Former PA General Counsel
Named to PHA Legal Post 60 attorneys to an international law firm of more than 500. but of all findings related to the recent HUD Inspector General audit of PHA professional legal service contracts.
Barbara Adams, with 33 years’ experience, including managing a staff of more than 500 attorneys at the Office of General Counsel of the Commonwealth of Pennsylvania for nearly six years under Governor Ed Rendell., is the Philadelphia Housing Authority’s new General Counsel. “In selecting a general counsel capable of helping PHA regain the public’s trust, we sought someone above reproach and one with a track record of developing and implementing policies across a broad range of issues. We have found that person in Barbara Adams,” said PHA Administrative Receiver Michael Kelly. “We were fortunate enough to attract tremendously high caliber applicants for this position, and Barbara stood out as the most qualified.” Ms. Adams has several priority projects awaiting her, the most significant of which is reducing the cost of legal bills. She will also serve as PHA’s Ethics Officer, responsible for enforcing PHA’s recently revised Standards of Ethical Conduct. Ms. Adams will report to both the Administrative Receiver

Ms. Adams spent 28 years at the Duane Morris law firm in Philadelphia. As head of the Finance Practice Group, she oversaw the growth of the department from

Ms. Adams is a 1978 graduate of Temple University Law School. She has given scores of presentations and speeches to fellow attorneys, executives, public officials, educators and the media. She will earn a salary of $160,000 per year and will begin work on August 1.
