2020 Sees Women Seize the Reins

POLS on the STREET BY JOE SHAHEELI “The Year of the Woman” in American politics has been predicted since what feels like the days of Cleopatra. In Pennsylvania, at least, it was slow to show. But women congressional and General Assembly candidates did quite well in 2018. Their success was mirrored in Philadelphia’s 2019 municipal election. As of Jan. 6, when the City’s new officers were sworn in, it’s a done deal. While the mayor and City Council president remain male, most leadership roles down the line have fallen to the distaff. They include new Sheriff Rochelle Bilal and new Register of Wills Tracey Gordon, along with

returning City Commission Chair Lisa Deeley (who presides over two male colleagues). On Council, Cherelle Parker (9th District) took the second-highest job of majority leader from Bobby Henon (6th District). Admittedly, this is a post that has gotten passed around before, unlike the presidency, who typically reigns until he or she quits. And Henon is saddled with being under federal indictment. Plus, the four newbies on Council – Jamie Gauthier (3rd District) and Kendra Brooks, Katherine Gilmore Richardson and Isaiah Thomas (all at Large) – owe little to the Electricians Local 98 powerhouse led by John Dougherty, who is himself under indictment. Their wins were funded by other sources – in many cases by unions with strong female membership, unlike the male-dominated Building Trades that Dougherty leads. They are feeling their oats and ready to oust the old – with women in particular.

Does this trend forebode a rising of empowered women? We’ll find out soon enough. The spring primary falls early this year: April 28. This winter will be a season of early and intense excitement among Democratic voters, which is mostly what we’re talking about in Philadelphia. Two changes in State voting law have gone into effect that may disproportionately boost female turnout. One is absentee voting without reason. No more must a voter need an excuse to cast a ballot from home in advance. The other is an adjustment to the registration period from 30 days to 15 days before an election. Since women on average find it harder to leave the home for many reasons, these changes should make it easier to recruit women voters and help them to cast their votes without trudging to their division or to the Board of Elections to exercise their civic duty.

New Voting Rules May Change Outcomes

IN HIS FIRST official act of 2020, Mayor Jim Kenney conferred a new post and title on former Department of Human Services Commissioner Cynthia Figueroa. She is now the deputy mayor over the new Mayor’s Office of Children & Families. Figueroa will oversee, in addition to Human Services, PHLpreK, community schools and Prevention Support Services. Congratulating her were School District Superintendent Dr. William Hite, R, and, from L, Chief Education Officer Otis Hackney and Councilwoman Helen Gym.

New Year’s appointments confirm that Philadelphia will be administered by women at senior levels. Portland Police Chief Danielle Outlaw has become Philadelphia’s first Black female police commissioner. Mayor Kenney’s out-of-town pick was hailed by progressives as a way to tackle recent social-media and sexual scandals within the Police Department. e’re not big on New Year’s resolutions around here. Mostly, the aversion stems from too many ill-conceived promises to ourselves when we were younger. Who knew it would be so hard to become the world’s youngest pro jai alai player or to solve the Rubik’s Cube in under a minute (or, honestly, ever)? Accordingly, this is more of a wish list for what we want to see happen in Philadelphia over the course of the next 12 months. No prognostications, no predictions, no demands – just

Prog Challengers Claim Fund Gains 2nd Ward Leader Nikil Saval, who’s going after State Sen. Larry Farnese (D-S. Phila.) in the spring primary, raised $119,635 from 774 individuals as of Dec. 31. “This fundraising number is unprecedented from a first-time candidate challenging an incumbent. It reflects the strength and depth of the progressive movement in Philadelphia,” said Campaign Manager Amanda McIllmurray. Rick Krajewski, challenger in the 188th Legislative District, raised over $58,000 by year’s end in a go against State Rep. Jim Roebuck (D-W. Phila.). That total is from over 700

some hopes and dreams for the city we call home. • Cleaner streets: Based on Mayor Kenney’s featuring this quality-of-life issue so prominently during his inauguration address, this seems like a done deal. It cannot be overstated just how crucial this step is to create a positive cascade effect within the city proper. • Progress on the opioid homelessness crises: We linked these two together because of their shared commonalities. With movement on Safehouse – the nation’s first supervised safe-injection site – and initiatives that should draw more professionals into the caring network, the city has a chance to become a national leader in the war against opioids. And it’s not enough to just be clearing out the

encampments in Kensington and Logan Square, for example – the innovative thinking behind the Convention Center’s engagement over its homeless encampment points to a possible way forward. • More voters, more turnout: Sure, every election is the most consequential of its generation, but really: Would anyone dispute the veracity of that maxim today? Pennsylvania is a critical state for both parties to win in this year’s presidential election. Philadelphia is a critical component of any Democratic hopes for victory. • Ending the Philly Shrug: We care. We know you care. If those in power see more and more of us refusing to accept business as usual, then we can start to change the culture.

GOP Fields Logan In 190th Special Wanda Logan, a longstanding neighborhood activist who has run for office in many Democratic primaries, has been endorsed as a Republican in the Jan. 25 special election to replace State Rep. Movita Johnson-Harrell (D-W. Phila.), who recently pled guilty to white crimes. Logan is well known and can turn out a base although the district is heavily Democratic. Historically it is a low-turnout community, more so in special elections. But it has suffered in recent years from a plethora

The average U.S. worker made between $200 and $400 per year. Also, if the first bidder does not complete settlement with the Sheriff within the thirty (30) day time limit and a second bid was registered at the sale, the second bidder shall be granted the same thirty (30) day time limit to make settlement with the Sheriff on his second bid. The City Office of Property Assessment is working on CAMA – computer-assisted mass appraisal. It is EASY to want to rely on a CAMA system in our computer era. But CAMA does not seem closer to perfection. A CAMA valuation of your home should not be made without an on-site inspection by an Assessor. The City has some 557,000 parcels to be assessed. They have many assessors in the office. They should be freed to inspect ALL city properties, several days a week, OVER A YEAR or more. Rob DUBOW, finance director, should be directing that this NOW! JORITY LEADER BOBBY HENON and City Council finally prevailed. Henon‘s former allies of CHERELLE PARKER, CURTIS JONES, JR. and MARIA QUIÑONES-SÁNCHEZ were able to defeat him for the position. While that may seem like a stunner, the real fact of City Council is only the president wields true power. COUNCIL PRESIDENT DARRELL CLARKE has been shrewd and restrained in how he conducts his affairs. He avoids brawls and shrewdly exercises his influence. Henon was able to wield influence as majority leader because of his alliances with powerful labor forces. It remains to be seen what Parker brings to the table. She chaired the Philadelphia House Delegation in Harrisburg as a State rep but quickly grew tired of that life and headed for City Council. So realistically, any influence she has will be

connected to fundraising or her relationship with Clarke. She has not been a prolific fundraiser but perhaps this new title will help her. Allies of Henon and labor will most certainly still be a little bitter and may stem her cash flow. City Hall Sam’s observations over the decades of Philadelphia mayors indicate they rarely have a satisfying second term. Any mayor who performs well is roundly despised by most Philadelphians halfway through their sixth year. Let’s see what happens with Kenney. He has already indicated potential statewide aspirations. So he’s going to want to ring the bell on popular political issues. It can’t be emphasized enough how many Democratic votes in Pennsylvania come from Philadelphia. ormer CONGRESSMAN MIKE FITZPATRICK (R-Bucks) passed away this week. He was a great man and an outstanding public servant. Fitzpatrick was a solid conservative but was known for his ability to work with Democrats and others who did not necessarily agree with him. “Mike proved time and again that it is possible to work across the aisle to make progress while remaining true to one’s principles,” said U.S. SEN. PAT TOOMEY (R-Pa.).

Fitzpatrick represented what was then the 8th District (redistricted into the 1st District). He served from 2005 to 2007 before losing his seat to PATRICK MURPHY in 2006 in the wave that took out many Republicans from purple districts. Fitzpatrick had been diagnosed with colon cancer in 2008. When he ran again for Congress in 2010, he was in remission. He won the seat back owing in part to dissatisfaction of many conservatives and moderates with the Obama administration’s agenda, including the Affordable Care Act. Fitzpatrick decided not to run again in 2016 owing to his belief that Congress is not a lifetime job. His brother and former FBI agent, BRIAN, now represents the district. Fitzpatrick grew up in Levittown in a family of 10. He graduated from Conwell-Egan High School. He

As he took the podium at the Met, Clarke addressed something that North Philadelphia has been dealing with for some time: some of the most intractable poverty in a city that is still considered one of the nation’s poorest. With the help of all stakeholders, that can change, Clarke said. Invoking the image of the collaboration that led to America’s being able to put a man on the moon in the 1960s, Clarke made a plea to come up with a solution. Among the things he wants to do to move the poverty needle is to narrow the skills gap among Philadelphians by creating more educational opportunities and, once that work force is created, use the lessons learned from the city’s unsuccessful bid to

It was a predictable maneuver that presidents have used from the beginning of time. We always remember the Alamo, Fort Sumter, etc. Incredible to watch the Democrats take multiple positions on national security. Mostly it appears they’ve taken an anti-American stance even with the continued threat of international terrorism and potential nuclear attack from

North Korea and Iran. 2021 is a potentially boring year as both DA LARRY KRASNER and CONTROLLER REBECCA RHYNHART will be running again. But 2022 will be exciting with multiple candidates jockeying for the position of governor and United States senator. U.S. SEN. PAT TOOMEY has been on every side of every issue, guaranteeing it will be hard to lay a glove on him. He will also bank tens of millions of dollars for his re-election. Thank God the Democrats still have BOB CASEY. One Democratic senator is better than none.
