Legree Splits GOP In Chester If Pennsylvania winds up in the Barack Obama column election night, it could well because of the action taken by Richard Legree, Sr., one of Laborers District Council 332’s top officials, and a Coatesville, Pa. Constable since 1985. Last week he singlehandedly split Republican control of Chester Co. in pieces as he declared his intention to switch to the Democratic Party and to take many of his committee persons from the 14th Dist., which encompasses Coatesville, South Coatesville, Modena and Valley Township, into the ranks of Democratic workers for Obama. By Tony West Do you think a proposed casino can get your neighborhood riled up? Try replacing it with a youth detention facility instead. The two institutions have much in common. They constitute huge, permanent infrastructure investments that are decreed by the government, with little say by the citizenry. Both promise major new economic activity. But they can also change the quality of life in their surroundings, and, many fear, for the worse. The Mill Creek community in West Philadelphia will receive the $100 million juvenile-detention facility that will replace the Youth Studies Center on the Parkway, which is being torn down to make way for the new Barnes Museum. It will bring lots of construction jobs and hundreds of permanent jobs to an area that has mostly seen economic activity flow out rather than in of late. Nevertheless, suspicions of the project abound and the neighbors aren’t exactly hanging out a welcome sign yet. For many years Councilwoman Jannie Blackwell has steered the proposal for the new detention center, (Cont. Page 14)

Corbett Has Tussle With Morganelli by Jon Delano It's hard to imagine anyone defeating Tom Corbett, the Republican Attorney General from suburban Pittsburgh, losing reelection for a second four-year term. Corbett is a likeable, generally moderate Republican with strong roots in the GOP. He got his first position – US Attorney for Western Pennsylvania – by heading up the 1988 campaign in this region for George H.W. Bush. After he was ousted by President Bill Clinton, he was named by

The Parking Enforcement Officers of the Philadelphia Parking Authority have starred in a television show which graphically depicted their trials and tribulations as well as moments of hilarity. Benefiting from that exposure is the Dept. of Recreation’s “Kick-It” Youth Soccer League.
