tate Rep.-Elect Malcolm Kenyatta (D-N. Phila.) was elected vice chair of the Philadelphia Democratic Caucus for the 2019-20 legislative session.

He will serve alongside newly elected Chairman, State Representative Jason Dawkins (D-179th), who was voted chair of the Philadelphia Caucus, and State Rep.-Elect Elizabeth Fiedler (D-184th), who was chosen as Secretary/Treasurer in a meeting of the returning Democratic and Democratic members-elect this week.

“I’m deeply grateful to my colleagues for this opportunity and ready to work with them to ensure Philadelphia’s voice is heard loud and clear in Harrisburg,” Kenyatta said.

Kenyatta also seconded a motion authored by State Rep. Chris Rabb (D-200) to change the Pennsylvania Democratic Caucus rules to form an Equity Committee, which will push for greater diversity and inclusion within the caucus.

Philadelphia and the Southeast Delegation also scored some historic victories in the broader Democratic Caucus leadership elections. State Rep. Jordan Harris (D-S. Phila.) was elected minority whip of the Pennsylvania House of Representatives for the 2019-20 session. State Rep. Joanna McClinton (D-W. Phila.) was chosen to serve as chairwoman of the cau-

“Being chosen by my colleagues to serve as the chairman of the PLBC is truly an honor. It is a tremendous responsibility that I will not take lightly,” Kinsey said. “It is the job of the PLBC to be a voice for African Americans and people of color across Pennsylvania. As we have witnessed in recent years, minorities are facing injustice and discrimination more than ever, not only in the commonwealth but across our nation. I look forward to advancing the discussion to ensure African Americans and people of color are equally respected and represented in Pennsylvania.”

The PLBC leadership team is further made up of State Rep. Donna Bullock (D-W. Phila.), vice chairwoman; State Rep. Carol Hill-Evans (D-York), secretary; and State Rep.-Elect Summer Lee (D-Allegheny), treasurer.

“I am honored to be reelected as vice chairwoman of the PLBC and will continue working to create opportunities and reduce barriers for black Pennsylvanians,” Bullock said. “I will keep having tough conversations with my colleagues in the House to make sure that our communities are heard and that legislation and policies from Harris-

burg are inclusive of all communities.”

As a member, I am proud of the work we have already accomplished and in my new role, I look forward to broadening awareness of individuals whose civil liberties have been violated,” Hill-Evans said. “I thank my colleagues and constituents for entrusting me to represent the interests of fairness and equality for all.”

The Pennsylvania Legislative Black Caucus was founded in 1973 by thenHouse Majority Leader K. Leroy Irvis, who would go on to become the first African American speaker of the House. Its purpose is to serve as an information and advocacy vehicle to advance the interests of African American, Latino, and other minority residents of Pennsylvania. Other notable founding members included State Reps. David P. Richardson Jr., Hardy Williams and Lucien Blackwell.

The PLBC also awards annual scholarships to students based on academic and leadership credentials.

The scholarships are awarded to Pennsylvania African American students who will be attending Pennsylvania institutions of higher education.

“As a newly elected representative – and the first Black woman to represent Western Pennsylvania in the House – I look forward to assuming my role as state representative for the 34th Legislative District in Allegheny County and representing all Pennsylvanians of color as treasurer in the PLBC,” Lee said.

“The PLBC has made great strides during the last session. We have advocated to reduce gun violence and to provide a better quality of life while fighting for and

making changes in Pennsylvania’s criminal justice system,” said State Rep. Jordan Harris, the outgoing chairman of the PLBC. “The PLBC is in great hands with Rep. Kinsey. I'm grateful for his partnership in the past and look forward to all the great work the PLBC will do in the future.”

Harris added he has been chosen to serve as House Democratic Caucus whip for the upcoming legislative session.

Other PLBC members elected into leadership roles are State Reps. Jason Dawkins (D-Kensington), Philadelphia Delegation chairman and Margo Davidson (D-Delaware), Southeast Delegation chairwoman.

Harris Pushes Clean Slate Movement State Rep. Jordan Harris attended two roundtable events with the Center for American Progress to announce the launch of a national bipartisan “cleanslate” campaign.

Harris joined the group to discuss how automated record-cleaning would help to reverse both the immediate and long-term consequences that criminal records impose on future education, employment and housing opportunities.

“So many people have done what was legally required of them, but have been unable to become fully productive citizens again,” Harris said. “Taking this movement nationwide will improve the economy, create jobs and provide hope to those who had a criminal conviction from decades past and have turned their lives around.”

Harris joined the group for a discussion last week on how to harness technology to close the second-chance gap without legislation.

Harris said this campaign seeks to undo the

effects of one-sided policy that has been in place across the country for decades. Currently, one in three Americans has a criminal record and is subject to 50,000 potential restrictions on jobs, housing, credit and other basics.

These events come one month after Harris lauded Congresswoman Lisa Blunt Rochester (D-Delaware) for introducing HR 6677, which would automatically seal a person’s federal record if they have been convicted of a nonviolent offense under section 404 of the Controlled Substances Act and any federal nonviolent offense, including for possession of marijuana.

In June, Gov. Tom Wolf signed HB 1419 into law, establishing the first statewide clean-slate law in the United States. The bill was co-authored by Harris and State Rep. Sheryl Delozier (R-Cumberland).

Bass: Trump Tariffs Hurt U.S. Farmers Councilwoman Cindy Bass (8th District) hosted a lunch briefing about the impact that President Donald Trump’s tariffs on foreign goods has had and will continue to have on American farmers.

American farmers have been unable to sell their goods abroad because of foreign retaliation against U.S. agricultural products.

The retaliation comes as the Trump administration imposes tariffs on things like steel and aluminum from countries such as China and Canada. Trump’s trade war has increased the cost of farm equipment as well as caused the price and demand of U.S. agricultural goods to plummet. To help offset the impact of Trump’s trade war, the government is purchasing surplus (Cont. to Page 11)

Three other women, all fellow Democrats, will join Scanlon in Washington come January: Madeleine Dean and Chrissy Houlahan of the suburbs and Susan Wild of the Lehigh Valley.

ership in sight, more than 10 names have been floated – or floated themselves so far.

The list of people who are already scheduling speaking engagements in Iowa and New Hampshire is startling at times.

Add U.S. Sen. Bob Casey (D-Pa.) to that list. Having just won another six-year term, Casey is relatively free to roam the country. And he has explicitly left a presidential option open.

Casey, who traditionally positioned himself as a moderate, has moved to the left in the last two years, possibly winning a hearing from younger progressive Dems as they eye the field.

At the same time, Casey points out that he got 44% of the rural vote in his sound 13-point victory over Congressman Lou Barletta (R-Luzerne). That is attractive to Democratic strategists who want to chip away at Trump’s base.

Current thinking is that to win in 2020, the Democrats must regain three key Northern Rust Belt states

that Trump narrowly won in 2016: Wisconsin, Michigan – and Pennsylvania. They will notice that Casey easily wins the Keystone State.

Mild-mannered Casey is not particularly charismatic, but his demeanor is soothing – about as far from the current president’s as possible. If voters will be looking for a change of style in the White House, Casey would deliver that.

Toomey to Press for Background Checks Casey’s Republican colleague in the U.S. Senate, Pat Toomey, has vowed to react to the Tree of Life Synagogue slayings in Pittsburgh with a renewed push for federal background checks on gun purchases.

While many states currently require criminal or mental-health background checks for all gun purchasers, others exempt purchasers online or at gun shows and federal law permits this.

Mary Isenhour, who has been serving as chief of staff for Gov. Wolf, will move to the puissant Harrisburg lobbying firm RooneyNovak Group in 2019. It will become known as RooneyNovak Isenhour.

Isenhour has played a prominent organizational role in Pennsylvania Democratic politics for a long time. She has been executive director of the Pennsylvania Democratic Party, was state director of Hillary Clinton’s 2008 presidential campaign, and worked on the campaigns of U.S. Sen. Bob Casey, Jr. and Gov. Ed Rendell. Isenhour also served as executive director of the Pennsylvania House Democratic Campaign Committee.

RooneyNovak Group is currently led by Alan Novak, a longtime chairman of the Pennsylvania Republican Party, and T.J. Rooney, a former Lehigh Valley state representative and past chairman of the State Democratic Party.

The National Rifle Association strongly opposed it and it was defeated in the Republican-dominated Senate.

That dominance will grow when the new Congress is seated in January. But Manchin, having survived a re-election bid in good shape, may now have the appetite for a renewed struggle.

Toomey has argued that there is now a willingness among federal legislators to strengthen systems that keep guns out of the hands of criminals and the mentally ill. He has pointed to earlier this year, when the Senate authorized upgrades to the National Instant Criminal Background Check System.

His success in this venture may depend on how his Republican fellow senators read public opinion in their home states in light of the 2018 election. Twenty-two of them will be facing re-election in 2020.

onday night, the Southeast Caucus of Republican State Committee meet at Creed’s Restaurant in King of Prussia to elect new leadership.

For ages the Southeast Caucus elected its caucus chair behind closed doors by the chairmen of each of the five counties (Bucks, Chester, Delaware, Montgomery and Philadelphia).

The vote on Monday was by the State Committee members of the Southeast Caucus. Almost every other caucus in the common-

BY DENISE CLAY very year around Thanksgiving, I usually write a column that looks back at the year, talks about things I’m thankful for, and speaks about something heartfelt.

But this year, I was kind of forced to look at something that I take for granted every year from an angle that I’ve never thought to look at it from, and ask myself, honestly, if this thing actually does what it’s supposed to do.

wealth traditionally elected caucus chair people by the State Committee people who were elected directly by the Republican electorate.

Recently, State Committee changed the bylaws.

The chairman of the Southeast, MIKE MEEHAN, has been in this position since 2011. He was elected to the position (according to rumor) as a compensation prize. All duly elected county chair people are automatically members of State Committee.

Then-Philadelphia Chairman and Meehan protégé, VITO CANUSO, was not allowed to sit on State Committee owing to alleged irregularities in his election to Philadelphia chairman.

I should point out that the Philadelphia County chairperson is elected by the ward leaders. In almost every other county in Pennsylvania, the county chairperson is elected by the respective county committee people. For example, nual Thanksgiving turkey giveaway.

Now, the days of my covering Thanksgiving turkey giveaways are long gone.

Political press offices have known for a while that the only way that you’re going to get me to one of those things is by telling me that there’s something so different with it that I can’t resist. Something like a junior chef making a turkey dinner or a family who had been helped by the giveaway coming back to help others.

I would also cover your turkey giveaway if you were a friend of mine and know that this giveaway was just one of the many things you do throughout the year to help those in need. For example, all We Feed the Homeless Philly had to do was ask me to put the word out about their turkey giveaway, and I’d do it. Craig Stroman’s group not only gave away turkeys, they fed folks weekly and was working on a literacy plan that

in Montgomery County, the party actually rents voting machines for its roughly 600 committee people.

Meehan stepped down as caucus chairman on Monday. Delaware County CHAIRMAN ANDY REILLY was elected to caucus chair. Some think that Reilly is positioning himself to replace Pennsylvania Party CHAIRMAN VAL DiGIORGIO when he is termed out in the position (State Committee by-laws limit the chairperson to two consecutive four-year terms).

Philadelphia, unlike the surrounding counties, only lost one seat in the Nov. 6 election that is currently held by a Republican. This was in large part because we had so little to lose. We held three state representative seats and no congressional and no State Senate seats.

Unfortunately, we lost the 177th Legislative seat currently held by retiring longtime STATE REP. JOHN (Cont. to Page 15) would help the people they served move forward with their lives.

Turkey giveaways weren’t something I thought about much.

That is, until I read a column from Philadelphia Magazine’s Ernest Owens on the topic.

If you’re not reading Owens’s work, you’re missing the chance to be educated on a variety of issues ranging from racism in the Gayborhood (he’s the editor of the magazine’s G Philly section), to millennials and politics to the variety of ways that Philadelphia isn’t living up to its potential.

The argument he made in this particular column was not so much about turkey giveaways themselves, but what these giveaways were attempting to cover up: the city’s grotesque poverty rate. By handing out turkeys during the holidays, our minds are taken off of the fact that it’s been (Cont. to Page 10)

In a declining market, the City is supposed to issue REDUCED valuation of your property. This means revenue LOSS to the city. One wonders if they would. The city already has a HUGE surplus in operating funds and plans to spend only half of it. With City Council and the Mayor up for RE-ELECTION, someone has to slow the RUNAWAY TRAIN of real-estate tax increases.

INSTEAD of tax increases based on alleged high sales, the Mayor and Office of Property Assessment should direct outside inspections of each home. You might find many homes that have added an addition, deck or garage with no permit. That is an increase!...

You can also REDUCE values of properties that are in Philadelphia should do more of this.

Also moving into leadership with Rep. Harris was STATE REP. JOANNA McCLINTON. Both Rep. Harris and Rep. McClinton are former aides to STATE SEN. ANTHONY HARDY WILLIAMS. McClinton will serve as Caucus chair.

Both McClinton and Harris are champions for criminal-justice reform. They are both more assertive than past Philadelphians.

Completing the Philadelphia leadership team is STATE REP. MARIA DONATUCCI, who will once again lead the Philadelphia delegation in the Pennsylvania State House.

(EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

I wish I could disagree with him on this, but Owens is right. And we all need to own that.

In case you didn’t know this, the city has a 26% poverty rate, one of the largest nationwide for a city Philly’s size. Because of this, a lot of people go to work, come home and go to bed with the gnawing feeling in your stomach that comes from not having enough to eat.

(Contrary to what you might perceive, most of the folks who are poor in Philadelphia work, some as many as three jobs. But when you live in a city where some of our elected officials see $1,500 a month in rent as “affordable housing,” rent often wins the battle between rent and food.)

Fortunately, because of school feeding programs, kids fare slightly better than their parents because they at least get breakfast and lunch.

But that breakfast isn’t nearly enough to make up for the fact that they probably haven’t had anything to eat since noon the previous day, and not being able to concentrate

enough to do well in school due to the rumbling in their stomachs can make getting an education difficult.

Giving a family a turkey dinner (or in some cases, just a turkey), can go a long way toward easing the hunger.

Depending on how large the turkey is, you can make sandwiches, soups, stews, hash, rice bowls and a whole host of other things with it. It can go a long way.

But once the meat is off the bones and the bones are all that’s left, the gnawing feeling returns and you’re back to square one.

And with all due respect to our city’s political class, there aren’t enough turkey dinners in the world to fix this.

But there are things that can solve these problems.

Things like training programs that connect to actual jobs. Things like increasing the minimum wage to something that will allow you to support a family without having to work literally around the clock.

Things like passing Philadelphia City Councilwoman Helen Gym’s Fair Work Week bill, which would require businesses to give the workers they currently employ a steady schedule before hiring new ones, thus giving those

But those things, unlike providing a turkey dinner to those in need for Thanksgiving, require that one make businesses accountable for what they get from a city that doesn’t really have it to give and that one expend political capital, neither of which, unfortunately, anyone has seemed to have the guts to do.

Don’t get me wrong. I think that if there’s a way to help those who might not otherwise get a traditional Thanksgiving meal have one, they should have it. Everyone deserves a turkey, a good pan of baked macaroni and cheese, collard greens, stuffing and a sweet potato pie for the holiday.

But to paraphrase the old saying, if you give a family a turkey, it eats for a few days.

But if you make it so a family can buy its own turkey through better jobs, better wages, and actual affordable housing, that family can eat for a lifetime.

Think about that, Public Record readers, as you sit down to a scrumptious meal filled with your Turkey Day favorites.

Especially since so many of you are in a position to actually do something about it.

“I am thrilled this bill has been signed into law,” Sabatina stated. “I have been fighting for those with special needs to be treated equally when it comes to getting on the transplant list. I am pleased that they will now have the same possibilities as everyone else.”

Act 90 contains language from the senator’s SB 108, also known as “Paul’s Law,” which states that an individual shouldn't be deemed ineligible for an organ transplant simply because of a physical or mental disability. The legislation is modeled after similar bills in New Jersey and California. Sabatina has introduced this bill every legislative cycle since 2012.

Councilman Derek S. Green (at Large) offered a bill creating a process for development and enforcement of standards for asbestos, mold, and other environmental hazards to ensure the safety of every student in each school building within the School District of Philadelphia.

Given ongoing concerns about the environmental issues across the School District of Philadelphia, Green offered a bill that would establish a board of stakeholders to develop best practices related to asbestos, mold and other property-related health hazards.

The legislation, which builds on previously introduced legislation enhancing water and lead paint safety requirements at our schools, was developed in partnership with the Philadelphia Healthy Schools Initiative, a coalition of teachers, parents, environmental and other groups.

“Students and faculty deserve to have safe, suitable places to work, learn, teach and be taught. Parents and teachers should be free to care for and teach our children without undue concern for whether their health is being jeopardized,” said the councilman. “I will continue to work with my Council colleagues, the Philadelphia Healthy Schools Initiative, families, faculty and the Kenney and School District administrations to ensure the environmental safety of all school buildings.”

Another big change taking place due to the emergency food surplus is that people can now go to a food cupboard more than once a month.

Because of the low Republican registration in Philadelphia, it has been increasingly difficult for Republicans to get on the ballot for state House and state Senate seats. One needs 300 petition signatures to get on the ballot for a state House seat. There are as many registered independents in the city as Republicans. They frequently vote our way in local elections, but they cannot sign petitions to get Republicans on

Another local media outlet noted that Gritty received at least 43 votes. The vast majority of those votes were for State House and State Senate seats where there was no alternative to the incumbent Democrat on the ballot. I believe these votes were out of frustration.

The ward with the most Gritty votes was the 46th in University City. I spoke to the Republican ward leader, who voiced no surprise as STATE REP. JIM ROEBUCK and STATE SEN. TONY WILLIAMS (both D-W. Phila.) had no opponents. Her message to those who voted for Gritty and who are registered as independent: “Change your registration to Republican.” If you are a registered independent, you have no voice in primaries and for getting alternatives to the entrenched Democrats on the ballot.

I understand why some people spend their retirement money on dischargeable debts before bankruptcy.

Usually, they are just so used to paying their debts that they will employ any legal means to keep doing so. Bankruptcy may be something in their shadowy awareness, but it certainly sounds scary and to be avoided at all costs.

People may even have the more misguided idea that “saving their credit” is vitally important. (Hint: Saving your credit when in serious financial peril is like rearranging the deck chairs on the Titanic.)

If you are operating with a permanent deficit and don’t expect it to change, do not draw down your retirement funds to feed that deficit awaiting the day when you have nothing. Have the courage to read the writing on the wall and learn your bankruptcy options.

The bankruptcy system protects your retirement funds for a reason. No one wants you to be indigent in your old age.
