MAYOR Jim Kenney

Fellow Philadelphians, Being your mayor for the last four years has been the greatest honor of my life.

In 2016, we embarked on an ambitious mission to bring equity and opportunity to all neighborhoods and to make the government more accessible and accountable to the people it serves. As I reflect on this term, I’m proud of many things that we’ve accomplished together.

Among them was our ability to stay true to our guiding principles of courage, compassion, and collaboration.

We knew that Philadelphia could not rely on support

from Harrisburg or Washington to solve our city’s challenges. We needed to create new ways to tackle our most pressing issues head-on and take control of our destiny.

And that’s what we are doing.

Together, we took on the powerful beverage industry to raise the revenue needed to create Community Schools, provide free, quality pre-K for over 6,000 kids, and invest hundreds of millions of dollars in our aging public spaces. Helping children reach their full potential has been at the heart of everything we do.

I firmly believe that the single-most important investment we can make for future generations is quality education. That’s why we took the bold step of returning our schools to local control, and I appointed a Board of Education that has been responsive to student and parent

concerns. To accelerate the School District of Philadelphia’s progress, and because we knew we couldn’t wait for the Commonwealth to fulfill its mandate to adequately fund education, we committed to investing more than $1.2 billion in our schools.

We developed a multi-faceted approach to stabilize households through affordable housing and social services; increase incomes to lift people out of poverty; and invest in programs and policies that break the cycle of intergenerational poverty for good.

Early indicators show that it’s working. The poverty rate has declined, our job market is growing, and median incomes are rising. All the while, we faced the stark reality that the opioid epidemic – the worst public-health crisis of our lifetime – was ravaging communities and cost-

We also made significant strides in safely decreasing our local jail population by over 40*, and fought back against repeated attacks by the Trump administration by strengthening our Welcoming City policies that bolster our immigrant communities.

In 2017, with the support of City Council, we announced that over $80 million from expiring tax abatements above existing revenue streams will go to the Housing Trust Fund for affordable housing and other home stabilization initiatives over the next few years. This is one way we are ensuring that more people and neighborhoods benefit from our real estate boom and growing economy.

Over the last four years, we had a bold vision of what Philadelphia can be, and we set clear priorities that allowed us to achieve these great things and much more.

The work has not been easy, but nothing worth fighting for ever is. There is no denying that we have much more to accomplish.

Over the next four years we will build on the success of our ambitious first term, work to lift at least 100,000 Philadelphians out of poverty, fight the scourge of gun violence and the opioid crisis, and create an inclusive economy ripe with quality jobs, higher wages, and a workforce prepared for the jobs of today and tomorrow.

We will continue to make City services more efficient and our government more inclusive and accountable to the people. That means improving the ways we deliver core services; maintaining clean, safe streets in every neighborhood; providing quality customer service to residents and businesses; and ensuring that every new policy is created using a racial equity lens.

You’ll hear more about our vision for the second term in the coming weeks.

It will speak to our values and our mission to make our city stronger for all Philadelphians. I look forward to working with you to make this a reality.

hiladelphia City Council voted to ban all plastic bags from retailers and call for a study of single-use bags. This bill will go into effect on July 2, 2020 – the state has preempted municipalities from enacting any legislation un-

til after July 1, 2020.

Philadelphia spends between $9 million and $12 million a year cleaning plastic bag waste from the streets, sewers, and bodies of water.

Missing from the legislation was a fee on all other single-use bags like paper bags

that will be addressed in the 2020 Council session.

Joseph Otis Minott, executive director of Clean Air Council, said, “We are very pleased that City Council has finally started to address the chronic, and devastating litter problems the city faces.”

BY JOE SHAHEELI ong viewed as one of the more-independent conservatives in the U.S. Senate, Pat Toomey (R-Pa.) has gone out on an unusual limb by opposing the new U.S., Mexico, Canada Agreement, which is destined to replace the North American Free Trade Agreement.

USMCA is the first major piece of bipartisan legislation that has been advanced in Congress at the behest of President Donald Trump, who campaigned against NAFTA. Toomey, a committed advocate of free trade, is the lone Republican senator to speak out against it. In a statement, Toomey laid out his views:

“Here’s the rub: NAFTA is the epitome of fairness – there is complete reciprocity, zero tariffs on all manufactured goods and nearly all agriculture goods, no quotas, and no obstacles to trade between the three countries.

“While the USMCA has a few sensible modernizations – like improvements to the digital economy section – in general this deal is seriously flawed. In fact, if it is enacted, it will mark the first time that the United States passes a trade agreement that is designed to reduce trade.

“I intend to oppose this deal when it comes before the Senate, and here’s why: “First, USMCA would be our first trade agreement with an expiration date. Part of what makes NAFTA successful is that individuals and businesses in all three nations can invest in one another with long-term confidence and without fear of the deal expiring. USMCA eliminates that confidence.

ly eliminates a mechanism that ensures American investors are treated fairly when they invest in foreign countries. USMCA also makes a whole host of protectionist concessions to organized labor that fly directly in the face of free-trade agreements, such as minimum wage mandates on specific foreign industries.

“For all of these reasons and a whole host of others, the USMCA will likely lead to less growth, less trade, and less job creation. Under NAFTA, Pennsylvania has seen its exports to Mexico surge by almost 550%.

NAFTA has also supported hundreds of thousands of good paying jobs and been a major boon to both our local and national economy.

While NAFTA could use some updates, it is still far preferable to the USMCA.” Toomey runs risks in taking this stand. It may not endear him to Trump fans and possibly even draw a hostile Tweet from the president.

But observers are asking: Run for what?

There is speculation that Toomey may be eyeing the governor’s mansion when incumbent Tom Wolf completes his second term. The U.S. Senate is not a particularly cheery place to work these days.

The balance of the purchase money must be deposited in certified check, attorney’s check or money order together with a Deed poll for execution by the highest bidder to the Sheriff at his office within 30 days from the time of the sale. An extension of time for an additional 30 days may be granted at the discretion of the Sheriff upon receipt of written request from the buyer requesting the same, except when a second bidder has been duly registered. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid.

Thereafter, the Sheriff shall be at liberty to return the writ to court. A second bid must be registered on any property immediately after it is sold.

The second bidder must present the same amount of deposit that the highest bidder delivers to the Sheriff at the sale. An extension of time under no circumstances will be granted or honored by the Sheriff whenever a second bid is registered on a property at the sale.

The first bid or opening bid on each property shall be set by the City of Philadelphia. In no event will the successful bidder be allowed to settle on the property unless all the Sheriff’s costs are paid notwithstanding the final bid.

The deposit by any bidder who fails to comply with the above conditions of sale shall be forfeited and the funds will be applied to the Sheriff’s cost, then to any municipal claims that the City of Philadelphia has on the property. Finally, if a balance still remains, a Sheriff’s Distribution Policy will be ordered and the money will be distributed accordingly.

No personal checks, drafts or promises to pay will be accepted in lieu of certified checks, attorney’s checks or money orders made payable to the Sheriff of Philadelphia County.

The Sheriff reserves the right to grant further extensions of time to settle and further reserves the right to refuse bids from bidders who have failed to enter deposits on their bids, failed to make settlement, or make fraudu-

lent bids, or any other behavior which causes disruption of the Sheriff Sale. Said bidders shall be so refused for the sale in which said behavior occurred and for said further period of time as the Sheriff in his discretion shall determine.

The Sheriff will not acknowledge a deed poll to any individual or entity using an unregistered fictitious name and may, at his discretion, require proof of identity of the purchaser or the registration of fictitious names. The bid of an unregistered fictitious name shall be forfeited as if the bidder failed to meet the terms of sale.

All bidders are advised to remain at the sale until after the last property is sold. The Sheriff reserves the right to re-sell any property at any time before the end of the sale, upon the successful bidders’ failure to tender the required deposit. The Sheriff reserves the right to postpone or stay the sale of any property in which the attorney on the writ has not appeared and is not present at the sale.

Actually, that’s not entirely true. A lot of folks have been talking about it, but the main person whom everyone wishes would discuss the appointment of the city’s most important law enforcement officer – Mayor Jim Kenney – has been noticeably silent.

He’s been pretty consistent about his silence. Mayor Kenney has told more

But let’s be honest here.

The Philadelphia Police department is a bit of a mess, which is why folks want to make sure that the next person running it knows what he or she is doing. While it’s not currently under federal oversight, a place where it spent much of the last century and a nice chunk of the current one, it’s got issues.

The Plain View project exposed the department’s internet racists and showed a need for a better social-media policy in the process.

Homicide detective Philip Nordo was allegedly sexually assaulting and then intimidating male witnesses during his investigations, something that got him locked up. Chief Inspector Carl Holmes was arrested last month for the alleged

sexual assault of three women.

Heck, the reason why we’re looking for a new commissioner is because Ross resigned once an amendment was filed in a sexual-harassment lawsuit filed by a former paramour who accused the former commissioner of slow-walking her sexual-harassment complaint to get back at her for breaking up with him.

And we’re not even going to get into Coulter and her questionable wardrobe choices.

Add that to the fact that the Philadelphia Police Department has had a history of traffic stops where unarmed Black men have wound up dead and you’ll understand why the community, particularly Black and Latino folks, might not want to trust Mayor Kenney to make the decision of the city’s next Top Cop all by himself.

But where Mr. Mac made his greatest impact was if you were an aspiring politician and got the opportunity to have a cup of Dunkin’ Donuts coffee with him.

Mac was a sage. An absolute artist as a political operative.

He was ahead of his time in fighting for African American issues in Philadelphia.

One of Mac’s longest-term friends and allies was SONNY CAMPBELL, the longtime Leader of the Philadelphia Black Ward Leaders caucus.

Mac was crucial in MIKE STACK’S upset victory over HANK SALVATORE in 2000. The formerly strongly Republican 66B Ward voted for Stack by a razor-thin margin. And it was McAleer’s hand in that race that pushed the victory over the line.

In addition to being a great ward leader, he ended up being an ace executive staff member and helped thousands of constituents maneuver through the red

tape of government. And he was involved in every type of campaign from State rep to president over several decades. He helped STATE SEN. JOHN SABATINA succeed Stack after Stack was elected lieutenant governor.

Mac battled his health issues like a champion, beating cancer twice. Although Mac lived to be 81, his time on earth and in politics still seems short. His luck with women was unprecedented.

He was married to the beautiful KATHY McALEER twice and is survived by 13 grandchildren and two great-grandchildren and the lovely GERTRUDE O’NEILL, his fiancée, who was always by his side in the toughest of times.

Justice Reform - or Not? (Cont. From Page 8) Party tapped two other candidates before her, only to find that neither of them lived in the district. But she was opposed by two pastors: Amen Brown, with the support of Lowery Brown, who remains popular in the district, and Pamela Williams, who ran on the Working Families Party ticket – a force that has since shown it is to be feared by Democratic City Committee favorites.

In previous cycles, unionist Ray Bailey and Wanda Logan have also tried for the seat. Many other potential candidates are giving the race a hard look.

Still others will be giving those candidates a hard look. City Committee, spearheaded by local ward leaders, is desperate to find a candidate with a legitimate residence in the 190th as well as a clean record. Reports are that DCC will turn

over every rock in every potential candidate’s past this time. It will doubtless profit from the assistance of all the other candidates, who will be looking for dirt on each other.

A special election has been set for Feb. 25.

Harris Bill Damaged?

Krasner Says Yes A signature piece of legislation co-sponsored by State Rep. Jordan Harris (D-S. Phila.) has drawn fire from DA Larry Krasner for a sudden twist it has taken in committee.

HB 1555, developed in a bipartisan process with State Rep. Sheryl Delozier (R-Cumberland), had been hailed as evidence of emerging consensus that criminal-justice reform is needed to reduce incarceration rates.

But Krasner published an opinion piece in the Penn-

sylvania Capital-Star, a nonpartisan, nonprofit website, in which he said HB 1555 is now damaged goods.

“In its earlier form, HB 1555,” wrote Krasner, “embodied the public’s desire to bring much-needed fixes to probation. But in committee, an amendment that passed with bipartisan support not only guts the reforms that were in the original legislation, it would actually leave Pennsylvania’s already broken probation system much worse than it currently is.

“The Delozier/Harris bill, as amended, is not criminal-justice reform.

Because the amended bill would actually worsen the conditions of probation in Pennsylvania, we urge members of the House to reject this bill in its new form and get back to work on real probation reform in the Commonwealth.”

As has been proven over and over again during this president’s assault on all the mores, standards and paradigms we hold dear, his brutally simple attack style – a sustained social media blitzkrieg – successfully overwhelms people’s ability to filter and prioritize the surfeit of chicanery, buffoonery and kakistocracy that have been the hallmarks of 1600 Pennsylvania Avenue for more than a thousand days. When everything is wrong, nothing is. When everything goes against the norm, it becomes the norm.

You would be wrong, of course. The crowds were thronging to take part in “Impeachment Eve,” as the United States again stands on the threshold of impeaching its chief executive. For the vast majority of these participants, the foregone conclusion that the U.S. House of Representatives would impeach President Donald Trump yesterday could be seen as an early Christmas present.

In a sign of just how bitterly divided we as a nation have become, it seems that just as many people on the other side of the partisan chasm see the impeachment proceedings as a boon, a gift that will likely keep on giving right up until the president is reelected next November.

Mac was the unofficial ambassador to labor unions in Philadelphia. He had tremendous relationships going back to JOHN McCULLOUGH of the Roofers Union, EDDIE KEENAN of the Plumbers and ED CORYELL of the Carpenters.

They certainly don’t make them like Mike anymore.

All of Mike’s kids and grandkids have been exceptional athletes, including GENE McALEER, who often worked on political campaigns while as an All-American in highschool football and a star at Hofstra. When Gene took direction from his dad in running campaigns, he often brought the organization of a football coach to canvassing.

Nobody has been able to duplicate what the McAleer machine and many of the

northeast wards have done with old school politics. Oldschool means door-to-door canvassing and getting tons of Democratic registrations.

But it looks like in the future, with social media and New Left information-age techniques, that the personal style of guys like Mike McAleer will be conducted only in heaven.

o! Here we go again with this memory of Iron Eyes Cody.

He was most famous for his “crying Indian” role in the “Keep America Beautiful” Public Service Announcement in the early 1970s. It was a one-minute ecology production in which a Native American (Cody) sheds a tear after

some trash is thrown from a speeding car and lands at his feet. In this commercial, the announcer, William Conrad, of “Bullwinkle” and “Cannon” fame, memorably declares: “People start pollution; people can stop it.”

Iron Eyes Cody (Apr. 3, 1904-Jan. 4, 1999) was an American actor. Cody was born as Espera Oscar de

Corti in Kaplan, La. He was recognized for portraying Native Americans in Hollywood films.

Cody began his acting career at 12 and worked until the time of his death.

He appeared in more than 200 films, including “The Big Trail” (1930), with John Wayne; “Sitting Bull” (1954), as Crazy Horse;

“Nevada Smith” (1966), with Steve McQueen; “A Man Called Horse” (1970), with Richard Harris; and “Ernest Goes to Camp” (1987), with Jim Varney. In 1953, he appeared twice as Chief Big Cloud in Duncan Renaldo’s television series “The Cisco Kid.” In 1995, he was honored by the Native American community for his portrayals.

In some of his earliest acting credits, Cody was listed as Tony de Corti. He married Bertha “Birdie” Parker, a Native American woman.

The Joni Mitchell song “Lakota,” from the 1988 album “Chalk Mark in a Rainstorm,” features Cody’s chanting. He made a cameo appearance in the 1990 film “Spirit of ’76.”

He lived all his adult life claiming he was Native American and supported related causes. Cody and

Cody died in 1999, aged 94, and was interred in the Hollywood Forever Cemetery.

What most people don’t know is this; Cody’s parents, Antonio de Corti and rancesca Salpietra, were immigrants from Sicily, Italy.

Therefore, Iron Eyes Cody was an Italian American.

In 1996, the New Orleans Times-Picayune reported his Sicilian heritage, but Cody denied it.

Near the end of his life, his Italian ancestry was made public.

He was survived by his adopted son, Native American flautist Robert “Tree” Cody.

So now you know about the crying Sicilian Native American. Murray until a year ago was a Democrat. He stated that he did not leave the Democratic Party, that it left him.

Today’s Democrat Party is not the one I grew up seeing on the news.

This party would not have room today for some of its

own heroes such as PRESIDENT JOHN F. KENNEDY and former U.S. SEN. DANIEL PATRICK MOYNIHAN (D-N.Y.).

Murray plans to run next year for State representative in the 182nd District. The district includes all of the 8th Ward (Center City West) and parts of the 5th Ward (Center City East) and of the 2nd Ward (upper parts of the eastern part of South Philadelphia).

Democrat BRIAN SIMS, who currently represents the 182nd district, is expected to have a primary fight this year. I expect that that challenge will be from the left. I used to think it was difficult to be left of Brian Sims, but given the rhetoric of numerous groups including the Working Families Party and factions of Sims’ own Democrat Party, I guess a progressive attack on Sims becomes more fea-

19 sible.

Sims garnered the disgust of many Republicans when he verbally abused people who were passively saying the rosary outside of an abortion clinic. The prayers were in an area that was visible to the clinic, but by law not deemed invasive of the rights of the clinic’s clientele. Sims’ rants were caught on video. His verbiage was obscene and abusive.

Last month, Jenkins, rapper Meek Mill and others held an event at Community College that told the mayor what those who champion criminal justice

reform would like to see in a new police commissioner: Someone who won’t utilize stop and frisk. Someone who will focus more on community policing.

Someone who won’t make the people needing police protection feel like they’re under siege.

Because the process as it stands seems to be one that hasn’t involved the community, it’s leading to mistrust, Jenkins said. The only people that will be hurt by this in the end are the communities themselves, he said.

“Right now, this city is playing a dangerous game

with the community’s trust,” Jenkins said. “Racially biased policing is dangerous in its own right. It also doesn’t make communities safer. Without trust, people won’t call the police for help when something is going on.”

Earlier that day, the activist groups handed Kenney an online letter with 1,776 signatures on it demanding more transparency and accountability in the process.

The groups, which also include the ACLU and the Media Mobilizing Project, hope to get 10,000 more signatures to hand to the

mayor by the end of the month.

Krasner understands that Kenney is getting a lot of advice from a lot of people. But he’s made tough decisions before … and has done the right thing.

“The mayor had to make a decision about whether or not to renew the contract for [Immigration and Customs Enforcement],” Krasner said. “We had a contract to provide information to them. He did the right thing and didn’t renew the contract.”

Now, maybe it’s just me, but I don’t understand why

you wouldn’t want people to know who was interviewing for a job that’s going to make a big impact on an entire city. It stands to reason that the community should have a say on something this big.

Why it hasn’t been given that say makes no sense to me.

Hopefully, the mayor will change his mind and invite the people in.
