I can’t really say that I was surprised by any of the individual races in the recent elections, but somehow, I walked away surprised by the magnitude of the result as a whole. Let’s start with what happened. Gov. Walker was reelected. Republicans retained control of the state assembly and state senate and expanded their majorities. None of the U.S. Congressional races in our state were competitive, with incumbents or the incumbent party winning easily. Doug La Follette, an incumbent Democrat, survived the Republican tide and was reelected to the office of secretary of state. The U.S. House became more Republican and the U.S. Senate flipped decisively to the Republicans. The seemingly unimportant election of Doug La Follette suggests that people either love an incumbent, recognize his name, or really admire his work as secretary of state. (Kudos to you, by the way, if you know what the secretary of state does.) His election may suggest that people didn’t just walk into the voting booth and punch straight-ticket Democrat or Republican. His election suggests that there was something more deliberate in the election results. Much has been said in the days after the election about Republican turnout and the money spent by candidates. That’s not all that surprising to hear from the Democrats who are looking for a reason for their subpar performance. Republicans went through largely the same analysis after Mitt Romney lost to Barack Obama in the presidential election in 2012. Let’s face it; in the first few days following an election, it’s hard to embrace the idea that the voters rejected the candidates and the platform that you so passionately believe in. There has to be another reason.... Perhaps there is another reason. Exit polls suggest one theory. Voters indicated that the economy was foremost on their minds. That doesn’t mean that voters automatically give the nod to Republicans whenever there is a weak economy. Bill Clinton won in a weak economy. So did Barack Obama. In the last four years, we have elected Scott Walker on three separate occasions. During that same time, we selected Barack Obama as our choice for president. Money and turnout cannot explain everything, so I offer another alternative. Could it be that the mixed results reflect our patience, loyalty, and a certain independent streak? In Wisconsin we may be willing to give our elected leaders a little more time to sort things out – for better or for worse. We’re an optimistic lot that, in the end, wants things to work out well. So while the election results suggest that the state and the country have shifted to the right, it could also have shifted away from the left. With its major economic policies passed between 2008 and 2010, the president and his party moved on to other issues, perhaps prematurely. We may be patient, but we want to know that our leaders are focusing on the issues that matter to us and so, with no better choice available, independents and moderates decided to support Republicans, at least for now.

In the aftermath of the election, the losers have to do some serious soul searching, but the winners have an equally difficult challenge. Do they please the base or work with the independents and moderates to grow the base? That’s the tightrope that Speaker John Boehner, Majority Leader Mitch McConnell, and even Gov. Walker – who may have higher political ambitions have to walk. That’s no small task.... In the end, the victories won on election night can be celebrated, but they will be judged through the eyes of history. Put another way, it probably doesn’t matter that your candidate won or lost on election night. You have a stake in the larger outcome now. We all do. We’ll continue to work with everyone we can to advance the cause of our industry. Thank you for participating in the election process and don’t ever take it for granted. The work, though, only begins here. Each of the parties has choices to make and those choices make a difference. Keep making your voices heard!

The 75-gallon gas heaters (power and chimney vent) will have to meet the new .74 energy factor and the 66- and 80-gallon electrics will be changing to a heat pump heater per the new requirements. After the effective date, whatever is in local inventories can be sold until it is depleted, after which, only the new models with higher efficiencies can be sold. Keeping in mind cost and the weight and size of the new units, you should also remember that the heat pump water heaters will have to be hauled in an upright position, which may require you to either have different trucks or to have the wholesaler make the deliveries. This sort of change does present some opportunities to make some sales now to beat the deadline for the new requirements. Beyond April, it’s hard to know what effect all of this will have on electric water heater sales. The new standards have put into motion a lot of change up and down the line, starting at the manufacturer and making its way to the wholesaler, contractor, and installer. The question is, is all of this worth the effort? It seems to us that there’s a whole lot more to the efficiency discussion than simply chasing higher and higher numbers. Are you ready for the new water heater rules? On April 16, 2015, all water heater manufacturers will be required to adapt to the National Appliance Energy Conservation Act standards originally enacted in 2010. The new standards relate to increasing the minimum efficiency of water heating products, the result of which will be twofold. First, the mandated energy efficiency upgrade requires new engineering technologies. These upgrades will have to be incorporated into the products, adding to the cost of the product. Second, where technology isn’t an effective solution, added insulation can fulfill the requirements. The additional insulation, however, can add up to 2-inches to both the diameter and/or the height of certain models. This could be a significant issue that will need to be recognized. The most affected electric water heater products will be standard-type efficiency models such as 40-, 50-, and 75-gallon models with chimney vents; 40- and 50-gallon

Commercial Boilers Essential Tips for a Long and Happy Life By Jim Docter

ven trade professionals who are very attentive to HVAC maintenance can be willing to “let the boiler slide” for months or even years without a proper checkup. Why? In many cases – especially with early generations of atmospheric gas boilers – this happened because the equipment was designed to go a long time without maintenance. Today, the National Boiler Codes specify that all commercial boilers must be checked by a licensed boiler contractor at least once each year. That’s a good start, but the truth is that as the market has pushed the need for higher efficiency equipment — such as condensing, fully-modulating systems — boilers and burners may require two

or more maintenance checks each year. Here are some insights to help you on the commercial boiler maintenance call. Before we even start with the boiler maintenance process, make sure that as you put a maintenance plan in place you carefully record baseline conditions. Keep a detailed record of all conditions and the work you do. The trail of information is too often neglected, lengthening the time it takes to perform system diagnostics. Basic record-keeping is essential. Now, it’s on to the jobsite...

At every step on a boiler service call, make sure all the electrical connections you come across are secure. Check all wiring for overheating. Hardening or melting of wiring or connections is a sign of a more serious problem, such as chambers firing too hot. The first thing to do on a routine inspection of the burner in a modulating-condensing boiler is to remove the burner itself. This will allow you access to inspect the combustion chamber and the coils inside. Check the flue passages. These will tell you if the boiler is burning properly. If there’s soot in the flue passage, the system may be running rich or have insufficient combustion air. If there’s moisture in the vent pipe, the system is running too cool. Inspect the vent pipe, looking for any white, powdery residue that may be left behind from condensation taking place in the vent. Condensate is extremely acidic and can eat through the vent pipe material. Be sure to maintain stack temperatures above manufacturer minimums to prevent this. Check all flame-sensing rods. Also, examine the spark rods to ensure


they’re properly gapped. Always check the ceramic retainer that holds each of these to be sure there are no hairline fractures.

Beyond the Burner

Outside the burner chamber, check fans and blowers for buildup of dirt on the fins. If the boiler is equipped with filters on the make-up air, clean or replace them. The burner can be enabled during your inspection, but the gas cock should remain closed to prevent the main burner from firing. Inspect all safeties and interlocks. Always keep in mind that testing should mimic unsafe conditions, not create them. First on the list are the low and high gas pressure safeties. For the low pressure safety, simply remove the gas pressure. For the high pressure side, set the safety’s setpoint below what the current gas pressure is. If the circuit opens, they’re working properly.

If the unit is equipped with double blockand-bleed valves, the bleed valve will need to be held shut in order to check the block valves. Screw a fitting with a hose attached into the port of the block valve, and place the end of the hose into a cup or bottle of water. If the hose produces bubbles, the block valve leaks and is in need of replacement. Next, inspect combustion air proving switches. Simply remove the air lines to make sure that the switches will open. Test the purge timer. If the boiler

has an adjustable purge timer, be sure that it’s at the factory setting. While checking all of the safeties and controls, be aware of the time it takes to light the boiler after each shutoff. Some boilers and controls require more time because of the post- and pre-purge and ignition timing. With an atmospheric burner, it may be appropriate to allow the pilot to light, but not to fire the main burners. Check the pilot flame and compare the inlet gas pressure to the factory recommendations.

Examine the Flue Gasses

With the burner running, and after the boiler reaches full operating temperature, take a close look at the flue gasses and make sure the temperature is correct. Monitor oxygen, carbon monoxide, and carbon dioxide levels present in the Continued on Page 12 >>

>> Continued from Page 11 flue with a combustion analyzer during and after the warm-up period. Typically, you’re looking for eight to 10% carbon dioxide, and preferably less than 20 parts per million carbon monoxide. This process must be monitored from the low fire all the way through to high fire settings. Because you can’t see the flame, a combustion analyzer is the only way to properly test and adjust sealed combustion boilers. An improperly adjusted burner will cause units to run dirty, fouling combustion chambers. To alter temperatures in the flue, and the gasses present, the combustion air and modulating fuel valve must be adjusted. Controlling the precise rate of fuel and oxygen being burned, and temperature the boiler is running at, determines whether or not the boiler burns clean and efficiently. When the boiler is warm, check the operator, and the high temperature limit. To do this, fire the boiler at its highest rate, forcing it to exceed setpoint temperatures of both the operator and the high limit. Both must have the ability to interrupt the burner when tripped. Most boilers are unique and are designed to perform for a specific application. Maintenance and service should always be made in accordance with manufacturer’s recommendations. But whatever the boiler’s application, the key to preventing maintenance problems starts with a careful and deliberate startup of the equipment, routine monitoring and logging, and six-month scheduled maintenance visits to promptly address little problems before they gain weight. By evaluating all of a home’s systems, including plumbing and HVAC, contractors can help homeowners reduce their energy use and realize cost savings. One of the smartest ways to do this is through the use of a variable-speed electronically commutated motor, or ECM. Unlike traditional constant-speed permanent split capacitor (PSC) motors, ECM-based circulators have permanent magnets on the rotor for precise speed control and improved efficiency even at partial loads. ECM technology has been in use in Europe for more than a decade, though many U.S. contractors have shied away from ECM circulators. Contractors have favored PSC motors in part for their affordability and durability. Though ECMs are generally more expensive than PSC motors, the costs are easily recouped over the life of the product, which is about the same if not longer than PSC motors, depending on the type of system on which they are operating. Today’s energy-efficient home systems are operating at very high efficiencies — as high as 95 percent in some cases. But often overlooked is the energy it takes to distribute the heat within these systems. By improving distribution efficiency — as ECM circulators do — less energy is consumed. In addition, many homeowners believe the benefits of incorporating green features outweigh extra up-front costs, according to a 2013 survey commissioned by the National Association of Home Builders, so this is a timely discussion in the U.S. market. ECM technology is commonly used in fans for forced-air HVAC systems, resulting in 80 percent operating efficiency over traditional motors that operate at about 50 to 60 percent efficiency. The permanent magnet motor doesn’t need input power to magnetize the rotor, so it uses less electricity. Magnetic poles sealed inside the rotor are synchronized with the rotating magnetic field of the stator. Microprocessor technology enables rapid changes in rotor position and the adjustment of rotor speed. In theory, an ECM circulator can operate anywhere on the pump curve because of these adjustments. It also provides significantly more starting torque, and doesn’t need additional electricity to do so like PSC pumps. When applied to recirculating pumps, ECM technology has distinct advantages over standard PSC pumps. PSC pumps with one operating speed can’t adjust to the actual load requirements of the system. Even three-speed pumps cannot compare to the numerous incremental adjustments an ECM circulator can make. Through microprocessor technology and software, some ECM circulators can automatically determine the lowest possible operating points, so they can vary speed according to demand, yet continue


to run at relatively high efficiency. By having the capacity to reduce speed when demand is low, less electricity is used. Even when an ECM is running at a fixed speed, it will operate at more than 40 percent higher efficiency than a PSC motor. A typical pump is often oversized in order to accommodate maximum flow rate, which might only occur a small portion of the time. Installing a bypass valve can regulate flow, but that results in wasted energy. Hydronics expert John Siegenthaler likens it to driving a car at 30 mph while pushing the accelerator to 60 mph with one foot and braking with the other foot to keep the speed at 30 mph. It’s not an efficient way to drive, nor is it efficient in pump operation. A more efficient protocol is to control the speed of the pump circulator so that it can operate at a speed that is appropriate for the conditions. Two common applications for ECM circulators are hot water recirculation systems and hydronic heating systems. A water recirculation system using ECM technology is one way for eco-conscious homeowners to save money and conserve water, particularly relevant when one considers that heating water is a household’s second largest energy expense behind heating and cooling.*** When installing a hot water recirculation system in a residential application, a pump is installed under the sink farthest from the water heater where hot water takes the longest to arrive. The system turns on only when it needs to be replenished with hot water, saving on energy costs, and does not require a dedicated recirculation line. A built-in temperature sensor automatically turns the pump on when water temperature in the hot water line cools to 85 degrees Fahrenheit. Water is then pumped from the hot line to the cold line. The pump turns off automatically when the water temperature reaches 95 degrees, ensuring instant availability of warm shower water with maximum temperature hot water only seconds behind. When the pump is off, a built-in auto closure device prevents any other hot-to-cold line or cold-to-hot line mix. Hot water will also be instantly available at all other faucets located on the hot water supply line between the water heater and the faucet where the pump is located. The same principles of efficiency can be applied to home hydronic heating systems employing ECM technology, as in the following case study. Continued on Page 18 >>

>> Continued from Page 17 The owners of a 1920s, 20room mansion in Newport, Rhode Island, lowered their $20,000 a year heating costs by more than 80 percent after replacing an old cast-iron steam boiler with a modulating gas boiler powered by 25 ECM circulating pumps. The pumps were configured to work with the home’s existing radiators. Besides reducing electricity costs to just pennies a day, the recirculating system was capable of delivering proper pressure through the long heating runs in the 15,000-square-foot home. ECM circulators are considered to be one of the biggest advances in hydronics technology in recent decades. Geothermal Licensing Required in 2015 Effective April 1, 2015, a license is required for the construction of vertical heat exchange drill holes. If you install geothermal systems, you’ll want to be certain that the driller(s) you use are licensed in accordance with this new regulation. The Department of Natural Resources website is the place to go for details about studying for the licensing examination, applying to take the licensing examination, and scheduling an examination for early next year.

Auxiliary Grows Membership, Honored with Humanitarian Award InSinkErator and the PlumbingHeating-Cooling Contractors National Auxiliary selected the PHCCWisconsin Auxiliary to receive a first place Robert M. Cox Humanitarian Award-Recruitment, recognizing them for their overall contribution to PHCC in 2014. The award was presented at Connect 2014 along with a $1,000 check. This award in the recruitment category is highly deserved by the auxiliary, going back to 2010 when the auxiliary’s dwindling membership met at the annual state convention. “The agenda item then was to decide to close the books or commit to not giving up, and give our best effort to build back our membership roster, and continue our signature projects,” said Carol De Young, secretary/treasurer of the auxiliary and Wisconsin PHCC Secretary/Treasurer and Zone 10 Director. “Our president, Nancy Eberhardt (Eberhardt Plumbing & Heating, Adell), challenged us to shake the bushes for more members, and she is the one that refused to let the auxiliary die, which was inevitable at that time if we did not accept her challenge.” So the auxiliary’s leadership team, which included De Young and Jean Zoulek (Mid City Plumbing & Heating, Butler) went to work. “I didn’t want to see us hand in our auxiliary charter,” Eberhardt said. “I said we can’t do that yet, we have to keep going forward and try to get more members.” The auxiliary sent a message to PHCC directors, their spouses, office staff, employees, and trade members to support and become members of the auxiliary. It worked and membership more than doubled

from 10 to 23 members by the end of 2010. Today, it has climbed to 34 members. “We reinforced our mission to ‘work in partnership with the plumbing, heating and cooling industry through cooperation,

In an email to De Young, Lynne Finley, vice president of the National Auxiliary wrote: “You (PHCC-WI Auxiliary) have done a remarkable job of recovering your auxiliary. It shows what can be done if you don’t give up.” One of the auxiliary’s signature projects is the Basket Auction at the annual PHCC-WI meeting/ convention. Donors are asked for themed baskets to be auctioned. In

student pursuing his/her post-high school education or apprenticeship; and the annual Pink Envelope Charities project. The Pink Charities are nonprofit charitable causes that members support in their own communities, and all members are encouraged to nominate a charity that they work with, volunteer, contribute to, or have a strong passion for. In 2014, $600 was contributed to eight different charities in the state. “We all feel like we are ‘the little engine that could’ as we chug along against the odds to support what we are very passionate about,” De Young said. “Even as we pursue our individual lives as teachers, nurses, or business people, we all owe a debt of gratitude in some way or another to the PHC industry that has blessed us with a strong livelihood as well as some very special friendships.”

// PHCC Educational Foundation Recognizes Kohler, NIBCO At a time when workforce development in the plumbingheating-cooling industry is more crucial than ever, the PHCC Educational Foundation recognized the continued commitment of two corporate supporters – Kohler Company and NIBCO INC. – with its Chairman’s Awards. Presented in New Orleans at PHCC’s CONNECT 2014, Educational Foundation Chairman Roger Peugeot commended these manufacturers for their continued contributions toward “allowing the Foundation to make a difference to our industry each and

every day.” Kohler Company has been supporting the PHCC Educational Foundation since its pledge to the Foundation’s Endowment Fund in 1989. Through the years, the company also has been instrumental in bringing business management training to contractors and their employees by supporting the Foundation’s webinar and seminar series. \\ Tyler Arndt Wins National Plumbing Apprentice Contest Three top plumbing apprentices received awards in the annual Plumbing-Heating-Cooling Contractors-National Association (PHCC) Educational Foundation’s Plumbing Apprentice Contest. The Foundation’s Plumbing Apprentice and Journeyman Training Committee members were on hand to set up and judge the contest, which was a highlight of the PHCC-National Association’s CONNECT 2014 Product & Technology Showcase.
