ity Council passed Bill 190703 establishing additional parameters for the Environmental Justice Commission, which is tasked to provide a data and policy framework for environmental-justice decision-making by the city and other stakeholders. Members who take part in completing the work will now be compensated for their membership, time, and reporting. Councilwoman Blondell Reynolds Brown (at Large) stated, “While the Office of Sustainability and Deputy Director Saleem Chapman have been working diligently on this issue, they need more time for the commission to complete its work. In the meantime, we are adjusting the rules of the commission so that it pays the community members who will take part in this important work.” According to the U.S. Environmental Protection Agency, environmental justice is defined as the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income, with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies. The commission will report to the mayor and the president of City Council by Dec. 31, 2020. It will include

recommendations regarding the criteria for identifying locations within the City that experience disproportionate environmental effects; methods of collecting data and conducting analysis; any existing City programs, policies, activities and processes that may implicate environmental-justice concerns; and identifying and removing any barriers to decision-making affecting residents of environmental-justice areas. Christine Knapp, director for the City Office of Sustainability, stated, “For this commission to realize its full promise, we must acknowledge and address the inaccessibility of civic engagement. Resource limitations, whether it be time, money, or other factors, act as a true barrier to traditionally marginalized communities exercising their voices equitably in these civic environments.” The Advisory Commission shall be composed of members appointed by the mayor, in consultation with the Council president. Members must reflect the racial, ethnic, geographic and socioeconomic diversity of the city.

Green to VP Pa. Municipal League The Pennsylvania Municipal League, also known as PML, voted unanimously to make Councilmember Derek Green (at Large) their new First Vice President during their recent annual PML Summit in Gettysburg. Councilmember Green, who served as the organization’s Second Vice President for the past two years, is one of 26 prominent board members – which includes Mayor Jim Kenney and fellow Councilmember Brian O’Neill (10th District) – from across the Commonwealth, who work collectively to uphold this nearly

120-year-old nonprofit, nonpartisan organization’s mission to strengthen, empower and advocate for effective local government. Green responded, “I look forward to further collaboration with my fellow board members, PML representatives and partners to advocate for the legislative needs and policy interests of Pennsylvania cities at both the state and federal levels.” As a member of the PML board, Green will help to oversee a plethora of municipal services that include, but are not limited to, education and training-certification programs, group-insurance trusts and matters pertaining to State and federal legislative advocacy. At the end of this term, Green will assume the role of president of PML.

Cruz: Condemn NRA as Terrorists A new proposed resolution offered by State Rep. Angel Cruz (D-Kensington) condemns the National Rifle Association and, as Cruz puts it, the organization’s “increasingly extreme and inflammatory rhetoric which has exasperated the gun-violence epidemic and inspired domestic terrorists.” Cruz allows that “even if the NRA is not a domestic terrorist organization, its rhetoric and actions have inspired individuals to perpetrate acts of domestic terrorism.” The resolution would also “declare gun violence as a social epidemic that requires immediate action by elected officials at all levels of government.” Observers are not hopeful that his resolution will pass a committee hearing. But many legislative proposals are crafted to make a statement.

Oh Tackles Child Separations With a vote of 17-0 at last

week’s Session, City Council has authorized the creation of a special committee to hold hearings to review child separation in Philadelphia’s child-welfare system and develop recommendations to ensure compliance with State child protective-services law, therefore preventing the unnecessary breakup of families and violations of their due-process rights. Parents who have been wrongfully separated from their children, colloquially known as “DHS Mothers,” have been speaking out at the last few Council sessions. Family separations are traumatic for children. The rate of children removed from their homes in Philadelphia is the highest in the nation, regardless of whether poverty is accounted for. “DHS is an important agency with dedicated public servants doing a tough job. The vast majority of the time, the decision-making is sound and we applaud their hard work. However, we must also recognize that the current protocols for protecting children are inadequate and in need of attention. I look forward to this hearing to identify ways we can better serve and protect the children and families of Philadelphia,” said Oh.

Parker Investigates Broken Labor Deals Councilwoman Cherelle Parker (D-9th District) is calling for a hearing to investigate the refusal by Philadelphia service providers and employers to honor existing and previous labor contracts. There are existing laws on the books to protect workers, particularly unionized workers, in situations when a service provider loses a contract or a new firm assumes ownership of an entity; however, there

have been multiple recent high-profile cases where service providers and employers have refused to honor them. “Despite existing laws, in this era of frequent outsourcing, acquisitions, and mergers, it is increasingly common for service providers and employers to refuse to honor worker contracts,” Parker said. Offenders include Vita Healthcare Group, which assumed ownership of the Somerton Center and Garden Spring Center nursing-home facilities. Also, Sodexo, a major facilities-management corporation with contracts throughout Philadelphia, had a contract to provide environmental services at Hahnemann University Hospital. The workers, who are members of District 1199C, had the right to earn both sick and personal time, but when Sodexo lost the contract in 2018, it refused to pay out that earned sick and personal time. Additionally, members of the Pennsylvania Association of Staff Nurses & Allied Professionals are currently facing uncertainty at St. Christopher’s Hospital for Children, where the hospital’s new owners, Tower Health and Drexel University, have indicated that they do not intend to recognize the collective-bargaining agreement with the prior owner. “We are thankful to Councilperson Cherelle Parker for sponsoring this resolution. It’s critical that employers like Sodexo are held accountable when they mistreat workers,” said Chris Woods, executive VP of District 1199C. Parker added, “When employees are left in limbo, it causes undue professional and financial stress, which not only affects the employees, but their families and communities as well.”

POLS on the STREET BY JOE SHAHEELI hile the ordinary voter tends to sleep through a November municipal election, given that the Democratic slate is sure to sweep in an increasingly one-party town, political insiders are agog this year as they watch an unprecedented effort by progressives to knock two Republicans off their atlarge perch on City Council. This race is more interesting because there are actually two separate progressive factions pressing three candidates. Sherrie Cohen has long hoped to follow her legendary father David Cohen’s footsteps into City Council.

This is her third run. The first two times, she finished in the middle of the pack in the crowded Democratic primary and didn’t make it on the ballot. That was her fate as well this year – until she decided on an end run and filed as an independent (technically the “A Better Council Party” ticket). Cohen’s candidacy was challenged by the Democratic Party on the grounds that she had failed to withdraw as a Democrat and re-register in time according to statute. Party-backed challenges to insurgents almost always succeed and this one did, too – up to the State Supreme Court, which stunningly reversed lower-court rulings and placed Cohen on the ballot. Cohen lays out the math that all progressive outsiders are studying: “All five Democratic at-large Council candidates will get around 90,000 votes. The top two Republicans, on the other hand, will get at best 35,000. When I ran

on the Democratic ballot. There aren’t enough true independents to carry the day and they will lose all straight-ticket Democratic voters. Engaging progressive voters to their cause is therefore essential. And in practice, they will need the aid of progressive committee people in educating these voters. Brooks sent a letter to Democratic City Committee asking its members “to join the coalition of elected Democrats, leading labor unions, and progressive organizations who support my campaign. “Committee people play vital roles in their divisions, educating people in their neighborhoods about elections and providing important information on candidates that will stand for working families in Philadelphia. in the Democratic primary, I got 45,000 votes. There are enough committed progressives in this city to beat the Republicans’ numbers. Republicans do not have a right to those seats. Now is the time to replace them on City Council.” The other progressive campaign is led by the Working Families Party, a national organization. Its candidates are Kendra Brooks, a community organizer in Nicetown with a track record on educational issues, and Nicolas O’Rourke, a pastor in Oxford Circle who is active in criminal-justice and incarceration matters. As of the latest reckoning, these two have outraised all five Republican at-large candidates, in large part thanks to an infusion of funds from their national movement. All three independents are facing an odd task: to persuade progressive Democratic voters to vote for them instead of for one, or two, or three names

I’m not for knocking off anybody that we’ve endorsed that won the primary that she didn’t run in,” he complained. But there are defectors from the party line. Prominent D’s have already endorsed Brooks, such as State Sen. Art Haywood; State Reps. Elizabeth Fiedler, Movita Johnson-Harrell, Malcolm Kenyatta, Chris Rabb and Brian Sims; and Councilmember Helen Gym. In addition, Brooks garnered a thumbs-up from a star outsider to city politics: U.S. Sen. Elizabeth Warren, who is running for president.

Cohen laid out the mathematical counterargument to DCC’s position: “Even if progressives cut an endorsed Democratic at-large candidate, that person is still certain to win. So there is no way our independent candidacies will hurt the party’s lineup. I will add to their voices on City Council.” Brooks and O’Rourke have racked up endorsements including SEIU, NUHHCE Local 1199C,

McSwain and the many opponents of such a venture are pushing hard to prevent what they see as a license for people to use controlled substances without consequence, contravening the country’s statutes against Schedule One pharmaceuticals. Advocates are pushing just as hard to establish a new beachhead in the war on opioids. McSwain’s summary of how he wants things to go is unfortunate – but accurate. The status quo is not only the default for too many decision-makers, but it is even a strategy used by them to prevent or delay the necessarily hard choices that accompany

any substantive movement to stanch the horrifying losses inflicted upon our families and neighborhoods. We sympathize with the long-suffering residents of Kensington, where the Safehouse site is slated to open. It’s tough to see the bright side in a venture that would be a beacon calling to addicts from across the region, adding to the already-swollen ranks of victims currently benighting their streets. Those opposed make a valid point: If the site is approved, why not put it in a neighborhood like Rittenhouse Square or Chestnut Hill and see how NIMBY those residents become? Why not direct the energy being devoted to Safehouse into coming up with other paradigm shifts?

Sheriff on Tuesday, November 5, 2019 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. o many, this is an offyear election. Those of us who take politics seriously believe there is no such thing as an offyear election. Yes, this is an odd-numbered year, but it is an important election. To borrow the words of former SPEAKER OF THE U.S. HOUSE OF REPRESENTATIVES TIP O’NEILL, “All politics is local.” In November, you will be voting for mayor, district Council people and at-large Council people. Also, you will be voting for the only two

This is the 28th anniversary for the Film Festival and I’ve actually managed to get a press credential for it. I’m looking forward to seeing the slate of movies that’s on tap for this year.

As a conservative, you are probably diving for cover if you live in the “enlightened” neighborhoods of Center City, Chestnut Hill, Fairmount or University City. The Trump derangement syndrome has reached an epidemic level in those areas. That being said, many of us have been dealing with the social change advocates’ single-minded disdain for those who question their approach to social injustice. They think if we disagree with anything they say, we are stupid, misguided or nefarious. By the way, it’s not just us: They think more-moderate Democrats are also stupid, misguided

or nefarious. There was an article in the Wall Street Journal this weekend by PROF. PETER BOGHOSSIAN at Portland State University. He echoed my experience with what he referred to “Social Justice Warriors.” Prof. Boghossian points out that if we express an opinion even moderately different from theirs, we are accused of experiencing “white fragility,” engaging in complicity in white supremacy, participating in misogyny (even if you are female). I do applaud an academic in a left-leaning city like Portland penning this oped. He notes the social warriors want to talk “at” you and not “with” you. However, he advises us to listen to them and learn where they are coming from. Boghossian also contends that they are genuine in their beliefs. I, for one, do believe that the vast majority of the “social-justice warriors” are (Cont. Page 15)

A lot of the movies this year have some sort of political connection to them, which is why I was interested in getting a credential. One of the movies is “The Australian Dream,” which is about an Australian soccer player who decides to take a stand on matters going on in his country. One of the film’s producers is someone who knows a little bit about the intersection of politics and athletics in Australia, Philadelphia 76ers forward (and noted jump-shot enthusiast) Ben Simmons. Another movie, and this is one I’m really looking forward to because I interviewed one of her relatives when I was working in Bucks County (she has relatives in Bucks), is “Harriet,” a biopic about the life of Harriet Tubman, the conductor of the Underground Railroad. The movie, starring Tony Award-winning actress Cynthia Ervivo, tells the story of Tubman’s life

and what made her do what she did. Director Kasi Lemmons will be on hand for that one. But the Film Festival starts Thursday night with the premiere of the film “Just Mercy.” It’s about the life of Bryan Stevenson, the founder/executive director of the Equal Justice Initiative. The movie, which stars Michael B. Jordan, is based on Stevenson’s book of the same name. At a time when we’re talking about criminal justice and whether or not the system is fair, or even close to fair, I’m particularly interested in the conversations this will create. LARRY FARNESE, and LGBTQ community members STATE REPS. BRIAN SIMS and MALCOLM KENYATTA, have helped to push LGBTQ issues onto the main streets of Pennsylvania. During an ongoing disinformation campaign aimed at DA Larry KRASNER’S criminal-justice reform, a line I read in the daily press rings true: He is “doing what HE WAS ELECTED TO enact.” During his campaign for election, I heard him speak in many wards, and the folks in the audience – white, Black and Hispanic – nodded their heads in AGREEMENT! Keep that in mind. Small but VERY VOCAL groups rail against Krasner – like police and old-fashioned prosecutors. It is natural for victims’ families to be upset with Krasner if a charge is reduced against a perpetrator. Krasner told the voters what he would do in the campaign and we do not hear from a silent majority. Journalists may agree with the DA, but stoking fires sells papers. I have two complaints about an opinion article written by Lloyd George PARRY, a former U.S. Pros-

ecutor, on a current murder trial: The headline read “DA is wrong: Murder was right charge.” No, the DA felt that a successful conviction could be obtained with a lesser charge. Secondly, do not comment in the media while a case is on trial or about to go to trial. Jurors read papers too. To do so constitutes a PARALLEL TRIAL to me. We formed this great country to get away from that sort of thing. ONLINE reading on criminal-justice reform is best at The Marshall Project, Big Trial and The Intercept. The news feature on persons in LONG-TERM probation, who cannot pay off court costs or restitution, is HAUNTINGLY true. It is an out-of-date SYSTEM of servitude in a system needing MANY REFORMS – so it gets lost. Caseloads for probation officers are TOO LARGE for them to do the job in their best manner. (Cont. MARIA DONATUCCI and COUNCILMAN MARK SQUILLA at Outfest. They spent time speaking to constituents and developing ways to work together to promote important LGBTQ legislation like nondiscrimination in employment and housing. The Indigo Ball, another celebration of the LGBTQ community, was held on Saturday night at the Academy of Fine Arts. The Indigo Ball helped to raise funds for the William Way Center on Spruce Street. The William Way Center is a premier place for members of the LGBTQ community

to receive services and supports. The Indigo Ball was attended by many Philadelphians. Some notable attendees included Woody’s Bar owner and local businessman MICHAEL WEISS, STATE REP. JORDAN HARRIS, State Sen. Larry Farnese, STATE SEN. SHARIF STREET and his policy director MICAH MAHJOUBIAN, CITY COMMISSIONER LISA DEELEY, and PAUL STEINKE, former candidate for City Council and current executive director of the Preservation Alliance for Greater Philadelphia. In addition to raising significant dollars, the Indigo Ball celebrated the contributions of LGBTQ pioneers with an emphasis on the contributions of Black and Brown Trans Women and Femmes. Until now, a business's only option was to file either a regular Chapter 11, which can be costly, or file a more affordable Chapter 7, which requires them to close up shop. A Chapter 11(v) is a more-affordable solution because the bankruptcy estate is administered by a standing trustee, similar to a consumer Chapter 13 case. Please note that while the Left in Philadelphia has more than their fair share of social warriors who live in a liberal “echo chamber,” there are conservatives who suffer from the same syndrome. In the Philadelphia area there are self-righteous conservatives. They, like the leftist social warriors, see those who do not agree with them – especially Re-

honest and believe they are doing “good.” However, being on the receiving end of the lectures for years, my ability to learn more of where they are coming from is questionable. I understand but do not agree with their opinions. I almost always smile, nod and listen. After doing this for years, I do encounter someone with a novel perspective on his/her progressive beliefs, and I do want to hear the process through which they have arrived at their opinions. I still know I cannot express my opinions without being judged harshly, so I keep my mouth shut. That being said, there is a point at which I am not learning anything, and just putting myself in an uncomfortable position. At this point, I excuse myself to find the ladies’ room. I cannot tell you how many times I have gone to the ladies’ room, but really did not need to do so. I struggled to determine whether this behavior on my part is constructive. My neighbors and friends like me better than if I countered their comments. Many of them actually think I agree with them because I do not argue. Does that really help the dialogue (local or national)?

I was speaking to a committeewoman in the 8th Ward (Center City west of Broad Street) who noted that there are few Republicans there. She was stunned to find that there were 4,000 Republicans in that ward. She attributed the invisible Republicans’ unwillingness to express their conservative views to “fear.” I do not think they are afraid. They believe that
