DEMOCRACY only works when there are candidates on the ballot. Across South Philadelphia last week, campaigners of all sorts were busily soliciting signatures from voters registered in their political parties to get their favorites on the ballot in their respective districts. Street work is one popular method. But many campaigners hold petition parties, like this band of Republicans at the Krunch Inn in Grays Ferry. Signatories don’t have to vote for these candidates, merely permit them to appear on the ballot in the April 28 primary. Petitioning ended Tuesday; on to Act II. Photo by Wendell Douglas
