GETTING SMART ON CRIME: Flurry Of Bills Chips Away At Prison Walls

by Tony West Pennsylvania’s prison population is huge and soaring even higher. It stands apart, not only from the rest of the world, but from many other states. In 1980, there were 8,243 inmates in the Keystone State; last year, there were 51,326.

The Commonwealth can’t build prisons fast enough; it is exporting prisoners to other states. And it can’t spend money fast enough – the Dept. of Corrections budget is now almost $1.8 billion and climbing.

And the killer is – most of these inmates aren’t killers, or anything close. More than half are nonviolent offenders.

It doesn’t have to be this way, argues State Sen. Stewart Greenleaf. Neighboring states like New York and Virginia have taken concerted actions to cut their prison populations. Fewer people are going to prison, and more are getting out early. Yet crime is down there.

“This is not rocket science,” Greenleaf asserts.

“These are tried and tested methods that can work here too.”

Greenleaf, who chairs the Senate Judiciary Committee, has never been seen as “soft on crime”. In the Senate since

1985, he was a vigorous advocate of the get-tough legislation that swept Pennsylvania and the nation starting in the 1980s. “We have changed the Constitution twice in this process,” he reckons.

Today, he admits this approach didn’t get the results he had expected. “We need now, not so much to get tough on crime, but to get smart on crime,” he says.

That a respected senior Republican leader in Harrisburg can say such things is a sign of changing times. A bipartisan faction of lawmakers is pressing to wind down our ballooning prisons. On the Democrat side of the aisle, State Sen. Shirley Kitchen has also been a dynamic leader in this movement, aided by Appropriations Committee Chair Jay Costa.

The prison explosion required scores of laws over dozens of years. Rethinking crime and punishment to move in the opposite direction is also a gargantuan project.

Three measures written by Greenleaf passed the Senate – a Republican-dominated body – in June and are being studied in the House now. If the House approves them also, six more bills are waiting in the Senate Appropriations Committee to move forward.

Other General Assembly members are advancing their own laws to support this cause.

Greenleaf’s SB 1193 authorizes each county court to establish predictable and immediate sanctions on probation violators, particularly substance abusers. It’s modeled on a successful program in Hawai’i, which found it is more important to punish people swiftly than severely.

Most offenders don’t have a long-term vision. A small risk of going to jail for a long time, starting a year from now, doesn’t catch their attention.

Twenty-four hours in the pokey right away, however, yanks their chain and motivates them to get with their program: less incarceration, but smarter incarceration.

SB 1198 is more ambitious. It would establish a comprehensive program to work for successful reentry of ex-offenders into society. Currently, in many cases, prisoners get out with little education, few job skills, drug or mental problems, broken families, and no homes. This is a toxic recipe for recidivism, the risk of which peaks in the first year after release.

If this measure is enacted, it would create, for the first time, a system with a mission

to provide post-release services to offenders as a core piece of the criminal-justice system.

Another measure, SB 1298, would pump $50 million into parole and reentry services. Testifying in its favor, Parole Board Chairwoman Catherine McVey said, “When comparing those states that have been successful, typically significant funding has been invested in recidivism-reducing strategies rather than prison-bed construction.”

SB 1299 would make more nonviolent offenders eligible for Pennsylvania’s alternativesentencing programs. Another bill, SB 1237, would create an Authority to provide meaningful work for some prisoners, at the going community rate for such work, so they can develop job skills and work habits that are transferrable to the outside world.

Public anxiety about violent criminals is the chief driver for get-tough legislation and prison-building. As a result, “smart on crime” proponents take care to move in tandem with efforts to rein in violent crime. One of Greenleaf’s measures, SB 150, would set up grants to fund crime-fighting in high-crime areas.

It’s a direction other legislators are moving in. State Sen. Mike Stack’s proposed SB 902 aims, in his words, “to ensure violent and career criminals serve more time in prison and less time on the streets.” To allay public worries about alternative sentencing, it would prohibit repeat violent offenders from being sent to a halfway house as part of parole. Philadelphia Police Sgt. Stephen Liczbinski was murdered by a parolee with a history of violent offenses who “walked away” from a halfway house before he finished his sentence. Early-release programs can’t grow if headlines like these keep appearing.

At the same time, Stack has introduced another bill, SB 1410, that hopefully would lead to some prisoners’ discharge. It would create a commission within the Pennsylvania Courts dedicated to investigating claims of wrongful conviction. “We know the criminal-justice system is imperfect and imprisons or penalizes an unknown number of innocent people,” Stack noted. “These imperfections could not be made any more evident than during the recent juvenile-justice corruption scandal in Luzerne Co.” In the House, State Rep.

Ron Waters is tackling the problem from another angle.

He wants to merge the State’s Parole Board with the Dept. of Corrections. Simply by administrative reorganization, he says, Michigan was able to cut both its corrections budget and its prison population.

Yesterday, the House Judiciary Committee held a hearing on State Rep. Kenyatta Johnson’s HB 1999. This bill would provide juvenile offenders serving life sentences must have opportunities for parole at least once during their first 15 years of incarceration, and at least once every three years thereafter.

Research has shown youthful offenders, even those who commit heinous deeds, are different from adults, Johnson points out. Adolescent brains aren’t fully formed, so teenagers cannot understand the full consequences of their actions. By the same token, these same brains change as they grow.

America leads the world in hurling long sentences at underage criminals. If such inmates have more ways to leave prison, earlier and safely, that can mean fewer mouths for taxpayers to feed – and wall in.

Will ‘Brownouts’ Reduce Fire Department’s Effectiveness?

Will “brownouts” put out the overtime the city has to pay to firefighters, or will it spike up more casualties should fires occur?

Rolling the dice is Mayor Michael Nutter. He is closing down, for a shift, a minimum of six firehouses daily. That’s three during the day and three at night.

Objecting to the gamble of lives and property is Bill Gault, president of Fire Fighters Union Local 22.

He charges, “The ‘Rolling Brownouts’, put in force by Mayor Michael Nutter and his Fire Commissioner Lloyd Ayers, will only increase deaths and injuries from fires.

“Four minutes is the criterion by which we can save

lives and fight fires effectively,” Gault states. “We need to be on the scene in that time frame to be effective.”

The Mayor believes the firefighters, transferred to other facilities when theirs is “browned out” or shut down for the shift, will effectively cut into overtime. He needs to pare down the budget, and overtime is one way to do it.

Gault blasted the Mayor and Fire Commissioner for presenting stats claiming the City “is safer from fire than a year ago despite their cutting five engine companies and two ladder companies last year.”

Now the brownouts are in effect, Gault noted in a press conference outside Fire En-

Gault said he does not know how the brownouts will serve the citizens.

“Deaths due to fire are up 36% in 2010, fire injuries to civilians are up.”

Gault said citizens are “so used to getting quick responses” they did not “flinch with the browning announcement which now will close six companies daily.”

He blasted the closure of Engine 57, saying,“Last year, Engine 57 completed 3,978 runs, more than 10 runs a day.”

Transferring personnel from the browned-out stations to others will further stretch the thin line of firefighters, according to Gault.

Gault noted, “Fire service in Philadelphia was designed and is based on response times. Every resi-

dent, in theory, should have life saving equipment and personnel about the same distance away. Fire Stations and Fire Companies were and are placed and designed to protect lives and property.

“It is time to stop using the Fire Stations as the City’s ATM machines. Nutter needs cash for another problem, he closes a Fire Station – that’s unsafe for us and for citizens.“ Firefighters will now engage the public to the damage handed down by the brownout decision. Gault said City Council will be asked to investigate how this decision was made. Local 22 will be issuing warning notices to every browned-out station, to alert neighbor-

hoods what not to expect in response times.

Local 22, stated Gault, will ask City Council “to restore the $3.8 million the Mayor claims he is saving in overtime by these closings.

It’s pennies in a City that spends $4 billion on the annual budget.

“Local 22 will ask Council to hire and train new firefighters. We haven’t had a new training class in two years, despite the fact five firefighters a month retire or are injured.”

He noted in the “past 18 months, the City has cut 235 fire fighter positions and 12 fire companies, who are first responders for virtually every emergency call placed by citizens.”

Fattah Sees December Goal To Cut Deficit As the national debt moves into front and center of public attention during the fall election campaigns, Congressman Chaka Fattah predicts major action will place – right after they’re over.

Speaking at Temple University Monday, the Congressman said a committee is already working to plan dramatic legislation to reduce the Federal deficit. The package will involve a combination of spending cuts and tax increases, all of which are guaranteed to make some people unhappy. As a result, he said, no legislators will take any stands in public until after the November election.

Look for a lame-duck session of Congress in December to take bold steps.

Mega, who will be 38 in August, is still considered one of Philadelphia's most eligible bachelors.

Tea Party May Cut Bryan Lentz A Break A rightwing splinter candidate has emerged in the 7th Congressional Dist. It’s a development that brings smiles to the faces of Democrats and scowls to Republicans in Delaware Co., which incumbent Congressman Joe Sestak is vacating to run for US Senate.

Jim Schneller, a birther whose positions generally echo the Tea Party movement, filed more than 7,000 signatures to get on the ballot on the “American Congress Party” line. He claims only sparse funding and it is unclear if he has the resources to mount a substantial campaign.

However, even in the Pri-

mary there were rumblings of discontent in some quarters that endorsed Republican candidate Pat Meehan, a former US Attorney, wasn’t conservative enough. If this sentiment endures into the fall, and if Schneller draws any support from Tea Party activists, this can only hurt Meehan and help State Rep. Bryan Lentz, who is the Democrat nominee to replace Sestak.

The only cloud in this picture is a report that a Lentz aide did help Schneller get quite a few signatures for his nominating petition.

Toomey’s Edge Remains Unchanged Republican Pat Toomey continues to hold a small lead over Democratic Congressman Joe Sestak in Pennsylvania’s US Senate race.

The latest Rasmussen Reports telephone survey of Likely Pennsylvania Voters shows Toomey earning 45% support, while Sestak picks up 39% of the vote. Six percent prefer another candidate in the race, and 10% are undecided.

Sestak Keeps Rangel’sCash At Arm’s Length In another move, Sestak has donated $12,000 in campaign contributions that he received from embattled New York Congressman Charlie Rangel to a foundation that funds child cancer research.

Sestak, who is running for the Senate, said last week he had decided to donate the money to Alex’s Lemonade Stand Foundation. The cause hits close to home for Sestak, whose daughter battled a brain tumor as a toddler.

Sestak has come under fire for keeping the cash from Rangel, who was charged by a special ethics subcommittee with 13 counts of violating House rules and Federal laws.

The National Republican Senatorial Committee pounced on Sestak and a handful of other Democratic Senate hopefuls for accepting and failing to return contributions from Rangel. Sestak said he decided not to keep the money amid news reports that Rangel may have cut a deal with members of the ethics panel.

“I thought it was the right thing at this time,” he said, adding that a settlement “meant that some acceptance of responsibility was being done by Mr. Rangel.”

This statewide telephone survey of 750 Likely Voters in Pennsylvania was conducted on Jul. 28, 2010 by Rasmussen Reports. The margin of sampling error is +/- 4 percentage points with a 95% level of confidence.

Support for Sestak has remained in the 36% to 40% range in matchups with Toomey back to February, except for a brief surge after his mid-May victory over incumbent Arlen Specter in the state's Democratic Senate Primary. During that same time frame, Toomey has received 42% to 47% of the vote.

Toomey picks up 76% of the Republican vote, while Sestak earns 63% support from voters in his party. The Democrat holds a modest lead among voters not affiliated with either of the two major parties.

Pennsylvania voters continue to view the economic future with pessimism.

Thirty-four percent say their personal finances are good or excellent, while 20% rate their finances as poor. But, tellingly, while 17% say those finances are getting better, over half (52%) say they are getting worse.

Unchanged from two weeks ago is the finding 46% of voters in the state approve of the job President Barack Obama is doing, while 54% disapprove.

This is in line with voter sentiments nationally in the Rasmussen Reports daily Presidential Tracking Poll.

Sixty-six percent of Pennsylvania voters regard Toomey as politically conservative, and 42% place his views in the mainstream.

Twenty-seven percent see him as an extremist, with 31% undecided.

Forty-five percent feel Sestak is politically liberal, while 27% characterize him as a moderate. But 39% regard his views an extreme, while nearly as many (37%) think his views are in the mainstream. But roughly one in four voters (23%) aren't sure.

Sixty-eight percent of conservative voters in the state support Toomey, while 86% of liberals favor Sestak. Moderates are closely divided between the two candidates.

Twenty percent of Pennsylvania voters hold a Very Favorable opinion of Toomey, while 12% view him Very Unfavorably. Sestak is viewed Very Favorably by 19% and Very Unfavorably by 18%.

At this point in a campaign, Rasmussen Reports considers the number of people with strong opinions more significant than the total favorable/unfavorable numbers.

The new survey finds Sestak a point closer to Toomey than he was two weeks ago.

While that’s not a significant change, it’s enough to move Pennsylvania from Leans Republican to Toss-Up status in the Rasmussen Reports Senate

My original intention was to write a column about seeing Republican National Committee chairman Michael Steele at the National Association of Black Journalists in San Diego last week.

Steele was to be interviewed by CNN pundit (and the best self-promoter since P.T. Barnum) Roland Martin and asked questions about the RNC, his rough-and-tumble tenure as its chair, and how the party plans to move out of its minority status in 2010.

But Steele didn’t show. Frankly, I was surprised he had even consented to be interviewed by a panel of African American journalists in the first place. Republicans, even Black Republicans, tend to stay away from large groups of Black people, especially ones armed with notepads. They’re afraid they’ll have to justify some of their more heinous stands.

So when Steele’s people told NABJ Convention officials food poisoning was the reason he was taking a pass on our clambake, the general opinion among NABJ-ers was “Yeah, right!”

In fact, most convention attendees believed the real reason why Steele decided to bail on us, instead of taking a shot of Kaopectate for his rumbling tummy, was the woman who had visited NABJ the day before he was to appear. That was Shirley Sherrod.

Sherrod was the Dept. of Agriculture official who was fired after being caught on tape “being racist” at an NAACP meeting by Andrew Breitbart, a conservative blogger intent (Cont. Page 12)

City Hall intrigue continues. Our fascination continues with an on-again, off-again couple that thinks their romance is under the radar. The late-night dinners at restaurants only ‘they’ know about; the hugs, kisses and who knows what in parking garages, alleys and the like – are all fodder for gossips like us!

Keep it up, kids. With nothing else happening in the city during the dog days of August, you make for tempting talk.

Congratulations are in order for MARJORIE MARGOLIES on the nuptials between her son and CHELSEA CLINTON. Although our invitation never arrived (darn that postal system … must have been their mixup!), best wishes to the families. There were lots of other nuptials last weekend (some famous, some wannabe famous, some average Joes), but this was the wedding everyone was talking about! Now, when is the grandbaby coming?

CONGRESSMAN PATRICK MURPHY is going to be just fine. He’s got a fight in the General Election in November that is on our watch list, but we predict he will prevail once again. This race has been tagged and targeted by national partisan groups and committees. They should focus elsewhere; this young JACK KENNEDY look-alike (with the family to match) from Bucks Co. has been working hard in his district, and his constituents know it. The Rep makes himself available day or night, and is the epitome of service to our country. We predict big things in his future. Maybe a statewide race? How about US Senate? The sky is the limit.

Yo! Here we go again with this interesting story of the understanding of questions and the explanation of answers. It is not to be offensive or insulting. The situation is all too familiar to all of us as to how to ask or answer questions. Your answers might just sound like the workman.

An Italian workman wants a job, but the foreman won’t hire him until he passes a little math test. “Here’s your first question,” the foreman said. “Without using numbers, represent the number 9.”

“Without a numbers?” the Italian says, “Datsa easy.” And he proceeds to draw three trees.

What’s this?” the boss asks. “Watsa matta wit you – ava you gotta no brain? Tree and tree and tree makes a nine,” says the Italian.

“Fair enough,” says the boss. “Here’s your second question. Use the same rules, but this time the number is 99.”

The Italian stares into space for a while, then picks up his picture and makes a smudge on each tree. “Ere you go.”

The boss scratches his head and says, “How on earth do you get that to represent 99?”

Once upon a time, the ability of the two party organizations to get out the vote was often the determining factor in the outcome of the election. This involved committeepersons with street lists going door to door, canvassing on behalf of their candidate prior to the election.

Now things have changed. Today, “the media is the message.”

With money playing a bigger part in the outcome of an election, the role of the political consultant and the TV message which the voters get on behalf of a particular candidate now frequently determines the outcome.

When BOB CASEY ran for Governor, he was advised by the well-known political consultant JIM CARVILLE. Casey believed it was not relevant that his opponent WILLIAM SCRANTON, JR. at one time had been a “flower child.” But Casey’s forces had pictures of Scranton in casual hippie outfits and, against his own judgment, he used them in a media blitz towards the end of the campaign. This was generally conceded to be effective and decided the outcome of the campaign.

In the 1988 presidential election, MIKE DUKAKIS was filmed sitting atop an armored tank with a silly-looking crash helmet on his head. And the Republicans exploited the fact Dukakis, as Governor of Massachusetts, had pardoned an individual who immediately returned to a life of crime. These two commercials were judged by many pundits to be the deciding tactic of the presidential election.

ED RENDELL, towards the end of his campaign for Governor, emphasized the many positive changes which had taken place in Philadelphia during his term as Mayor. This commercial was given credit for swinging the election Rendell’s way. What does all of this mean?

The Judge also informed me his Son was also a huge STAR on BROADWAY and he had a ‘big run’ doing it. Yes, I was also told he is a celebrity in THE NORTHEAST where he is well known, and also admired!

Clarke’s Bill Gears City For PECO’s Higher Rates

COUNCILMAN Darrell Clarke looks into construction methods used to reduce electric consumption as he works to keep PECO hike rates from overly burdening Philadelphians.

Councilman Darrell Clarke has convinced his City Council colleagues to pass legislation that could help all Philadelphians battle the lifting of energy rates which end Dec. 31.

Effective Jan. 1, PECO and other energy generators are expected to raise rates to consumers. But Clarke hopes to mitigate the damage that will be done by the hefty increases.

The caps were established

in 1996 pursuant to the Pennsylvania Electricity Generation & Consumer Choice Act to help ensure consumer energy prices were reasonably maintained and could not be arbitrarily increased by sole providers without competitors, to unconscionable levels.

Energy markets will be deregulated and the field of energy provision will once again become open to competitors.

The City’s current energy provider said it will increase

rates to make up for years of undercharging. With caps removed, price hikes are predicted to increase from 20-50%, and numerous stranded costs could be passed on to consumers.

Philadelphians have for years used one energy generator and one provider, Exelon and PECO respectively.

The region is now about to be bombarded with several new providers from all over the country, each claiming to provide a better and more customer-friendly product. The City, its businesses, nonprofits and residents may find themselves overwhelmed by the choices being provided and would benefit from some guidance in this multifaceted new energy world.

In anticipation of these things to come, Clarke, City Council’s Majority Whip, introduced and Council ultimately passed legislation creating the Philadelphia Energy Authority. The Authority will be a publicly-owned, nonprofit energy authority in Philadelphia. It will not “run” anything but rather serve as a guiding “authority” for the City and its inhabitants, both commercial and residential.

The Authority’s board will be comprised of energy experts, recommended by Council and appointed by the Mayor, who will serve in their capacities without compensation. This Authority structure allows the City to plan out beyond four years and create long-term strategies that will benefit the City and its inhabitants well into the future.

The Philadelphia Energy Authority, can among other things: Possibly use the City’s collective buying power to leverage the lowest rates for the City, School District, SEPTA and other entities; Offer help in controlling cost to small and medium-size business and negotiate the best possible rates for them, without actually buying or selling a single kilowatt; Allow longer weatherization and conservation programs than the City Charter allows; Evaluate and harness, when sensible, the City’s waste energy and other resources to create energy savings. neighborhood was unchallenged by any other person I know. The only thing bigger than his commitment was his heart, and his commitment to those who were less fortunate. He will never be replaced,” Dougherty said.

The change will be most keenly felt by members of Local 592. Anthony DiSabato, the union’s pension administrator, worked alongside Fera for his entire career.

“For me, his retirement is bittersweet,” DiSabato mused. “He’s earned his retirement and I’m glad to see him take advantage of it.

“On the other hand, he did so much for the union and the membership,” he continued. “Mike Fera lived, ate and slept Local 592 and the concrete-construction industry. Our apprentice-training program really grew in leaps and bounds during his time in office. We now have two schools. Our staff grew incredibly. He put on more organizers to service the members better. There were many pension benefit increases, health-and-welfare benefits increases.”

Fera left his imprint on society at large as well. His charitable energy was famous. Led by him, the Cement Masons helped countless playgrounds and churches. Police and fire memorial plaques around the Delaware Valley were installed by his union. An avid amateur boxer himself, Fera put a lot of effort and resources into supporting the Joe Hand Boxing Gym.

His 39-year career, the last 16 of which were spent as president and business manager of the union, saw major changes in the construction industry and in the challenges of labor organizing. Fera dealt with them effectively, expanding his union’s impact on the community. He steered it with a firm hand and an unmistakable personal style – savvy but unpretentious.

Fellow leaders in the building trades hailed his contributions and mourned his departure. “We got along really well,” said Ed Coryell, head of the Metropolitan Regional Council of Carpenters. “Due to the nature of our trades, our unions have to work closely together. Mike was a go-to guy, who always made everything easier. I’m really going to miss him.”

John Dougherty, business manager of the International Brotherhood of Electrical Workers Local 98, echoed this sentiment. “In my time, he’s one of the best allies and friends I’ve had in the construction industry. When it comes to passion and flatout smarts, both book and street, he might be the most talented labor leader I’ve done business with over the course of 20 years. His commit to union, family and

To DROP Or Not To DROP City Council’s Majority Leader Marian Tasco has indicated she will introduce Mayor Nutter’s legislation to end the DROP program when the City Council returns for its Fall Session. The Council will debate the issue.

By then, the full picture of the effects of the DROP program – be it good or bad – will be available to both the Council, the City unions and the general public.

Maybe the DROP program will be changed, but it cannot be eliminated, since well-intentioned employees based their entire retirement careers on what was offered them by the DROP program.

They entered into a contract and that contract must be honored. Whatever changes come to the DROP program, those City employees who signed up for it must be assured the benefits accruing their pensions via the DROP program will be there the day they sign off from City employment.

I remember one year one guy showed a New York ID and wanted to vote. The two people from 70 said we had to let him vote on the machine. I asked them to show me where we let New York people vote in our elections. They started using a whole bunch of legal words. I laughed.

Sherrod came to visit NABJ bright and early Thursday morning to talk about the part played by the media in her story and to announce two things: (1) if you’re a reporter from Fox News, don’t even bother coming to ask her for an interview, and (2) she’s going to sue Breitbart.

It’s the second part that probably kept Michael Steele from visiting NABJ. You see, the Republican National Convention is hosting a fundraiser featuring, you guessed it, Andrew Breitbart. It was a sure bet whatever message Steele hoped to deliver to the 1,600 journalists at the convention would be totally eclipsed by

questions regarding the RNC’s relationship with Breitbart.

Being forced to explain the boneheaded actions of the people you’re using to raise money can be a little bit much. I guess that’s even true for Michael Steele, in spite of the fact that explaining the boneheaded actions of people is a large part of his job.

Next year, NABJ brings its annual convention to Philadelphia. The Philadelphia Association of Black Journalists will play host and hopefully (if he’s still RNC chair by next August), we can get Michael Steele to come and talk to us.

Wounded Warrior Joins Brady’s Staff

He is a former Army Airborne Infantryman, who served in Iraq, Afghanistan and in New Orleans in the aftermath of Hurricane Katrina, and now he has joined the staff of Congressman Bob Brady. Brad Herron, a Wounded Warrior Program Fellow will serve two years on the Congressman’s staff as a constituent service representative at the 1st Dist. office at 2637 E. Clearfield Street, in the Port Richmond section of the city.

“It is an honor to have this young man in my office. This is a win-win situation. We have been able to give this veteran a career-building job.

And, he brings to the job his

first-hand experience as a returning veteran,” said Brady.

“He is a welcome addition to our staff.”

The House Wounded Warrior Program was established at the direction of Speaker Nancy Pelosi, Majority Leader Steny Hoyer and Committee on House Administration Chairman Brady to create fellowships that provide employment opportunities within the House of Representatives.

Applicants for the program must have served on active duty since Sep. 11, 2001, have a 30% or greater service-connected disability rating and less than 20 years of military service. The fellowship positions are available in Congressional Member District Offices nationwide.

Brady, a ranking Member of the House Armed Services Committee, said he fought for the creation of the program after visiing with wounded vets. “It was clear to me that these wounded service men and women had a variety of skills and they were enthusiastic and really wanted to work and be self sustaining,” the Congressman said.

Army when he was 20, was a member of the 82nd Airborne Division at Fort Bragg, N. C. He was deployed to Afghanistan in 2003 and later to Iraq. His primary duties included convoy support and patrolling the base perimeters.

His last deployment was to New Orleans in the aftermath of the deadly Hurricane Kat-

rina. After that he served as an army recruiter for two years before leaving the military July 2008.

“The Fellowship is a great opportunity and a dream come true,” Herron said. “There is nothing more fulfilling than to be able to help people who need help.”

that’s exactly what happened last month when Port Richmond’s Kelly Ryan traveled to New York and took on Brooklyn’s Heather Hardy at the world renowned Gleason’s Gym. Ryan and Hardy both landed big punches in the 1st round and continued trading ferocious exchanges to the final bell. In the end, the judges awarded Hardy with the decision.

The Hallahan HS graduate and current Northeastern Hospital School of Nursing student isn’t complaining about a hometown decision. Ryan was the first one to congratulate Hardy on her victory. However, she feels, with just a few minor adjustments, the result would be different should the two meet again.

Ryan is already back training at the Harrowgate Boxing Club preparing for her next bout on Sep. 23 at the annual “Irish Boxing Matches” in Wildwood, N. J. After that, she hopes to take “The Big Apple” by storm and avenge her loss.

The first vessel, named the “Hyundai 230”, arrived late Monday in South Philadelphia. Tuesday, ILA work crews began unloading the vehicles from the vessel and transporting them to the adjacent auto finishing facility at Pier 98 Annex at Columbus Boulevard & Oregon Avenue, by the Walt Whitman Bridge. Teamster labor will handle the vehicles once they arrive at Pier 98 Annex. Once processed at Pier 98 Annex, the vehicles will leave the facility by truck and possibly rail for delivery to Hyundai and Kia dealerships throughout the United States.

The first delivery is the culmination of more than a year’s work in bringing this business to the Port of Philadelphia. Ultimately, this business is expected to create 276 full-time job equivalencies locally, and

415 jobs throughout the region. As many as 100 new vessels a year will result from this business.

In April, Pennsylvania Gov. Edward G. Rendell announced the Philadelphia Regional Port Authority and Holt Logistics Corporation had reached an agreement with Hyundai Motor Co. and its logistics affiliate, Glovis of America, to import and process 150,000 Hyundai and Kia vehicles annually through Packer
