BY CARLO ARAGONCILLO he City of Philadelphia offers a wide range of services to residents who have served in their nation’s military. It is my privilege to share some insights we operate by, as director of the Office of Veterans Services. 1) Leadership Philosophy – When I came back home from Iraq in 2017, I was unfamiliar with the environment to which I returned. With Veteran status in-hand, I knew that the City of Philadelphia has been a leader in the veteran space given its stature as the nation’s first capital and the birthplace to three of five military branches – Army, Navy, and Marine Corps. Coming from a Marine Corps family, I held onto the values and traditions of the military growing up, which ultimately led me to my own military career in the U.S. Army. I continue to serve our city’s veterans and their families by providing and improving services, building relationships with supporting organizations, and increasing awareness

cause of its roots in rich military history. As veterans’ needs grow in awareness, we also have a responsibility to share (Cont. Page 13)

of our successes. (2) Direct Services - Philadelphia’s Office of Veterans Affairs is located at City Hall of Philadelphia, Room 127. It is wheelchair accessible on the first floor and is the only office with a U.S. flag on the outside. There are two core services we directly provide, and they are: (A) VA Claims: if you have any physical/mental service connected injuries that you want to file with the VA, come see our Veteran Service Officers (VSOs), so that we can start your claim for compensation, or we can refer you to an organization of your choice. (B) Pennsylvania State Benefits: if you are blind, an amputee, or paralyzed as a result of your service, we help you file for Pennsylvania State pensions; if you have a 100% permanent and total disability rating through the VA, you may also be eligible for Real Estate Tax Exemption pending review of your documents. (3) Government – The City of Philadelphia’s Office of Veterans Affairs is not only a service office, it is a resource and touchpoint for other organizations within the community. To date, there are over 4,000 nonprofit organizations serving Philadelphians; some of which are Veteran-specific. By being engaged with the local, state, and federal government levels, Veterans can make their voices heard to see change in policy and legislation that directly impacts them and others in the community. (4) Current State – The City of Philadelphia is uniquely positioned be-

Casey Studies Vet Scams

Y

esterday, U.S. Sen. Bob Casey (D-Pa.), ranking member of the U.S. Senate Special Committee on Aging, will hold a hearing entitled, “Veterans Scams: Protecting Those Who Protect Us.” During the hearing, Casey highlighted his bipartisan letter that calls on the Department of Veterans Affairs to take a more-active role in tracking these scams and educating veterans about these schemes. Scammers often target veterans because of their veteran status or eligibility for benefits. According to a 2017 AARP report, 78% of veterans reported receiving a scam attempt related to their veteran status. The same study also found that veterans are twice as likely as civilians to lose money

Common scams include ”secret government benefits scams,” in which perpetrators claim to charge an upfront fee for veterans to receive secret government benefits and pension poaching, an example of which is where unethical financial advisors offer to assist veterans and end up moving a veterans’ assets to an inaccessible trust, annuity

or other financial product. The senator invited a U.S. Air Force and Army Reserve veteran from Northumberland County to testify about his experience losing money to a fake veterans’ charity scam. Sgt. LaVerne Foreman detailed what occurred when con artists contacted him, convinced him to give a monetary donation and later stole money from his bank account. Also giving testimony were Benjamin Wells, a volunteer with Vet2Vet; W. Dewayne Richardson, DSW, U.S. District Attorney, 4th Circuit Court; and Carroll Harris, acting inspector in charge, communications, governance, and strategy group, United States Postal Inspection Service.

Sheriff on Tuesday, December 3, 2019 at First District Plaza, 3801 Market Street, at 9:00 AM. (EST) Conditions of Sheriff ’s Sale for JUDICIAL/FORECLOSURE SALE Ten percent of the highest bid for each property auctioned off shall be deposited in certified check, attorney’s check or money order with the Sheriff by each bidder when his bid is registered, provided that in no case shall less than Six Hundred Dollars ($600.00) be deposited, otherwise upon failure or refusal to make such deposit, the bidder shall lose all benefit of his bid and the property may be offered again and sold unless a second bid has been registered, then, the second highest bidder will take the property at the highest bid price. Additionally, where there is active bidding, the highest bidder, and the second highest bidder, if any must post the entire amount of the cost of the distribution policy for the property at the time of sale by certified check, attorney’s check or money order with the Sheriff. The Sheriff reserves the right to reject any certified check, attorney’s check or money order that on its face has an expired use date and is presented for payment of the deposit. The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold. The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale. The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid. The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly. No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County. The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine. The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale. All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale. Prospective purchasers are directed to the Web site of the Philadelphia Bureau of Revision of Taxes, (BRT) brtweb.phila.gov for a fuller description of the properties listed. Properties can be looked up by the BRT number – which should be cross checked with the address. Prospective purchasers are also directed to the Room 154 City Hall, 215686-1483 and to its website philadox.phila.gov and to its website at http://philadox.phila.gov where they can view the deed to each individual property and find the boundaries of the property. PROSPECTIVE PURCHASERS ARE RESPONSIBLE FOR DETERMINING THE NATURE, LOCATION, CONDITION AND BOUNDARIES OF THE PROPERTIES THEY SEEK TO PURCHASE. ubsidies for electric vehicles are more often than not income transfers to the affluent, and a backdoor form of corporate welfare. Proponents of the subsidies claim they are necessary in order for people to buy these cars as a means to save the environment – reduce carbon emission that lead to global warming. They claim that EVs do not emit carbon. While this is true, the generation of electricity used by the cars does emit carbon. In 2016, 57,066 house-

First, let’s start with the politics. Unless you were following the City Council at-large races, there wasn’t a whole lot of excitement when it came to these elections. holds received the federal credit (of up to $7,500). Of these tax-credit recipients, 78% made at least $100,000 and 7% reported more than $1 million in income. Less than 1% of EV credits went to households earning less than $50,000 in 2014. What adds insult to injury is the fact that these federal tax credits may have been allocated to undeserving recipients. The Treasury Inspector General for Tax Administration in September reported that the IRS handed out nearly $74 million to undeserving EV owners from 2014 through 2018. The credits technically are only available to the original owners of the cars. Many secondhand owners as well as lessees applied for and received credits. Pennsylvania also offers rebates of $1,500 to those who purchase EVCs. Not only do the EV owners in Pennsylvania get auto re-

bates that buyers of other cars with ever-improving fuel efficiency do not qualify for, but they obviously do not pay the Commonwealth’s gasoline tax, which is used for State highways. So the EV owners do not contribute as much to our highways as the rest of us. Seeing this inequity, some legislatures suggested that EV owners be assessed $250 per annum to be used for the highways they use. However, a Pennsylvania Sierra Club spokesperson said the $250 fee was ill-advised, as it would deter people from buying EVs. I found this rather stunning as the EV owners are apparently from an income class for which $250 per annum should not be meaningful. While these credits to go the buyers, the tax breaks are in fact backdoor subsidies to automakers. Otherwise why would the automakers be lobbing (Cont. Page 23)

really breaking a sweat. Rochelle Bilal, who won unopposed, is, literally, the new sheriff in town. Despite actually having competition from Democrat Judy Moore, Republican Councilman Brian O’Neill kept his seat in the 10th District. And despite having a pretty nasty federal indictment over his head, so did Councilman Bobby Henon in the 6th District. In fact, all of the Democratic incumbents up for election – Cindy Bass, Mark Squilla, Kenyatta Johnson, and Councilmembers at large Helen Gym, Allan Domb and Derek Green – won their races. Joining them were new Council people Jamie Gauthier, who will replace Jannie Blackwell, and Katherine Gilmore Richardson and Isaiah Thomas, who will replace retiring Blondell Reynolds Brown and William Greenlee. But the at-large race was the race to watch because it featured eight indepen-

dent candidates, including Kendra Brooks and the Rev. Nicolas O’Rourke, who were both backed by the Working Families Party. Their goal: to take the two seats allotted to “minority parties” via the City Charter away from the Republicans that have traditionally held them. They partially achieved that goal. Brooks won one of the two minority-party seats, replacing Republican Al Taubenberger, who took the news really well. “Looks like I’m cleaning out my office,” he told the folks at WHYY after calling Brooks to concede. Oh, who has always conducted himself politically in a way that seems to make him the target of his fellow Republicans every four years, managed to retain his seat in spite of a strong challenge from O’Rourke. But the woman of the hour was Brooks, whose supporters included Gym; District Attorney Larry (Cont. Page 23)

That’s not a complaint; it’s just a fact. Politics, just like most profession-

Balance Billing: Emergency in ER BY DR. RICHARD HAMILTON, EMERGENCY PHYSICIAN he Pennsylvania General Assembly is considering how to address the issue of balance billing. Emergency physicians applaud them for doing so as no Pennsylvanian should worry about insurance at a time of crisis. However, the most recent attempt to address balance billing, HB 1862, would decimate emergency physicians’ ability to effectively care for all Pennsylvanians and devastate already-stressed Pennsylvania hospitals. Under federal law, emergency physicians care for all patients without regard to insurance. HB 1862 mandates that an out-of-network emergency physician accept a payment equal to the median in-network rate for that insurance policy. By definition, half of in-network emergency physicians re-

ceive reimbursement above the median level. Knowing that emergency physicians will continue to care for all patients, insurers will quickly cut these emergency physicians out of their networks. This will further drive down the median level of reimbursement and, as a result, decrease overall access to emergency care. Hospitals commonly subsidize emergency care due to the federal mandate to care for any patient presenting to an emergency department. As HB 1862 drives down commercial insurance reimbursement for emergency care, stressed Pennsylvania hospitals will be asked to make up the difference, a difference they cannot make up with their own financial challenges. Another problem with HB 1862 is how it tries to resolve insurance company-emergency physician disputes by using arbitration. Under HB 1862,

the arbitrator is only permitted to determine whether the insurance company payment is accurate. However, the issue is not the accuracy, but the appropriateness of insurance-company payment for emergency care that has already been provided as mandated by federal law. As an emergency-department medical director, one of my jobs is to make sure my department has the highest-quality physicians. There is already a shortage of emergency physicians in Pennsylvania. This adverse bill will drive emergency physicians finishing training to choose to work in states with better practice conditions. Fortunately, there is a solution that has worked in states as diverse as New York and Texas, takes patients out of the middle, and maintains a balance among emergency physicians, hospitals, and insurance companies. By banning balance billing,

requiring insurance companies to pay for out-of-network emergency care at an amount to cover all reasonably necessary costs, a reimbursement standard that has been in place in Pennsylvania for over 20 years, and having an actual arbitration process between insurers and emergency physicians that looks at payment appropriateness with the loser paying arbitration costs, we can ensure that patients are protected and incentivize insurers and emergency physicians to come to their own reasonable mutual accommodation. Emergency physicians want to protect patients and end balance billing. We want all Pennsylvanians to only worry about their health at a time of crisis. The General Assembly needs to find the right way to both protect patients and ensure that we can continue to provide the quality emergency care all Pennsylvanians deserve.

Progressives Bump Republican off City Council

BY JOE SHAHEELI A city that within living memory was run by a Republican machine has just seen an at-large Republican expelled from City Council. How times have changed! Minority Republican Councilmember Al Taubenberger (at Large) was turfed out of office by the Working Families Party’s Kendra Brooks. As of yesterday morning, Brooks had

won 55,599 votes, topping Taubenberger’s 44,784. Taubenberger’s running mate, Councilman David Oh (at Large), survived Brooks’ running mate Rev. Nicholas O’Rourke with 49,700 votes to O’Rourke’s 43,012. By definition, Oh becomes the only model for a successful urban Republican in a competitive citywide campaign. Four other at-large Coun-

cil candidates took a shot at this office. Sherrie Cohen, a longtime LGBTQ activist, won 8,354 votes while Libertarian Maj Toure got 5,676. But Working Families Party had the budget to do the job – $350,000 as of last report. This puts you in the ballpark of a contested citywide election. rors the general decline of the Republican Party as a practical voice for urban and suburban concerns. Increasingly, national Republican muscle favors declining rural areas and seeks to tilt against rising urban metropolises like Philadelphia. This places Philadelphia Republicans at a disadvantage. In District Council races, the closest was the 10th. Incumbent Republican Brian O’Neill, who has been in office since the 1970s, had to break a sweat this time to ward off a strong challenge by Democrat Judy Moore, 55-45%. In the 6th, incumbent Democrat Bobby Henon could post only 60-40% against a respected but underfunded Republican civic leader, Pete Smith. Henon’s federal indictment as part of the Johnny Doc investigation has shaken many of his constituents. No such challenges faced other District Democratic incumbents. Mark Squilla (2nd District) trounced Republican Duke Orsino with 83% of the vote. Curtis Jones, Jr. (4th District) buried two indie opponents with 88%. Paulmier with 81%. Kenyatta Johnson (2nd District) blew past the GOP’s Michael Bradley with 79% of the tally. Oh, the mayoral race. Incumbent Kenney took it 80-20% in a lackluster campaign that neither side took much interest in. In the contest-free sheriff and register of wills races, unopposed Democratic rebels Rochelle Bilal and Tracey Gordon delivered a double upset that set Democratic City Committee back on its heels. For what it’s worth, Gordon outpolled Bilal by 3,403 votes. The City Commission race played out as expected. Incumbent Chair Lisa Deeley nudged out her Democratic running mate Omar Sabir by 5,305 votes. The minority commissioner, Al Schmidt, waltzed in with 11% of the vote. But as Schmidt is universally respected by all parties, this is a happy outcome for the city. Most knowledgeable Democrats would be sorry to lose this Republican from his important City job. Meanwhile, out In the ’Burbs… While Philadelphian voters were debating whether the GOP had become a third party in their bailiwick, the suburban electorate unleashed a truly epochal revolution. In one fell swoop, the County Commissions of Bucks, Chester and Delaware Counties flipped from Republican-controlled to Democrat-controlled. In this they were following the lead of Montgomery County, which lost its Republican majority two years ago. History was made in two ways. As a matter of principle, all these counties have voted Republican pretty much since the Republican Party was formed in the 1850s. Furthermore, after World War II, when auto-based suburbia as we now know it came into being, these “collar counties” of Southeastern Pennsylvania increasingly

defined themselves as socially and politically apart from the inner city that many of their new residents had spurned and fled. City and suburban interests were seen to be inherently in conflict.

That age has passed. Increasingly, suburbanites feel the links between their subdivisions and their inner city. They identify with a common metropolitan cause. And in the age of

Trump, the defining polit- 17 ical division lies between coastal metropolis and stagnant hinterland. The former increasingly votes Democrat, the latter increasingly Republican.

Chamber Hails ‘Business Rights’

he Chamber of Commerce for Greater Philadelphia applauded the announcement that the City of Philadelphia will implement a new “Business Owners’ Bill of Rights” as part of its efforts to improve customer service and improve the relationship between government and the business community. First proposed almost a decade ago by the Sustainable Business Network of Greater Philadelphia, the new initiative is a key part of an overall plan to address the city’s highest-among-bigcities poverty rate by inclusive, neighborhood level economic growth. “Through the Chamber’s

PHL Neighborhood Growth Project, we are advocating for growth at the neighborhood level through business creation and expansion,” said Rob Wonderling, president & CEO of The Chamber of Commerce for Greater Philadelphia. “We applaud the City of Philadelphia and thank the SBN for their leadership in moving this initiative forward.” The Business Owners’ Bill of Rights announced by the City includes: • The right to transparent, fair and consistent application of rules; • The right to timely responses to inquiries; • The right to receive guidance from the Office of

o. Here we go again with something from the internet that will boggle your mind . . . I know it did mine. The year is 1910 – a little more than a century ago. What a difference a century makes. Here are some statistics for the year 1910. The average life expectancy for men was 47 years. Fuel for cars was sold in drugstores only. Only 14% of the homes had a bathtub. Only 8% of the homes had a telephone. There were only 8,000 cars and only 144 miles of paved roads in the whole country. The maximum speed limit in most cities was 10 mph. The tallest structure in the world was the Eiffel Tower. The average US wage in 1910 was 22 cents per hour. The average US worker made between $200 and $400 per year. A competent accountant could expect to earn $2,000 per year, a den-

Two out of every 10 adults could not read or write and only 6% of all Americans had graduated from high school. Marijuana, heroin and morphine were all available over the counter at the local corner drugstores. Try to imagine what it may be like in another 100 years; it staggers the mind.

Why?... One writer keeps repeating that Philly Democrats are a “machine” – for the last 70 years. He must know better (?). Do the research. Insistence on repeating it seems PUERILE or an attempt to influence election outcomes ON THE CHEAP. This makes a writer no different

from the Trump that they blast.... A newsletter wrote that the district of Councilperson Quiñones-Sánchez has gotten worse over the years – “but imagine how bad it would have been without her.” How BAD would it have been, sir?... Lastly, a writer opined that progressives rattle the establishment. It mentioned that long-term incumbents have been beaten in our region. But that HAPPENS to folks in office a long time. He mentioned that Rep. Fiedler beat a machine-backed candidate. A true machine cannot be beaten. Kendra Brooks raised more money than GOP candidates BECAUSE the GOP money is split FIVE WAYS instead of two. Congrats to A. Charles PERUTO for 40 years in the law... to Rep. Isabella FITZGERALD for 11 years in the Northwest Youth Coalition… to Peter McDERMOTT for 25 years at Hudson Logistics… to Kevin Ferris for five years at Wounded Warriors in Walter Reed Hospital…. to Joe “AOH” Fox for five years at PhilaPort! On the surface, the fact that we were supposed to set aside a day of the week to commemorate man’s ability to feed himself by preparing his own food reminds me of a joke from comedian Chris Rock about wanting credit for something you’re supposed to do. But when you live with a man who occasionally surprises you with dinner – and sometimes with spaghetti sauce on the ceiling – I guess a pat on the back is deserved. Saturday night at the Simeone Automotive Museum, 6825 Norwich Avenue, in Southwest Philadelphia, you’ll get a chance to pat a

whole gang of men on the back for cooking dinners, desserts, alcoholic libations and all sorts of things as part of the Ivy Legacy Foundation’s 27th annual Philly’s Men Are Cooking. The culinary showcase is the Foundation’s annual fundraiser and brings together a combination of 150 professional, amateur, and “Are you sure they won’t burn the house down?” chefs to prepare everything from drinks to desserts, said Jacqueline Washington, president of the Ivy Legacy Foundation. This year’s theme is Carnivale, and the food featured will range from Caribbean to African to Southern traditional, Washington said. The entertainment will in-

clude stilt walkers and other performers. What sets this event apart is the effort that the men put into it, Washington said. “These gentlemen come and make donations, and pay for 50 full servings out of pocket,” she said. The goal is to raise $30,000, which equals the amount the Ivy Legacy Foundation hopes to give to deserving students in scholarships this year, and also enough to continue the Foundation’s teen mentoring, academic and college preparatory programs. Also, lawsuits where debts arise after the filing of bankruptcy can continue. Meaning if the debtor causes an accident one month after filing bankruptcy and damages your car, you can file a lawsuit against them. For matters arising before the bankruptcy was filed, you may be able to petition the bankruptcy court for relief from the automatic stay so that your lawsuit may continue.
