In The 8th, Rendell Pushes Bass In Robocalls… Over the weekend, Cindy Bass, candidate for City Council in the 8th District, got a boost to her campaign from former Philadelphia Mayor and two-term Governor Edward G. Rendell. This comes only one day after he endorsed Bass and bolsters her campaign’s efforts in the last 48 hours before the Primary Election on Tuesday. His phone call went out to registered Democrats saying,
“Hello, this is Ed Rendell. Through my years in government, I worked with many people. But few with the integrity, competence and heart of Cindy Bass. The bottom line is that Cindy will work hard to tackle the problems that Philadelphia must overcome to move forward. I hope you will join me in supporting Cindy Bass in this Tuesday’s city council election. Thank you.”
…As Treatman Presses The Flesh Meanwhile, one of Bass’s seven rivals, Howard Treatman, spent a busy weekend reaching out to the Mount Airy neighborhood, where voter participation is usually high and where he hopes to draw strong support.
On Saturday, he worked E. Mount Airy Neighbors’ “Swing into Spring” benefit gala at Lutheran Theological Seminary. Sunday afternoon, Treatman was at a Rally for Public Education at the Trolley Car Diner, pressing for better shake from Gov. Tom Corbett’s controversial budget.

Henon Woos Poles Sunday night, one of Dougherty’s protégés, Bobby Henon, the Democratic City Committee-endorsed candidate in Northeast Philadelphia’s 6th Dist. City Council race, and the members of the Polish-American String Band, capped a door-to-door canvassing operation in Northeast Philadelphia’s large Polish community. Henon and dozens of Henon for Council volunteers were joined by the the Mummers’ leg-
endary Polish-American String Band to meet and greet voters and ask for their support on Primary Day. Henon for Council volunteers and Polish-American String Band set out from the intersection of Salmon & Westmoreland Streets in Port Richmond at 6 pm and canvassed the surrounding neighborhoods for two hours.

Afro-Caribbean Voters Issue Maiden Endorsements The African and Caribbean community is a vibrant and growing community within Philadelphia. Substantial increases in the size of this community contributed to the increase in Philadelphia’s population for the first time in 50 years. On Friday, the African and Caribbean Voter Action Committee issued a slate of primary endorse-
ments. This is the first time such an endorsement has been made by the community, “and considering the transformative nature of this election, it couldn’t have been at a better time,” said ACVAC spokesman Uche Ojeh.

Payton On Electric Charging Stations: If You Build Them, People Will Buy State Rep. Tony Payton Jr. (D-Kensington) is introducing legislation aimed at putting more electric vehicles on Pennsylvania’s roads as an alternative to gasoline-operated cars. Payton’s bill would provide tax credits for Pennsylvania businesses to install and maintain electric vehicle charging stations across the Commonwealth. It would also create a grant program for political subdivisions. No tax credit or grant would exceed 25% of the project costs and eligible project costs would not include the acquisition of land. “There is no better time to provide incentives for people to purchase electric vehicles,” Payton said. “Gas prices are $4 a gallon and significantly affecting people’s budgets and ability to travel. Technological advancements have made electric cars a realistic option for today’s driver. The interest is absolutely there from today’s consumer, but we have to dangle the carrot at the end of the stick. 8|
“If Pennsylvania provides tax incentives for businesses to build charging stations for electric cars across the Commonwealth, more people would be willing to invest in an electric car because they would know they could ‘refuel’ and use their vehicle for longer-distance trips.” Payton added his proposal would not only help reduce harmful vehicle emissions from polluting the environment, it would also help the local economy by encouraging people to purchase new electric vehicles. “Everyone talks about reducing our dependence on foreign oil, but we have to be willing to make an investment in alternative energy to make that happen,” Payton said. “The more convenient Pennsylvania makes it to drive an electric vehicle, the more likely people will use them.”

School District’s Accountability Report Goes Online The Accountability Review Council, an independent entity charged with monitoring the School District of Philadelphia’s reform efforts, has released its report The Status of 2009-2010 Academic Performance in the School District of Philadelphia and Observations on the Initial Implementation Stage of Renaissance Schools online. A form for submitting feedback
and/or questions about the report is also available. Visit www.philasd.org/accountabilityreview to see the report. The report will be presented at the May 18 public meeting of the School Reform Commission.
City And Partners Launch Outreach Survey For Homeless Yesterday was the kickoff of Philadelphia’s Participation in 100,000 Homes Campaign – the National Effort to House 100,000 Homeless by July 2013 More than 200 volunteers will canvass communities across Philadelphia to locate, identify, photograph, and survey people living on Philadelphia’s streets. The Philadelphia Outreach Week will create a by-name, photographic database of local individuals experiencing homelessness and will

prioritize the most vulnerable for housing.
Sunday saw an Outreach Week overview and training session with 200 Outreach Week volunteers. Speaking were Philadelphia Office of Supportive Housing Director Dainette Mintz and national 100,000 Homes Campaign Director Becky Kanis.
On Friday, a press conference will unveil results of data collected during Outreach Week, including a detailed demographic breakdown of individuals surveyed and next steps. Speakers include Mayor Michael A. Nutter, US Dept. of Housing & Urban Development and VA Medical Center representatives, and the United Way of Southeastern Pennsylvania.
