Can A Land Bank Turn ‘Lots Of Trouble’ Around?

by Tony West What Saudi Arabia is to oil, Philadelphia is to vacant lots and abandoned buildings. Collectively, they form a huge resource of great potential value.

Today, though, they do great harm. Vast swaths of cityscape are marred by the blight of unused property – rowhomes without rows, lots with unknown owners, ramshackle housing no one can fix or sell. Blight drives down the value of even well-tended houses in stricken areas – a huge net cost to owners and a loss to City tax collectors.

Enter State Rep. John Taylor (R-Kensington). He wants to take all this land to the bank.

Taylor has written a bold proposal to create an entity called a land bank which would have broad powers to acquire blighted parcels and put them on a fast track for resale and productive use.

Taylor’s measure, HB 712, sailed through the House last spring and is now, in the waning days of the General Assembly, being studied by the Senate.

If it succeeds in its goal, Taylor’s land bank will revolutionize the process of recycling inner-city real estate.

“Once this thing is up and running, the whole city will be motivated to take a fresh look at its unused properties,” said Taylor.

Land banks are not just a pipe dream. Older industrial cities in many states face the same problem of inner-city decay that Philadelphia does.

A program that has become a national model was started in Genesee Co., Mich., whose county seat, Flint, has been devastated by the decline of the auto industry. In business for six years now, its Land Bank has reduced the time it takes to move a property from tax default to resale from 10 years to three. And it pays its own way, at no expense to taxpayers.

Other urban areas, like Ingham Co. (Lansing Mich.) and Cuyahoga Co. (Cleveland)

now have land banks of their own.

Urban blight is so pervasive in Philadelphia that it is literally incalculable. No one knows how many vacant buildings or lots we have; estimates range from 30,000 to 60,000. There is no central registry of them, and no single agency whose mission is to focus on them. This, a land bank can do.

Abandoned properties fall into many different categories.

For the most part (77%), they are in private hands. The remaining 23% of parcels are owned by at least four different public agencies with different goals, explained John Carpenter, deputy executive director of the Redevelopment Authority, which is one of them.

Only 55% of these properties are tax delinquent. Their total delinquency, said Carpenter at a meeting in Port Richmond earlier this month, is $70 million – of which $61.8 million is 10 years old or more! That’s how long it now takes to recycle a property via Sheriff’s sale.

During this time, Taylor notes, a building is apt to go from merely rundown to unsalvageable. That in turn reduces the amount the City can collect on its tax lien. Meanwhile, the property festers on its block.

Don’t blame the Sheriff; it’s not his fault. The prime mission of a Sheriff’s sale is to recoup tax money, not to spur redevelopment. Since it costs $1,500 to bring a delinquent property to sale, it may take years for the arrears on a small rowhome to mount up to where it’s worth selling.

And the Sheriff has no warrant to inquire what the purchaser will do with the property he buys. Often, they are bought by speculators for flipping, not for repair. As a result, many properties sold at Sheriff’s auction turn out to have been run through the same mill before, Carpenter stated.

Furthermore, the Sheriff’s Office is way downstream from a complex series of choices made by other City agents. It was never designed to cope with the needs of a whole area in need of comprehensive fixing.

Because of all these constraints, thousands of taxdelinquent properties will never even make it to auction.

To complicate things further, almost half of blighted properties are not tax-delinquent. They may still be eyesores and hazards. But the existing regulatory system is hopelessly overwhelmed by

the huge number of these properties.

So the land bank needs other legislation to help it nudge properties like these out of the hands of their owners, Taylor said. An important companion measure, SB 900, would tighten the noose around reckless owners in several ways.

Liens could be slapped on an owner six months after an order to repair a code violation has been issued. Owners could be held criminally liable for failure to fix code violations and out-of-state owners could be extradited for trial. In

Philadelphia, the sixth largest U.S. city, has a poverty rate above Chicago, 21.6%; Houston, 20.6%; Los Angeles, 19.58%; and New York City, 18.7%. Detroit, the 11th largest city and about half the size of Philadelphia, has a higher rate with 36.4%.

While the current 2009 rate is below the City’s 2006 rate of 25.1%, it was 18.5% in 2000.

Philadelphia’s poverty rate has seen steady increases the last two years.

Along with a look at poverty rates, the Controller’s economic report in-

cludes City tax revenues for August totaled $177.3 million, a slight increase from last month’s collections.

Monthly sales-tax collections were $23.4 million, making it the highest monthly collection since the 8% sales tax increase was implemented.

The Controller’s economic report is compiled on a monthly basis and includes an Economic Snapshot and Forecast, as well as real-estate information and other local statistics. These reports are circulated every month to assist key decision-makers in understanding and anticipating local and national economic trends. Both of these documents are a useful tool for policy-makers and analysts in understanding our regional and local economy.

addition, an owner of one bum property would be unable to gain a permit or license for any other property he owned in the city.

SB 900, then, would give HB 712 teeth to nip at derelict properties with. When land banks work elsewhere, they do so by confronting owners of abandoned real estate with gentle – and not so gentle – reasons to unload their liabilities to the land bank.

One power the land bank would not have, however, is eminent domain. It could not condemn well-maintained properties solely for redevelopment purposes.

Once the land bank gets hold of properties, it is in a position to set up “one-stop shopping” for buyers. It can offer a centralized database, clear titles, lien-free ground and preferred mortgages.

This should work to the advantage of “the little guy,” Taylor argued. In its current chaotic state, acquiring blighted parcels is a challenging process that tends to favor specialized investors. He hopes to create a tool that neighbors can use to invest in their own neighborhood on a small scale.

Philadelphia’s land bank would be an agency separate from any other government body. It would have great flexibility to buy, sell or rent out properties. Depending on the parcel at hand, it could assemble land for green space or other public uses, or seek private buyers.

Keenly sensitive to the issue of blight, which is no laughing matter in his hardscrabble Kensington District, Taylor has studying this issue closely for five years. It was he who sniffed out the landbank idea in other states and brought it to Pennsylvania. “It was a matter of keeping up with best practices in the field,” he said.

HB 712 sailed through the House. It was cosponsored by 27 other State Reps, including Taylor’s Philadelphia colleagues John Perzel, Bill Keller, Thomas Murt, Mike O’Brien and Curtis Thomas, who chairs the House Urban Affairs Committee. It lies in the Senate Urban Affairs & Housing Committee, whose chairman is Gene Yaw (R-Lycoming).

It is not without foes, though. Real-estate agents lobbied against it, Taylor said.

More oddly, a group of purported friends has taken action that would destroy it, under the guise of supporting it. Community Legal Services and the Housing Alliance of Pennsylvania, an advocacy group for low-cost housing, attempted to encumber it with amendments that were guaranteed to send it down to defeat.

Defenders of inner-city revitalization are engaged in legislative maneuvers in an attempt to save this audacious reform before the General Assembly’s clock ticks down to zero.

Brady, Andrews’ Bill To Reshape DRPA No matter who investigates the DRPA, all recommended changes have to be approved by the Federal government.

That’s the gist of the reasoning behind a Congressional Resolution introduced

by Congressmen Bob Brady and Rob Andrews, within whose Districts lies the jurisdiction of the Delaware River Port Authority.

Brady told a press conference at the DRPA headquarters in Camden, “It is time to bare the soul of the DRPA and to insure we all know what happens here.”

To do that, said Andrews, “Our resolution will create a citizens advisory board, as well as create the position of an Inspector General who will need to approve every economic decision.”

The legislation in essence withdraws the present consent of Congress to the interstate compact between the State of New Jersey and the Commonwealth of Pennsylvania.

Brady added, “The public has lost confidence and we want to make sure there are more controls put into place at the DRPA.” Andrews noted, “Toll

payers and rate payers need protection against some of the practices that have been reported in the news recently.”

One of the new provisions will grant equal authority to New Jersey and Pennsylvania Governors to make line-item vetos of the DRPA budget.

Also, a member of the US Dept. of Defense will serve as an ex-officio member on the board.

According to its website, the Chamber supports “projob, pro-growth candidates who believe in business’s rights to compete on an equal basis in the world marketplace.” Boyle was one of the few Democrats to receive the Chamber’s endorsement.

Boyle commented on his endorsement, “I am proud to be supported by both organized labor and business. For the past two years, I have tried to work in a bipartisan way to turn our state around and create more jobs. I’m glad that my work has been recognized by both labor groups and business groups.”

Boyle added, “The problems we face as a state are large and we’re only going to solve them by working together.”

Boyle was first elected in November 2008 securing

over 59% of the vote. This margain of victory was 10% higher than that of Barack Obama in the 170th Dist.

Boyle will stand for reelection in the Nov. 2 General Election.

Adcock Campaign Gets $$$ Boost Dee Adcock, candidate for Congress in Pennsylvania’s 13th Dist., has been recognized by the National Republican Congressional Committee as a “Contender.”

“Contender” is the second of three milestones established by the NRCC’s “Young Guns” program to rank candidates’ progress toward victory in the November mid-term elections.

Labor Poll Shows Murphy Takes Lead Service Employees International Union and Vote Vets Action Fund released a poll on Tuesday showing Democratic Congressman Patrick Murphy leading Republican Mike Fitzpatrick among likely voters by 49% to 46%, with 5% undecided.

Murphy enjoys an even wider lead among more likely voters.

Among the 87% of respondents who say they will “definitely vote,” Murphy holds a 50% to 45% lead. Among the 75% of respondents who actually voted in the last mid-term election in November 2006, Murphy’s lead expands to 52% versus 44% for Fitzpatrick.

Ex-Mayor Reed Anoints Toomey Stephen Reed, a longtime Democratic Mayor of Harris-

burg, endorsed Republican Pat Toomey for Senate this week.

Reed, who led Pennsylvania’s capital city for more than 25 years until earlier this year, backed Toomey during an event in Harrisburg. It came as Democratic opponent Joe Sestak has racked up endorsements from moderates like New York Mayor Michael Bloomberg and former Senator Chuck Hagel.

Reed, for his part, has endorsed Republicans in the past, including Tom Ridge and Arlen Specter.

“Pat Toomey is exactly the kind of candidate that Democrats, Republicans, and independents can rally around,” Reed said in a statement. “His background as a small business owner and his focus on job creation is sorely needed in today’s economy. We had two others ready for this page. One showed the Elephant with his hand held up as victor by Ted Koppel.

The other showed him holding up the hand of the Mule.

It didn’t take long to decide, since we knew both sides would call the first of the two debates between Democrat Dan Onorato and Republican Tom Corbett an overwhelming win by their candidate.

In all honesty, we saw two candidates either of whom could easily and comfortably take the wheel as Governor of this Commonwealth. They’ve spent enough time in the political system to understand its nuances and the need to give and take in order to get majorities to approve any one goal or piece of legislation.

What should not happen after this election, should the General Assembly be split, or the control of both Senate and House be in the hands of the party opposite to that of the elected Governor, is partisan politics as usual. The State has over a $450 million budget shortfall that has to be resolved.

Let us not shed blood over the Marcellus Shale with a tax or not-tax agenda. Let us not lose time over the other hangups that have kept the two parties at bay. Just sit back and let common sense, not the minority interests of both parties, become the rule of the day.

Answer: Many people think bankruptcy courts can’t conduct jury trials, and that all preference and fraudulent conveyance cases in bankruptcy cases (called “adversary proceedings”) have to be tried before the bankruptcy judge without a jury. Yo! Here we go again with this item sent to me by Betty, a reader from Florida. It is about dancing in the rain, as told by a nurse.

It was a busy morning, about 8:30, when an elderly gentleman in his 80s arrived to have stitches removed from his thumb. He said he was in a hurry, as he had an appointment at 9:00 a.m.

I took his vital signs and had him take a seat, knowing it would be a while before someone would to able to see him.

I saw him looking at his watch and decided, since I was not busy with another patient, I would evaluate his wound. On exam, it was well healed, so I talked to one of the doctors, got the needed supplies to remove his sutures and redress his wound.

While taking care of his wound, I asked him if he had another doctor’s appointment this morning, as he was in such a hurry. The gentleman told me no, that he needed to go to the nursing home to eat breakfast with his wife. I inquired as to her health.

He told me that she had been there for a while and that she was a victim of Alzheimer’s disease. As we talked, I asked if she would be upset if he was a bit late. He replied that she no longer knew who he was, that she had not recognized him in five years now. I was surprised, and asked him, “And you still go every morning, even though she doesn’t know who you are?”

He smiled as he patted my hand and said, “She doesn’t know me, but I still know who she is.”

You may remember ALICIA BURBAGE, formerly the super-cool constituent service star of STATE SEN. ANTHONY WILLIAMS’ office. Alicia left the Senator’s Southwest Philadelphia office to pursue an entrepreneurial opportunity in retail, but now has set her sights on a challenge to West Philadelphia political titan, COUNCILWOMAN JANNIE BLACKWELL. The Councilwoman has long been known as a take-no-prisoners campaigner, and we suspect that this will continue in next year’s race as well. We certainly hope the contender knows what she’s up against; good looks only go so far in this business. A solid platform, a boatload of contributions and the heavyweight support of someone like Sen. Williams is absolutely necessary to be taken seriously – and still doesn’t guarantee a win!

Although some progressives see blood in the water around Blackwell over her lone vote to save CARL GREENE from getting axed, her reasoning made sense and is hard to argue against. Thus, we feel confident that unless something earthshattering happens, Blackwell will be reelected to her onemillionth term, but the obvious power struggle between Williams and Blackwell will go on.

Speaking of West Philadelphia, COUNCILMAN CURTIS JONES’ district office opening was a huge success. A community gathering of who’s-whos and community leaders complemented the event and the Councilman’s future sure looks good This is one Councilman who knows what to do to get elected: serve the people in their own neighborhood! I wonder why so many other Council Members seem to not understand this basic principle?

It is said politics makes strange bedfellows.

Thanks to politics, you have such things as Black folks standing behind Republican candidates despite the fact some of the endorsees have made it their business to make it as tough for people of color as they possibly can.

You sometimes have feminists endorsing folks whose interests are anathema to women and their needs due to politics. I mean hey, how else do you think Sen. Arlen Specter stayed Sen. Arlen Specter for as long as he did?

But the most recent set of really strange political bedfellows I’ve seen recently is the newly formed set of relationships between former Mayor John Street, former Republican mayoral candidate Sam Katz, and Tom Knox, the multimillionaire who ran for the Democratic nomination for Mayor nearly four years ago.

Apparently, Katz, who ran against Street twice in a set of campaigns that can best be described as rancorous, and Knox, who ran a campaign that used Street as a synonym for everything that’s wrong with Philadelphia (remember his constant repeating of the phrase ‘pay to play’?) have been having meetings with the former Mayor to get advice and counsel on how to take out the current Mayor, Michael Nutter, in next year’s primaries.

So far, the only one whose come right out and said he’s going for Nutter’s jugular is Knox, who’s got the kind of bankroll that could send Mixmaster Mike back to the turntables.

But I keep getting invites to join the “Draft Katz” Facebook page. In fact, if Katz does decide to throw his hat in the ring, Knox has promised to give him his support … and the money that I’m sure comes with it.

Now I can understand why Street is encouraging folks to challenge Mayor Nutter. The acrimony between these two is so not a secret. It came out during Nutter’s mayoral campaign.

It’s come out during the recent business with former Philadelphia Housing Authority Director Carl Greene (who will be the subject of next week’s column).

It’s even come out in the papers. In last week’s “Clout” column in the Philadelphia Daily News, Street not so subtly took a dig at Mayor Nutter, questioning his “Blackness”. It’s not a new charge from Street and his acolytes. Mayor Nutter’s appeal among the new so-called progressives, most of which are white, is something that has caused many Blacks to mistrust the Mayor.

MAYOR MICHAEL NUTTER is out early on the warpath with his predecessor MAYOR JOHN STREET. There have been some sharp exchanges, and here it is only September of the year before the election for Mayor. It looks like BILL GREEN IV is going to be closed out, because he would have to make the same choice Mike Nutter did, of resigning from City Council significantly in advance of the primary election. Although it does look like TOM KNOX is a serious candidate and, of course, Knox’s candidacy appears to be backed by John Street, it seems that he will have more than adequate funding.

In the same genre, STATE SEN. MIKE STACK III is campaigning for the minority leadership position of the Democrats. Then, of course, one cannot forget the candidacy on the Democratic side of longtime campaigner for Mayor SAM KATZ. Katz ran a tough campaign and his margin of loss was slight compared to the winning margin of victory for Nutter, whose total amounted to 33% of the votes cast in the Democratic Party.

Now he’s finally going after “deadbeats” and it’s about time; after all, he is after more money he can spend frivolously, as he continues to do. He’s still upset over his loss of the famous “SODA TAX”. What will he try next? Look out!

SNOOPER’S SOAPBOX: By now, we all saw the story about a FATHER, who got onto a bus to confront those who were BULLYING his INVALID DAUGHTER. Yes, he was quite upset and, upon seeing those involved, went into an outrageous rant. The Father was locked up, and is now awaiting a Court hearing. Let me ask all of you, was he right in protecting his invalid daughter from these bullies, even after notifying the school, who by the way, did NOTHING? My own personal feelings regarding this matter: There’s not A JURY in the World who would CONVICT him. Question: What would you have done in this case, especially since the school did NOTHING? SNOOPER SNOOPING: I was making the rounds of our local TV shows, and lo and behold, there’s the District Attorney, HON. SETH WILLIAMS, on a TV SHOW talking about how he became our DISTRICT ATTORNEY. He stated, “When I was a youngster, I wanted to be a DOCTOR, even to be a PRIEST. Naturally, the Medical Profession was just not in the cards for me, so I decided to go to LAW SCHOOL. Cramming charges can be small, say $2 or $3, and are easy to overlook. But even when the phony charges aren’t small, they may sound like fees you do owe. That makes them tough to pick out, especially if your phone bill varies month to month.

Catching cramming charges means taking time to read your phone bill each month.

Be aware of what your normal charges are. Check your bill closely to check the charges on your bill each month for services you haven’t ordered or calls you haven’t made. Pay special attention to sections labeled “Miscellaneous,” and the long-distance, 900-number, and “third-party” charge sections on your bill.

Sometimes, there seems like there is nothing you can do to prevent a determined crammer from adding fake charges to your phone bill. You can avoid giving would-be scammers the opportunity by being wise to some common ploys: You think you’re entering a contest, but you’re actually giving your information to strangers who might be up to no good. Before you fill out a contest entry form, consider whether you know the company, and be sure to read the fine print. Shady promoters sometimes use an entry form as “permission” to enroll you in a service. You find out you’re enrolled only if you notice the fee on your phone bill.

Join the club. The ad says it’s free, and in fact, the number you call to join may be tollfree. All you have to do is say your name and “I want the service.” But you may end up enrolled in a club or service

program that comes with a monthly charge on your phone bill.

Another option to help stop cramming is to block some services. A 900-number block stops calls to 900 numbers from going through. Blocks also are available for international, long distance, an d local toll calls, as well as to thirdparty services. Check with your phone company about the costs of different blocking options, and make sure you understand the range of calls or

services that will be included in a block. With a mobile phone, 900-number calls are automatically blocked, but you may be allowed to block other services like Internet access or text messaging.

Do not return calls to numbers on your pager or answering machine that you don’t recognize. You could be dialing a number that results in signing up for a service without realizing it.

Be careful when you fill out contest entry forms, product

coupons or other promotional offers. Read the fine print to see if you are also agreeing to purchase services.

Look at “junk mail” carefully before you dispose of it.

It could be a “negative option” -- a notice that you will be signed up for an optional service unless you contact the vendor to refuse it.

Check your phone bill carefully. If there are questionable charges, contact the company at the number that appears on that portion of the bill. Also

notify the telephone company that sent you the bill. Deduct the disputed charges while they are being investigated and pay the rest of the bill on time.

The only way to prevent third party charges on your phone bill is to ask your telephone company if there are any “bill blocking” options available. This is to prevent a third party from arranging to bill you for services unless you have confirmed directly with the phone company that is OK to do so.

Neither is Cramming something sexual.

Cramming is ‘Mystery Phone Charges.’ “Cramming” occurs when a vendor asks your telephone company to bill you for voice mail, paging, internet access, ringtone charges, and charitable contributions, on line gambling debts or other optional services that you never agreed to purchase. You are being billed for services that a company adds a charge to your phone bill for a service you didn’t order, agree to, or use.

Have you been charged for web hosting when you don’t know what web hosting is -someone must have made a mistake? Why does your bill list a couple of international calls when all your friends and business contacts are stateside?

A while ago I discovered charges on my phone bill for a voicemail service based in California and an email service in Florida. I know that I did not order them and did not even know how to use them. I just know that I got a bill for them – I was crammed. The cramming charges were relatively small and I might have easily overlooked them, but I know that I did not order them and was not going to pay for them.

What could I do? I called the phone company and was told that the charges were to be dealt with by the company that charged them to me and not the phone company, which could not remove them. Well, that was a journey that took over four months to end. It was an experience that I do not want to

Brady Wins ONE MORE TIME!! Good Gov’t DROP Can Save Dollars For City Boxing Mitts

by Joe Shaheeli As City Council prepares to take up the issue of the DROP program, it is our time again to lay out the facts surrounding the program.

The DROP program, used properly, can have many positive impacts on the financial future of the City.

When used properly, the program allows City Department heads ample time to prepare for staffing shortfalls, which leads to more efficient ways to provide necessary services.

The program provides incentive for current employees to retire leaving positions open for consolidation. When their positions are filled, they are done so with lower-cost individuals (lower salaries, lower pension package, less

benefit packages, etc.)

While the Administration has called for the elimination of the DROP program, the real issue is the bad habit of dictating orders, rather than discussing possible solutions for major challenges of this great City, such as library closures, BRT elimination and brownouts.

In this instance, although the Boston College report was flawed, we can certainly see many ways the results purported to be costs could be alleviated. If the cost is related to the 4.5% interest rate, why not discuss the elimination in favor of a floating rate consistent with the market returns?

The Pension Board was experiencing a very manageable number of participants over the last five years and without

the Mayor’s gauntlet being thrown down, there is no reason to expect it would have increased.

At this point, City Council needs to do what the Mayor did not: Take the results of the study it commissioned from the Bolton group, and tweak the plan in areas of concern while insisting on the program’s proper usage as listed above.

To stop the outflow of talented employees who may have signed up in haste, Council should probably offer an “oops clause” to any new legislation, allowing any individual who signed up during the period from the Mayor’s announcement to the signing of the changes, a short period of time to revoke their entry.

It’s been said that the sweetest peach is just out of reach, and you might say that about Sonata. Even though it is on American Street, halfway between 2nd and 3rd Streets, it’s a tiny one-way street that seems to be surrounded by one-way streets all going in the same direction, and it takes a real effort to find it. Even though it’s just a half-block away, 2nd Street gets a zillion times more foot traffic, not to mention buzz in the press. (On the plus side, Sonata does have a big, free parking lot right next door, something that is as rare on Second Street as diamond rings on the sidewalk.)

“The name Sonata does come from my love for music,” said Mark, who was an executive sous chef at the Desmond Hotel in Malvern for seven years before opening Sonata. “I’ve been a hobby musician my entire life. I would have played music as a career, but it seemed at that crossroad in

my life that I could make easier living as a chef. I’ve since found being a chef pretty much parallels being a musician. The two careers depend on passionate individuals who don’t mind being poor.”

What’s definitely not poor is the quality of the food at Sonata. Mark’s philosophy is minimalist — using high-quality ingredients and allowing them to shine on their own.

Pork belly is the hot food these days, and no one does it better than Mark. And the amazing smoked tomato marmalade served with the pork belly appetizer ($10) is as close to perfection as 99 is to 100. A braised short rib entree (with celery root puree and baby carrots) had the texture of a steak but was so meltingly tender, it was hard to tell where the meat ends and the sauce begins ($23).

And my wife, a real mac-andcheese aficionado, proclaimed the butter-poached lobster mac-and-cheese entree ($27) “out of this world.”

Also a graduate of the Philadelphia Restaurant School, Krystal was formerly executive pastry chef at Brassiere Perrier, and she was a member of the Gold Medalwinning US Culinary Olympic Youth Team in 2004.

The decor of the restaurant follows the same philosophy as the food: simple, minimal, tasteful, with some musical

themes hand-painted on wooden columns by Mat Tomezsko, a Northern Liberties artist, and a five-panel wall piece painted by artist Lena Karpinsky.

To see if our experience at Sonata was typical, I checked several restaurant blogs, and every entry out of the 20 or so I found was a rave. For example, Percy N. wrote on August 24 on yelp.com: “My wife and I ate at this little BYO and loved it … Everything was delicious and wonderfully presented. The staff were also very nice and attentive. I recommend it!”

A. Gras wrote on urbanspoon.com: “Sonata could be one of the top three restaurants in the city. Amazing menu and great atmosphere.

What else can you ask for?

Very well done. Don’t miss this place!” I think the day will come when Sonata will acquire awards the way diplomats acquire passport stamps.

by Len Lear Sonata, which replaced the short-lived Swallow in July 2009 at 1030 N. American Street in Northern Liberties, is one of those small BYOBs that are unknown one day and, thanks to word of mouth and raves in the press, suddenly become the restaurant du jour.

If it was on 2nd Street in Northern Liberties, Market Street in Old City, 18th Street at Rittenhouse Square or 6th Street in Queen Village, I have no doubt Sonata would already be at the top of the culinary hit parade. This place is not just a slice of life; it’s the whole pie.

Sonata has almost everything you need these days to break into the to-do list for foodies, who could break some fingers from an over-

dose of highfives after discovering this place. Sonata has a handsome, persona b l e , ultra-talented and creative young owner/chef, Mark Tropea, 30 (he looks even younger), a Glen Mills native who graduated from the Restaurant School of Philadelphia; a great young pastry chef/sous chef, Krystal Weaver; knowledgeable servers (our super server, Matt Aragona, is an Owen Wilson lookalike); and a really pleasant, friendly vibe.

The BYOB can seat 38 inside and 10 outdoors.

“When I was a teenager,” explained Tropea, “I got a job as a dishwasher at the Hilltop Pub in Glen Mills, which was basically just a corner bar.

One day the cook was a bit overwhelmed, so he asked me to make an Italian hoagie. Believe it or not, after I made that hoagie, I was hooked. I know it sounds crazy, but right then and there I decided

Maritime Council Sees Aker As Union Buster It’s time to stop funding Aker, the shipyard at the old Naval Base that has been doing its best to support foreign contractors over Philadelphia Unionists.

Gary J. Gaydosh, president of the Philadelphia Metal Trades Council, which represents the unions with employees at the shipyard, believes Aker’s dependency on public tax money to keep it afloat has to come with a proviso that Aker begin to fully utilize the skilled labor that can be found from the city’s many trade unions.

Gaydosh noted Akers has cancelled its apprenticeship program, making it more dependent on imported labor, much of which, he says, “comes from Germany.”

He heads a Council made up of 11 affiliated local unions such as the IUOE 542, IBEW

Gaydosh has tried to get the three levels of political leadership — Federal, State and City — to get Akers to support and hire local union members. He said this shipyard facility has received “almost $500 million in public money, designed to

help it build ships and revitalize the old Navy Yard shipbuilding facilities.”

Gaydosh states, “For the past several years we have had problems with an influx of foreign workers and supplemental labor contractors that are not from the tri-state area, causing a problem that no one wants to address. We are losing jobs for local people because of Aker’s policies.”

He added, “Each time we lose one of our guys, they import a laborer. Presently they are using Konnerude, a Norwegian company, to supply them with the same craft experience our union members have. Not only that, they actually pay them an additional per-diem wage increment.

They earn more than our rank and file do.”

Aker is using layoffs as a pressuring tool for more dollars, because it does not have new order or enough work to keep its maximum level of 1,000 workers working. Its chief executive officer here is Jim Miller, who recently announced the impending

layoff schedule.

Aker is the second-largest US commercial shipbuilder.

The other is General Dynamics Nassco, of San Diego.

Though it has no orders to build another two ships, Akers wants to do so and needs a $150 million loan from the Maritme Administration of the US Dept. of Transportation.

Gaydosh said he is watching the layoff procedure closely. “Our labor agreement says subcontractor employees have to go first, before regular Aker employees are laid off.”

Gaydosh hopes Aker can get the loans it needs. He has faith Congressman Bob Brady, Sen. Arlen Specter, and others are working hard to secure that funding. However, he adds, “They must get guarantees from Aker to hire American labor first and foremost.”

In 2000, Aker took over the predecessor Kvaerner Philadelphia Shipyard, which got started with a $429 million taxpayer-funded shipbuilding subsidy in the 1990s.

Imported Cars Jam The Port Facilities The Port of Philadelphia has a happy problem. It’s been flooded with more car inputs then its most optimistic outlook had forecast when Hyundai Motor Co. announced it would be using the Port of Philadelphia to import its Hyundai and Kia vehicles.

That announcement and the beginning of shipments over a month ago created more work for the Port and its facilities, especially those located in South Philadelphia. Already over 23,000 Hyundai and Kia autos have arrived since August.

Union labor involved includes 150 members of the International Longshoremen’s Association Local 1291, and 180 members of Teamsters Local 107, with the later fueling, washing, adding accessories and giving final inspections to the cars which

then get loaded for shipment to showrooms.

Approximately 2,300 cars per week are now being shipped into Philadelphia after Hyundai moved to consolidate its East Coast operations, moving them from Baltimore and Newark to this port.

Presently the Port is able to process out close to 825 cars a day with two shifts working.

But, as time goes on, and sales do not justify the immediate delivery of these new automobiles, space will be needed to accommodate them.

Negotiations are reported to be underway with the Water Dept., which has expansive holdings along the river.

TWU Changes Its Union Leadership The rank and file of TWU Local 234, the organization whose rank and file run the SEPTA system, have voted a change in leadership, electing John Johnson to take the helm of the 5,000-man union.

Despite his efforts to gain a “decent” contract for the Union, Willie Brown was told by some of those who voted against him, his style wasn’t what they wanted to see in a leadership.

Brown forced SEPTA to the table with a call for a strike on Election Day last November at 3 a.m. in the morning.

The uproar from the ridership was felt by the drivers when they returned to work.

Johnson reiterated that sentiment, saying after the election, “Our rank and file did not like the way they were portrayed in the media. This was their chance to make a difference.”

He also gave Brown his due. He said, “It was a hardfought election. We took nothing for granted. I respect Mr. Brown, wo has been very gracious toward our team. We look forward to a smooth transition. We will come together as a union.”

Where Have All The Men Gone?

by Nathaniel Lee Members of several local organizations gathered at 67th Street & Woodland Avenue to protest the recent shooting of Daishaun Brown, 2, and his brother Joseph Brown, 8, as they played outside their homes in Southwest Philadelphia Organized by Anthony Jacobs, community outreach coordinator of the nonprofit group Creating a Village, the “Fed up Rally!” was called in an effort to challenge local residents to take back their streets. Unfortunately, not many did.

“Those boys deserved better than that,” shouted State Rep. Ronald G. Waters to the small crowd of onlookers who gathered at the rally.

“The people responsible do not deserve the protection which we afford them when we are silent on this issue,” asserted Waters as he challenged residents of the area to come out of their houses and boldly participate in the rally.

“I’m out here because I am fed up with this community right now,” said Anetta Johns, the children’s mother, who also pleaded with those who may have information which might lead to the arrest to the shooters to come forward. Repeatedly she asked that the shooters themselves surrender to authorities.

It is reported Johns is looking for a new home where she can start a new life for her children. “My kids are scared to come out. My 3-year-old just started eating again yesterday after a week,” said Johns, who reported her children no longer wanted to return to the neighborhood where the shooting occurred.

Community organizer Craig Melidosian appealed to those responsible for the shootings to “pick up the phone and call Waters’ office and make an appointment to turn themselves in,” promising Waters would see they would then be safely handed over to law enforcement.

Men United for a Better Philadelphia’s Executive Director Mark Harrell spoke about the absence of men in the community willing to take a stand to protect the neighborhoods in which they live.

“We have been out here on these streets for eight years .…

One of the things I have learned is that when it comes to getting men involved, it is the hardest thing we ever had to do,” said Harrell.

Despite the small turnout, there was still hope the challenge would effect positive change.

I wonder whom Mayor Nutter has ticked off within the Democratic City Committee. Did he miss an important function?

Did someone’s kid not get a job in City Hall? I ask this question because the DCC will endorse a ham sandwich if it’s an incumbent and will usually strongly discourage folks from going after incumbents.

Two, what does Street have to gain by helping either Katz, with whom he had some really nasty debates during the 2003 campaign or Knox, who has yet to show me or anyone else that he really has a grasp of this city’s problems or how to solve them?

I ask this question because Street doesn’t seem

a Democrat … and that is that he ran for Mayor twice as a Republican.

We have a year before we have to consider the answers to these questions, but knowing that there will be competition for the city’s Pleas Court, and one who is seriously being considered to replace CARL GREENE as head of THE P.H.A., has stated, “SAM KATZ will beat MAYOR NUTTER in the next upcoming MAYORAL RACE.” The Judge made no bones about it either. “SAM will win, and this will be his fourth go around.
