Variety Marks 75th Year Serving Children

Brady Endorses Williams

For Philadelphia it is now official! State Sen. Anthony Williams is the favorite son in the effort to keep this City and County with one of its own in the Governor's Mansion.

Williams’ campaign got a big boost this week with the official endorsement of Congressman and Party Chairman Bob Brady. Though it was no secret Brady would endorse Williams, almost as soon as the Senator threw his hat in the ring, an official announcement was still needed.

The endorsement will deliver to Williams an Election Day machine noted nationally for its ability to get out the vote. It also will bring the Senator the backing of many of this city's unions, which usually side with the endorsements of the Democrat City Committee.

Though Williams polled poorly in the latest statewide surveys, placing him last in the field of four behind Dan Onorato, Jack Wagner, and Joe Hoeffel, the endorsement this week, backed by a hefty donation from the Susquehanna International Group, put him in the money just behind Onorato and should move him up further in the next polling.

Williams will have to mount a major sprint for the Democrat nomination. He entered the race late in the game, announcing early in spring his intention to run for the gubernatorial post.

Williams plans to take his campaign to the television viewers, and believes he can match Onorato in those areas of the Commonwealth where the Allegheny Co. executive is strongest.

An assessment of the race sees Jack Wagner picking up strength in many of the counties which would normally go to Onorato, with Hoeffel similarly doing the same in Montgomery and Delaware Cos. and among the more liberal elements of the Party structure in Philadelphia.

Difference could be how well the Democrat machine turns out our City vote.

Count Inmates From City State Sen. LeAnna Washington recently introduced a resolution that would ensure District populations are more accurately represented in legislative reapportionment by not using prisons as home addresses of Pennsylvania prisoners.

Her SB 1276 would amend the Pennsylvania Constitution to require legislative reapportionment tabulate incarcerated persons by their most recent address, rather than where they are jailed.

“Currently, legislative-District populations are being inaccurately tabulated because the census lists prisoners as residents of where they are temporarily imprisoned rather than their actual home address,” Washington said. “This is inherently misleading, inaccurate and underrepresents the communities these inmates do reside in.”

Washington said that, in effect, the current process inflates the number of residents in suburban and rural Districts and undercounts the numbers of citizens in urban Districts.

She said the system unfairly skews voter influence and legislative clout in these Districts.

“My legislation would ensure that suburban and rural counties in Pennsylvania, where most State correctional facilities are located, are not overrepresented due to high numbers of incarcerated citizens who are not really active members of that District’s community,” Washington said.

To amend the State Constitution, a bill must be approved in two consecutive legislative sessions, and win voter approval via a referendum.

Variety recently continued its resurgence with the announcement that it had hired veteran nonprofit executive Kelly Green as the new executive director of Variety. She has already instilled confidence in many that she will help lead Variety into a bright and prosperous future.

Variety has celebrated many memorable milestones in its first 75 years, including the establishment of 12 AfterSchool sites in the Philadelphia, an Autism Resource Center, and a partnership with the Philadelphia Recreation Dept. in administering the wheelchair sports program, among other notable achievements. Variety now serves more than 11,000 children with disabilities every year.

Just two weeks ago, Variety hosted an Autism Awareness event at the Please Touch Museum that was attended by more than 2,000 family members. When Variety recently announced that, despite its continuing funding crisis and through hard work and the generosity of many people, it was able to open the Variety Summer Camp this year, it received 1,000 inquiries for camp registrations in the span of one day. The charity is constantly receiving – and fulfilling – requests for wheelchairs and other medical devices from families who simply can’t afford them. The dire need for Variety’s programs is evident. As Dougherty noted, “Without Variety, where else will people turn for help?”

The mission to preserve the future of Variety begins in earnest this weekend. Tickets to the dinner dance at the Loews Philadelphia Hotel are $300 per person. Hoeffel Picks Up Key Endorsements; Endorsements, and a new poll released Wednesday, show the Democratic race for Governor to be wide open, with less than five weeks remaining before the primary.

That makes endorsements important to some candidates.

Planned Parenthood PAC, the Pennsylvania National Organization for Women PAC, and Kate Michelman, former president of NARAL, joined in endorsing Joseph Hoeffel for Governor. So did the Liberty City Democratic Committee, which joined the Gertrude Stein Political Club of Greater Pittsburgh and the Steel-City Stonewall Democrats, hopefully bringing Hoeffel needed campaign money.

“I am honored and thrilled to receive this endorsement,” said Hoeffel. “I have spent my career in public service working for the rights of

women in the workplace, health clinics, schools and in every segment of our society.

Pennsylvania has some of the most onerous impediments to a woman’s right to choose, and I will lead the effort to replace them with laws worthy of a 21st-century society.

The endorsements followed a Quinnipiac poll showing Hoeffel’s momentum has put him in the middle of the pack of Democrat contenders seeking the nod for Governor.

The new poll also still shows Republican Pat Toomey leading both likely Democratic opponents, Sen. Arlen Specter and Congressman Joe Sestak, in Pennsylvania’s fall General Election for US Senate.

Taxes, taxes, taxes! You must be kidding this gray-skinned grouch. For the last 60 years, one Democrat administration after another has been picking our pachyderm pockets. Now, Mooching Mike’s gang is entertaining an entire series of new taxes that are sure to chase more homeand business-owners over a bridge, or down a highway.

The trash tax is laughable and unenforceable; and, quite frankly, a service we already pay a tax to have.

Sweetened drinks? Come on, Mr. Mayor, are you trying to legislate obesity? I thought that is why there is gym class.

Net Profits/Business Privilege Taxes? Are you trying to completely dismantle an already decimated business community?

Ah, Trunker’s favorite proposal … the good old property-tax hike. Let’s see: You take a residential property value that you yourself have stated is “inaccurate,” and then raise it by 12%. That should tickle the trunks of 350,000 homeowners.

Mr. Mayor, I realize our great city has more Donkeys than Elephants, but please stop trying to make jackasses out of all of us!

The big event of the week had to have been the surprise birthday party/fundraiser for the 170th Dist. State Rep candidate MARC COLLAZZO. In attendance were Philly City GOP CHAIRMAN VITO CANUSO, 65TH WARD LEADER PHIL INNAMORATO, 5TH WARD LEADER MIKE CIBIK and City Council at-Large candidate ELMER MONEY. At my Philadelphia Association of Black Journalists meeting Tuesday night, our guest speaker was State Sen. Anthony Williams. Williams, who stands out as the lone Philadelphian (and the lone person of color) in the gubernatorial race, has managed to raise more than $2 million for his efforts.

Williams laid out his platform, which includes illegal-gun control, school choice, and putting Pennsylvanians back to work.

The one thing most people associate Williams with is his advocacy for school choice. He believes if schools aren’t working, parents should have the right to move their child, and the money connected to that child, to any school that parent wants to, a decision that could lead to public funds going to private or parochial schools.

But critics, mostly teachers unions, say a voucher system would drain resources from already-struggling school systems, while enriching schools that don’t have the same types of oversight public schools do. Williams disputed that claim, saying the people who are making it are looking at the wrong side of the equation.

“The people who say that are talking about adults, not children,” Williams said. “The children are going to get better schools. Some schools may have to close their doors, but we will be draining the system of children, not resources.

Those who could afford to take their kids out of the schools have already left. The customer should control the outcome.

Yo! Here we go again with this column that I promised and I got such a nice response to a previous column about superstitions; so here we go.

Nailing a horseshoe over a door is actually a combination of two superstitions: In earlier times, horses were considered magical. People believed because horses can find their way in the dark, they could see approaching danger and could guide souls through the afterlife to Paradise. So anything connected with a horse must be lucky.

In addition to this is the tale about horses from 10th-century Christians: This tale told of a blacksmith named Dunstan who one day had an unusual customer – a man with cloven feet. This man requested iron shoes. Dunstan pretended not to know him and agreed to make the shoes. He actually knew who this fellow was and at an opportune moment he shackled the Devil to the wall and treated him so badly that Satan cried for mercy. Dunstan got Satan to promise he would never enter a dwelling with a horseshoe nailed over the door, so Dunstan then released him. Of course, the way to hang the shoe was with the points pointing up – to prevent the luck contained within to spill out. Dunstan later became the Archbishop of Canterbury.

18th-century umbrellas were spring loaded with metal spokes and their operation was unpredictable. Opening them outdoors was chancy but opening one indoors was courting disaster. So opening one indoors was an impractical, not an unlucky, thing to do. One might get bad luck by having to be responsible for damage to property or people, so don’t do it.

Now, I know you, like me, are not superstitious and some of these superstitions are just plain stupid, right? Before you answer, make sure you cross your fingers for luck, just in case.

Give me some time to check this out, and then I’ll get back to you.” The guy looks at me like I don’t trust him; guess what, he got that one right. I found out there is NO such program, and I was warned about it, and now I’m warning ALL OF YOU – be careful!

MICHAEL GALLAGHER has departed this life after a long illness. The services were held at St. John the Baptist Church in Manayunk. He came from the distinguished Gallagher family of that neighborhood. A luncheon followed the funeral at Kenny’s in Roxborough. St. John’s is the oldest parish in Manayunk and the Gallaghers have been parishioners there for at least the last 60 years.

At one time there was a St. John’s HS located at Dechin & Seville. It closed with the opening of Cardinal Dougherty HS. Mike is survived by his wife CAROL and their children KARA, MOIRA, MEGAN and SEAN. With the entrance of STATE SEN. TONY WILLIAMS into the race for Governor, the task of finding a winning gubernatorial candidate from the East has been made more difficult.

Heretofore, the only candidate from the East was former CONGRESSMAN JOE HOEFFEL, who is now one of the County Commissioners in Montgomery Co. Tony is the second African American Democratic candidate to run statewide in something other than a judicial race. STATE REP. DWIGHT EVANS ran unsuccessfully in the primary for Lieutenant Governor. The Republicans in the last gubernatorial race ran an African American, LYNN SWANN, as their candidate.

This week marks the 34th anniversary of the death of the distinguished Congressman from South Philadelphia, BILL BARRETT. He was a New Deal Democrat. An interesting piece of trivia is that he died on the same day of the year as his idol, FRANKLIN DELANO ROOSEVELT. COUNCILMAN AT LARGE BILL GREEN appears to be contemplating running for Mayor. The question is: Will he run against MIKE NUTTER in 2013 or will he wait until the expiration of Nutter’s second term in office in 2017?

of them will be made into Promise Academies, with new administrations and staffs, and special flexibility in programming – but staying under Ackerman’s control, with PFT’s teachers. But the other nine will be outsourced to “turnaround teams” – outside managers, some who have made public-school interventions in other cities and some who have started charter schools here in Philadelphia. All those teaching jobs will fall out of PFT’s jurisdiction now.

If Jordan had known his union would take such a big hit, he stated, he would never have negotiated the labor agreement in January 2010 which permitted it.

Permitted it is, though. In a release shortly after the agreement was signed, the School District affirmed the process of evaluating the schools “will also determine if the new Renaissance School will be an externally operated school

(Contract or Charter school), or a District-run school.”

The result is a coup for advocates of charter schools in the city: the sudden shift of thousands of students away from School District management.

The boldness of her initiative also makes clear the Renaissance Schools will become the way Ackerman, as she nears the end of her second year in office, intends to make her mark in the history of education in Philadelphia. For better or for worse, she has bet her own job on their success.

Ackerman made no apologies for her action. “We took a look at the schools, at where they stood and at the need of those communities, and decided we could not wait another year. We needed to make this intervention,” she said.

The president of the Philadelphia Federation of Teachers was notified last summer of the School District’s campaign to shake up several poorly-rated schools.

However, he said, when Superintendent Arlene Ackerman announced the official fate of 14 schools on Mar. 30, it was far more drastic than he had been led to believe.

“We were told all along that 14 schools would be ‘Renaissance-eligible,’ but that the School District intended to take on only three or four schools the first time around,” Jordan said. “We were told all these schools would follow the ‘Promise Academy’ model, administered by the School District, and none would become charter schools just yet.”

In fact, Ackerman chose to take over all 14 schools. Five

On the other hand, charter schools are now old enough to have notched a few failures and a few scandals of their own. The day before Dr. Ackerman released her decision on the 14 Renaissance schools, Controller Alan

Butkovitz unleashed a blistering audit of charter schools, in which he uncovered numerous examples of gross mismanagement and shady dealing. One manager at three different charter schools was implicated in salary- and expensepadding, and conflicts of interest, running into the millions of dollars.

“It hardly seems like this is the time to rush forward into new charter schools,” Jordan noted acidly. “First, we should spend some time learning how to control the ones we’ve got. Instead of making neighborhood schools a lifeline for disadvantaged students

Ackerman’s boldness also runs the risks of haste. School management typically calls for a deep timeline. School District spokesman Fernando Gallard insists no outside “providers” were able to begin assembling a management bid for a Renaissance School until the release of an RfQ in late January. These “turnaround team finalists” are scheduled to submit their management plans to the School Reform Commission around about now. That doesn’t allow much time for makeover of a large school with new personnel from top to bottom.

“As of now, nobody has any specifics about what will happen at any of these schools – not teachers, not parents,” said Jordan.

Observers have also noted some schools seemed in less need of reform than others.

times, the feisty warrior is ready to take him on.

She came onto the political scene with the first wave of Black women candidates, all supported by then-Congressman Bill Gray. The other two were Councilwomen Gussie Clark and Marian Tasco.

The impetus for her to finally accept the challenge to enter political office came during one of her Sundaymorning radio shows. She had received a call from a man whose wife had left him.

He was legally blind and had five children, two of them in diapers.

“He told me,” she recalls, “he was out of food, needed help with the children, and his wife had been gone for two weeks. I opened up the microphone to my audience, asking their help, and gave the man's address. Managing Director Jim White sent staff over to help. I began getting calls from listeners telling me the street was jammed with people and cars trying to help the family. When I visited, the kids were being washed, changed, fed and people were cleaning up the place and food was coming in from everywhere.

“That’s when I understood it was time for me to

run for office so I could more effectively help people such as that man and his family.

Rev. Gray gave me his blessings, the seat was open, Chaka Fattah had moved on to the Senate, so I filed and the rest is a history full of God's blessings.”

She noted it took her “20 years to get enough seniority to become chairman of a committee. When that happened, I was given the chair of the Committee on Chil-

dren & Youth, answering my prayers.”

She has used that committee to produce legislation helping children and youth and “particularly those in foster care or adoption.”

She notes, “It is a lot of work. But I am glad I am in this position. I have great committee members, as dedicated as I am to helping families and children.”

In her work as chairman she has found a “definite link

to children in foster care, who, when they reach 18, find themselves with no training, no place to go, no home, no connections or support and eventually they end up in legal trouble.”

So she has come up with HB 2297, which will make sure they can remain in foster care until age 21. It passed committee and is now on the House floor for debate and passage. “The problem with foster care is the governing

rules make it impossible for the parents in those programs to truly control the behavior of their charges. Also, often kids are transferred to as many as four or five homes before they get out of foster care. Our bill will make sure they get training, health care, and understand the need to work.”

State Rep. Louise Williams Bishop has been a respected leader in this town for over 53 years, during which she has served as a gospel radio personality, as a Baptist minister and, for 33 years, as a State Representative of the 192nd Legislative Dist.

Bishop has a lot of say with the majority caucus when it comes to education.

She lamented the takeover of City schools by the State.

But she remains supportive of Superintendent Arlene Ackerman's efforts. “They do not have budget worries at this time,” she notes. “In

fact, they have the largest budget in the history of our City’s schools.”

Bishop understands her being a woman did present obstacles at times with fellow legislators. “But there is no ceiling any more. If you are persistent, as I have been, then you get your way and eventually have the support you need just for the asking.”

A busy legislator, a minister frequently called upon, and a mother of four grown children, she finds time to reach deep into her legislative District. “That's why I don’t fear competition. Running against me will teach a challenger just what it takes to be a good Representative.

Challengers discover I know my District well and the voters know me as well.”

She sadly notes the recession has affected some pockets of her District, which includes Overbrook, Overbrook Park, Over-

brook Farms, Wynnefield and nearby portions of West Philadelphia. Some are losing their homes and her response has been to set up with Sheriff John Green seminars, such as one she held last night, to help families receive foreclosure aid.

She has the support of most of the active churches in the District and considers Pinn Memorial to be her base, where she is active. Her vocation as an ordained Baptist minister gives her an open door throughout the District.

But the biggest obstacle a challenger has as far as she is concerned is the fact “though I will be 77 on Jun. 22, I feel better now than I did at 25 years of age, taking care of my children. I am a sharecropper’s daughter from Georgia.

The Lord has called me from the cotton patch to Capitol Hill to do His bidding.”

Answer: Payments on student loans that are guaranteed ultimately by the federal government – the vast majority of student-loan debt, in other words – can be garnished from your paycheck. And it can be done without going to court. But bankruptcy can

stop the garnishment.

A student-loan agency garnishment can take up to 15% of your “disposable income.”

That’s not as generous as it sounds, because “disposable income” simply means your pay after any other deductions required by law – usually this means your “after-tax” income.

Your employer is obligated to take this money or risk owing it themselves.

However, they are not allowed to fire, refuse to hire, or take disciplinary action against you for this garnishment.

Even though the studentloan garnishment is stayed, the student loan may still not be dischargeable in the bankruptcy.

My newest hobby is checking out food blogs for comments by recent customers about local restaurants, and I enjoyed this observation on yelp.com by “Jim H. of Folsom” about World Cafe Live: “I recently went to World Cafe Live to see Brian Aglira and my friend Michael W.’s brother, Scott, play a show, and they were fantastic. From Southern Rock cover tunes to blues to original material on a number of different instruments, these guys were musically on point.

Years ago, in the early aughts, a younger, more streamlined version of myself tried to get a job there, when it first opened.

almost one year old, offers courses in “Beer and Homebrewing,” “The Hophead Class,” “Beer Wars: Old World vs. New World Brews,” “The Ultimate Beer Class,” “Welcome to Belgium, Philadelphia,” “A Beer Journey to the Other Side” and more.

The school’s president and founder, Keith Wallace, plans to offer a certification program for homebrewers that will be the only one of its kind in the nation. Fundraising is the needed bloodline for the life of a candidate. Without it, his efforts will surely end in defeat. That goes for incumbents, more so for their challengers. But even those who enjoy a free ride through both the Primary and General Elections need a war chest to be effective elective officials.

Running for office is a costly business. It requires putting together contributions from friends and family and others to be used to open headquarters, furnish volunteer staffs with daily nourishment, print material and signage and, of course, advertise in the Philadelphia Public Record so the committeepersons and our readers, many of them their voters, know they are officially in the race.

Fortunate are those who count on support from deeppocketed law firms. But these firms usually have long-term relations with those candidates to whom they contribute, unless they are investing in a strong candidate for what may be an open seat.

For the others, it comes down to coffee klatches and “dialing for dollars”, approaching friends, businesses, and more-affluent voters for support. No matter how little the amount, it adds to the coffers.

So we ask our readers to think about donating, as they would to a charity, to the candidates of their choice. It’s a good way to keep the democratic system working, especially for the races for House seats in this city. These are the average citizens’ doors to Harrisburg; good State Representatives matter.

Having been a reporter in Pennsylvania for a lot of years, three of those in the Alabama Section of our state, I know a camel has a better chance of getting through the eye of a needle than a person of color has being elected to a statewide office. So I asked Williams about that issue.

Williams initially handled it by saying a person of color has won statewide in Pennsylvania: President Barack Obama. But Obama was the exception that proves the rule.

Were it not for the movement he inspired, Pennsylvania would have gone to Sen. John McCain.

So let’s try again. “There is a pathway to winning in Pennsylvania,” he said. “You identify your vote, you get your vote, you turn it out.”

Williams will have some help. Congressman Bob Brady has endorsed him. But Jack Wagner has a whole host of unions on his side and Allegheny Co.’s Dan Onorato has a decisive edge in financing and overall party support.
