reception and spoke passionately about the need for workforce education, additional funding for the Carl D. Perkins Act, and the importance of tax reform. Congressional speakers included Rep. Steve Chabot (R-OH); Rep. Gary Palmer (R-AL); Rep. Chris Collins (R-NY); Rep. Mike Coffman (R-CO); Rep. Virginia Foxx (R-NC); Rep. Barry Loudermilk (R-GA); Rep. Doug LaMalfa (R-CA); Rep. Chuck Fleishmann (R-TN); Rep. David Schweikert (R-AZ); and Rep. Thomas Suozzi (D-NY). At the Congressional Breakfast, Rep. Kurt Schraeder (D-OR) FALL 2017
and Rep. John Shimkus (R-IL) gave their perspectives about critical issues directly impacting PHCC’s members. “There is a big interest right now [about career and technical education] on Capitol Hill. You picked a great time to come here,” Schraeder said. Shimkus agreed, stating, “Workforce development is key to the future of our country.”
A TRAGIC EVENT
During the breakfast, PHCC members observed a moment of silence for the victims of the shooting at the Congressional Baseball Team practice that morning. As a result of the incident, some meetings were rescheduled to meet altered congressional schedules. In addition, a Workforce Coalition meeting, to which a PHCC representative was invited, with the Department of Labor and President Trump was cancelled. However, PHCC delegates still had the opportunity to make their voices heard on Capitol Hill through private meetings with their respective lawmakers and staff. PHCC of Louisiana member and Past National President (2011-2012) Keith Bienvenu, scheduled to meet with shooting victim Rep. Steve Scalise (R-LA) that day, was interviewed by WUSA9 in Scalise’s Congressional office. “We are so proud of how PHCC members kept focused on their advocacy roles at the conference, while also showing compassion as Americans,” Wallner said. “They truly displayed professionalism despite difficult circumstances. We look forward to continuing to work with the 115th Congress, and I am pleased that our efforts are making an impact in Washington, D.C.”

Are you savvy when it comes to smart home technology? The preponderance of smart technology in the p-h-c world began with the smart thermostat, but there is so much more that consumers want to improve energy efficiency, convenience and safety. BI Intelligence, Business Insider’s premium research service, expects the number of smart home devices shipped will grow from 83 million in 2015 to 193 million in 2020. This includes all smart appliances (washers, dryers, refrigerators, etc.), smart home safety and security systems (sensors, monitors, cameras, and alarm systems), and smart home energy equipment, like smart thermostats and smart lighting. “The future of housewares and appliances is quickly moving toward the smart home,” said Doreen Schofield, CR, CKBR, designer with Callen Construction, Muskego, Wis. “Connectivity is being incorporated into products all around the home – from light bulbs to coffee brewers, from thermostats to ovens – connected products, once only a dream, are quickly becoming reality.” This year, the smart home movement includes the emergence of several key trends. For homeowners, energy consumption is a primary concern and involves monitoring many different facets, including lighting usage and air conditioning dependence. “Connected or smart thermostats can help alleviate this problem by conserving energy over time,” Schofield said. Also trending are leak detection sensors, including fire alarms, smoke detectors, carbon monoxide detectors, radon detectors, and moisture detectors. Perhaps the most useful of these devices is the smart leak detection sensor. “They are a game-changer, especially for older homes,” she said. “Consumers are looking at technology and adapting to it at a very fast rate,” said Dave Pedigo, Vice President Emerging 28

Technologies, CEDIA, a leader in home technology. “Your customers are looking at technology from nice to have to need to have. Don’t expect that your customers are going to want less technology in the home.” Pedigo recently conducted a webinar for PHCC members and urged them to get informed about technology and the resources available to them. “There is a tenfold increase in IoT (Internet of Things) sold since 2009 so it’s important for you to have a working knowledge of these devices and be ready to increase your business by building a technology integration team,” he said. TECHNOLOGY MORE THAN PLUG AND PLAY First, some definitions. Some people use the terms connected home device or smart home device interchangeably. But there are differences between them, Pedigo explained. An example of a connected home is when an individual device is connected to a tablet or smart phone and it can be controlled remotely. For example, you are on your way home from work and you want the thermostat to move either up a few degrees or down a few degrees. The thermostat won’t do it by itself, you are the controller, albeit remotely. The same can be said of lighting, locks, or other devices. A smart home device actually “learns” through artificial intelligence (AI) the user’s habits, such as when to turn up the thermostat or turn the lights on. Initially, it comes from the user programming the device, but in a short time, it learns and adapts to patterns and interacts with its users. You no longer have to tell the thermostat to adjust because it’s 5 p.m.; it will do it intuitively. But what happens when you want your devices to work together. For example, if the smart smoke/carbon monoxide detector senses the deadly gas, it sends a signal to the thermostat to shut off the gas furnace. In addition to sounding FALL 2017
an alarm within the home, it will also send an alert to the homeowners’ phone or tablet so they know what is happening if they are not present. For this to happen, you need protocols (ZigBee, Z-Wave®, WiFi®, Bluetooth mesh network, or 802.11), which connects these devices to a network through a combination of sensors and systems, enabling those objects to complete tasks and communicate with each other, with no user input. It is incredibly complex because not all smart devices speak the same language. “This is what a contractor either needs to learn about, or partner with someone who is an expert in the field,” Pedigo said. He noted that one of the biggest areas of failure of smart products in the home is having the network not set up properly, so the devices don’t communicate back and forth as they should. “If you plan on supporting these products, you absolutely need to partner with somebody who knows how to set up a wireless network or take the networking and IT classes and learn yourself.” Pedigo also recommended a contractor have personal experience with devices. “If you are planning to put technology in customers’ homes, put them in your home first. Understand the benefits and features of your smart device and what works with it. You’ll learn what is compatible and what is not.” And, if you can give a customer a personal referral about a product in your own home, that will carry a lot of weight. A customer who looks to you as an expert on technology will earn that customers repeat business – and referrals. PHCC AND CEDIA PARTNERSHIP To help contractors, PHCC (national) is partnering with CEDIA to develop programs and resources focused on technology within the p-h-c industry. PHCC members can go to http://community.phccweb.org/technology/home for more information. “You may find yourselves in a job where the requirements are more than what you do, so partnership with CEDIA is valuable,” Pedigo said. He outlined the common interests both organizations have and the business opportunities members can offer each other. “By partnering, you will: • Offer more benefits to your customers including safety, convenience and security, while developing a competitive edge; • Increase referrals; • Increase resources to help with budget planning and product acquisition.” In addition, PHCC and CEDIA will collaborate on articles, blogs, social media and education. Both organizations are collaborating on legislative issues that are detrimental to PHCC and CEDIA members. *Pedigo will be conducting an educational session at CONNECT 2017.

SMART OPPORTUNITIES Soon, there won’t be any home appliance that doesn’t come with smart capabilities – from the kitchen to the laundry room to the mechanical room, and more. Here is just a sampling. THERMOSTATS: The PHCC community cannot ignore the prevalence of smart technology with thermostats leading the way. It’s the number one product for smart homes. In 2014, 2.5 million smart thermostats were sold with projections targeting 33 million in 2020. Pedigo says it’s a huge opportunity for contractors. “Nine percent of homes have a smart thermostat. That translates into a huge market for the business owner. With 115 million homes in the U.S. and with only nine percent saturation, that leaves roughly a hundred million homes without a smart thermostat.” SHUT-OFF VALVES: Another area of opportunity for business owners is the automated shut-off valve. A burst washing machine hose can discharge 500 gallons of water in one hour, causing catastrophic water damage. “There is much opportunity for the contractor in this area and your selling point is that it could save the homeowner thousands of dollars.” LEAK DETECTION: Pedigo shared his story that his sump pump died and the battery backup did not inform him it had been triggered. When a four-inch rainfall hit, Pedigo had $30,000 worth of damages. “You tell your customers these are the kinds of things that need monitoring and they can save a lot of money on homeowners insurance and avoid having a catastrophic flood.” CARBON MONOXIDE & SMOKE DETECTORS: A smart smoke detector can turn off the blower to the HVAC unit, preventing smoke from being blown throughout the rest of the house and thereby potentially saving lives. “By just doing something simple, like smoke in the air automatically shutting off the blower, you have created a much safer environment. You have improved your customers’ lives and improved your profitability,” Pedigo said. IRRIGATION: Homeowners also need to be concerned about water usage, as it is another form of consumption. Clean water for drinking, cleaning, or bathing is important, but so too is the water used for irrigation. This is where smart watering systems come into play. “On one hand, in a deed-restricted community, maintaining a healthy lawn is required; otherwise there is a risk of fines and other penalties,” Schofield said. “On the other hand, shortages and droughts can restrict the amount of water use. Smart watering systems make this process simple and efficient, allowing for scheduled watering sessions and also tracking water use, which will likely save money over time.” WINDOW SHADES: Yes, window shades. Pedigo also pointed out that there is a potential market for HVAC in window shades. Why? Because with sensors and software, motorized shades will go up and down at certain times of the day to improve the efficiency of the house. “It’s a great selling point for HVAC contractors to point out that the efficiency of the system can be improved by automated shades and blinds. It’s a profitable and untapped industry,” he said. SELLING POINTS “When talking to your customers about smart technology, you should be ready with an arsenal of information about why the upgrade to smart is a good idea,” Pedigo said. Did you know insurers are already considering the impact of smart technology? He explained that smart homes are a big area of focus for insurance companies because of loss mitigation. They foresee that if their customers can reduce damage to their home by use of smart technology, the insurance companies will not have to pay property damage claims. “If you are talking to customers and they ask why they should put in sensors that alert to carbon monoxide, water, leaks, smoke and fire, ask them to check with their insurance companies about reduced rates because of their smart technology. Another point to make to your customers is the value to resale. “Coldwell Banker has found that homes with smart features sell for 18 percent more than homes without. It’s likely we will see that go up,” Pedigo said. A Houzz survey found that more than 1,000 who had installed smart devices were more satisfied with their products than those that did not. “That surprised me a little,” Pedigo said, “but it’s a good statistic to use for customers who are hesitating.”

Successful businesses today must embrace technology and innovation. For the p-h-c industry, technology impacts both how we do business and influences the wants and needs of our customers. Successful businesses today must embrace technology and innovation. For the p-h-c industry, technology impacts both how we do business and influences the wants and needs of our customers. From the smart thermostats programmed to lower energy consumption to remote diagnostics that can pinpoint problems in a matter of minutes, the latest trends and products prove that our industry is experiencing a technological revolution. If you’re not offering your customers a certain level of expertise in these emerging technologies, you’re giving your business away to those who are. Consider the high interest in smart-tech products – like smart controls/thermostats, remote diagnostics, touchless technology, motion sensors, etc., as evidenced by current news reports and consumer studies. In 2015, a survey of 4,000 Americans found that 91 percent of those who have smart home products would recommend smart home technology while 57 percent said they made their home “smart” when they moved in. And, 61 percent of millennials – that age group we are all trying to reach – would favor smart-tech homes (www.coldwellbanker.com/press-release/americansready-for-the-smart-home). Much of today’s expansion into technology integration is being driven by sustainable design, requiring highperformance construction and green building techniques.
Several factors in recent decades include new green building regulations, government stimulus programs, EPA regulations and LEED standards. As a result, green technologies are being implemented to minimize water usage, improve air quality and help reduce energy costs like rainwater harvesting; solar heating and geothermal technology; energy-efficient climate systems; and wind-powered heating and air solutions. SIGNIFICANT IMPLICATIONS The trends and implications are significant: “HVAC and plumbing contractors are adapting to major changes from both manufacturers and end users. Utility companies are integrating technology to monitor and control systems. Within commercial or industrial buildings, the HVAC and plumbing systems are also part of the buildings’ monitoring system, which is also using technology to diagnose and repair problems in the system. Manufacturers are seeking competitive advantage and hence, are designing products with increased technological depth and functionality.” (www.anythingresearch.com/industry/HVAC-PlumbingContractors.htm). For contractors, this means offering more training and recruiting tech-savvy employees who have an aptitude toward the trades with an ability to learn the latest technologies being used by utilities, building managers, contractors and manufacturers.
HOUZZ SURVEY: HOMEOWNERS EMBRACE ‘SMART’ WHEN RENOVATING HOMES Renovating homeowners are integrating “smart” features into their homes, according to the 2016 U.S. Houzz Smart Home Trends Survey, conducted in collaboration with CEDIA. In fact, renovated homes are more than twice as likely to include a smart system or device than before the renovation. Key findings include:

PROFESSIONAL HELP IS CRITICAL FOR MOST TECHNOLOGY UPGRADES The majority of renovating homeowners rely on professional help to install their smart home security, climate control, and lighting gadgets. Similarly, homeowners upgrading these systems without smart features also turn to pros for installation help.
“Our data sheds light on how renovating homeowners are embracing smart technology,” said Nino Sitchinava, principal economist at Houzz. “These homeowners aim to improve the comfort, convenience, safety, and energy usage of their home during their renovations, and smart technology appears to address many of their needs. While many homeowners report difficulty learning about and finding the right smart products to fit their needs, high levels of adoption and satisfaction among renovators are sound predictors of a wider reliance on these technologies among the general public in the near future.”

WHAT CAN A RISK MANAGEMENT CULTURE SAVE YOU?
Have you ever met a business owner who didn’t want to save money? Yet, the way some companies try to cut costs can have the opposite effect. With the economy leaving little room for error, trimming unnecessary expenses is the logical first step toward keeping more profit. Unfortunately, risk management is sometimes looked upon as one of those unnecessary expenses. It could be that some businesses don’t fully recognize the benefits a risk management culture can have. Instead, owners may be discouraged by the amount of time and money needed to reach that point. Successful businesses, on the other hand, know that to avoid possible financial pitfalls, they need to reduce their exposure. They realize risk management, despite the time and financial investment it can require, can have overall economic benefits while creating a safer working environment. INVOLVEMENT IS KEY No company and no business owner is immune to the possibility of losses. Indeed, the act of running a business exposes owners to everyday risks, such as fire, vehicle accidents, or even fraud. Identifying risks ahead of time and then dedicating resources and effort to avoid them through aggressive risk management can help keep a business ahead of the game. WHY BOTHER? It may feel counterintuitive to believe that a risk management culture – the sum total of all the efforts, attitudes, and investments related to workplace safety and loss prevention – can actually improve your bottom line. But, investing in risk management can definitely have advantages: • First, by managing risk, your company could experience fewer insurance claims. That may equate to a lower insurance premium. • Second, fewer claims means you also help reduce the “after effects.” Insurance is meant to cover the direct costs associated with a claim, such as property damage, medical bills, and legal expenses. What is often not anticipated, however, are the unexpected, “hidden” costs from a loss. For example, insurance may not cover the cost of hiring and training a replacement employee, lost productivity, negative publicity, higher premiums related to the loss…and the list goes on. These are typically out-of-pocket expenses and can quickly add up. It could take a lot of extra sales to recoup those losses. • Last, worker’s compensation claims often result in a higher work comp mod. Not only can this have an immediate effect on your premiums, the consequences could be felt for a long time. Business owners who take risk management seriously understand its positive effect on their operations, both from employee well-being and financial standpoints. Code is the foundation of everything we do in the plumbing industry. This year, PHCC-Wisconsin is continuing a series of code-related programs designed to get back to the basics of our trade. For this session, we will be focusing on Code: Water Calculations, Sizing and Distribution Piping. Leading the discussion is Jim Davis, a Master Plumber and an experienced plumbing instructor. Jim has taught apprentices for 20+ years and has experience teaching continuing education programs for groups such as the Water Quality Association and the Madison Plumbing Inspectors. AIA ISSUES MORE RIGOROUS CONTRACTS Earlier this year, the American Institute of Architects (AIA) issued a new set of model construction contracts. The AIA contracts are the most widely-used agreements in the industry and there are versions covering direct contacts with owners and general contractors with specialty contractors. One of the biggest changes is to give more prominence to insurance matters, making certain that there is a clear understanding of coverage and prohibiting certain insurance exclusions from policies. Be mindful of the version of AIA contracts you are being asked to sign and your obligations. Best practice: Don’t try to play lawyer. Consult with your attorney proactively to understand your rights and obligations.

IN MEMORIAM Dick Lansing, the former Business Manager of Plumbers Local 75 (Milwaukee/Madison/ Janesville), passed away in July. Dick was a passionate supporter of the state’s plumbing code, licensing laws, and local and state enforcement actions.

PLUMBING CODE COMMITTEE CONTINUES MEETINGS PHCC Wisconsin members heard recently from Fred Gardner, a member of the association’s Board of Directors and a member of the state’s Plumbing Code Advisory Committee. Gardner noted on the July 12 call that there had been two meetings at that point and that the committee will continue to meet on a monthly basis while it reviews the various elements of the state plumbing code. Most recently, Joe Zoulek of Mid-City Plumbing was added to the committee to replace a member who had to step down. Zoulek has experience with the code development body having served for several years previously. For now, committee members have been reviewing DSPS proposals but before long they will be addressing proposals from committee members as well as the public. From start to finish, the review and approval process for an updated plumbing code could take as long as two years, so the earliest a revised code would be finalized would be some time in 2019.

PMSI UNIVERSITY Process & Mechanical Systems, Inc. inaugurated its “PMSI University” training center with three major events – Navien Tankless products advanced training, hosting the monthly Wisconsin chapter of ASPE meeting with a presentation from Holdrite, and an all-day Watts training session for Powers, Blucher and Drainage products. Training events were held for stocking distributors, specifying engineers and statewide contractors. These events highlighted PMSI’s new $250,000 training center with live fire Navien units and many other display samples from lines represented by PMSI. “Our objective is to provide a professional, complete and thorough training experience for our customers, highlighting the numerous design, maintenance and operational benefits of the great companies and product lines we represent,” said Brian Goglia, PMSI Vice President of Sales. WC AND UI RATES PROJECTED TO FALL
FIRST SUPPLY EXPANDS INTO THE WAUSAU MARKET
Rates for Worker’s Compensation insurance and Unemployment Insurance are expected to fall for contractors effective Oct. 1, 2017. According to the Worker’s Compensation Rating Bureau, construction companies in Wisconsin can expect rates to fall by an average of 8.28 percent. The actual rate change varies by trade and is also affected by a company’s overall safety/injury performance. Across all industries in Wisconsin, the lower rates for Worker’s Compensation will result in premium savings in excess of $170 million. Meanwhile, the state’s Unemployment Trust Fund balance has reached a level that will result in most employers paying UI taxes at a lower rate. The overall change is expected to result in a savings of $30 million to Wisconsin employers. Over the past few years, the UI fund has moved from a negative balance of $1.7 billion (2011) to a positive balance of $1.33 billion (2017), resulting in three straight years of lower rates.

REGISTRATION NOW OPEN FOR KBIS 2018
A.O. SMITH BUILDING NEW RESEARCH CENTER IN MILWAUKEE A.O. Smith Corporation will build a new corporate research center near its World Headquarters on Milwaukee’s northwest side. The 42,700-squarefoot facility will house its Corporate Technology Center, which focuses on advanced research and development in the areas of potable and hydronic water heating, water treatment, and air purification. The company plans to break ground for the project in September with an anticipated completion during the fourth quarter of 2018. The new building will be located at 11000 West Park Place. The new research center will include water heating and boiler performance test labs, water treatment labs, an air test lab, as well as a number of specialized development labs. In addition, the new research center will have a prototype lab that can build product prototypes, and test fixtures and other equipment.

Water-Right introduces the Ozone Air System, an ozone generator kit for use with Impression® and Impression Plus® air systems.
