Resolution authorizing the joint City Council Committees on Public Safety and the Special Committee on Gun Violence Prevention to hold public hearings examining the Administration’s anticipated reports on community based gun violence prevention programs and a comprehensive violence prevention strategy, in light of the escalating acts of gun violence in the City of Philadelphia, and to ensure that the City’s public safety budget reflects the priorities of these plans.

Immediately following the public hearing, a meeting of the Joint Committees on Public Safety and the Special Committee on Gun Violence Prevention, open to the public, will be held to consider the action to be taken on the above listed items.

In my bankruptcy practice, I see people every day in the midst of a homeown-

closure. Wrong. It’s usually just the opposite: A foreclosure is worse for your credit score than filing bankruptcy.

3. If the house is foreclosed, I will have to pay the bank the money that I owed that they didn’t receive when they sold the house. Wrong.

Most states have anti-deficiency statutes, meaning that the bank that holds the first mortgage can’t come after the homeowner after a foreclosure sale. Some states don’t have these statutes, but filing bankruptcy will get rid of anything owed the bank.

Wrong. Most often the foreclosure process continues while a modification application is being considered.

Sometimes the sale date will be postponed, but the process will go forward unless the modification is granted. Filing bankruptcy always stops (or at least postpones) a foreclosure.

Everybody wants to run for every office. The question is: What would anyone do differently if elected?

A debate over the fate of Philadelphia’s two-decadesold tax abatements for real-estate development or improvement seems to be catching the public eye. No one disputes that it coincides with a boost in city development and growth. But many ask if it is still the best way forward – if it is maximizing public revenue from that growth, or if it should be tweaked, or if it leads to malign gentrification (as opposed to good gentrification, whatever that might be).

The answers may not be forthcoming in 2019 but the politics definitely are. In

numerous races around the city, debates about the tax abatement are becoming common currency.

One example: Councilman Allan Domb (at Large), a successful real-estate developer, is being hammered by some activists because of his investments. The progressive 215 People’s Alliances want him to be defeated for re-election; others merely want him to recuse himself from any decisions affecting the tax abatement, because they charge he profits from it. The group charged that Domb’s firm took in $12.3 million in abatements.

Domb has rebutted these accusations, saying tax-abated properties are a small part of his holdings and contracts. Of his critics, Domb said, “I’m not sure they understand how the abatement works.”

Erika Almirón, an immigration activist who is now running for an at-large Council seat like Domb, went right after Domb. “We have to stop giving handouts to some of these luxury real estate developers in this city,” she said. “Instead, we must call on those who are benefiting from the tax abatement – the wealthy

and politically connected – to join the rest of us and pay their fair share.”

City Council is stewing over five bills to jigger abatement.

Four were introduced by Councilwoman Helen Gym (at large), who would alter its implementation and revenue flow. One, by Councilwoman Cindy Bass (8th District), would end the abatement.

Philadelphia Federation of Teachers President Jerry Jordan said that the union supports Gym’s bill to eliminate the portion of the abatement that would otherwise go to public schools.

Voter Registration Initial reports from City and State voting agencies are that voter registration for the May 21 primary, which closed Monday, is up. Philadelphia has gained about 13,000 voters since the 2019 primary. That’s quite a bit more than the 3,000 new residents the U.S. Census Bureau estimates Philadelphia has gained in the last year.

Voter registration doesn’t always translate to voter turnout. That’s particularly true in municipal elections, which aren’t covered by the national AT YOUR SERVICE

Face All Voters All Philadelphian voters, no matter their party affiliation, should speak their mind on four proposed City Charter amendments on the May 21 ballot.

One would change the charter’s gender-specific references from councilman and councilwoman to councilperson.

One would make the City’s Office of Immigrant Affairs permanent. It was created under an executive order by Mayor Jim Kenney in 2016.

One would ask the state Legislature to increase Pennsylvania’s minimum wage to $15 by 2025, or to allow Philadelphia to increase the city’s minimum wage before that.

Matt Wolfe, Republican candidate for City Council at large, condemned DA Larry Krasner’s decision to withdraw his opposition to Mumia Abu-Jamal’s attempt to argue for a new trial before the Pennsylvania Supreme Court.

“Mumia Abu-Jamal savagely murdered Philadelphia Police Officer Danny Faulkner in 1981. The evidence is clear and the trial has been reviewed time and time again in the almost 40 years since the murder. No court has ever given any credence to the arguments that he was innocent or did not have a fair trial. Larry Krasner owes Danny Faulkner and his family better treatment,” said Wolfe.

Sandra Dungee Glenn, an advocate for children and education, was endorsed by the Laborers International Union of North America, Local 332, adding to her impressive support of public endorsements. In addition, Dungee Glenn has received a cross-section of elected-official support from former Mayor of Philadelphia, John F. Street, State Sen. Vincent Hughes, Councilwoman Cindy Bass and Councilman Curtis Jones, Jr. (4th District).

“I am humbled by the support and confidence that Local 332 has given me with their endorsement,” said Dungee Glenn.

he United States Supreme Court is currently hearing a case that could provide just the latest and most deadly blow against our city, our state and our democracy.

As the nation’s highest court continues to hear arguments on the initiative by Commerce Secretary Wilbur Ross to ask respondents if they are citizens of the United States, it’s worth remembering a few things.

rationale for including the question – the first time the query has been proposed since it was eliminated 70 long years ago precisely because it was discovered that the question resulted in significant undercounting of those in the US – is nothing more than “a solution in search of a problem.”

The real problem is the relentless assault by the Trump administration and its GOP sycophants to systematically dismantle democracy as we know it, including efforts to impose poll taxes and other forms of disenfranchisement, the constantly swinging back door of “acting” cabinet members and other appointed officials with no oversight by Congress, and the sheer mendacity oozing from seemingly every microphone planted in front of an administration official.

This obviously includes Ross, whose weaselly effort to

undercount the Census will have devastating results for – wait for it – primarily urban, Democratic areas like the nation’s largest cities and the states those cities are in. How bad could it get for Pennsylvania? According to Rick Vilello, the state’s deputy secretary for community affairs, pretty bad. He noted that each person who doesn’t answer the Census will cost the Commonwealth some $2,093 in federal funding for education, human services, housing, infrastructure and more. And don’t forget about the possible loss of representation for Pennsylvanians, who have already seen their congressional delegation shrink from 23 members to 18 over the past two decades – if enough people are dissuaded from participating, that number could go even lower.

Kind of like the Trump administration itself.

Sheriff on Tuesday, May 7, 2019 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price.

Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

SHERIFF’S SALE lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. Prospective purchasers are also directed to the Room 154 City Hall, 215686-1483 and to its website philadox.phila.gov and to its website at http://philadox.phila.gov where they can view the deed to each individual property and find the boundaries of the property. PROSPECTIVE PURCHASERS ARE RESPONSIBLE FOR DETERMINING THE NATURE, LOCATION, CONDITION AND BOUNDARIES OF THE PROPERTIES THEY SEEK TO PURCHASE. The BRT # refers to a unique number assigned by the City Bureau of Revision of Taxes to each property in the City for the purpose of assessing it for taxes. This number can be used to obtain descriptive information about the property from the BRT website. ew people besides Republicans watch the Republican City Council at-large race. But it is an interesting playing field compared to the Democrats’ because it involves a two-stage competition.

In the primary stage, seven candidates – COUNCILMEN AL TAUBENBERGER and DAVID OH, DAN TINNEY, MATT WOLFE, BILL HEENEY, JR., DREW MURRAY and IRINA GOLDSTEIN – are vying for five slots on the November ticket.

The Philadelphia Association of Black Journalists held a mayoral forum on Monday night at the Community College of Philadelphia’s Bonnell Auditorium. If you’ve been following “Everyday People” the last couple of months, you’ll know that PABJ has hosted incumbent Mayor Jim Kenney, former City Controller Alan Butkovitz, and State Sen. Anthony Williams in town-hall sessions with chap-

Come the fall, though, the five survivors will be striving to outpoll each other in November, as only the top two will advance to City Council offices in January.

So there is considerably more rivalry on the Republican side than within the majority party. Of course, it is impermissible to show any of it in public.

Add to it the possibility for a GOP candidate to cut a quiet deal with a Democrat ally in order to steer some extra votes their way in the general election.

This truly is a realm in which backroom politicking still reigns supreme.

The current spending frenzy over the still-controversial soda tax is proving once again what Republicans have been saying since the very first time the frivolous, onerous levy was proposed. As campaign-finance reports have shown, soda tax opponents, led by

the American Beverage Association, spent over $600,000 last quarter on attacking MAYOR JIM KENNEY and his continued support for the soda tax, which has been proven to be fatal for at least one supermarket thus far and has further burdened those who can least afford to pay extra at the store.

As a result of the opponents’ onslaught, the mayor’s friends have had to counter accordingly: a super PAC funded by local building trades unions has spent $448,000 on ads to bolster the mayor and his signature initiative. While the fortunes of anti-tax candidates ANTHONY WILLIAMS and ALAN BUTKOVITZ are still rocky at best, forcing pro-tax supporters to empty their coffers to a six-figure tune – is welcome news for them and for all who want to see sanity restored to our tax structure.

Apparently, PABJ had the distinction of being the first group to bring all three candidates into the same room at the same time. Other organizations had hosted them in forums, the latest being last week’s mishegos hosted by the Philadelphia NAACP, but they usually came in at different times or in some cases someone, usually Mayor Kenney, failed to appear at all.

But PABJ got them into the same room. And they were joined on stage by Philadelphia Sunday Sun columnist Andrea Lawful-Sanders; Vincent Thompson, principle at Thompson Mediaman Communications and host of WURD’s “City Council Live”; Ernest Owens, writer at large for Philadelphia Magazine; Didier Delphin, editor in chief for CCP’s student newspaper, the Vanguard; and me.

Like I said, I never get asked to participate in political forums as a panelist. The

reason may be that I ask the kinds of questions that folks don’t feel like answering, especially since I also have this nasty habit of interrupting them when they try to spin me by saying, “Excuse me, but that’s not the question I asked you.”

But there I was. And it was just about as contentious as you thought it might be. You had three guys sitting next to each other and two of them have really decided that the third is the reason why Philadelphia isn’t all that it can be.

I could get into the fact that the Sweetened Beverage Tax came up and showed that folks seem to have forgotten everything they ever knew about budgeting with a surplus. I could also note that the three people running for the Democratic nomination for mayor are under the impression that the Philadelphia Police Department, and the guy that’s their actual boss, Fraternal Order of (Cont. Amen and Praise God. This annual attack has been going on so long that I get the impression of the editorial board as stodgy and curmudgeonly, lost in a time warp. The article said that Philly is the only big city

any folks have made a big deal about the explosion of millennials into the electoral process. But if one looks at the number of millennials vying for a City Council seat, it’s not impressive.

There are 10 millennials running for at-large and 28 generation-X candidates.

Fifteen baby boomers are running hard – and two candidates from the silent generation. JANNIE BLACKWELL is one of the members of the silent generation but has hardly ever

with an elected City Commission. An elected commission in a city where the concept of officials elected and ANSWERABLE to THE PEOPLE was born! This concept is sacred. We do not care what other cities do. If you hit the row offices each year (plus Merit Selection three of four times), then you only have to create 358 editorials a year.

In the attacks on the row offices, the opinion of GOOD-GOVERNMENT groups was cited. The ratio of total members of said groups vs. the number of Philly voters is a yawning CHASM! Is a Good-Government group SUPERIOR IN GOODNESS to us all? Who decides?

Sadly, no PULITZERS were awarded to Philly media. There were masterful features in the daily media, such as the one on school contamination!

to change – so should the ageless have birthdays?

Tony RADWANSKI had a birthday. He was a top aide to former City Council President Anna VERNA. But Tony is a great singer, in a Frank Sinatra sort of way!

His golden voice still entertains us in Philly.

PARKING FOR TAXIS at the airport should be equal to LYFT and UBER – even if taxis pay less.

City Real Estate Assessors should be allowed to do a fuller job – and alone should DETERMINE market values of homes.

Alas, Sherrie COHEN withdrew as a candidate for City Council at Large. In her earlier run for the post, she was seen as the winner.

Then final returns in the 39th Ward placed then-Councilman Jim KENNEY just ahead of her. Some wondered if Kenney decided to run for mayor then (?). Sherrie, you will have your day.

Of the millennials, the only one with a clear shot is KATHERINE GILMORE RICHARDSON from Wynnefield. She is the former chief of staff for COUNCILWOMAN BLONDELL REYNOLDS BROWN, who is retiring. Katherine raised about 50,000 bucks and is endorsed by City Committee. She’s going to have to use much of that money to make sure that she’s on all the right ballots.

Katherine’s mentor has been working the phones hard in support of Richardson. This is very important in Philadelphia. There is a respect for former office-holders who are interested in their successor.

This opens doors across the city that newcomers like many millennials will not be able to pass through.

City Hall Sam is still skeptical about the longterm impact of millennials.

He’s willing to believe that they will continue to be

relevant but has also seen their sketchy performance in elections. They take elections off and that lessens their impact in the long run.

Incumbent MAYOR JIM KENNEY is the first on the air with campaign commercials. His message is generic: more money for schools and a higher minimum-wage. It’s difficult to see where ALAN BUTKOVITZ or ANTHONY HARDY WILLIAMS make headway.

What will be their message?

And where will they find the money to convey their message?

It will be interesting to see if Mayor Kenney helps his incumbent Council members so that he’s able to effectively move his agenda in the next term. If he gets a big lead and feels comfortable, he may start pouring cash into other races, guaranteeing future support for himself. And he can play kingmaker. So far, the only people who care (Cont. We walked the riverfront promenade at the Navy Yard at high tide the other day. The river was two feet from spilling over the bulk-

head – and the tide was still coming in. The river can rise EIGHT FEET at high tide. A subway would need pumps working 24/7 due to the high water table. William Penn saw League Island as a lump of mud before we created the Navy Yard. Rail service there has to be above ground. New buildings there block the way.

You can’t talk all of this garbage about how much you care about young people and ignore one of them when he’s having the biggest moment of his professional life. If you had blown off one of my questions, that’s different. You’ll see me again, and you’ll eventually answer my question because I’m not going to stop asking until you do.

But student journalists aren’t guaranteed those opportunities, so when they ask you a question, don’t take that opportunity to campaign. Answer the question.

All of the panelists got to ask at least one question as part of the hour-long forum.

Delphin, the student journalist from CCP, asked a question about secondary-education funding. Admittedly, he was a tad nervous. His question also needed a little bit of restructuring.

But that said, the lack of response, the question got was noticeable. For some reason, the candidates took the time that they should have answered this young journalist’s question to spew talking points.

Speaking of school, we all sang the national anthem, and staying in detention after school caught all sorts of negative attention. We must have had horribly damaged psyches. What an archaic health system we had then.

Our school sandwiches were wrapped in wax paper in a brown paper bag, not in icepack coolers, but I can’t remember anyone ever getting E. coli. We brought sandwiches from home which we kept in our school lockers for about four hours and we never got sick even when the sandwich was tunafish made with mayonnaise.

Almost all of us would have rather gone swimming in the lake instead of a pristine pool.

The term “cell phone” would have conjured up a phone in a jail cell, and a pager was the school PA system. We all took gym, not PE, and risked permanent injury with a pair of high-top Keds (only worn in gym). I can’t recall any
