We have s p e n t t w o y e a r s s t u d y i n g p r a c t i c e s a n d c o n d i t i o n s i n P h i l a delphia-area lesbian and gay bars. We have s u r v e y e d o w n e r s a n d managers; we h a v e gone i n t o t h e b a r s t o o b s e r v e c o n d i t i o n s f i r s t - h a n d . A n d we h a v e f o u n d t h a t a p a t t e r n o f e x c l u s i v i t y e x i s t s i n almost e v e r y b a r i n t h e c i t y . T h i s p a t t e r n m a n i f e s t s i t s e l f i n a l a c k of d i v e r s i t y among b a r p a t r o n s a n d i n employment p r a c t i c e s t h a t w o r k to exclude members o f v a r i o u s g r o u p s f r o m openings that occur. T h i s r e p o r t i n c l u d e s n o t o n l y o u r f i n d i n g s based o n d e t a i l e d s u r v e y s a n d o b s e r v a t i o n s , b u t recommendations aimed a t b r i n g i n g a b o u t c h a n g e s w i t h i n o u r community. The i m p l e m e n t a t i o n o f these r e c o m m e n d a t i o n s , we feel, w i l l go a long way towards removing the a r t i f i c i a l b a r r i e r s t h a t divide o u r community. Introduction The i n f o r m a t i o n t h a t a p p e a r s below was o b t a i n e d f r o m s u r v e y s c o n d u c t e d b y CLGBP s u r v e y teams b e t w e e n t h e f a l l o f 1984 a n d t h e s p r i n g o f 1985 ( " I n t e r v i e w " ) a n d f r o m r a n d o m u n a n n o u n c e d o b s e r v a t i o n s made b y Coalition v o l u n t e e r s between t h e s p r i n g o f 1985 a n d e a r l y 1986 ( " O b s e r v a t i o n " ) . The i n f o r mation f o r each b a r is p r e s e n t e d i n t h e o r d e r i t a p p e a r e d o n t h e s u r v e y a n d o b s e r v a t i o n f o r m s (see A p p e n d i c e s A a n d B). I n t h e " O b s e r v a t i o n " s e c t i o n , i n f o r m a t i o n a b o u t p a t r o n a g e i s based o n t h e figures supplied by the observers. Because of t h e v a r i a t i o n i n t h e n u m b e r o f o b s e r v a t i o n s made i n v a r i o u s b a r s a n d t h e n u m b e r o f p a t r o n s f r o m v i s i t to v i s i t , we have u s e d t h e f o l l o w i n g t e r m s t o c a t e g o r i z e t h e c o m p o s i t i o n : exclusively — 100 p e r c e n t o f p a t r o n s f r o m a p a r t i c u l a r g r o u p ; overwhelmingly — 90 p e r c e n t o r more of p a t r o n s f r o m a p a r t i c u l a r g r o u p ; predominantly — 70-90 p e r c e n t of p a t r o n s f r o m a p a r t i c u l a r g r o u p ; mostly — 50-70 p e r c e n t of patrons from a particular group. OF THE PROJECT

The Coalition o n L e s b i a n - G a y Bar Policies b e g a n i n J u n e o f 1984, w h e n r e p r e s e n t a t i v e s f r o m six a r e a l e s b i a n a n d g a y o r g a n i z a t i o n s met t o d i s c u s s w a y s " t o examine t h e p r a c t i c e s a n d policies o f b a r s s e r v i n g P h i l a d e l p h i a ' s g a y / l e s b i a n c o m m u n i t y as t h e y r e l a t e t o t h e t r e a t m e n t a n d employment of women a n d r a c i a l m i n o r i t i e s , a n d t o a n a l y z e t h e r e s u l t s o f t h i s e x a m i n a t i o n i n o r d e r t o decide o n a p p r o p r i a t e a c t i o n s t o a d d r e s s p r o b l e m a r e a s . " The g r o u p eventually included ten participating organizations. A s u r v e y was d r a f t e d to document the employment, promotion and admission policies of area bars. C o a l i t i o n members c o n d u c t e d t h i s s u r v e y i n teams, v i s i t i n g l o c a l b a r s a n d i n t e r v i e w i n g o w n e r s o r m a n a g e r s a t each b a r . The s u r v e y p r o c e s s b e g a n i n t h e f a l l o f 1984; o v e r t h e n e x t six m o n t h s , t h e C o a l i t i o n a t t e m p t e d to s u r v e y e v e r y gay a n d l e s b i a n b a r a n d p r i v a t e c l u b i n t h e c i t y . To back u p t h e i n f o r m a t i o n p r o v i d e d b y t h e s u r v e y , t h e g r o u p c o n d u c t e d observations at various establishments over a period of eight months, b e g i n n i n g i n t h e s p r i n g o f 1985. Teams o f v o l u n t e e r o b s e r v e r s made o v e r 100 v i s i t s t o collect f i r s t - h a n d i n f o r m a t i o n a b o u t t h e r a c i a l a n d sexual c o m p o s i t i o n o f b a r employees a n d p a t r o n s , as w e l l as a d m i s s i o n p o l i c i e s . The o b s e r v a t i o n s w e r e completed i n F e b r u a r y o f t h i s y e a r . F r o m t h e s t a r t , t h e c o a l i t i o n has f o c u s e d o n p r o v i d i n g d o c u m e n t a t i o n a b o u t the n a t u r e and extent of r a c i a l and sexual discrimination i n Philadelphia's lesbian and gay bars. This r e p o r t represents the culmination of that effort.

SUMMARY OF FINDINGS Our s u r v e y s a n d o b s e r v a t i o n s c o n f i r m t h e existence of p e r v a s i v e r a c i a l a n d sexual e x c l u s i v i t y i n G r e a t e r P h i l a d e l p h i a ' s l e s b i a n a n d g a y b a r s . This p a t t e r n stems f r o m t w o s o u r c e s : a d e s i r e o n t h e p a r t o f many b a r o w n e r s to create an atmosphere t h a t a t t r a c t s a specific clientele, and the a t t i t u d e s and a s s u m p t i o n s of b a r p a t r o n s , most o f whom select themselves as c u s t o m e r s o f a p a r t i c u l a r b a r o r b a r s . These a t t i t u d e s p r o d u c e t h e a b o v e - m e n t i o n e d p a t t e r n w i t h o u t t h e employment o f s y s t e m a t i c d i s c r i m i n a t i o n . Because o f t h i s , most o f o u r recommendations ( w h i c h f o l l o w t h e s u r v e y a n d o b s e r v a t i o n data) f o c u s o n r a i s i n g t h e l e s b i a n a n d g a y p u b l i c ' s c o n s c i o u s n e s s a b o u t t h e i s s u e s of r a c i s m a n d sexism. Our s u r v e y s a n d o b s e r v a t i o n s also show t h a t admission a n d employment policies v a r y g r e a t l y among e s t a b l i s h m e n t s . T h i s s i t u a t i o n leaves room f o r a r b i t r a r y p r a c t i c e s t h a t c o u l d p r o v e d i s c r i m i n a t o r y ; o u r r e c o m m e n d a t i o n s also i n c l u d e u n i f o r m p r o c e d u r e s t o r e d u c e t h e chances f o r s u c h practices.

The i n t e r v i e w was c o n d u c t e d w i t h t h e manager o f t h e DCA. B o t h c l u b s s h a r e a common set o f p o l i c i e s , w i t h o n l y one o r t w o exceptions. A c c o r d i n g to t h e manager, a n y p e r s o n is e l i g i b l e t o j o i n as l o n g as t h a t p e r s o n i s s p o n s o r e d b y a p r e s e n t member o f t h e c l u b . All club members must show t h e i r m e m b e r s h i p c a r d u p o n e n t e r i n g t h e f a c i l i t y ; i n a d d i t i o n , t h e management w i l l r e q u e s t p h o t o i d e n t i f i c a t i o n f r o m p e r s o n s w h o a r e u n f a m i l i a r t o them o r a p p e a r u n d e r a g e . T h i s p o l i c y is p o s t e d o n a s i g n i n s i d e t h e e n t r a n c e t o t h e c l u b s . N e i t h e r t h e Cell B l o c k n o r t h e DCA uses a q u o t a to r e s t r i c t a d m i s s i o n . A c o v e r c h a r g e o f $6 a p p l i e s a t t h e Cell Block o n Thursday, Friday and Saturday nights. The Cell B l o c k o b s e r v e s a " n o s u i t j a c k e t s — L e v i ' s / l e a t h e r r e c o m m e n d e d " d r e s s code t h a t a p p l i e s t o a l l p a t r o n s . Interview:

M e m b e r s h i p i n t h e c l u b s costs $25; a p r o s p e c t i v e member m u s t be s p o n s o r e d b y a c u r r e n t member i n good s t a n d i n g a n d p r e s e n t a s i g n e d piece of i d e n t i fication at the c l u b s ' membership office. The c l u b s ' m e m b e r s h i p committee approves applications after a s h o r t investigative process. The c l u b s do n o t keep r e c o r d s of t h e r a c i a l o r sexual makeup o f t h e i r m e m b e r s h i p , a n d t h e manager d e c l i n e d t o estimate t h e c o m p o s i t i o n . The c l u b s do n o t d i s c r i m i n a t e i n h i r i n g o r p r o m o t i n g employees. The c l u b s a d v e r t i s e o p e n p o s i t i o n s (except f o r b a r t e n d e r s ) i n t h e Philadelphia Gay News (PGN), b u t have h a d no o p e n p o s i t i o n s i n t h e p a s t t h r e e y e a r s . A t t h e time of t h e i n t e r v i e w , t h e DCA h a d a s t a f f o f 29, i n c l u d i n g one woman (a b a r t e n d e r ) , t h r e e b l a c k s (one DJ, one b a r t e n d e r a n d one b a r b a c k ) , a n d one Hispanic ( i n t h e membership o f f i c e ) . The c l u b s have n o t r e c e i v e d a n y c o m p l a i n t s a b o u t d i s c r i m i n a t i o n . N e i t h e r c l u b d e l i b e r a t e l y seeks to c r e a t e a n a t m o s p h e r e t h a t w o u l d a t t r a c t a p a r t i c u l a r e t h n i c o r sexual g r o u p , b u t t h e manager d i d s t a t e t h a t t h o u g h he d i d " n o t b e l i e v e t h i s was t h e case, maybe a m a i n l y male e n v i r o n m e n t may keep women [ f r o m c o m i n g ] . Cell Block — S e v e n v i s i t s w e r e made t o t h e Cell B l o c k between late May a n d e a r l y December. Identification i n the form of a m e m b e r s h i p c a r d was r e q u e s t e d a t a l l times f r o m a l l p a t r o n s . A s i g n t o t h i s e f f e c t was p u b l i c l y d i s p l a y e d . On one v i s i t , t h e o b s e r v e r p a i d a c o v e r c h a r g e of $6. One o b s e r v e r n o t e d t h e e x i s t e n c e of a d r e s s code; t h e code a p p e a r e d n o t to be e n f o r c e d a t a l l times, h o w e v e r . Observation:

No women w e r e e v e r seen a t t h e c l u b . On one v i s i t (made a t 10 p.m. o n a Wednesday n i g h t ) no b l a c k s w e r e p r e s e n t ; o n a second occasion, o v e r o n e q u a r t e r of the patrons were black. Otherwise, observers noted t h a t the crowd was p r e d o m i n a n t l y w h i t e . T h e r e was one b l a c k employee p r e s e n t o n f o u r o f the seven v i s i t s ; on a f i f t h v i s i t , two blacks were present. No female e m p l o y ees w e r e seen. The t o t a l n u m b e r o f employees o b s e r v e d r a n g e d f r o m t w o to six. DCA — T h r e e v i s i t s w e r e made t o t h e DCA b e t w e e n A u g u s t 1985 a n d J a n u a r y 1986. I d e n t i f i c a t i o n i n t h e f o r m o f a m e m b e r s h i p c a r d was r e q u e s t e d a t a l l times f r o m a l l p a t r o n s . A s i g n t o t h i s e f f e c t was p u b l i c l y d i s p l a y e d . On t w o o f t h e v i s i t s , t h e o b s e r v e r p a i d a c o v e r c h a r g e o f $6. A c c o r d i n g t o one o b server, this charge only applied on weekends after midnight. The c r o w d o b s e r v e d a t t h e DCA was p r e d o m i n a n t l y w h i t e male. On one v i s i t , t h e o b s e r v e r n o t e d t h a t more t h a n 10 p e r c e n t o f t h e p a t r o n s w e r e b l a c k ; o n a n o t h e r v i s i t , 10 p e r c e n t w e r e women. Of t h e 5 t o 8 employees o n d u t y w h i l e o b s e r v e r s w e r e p r e s e n t , none w e r e b l a c k o r female. CR BAR B a r a n d MILLBOURNE SOCIAL ASSOCIATION (MSA CLUB)

Private Club located a t 6405 Market Street, Millbourne

The i n t e r v i e w was c o n d u c t e d w i t h t h e o w n e r o f b o t h e s t a b l i s h ments. The b a r has b e e n o p e n f o r 15 y e a r s . There is an open door p o l i c y . I d e n t i f i c a t i o n is n o t n o r m a l l y r e q u e s t e d . I f a p a t r o n looks u n d e r a g e , a L i q u o r C o n t r o l B o a r d c a r d is r e q u i r e d ; i f t h e p a t r o n i s f r o m o u t of s t a t e , a p i c t u r e ID i s r e q u i r e d . This policy is not p u b l i c l y displayed. T h e r e i s no q u o t a s y s t e m . A c o v e r c h a r g e a p p l i e s o n l y f o r special e v e n t s (e.g., t h e c l u b ' s Halloween p a r t y ) , a n d i t i s u n i f o r m l y a p p l i e d . " A l t h o u g h t h e e s t a b l i s h m e n t has since r e v e r t e d to i t s f o r m e r name, no s i g n i f i c a n t c h a n g e s i n o w n e r s h i p o r o p e r a t i o n have o c c u r r e d . On o n l y one occasion d i d t h e female p r e s e n c e r e a c h 10 p e r c e n t ; o n o n l y one occasion d i d t h e b l a c k p r e s e n c e r e a c h o v e r 13 p e r c e n t . On t h e one occasion t h a t women made u p 10 p e r c e n t of t h e c r o w d , t h e o b s e r v e r n o t e d t h a t some male p a t r o n s made r e m a r k s a b o u t t h e e n t r y o f women.
