shells in their luggage on the flight back from a trip to Rome, absolutely nothing. That’s why you might be surprised to find out that Italy – and the myriad of Italian goods Americans love – have been caught up in this mess. For over a decade, the U.S.

and some European countries have been duking it out at the World Trade Organization over alleged subsidies to the two biggest aircraft makers in the world – Boeing and Airbus. The U.S. has said that France and other countries have unlawfully subsidized Airbus. In 2018, the WTO sided with the U.S. and found in favor of Boeing, agreeing with the U.S. claim that these four countries were illegally subsidizing Airbus. As a result, the U.S. is considering placing up to $25 billion in retaliatory tariffs on European countries. Here’s the problem: Italy – a country that wasn’t found to be involved in the unlawful subsidization of Airbus – was included in the tariffs. Specifically, the U.S. is targeting 80 products of Italian origin, from pasta to coffee to cookies. This makes zero sense. It’s other European nations who are at fault here, not Italy. Unfairly including Italy in these tariffs threatens the mutually productive economic arrangement our two countries have maintained, and they threaten the continued growth and investment of Italian companies in America. Tariffs on Italian goods such as pasta, coffee, pastries, and cookies would raise consumer prices and harm U.S. jobs. Goods from Italy create a multitude of local jobs and down the supply chain, from importers to distributors to transportation companies to retailers. As one of the world’s 10 largest exporters, Italy is also positioned to be a strong ally in President Donald Trump’s efforts to combat the unfair trade practices of countries like China. In August, President Trump praised Italy’s Prime Minister, Giuseppe Conte, on Twitter, calling him a “very talented man” and lauding him for representing

LOU BARLETTA

Italy “powerfully” at the G7 and for working well with the United States. Conte appears to be the kind of leader that President Trump can work with. Our countries maintain a deep friendship and heritage, forged through the contributions Italian-Americans have made to the United States for over a century, in everything from film to culture and food. What would President Donald Trump’s home, New York City, or towns like mine, Hazleton, Pa., be without the millions of Italians who immigrated here? Many Italian Americans, like myself, have also been strong supporters of President Trump’s efforts to Make America Great Again. His tough attitude and the strength he projects on the world stage – that’s something we instinctively get and respect, and it’s why I worked hard to spread his message across Pennsylvania in 2016, a state Donald Trump won against the odds. That’s why I’m asking the Trump administration to take another look at these tariffs and remove those against Italy. There’s nothing wrong with the United States holding bad actors to account, and the U.S. is more than entitled to defend our industries from illegal foreign subsidies. Targeting Italy in this matter is not fair, and I have no doubt that the President would agree. Lou Barletta is a former U.S. congressman from Pennsylvania.

Trump on Syria Unites Toomey, Casey

POLS on the STREET BY JOE SHAHEELI or the first time in a long time, two affable colleagues but ideological opposites came down on the same side on a fundamental policy issue. Pennsylvania’s two U.S. senators, Pat Toomey (R) and Bob Casey (D), joined in denouncing President Donald Trump’s sudden decision to withdraw troops from Northeastern Syria, where they have long been allied with Kurdish forces in a successful effort to defeat ISIS. But Turkey, which has long oppressed its own Kurdish minority, opposes the Syrian Kurds’ Syrian Democratic Forces, and has said it wants to invade their

land to establish its own control over them. Trump abruptly reversed longstanding U.S. policy after a telephone call from Turkish President Recep Erdoğan asking him to do so. Toomey said Trump should immediately rethink his decision. “The president’s decision to withdraw U.S. forces from the northern Syrian border poses a significant threat to our national security and risks reversing the progress made in the region to destroy ISIS. Toomey stressed the president’s decision “could also lead to war between Turkey and Syrian Kurds, a result that will boost enemy regimes in Syria, Iran, and Russia. This betrayal of the Kurds will also severely harm our credibility as an ally the world over.” Speaking from safety as a Democrat, Casey was equally forceful in opposing the president’s decision to abandon a brave American partner. “Kurdish forces have been a steadfast U.S.

ing cosponsors for legislation that would prohibit supervised injection sites. “Children and families should not have to witness a constant flow of drug users wandering the streets of their neighborhood. And let us not forget that heroin remains an illegal drug and a deadly killer of Pennsylvanians across the Commonwealth,” the senator said. “In the midst of an epidemic, we should not be providing spaces for users to continue to use without requiring treatment.” Williams opposes the nonprofit Safehouse’s plan to open a supervised-injection site in the city. “Instead of dedicating resources to aid in the continued use of drugs, the General Assembly should seek to provide additional funding to treatment and use prevention, to mental health and trauma-informed education, and to reducing the amount of opioids on our streets,” Williams insisted. ally and President Trump has shamefully betrayed them,” Casey said. “Thousands of Kurds died in the fight against ISIS only to be abandoned by President Trump, whose fascination with authoritarian dictators, like Erdoğan, seems to control U.S. foreign policy. Turning our back on the Kurdish people in their time of need will make our nation less safe. Potential allies will no longer trust our government. “President Trump’s decision to pull U.S. troops from Syria also underscores the problematic nature of his continuing involvement in his business, the Trump Organization. Since President Trump has not fully divested from his private business, our nation is left to wonder whether the fact that the Trump Organization has dealings in Turkey impacted his decision.”

a mission of the State, in Pennsylvania it is excessively funded by local municipalities. This must change. Timid steps have been taken toward this goal in Harrisburg, but with exceptions that in practice prevent the Commonwealth from funding districts with a limited tax base per pupil, like Philadelphia. But Philadelphia is not alone. Pennsylvania has many communities in smaller towns and rural areas with stagnant economies. They also tend to have elderly schools in need of remediation. Many of these areas vote Republican. But this issue provides an opening for our Democratic caucus to reach across the aisle to break the logjam and allocate school funds by need across the state. This way, we can hope to get our share.

not unreasonable to expect the District to have had an emergency relocation plan in place prior to this school year.” We can’t blame him for being mad. We are, however, sympathetic to the extraordinary bind SDP finds itself in as the mammoth scope of lead and asbestos contamination in our aged school plants is revealed. No way it can do everything right – given that it has not yet been given the resources to tackle this gaping infrastructure problem. The City of Philadelphia can and must pitch in, sooner rather than later. Its finances are in better shape than they have been for a decade; spend it now, before the next economic downturn strikes. But the City can’t do it alone. It’s time for our city’s elected State lawmakers to rise to the challenge. Although education is

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. Prospective purchasers are also directed to the Room 154 City Hall, 215686-1483 and to its website philadox.phila.gov and to its website at http://philadox.phila.gov where they can view the deed to each individual property and find the boundaries of the property. PROSPECTIVE PURCHASERS ARE RESPONSIBLE FOR DETERMINING THE NATURE, LOCATION, CONDITION AND BOUNDARIES OF THE PROPERTIES THEY SEEK TO PURCHASE. The BRT # refers to a unique number assigned by the City Bureau of Revision of Taxes to each property in the City for the purpose of assessing it for taxes. This number can be used to obtain descriptive information about the property from the BRT website. Effective Date: July 7, 2006 NOTICE OF SCHEDULE OF DISTRIBUTION The Sheriff will file in his office, The Land Title Building, 100 South Broad Street, 5th Floor, a Schedule of Distribution Thirty (30) Days from the date of the sale of Real Estate. Distribution will be made in accordance with the Schedule unless exceptions are filed thereto within ten (10) days thereafter. In accordance with Title II of the Americans with Disabilities Act of 1990 and the Voter Accessibility for the Elderly and Handicapped Act of 1984, the City of Philadelphia does not discriminate against people with disabilities in providing access to its election process. According to these federal laws, the City of Philadelphia is required to ensure that its election process is accessible to people with disabilities in all elections. This means that polling places shall be accessible to people with disabilities to the extent that accessible locations are available within each election district. The City Commissioners designates and lists polling place accessibility in varying degrees. Polling places that fully meet all federal and state criteria are designated with an “F” for fully accessible building and an “H” for handicapped parking. If a polling place location does not fully meet these federal and state criteria but provides relative accessibility with minor assistance in entry, then that location will be designated with a “B” for substantial accessibility. If a fully accessible location, that meets all federal and state criteria (designated as “FH”), is not available for a polling place in your election Division, voting accessibility will be provided using an Alternative Ballot in accordance with directives issued by the Secretary of the Commonwealth. If you are a registered voter who is disabled or age 65 or older and who is not assigned to a polling place that has been designated as “FH”, you are qualified to vote using an Alternative Ballot. ONLY THE FOLLOWING WARDS AND DIVISIONS POLLING PLACES HAVE BEEN DESIGNATED AS “FH” OR FULLY ACCESSIBLE. IF YOU ARE A REGISTERED VOTER IN ANY ELECTION DISTRICT IN PHILADELPHIA, EXCEPT FOR THOSE LISTED BELOW, AND YOU ARE DISABLED OR AGE 65 OR OLDER YOU ARE ELIGIBLE TO VOTE FROM HOME USING AN ALTERNATIVE BALLOT OR AT CITY HALL ROOM 142 ON ELECTION DAY USING AN EMERGENCY ALTERNATIVE BALLOT:

An Alternative Ballot may be obtained for any election, upon your advance request on an Alternative Ballot Application. In Philadelphia an application for an Alternative Ballot can be made on the regular Absentee Ballot Application by checking the box for “Handicapped or 65 years or older and who is assigned to an inaccessible polling place”. The applications may be obtained at the County Board of Elections in Room 142, City Hall or by contacting (215) 686‐3469 VOICE, or TTY/TDD through the AT&T Relay System. TDD users may utilize this service by calling 1‐800‐654‐5984 and telling the communications assistant they want to speak to the Pennsylvania Bureau of Elections at (717) 787‐5280. Alternative Ballot Applications by mail must be submitted to the County Board of Elections no later than 7 days before the election. Alternative Ballots must be returned to the County Board of Elections no later than the close of the polls, at 8:00 P.M. on Election Day. Additionally, registered electors with disabilities may apply for an Emergency Alternative Ballot Application and cast their ballot in person at the County Board of Elections, in Room 142, City Hall, up to the close of the polls on Election Day. In addition, the City shall provide registration materials in large print at each registration facility and voting instructions in large print at each polling place. Should you have any questions about your rights, or the City’s obligations under these laws, or if you need assistance in determining if your polling place fully meets federal and state criteria, please contact the Accessibility Compliance Office, or the County Board of Elections.

EVERYDAY PEOPLE BY DENISE CLAY hanks to the Hugs Seen Round The World, we’ve spent chunks of the last week or so talking about the concept of forgiveness. When Brandt Jean, the younger brother of Botham Jean, hugged Amber Guyger, the former Dallas police officer convicted of murdering him because she didn’t recognize her own apartment, it spurred a series of discussions on the nature of forgiveness … and who deserves it. (When the judge in the case, Judge Tammy Kemp,

with a bright future, is dead. And while she can probably forgive her eventually, forcing forgiveness on her now would be cruel. There should always be a space for grace somewhere, but if one expects grace without addressing the act that brought on the anger in the first place, that asks a lot. Thing is, and maybe it’s just a perception on my part, there’s a lot of demand for Microwave Forgiveness on the part of Black people if someone deems us important enough to apologize to for something done to us. Or Forgiveness on Credit, which is when an apology might come later, but the forgiveness has to come now. I’m sorry, but that’s not how this works. That’s not how any of this works. Now, when it comes to the Jean family, they’re mourning. People need to be allowed to grieve in their own way and on their own time. No one has the right really to (Cont. Next Page)

BY JOE SHAY STIVALA E GET SO USED to reading of a federal judge ruling in favor of federal prosecutors. So it was a bright day for me when a federal jurist DID NOT rule in favor of the action brought by U.S. Attorney William McSWAIN concerning City injection sites. The rumor is out that McSwain is thinking for running for office. If he got elected, he should not believe that he will be immune from federal investigators someday. he national media were making a big deal of some recent polls that showed JOE BIDEN trailing BERNIE SANDERS and ELIZABETH WARREN for the Democratic presidential nomination. Clearly all this impeachment of DONALD TRUMP talk has affected Biden in that his name and his sons name is being dragged through the mud. It’s a fundamental misunderstanding of how the public reacts by the Democrats. They were not even aware of an issue with Joe Biden‘s

With a declining prison population in the USA, it might mean fewer jobs for correctional officers, yes? Get this – immigrant incarceration was 2,000 in 1979, and 52,000 TODAY! Did we think that we were saving taxpayer dollars with fewer COs? All hail Councilman Mark SQUILLA for his efforts to make Swanson Street downtown a modern artery for drivers. son until it blew up during Democratic accusations. It’s hard to put a finger on who wishes Joe Biden‘s demise more than Trump. The progressive Democrats see him as representative of the past. So instead of viewing him as the most likely to be able to beat Trump, they fall back on their political dogmatic purity and reject him. National Democrats have usually stood on principle as opposed to the victory platform. So Biden is still the strongest candidate to best Trump, but he has been soiled and there will be more things to come. It’s tough to win when you have Democrats and Republicans trying to beat you. It seems to City Hall Sam that Democrats are far more likely to eat their own then Republicans. Only one time in recent history did Democrats bite their lips in the interest of the nominee prevailing and that was in the first CLINTON election. Democrats knew they had

to have a moderate to beat GEORGE H.W. BUSH. Since that 1992 election, all discipline has gone completely out the window. All the Democratic presidential candidates are talking about loan forgiveness. Bernie Sanders is the one who, four years ago, campaigned on free college. He gave HILLARY CLINTON such a hard time that Trump was able to then go on his email rant. Now in Philadelphia, Republican COUNCILMAN DAVID OH is always talking about $1,500 tax credits for Philly college students. It won’t pass because he’s a Republican. Also, Council has no real power to do anything about college tuition. But that doesn’t get in the way of politicians saying anything to score points. And generally that point is rarely made. It seems that no one is accountable for promising things that they can’t provide. The key is to offer (Cont. Next Page)

gave Guyger a hug and a Bible, that spurred a discussion of another kind, which I’ll get into later.) That a Bible figured into this whole thing isn’t really a surprise if you know anything about the Black community and religion. According to the Pew Center for Research, roughly 79% of the Black community describes itself as Christian. So for the younger Jean to hug the person who took his brother’s life is a manifestation of good ole Christian forgiveness and was praised as such. Which brings me to the other side of the forgiveness argument which seems to have left a very-important person out: Botham Jean’s mother, Allison. If you notice, her name is missing from the list of people who hugged Guyger after her 10-year sentence was announced. That’s because, and rightfully so, this woman is still mad. She’s mad because her son, who by all accounts was a decent guy

hat time of year is upon us. The various Republican wards are raising money for election costs. This past Thursday, the 21th and 38th Wards held a fundraiser at McGillicuddy’s in Roxborough. Ward leaders WALT VOGLER and SCOTT WALLER had a huge turnout. A number of candidates came looking voters, including those for City Council at-large hopefuls AL TAUBENBERGER, DAN TINNEY and MATT WOLFE. Other Republican

Public Record interviewed Wolfe’s wife who noted that both the 58th Ward and the URC did not lose money on Wolfe this year as he spent his time connecting with voters rather than eating copious amounts of crab and shrimp. Many of these candidates moved on to the St Nicholas of Tolentine’s annual fair on S. Ninth Street on Sunday. Heeney, Taubenberger and Wolfe wandered over to the event. As the festival is in Ciancaglini’s backyard, he was working the crowd also. The food was great, but no seafood. I periodically open national newspapers and cringe when I see a reference to Philadelphia, as the reference is usually negative. This past Friday, the Wall Street Journal ran an article on “The Streets of San Francisco.” Good, I thought – a Democrat-run city that looks inepter than (Cont. Next Page)

Saturday the leader of the 58th Ward, JOE GIEDEMANN, held his annual All-You-Can-Eat Crabfest at the Harmonia Club. The event as usual was well attended. Given the piles of crab shells, I wonder how Giedemann makes money from this event. Later that day, the United Republican Club held its annual Shrimp Night. Saturday was a crustacean heaven for those who made both the 58th Ward event and the URC Shrimp night. This event was a magnate for Republicans on the ballot including mayoral candidate BILL CIANCAGLINI and councilmanic candidate DUKE ORSINI (2nd District) as well as at-large candidates BILL HEENEY, Al Taubenberger, Dan Tinney and Matt Wolfe. In retirement, he became a “Love Boat” captain and harbor pilot (piloting the Queen Elizabeth). He had

risen from a humble start and lived life to the full. In his late 80s, he fell asleep on my shoulder during a meeting of the British Officers’ Club. He was not fined since he paid for the wine for all! Many crew members of the ships he commanded are in mourning. To them (and me) I repeat a Shakespeare line:

As much as some reformers would like judicial merit selection, most politicians still like the electoral process. That way those that aspire to the judgeship have to stay connected to the political process

and the actual people. True political operatives like the former prince of the city, VINCE FUMO, used to oppose merit selection unless he and his allies were the ones doing the selecting.

That is something else, namely unprofessional. Now you’re probably wondering why I’m bringing all of this up. It’s not happening here in Philly. Why do we need to discuss it? (Cont. From Prev. Page) Philadelphia in the handling of the opioid crisis and homeless problems. But upon reading the article I became more frightened for our city owing to the similarities in the problems City authorities encountered and how poorly they handle the issues. San Francisco does not appear to have safe-injection sites as the city of San Francisco is one big safe-injection site. They have disbanded the City’s drug court as the District Attorney’s office has curtailed prosecution of drug cases. Sound familiar? City officials claim that the homeless problem is

owing to the homeless “food insecurity” which is apparently untrue as there are plenty of food-dispensing outlets for the poor in the city. The other claim is that they are homeless not owing to their drug and alcohol problems but because there is not enough affordable housing. The city spent $2 billion over 10 years to construction 3,000 units. Many more units are in the works. However, there are empty beds in the city’s Navigation Centers which allow residents to come and go as they please, bring pets and order food at any time. Yet still the homeless problem is out of control and worsening. Homeless advocates in San Francisco will tell you that the homeless are not

homeless owing to drugs. The city of 888,000 distributes 4.5 million syringes a year. This is along with alcohol swabs, vitamin C with which to dissolve the drugs and instructions as to how to do so. There are 17 syringe disposal sites, but less than one-half of the needles are returned. So where do they wind up – on the street and in sewage that eventually goes into the water system. If we continue to believe that our homeless problem is not linked to psychological problems and addiction, we could wind up like San Francisco. San Francisco has made the city one big safe injection site. The upshot is not a reduction in opioid addiction but the opposite.

o! Here we go again with a two-letter word with many Meanings – UP. Read until the end – I think you will laugh. This two-letter word in English has more meanings than any other two-letter word, and that word is “UP.” It is listed in the dictionary as an [adv], [prep], [adj], [n] or [v]. It’s easy to understand UP, meaning toward the sky or at the top of the list, but when we awaken in the morning, why do we wake UP? At a meeting, why does a topic come UP? Why do we speak UP, and why are the officers UP for election and why is it UP to the secretary to write UP a report? We call UP our friends, brighten UP a room, polish UP the silver, warm UP the leftovers and clean UP the kitchen. We lock UP the house and fix UP the old car.

list of the many ways UP is used. It will take UP a lot of your time, but if you don’t give UP, you may wind UP with 100 or more. When it threatens to rain, we say it is clouding UP. When the sun comes out, we say it is clearing UP. When it rains, it soaks UP the earth, when it does not rain for a while, things dry UP. One could go on and on, but I’ll wrap it UP, for now – my time is UP! Oh ... one more thing: What is the first thing you do in the morning and the last thing you do at night? U – P. the WAFFLE MAN

At other times, this little word has real special meaning. People stir UP trouble, line UP for tickets, work UP an appetite, and think UP excuses. To be dressed is one thing, but to be dressed UP is special. And this UP is confusing: A drain must be opened UP because it is stopped UP. We open UP a store in the morning but we close it UP at night. We seem to be pretty mixed UP about UP! To be knowledgeable about the proper uses of UP, look UP the word UP in the dictionary. In a desk-sized dictionary, it takes UP almost 1/4 of the page and can add UP to about 30 definitions. If you are UP to it, you might try building UP a

The Secretary of Housing and Urban Development will bid $234,389.58 plus interest, costs and other charges through the sale date. Ten percent (10%) of the highest bid is the deposit required at the sale. The amount that must be paid to HUD by the mortgagors or someone acting on their behalf so that the sale may be stayed is the total delinquent amount of $234,389.58 as of May 13, 2019, plus all other amounts that would be due under the mortgage agreement if payments under the mortgage had not been accelerated, advertising costs and postage expenses incurred in giving notice, mileage by the most reasonable road distance for posting notices and for the Foreclosure Commissioner’s attendance at the sale, reasonable and customary costs incurred for title and lien record searches, the necessary out-of-pocket costs incurred by the Foreclosure Commissioner for recording documents, a commission for the Foreclosure Commissioner, and all other costs incurred in connection with the foreclosure prior to reinstatement. The extension fee shall be paid in the form of a certified or cashier’s check made payable to the Secretary of Housing and Urban Development. If the high bidder closes the sale prior to the expiration of any extension period, the unused portion of the extension fee shall be applied toward the amount due. Come Celebrate! 2019 PUBLIC SERVANT OF THE YEAR Councilmember

O C TO B E R 10, 2019

Cherelle Parker The Philadelphia Public Record is pleased to honor Philadelphia City Councilmember Cherelle Parker as the 2019 Public Servant of the Year. Councilmember Parker has proudly served the Ninth Council District in Philadelphia since being elected in 2015. Before that, she made history by becoming the youngest African American woman to ever be elected to the state House, where she also served as chair of the Philadelphia delegation. Known as a passionate, results-oriented coalition-builder, Councilmember Parker has focused on championing policies to help the working class, senior citizens, women, children, and families alike. She has fought vigorously to address home preservation, neighborhood stabilization, job creation, economic development and equitable schools. As one of the most effective advocates for Philadelphians and the City of Philadelphia in office today, Councilmember Parker is an inspiration both for what she has achieved thus far and what she aspires to achieve in the future.

COUNCILMAN Al Taubenberger made a point to one of his supporters, Leo McCarty.

POPULAR Bill Heeney, an atlarge councilmanic candidate, held forth with a table of partiers.

Wolfe Chimes in On Opioids A Republican city candidate has joined the dialog on drugs. City Council at Large candidate Matt Wolfe released a detailed plan for action to combat Philadelphia's opiate epidemic. Wolfe stated, “The number of lives ruined by opiates in Philadelphia over the past few years is truly unbelievable. This is the greatest health crisis of my lifetime, and when elected to City Council I will take immediate action to solve this epidemic. I don’t know anyone who

has not either been per- 23 sonally touched by this or had someone close to them who has.” Wolfe calls to revamp drug education for students, communities and first responders; increase enforcement efforts against bad actors such as illegal “pill mills”; secure Philadelphia’s port from drug smuggling; ensure people who legitimately need pain medication can access them easily; hold the pharmaceutical industry accountable; combat recidivism through criminal-justice reform; and seek more funding from State and federal governments. Wolfe, however, also stands against the implementation of safe-injection sites. T HE S O U T H PHIL A D EL PHI A P UB L I C R E CO R D

THE UNITED Republican Club held its traditional Shrimp Night last Saturday, packing the hall with 200 happy diners and socializers. Busily working the tables were several candidates, including mayoral ticket-leader Billy Cinacaglini.

(Cont. From Page 6) be a severe blow to Mayor Jim Kenney, who has full-throatedly endorsed the idea of safe-injection sites. Although a Democrat, Williams has decades of experience working across the aisle in Harrisburg; his legislation will likely win approval in the State Senate. “Let us not forget that heroin remains an illegal drug and a deadly killer of Pennsylvanians across the commonwealth,” Williams continued. “In the midst of an epidemic, we should not be providing spaces for users to continue to use without requiring treatment. “Clearly, we must continue our efforts to rid Pennsylvania of the scourge of heroin, fentanyl, and other deadly drugs, but state-sanctioned drug use is not the way. Instead of dedicating resources to aid in the continued use of drugs, the General Assembly should seek to provide additional funding to treatment and use-prevention, to mental health

and trauma-informed education, and to reducing the amount of opioids on our streets.”
