I have so many goals and ideas that I want to share and implement but I am also a realist who knows no one can change the world alone. Beyond expanding our membership, we also need more fresh ideas and points of view to keep developing and offering new benefits. I would welcome any opportunity to personally talk to each and every member to encourage you to get involved with our board of directors or help out with our numerous committees and task forces. The old adage that, “Many hands make light work,” is so true. Involvement doesn’t just mean another meeting to add to your already busy schedule: It is a great opportunity to collaborate with some very inspiring industry leaders and share your own fresh and creative ideas and leadership skills. In my new position, I have stepped outside my comfort zone because I feel passionate about the changing needs in our industry, and you could do the same with just a little portion of your time and talents. Please consider becoming an advocate for our industry to help make it stronger and better than ever before! Two of my main goals over the next two years of my term, in addition to recruiting new contractor members and members of our leadership team, are (1) workforce development – getting more young people into the trades and (2) expanding the benefits and opportunities we offer on the heating and cooling side of our association. Past President Greg Jones has created and developed the code seminars that we have been offering throughout the state with great success and he has filled a huge need to keep up-to-date on our ever-changing plumbing codes. However, there is also a similar need to offer something of equal value to the HVAC community. Many of us are working in both sides of the PHCC world – plumbing and heating, but even if you are primarily just one or the other, you know that sometimes there is a very fine line between what is plumbing and what is HVAC. I think there is an equal need for more benefits, training, and updates for our HVAC members too. To achieve this goal, we will be launching a series of similar, technical-oriented seminars as early as this summer for HVAC contractors, with the goal of offering at least four programs during the year. I welcome your suggestions and ideas for the kind of training you are searching for to help you succeed and prosper within your own businesses. SHORT-TERM, LONG-TERM I read an article recently that explained that many public-sector employees were struggling with the realities of facing yet another cut to their agency budgets. Many expressed that another cut would have long-term, negative effects on the agency and its mission.

The author of the article suggested two options that were pretty straightforward – leave public service or simply follow the instructions they are given. The third option he offered was more intriguing. He noted that in the private sector, businesses that are “unworthy” of staying in business will cease to exist in time. In the public sector, however, he says that it is, “…impermissible for governmental institutions to be, or become, unworthy.” With this third option, the author says that public sector workers have a “moral obligation to advise the elected officials they report to, and the public as well, about the costs and benefits of public spending in both the present and the future.” A “moral obligation” is a pretty high standard for speaking out, I think. So ask yourself this question: If something were to come up that affected the plumbing or HVAC industry, who would speak out on our behalf? Which public sector employee will “have our back” and advise state legislators about the implications of the changes they may be contemplating? I’d like to think there are people in state government who would fairly present the cost and benefits for today and tomorrow. But what if they already left state service? What if they choose instead to simply go along for the ride? What if they don’t exercise their moral obligation? The question, I think, is whether or not to leave this all to chance. Wouldn’t you rather be sure? I think everyone understands that the push is on to make government more efficient. That does not, however, translate into the idea that all regulation is bad regulation. Says who? Maybe you’ve seen the articles in the newspapers talking about occupational licensing in Wisconsin. Legislators are looking at licensing because they are being told that it may be an impediment to people

getting into a field or that it may artificially increase prices. They are also being told that licensing doesn’t necessarily increase the public’s health and safety benefits. I’m not suggesting that anyone is looking at plumbing, electrical, or HVAC licensing … yet.

This is your program, your industry. Pride of ownership should make us a powerful voice But is it too early for the industry to be thinking about its response if/when the day comes when it is us, and not auctioneers or nail stylists, who will be the ones defending our licenses? Who will speak to costs and benefits? Who will speak to today and the future? Will it be us, or will we simply remain silent while someone waves the flag of “reduced regulation” and “save a dollar” without hearing from those who are affected? As a reminder, there is no general revenue – tax dollars – in operating our programs, only the fees you pay. And it wasn’t government that imposed licenses, permits, codes, inspections, and enforcement on our industry, it was us – the contractors and tradespeople – who sought out the government to provide these services precisely because public health and safety was being ignored. This is your program, your industry. Pride of ownership should make us a powerful voice on every decision that affects our industry! If government officials are supposed to embrace a “moral obligation” to speak up, to talk about costs and benefits, to address the effects of policy – today and tomorrow, shouldn’t we? As my two-year term as president of this great association comes to an end, I can only hope that I have provided as much value to the organization as it has to me. It has meant a lot to me to be able to give back to an industry that has been so rewarding to my family and me. There are a number of people who made my time as president both successful and fun. CAPITOL STATE BUDGET AFFECTS SEVERAL INDUSTRY PROGRAMS

The Wisconsin State Budget has been released – all 900 pages of it – and there are several items that affect the construction industry and, more specifically, the P-H-C industry. Among the construction-related issues is a proposal to eliminate the prevailing wage laws on government projects and to prohibit the use of project labor agreements. The changes in these areas are being touted as a way to lower the cost of public-sector construction projects. Research sponsored by proponents and opponents, not surprisingly, tell different stories. One thing to be mindful of is whether or not the changes affect the number of people entering or remaining in the trades, especially at a time when the industry is desperately seeking new entrants.

Another issue that is addressed is the issue of taxes, particularly as they relate to a subcontractor’s purchase of materials used in a construction project and the ability of subcontractors to purchase materials for a tax-exempt owner. Closer to home, the budget proposes the elimination of the Plumber’s License Council, which was created in the statutes to address issues related to the various industry licenses. The council hasn’t met recently and was, along with several other councils, the target of an initiative to downsize state government. There is also a proposal to eliminate the licensing examination for certain trades that have an apprenticeship program administered by the Department of Workforce Development. Here, the effect would be the elimination of the plumbing journeyman licensing examination for those who have completed a five-year apprenticeship. The main benefit to the state is that they would no longer have to administer several hundred tests in a given year. Whether the joint apprenticeship committees could administer a comprehensive “final” exam is, as yet, unclear. If there is good news in the budget, it’s that lapsing of funds appears to have stopped. Lapsing has been drawing down the agency budget since 2001-2002, affecting program staffing and services.

OTHER LEGISLATIVE MATTERS A bill has been introduced by Sen. Rob Cowles that would authorize cities with water utilities to allow the utility to finance lead service replacement lines on the consumer’s monthly utility bill. Wisconsin has several thousand lead service lines with the majority concentrated in the Milwaukee area and the balance scattered in larger cities around the state.

NEW ZONE DIRECTOR JEFF BERNDT

My name is Jeff Berndt and I was installed recently as the new Zone 3 Director, representing Iowa, Minnesota, North Dakota, South Dakota, and Wisconsin. I have replaced Jeff Kuhn as your representative on the national board, and I have to tell you I have some really big shoes to fill. I wanted to start by introducing myself and giving you a brief background. I started in the plumbing industry as an apprentice plumber in 1994 with Best Plumbing in Iowa. I attended our local, four-year PHCC apprenticeship program and earned my journeyman license. The following year, while working in the field, I started teaching first-year plumbing for our PHCC apprentice program, which I did for five years. Two years after I earned my journeyman’s license, I sat for and passed the Master Plumber exam. My wife, Molly, and I married in 2002 and we have two children, Morgan (13) and

Lawson (11). Molly and I purchased Best Plumbing in 2009. Since taking over the company, I have been actively involved on the board of PHCC of Iowa and served as president in 2014/2015. I still work in the field and run the day-to-day operations at Best Plumbing. I am really excited for the opportunity to serve on the national board and look forward to meeting all of you. I’ve already had the chance to visit the PHCC national headquarters in Falls Church, Virginia, for a board orientation and I have to tell you if you

have not had the opportunity to visit there, you really need to. Great history of a great organization! Oh, and the staff isn’t too bad either…. PHCC’s national board of directors met in October and again recently. The first meeting was in conjunction with Connect 2016 – our national convention. I hope you were able to be with us in San Antonio as it was a high-energy educational event, with lots of opportunities to network with contractors and industry partners. During the board meeting, we discussed a number of challenges and opportunities for our members, and heard staff and committee reports on the progress PHCC is making to protect member interests and provide the resources they need to be successful. Those dialogues are continuing at each of our meetings. It is an honor to represent you on the national board, and I look forward to seeing you at our national Leadership Program and Legislative Conference, June 10-12 in Washington, D.C., and then again later this year, at Connect 2017, October 4-6 in Milwaukee – right here in our zone! REFLECTIONS ON THE NATIONAL POLITICAL SCENE Less than a few weeks into the new administration, the news coming from the U.S. Senate and the new administration dominates. Recently, President Trump unveiled his selection of Judge Neil M. Gorsuch, a federal appeals court judge in Denver, to fill the seat of the late Antonin Scalia on the U.S. Supreme Court. Trump’s selection of Judge Gorsuch, who currently serves on the 10th Circuit Court of Appeals, has been met with great enthusiasm and criticism in a very short period of time. Gorsuch is known as a conservative and an “originalist” interpreter of the Constitution, meaning his judgments are made based on his interpretations of the intent of the original drafters and adopters of the founding document. While the

process now begins to confirm Gorsuch, there will not be a shortage of information as to Judge Gorsuch’s background, experience and qualifications. Nor will there be a shortage of opinion…. We are beginning to experience a trend to review and delay rules and regulations (from Federal regulatory agencies) impacting PHCC members (and the industry). This was announced by President Trump during his inauguration and in recent press releases from the White House.

Along those lines, the House passed the PHCC-supported Regulatory Accountability Act (RAA) by a vote of 238 to 183. The legislation requires that, “Federal regulations should be narrowly tailored, supported by strong and credible data and evidence, and impose the least burden possible, while implementing congressional intent.” There is a Senate counterpart and PHCC will begin to mobilize its grassroots network system to push the bill in that chamber. Other key issues to be addressed include the Affordable Care Act – replace and repeal – and tax issues, including the repeal of the “death tax,” which can affect the potential for business transfers in our industry.

Proper testing and maintenance of backflow prevention assemblies is key to preventing contaminants from making their way into the potable water within a building or a public water supply. This program will cover the theory behind backflow prevention as well as the relevant sections of the code. In addition, the course will teach you how to identify cross connections, decide on the best methods for preventing cross connections, and review the installation, testing, troubleshooting, and repairing of backflow prevention assemblies. Real Rain from Kohler features an innovative sprayface design that has a unique nozzle geometry that simulates rain by adjusting the size of the water drops. To recreate the feel of a growing storm, the shower is designed with a water reservoir that relies on gravity rather than the typical pressurized spray to shape the water, using 775 concave nozzles to start the storm off slowly and then grow in intensity. The on-demand deluge feature releases the water in the reservoir, soaking the bather in an extravagant flood of water. For bathers who prefer not to feel too much water on their face as they shower, Real Rain has a 6-inch dry area when not in deluge mode that keeps the rain away from the face. fter a three-year stint in Las Vegas, Design & Construction Week (DCW) landed in Orlando, Jan 10-12, 2017. The event, which combines the NAHB International Builders’ Show® (IBS) and the Kitchen & Bath Industry Show® (KBIS), brought together more than 80,000 professionals in the largest annual gathering of the residential design and construction industry. Designers, architects, builders, and decorators at the event had miles of aisles to view just-launched new products, prototypes for the future, “smart” technologies, and an eclectic collection of kitchen, bath, and building products for every taste and budget. Below are a few of the products showcased at the events.

Grohe® Essence Semi-Pro kitchen faucet was designed to meet the need of consumers who demand a professionally-inspired kitchen. The faucet operates with a 360-degree turnable spring for a fully rotating spray arm and features a powerful magnet to guarantee seamless docking after use. Available with interchangeable rainbow hoses and two neutral hose colors, matte sheer marble and matte dark gray, the Essence Semi-Pro proves that design and performance go hand-in-hand. The Grohe® ADA-compliant Concetto faucet collection also has a line for the bath – the Concetto XS Single-Hole Faucet and Concetto Wideset ThreeHole Faucet, which were developed to meet the American Disabilities Act (ADA) requirements as the lever is no more than 6 inches high when in use. American Standard ActiClean selfcleaning toilet combines flushing technology with a fully integrated self-cleaning system. A convenient flip-up door on the tank top houses the control panel with touch buttons for a quick clean (one minute) or a deep clean (10 minutes).The cleaner is released into the bowl and combined with the powerful VorMax® jetted force allows the cleaner to completely scour the bowl from top to bottom. When the soaking time is ended, the system automatically siphons the cleaning agent and rinses the bowl with clear water.

Showcasing minimalistic geometry and crisp design lines, American Standard’s Studio bath collection for hospitality settings as well as for homeowners includes an apron front tub, a shower base, and shower surround and bath wall set with generously-sized shelves. Designed to fit standard five-foot alcoves, these bath components can be installed together or separately to accommodate the exact specifications for the project. To simplify retrofit installation, the Studio apron front tub has remodel-friendly 60- by 32-inch dimensions. It includes integral three-sided, one-inch tile flanges to prevent water seepage, creating a water barrier that makes installation easier. The Studio bathtub and shower walls feature interlocking tongue and groove panels for easy alignment and to preclude seepage. An integral ¾-inch tiling flange on the shower surround helps prevent water leakage. The shower and bathtub surrounds can be mounted directly to studs in new construction – no backer board is needed.

The widespread bath faucet saves time and labor with its Speed Connect pre-assembled handle installation system that can be dropped in from the top. Both widespread and single-handle Colony PRO bath faucets feature 24-inch stainless steel color-coded supply lines that connect directly to supply stops to further simplify installation.

A commercial offering from American Standard, the NexGen Selectronic faucet line, includes the SmarTherm technology that incorporates ASSE 1070-certified thermostatic hot water temperature limiter into the faucet. TOTO’s new intelligent NEOREST AC Wall-Hung Toilet cleans the bowl with Actlight Cleansing Technology, which offers a unique titanium dioxide and zirconium glaze on the bowl’s surface activated by the UV light in its lid for increased cleanliness. The toilet features auto-open/close and auto-flush options, an integrated Washlet personal cleansing system, and an in-bowl catalytic deodorizer. The receptor is a continuous bead spanning the entire threshold of the reception, which when paired with a Kohler shower door prevents water leakage. The receptor was designed with the lowest possible step-over threshold minimizing any tripping risk, along with a specially textured floor to help prevent slips and falls. To address design trends and preferences, Delta Faucet is introducing the new Black Stainless finish. Less reflective and warmer than traditional stainless steel, the new finish offers a modern look that pairs well with black stainless appliances and a variety of finishes. CURRENT RECOMMENDATIONS ON DRUG AND ALCOHOL POLICIES Prepared for the PHCC Educational Foundation by TPO, Inc.

Drug and alcohol abuse can take a heavy toll on the workplace. Substance abusers are much more likely to miss work, be less productive, be involved in an on-the-job accident, injure themselves or others, and file workers’ compensation claims. They can affect other employees who have to fix their mistakes. Also, medical and recreational marijuana legalization in some states and the increasing use of heroin complicate employers’ creation of a drug-free workplace. MARIJUANA- AND HEROIN-SPECIFIC FACTORS One of the best ways to establish a drugfree workplace is to create a written drug-free workplace policy. When writing such a policy, you should keep in mind your state’s laws regarding medical and recreational marijuana. An increasing number of states are legalizing medical or recreational marijuana. The states vary in the specific laws, and their policies are constantly evolving. Local governments are also getting involved. Stay informed about what your locality and state are doing regarding marijuana and how that could affect your enforcement of a drug-free workplace policy. At this time, 25 states and the District of Columbia allow some amount of medical marijuana use. See the National Conference of State Legislatures’ (NCSL’s) webpage on state medical marijuana laws for more information (http://www.ncsl.org/research/health/ state-medical-marijuana-laws.aspx). Twenty-one states and the District of Columbia have decriminalized small amounts of marijuana, so that possession of small personal consumption amounts is a civil or local infraction rather than a state crime or is the lowest misdemeanor, without jail time. You can still maintain a drug-free workplace because marijuana is illegal under the federal Controlled Substances Act. Apart from keeping track of your state and local laws, focus on the actions listed below regarding drug-free workplace policies and drug testing in order to better protect yourself from legal liability while deploying your drug-free workplace strategies. According to the Centers for Disease Control, heroin use and heroin overdose related deaths have increased dramatically since the early 2000s. Heroin presents challenges that should be considered in implementing a drug testing policy. Because of the nature of the drug, there’s a specific regime that goes into testing for heroin. If you are concerned about heroin use by your employees, talk to the provider of your drug testing to ensure that the testing regime includes heroin-specific factors. More generally, you can take the following actions to minimize the risks of substance abuse in your business: as mentioned above, establish a written drug-free workplace policy; implement

drug testing; train supervisors; educate employees; and provide employee assistance. Even if you can’t do all five, choosing as many as possible, as well as familiarizing yourself with relevant law, can help reduce the risk of substance abuse.

ESTABLISH A WRITTEN DRUG-FREE WORKPLACE POLICY A written drug-free workplace policy should include a statement of why the program is being implemented; a list of what is being forbidden; and an explanation of the consequences for violating the policy. The policy should specify the situations in which employees will be tested, what substances are being tested for, the types of tests, the consequences for refusing to be tested, and the consequences if an employee tests positive. Explain the testing procedures, since many states require specific types of testing for particular substances. The Substance Abuse and Mental Health Services Administration (SAMHSA) offers helpful tips for creating a drugfree workplace policy, including reasons for such a policy, what to take into account, and basic elements of a good policy (http://www.samhsa.gov/ workplace/toolkit/develop-policy). SPRING 2017

IMPLEMENT DRUG TESTING You should answer the following questions before implementing drug testing: • What are the relevant federal, state, and local laws affecting employer drug testing? • Who will be tested? • When will tests be conducted (for example, pre-employment, upon reasonable suspicion, post-accident, randomly, periodically, or on return to duty)? • For which drugs will testing be conducted? • How will tests be conducted? It’s important to consider federal and state laws regarding drug testing. For example, the Americans with Disabilities Act (ADA) distinguishes between alcohol and illegal drugs. An illegal drug user is not protected by the ADA, while a person who uses alcohol is protected. An alcoholic is considered a person with a disability and is protected by the ADA as long as alcohol use does not affect job performance. An employer may have to accommodate an alcoholic. You can and should hold an employee who abuses alcohol to the same performance standards applicable to all employees. However, you cannot discipline an alcoholic more harshly SPRING 2017

than a non-alcoholic. You can and should prohibit the use of alcohol in the workplace and can require that employees not be under the influence of alcohol during the workday. Answering the last two questions listed above will help you determine what type of testing you’d like to conduct. Urinalysis, the most common method of testing, is done at a contracted doctor’s office, lab, or any other testing site selected by the employer. Note that a positive urine test does not necessarily mean a person was under the influence of drugs at the time of the test. Rather, the test detects and measures use of a particular drug within the previous few days and has become the de facto evidence of current use. Because alcohol passes rapidly through the system, urine tests must be conducted very quickly after alcohol consumption in order to ensure any degree of accuracy. For this reason, urine tests are generally not helpful in detecting alcohol use as opposed to illicit and prescription drug use, which is more easily traced in urine. Also, do the following: • Allow employees to list any prescription drugs they are taking before the tests. • If the employee tests positive, allow the employee time for explanation and document the conversation for ADA purposes. • Keep drug test records and

An employer that conducts testing pre-offer could be violating the ADA. Also, once someone is employed, many states offer substantial protections to the employee if he or she tests positive. Be aware of the drug test notification laws in your state. A number of states have laws requiring employers to inform employees of a positive drug test result, and even negative results in some states. That’s why it’s always important to consult with an HR expert or legal counsel when establishing drug testing policies. The Wisconsin PHC Contractor

TRAIN SUPERVISORS Whether you’re training supervisors or educating yourself on how to promote a drug-free workplace, the following is necessary: • Supervisors must know the company’s alcohol and drug-free workplace policy. • The supervisor must be aware of his or her specific responsibilities in implementing the policy. • The supervisor should be familiar with ways to recognize and deal with employees who have job performance problems that could be related to alcohol and other drugs. The supervisor should be able to recognize impairment if you use reasonable suspicion testing and document the impairment before drug testing. Also, keep in mind the following principles when training supervisors to confront an employee whose performance problems may be related to drug abuse: • Stick to the facts as they affect work performance. Do not accuse the employee of alcohol or drug use. Allow the employee to broach the subject of alcohol or drug use. Focus on performance – not alcohol or drug use. • Do not rely on memory. Have all supporting documents and records available. • Explain company policy concerning performance. • Explain the consequences if performance expectations are not met. • Offer help in resolving performance problems. • Identify resources, such as an Employee Assistance Program (EAP), for help in addressing personal problems.

EDUCATE EMPLOYEES Employees will be less likely to engage in substance abuse if they know the damage it can cause both personally and professionally. Include your drug policy and practices as part of new employee orientation and review them annually to ensure that employees are aware of the risks of substance abuse. Employee education should involve 36

the impact that alcohol abuse and drug use have on the workplace and factual information about addiction and the major drugs of abuse. It should also include the workplace policy statement, drug-testing practices, and what employees can do if they are faced with an alcohol or drug abuse problem.

OFFER EMPLOYEE ASSISTANCE An EAP can help employees decide what to do about their alcohol or drug problem or that of one of their family members, and an employee assistance professional can meet with them and help them develop a plan. Some life and disability insurance plans offer an EAP as part of your benefits, so check there first for coverage. You can also contact the Employee Assistance Professionals Association or the Employee Assistance Society of North America for referrals. If your company doesn’t have an EAP and you have an employee who has tested positive or volunteered that they have a substance abuse problem, encourage the employee to seek help. Do not ask the employee if he or she has a substance abuse problem or suggest that the employee does; allow the employee to volunteer the information. Maintain a list of therapists and treatment facilities that specialize in the treatment of alcoholism and drug addiction. Your local National Council on Alcoholism and Drug Dependence is a good resource for information about treatment. You can also support your employees by offering reasonable time off the job if they require treatment for drug

addiction and by providing adequate coverage for chemical dependency in your healthcare benefits. If your business has at least 15 employees, you will need to be mindful of the ADA. If you have 50 or more employees, you will be subject to the Family Medical Leave Act. Consult those laws and HR or legal counsel when determining how to deal with employee leave concerning substance abuse. Drug policy and testing is a complex issue from a personnel and legal perspective. If you articulate your policy and take actions to protect yourself legally – especially by consulting federal, state, and local laws, as well as an HR or legal expert – you’ll be more likely to minimize substance abuse in your workplace and avoid litigation. The number is higher than the national average for December but does not take into consideration regional differences that can affect employment rates, such as weather. In mid-2016, for instance, Wisconsin’s construction unemployment rate was below the national average at 4.0 percent.

BRIEFS PLUMBING & HVAC APPRENTICE CONTESTS AT CONNECT 2017

Do you know an apprentice who would like to participate in the 2017 Plumbing & HVAC Apprentice Contests, held during CONNECT 2017 in Milwaukee? It’s a great opportunity for an apprentice to demonstrate his or her knowledge and skills in an event that is exciting not only for participants, but for visitors as well. At CONNECT 2016, HVAC apprentices were tested on their skills of brazing, wiring, troubleshooting, air testing, recovery and charging methodologies, and a written test. Plumbing apprentices at the competition featured handson tasks that consisted of installing both the plumbing rough and finish for a full bathroom, including setting of the water closet, lavatory and trimming out the shower. Six industry professionals observed the competitors,

judging them on accuracy of measurement, neatness, quality of workmanship, accuracy of plan interpretation, written instruction, and finally, a pressure test. RUNDLE-SPENCE ANNOUNCES NEW DEVELOPMENT Rundle-Spence recently announced plans for two out-lots, part of their New Berlin distribution location. The south out-lot was sold to PDQ and construction has begun on a gas station/convenience store. The store will also offer an expanded deli counter. According to David Spence, president of Rundle-Spence, “we’ve worked with PDQ on their plans with our customers in mind. Hundreds of our contractor customers come to our Counter Sales & Will-Call Departments to pick up their orders on a weekly basis. Now they’ll have the convenience of being able to fuel their trucks and grab lunch just 500-feet away.” PDQ plans to open spring of 2017. Rundle-Spence is in the preliminary planning phase to develop the north out-lot with a mixed use development. Moorland Road offers a very high daily traffic count, and

they’ve had inquiries from a number of retail businesses. They hope to have final plans completed in the next six months. Finally, Rundle-Spence is in the planning stages of expanding their New Berlin headquarters. According to Spence, “based on the growth of our business, we need to double the space of our administrative offices, which will free up more space for our contractor customers’ counter sales, will-call departments, and training area. Also plans are being created to expand and redesign our ShowPlace display area. The ShowPlace is available for our contractor customers to send their customers to see the latest in kitchen and bath fixtures, and work with our professional designers in the selection process.”

BRIEFS FERGUSON OPEN HOUSE CELEBRATES NEW SHOWROOM

Ferguson Bath, Kitchen & Lighting Gallery celebrated the opening of their new showroom in Brookfield. The new showroom joins City Lights Design Showroom, a Ferguson enterprise. In addition to lighting, the 15,000-square-foot showroom located at 13300 West Capital Drive now offers a comprehensive selection of bath and kitchen products and appliances from today’s top brands. OSHA CLARIFICATION

OSHA has maintained a policy that businesses must retain OSHA 300 Logs and 301 Incident Reports for five years and six months past the filing period of the form. A final rule by OSHA, in effect today, has clarified that incidents must be recorded within seven calendar days of receiving information of a recordable injury or illness.

NEW DSPS CABINET SECRETARY NAMED

Laura Gutierrez, vice-president of academic affairs at St. Anthony School in Milwaukee, has been appointed as secretary of the Department of Safety and Professional Services. Dave Ross, the previous DSPS Secretary, left his position in December to take over the Department of Transportation.

PHCC WISCONSIN WELCOMES NEW DIRECTORS, OFFICERS At its Annual Meeting held Thursday, Feb. 9, PHCC Wisconsin elected two new Directors: John Buresh of Tweet/Garot Mechanical in Green Bay and Howie Heier of Hydro-Flo in Brookfield. Incumbent Directors Carol De Young, Jeff Kuhn, and Rob Spence were reelected to their positions. Carol De Young of Countryside Plumbing & Heating was elected president for 2017/2018 and Fred Gardner of Badger State Inc. was elected secretary.
